MANLEY VISITS NHBW JOLIET HEADQUARTERS ON 4TH ANNUAL COMMUNITY DAY
ROMEOVILLE, Ill. – On Saturday, Sept. 12, state Rep. Natalie Manley, D-Joliet, visited the National Hook-Up of Black Women (NHBW) Joliet’s 4th Annual Community Day and received a tour of their building. Outside, members of the community could access voter registration, health, job, and legal services, alongside food and children’s activities.
Manley viewed NHBW’s library and learned about the Male Associate Arm’s “Real Men Read” program. This program allows men to volunteer to be positive role models by sharing the benefits of reading with children.
“NHBW’s dedication to improving children’s literacy is crucial, especially in a time when picking up the iPad or phone and watching videos is so much easier than reaching for a book,” said Manley.
Manley also viewed NHBW’s expanded Project 100 Food Pantry, which provides the local community with free food distribution on the 2nd and 4th Tuesday of the month at their 1705 Richards St. location. “Thank you to Chapter President Debra Upshaw, National President and CEO Bettye Gavin, and all of NHBW Joliet for another successful Community Day and their unwavering dedication to the community,” said Manley.

Eden Career Institute has online and onsite apprenticeship programs. The onsite apprenticeship program will take place at mHUB, located at 1623 W. Fulton St., in Chicago, Ill. Those programs include advanced manufacturing, construction trades and clean energy trades. The online programs include professional development – resume assistance, conflict resolution training, time management skills training and certification for HR generalist, cybersecurity, bookkeeping and network security. Web design, graphic design, and allied health training – medical and billing clerk certification. In all, ECI has about 45 different certification programs for people to choose from.
Dr. LaShondra Kyle, Executive Director of Eden Career Institute, said with a focus on clean energy jobs, there is a demand for workers to be trained to fill those jobs, which makes the training ECI provides timely and important.
having a faith-based, faith-centered career institute allows for thinking about the whole student, not just about providing skills training.
Because they focus on the whole student, ECI looks at the needs of the student, their needs like housing, transportation, mental health and wellness. The goal is for the student grow as a person along their journey of life.

“This seemed like an opportune time to create a vocational institution that would provide the workplace development needs and workplace training for companies and entities that need tradesmen and tradeswomen today,” Kyle said.
Kyle said ECI, like Joseph Business School, is separate, but Living Word Christian Center is the parent. Kyle said that ECI is a faith-based organization with God first and a servant attitude towards the students and the community. Kyle said the benefit of
“I believe that makes us different, because we’re looking at moving you forward in life, to not just get better for yourself, but so you leave a lasting legacy for your family. We’re trying to give you dignity of work and build your character, not just your skillset,” Kyle said.
As the Executive Director, Kyle’s vision is that ECI would be a viable choice for people in the Chicagoland area and to be included in the conversations of people’s options when considering what they want to do in life. She also wants ECI to be a consideration for people who are making a transition in life. Kyle said the name Eden was chosen, with the hope that people would come, grow and become better. She wants to see the students who participate at ECI to not only graduate, but to be retained in their employment, as well as have them refer their friends and family to ECI.
Kyle wants ECI to serve the community in ways that will benefit them and have them share their good experience with others. She reiterated that Winston wants ECI to be a place of growth, while serving them and providing opportunities for people to change their lives and their situations.

COOK COUNTY LAND BANK AUTHORITY REDEVELOPS 2,000 VACANT AND DISTRESSED PROPERTIES
CHICAGO—The Cook County Land Bank Authority (CCLBA) celebrated the completion of its 2,000th redeveloped property in Cook County in the 8500 block of S. Peoria Street, a 4-bedroom, 4-bath single family home in Chicago’s Auburn-Gresham neighborhood. The 4,500-square-foot Victorian home, originally built in 1890 and acquired by CCLBA in 2019, was purchased from the Cook County Land Bank Authority in 2021 and rehabbed by local developer Tytus Henry.
Working with the YouthBuild and Bridge to Construction programs through Metropolitan Family Services, Henry mentored several young people throughout the construction process. Bridge to Construction is a pre-apprenticeship program, and

YouthBuild is an innovative alternative education program for individuals ages 18 – 24, providing education and occupational skills to prepare unemployed individuals to obtain jobs with good wages. Henry taught the group valuable skills such as measuring, framing, painting, drywalling and electrical. Today, three of the individuals he mentored work for Henry’s Lion Heart Construction, and one program participant went on to start her own tiling company.

