NEWS briefly SOUTHEAST CALUMET HEIGHTS HOMEOWNERS ASSOCIATION TO HOST WINTER WONDERLAND Vaccination and toy giveaway set for Dec. 18 People who want to get vaccinated can do so at Winter Wonderland Christmas Toy Giveaway from 11 a.m. to 4 p.m. Saturday, Dec. 18, at Compassion Baptist Church, located at 2650 E. 95th St. All vaccinations for children and adults from Pfizer and Moderna will be available. Masks are required for this event. Free turkeys will be given to the first 100 people who get vaccinated. People also will be given a $50 gift card for the first and second Pfizer and Moderna vaccinations. There will be an ice skating rink, game truck, food truck and free haircuts. PRITZKER ANNOUNCES $42 MILLION WATER ASSISTANCE PROGRAM ​CHICAGO — Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced a new program available to assist low-income Illinois families experiencing economic hardship. A new water billing assistance program, the Low-Income Household Water Assistance Program (LIHWAP), provides $42 million in shut-off avoidance for residents unable to pay their water and sewer bills. The new water billing assistance program builds on $327 million in emergency assistance launched earlier this year for low-income families facing difficulty with paying their utility bill and other essential household bills. Residents in need of financial support can visit www.helpillinoisfamilies.com for more information on how to apply for water and other assistance this season. LIHWAP recognizes the immense economic toll that the COVID-19 pandemic has taken on residents statewide. Households are finding it difficult to keep up with their utility bills, including water and sewer bills. For customers of the regulated water utilities, nearly 20% of households are paying late fees and five percent are shut off or in immediate danger of being shut off. New LIHWAP funds are being made available to low-income families who are facing disconnection, those who have already been shut off, or those currently facing arrearages of $250 or more. LIHWAP was authorized in this year’s State budget, supported with funds via the American Rescue Plan Act (ARPA) and the Consolidated Appropriations Act. Additionally, the Governor signed and state lawmakers passed two pieces of legislation, P.A. 102-0262 and P.A. 102-0613, authorizing two future permanent state-funded water assistance programs that will grant families relief on arrearages and to help prevent more families from facing shutoffs. The Bank of America’s Neighborhood Builders program will reward two West side organizations with needed funding. The Back of the Yards Neighborhood Council and the Lawndale Christian Development Corporation will receive $200,000 in flexible funding, as well as leadership training for its executive director and an emerging leader in the organization. The Back of the Yards Neighborhood Council has been serving the community since 1939. Now it has pivoted to address issues facing the community post-pandemic, that have become more highlighted, which include housing and homeownership. According to the Bank of America, since 2004, through its Neighborhood Builders program, the financial institution has partnered with 36 nonprofits in Chicago. It has invested $7.2 million to provide financial education and economic mobility opportunities. The recipients of funding from The Neighborhood Builders program work on issues that include economic opportunities, economic development, workforce

development and community revitalization. The ultimate goal of the program is to advance nonprofit organization and enable them to sustain their efforts in the communities, as well as taking their organization in the community into the future. Craig Chico is the president and CEO of the Back of the Yards Neighborhood Council. Esmeralda De la Luz is the social media manager for the Back of the Yards Neighborhood Council. “We’re dealing with this in a new way, we’re trying to be a little unique. We didn’t invent Microsoft or find a cure for cancer, but we’re going at it a little differently and we’re getting the support of people and institutions like Bank of America. Now we’re able to give it a shot and do what we’ve been wanting to do for a number of years,” Chico said. The flexible funding allows the Back of the Yards Neighborhood Council the freedom to help with down payment assistance for appropriate individuals, help with acquisition and establish the pilot homeownership program to help returning citizens to get into a home. The hope is that the program will get longterm, sustainable funding. “We want these guys to build some

