NOBLE CHARTER PUBLIC HIGH SCHOOLS RANKED BEST IN CPS Chicago Public Schools recently released the 2018-2019 school quality ratings. Noble charter public high schools earned 10 of the top 15 ranking slots, including all four of the top spots as measured by the School Quality Rating Policy (SQRP). Of the schools that rounded out the top 15, three schools were selective, test-in schools, and two accept only students with certain GPAs and attendance records. Noble schools are public and open to all students in Chicago, there is no testing required for admission, and just as with all CPS schools, tuition is free.

Among all Noble campuses, 89% were ranked 1 or 1+ (16 of 18), and Noble’s average SQRP rating is 4.13 which equates to a level 1+ average rating overall.

IL DEPARTMENT ON AGING ASSISTS SENIORS FOR MEDICARE OPEN ENROLLMENT The Illinois Department on Aging’s (IDoA) Senior Health Insurance Program (SHIP) is reminding seniors of the free counseling assistance available to Medicare-eligible individuals and their caregivers during Medicare Open Enrollment occurring now through December 7th.

SHIP is not affiliated with any insurance company, and counselors do not sell or solicit any type of insurance. SHIP counselors in the field help seniors and people with disabilities on Medicare understand the options available to them. They also educate and answer questions about Medicare plans and options.

West Side Community Development Organization Releases Updated Quality Of Life Plan Continued from page 1

The North Lawndale Community Coordinating Council (NLCCC), in partnership with LISC Chicago and the Chicago Metropolitan Agency for Planning, recently held a community meeting at the Old Saint Patrick’s Auxiliary Auditorium, 625 West Adams St., to unveil an updated Quality of Life Plan for the entire North Lawndale community.

The NLCCC is a group of residents, community-based organizations, and community institutions that all came together to achieve one common goal which was creating a comprehensive plan to improve the quality of life in North Lawndale.

The recently released Quality of Life Plan, entitled North Lawndale: The Next Chapter, contains eight chapters that detail the work of 13 subcommittees which include housing, economic development, workforce development, transportation and infrastructure, technology, GROWS (green, open space, water, and soil), arts and culture, health and wellness, public safety, education and youth development, sports and recreation, communications,

and capacity building.

Three of the greatest needs that came out of the plan were a need for workforce development, economic development, and improved public safety, according to Tameeka Christian, program officer for LISC Chicago who oversaw the Quality-of-Life Plan in North Lawndale.

“There is a very high unemployment rate in North Lawndale and if you go to the workforce development chapter in the plan, you will see that the goal is, over the next 5 years, to get 5,000 people connected to a job,” said Christian.

When it comes to economic development, there is a need for a local grocery store in North Lawndale. Adding a grocery to the community will improve the quality of life for residents and act as an anchor for the future rebuilding of commercial corridor in the neighborhood, according to Christian.

“Then there is public safety. We have a high rate of shootings here in North Lawndale and the public safety committee is taking a different approach to change that by providing street interventions with individuals out in the community to learn how to better prevent

shootings and also to look at how they can build better relationships with the police department,” said Christian.

The North Lawndale Quality of Life Plan was created with the hopes of changing the narrative surrounding the community from violence and poverty to peace and prosperity. Over the last two years, residents and stakeholders have been dedicated to working together to get this plan implemented and several early action initiatives have already resulted in millions of dollars being invested in North Lawndale.

“For the long term, the plan provides a blueprint for those that want to invest in the community. It provides an opportunity for people to be able to look at the Quality of Life Plan, find something that aligns with their interests, and support it. The plan is a living document of course because the needs of the community change as the community progresses but I think it also serves as an anchor document,” said Christian.

For years to come, the plan will be a resource for the community and a blueprint for developers, investors, and small business owners.

KLEO Center Hosts Annual Fundraiser To Support Community Programs

A Washington Park-based non-profit organization, The KLEO Center, recently hosted their 12th Annual Fundraising Gala at Carnivale in the West Loop. The annual Gala is a major fundraising initiative for the KLEO Center and is essential for raising critical funds to support community programs.

