$130 MILLION IN INVESTMENT EARNINGS FOR STATE PORTFOLIO DURING MAY
$90.9 million earned for cities, school districts through Illinois Funds
The State Treasurer’s Office made a record $130.1 million in investment earnings from the state investment portfolio in May, Illinois Treasurer Michael Frerichs announced.
Treasurer Frerichs is the state’s Chief Investment and Banking Officer. He is responsible for investing state revenue in the state investment portfolio. So far in Fiscal Year 2024, Frerichs’ Office has earned more than $1.3 billion for the state portfolio.
“Every dollar we earn in interest is a dollar that lawmakers don’t have to raise in taxes,” Frerichs said. “The State Treasurer’s Office cannot solve all of our problems, but we can be part of the solution.”
Also in May, nearly $90.9 million in gross investment earnings was earned for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool the State Treasurer’s Office operates. So far in Fiscal Year 2024, the Office has earned more than $973.6 million for the Illinois Funds, which has received the highest rating of AAA from Fitch, a national credit ratings agency.

Pritzker Administration Announces Additional State-Supported Shelters for New Arrivals
STATE SUPPORTED SHELTERS ADD CAPACITY TO HOUSE UP TO 2,000 PEOPLE
CHICAGO — Additional State-supported shelters are beginning to serve New Arrivals in Chicago. Two new shelters, operating as part of the City of Chicago’s existing shelter system, will prioritize families as they transition to independent living. This is in addition to a State-supported shelter in Little Village, bringing the total of State-supported and funded shelters in Chicago to three, with a total combined capacity of 2,000 people.
These latest additions to shelter capacity advance the State’s commitment to a joint funding plan with Cook County and the City of Chicago to address the ongoing humanitarian crisis presented by the arrival of over 43,000 New Arrivals from the U.S. southern border.
Hyde Park Shelter
A former hotel shelter that was previously used to quarantine New Arrivals from measles is serving as a facility for standard shelter operations now that the outbreak has passed. The hotel has been retrofitted to serve as a more traditional shelter site.
Under the guidance of public health officials, the State-funded quarantine shelter was decommissioned for quarantine in early May, allowing the State to transition the site to a shelter for families, with a maximum capacity to house 750 people.
Midway Shelter
Buildout for the next State-supported shelter at a former hotel on the Southwest side of Chicago began last week. The plan is to begin moving in families in July. This shelter has a maximum capacity of 950 residents.
Little Village Shelter
In addition to the newest shelters, IDHS opened a State-supported shelter at a former CVS in Little Village at the beginning of the year. At this shelter, and at all New Arrivals shelters across Chicago, IDHS provides shelter residents with a variety of wraparound services and supports to enhance independence and onward movement. This shelter can house up to 300 people.
Addresses of the above shelters are not being shared broadly due to public safety and privacy considerations.
New Concession Stand At Douglass Park Empowers Young People

BY TIA CAROL JONES
Recently, there was a ribbon cutting for the grand opening of Sheila’s @ Douglass 18, a concession stand, which is part of Douglass 18. It is named after Sheila McNary, Arts and Cultural Chair for the North Lawndale Community Coordinating Council.
McNary said North Lawndale was a blank canvas at the time the Quality of Life Plan was created and community stakeholders developed projects that would give the young people opportunities to have safe places to play.
“We wanted to revitalize our community, which had been neglected for over 50 years, and we wanted our children and our people to be able to enjoy spaces in their community, without having to drive outside the community. We wanted to have destination spots where we could have a safe time with our children and people we know,” she said.
“So, it’s doing what we wanted to do with our Quality of Life Plan. It’s bringing a quality of life to the students and the parents there. We’ll have food and hopefully it will become a destination spot for the community,” McNary said.
Artist Eric Hotchkiss worked with students to create Douglass18 and revitalize the once dilapidated golf course. McNary said the development of Douglass18 is truly making North Lawndale a community. She wanted a way to maintain the golf course and bring revenue to the golf course. The concession stand received financial support and resources from the Mars Wrigley Foundation’s Community Connection Grant, in partnership with LISC. With the concession stand, students ages 16 and older will be able to learn how to run a concession stand, customer service, as well as marketing and how to manage a miniature golf course.