wealth, build some equity and hopefully have the where with all to pay it back, at least to a certain extent, so that we can make it available to another person who needs it,” Chico said. Not only will the pilot program help those returning citizens, it also will help the neighborhood. It will have a stabilizing factor, especially in a neighborhood that needs stabilizing. Chico acknowledged that there is a need for emerging leaders and that De la Luz will receive a breadth of knowledge from being a part of the program and connecting with other emerging leaders and executive directors from around the country. De la Luz was born and raised in the Back of the Yards and wants to make sure her community does better. Participating in Neighborhood Builders will give her an opportunity to bring back knowledge to make it better. “A grant like this, the money means so much. We have a budget that is limited. It is a lot of money, and it is operational. It will allow us to do a lot of things we want to do. This gives us a huge opportunity,” said Chico. “We’re doing the work in the trenches, its an honor to be recognized for our work.”

Biden Administration Makes Commitment on Federal Contracting Opportunities for Black-Owned Firms (Black PR Wire) WASHINGTON, D.C.— The Biden Administration has announced a set of reforms to the federal procurement process to increase the share of small and disadvantaged businesses (SDBs) in the federal contracting base. The U.S. Black Chambers, Inc. (USBC) has called for a number of these changes in its annual BLACKprint and worked with the Administration to realize new policies that open federal doors to Black business owners. Among those include a commitment to ensuring 15% of all federal contracts go to SDBs by 2025, releasing Small Business Administration (SBA) disaggregated racial and ethnic data on small business contractors, and making improvements to the category management system. The SBA’s data on federal contracting opportunities for Fiscal Year 2020 (FY20) show that, in 2020, Blackowned small businesses only received 1.67% of all federal contracts, whereas white-owned small businesses received 15.64%. This disparity underscores the continued need for additional support for Black-owned small businesses to gain access to federal contracting opportunities to remain competitive in today’s economy. Ron Busby, President and CEO, USBC, said the following about the initiatives to reform the federal contracting system: “The U.S. Black Chambers, Inc. applauds this long-awaited initiative both at the White House and at the SBA to uncover the demographic breakdown of federal contracts awarded to Black-owned firms and increase equity and access to the federal contracting system. For years we’ve asked ‘How can you promise increased spending with Black and minority businesses when you don’t know the numbers?’ While unsurprised that Blackowned firms were only awarded 1.67% of all federal contracts in www.citizennewspapergroup.com

FY20, we finally have the data in hand to demand measurable improvements. The USBC has called for transparency, accountability and intentionally. This data and commitment from The Administration allows us to address each of those. The USBC recognizes this initiative as a catalyst for lasting changes towards increasing racial equity and parity in the federal contracting sector.” The USBC is the leading advocate for Black business contracting opportunities, recognizing the immense economic opportunity behind federal procurement opportunities in the United States. In addition to procurement advocacy at the federal level, USBC further champions and helps to facilitate procurement opportunities through its ByBlack platform. ByBlack is both an extensive national database and certification platform for Blackowned businesses. ByBlack certification is unique in that it is the first certification specifically designating that a business is Black owned. The directory component allows large corporations and entities across the public and private sectors to source diverse suppliers to fulfill their business needs – from IT infrastructure to marketing to consulting and more. The USBC hopes that the transparency of the data released today, coupled with the initiative to reform the contracting system, will work to increase accountability in the federal contract system when deciding to support Black and minority-owned businesses nationwide —creating increased economic opportunity, the creation of Black wealth, and financial stability for Black contractors.

