COOK COUNTY BOARD OF COMMISSIONERS PASSES COMMISSIONER MILLER’S RESOLUTION RECOGNIZING SEPTEMBER AS BLOOD CANCER AND SICKLE CELL AWARENESS MONTH

Sickle Cell is the most common inherited blood disorder in the US, disproportionately affecting people of color Cook County, Ill. -- The Cook County Board of Commissioners unanimously approved Cook County Commissioner Donna Miller’s resolution to recognize September as Blood Cancer and Sickle Cell Awareness Month in Cook County. The resolution is part of a national effort to raise awareness of Sickle Cell Disease (SCD) and blood cancers, which are the third leading cause of cancer death in the U.S., and to reinforce continued research and education efforts, including the Cure Sickle Cell Initiative. Ahead of the vote on the resolution, the Board heard public testimony from Cook County residents impacted by the diseases.

SCD is the most common inherited blood disorder in the United States. It causes red blood cells to become sickle-shaped and harden, and leads to complications including chronic severe and unpredictable pain, anemia, frequent infections, swelling in extremities, fatigue, delayed growth and more. Sickle cell disease is not contagious, and there is no universal cure. However, doctors have found a new genetic treatment that cured hallmark symptoms of SCD in 88% of people, and is starting to be used outside the clinical trial setting. Previously, the only options for people with sickle cell were treatments to manage symptoms or donor stem cell transplants that carry serious risks.

Throughout her time in office, Commissioner Miller has made it a priority to use her background in the healthcare industry to advocate for efforts to reduce health care disparities, with additional focuses on cardiovascular disease and maternal mortality rates. As Commissioner, she has sponsored resolutions to draw attention to American Heart Month, National Minority Health Month and Black Maternal Health Week, and convened important hearings to examine morbidity and mortality rates in Cook County. Additionally, each year Commissioner Miller sponsors blood drives to get more people to give blood, specifically conducting outreach to the County’s Black community. Sickle cell patients benefit most from blood transfusions from people of the same race or similar ethnicity, but only 5% of blood donors currently are of African ancestry.

MANLEY CELEBRATES JOLIET PUBLIC SCHOOLS’

HUFFORD

GROUNDBREAKING

ROMEOVILLE, Ill. – Illinois State Rep. Natalie Manley, D-Joliet, celebrated Joliet Public Schools’ new Hufford Junior High School at a groundbreaking ceremony. The Hufford groundbreaking was accompanied by another ceremony celebrating the groundbreaking of Gompers Junior High School that same day.

“The public voted overwhelmingly in a referendum that the two schools, over 66 years old, should be replaced. The average citizen recognizes the value of having great educational institutions,” said Manley. “District 86 is making good on their decision by starting construction on two state-of-the-art educational facilities for Joliet’s growing community.”

According to Joliet Public Schools D86, “the new 171,000-square-foot Hufford Junior High School will be built off Ingalls Avenue west of Larkin Avenue. The new school will be approximately 33% larger than the current Hufford Junior High. Gompers Junior High School will be a 142,700-square-foot facility roughly the same size as the current school.”

“I would like to thank Superintendent Dr. Theresa Rouse, the referendum committee, and the school board for their initiative in seeing that the result of that referendum becomes a reality,” said Manley. “These schools will serve as valuable investments for generations to come.”

Loretto Hospital Offers Free Mammography Services To West Side Residents

Continued from page 1

October is Breast Cancer Awareness Month. The National Breast Cancer Foundation was founded in 1991 by Janelle Hail, a breast cancer survivor. The organization’s mission is to help women by providing hope and inspiring hope to those affected by breast cancer through early detection, support services and education. According to the National Breast Cancer Foundation, one in eight women will be diagnosed with breast cancer.

Loretto Hospital has been around since 1923 serving the community and low-income populations. The hospital serves more than 33,000 patients every year.