“It fills me with pride to achieve this accomplishment of 2,000 completed rehabs across Cook County, thanks to the collaboration of talented developers, nonprofits, small business owners, homebuyers and government partners that share our vision,” said Jessica Caffrey, Executive Director of the Cook County Land Bank Authority. “In just 10 years, the Land Bank has achieved enormous impact on Cook County through increased home values, property tax revenue, jobs creation, small business growth and community revitalization, and this beautiful Victorian home in Auburn Gresham adds to that impact.”
The Land Bank recently released a 10-year economic impact report, which found that CCLBA activity has generated $58.1 million in property tax revenue and created more than 1,400 jobs in the first 10 years of its operation. To date, CCLBA rehabbed properties are worth more than an estimated $258 million.
as well as the legacy of discriminatory housing policies such as redlining and contract buying. The Cook County Board passed a resolution sponsored by President Toni Preckwinkle and Commissioner Bridget Gainer to establish a land bank with the mission of acquiring, holding and transferring properties throughout Cook County to promote redevelopment and reuse of vacant, abandoned and tax-delinquent properties. The Land Bank would also support targeted efforts to stabilize communities; stimulate residential, commercial and industrial development.
“We created the CCLBA to address the problem of vacant and tax-delinquent properties in Cook County communities, and in a short amount of time the benefits have exceeded our expectations,” said Cook County Board President Toni Preckwinkle. “CCLBA activity has delivered $9.77 in economic benefits for every $1 of public-private partnership spending. In Land Bank properties around the county, families are becoming homeowners, nonprofits are expanding and businesses are launching — and that adds up to enormous economic change.”

Key Insights for Families That Are Navigating Dementia and Driving
As Alzheimer’s progresses, driving can become increasingly unsafe for those affected. Recognizing the signs and planning for the future can make this challenging transition smoother for everyone involved.
The Importance of Early Conversations
Discussing driving retirement before it becomes urgent is crucial. Acknowledge the emotional weight of this conversation, as many individuals view driving as a key component of their independence. It’s essential to express empathy while prioritizing safety—for both the driver and others on the road.
Tips for Starting the Conversation:
• Express Concerns: Openly share your worries while focusing on positive alternatives.
• Show Support: Reinforce your love and commitment, even in tough discussions.
• Engage Professionals: Involve a physician who can provide an objective perspective and may write a letter advising against driving.
• Seek Third-Party Evaluations: Consider assessments by occupational therapists specializing in driving rehabilitation.
If the conversation becomes contentious, remain patient and understanding. Emotional responses are often heightened due to the effects of the disease.
Planning Ahead for Mobility
Preparing for the eventual loss of driving privileges allows individuals with Alzheimer’s to maintain some control over their mobility. Here are some strategies to consider:
• Unique Plans: Every situation is different; tailor solutions to the individual’s needs.
• Involve Loved Ones: Family and friends can play crucial roles in supporting transportation needs.

