SPEAKER WELCH CONGRATULATES LEADER FLOWERS ON ACS AWARD Springfield, Ill. – House Speaker Emanuel “Chris” Welch is recognizing deputy majority leader, State Representative Mary Flowers, for receiving the National Distinguished Advocacy Award from the American Cancer Society Action Network. “Leader Flowers is the quintessential elected representative. She is well-convicted in her values and leads with determination that is only matched by her kind heart,” said Speaker Welch. “Most importantly, she knows how marginalized communities can be better served by government. This is particularly the case when it comes to access to health care.” During her more than 30 years in the General Assembly, Leader Flowers has advanced efforts to improve disadvantaged communities’ access to health care. In 2021, Flowers continued these efforts by sponsoring House Bill 1779, which will require health insurance policies and managed care plans to include coverage for biomarker testing for diagnosis, treatment, or ongoing monitoring of an individual’s condition. Biomarkers are defined as characteristics that are objectively measured and evaluated as an indicator of normal biological processes. Biomarker testing is used to examine blood or tissue to find cancer and other complications. The American Cancer Society awarded Leader Flowers the National Distinguished Advocacy Award, the highest award for elected officials who help lead the fight against cancer. With House Bill 1779 becoming law, Illinois became the first state in the nation to have covered biomarker testing for insured individuals. “Thanks to the tireless work of Leader Flowers, Illinois is a leader in the Midwest and the Nation when it comes to empowering patients and ensuring cancer patients have access to the best care available, regardless of income,” said Speaker Welch. “I want to congratulate Leader Flowers on her well-deserved award and express my gratitude for her hard work with the American Cancer Society to help defeat this disease.”

Chicago Public Schools and City Colleges of Chicago collaborated in 2020 to create the Chicago Roadmap to support students on their path to and through college as they make their way to their careers. Now, a year later, a progress report is out that highlights the best practices and implementation of programs. The Chicago Roadmap consists of five domains: Academic Readiness and Success, Access to High Quality Programs, Student Advising and Supports, Career Exploration, Experience, Readiness, and Transparency and Alignment and Collaboration. The Roadmap was written to address 12 key challenges from a study that looked at the Chicago educational landscape, data, community college and high school partnerships around the country, and focus groups. The Roadmap is a comprehensive, five-year plan to address those challenges. “This collaboration between CCC and CPS demonstrates their commitment to closing gaps of inequity within our education system and helps enhance students’ preparedness as they navigate their high school and college careers,” Chicago Mayor Lori E. Lightfoot said in a release. “The Chicago Roadmap Progress Report ensures that students are provided with the
much-needed tools to thrive, and thanks to the generous contributions made to the Children First Fund: The Chicago Public School Foundation and the City Colleges of Chicago Foundation and its many donors, our students will reach their full potential and step into a future filled with opportunities for enrichment and success.” Peggy Korellis, the City Colleges of Chicago Associate Vice Chancellor of High School Partnerships Educational Quality, described the Roadmap as a comprehensive, partnership agreement. It looks at all aspects of the institutions to find out how they can better align to streamline processes and opportunities for students. According to Korellis, half of the CPS graduates come to City Colleges of Chicago during their academic journey, whether it is after they graduate from high school or after they’ve gone to a four-year institution. In the first year, transitional math and English courses have been developed. Students in their senior year who pass these courses with a C or better can go directly into college-level math or English at City Colleges of Chicago, community colleges across the State of Illinois, and some four-year institutions that are partners of the initiative. the goal is to implement the IT Model Pathways and Advanced Manufacturing Model Pathways and Master Builder and Construction Model Pathways. “We look at which schools have access to which programs and where are the opportunity gaps so that we can provide support to those schools and target some of these programs,” Korellis said. “We’re targeting our support to schools that need it the most.” With the Post-Secondary Navigators program, the City Colleges of Chicago employees are in Chicago Public High Schools to help students with career