Amy Henwood is the Lead Mammography Technologist at Loretto Hospital. The hospital provides screenings, diagnostic and imaging services, as well as ultrasound. The hospital also offers biopsies in the form of ultrasounds, using stateof-the-art equipment that has 3D imaging. This is the first year the National Breast Cancer Foundation has awarded Loretto Hospital a grant to offer free mammography services. Patients who are qualified for free mammograms will have an income of no more than 200% of the federal poverty level, have no medical insurance, or have a co-pay that makes it difficult to access care. Patients need to have a physician’s order to receive the mammography services, which might include a screening mammogram, a diagnostic mammogram and or a breast ultrasound, as needed. Patients who live in the following zip codes are eligible: 60651, 60644, 60624, 60623, 60612, 60402, 60632 and 60804.

screenings. We’d like to give them the opportunity for them to get these screenings,” Henwood said.

Henwood believes that early detection is very important in the diagnoses and treatment of this disease. Unfortunately, some women in the community don’t always have access to these screenings because of their financial situations. For women who do need a diagnostic study, Henwood said the grant would continue with their diagnostic study – additional imaging with ultrasounds and mammograms.

Henwood said that with the Black community, because of lack of access to the screenings, the rate of progression of the disease is greater. She said every woman deserves to have access to these screenings and have a chance to get treatment, which can save their lives.

Also, since transportation has been another barrier in women getting access to breast cancer screenings, the hospital is offering free transportation to get the screenings. Loretto will also work with the team of medical providers to facilitate getting the doctor order to get the screening. Henwood said being able to get people to the hospital with free transportation and getting them the doctor order they need to get the screening cuts out a lot of the barriers. She added, there are appointments available. The goal is to make getting mammography services a smooth process.

Henwood wants women to come in to get a mammography screening, starting at age 40 and continuing those exams annually, or if you have a family history of breast or uterine cancer, the recommendation is starting at 35.

“If breast cancer is found early, when it is small and has not spread, it is easier to treat successfully. Getting a regular screening test is the most reliable way to find breast cancer early,” Henwood said.

“A lot of these patients don’t have access to this care or these screenings. It’s so imperative for them to get these

Local YouthBuild Programs, Grainger Assemble

Disaster Relief Kits

LAKE FOREST, Ill. – To commemorate the 9/11 National Day of Service and celebrate the community partnership between YouthBuild USA, Grainger and local YouthBuild programs in Grainger communities, young people and staff from YouthBuild Lake County and YouthBuild Waukegan joined 500 employee volunteers at Grainger headquarters to assemble more than 4,000 disaster relief kits for the company’s annual “Bucket Build Day.”

The all-day community service event is designed to tangibly help those affected by natural disasters. The buckets, filled with items like small hand tools and cleaning supplies, help neighbors across the United States mitigate and rebuild when catastrophe strikes. Grainger buckets from last year’s event are currently being handed out in Florida as a response to Hurricane Debby and in Colorado to those impacted by wildfires. Earlier this year, buckets were distributed in Florida, Illinois, Louisiana, California, Nevada and Puerto Rico in response to flooding, hurricanes, snowstorms, tornadoes and

wildfires.

The event also included short remarks on the importance of service, helping those in need and commemorating the service of heroes and first responders of 9/11. YouthBuild USA president and CEO John Valverde joined the service day, assembling buckets with young people and staff.

In YouthBuild Lake County and YouthBuild Waukegan, participants pursue their education and receive workforce training for successful careers in the trades and other industries. This year, the programs celebrate their 20th and 23rd anniversaries, respectively.

All young people who enter a YouthBuild program, anywhere in the world, pursue a dual mission: to create a meaningful and productive life for themselves and their families, while giving their best energies to improve the world around them. At hundreds of YouthBuild programs across the U.S. and around the world, opportunity youth — young

REP. DAVIS CELEBRATES HOUSE PASSAGE OF HIS

BIPARTISAN BILL TO REFORM CHILD WELFARE TO PROTECT AMERICA’S CHILDREN

WASHINGTON, D.C. -- Danny K. Davis (D-IL) celebrated the passage by the House of Representatives of his bipartisan legislation with Rep. Darin LaHood (R-IL) to reauthorize and reform child welfare programs under Title IV-B of the Social Security Act. The bipartisan Protecting America’s Children by Strengthening Families Act passed the House by a vote of 405 to 10 as part of H.R. 9076, Supporting America’s Children and Families Act, as amended. The bill reauthorizes Title IV-B and delivers the first increase in guaranteed funding since 2006. With approximately 369,000 children currently in foster care, this legislation offers vital assistance to help strengthen and keep families together and support the safety and well-being of children in foster care.