“This house was abandoned and vacant, and now it’s a jewel of the community,” said Tytus Henry, owner of Lion Heart Construction and developer of the 2,000th home. “Working with the Land Bank gave us a chance to do this work without red tape, and it also gave us the opportunity to mentor young people and help some launch their own careers.”
“There’s so much to celebrate this month at the CCLBA, and we’re happy to share these milestones with the Auburn-Gresham community and Cook County as a whole,” said Darlene Dugo, Deputy Director of the Cook County Land Bank. “This impact—measured in millions of dollars and thousands of transformed properties—would not have been possible without our dedicated partners, supporters and elected officials who share our mission of redeveloping and repurposing vacant, abandoned, foreclosed and tax-delinquent properties.”
The Land Bank was founded in 2013 to address the fallout from the foreclosure crisis of the mid-2000s
“The CCLBA doesn’t just transform individual homes—it renews whole neighborhoods,” said Cook County Commissioner and CCLBA Board Chair Bridget Gainer. “Rather than accepting the status quo of vacant land, the Land Bank opens new doors to growth and development. From the property management teams like the Cara Collective/Cleanslate and local construction crews to the new families and businesses moving in, the Land Bank transforms communities and the people who live and work there.”
The Cook County Land Bank Authority, an independent agency of Cook County, was founded by the Cook County Board of Commissioners in 2013 to address residents and communities hit hard by the mortgage crisis. CCLBA gives local developers, community groups and potential homeowners the tools to transform their own communities from within. The Land Bank acquires properties that have sat tax‐delinquent, abandoned and vacant for years and sells them at below‐market rates to qualified community‐based developers, who then rehab the properties. This approach not only keeps revenue and jobs in the community, but it also helps local developers grow their businesses. Learn more about the Cook County Land Bank Authority at http://www.cookcountylandbank. org or email info@cookcountylandbank.org.
• Contract for Future Reference: Have the individual sign a driving contract that grants permission for others to intervene when necessary.
Alternative Transportation Options
Driving is not the only means of transportation. Several alternatives can help maintain independence:
• Family and Friends: Encourage them to assist with transportation.
• Taxi Services: Explore local taxi or rideshare options.
• Senior Transportation Services: Many communities offer specialized transport for older adults, which can be found through resources like the Alzheimer’s Association’s Community Resource Finder. Recognizing Unsafe Driving Signs
Monitoring driving safety is vital. Be alert to warning signs that indicate it may be time to stop driving, such as:
• Forgetting familiar routes
• Poor decision-making in traffic
• Erratic lane control
• Confusion or frustration while driving
• Delayed returns from routine drives
Professional Driving Evaluations
For those in the early stages of Alzheimer’s, a comprehensive driving evaluation by an occupational therapist can provide valuable insights. This assessment will gauge current driving abilities and suggest tailored strategies to enhance safety while retaining independence.

MAYOR BRANDON JOHNSON AND THE CITY OF CHICAGO ANNOUNCE $1.5 BILLION REFINANCING PLAN TO ACHIEVE $110 MILLION IN DEBT SAVINGS
CHICAGO – The Finance Committee recently approved an ordinance granting the City of Chicago authorization to issue $1.5 billion in General Obligation (GO) bonds and for the Sales Tax Securitization Corporation (STSC) to issue STSC bonds to refinance or tender certain outstanding City GO bonds and STSC bonds. The combined refinancing and tender are expected to generate approximately $110 million in present value savings based on current market conditions. The STSC was created in 2017 and has higher bond ratings than the City’s GO bonds. The primary purpose of STSC bonds is to refinance GO bonds, and further lower the City’s debt service costs.
The $1.5 billion GO/STSC ordinance to be considered by the City Council on Wednesday, October 9, 2024, adheres to best practices of responsible debt management. The ordinance specifically stipulates that the entire $1.5 billion amount can only be used for cost-saving refinancing purposes. Any other use of bond proceeds would require an amendment passed by City Council. The bond proceeds cannot be used for operating costs. The authorization allows for up to $1.5 billion of bonds, but the City will not issue the full amount unless the transaction provides debt service savings.
“The City of Chicago is committed to finding innovative and responsible ways to meet our financial challenges while prioritizing the long-term stability of our