exploration. For students who want to attend a city college, the navigators help them from career exploration, finding the right school, applying, and enrolling. There are 12 navigators in 46 of the CPS High Schools. The City Colleges of Chicago has created a scholarship for the Chicago Public School students. The ACE Scholarship is available to students who graduated in 2020 and 2021. The scholarship will provide them with $1,000 and a free laptop. ComEd Launches New Job Training Program ComEd has announced the CONSTRUCT Business Operations Academy, a new pilot program to increase the pool of qualified minority candidates for entry-level administrative and project coordinator roles in the utility, construction and related industries. The program is administered by YWCA Metropolitan Chicago and is funded by ComEd and INTREN. “As part of our commitment to lifting up the communities we’re privileged to serve, ComEd runs or supports several successful job training programs,” said Diana Sharpe, vice president of economic and workforce development with ComEd. “After placing hundreds of diverse job seekers in entry-level jobs in the construction industry through the CONSTRUCT Infrastructure Academy, we’re thrilled to expand our workforce development program with the addition of the CONSTRUCT Business Operations Academy.” Through the CONSTRUCT Business Operations Academy, participants will learn about business operations and project management; develop the professional skills, or soft skills, necessary to succeed in an office environment; complete a capstone project with industry-specific case studies; and receive job placement and support services. North Texas Physicians, Faith Leaders Set the Record Straight on COVID-19 Vaccines DALLAS PRNewswire -- Physicians and faith leaders from North Texas teamed up for frank and honest conversations that dispel misinformation about the COVID-19 vaccines. Nine local faith leaders from churches with largely African American congregations sat down with physicians from those communities to record video conversations addressing the most common myths about the vaccines. “I receive numerous questions about the COVID-19 vaccines from people in my congregation,” said Pastor Patrick Winfield, Campus Pastor of The Potter’s House of Fort Worth, one of the participating faith leaders. “I feel compelled to do everything I can to dispel the myths and build trust with physicians within in our community so that people will feel more comfortable being vaccinated. This kind of information helped me feel comfortable enough to be vaccinated,” continued Winfield,” continued Winfield. In April 2020, as the COVID-19 pandemic arrived in Texas, physicians in these county medical societies came together to provide education, outreach, and science-based information to residents about all aspects of COVID-19. Most recently, the Coalition has looked for ways to increase vaccine uptake in communities disproportionately impacted by COVID-19. “Physicians have been on the front lines of this pandemic and have seen the horrendous toll it has taken on individuals, families, and entire communities,” says John Flores, MD, an internal medicine specialist from Kittle Elm and Chair of the Coalition. “After the vaccines were approved, we began looking to do everything we could to promote vaccination. It is our best way out of this pandemic,” continued Dr. Flores. “Across North Texas, we know that many residents live in one county but may work, engage in social activities, or attend church in a different county,”

POLITICAL Affairs Cook County Treasurer Maria Pappas to share government transparency and social equity initiatives at real estate and tax conference in the Dominican Republic Cook County Treasurer Maria Pappas will discuss how
advancements in the Treasurer’s Office have increased transparency and efficiency while promoting social equity during a conference next week in the Dominican Republic.
The Inter-American Conference on Cadastre and Property Registry will bring together experts in the public and private sectors to discuss land registry systems and challenges governments face as a result of the COVID-19 pandemic and climate change. #ConfCat21 will take place Nov. 2 - 4 in Santa Domingo. It is organized by the Dominican Property Registry National Administration, the National School of the Judiciary of the Dominican Republic, the Organization of American States and the World Bank. Pappas’ presentation, “On the Frontier of the Property Tax System,” details changes made in the past two decades in her office that have improved efficiency, convenience and transparency while reducing costs to taxpayers. The advancements have enabled the office to undertake studies on the property tax system and better assist property owners. Since the start of Pappas’ Black and Latino Houses Matter program in the early days of the pandemic, the Treasurer’s Office has returned more than $120 million in refunds to communities with majority Black and Latino populations. “I welcome the invitation to speak and look forwarding to exchanging information about processes that benefit property owners, in addition to discussing the critical issues local governments face today,” Pappas said. Pappas’ invitation is the most recent one extended by officials in other countries who are interested in learning about the progress made at the Cook County Treasurer’s Office. Earlier this month, she addressed a global forum in Seville, Spain, that was attended by officials from 19 countries.