There will be nine students who will work at Douglass18, as well as four students from the last season. McNary hopes the young people will have a safe and fun summer, and she hopes they learn how to play miniature golf. She said with the restaurant skills the students are learning, they can go other places to use those skills. Douglass18 has hosted camps during the summer from the Chicago Park District, Lincoln Park Zoo, Field Museum and Shedd Aquarium. It also hosted fundraisers and a wedding reception, as well as people from out of town have come to the miniature golf course.
“People from out of town come over, they want to see the miniature golf course and they’re impressed, It was well done, the students did a great job,” McNary said.
Douglas18 supports economic growth to the community by bringing people to North Lawndale. It means the money will stay in the community and will benefit the residents. McNary said the goal is for Douglass18 to be a successful business in the community.
“We’ve been wanting things in the park for our children and with this venue, we’ll be able to have parties. I’m so glad we’ll be able to offer this venue to the community, they won’t have to go looking for space outside the community,” she said.

ILLINOIS TOLLWAY AWARDS MORE THAN $192 MILLION IN CONTRACTS
FOR CONSTRUCTION AND ENGINEERING SERVICES IN JUNE
DOWNERS GROVE, Ill. – The Illinois Tollway Board of Directors approved three construction and professional engineering services contracts totaling more than $192 million at its June Board meeting, including a $184 million contract to support continued construction of the new I-490/Illinois Route 390 Interchange.
More than $307 million in contracts has been approved by the Tollway Board in 2024, as part of the 13th year of the Tollway’s 16-year, $15 billion Move Illinois capital program. The Tollway’s capital program calls for investing $1.4 billion in 2024, including eight contracts set aside for small businesses.
“Approval of this contract helps advance work on the massive new I-490/IL 390 Interchange that when complete will be a game changer for travel and access on the west side of O’Hare International Airport,” said Illinois Tollway Executive Director Cassaundra Rouse. “Six flyover ramps will be built under this contract to carry traffic over York Road, the Canadian Pacific Kansas City Railway and the Union Pacific Railroad and into the airport as we work to create long-awaited western access.”
The Illinois Tollway is building a new, full-access I-490/ IL 390 Interchange that will connect the new I-490 Tollway to the Illinois Route 390 Tollway and provide access to York Road, Irving Park Road, as well as direct access into and out of O’Hare International Airport.
The $534 million project includes construction of three miles of I-490 Tollway mainline roadway along with 16 ramps and 15 bridges to deliver full mobility on the west side of the airport. The new I-490/IL 390 Interchange is scheduled to be complete by the end of 2027.
June construction contracts awarded include:
A $184 million contract to F.H. Paschen, S.N. Nielsen & Associates, Chicago, IL, for roadway and bridge construction on the I-490/IL 390 Interchange.
June professional engineering services contracts awarded include:
A $4.6 million contract to Strand Associates Inc., Joliet, IL, for design services for bridge reconstruction systemwide.
A $3.9 million contract to EFK Moen, Ballwin, MO, for design services for bridge rehabilitation on the Reagan Memorial Tollway (I-88) between Howland Creek and U.S. Route 52.
The June contracts approved today include 20 certified disadvantaged, minority- and women-owned business enterprise (D/M/WBE) firms, as well as four certified veteran-owned firms. Commitments for D/M/WBE participation range from 23.65 percent to 70.42 percent per contract and commitments for veteran participation range from 0.52 percent to 5.27 percent per contract.
Overall, nearly $11.4 billion has been invested by the Tollway since the program began in 2012, with more than $2.9 billion of that total committed to small, diverse and veteran-owned firms. In addition, the capital program has created or sustained an estimated 132,440 total jobs as of May 2024.
Illinois Tollway professional engineering services contracts are selected in accordance with the qualifications-based selection process (Illinois Public Act 87-673 (30 ILCS 535/1-535/80) Architectural, Engineering and Land Surveying Qualifications-Based Selection Act), which requires state agencies to select professional architects, engineers and surveyors based on demonstrated competence and professional qualifications. Construction contracts for Illinois Tollway projects are competitively bid under the rules of the Illinois Procurement Code.