The KLEO Center is a non-profit organization dedicated to strengthening families through education, job training, economic development, and community engagement activities. The KLEO Center’s facility, located on 119 E Garfield Blvd., also provides a safe space for Chicagoans from all age groups and communities to gather.

“The KLEO Center was created after our founder, Torrey Barrett’s, sister Kleo Barrett was killed as a result of domestic violence. He used that tragedy to create the KLEO Center as a way to help other women who were experiencing domestic violence.

now doing safety and violence prevention through the arts,” said Lesle Honore, executive director of the KLEO Center.

The founder of the Center believes that a lack of basic resources in communities, like Washington Park, can be part of the reason why domestic violence might occur. Because of this idea, the KLEO Center works hard to provide education, job training, and economic development

resources to its clients as a way to hopefully reduce their risk of experiencing domestic violence.

Currently, the Center hosts programming during the day, after school, and during the summer. The organization participates in Chicago Public School’s Safe Haven program, the Mayor’s Mentoring Initiative, Get In Chicago’s Quantum Mentoring Program, One Summer Chicago’s Workforce Program, and host the

After School Matters Performing Arts and Music Program.

“The KLEO Center is all grant restricted so that means that all of our programs come with grants and the grants are specific to their program so anything that we want to do extra for our clients or any area that we want to grow in we have to fundraise for,” said Honore.

Funds from the Gala will go towards programs and experiences that are not grant-funded but equally as important to the community.

“The funds from the Gala will go towards our music program, they will go to fixing our roof, they will go to hopefully buying a van so we can help serve more people in the community. We are very big on helping our kids in the Washington Park footprint feel like citizens of Chicago so we try to do a lot of experiences outside of the footprint by taking them downtown, to the museum campus, and to Grant Park in the summertime because a lot of our kids have never gone downtown or even been further north than 31st Street,” said Honore.

Target exit will leave a hole on the South Side

Almost twice a week Toy Whiteurst said she goes to the Target store in Chatham to shop and get some exercise from walking.

“This is a big store so you’re going to do a lot of walking if you come here,” said Whiteurst. “I don’t mind all the walking because it’s exercise for me. I love coming here to shop because I get some good deals and I don’t have to leave my neighborhood to spend my money.”

But her weekly routine will change come February 2, 2019 when Target Corp. plans to close its Chatham store, 8560 S. Cottage Grove Ave., and Morgan Park store, 11840 S. Marshfield Ave., along with four other stores nationally.

“Our decision to close the stores at 11840 S. Marshfield Ave. and 8560 S. Cottage Grove Ave. is based on the performance of the stores and is not about a neighborhood or geography,” Jacqueline DeBuse, a spokeswoman for Target Corp., told the Chicago Citizen. “(And before closing a store) Target takes into account many factors, including the performance and profitability of a store over several years.”

The 126,000-square-foot Chatham store opened in 2002 and employs 120 people, according to DeBuse. And the 128,000-square-foot

Morgan Park store opened in 2008 and employs 115 people. Employees will be given the option to transfer to another area store, added DeBuse.

After the closures, Target will have 19 Chicago stores remaining including three on the South Side in McKinley Park, Archer Heights and Hyde Park. Two more Chicago stores are planned to open by 2020 in Rogers Park and Logan Square, said DeBuse.

“Target is continuing to invest in Chicago and the surrounding area, including completing 18 remodels in 2018 and opening a handful of new stores,” explained DeBuse. “And our commitment to the Chicago community is ongoing. In 2017, Target donated $3.9 million in cash and product donations to area non-profits, performed more than 11,000 volunteer hours and donated more than 510,000 pounds of food in Chicago.”

Following the closures Target, which owns both buildings, plans to “actively market the buildings for sale,” added DeBuse.

The future use of the Chatham store is a big concern for the Chatham Business Association.

“Chatham is a very savvy community and will not support a business it does not want,” said Melinda Kelly, president of the CBA. “(For example) I don’t think the community would support a beauty supply store at that location.”