Donors needed now to address historically low blood supply ILLINOIS (Dec. 7, 2021) – Nearly two years into the pandemic, everyone has earned a holiday break with their family and friends. But as the nation gathers again for celebrations this season, the American Red Cross, which provides 40% of the country’s blood, is facing historically low blood supply levels. Busy holiday schedules, breaks from school and winter weather all contribute to a drop in blood and platelet donations this time of year. Those factors, combined with the ongoing challenges of COVID-19, make it vital for donors to make an appointment to give as soon as possible. If more donors don’t come forward to give blood, some patients requiring a transfusion may potentially face delays in care. Donors are urged to schedule an appointment now by using the Red Cross Blood Donor App, visiting RedCrossBlood.org or calling 1-800-RED CROSS (1-800-733-2767). There is no blood donation waiting period for those who have received a flu shot or a Moderna, Pfizer or Johnson & Johnson COVID-19 vaccine or booster, so long as they are symptom-free. To encourage donors to help address the historically low blood supply this holiday season, all who come to give Dec. 17-Jan. 2 will receive an exclusive Red Cross long-sleeved T-shirt, while supplies last. Blood drive safety Each Red Cross blood drive and donation center follows the highest standards of safety and infection control, and additional precautions – including face masks for donors and staff, regardless of vaccination status – have been implemented to help protect the health of all those in attendance. Donors are asked to schedule an appointment prior to arriving at the drive. Save time during donation Donors can also save up to 15 minutes at the blood drive by completing a RapidPass®. With RapidPass®, donors complete the pre-donation reading and health history ques-

tionnaire online, on the day of donation, from a mobile device or computer. To complete a RapidPass®, follow the instructions at RedCrossBlood.org/RapidPass or use the Red Cross Blood Donor App. To donate blood, individuals need to bring a blood donor card or driver’s license or two other forms of identification that are required at check-in. Individuals who are 17 years of age in most states (16 with parental consent where allowed by state law), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also must meet certain height and weight requirements. Health insights for donors At a time when health information has never been more important, the Red Cross is screening all blood, platelet and plasma donations from self-identified African American donors for the sickle cell trait. This additional screening will provide Black donors with an additional health insight and help the Red Cross identify compatible blood types more quickly to help patients with sickle cell disease who require trait-negative blood. Blood transfusion is an essential treatment for those with sickle cell disease, and blood donations from individuals of the same race, ethnicity and blood type have a unique ability to help patients fighting sickle cell disease. Donors can expect to receive sickle cell trait screening results, if applicable, within one to two weeks through the Red Cross Blood Donor App and the online donor portal at RedCrossBlood.org. The American Red Cross shelters, feeds and provides comfort to victims of disasters; supplies about 40% of the nation’s blood; teaches skills that save lives; distributes international humanitarian aid; and supports veterans, military members and their families. City Colleges of Chicago establishes the Timuel D. Black scholarship CHICAGO — As the city of Chicago continues to reflect on the life and legacy of Timuel D. Black, City Colleges of Chicago will establish the Timuel D. Black Scholars Program for adult learners. Scholarships will be awarded to adult learners based on current and/or past civic and community engagement who have aspirations to drive change in their communities. “Dr. Black was a scholar, a leader and an icon who inspired generations to become activists and change agents in their communities. With this scholarship, we hope to fulfill the promise that embodies Dr. Black’s legacy by emboldening others to follow in his footsteps,” said Juan Salgado, Chancellor of City Colleges of Chicago. The City Colleges of Chicago will award select students on an annual basis to receive a scholarship to attend any of the seven City Colleges. The scholarship, housed at the City Colleges of Chicago

Foundation, includes tuition, books and fees. Scholars will have the opportunity to engage in leadership development experiences to enhance their ability to positively impact Chicago communities. In addition, scholars can submit project requests to fund civic projects geared at solving, impacting, and highlighting issues central to Dr. Timuel Black’s life and work. Originally from Alabama, Dr. Timuel Black attended Burke Elementary and DuSable High School in Chicago. Dr. Black was 23 years old when Pearl Harbor was bombed which led him to serve during World War II. He would return from the war and attend Roosevelt University, later receiving a master’s degree from the University of Chicago. In 1960, Dr. Black worked with Dr. Martin Luther King Jr. when he came to Chicago to protest housing issues for West Side residents. Dr. Black would go on to help organize thousands of