Protecting America’s Children by Strengthening Families Act encompass-

es policies from 16 different pieces of legislation from both Republican and Democrat members of the Ways and Means Committee. The bill follows the Committee’s extensive, year-long review of the nation’s child welfare programs to identify areas where these programs could better serve children and families.

who would otherwise enter foster care.

. Improves access for Indian tribes by streamlining funding, as well as monitoring state engagement with the Indian Child Welfare Act.

Mild Cognitive Impairment (MCI)

Mild cognitive impairment causes cognitive changes that are serious enough to be noticed by the person affected and by family members and friends but do not affect the individual’s ability to carry out everyday activities.

Rep. Danny K. Davis (D-IL) said, “I am proud to join with Chair LaHood in leading this important bill that will increase guaranteed funding for the MaryLee Allen Promoting Safe and Stable Families program for the first time since 2006. In addition to providing essential new funding for both state and tribal agencies to strengthen families, this bill includes significant investments and policy updates to improve child safety and well-being. For example, it invests in aiding kinship caregivers in finding needed resources, in evidence-based programs that successfully help parents overcome substance use disorders to safely care for their children, and in independent legal representation to address racial inequities in child welfare. This bill also provides for new demonstration projects to promote meaningful relationships between foster youth and their incarcerated parents, powerful relationships that support both parents and youth.”

Key policies included in the Protecting America’s Children by Strengthening Families Act:

● Reauthorizes Title IV-B for five years and makes reforms to modernize the program.

. Reduces paperwork and data reporting for state agencies and caseworkers by at least 15 percent.

. Addresses the caseworker crises by ensuring caseworkers have access to technology and training that support a strong workforce.

. Improves outcomes for youth transitioning from foster care, including by allowing foster youth up to age 26 to be eligible for services and incorporating lived experience in the state planning of child welfare plans.

. Supports the expansion of evidence-based services to prevent child abuse and neglect and ensures children are not separated from parents solely due to poverty-related neglect.

. Supports adoption services by evaluating the effectiveness of pre- and post-adoption services available under Title IV-B to adopt the more than 65,000 children waiting to be adopted.

MCI can develop for multiple reasons, and individuals living with MCI may go on to develop dementia; others will not. For neurodegenerative diseases, MCI can be an early stage of the disease continuum including for Alzheimer’s if the hallmark changes in the brain are present.

In some individuals, MCI reverts to normal cognition or remains stable. In other cases, such as when a medication causes cognitive impairment, MCI is mistakenly diagnosed. It is important that people experiencing cognitive changes seek help as soon as possible for diagnosis and possible treatment.

Symptoms

Experts classify mild cognitive impairment based on the thinking skills affected:

• Amnestic MCI: MCI that primarily affects memory. A person may start to forget important information that he or she would previously have recalled easily, such as appointments, conversations or recent events.

• Nonamnestic MCI: MCI that affects thinking skills other than memory, including the ability to make sound decisions, judge the time or sequence of steps needed to complete a complex task, or visual perception.

Mild cognitive impairment is a clinical diagnosis representing a doctor’s best professional judgment about the reason for a person’s symptoms. Individuals living with MCI who have an abnormal brain positron emission tomography (PET) scan or spinal fluid test for amyloid beta protein, which is the protein in amyloid plaques (one of the two hallmarks of Alzheimer’s), are considered to have a diagnosis of MCI due to Alzheimer’s disease.

The Alzheimer’s Association partnered with the National Institute on Aging (NIA) to convene expert workgroups to update the diagnostic guidelines for MCI due to Alzheimer’s disease, suggesting that, in some cases, MCI is an early stage of Alzheimer’s or another dementia.