The nonprofit CBA was instrumental in

advocating for a Target store when it opened a Chatham store 16 years ago, and “we would like to be part of the conversation when it comes to Target leaving the community,” added Kelly.

Local organizations like the Greater Chatham Alliance worry what will happen to the Chatham store if the building remains vacant for a long time.

“We [Chatham community] don’t want our shopping area to experience the same effects the 71st and Jeffrey mall went through [in 2014] after losing an anchor store,” said Richard Wooten, a retired Chicago police officer who is now president of the Greater Chatham Alliance. “The Target closure will not only take away jobs and revenue from the community, but also put a strain on our seniors and families seeking household and personal goods within our community.”

While the Chatham store sits in the city’s sixth ward, which is represented by Alderman Roderick Sawyer, chairman of the City Council’s Black Caucus, its closure will also affect other nearby neighborhoods like Grand Crossing and Calumet Heights, which is represented

by Alderman Michelle Harris (8th).

“Although Target is not in the eighth ward, we will be working closely with Alderman Roderick Sawyer as well as Mayor Rahm Emanuel’s office,

to identify and recruit one or more businesses that can take over the Target space,” said Harris. “(And) I have no doubt a number of citizens will have ideas for how the building should be repurposed and we welcome those thoughts.”

The Morgan Park store is located in the 34th Ward on the Far South Side and is represented

by Alderman Carrie Austin.

“Target’s abrupt decision appears to lack empathy for the faithful patrons in this region who not only came to depend on them but kept them viable for the decade it occupied the space,” said Austin. “We are now left scrambling to identify a vendor that will offer quality, competitive products and services in a timely manner, so as not to adversely impact other stores.”

And any business won’t do, said South Side shoppers.

“It seems like the only businesses attracted to the South Side are beauty supply, cell phone and Dollar stores or a fast-food restaurant or convenience stores that sell alcohol,” said Malik Robinson, 46, who lives in West Pullman and who shops at the Target store in Morgan Park.

“I do a lot of shopping at that mall and Target is conveniently located there. I just hope whatever store takes over that space that is it is something needed in the black community and not a business we already have an abundance already.”

Usually, but not always. In some cases, there are significant strings attached -- including situations in which scholarships are treated as taxable income. While unusual, it’s important for students, their families and scholarship providers to understand all the implications.

TAX STATUS The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses.

What’s more, scholarships for non-degree-candidates are also taxable. As professional certifications and certificate programs become vital to certain industries, experts say these laws put non-traditional students at risk of a heavy tax burden.

THE IMPACT Some experts say taxing scholarships comes at a cost for students and scholarship providers and even the federal government.

The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses.

“For students, it can harm their ability to pay for their education,” says Robert C. Ballard, president and CEO of Scholarship America, the nation’s largest nonprofit scholarship and education support organization. “For providers wanting to make the biggest charitable impact, it can make providing scholarships less attractive than alternative philanthropic efforts.”

With most federal financial aid calculations

based on the pre-tax value of the scholarship, students risk a shortfall in aid. All of this has a disproportionate impact on low-income students. Those from the bottom income quartile spend the largest percentage of family income on higher education; almost half of that money is spent on the non-tuition costs for which scholarship awards are taxable.

Democrat Pritzker Cruises To Victory In Illinois Governor’s Race

In one of the most expensive governors races in Illinois history, 478,103 (61.2%) voters, at the Chicago Citizen Newspaper’s press time, have selected JB Pritzker as the new Governor of Illinois. The Pritzker Campaign raised over $176 million with a majority of that money coming from Pritzker himself. Similarly, incumbent Republican Illinois Governor Bruce Rauner, who called Pritzker to concede just before 8 p.m. on election day, raised over $79 million for his reelection campaign, according to Illinois Sunshine, a tool for browsing political contributions in the state of Illinois.

Along with Pritzker comes a new lieutenant governor, Juliana Stratton who is a lifelong Illinoisan and the first black woman to hold this role. Together, Pritzker and Stratton have campaigned on improving education, balancing the state’s budget, restoring and rebuilding social services in Illinois, and protecting healthcare.