All contracts are presented to the Illinois Tollway Board of Directors for review and approval. Gov. Pritzker and the State of Illinois Announce IRONMAN will be Held in Rockford
IRONMAN’s decision to move to Illinois was supported by the state’s Tourism Incentive Grant Program; 2025 represents the first time the IRONMAN will be held in Illinois
ROCKFORD – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO), local officials and IRONMAN leadership announced that Rockford will host the IRONMAN 70.3 triathlon beginning next year in 2025 through 2027. Supported by a $800,000 grant to the Rockford Area Convention & Visitors Bureau (Go Rockford) as part of the state’s $15 million Tourism Incentive Grant Program, this is the first time the IRONMAN will be held in Illinois. The race is expected to generate upwards of $45 million in economic impact over three years.
“I’m thrilled to welcome the IRONMAN 70.3 triathlon to Illinois,” said Governor JB Pritzker. “My administration’s Tourism Incentive Grant Program attracted this major event to Rockford, and we look forward to showcasing
Illinois’ natural beauty and world-class hospitality to the thousands of athletes and spectators that will join us over the next three years.”

Summertime Call for Increased Attention to Prevent Alzheimer’s Wandering
As summer approaches and more people engage in outdoor activities, it’s crucial to raise awareness about the risks of wandering for individuals with Alzheimer’s disease. Alzheimer’s can impair a person’s ability to recognize familiar places and faces, leading to wandering, which is not only common but potentially lifethreatening. The Alzheimer’s Association urges caregivers, family members, and the community to take preventive measures to ensure the safety of those affected.
“Rockford has shown itself to be a charming midwestern destination city with an abundance of outdoor recreation. We are excited to partner with Go Rockford to offer this exciting new option on the North American IRONMAN 70.3 circuit for our many dedicated athletes. We can’t wait for athletes to come experience this welcoming community and see what makes Rockford so special in 2025.”
The triathlon will consist of a 1.2mile swim on the Rock River, a 56-mile bike loop that takes athletes through the area north of Rockford and a 13.1-mile run that will take runners from Davis Park on a two-loop journey on the east and west banks of the Rock River. The event is expected to draw in nearly 3,000 athletes and 15,000 visitors during each race. The race is also expected to fill an estimated 7,000-12,000 hotel room nights.
“IRONMAN 70.3 athletes push themselves to continually improve, to be better each day, to not settle for less than their personal best. The city of Rockford is like that, too. Rockford is a city on the move and gaining speed all the time,” said John Groh, president/CEO of GoRockford, the city’s destination marketing organization. “We’re thrilled to partner with IRONMAN and look forward to welcoming their athletes and fans to our city.”
“The Illinois Tourism Incentive Grant is a game changer for destinations and the visitor economy,” said Dave Herrell, Chairman, Illinois Destinations Association (IDA) and president and CEO, Visit Quad Cities. “These strategic resources will provide the competitive advantage we need to bring more meetings, conventions, and sporting events to Illinois, and we are already realizing booked business and results.”
“We’re thrilled that Rockford has been chosen as the new home of the Ironman,” said Rep. Maurice West (D-Rockford). “This is not only an enormous win for the Rockford, but for Illinois as a whole.”
Understanding the Risk: Alzheimer’s disease can cause individuals to lose their sense of direction and familiarity, making them susceptible to wandering. Statistics show that six in 10 people living with dementia will wander at least once, with many doing so repeatedly. This behavior can occur at any stage of the disease, and its unpredictable nature adds significant stress for caregivers and family members.
Warning Signs of Wandering:
(Be vigilant for these signs that may indicate a person with Alzheimer’s is at risk of wandering)
Forgetting how to get to familiar places.
Talking about fulfilling past responsibilities, such as going to work. Expressing a desire to “go home” even when already at home.
Displaying restlessness, pacing, or repetitive movements.
Struggling to find familiar rooms in the house.
Asking about the whereabouts of past friends and family.
Engaging in a hobby or chore without completing any tasks.
Appearing lost in new or changed environments.
Feeling nervous or anxious in crowded areas.
Reasons for Wandering:
(Wandering can be triggered by various factors)
Confusion at certain times of the day or night.
Inability to recognize familiar people, places, and objects.
Fear from misinterpreting sights and sounds.
Desire to fulfill past obligations.