budget,” Mayor Brandon Johnson said. “This refinancing plan represents another important step in creating a stronger financial foundation for our city—one that benefits all Chicagoans.”
Much like a homeowner refinancing a mortgage, the City will issue new bonds at lower interest rates to replace higher-interest bonds that are currently outstanding in order to achieve cost savings. On January 1, 2025, $850 million of the City’s GO bonds will be callable (i.e.: eligible to be refinanced through a call action). In addition, the City plans to use a tender process to purchase approximately $500 million of GO and STSC bonds and refinance those bonds for savings. Under this plan of finance, outstanding debt that carries an average interest rate of 5.62 percent will be replaced with new debt with a much lower cost in the range of 3.75 percent.
The City has executed many refinancings in the past, including separate refinancings of Midway Airport, wastewater system, and water system debt earlier this year in order to achieve cost savings for those respective City enterprises.
The refinancing is pending City Council approval. The City and STSC anticipate issuing the bonds as early as late October 2024. The minority underwriter representation on the GO/STSC refinancing transaction is targeted to be over 40 percent, which is commensurate with previous transactions.

What is one of the wisest things that you can do today to “get your house in order;” avoiding problems in the future? Did you know that your marital status plays a huge part in determining the urgency of your action to protect yourself?

Everyone needs to consider having a power-of-attorney aka POA in place. Why? There may come a time in your life when you are not capable of making decisions for yourself. POA’s provide you with an opportunity, while you are of sound mind and body, to delegate a person to make medical and/or financial decisions on your behalf.
It cannot be stressed enough how important it is to get a POA in place if you are not married. If married, without an POA, your spouse can make decisions for you, should you become incapable of making decisions yourself. However, if you do not have a spouse and by accident or illness you become incapable of making decisions, what will be your fate? Too often singles in long-term relationships would want their partner to make decisions for them; however, without a POA this is unlikely.
It is said, “an ounce of prevention is worth a ton of cure.” I hope that you and your spouse or partner make the decision today to put POA’s in place. It’s always better to have it and not need it, than…you know the rest.
Bye for now, Bren.

Tips for Older Americans to Protect Themselves Against Scams
(StatePoint) Scammers are getting better at what they do all the time. According to the Data Book, Americans reported losing $10 billion to scams in 2023, a full $1 billion more than in 2022. While anyone can be a victim, elderly people are often targeted, as they are presumed to have more savings. According to CERTIFIED FINANCIAL PLANNER® professionals, you can help safeguard your financial future with these tips:
Slow Down
From romance scams to debt and IRS scams, many scammers use emotional appeals to scare or charm their victims into giving up personal information or their money. Before acting, take a deep breath and speak to a trusted friend or relative who may be able to help you spot a potential scam. Remember that the IRS initiates contact only through the U.S. mail, not via email, text or social media.
You can also do a bit of investigative work yourself. For example, if you receive an email claiming to be your bank or another institution asking you to click on a link, first make sure the request is legitimate. Do the return address and URL look right? Are there spelling errors? If you’re contacted by text or with a phone call, look up the number of the bank or company and call them back directly, not with the number provided.
Be Choosy
As you age, it’s common to enlist friends and family to help you make financial decisions and with everyday administrative tasks, like paying your taxes or your bills. Select who has access to your sensitive documents and online accounts carefully.
Also, never leave bills, statements and other identifying information lying around. You may want to invest in a paper shredder or a file cabinet with a lock so you can dispose of and store documents carefully. You should also ensure all your online accounts have strong passwords that are known only to you.
Finally, consider setting up automatic bill payments. This not only has the benefit of keeping you up-to-date on pay-

ments and helping you avoid late fees, it will also reduce the amount of sensitive paperwork you have in your home and receive by mail.
Seek Assistance
If you are the victim of identity theft or another scam, a CFP® professional can help you recover with a smart financial plan. They can also help you avoid becoming a victim in the first place by helping you monitor your accounts and by setting up notifications from your financial institutions when suspicious activity is detected. As a fiduciary, they have

an ethical obligation to work in your best interests at all times and can be a valuable member of your money team. To find a CFP® professional near you, visit l It’s easy to think identity fraud and other financial abuse is something that happens only to other people. But scam tactics are becoming more sophisticated, and anyone can be targeted. The best defense is staying abreast of the latest tactics and arming yourself with the assistance of trusted advocates.