ATTORNEY GENERAL After former Illinois Attorney General Lisa Madigan announced she would not run for reelection, three candidates Kwame Raoul, Erika Harold and Bubba Harsey ran in the general election for Attorney General of Illinois on November 6. Raoul, a Democratic candidate campaigned on platforms that included protecting the environment, standing with workers, fighting public corruption, and criminal justice reform. Republican Candidate Harold, positioned herself as the last line of defense for republicans in Illinois based on the assumption that there would be a democratic governor taking office, and Libertarian candidate, Bubba Harsey, was motivated to run for Attorney General of Illinois after seeing the abuse and unconstitutional tax burdens the state government was inflicting on working class people in Illinois, according to his campaign website.

Raoul is the presumed winner of the Illinois Attorney General Election and was leading with 61.5% of the reported votes in Illinois compared to the Harold, who had 36.2% of the votes and Harsey who had 2.4% of the votes at the Chicago Citizen Newspaper’s press time.

Former U.S. Army Attorney Kaia Wright says pop singer Rhianna is doing the right thing by rejecting an offer to sing at the upcoming Super Bowl.

Wright has launched a campaign supporting NFL quarterback Colin Kaepernick’s silent protest movement against racism, and disputing critics who have chastised him – and others – for being unpatriotic.

Wright, a highly decorated vet who has served in combat zones around the world, says she’s insulted.

Fr. Michael Lapsley, (pictured) is an Anglican priest who was active in the anti-apartheid movement in South Africa.

In 1990, after being ejected from South Africa, he suffered the loss of his hands and the sight in one eye from a letter bomb that was sent to him in Zimbabwe by a supporter of the proapartheid government in South Africa. After a long recovery from the bombing, Father Lapsley decided to dedicate his life to helping victims of emotional, psychological, and spiritual wounds inflicted by war, human rights abuses, and other traumatic circumstances.

He founded the Institute for Healing Memories in South Africa in 1998, whose mission is to facilitate the healing process of individuals, communities, and nations.

The Impact Some experts say taxing scholarships comes at a cost for students and scholarship providers and even the federal government.

“For students, it can harm their ability to pay for their education,” says Robert C. Ballard, president and CEO of Scholarship America, the nation’s largest nonprofit scholarship and education support organization. “For providers wanting to make the biggest charitable impact, it can make providing scholarships less attractive than alternative philanthropic efforts.”

With most federal financial aid calculations based on the pre-tax value of the scholarship, students risk a shortfall in aid.

All of this has a disproportionate impact on low-income students. Those from the bottom income quartile spend the largest percentage of family income on higher education; almost half of that money is spent on the non-tuition costs for which scholarship awards are taxable.

“Taxing scholarship funds may increase government revenue in the short term, but it’s short-sighted,” says financial aid expert Mark Kantrowitz. “The federal government benefits financially long-term when students graduate and have the potential to earn more taxable income.”

Should They Be Taxed?

Kantrowitz, along with Scholarship America’s Despina Costopoulos Emerson, say restoring scholarships’ tax-free status will help certificate- and degree-seeking students, and those who must work out of necessity, pursue their education without undue financial burdens.

(StatePoint) Everyone knows about scholarships. They’re no-strings-attached money to help students pay for their higher education. Right?

Usually, but not always. In some cases, there are significant strings attached -including situations in which scholarships are treated as taxable income. While unusual, it’s important for students, their families and scholarship providers to understand all the implications.

Tax Status The tax status of scholarships first codified in 1954 was simple: for students pursuing a degree, all scholarships, fellowships and grants were tax-free. But later legislation specified portions of a scholarship could be taxed if it is considered “fees for services,” or if it’s used for living, travel or research expenses.

What’s more, scholarships for nondegree-candidates are also taxable. As professional certifications and certificate programs become vital to certain industries, experts say these laws put non-traditional students at risk of a heavy tax burden.