Urge to search for an object.
Preventive Measures:
(Taking proactive steps can significantly reduce the risk of wandering)
Identify the time of day the person is most likely to wander and plan activities during these times.
Involve the person in daily activities to maintain engagement.
Reassure them if they feel lost, abandoned, or disoriented.

“The new Tourism Incentive Program is enabling Illinois to attract new high-profile events that generate millions in economic impact,” said DCEO Director Kristin Richards. “Attracting IRONMAN is a testament to all Illinois has to offer and increases our opportunity to show visitors from across the globe why Illinois is the best place to live, work and do business.”

Gov. Pritzker Signs SB1, Creating the Department of Early Childhood
CHICAGO -- Governor JB Pritzker joined elected officials, early childhood advocates, and education leaders to sign Senate Bill 0001 into law, officially establishing Illinois’ new Department of Early Childhood. The new state agency, first proposed by Governor Pritzker in October 2023, will focus exclusively on early childhood programs and services for young children, improving equity and accessibility for families and caregivers.
“Our state-funded early childhood programs operate across three different state agencies, putting an unnecessary burden on those families looking for support and on those providing the support that’s needed,” said Governor JB Pritzker. “I am very proud to usher in the beginning of a new era for early childhood education and care in Illinois – as we create the Department of Early Childhood. Once fully implemented in 2026, this new agency will make life simpler, better, and fairer for tens of thousands of Illinois families.”
“The launch of the Department of Early Childhood puts the needs of our youngest learners front and center,” said Lt. Governor Juliana Stratton. “We’re making it easier for parents to find
quality care and education, no matter their zip code. This new agency marks a transformative step in ensuring that every child in Illinois has access to the high-quality care and education they deserve.”
Currently, services for young children are housed in three separate agencies: the Illinois State Board of Education (ISBE), the Illinois Department of Human Services (DHS) and the Illinois Department of Children and Family Services (DCFS). Navigating the current system is complex and inefficient, often leaving service gaps and challenges for historically underserved communities. With this new agency, early childhood programs will be unified to improve ease and availability for families and providers seeking state resources, including:
The Early Childhood Block Grant at ISBE, which funds Preschool for All and the Prevention Initiative programs
The Child Care Assistance Program, Home-Visiting programs, and Early Intervention services at DHS Day care licensing currently managed by DCFS.
The transition will be led by education expert Ann Whalen, who has a
background in education policy and teacher retention, and the Department of Early Childhood will begin administering all new programs in FY27 (July 1, 2026). Until then, programs will continue to be housed in legacy agencies as the State works with educators, parents, providers, and stakeholders to design the ideal framework and practical rollout for the new agency.
Thanks to work from the Illinois Early Learning Council, the Transition Advisory Committee, as well as bill co-sponsors Senate Majority Leader Kimberly A. Lightford and Representative Mary Beth Canty, the Pritzker administration continues to advance its mission to make Illinois the best state in the nation to raise a family.
“The foundation of a child’s success and well-being is built starting the moment they are born,” said Leader Lightford (D-Maywood). “As a state, it is our duty to provide the necessary support and resources to build such stability. The creation of this unique agency will break ground on our transition to a whole, trauma-informed approach to meeting children’s diverse needs.”
“Too often I heard from parents, providers, educators and guardians that
navigating the state’s early childhood education system was too convoluted, time consuming and inefficient, with relevant programs scattered throughout our state agencies,” said Rep. Will Davis (D-Hazel Crest). “This new department centralizes these critical services, so those who care for our children are able to quickly access them. When it comes to the wellbeing and education of our children, time is of the essence and it is paramount that we build a state that is able to quickly coordinate and deliver much-needed resources to those most in need.”
“Today we’re better focusing our resources to tackle challenges with early childhood education and care through a lens of equity,” said Leader Lilly (D-Chicago). “These investments will help to build the strong foundation needed for our youngest to succeed, and are going to create better outcomes for children of every background in every part of our state. I would like to also thank Governor Pritzker for his dedication to address the needs of our children. As a member of the Early Learning Council, I see that our work has made a difference and I’m excited to see the impact it will have.”