Last October, I was honored to share the stage with Mayor Lightfoot and We Rise Together, representing JPMorgan Chase as the bank announced a $600 million commitment to increase homeownership for 3,000 Black, Latino and Hispanic families in Chicago. This announcement was part of a larger, five-year $30 billion national commitment the company made to advance racial equity. To be a part of such important work was a professional and personal highlight for me, having grown up in the Chicagoland area and witnessing first-hand the inequities for people of color in the community. I was fortunate -- raised in a middle-class family with parents who moved to the area to provide a better life for their children. Although we had resources and support, it didn’t change the fact that I was always viewed a certain way because of the color of my skin. My father taught me early on that I needed to work twice as hard and leave no doubt when competing – win so convincingly that the results don’t need to go to a photo finish. He also taught me the unfortunate realities around dealing with law enforcement and the racial biases that we’re still coming to terms with as a country. Equipped with this knowledge, I went to college and pursued a career in banking – and still dealt with discrimination along the way. But I grew up seeing people who look just like me on the South and West sides of Chicago who didn’t
have that support growing up. They continue to face generational barriers to building wealth and stability without sufficient tools and support to help them along the way. That’s what our commitment seeks to change, by focusing on expanding opportunities for Black, Hispanic and Latino people in key areas that help build wealth in areas like homeownership, affordable housing, small business growth, financial health, and access to banking. It is why we recently created the role of Community Home Lending Advisor to help more customers achieve the goal of homeownership. A new team of 10 now serve as experts in hyper-local housing assistance and down payment assistance programs in underserved areas of Chicago. It is why we doubled our homebuyer grant to $5,000 to help customers with upfront costs of buying a new home — available in 412 majority Black census tracts in the Chicago area. It is why earlier this year we opened our community inspired branch in the South Shore neighborhood to offer free financial health resources
like skills training, small business pop-ups, and fintech innovation. It is why we recently hired five Community Managers in neighborhoods like Stony Island, Chatham and Brighton Park to engage the community, increase awareness of available resources, and help connect local residents with financial health tools, products and services. It is why we piloted a nationwide program in Chicago to help entrepreneurs in historically underserved areas access coaching, technical assistance and capital. Chase small business consultants will provide over 1,500 Black and Brown-owned small businesses with 1:1 mentorship and digital education to help grow their businesses. It is why in June, JPMorgan Chase announced a new $150 million, five-year commitment in philanthropic capital and low-cost loans to Chicago’s South and West sides. That brings our total business and philanthropic investments toward Black, www.citizennewspapergroup.com
Latino, Hispanic and other underserved communities in Chicago to $800 million by the end of 2025. These and other steps reflect our commitment to investing in Chicago and working with local officials, community partners and others in the community to help address structural economic and racial disparities in lending, including helping more people achieve affordable, sustainable homeownership. It has been inspiring to see this work play out over the past year work that so many of my colleagues are passionate. I’ve been overwhelmed by the response from our community partners, non-profits, public officials, and other businesses wanting to get involved. But we need to keep pushing and know that the hard work is ahead of us to get Chicago to where we all know it needs to be. This means investing in our employees, building larger coalitions, and working with policymakers to tailor
programs that help Black, Latino and Hispanic people across the economic spectrum build wealth. It touches me personally to think about the journey that we have been on from 2020 in the wake of George Floyd’s murder, because for too many of us this is deeply personal. The country came together and stood up – across racial lines – to protest. I marched with my children with thousands of others in my community and felt emotional thinking about my grandmother marching in Mississippi for the right to vote in the 1960s. It underscores that the fight for racial equity continues, but it also says that we’re making progress. I am proud to be a part of a company that recognizes this and uses its resources and expertise to continue this work and help close the racial wealth gap. To work alongside a team of people who live and breathe this effort to help drive inclusive economic growth in our community and others like it, is a reason for hope.