Chicagoans to join the historic March on Washington with Dr. King. After serving as a Chicago Public Schools teacher, Dr. Black was appointed dean of Wright College in 1969; and held several other roles at City Colleges over the next twenty years, including vice president for academic affairs at Olive-Harvey College, director and chairperson of community affairs, and a professor at Loop College which changed its name to Harold Washington College, in part due to Dr. Black’s influence and advocacy, retiring in 1989. Dr. Black was instrumental in helping elect Chicago’s first Black Mayor, Harold Washington and the first Black woman elected as a U.S. Senator, Carol Mosely Braun. POLITICAL Affairs Casten Applauds Biden’s Executive Order to Further Net Zero Emissions Goals “I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change.”

U.S. Congressman Sean Casten (IL-06) recently released the following statement after President Biden issued his Executive Order to reduce federal emissions, decrease PFAS exposure, and build a climate and sustainable-focused workforce. Specifically, it directs the federal government to leverage its portfolio of 300,000 buildings, fleet of 600,000 cars and trucks, and annual purchasing power of $650 billion to transition federal infrastructure to vehicles and buildings powered by carbon pollution-free electricity: “I’m glad to see President Biden continue to show leadership on reducing our federal government’s emissions footprint by issuing this transformational Executive Order. His commitment to a carbon free future will be essential to ensuring the private sector and other nations follow suit,” said Rep. Casten. The Executive Order will reduce the Federal Government’s greenhouse gas emissions by 65 percent by 2030, and mandates a net-zero emissions building portfolio by 2045, including a 50 percent emissions reduction by 2032. “The Executive Order builds on my provisions in the National Defense Authorization Act to drastically reduce emissions across the entire federal government. I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change,” said Rep. Casten. Representative Sean Casten (IL-06) worked hand in hand with the Council on Environmental Quality to ensure the Executive Order involved a whole-of government effort to tackle the climate crisis in a way that creates well-paying jobs, grows industries, and makes the country more economically competitive. Importantly, the Executive Order also directed the federal government to orient its procurement and operations efforts in line with climate and safety principles, including prioritizing the purchase of sustainable products, such as products without added perfluoroalkyl or polyfluoroalkyl substances. On December 6, 2021, Rep. Casten joined over 30 Democratic Members of the House of Representatives urging the Executive Order to end unnecessary exposures to these toxic forever chemicals.