The guidelines recommend finding a biomarker (a measurable biological factor, such as levels of a protein, that indicates the presence or absence of a disease) for people with MCI to learn whether they have brain changes that put them at high risk of developing Alzheimer’s and other dementias.

If it can be shown that changes in the brain, cerebrospinal fluid and/or blood are caused by physiologic processes associated with Alzheimer’s, the revised guidelines recommend a diagnosis of MCI due to Alzheimer’s disease.

A medical workup for MCI includes the following core elements:

• Thorough medical history, where the physician documents current symptoms, previous illnesses and medical conditions, and any family history of significant memory problems or dementia.

• Assessment of independent function and daily activities, which focuses on any changes from a person’s usual level of function.

• Input from a family member or trusted friend to provide additional perspective on how function may have changed.

• Assessment of mental status using brief tests designed to evaluate memory, planning, judgment, ability to understand visual information and other key thinking skills.

• In-office neurological examination to assess the function of nerves and reflexes, movement, coordination, balance and senses.

• Evaluation of mood to detect depression; symptoms may include problems with memory or feeling “foggy.” Depression is widespread and may be especially common in older adults.

• Laboratory tests including blood tests and imaging of the brain’s structure.

If the workup doesn’t create a clear clinical picture, the doctor may recommend neuropsychological testing, which involves a series of written or computerized tests to evaluate specific thinking skills.

Causes and risks

The causes of MCI are not yet completely understood. Experts believe that many cases — but not all — result from brain changes occurring in the very early stages of Alzheimer’s or other neurodegenerative diseases that cause dementia.

The risk factors most strongly linked to MCI when the underlying cause is neurodegenerative disease and not another cause are advancing age, family history of Alzheimer’s or another dementia, and conditions that raise risk for cardiovascular disease.

“NAREB is the leading voice of Black real estate professionals, and we are unyielding in our pursuit of advancing Black homeownership and wealth in America,” said Dr. Courtney Johnson Rose, NAREB’s President. “Our annual summits provide data and information that bolster these causes while urging stakeholders, from mortgage lenders to government policymakers, to support efforts to bring equity to all communities.”

At the Black Summit, NAREB will provide a platform for national leaders, including forums on several comprehensive studies commissioned by NAREB. These studies, addressing critical areas to increase Black homeownership and wealth in America, will provide valuable information and insights. One study examines appraisal bias and the impact of recent government and private sector efforts to curtail it. The second study targets an issue that has been quietly plaguing Black communities for decades: the dispersal of heir property and how to curb its devastating impact.

In addition, the 2024 State of Housing in Black America (SHIBA) study will provide an extensive analysis of Black homeownership and the historical barriers Blacks have faced when seeking to purchase a home. Its 11th edition, this pivotal resource will be instrumental in influ-

encing public policies and practices that will shape the homebuying environment for African Americans.

Working with the African American Mayors Association, the National Bar Association, The Church Of God In Christ, Delta Sigma Theta Sorority, Alpha Phi Alpha Fraternity, and Phi Beta Sigma Fraternity, NAREB will host a Building Black Wealth Tour event at New Birth Missionary Baptist Church on November 16 with Senior Pastor Dr. Jamal Bryant.

Over the past year, the NAREB Building Black Wealth Tour has organized more than 100 events that provide local communities with classes, workshops, and one-on-one counseling to advise families on homebuying, investing, and careers in real estate. There is also a course on heir’s property, educating families on how to keep real estate in their families and protect their communities from gentrification.

NAREB has organized the tour to counter the inequities in American society. NAREB’s 2023 State of Housing in Black America study found that the Black-White wealth gap is so expansive that the 400 wealthiest Americans control the same amount of wealth as all 48 million Blacks living in the United States.

Dr. Rose said data shows two million mortgage-ready Black Americans don’t own homes. “These families and individuals have the credit and income to qualify for a home mortgage,” she said. “The NAREB Building Black Wealth Tour goes into communities nationwide to find these consumers, educate them, and inspire them to build wealth.”