Artist Vincent Ballentine Selected to Help Honor Greensboro Six; Unveils Concept for Wyndham Rewards Commissioned
GREENSBORO, N.C., PRNewswire -- Following a nation-wide search that saw more than 50 submissions from artists coast-to-coast, Wyndham Rewards®, in collaboration with the City of Greensboro and First Tee – Central Carolina, today announced artist Vincent Ballentine has been selected to design and install a commemorative mural honoring civil rights pioneers, The Greensboro Six, at historic Gillespie Golf Course in Greensboro, N.C. Wyndham Rewards introduced Vincent to the community at a press conference at Gillespie and shared an early rendering of his concept for the mural, honoring The Greensboro Six’s impact while celebrating Gillespie’s continued significance to the community through the work of First Tee. Ballentine’s vision and work will formally be unveiled during a special celebration at Gillespie on August 5, ahead of the PGA TOUR’s 85th Annual Wyndham Championship.
“This mural is a special reminder of our tremendous history in Greensboro, and the impact The Greensboro Six had on the sport of golf and beyond. Vincent’s design captures our vision of bringing the community together through the power of golf and will serve as an everyday reminder of our storied past—and because of that—our beautiful future,” said Ryan Wilson, CEO, First
Tee – Central Carolina
Illustrating History, Inspiring Generations
Brooklyn-based Vincent Ballentine is a multi-disciplined visual artist with a degree in film and education from the University of the Arts in Philadelphia and continued study in film at Cleveland Institute of Art. His work ranges from digital illustration and animation, to large-scale murals and street art and has been commissioned by the likes of NCAA, MTV and BET, among others.
With a heartfelt passion for storytelling through art and a desire to inspire generational connectivity and inclusivity, Ballentine was chosen from a pool of more than 50 accomplished artists nationwide to tell the story of The Greensboro Six. His interpretation of history details the Civil Rights heroes as they walk through the doors of the Gate City, a nickname for the city of Greensboro, and ushers in a new day for golf and the world we live in today. The image is complemented with nods to the continued significance Gillespie plays in the community today, particularly through the work of the First Tee.
The Legacy of The Greensboro Six
In 1955, one week after Rosa Parks was arrested
Mural
for refusing to give up her seat on a Montgomery bus, six Black men led by Dr. George Simkins started a local movement of their own by defiantly playing a round at the whites-only Gillespie Golf Course. They were later arrested, convicted of trespassing and spent 15 days in jail. Seven years and numerous court cases later, their actions led to Gillespie desegregating and later, seeing The Greater Greensboro Open (now the Wyndham Championship) become the first PGA TOUR event in the South to welcome a Black player (Charlie Sifford).
Today, Gillespie is home to First Tee - Central Carolina, a national youth development program using the game of golf to create life-changing opportunities for local youth on and off the course. It also has the distinction of being the first course in North Carolina to offer PGA HOPE (Helping Our Patriots Everywhere), a national program leveraging golf to enhance the wellbeing of active-duty military and veterans and is one of the only courses in the Triad catering to players with spinal injuries and disabilities through adaptive equipment and free programs.

PROSTATE CANCER FOUNDATION
HIGHLIGHTS EVIDENCE-BASED PROSTATE CANCER SCREENING GUIDELINES FOR BLACK MEN
LOS ANGELES, PRNewswire -- In its ongoing work to address health disparities for Black men related to prostate cancer, the Prostate Cancer Foundation (PCF) announced newly published guidelines for prostate cancer screening for Black men in the U.S.
One in six Black men in the U.S. will be diagnosed with prostate cancer in his lifetime (vs. one in eight white men). Black men are more likely to be diagnosed at a younger age, with more aggressive disease, and are more than twice as likely to die of prostate cancer.1
After determining there was an unmet need for guidelines for prostate cancer screening specifically for Black men, in January 2023 PCF convened a panel of experts in the social determinants of health, racial disparities, epidemiology, and the diagnosis and treatment of prostate cancer to review the literature and establish guidelines.
The expert panel recently published its recommendations and guidelines for prostate cancer screening for Black men in NEJM Evidence. The new guidelines do not replace but rather complement current U.S. guidelines for early detection of prostate cancer.
screening decisions for Black men.