Slaughter Encourages Renters and Property Owners to Apply for Rental Assistance To ensure that Illinois families can afford to stay in their rental properties during the upcoming months amidst the pandemic, state Rep. Justin Slaughter, DChicago, is encouraging local families and individuals to apply for the latest round of rental assistance from the state. “Although much progress has been made in combatting COVID-19 during these past months, it’s no secret that we are still in the midst of a global pandemic,” said Slaughter. “Folks are still reeling from the massive shock to the economy that the pandemic delivered, and I firmly believe that it’s critical that they get the resources they need.” On Dec.6, the Illinois Housing Development Authority (IHDA) opened its latest round of funding for its rental assistance grant program, which provides recipients with up $25,000 in funding to address overdue payments. Amazon Launches Accelerator Program (Black PR Wire) SEATTLE-- BUSINESS WIRE -- Amazon (NASDAQ: AMZN) announced it is committing more than $21 million to pilot a professional training, mentorship, and capital funding program to help promote real estate developers of color. This two-year, part-time professional development program, which is free for participants, aims to teach real estate developers of color how to advance their careers. According to a 2019 report from the Urban Land Institute, a nonprofit research and education organization for real estate and land use experts, 5% of its U.S. members are Black and 82% are white, though Blacks represent more than 13% of the U.S. population. This disparity translates into a lack of diversity at the project development level that can subsequently exclude developers of color from working on meaningful and lucrative housing deals as cities expand. Amazon has partnered with local social impact and economic justice organizations in each region—the Local Initiative Support Corporation (LISC) in the Puget Sound region, Capital Impact Partners in the Arlington region, and the Urban League of Middle Tennessee in Nashville—to develop curriculums and networking opportunities that reflect the specific issues facing their communities. NAACP’s ‘COVID. KNOW MORE’ initiative continues to stand as Black America’s best defense With the onset of the winter months, still another variant and infections again on the rise, evidence abounds that COVID-19 isn’t finished plaguing us yet, and normalcy’s still a long way off BALTIMORE — This month, the nation marked a foreboding, record death toll: More than 5,230,000 deaths worldwide as a result of COVID-19. It’s a sad, painful and tragic milestone that signals the obvious: The coronavirus pandemic—here in the U.S. as well as around the globe—is far from over, and simply isn’t going away anytime soon. As Americans begin to ponder once again the safety of gathering with friends, families and loved ones for the holidays, infections once more are on the rise in multiple states. Although the Delta and Lambda variants are showing signs of a steady decline, the new and highly transmissible Omicron variant is emerging across the Atlantic as a cause for concern, and has now arrived in the U.S. Misinformation about the virus and the efficacy of the vaccines, coming from professional athletes and entertainment celebrities alike continues to be recklessly spread, and health professionals are issuing dire warnings about more spikes in cases looming this winter as people will likely choose to socialize indoors, with fewer following mask guidance in confined spaces. For African Americans, who place a high value on their traditional seasonal gatherings, the potential threat of contracting COVID-19 is even greater. Though the majority of eligible Black adults have been fully vaccinated (62 percent) and the numbers of children now being vaccinated also continues a consistent rise, reliable, credible information is still the primary battleground. Deep in the trenches still fighting this fight is the NAACP, which through its ‘COVID.KNOW MORE’ national initiative has been tirelessly working to deliver resources, timely research and data specific to the Black community that can be found nowhere else. “The specter of the COVID-19 pandemic has plagued our nation and the world for 20 long months now, but all of its devastating effects, whether health wise or economic, disproportionately impact our Black community,” states Derrick Johnson, NAACP president & CEO. “Trust the science, and trust the data. As we’ve worked hard to move African Americans toward a phase of recovery, our research shows that the concerns of experts are justified about the coming winter months. “Worries about the Delta variant are on the decline, but other

remain unvaccinated or accept the available booster shot (amid debates about its necessity). African Americans further remain divided in their mistrust of media influencers and celebrities, with most trusting no one to provide reliable COVID-19 information other than the NAACP, the CDC, physicians or local leaders. sleeve (4 ounces) regular saltine crackers cup butter cup creamy peanut butter cup granulated sugar cups milk chocolate chips cup peanut butter chips cup rough chopped, dry roasted peanuts

Preheat oven to 400 F. Line 10-by-15-by-1-inch pan with aluminum foil. Spray foil with nonstick cooking spray then lay saltines flat in single layer on prepared pan. Set aside. In heavy duty, 1-quart saucepan over medium heat, combine butter, peanut butter and sugar. Stir constantly until butter and sugar are melted, bringing mixture to boil. Boil 3 minutes, stirring frequently. Pour cooked mixture over saltines and bake 5 minutes. Remove from oven and sprinkle chocolate chips over saltines. Let cool 3 minutes then spread melted chocolate completely over saltines. Sprinkle peanut butter chips evenly over chocolate. Return pan to oven 1 minute to soften chips. Pull pointed tines of fork through softened peanut butter chips to partially cover chocolate. Sprinkle chopped peanuts on top, gently pressing into candy. Let cool on rack about 15 minutes then place in freezer 3 minutes. Remove from freezer and break into pieces. Store in airtight container.

Orange Honey Glazed Carrots 2 cups sliced carrots 1/4 cup Florida Orange Juice 1 teaspoon honey 1 teaspoon cornstarch 1/8 teaspoon salt 1/8 teaspoon ground ginger fresh parsley, for garnish fresh chives, for garnish Steam carrots until tender.