Get Your House In Order

Don’t Second Guess Entitlement

It has been said that we should never assume, because it will make an *** of u & me. Even knowing that, nearly 70% of the people that we know have failed to plan for the one certainty of life – death. This means that at death the certainty of what will happen to your assets (bank accounts, investment accounts, real estate, motor vehicles, and personal belongings) without a plan, is very uncertain.

If you are married and believe that you are entitled to inherit 100% of the assets and benefits of your deceased spouse, you may be in for a surprise.

If your spouse had recognized children outside of your marriage or was previously married, these relationships outside of your marriage may affect the monthly benefits that you and/or your children may be entitled to receive, especially government benefits.

The earlier relationships that either you or your spouse have had can also change the percentage of your entitlement to the property that you occupy and/or currently own jointly. These are the areas of discussion that spouses or common law partners should address now with their legal counsel. As we have often heard, an ounce of prevention is worth a ton of cure. I urge you to get professional advice today to get your “HOUSE” in order, tomorrow may be too late.

6 Tips to Stay on Top of Fraudster's Latest Tricks

(StatePoint) Identity theft is reportedly a growing threat as fraudsters evolve to be savvier and more sophisticated. There have been more than 1,300 data breaches already in 2024, according to the Identity Theft Resource Center.

It’s no surprise an Experian survey found that many consumers are wising up to the risk, with over half the U.S. adult population saying they’re highly concerned about identity theft and fraud.

“As fraudsters continue to become more sophisticated, it’s critical that you take matters into your own hands and protect your personal information,” said Michael Bruemmer, vice president of Experian Global Data Breach Resolution and Consumer Protection at Experian.

To help you avoid becoming a victim of fraud, there are a few key tips you should follow:

Create strong passwords: Create strong passwords for every account you have and don’t repeat passwords. If you

reuse the same password across multiple accounts and a criminal gets ahold of it, they can potentially wreak havoc on your personal and financial life. A password manager can help you create unique passwords and store them so you don’t need to remember them all on your own. Protect personal documents: Keep all your personal documents out of the hands of fraudsters, especially your social security card, as it can quickly open the door to identity theft. Leave your social security card in a safe place at home–don’t carry it with you. Additionally, check your mail every day to prevent theft of potentially sensitive data. Shred paperwork with personal information on it before throwing it away. Also, consider having statements delivered electronically so there are fewer physical documents with your information on them.

Watch out for phishing scams:

Phishing uses fake text messages, emails, phone calls or other types of communication that look like it comes from a reputable source. The fraudster’s goal is to make you

click on a link or open an attachment and share your personal information. After clicking the fake link and using your login credentials, the scammer can gain access to your account. To protect yourself from these types of scams, never click on a link or open an attachment from someone or a company that you don’t recognize or that looks suspicious. Additionally, if you receive notice that your personal information was involved in a data breach, be cautious about hackers who may imitate the company you received the breach notice from. To verify the legitimacy of the communication, identify the correct phone number by looking at physical statements or by logging into your account through a verified portal and call or email the company separately.

Use caution when answering calls: Criminals may try to call you and pretend that they are with a company you are associated with in order to have you provide your personal information. Never provide information over the phone. Instead, ask for the person’s name and where they are calling from. Hang up and call the company back via the phone number listed on its website to verify if the call was legitimate.

Regularly check your credit reports: Regularly checking your credit reports is a good financial and security habit. Staying updated on what is in your reports will help you spot any suspicious activity, like new accounts you don’t recognize, and help you act quickly to combat further fraud.

Leverage tools to combat fraud: Experian data found that only 30% of people are currently using an identity theft protection product or service. This shows that too many people are missing an opportunity to keep themselves and their identity safe. Experian offers free and paid identity protection products that can be an extra layer of protection. Experian IdentityWorks monitors for activity on your Experian credit report and will alert you if there are any changes. It also monitors for your information on the dark web and provides easy access to lock and unlock your Experian credit file.

You can check your Experian credit report for free and enroll in identity theft protection at www.Experian.com.

“Identity theft should be taken seriously by everyone. Being proactive and following key steps can help you stay ahead of fraud before it occurs,” says Bruemmer.