The expert panel formulated the following Prostate Cancer Foundation 2023 Guideline Statements for Prostate Cancer Screening in Black Men in the United States:
Since Black men are at high risk for prostate cancer, the benefits of screening generally outweigh the risks.
Prostate-specific antigen (PSA) is a blood test that should be considered first-line for prostate cancer screening. Some providers may recommend an optional digital rectal exam in addition to the PSA test.
Decisions about PSA testing depend on individual preferences. Black men should engage in shared decision-making with their health care providers to learn about the pros and cons of screening.
“The thought leaders PCF convened have given Black men and their doctors evidence-based guidelines from which to make shared decisions about screening for prostate cancer,” said PCF President Gina Carithers. “By widely sharing these guidelines, we can help reduce death and suffering from the disease in this underserved population.”
The panel comprised 19 investigators representing primary care, urology, medical oncology, radiation oncology and methodology (clinical trials and epidemiology), half of whom identified as Black. In addition, three Black patient advocates with a history of prostate cancer shared their personal experiences. William K. Oh, MD, of the Division of Hematology and Medical Oncology, Tisch Cancer Institute at Mount Sinai, and Isla P. Garraway, MD, PhD, of the Department of Urology, David Geffen School of Medicine, University of California Los Angeles, served as Guideline Chairs.
The investigators completed a comprehensive literature search. From 1,848 unique publications, researchers narrowed their review to 264 relevant studies. The review was guided by six key questions about whether Black men should be screened for prostate cancer, what they should know about how screening is conducted and how to make informed decisions about screening, at what age Black men should start being screened and what age should they consider stopping PSA screening, and how family history and genetic risk should figure into
For Black men who elect screening, a baseline PSA test should be done between the ages of 40 – 45. Depending on the PSA value and the individual’s health status, annual PSA screening should be strongly considered.
Black men over age 70 who have been undergoing prostate cancer screening should talk with their health care provider about whether to continue PSA testing and make an informed decision based on their age, life expectancy, health status, family history, and prior PSA levels.
Black men with an even higher risk of prostate cancer due to a strong family history and/ or known carriers of high-risk genetic variants should consider initiating annual PSA screening as early as age 40.
PCF is sharing this information widely among Black men and their families as well as clinicians through its many communications channels including pcf.org and partner site Urotoday.com, patient webinars, informational videos, social media, patient guides, and other platforms.

(StatePoint) Better oral health is strongly linked to better overall health, helping you speak properly, eat healthfully, and prevent certain infections and disease. According to experts, it all starts with preserving your natural teeth.
“Your natural teeth are not disposable. They are designed to last a lifetime,” says Dr. Natasha M. Flake, president of the American Association of Endodontists (AAE). “Taking steps to preserve your teeth is fundamental to a healthy mouth, a healthy body and a happy life.”
Unfortunately, millions of U.S. adults don’t have dental insurance, and many lowincome adults lack the means to acquire dental services. As a result, they may forgo preventive care and even emergency care when issues arise.
“Delaying or avoiding care can cause a snowball effect of additional oral health and systemic health issues,” says Dr. Flake. “Even
a minor oral infection can escalate into a lifethreatening situation if left untreated.”
In an effort to urge Americans to get timely oral health care, the AAE has launched a multipronged campaign highlighting the link between oral health and overall health. The campaign includes digital billboards in Times Square, advocacy messages in building lights, and pop-up educational events where free dental care kits are distributed.
Many AAE members even provide free root canal treatments to those in need through organized free root canal days. Flake points out how critical this service is.
Endodontists are highly skilled dental specialists in diagnosing and treating tooth pain. When performing root canals, they use the latest in 3D imaging and advanced technology to put safety first and reduce the risk of infection. With 25 million procedures performed every year, root canal treatments are safe, convenient and widely recommended. To locate a nearby endodontist, visit the AAE’s useful patient tool findmyendodontist.com.
If you’re experiencing tooth pain or sensitivity, don’t delay your care. Visit an endodontist to protect your smile and your health.
“All too often, the default treatment for infection and tooth decay is tooth extraction,” says Dr. Flake. “The truth is that we can do better for all patients, particularly those in underserved communities. In fact, outreach efforts funded by the Foundation for Endodontics help patients in underserved communities receive much-needed dental care and save their teeth.”
