The centerpiece of the modernization effort is the new Tom Bradley International Terminal, which opened in 2013 and represents a major leap

forward in airport design, safety and convenience. The terminal includes new, smarter gates that can handle larger aircraft, with multiple gates configured for the Airbus A380. Inside, Southern California scenes and eccentric videos are played on seven huge multimedia screens—the largest immersive system in an airport and the most advanced multimedia environment in a North American airport. Lounge-like seating for relaxation and a 25,000 square foot duty-free shopping area are located in the Great Hall, which includes restaurants and high-end shops, including Chloé, Burberry, Fred Segal and Porsche, as well as franchises of popular L.A. restaurants such as Umami Burger, 800 Degrees Pizza, Larder, ink.sack, Lucky Fish, Chaya Sushi and James' Beach. But TBIT is just the tip of the iceberg for LAX, which has not seen a major infrastructure improvement since the 1984 Olympics. One of the airport’s most ambitious infrastructure improvement projects is now underway—the airport’s Landside Access Modernization Program, or LAMP. These projects include the LAX Automated People Mover (APM), Intermodal Transportation Facilities, a Consolidated Rent-A-Car Center, improvements to the Central Terminal Area and

Together, these projects will transform LAX into a world-class airport, relieve traffic congestion and improve the travel experience for the millions of passengers who use LAX every year. “This is an exciting time for our airport, community, city and region as we are working to bring the largest public works program in the city’s history to fruition,” said Cynthia Guidry, Deputy Executive Director of Planning and Development for Los Angeles World Airports (LAWA). “This is a game changer for LAX and the community as we create a new and transformed experience for our guests.”

Indeed, the entire process of getting to and from LAX is about to change.

Guidry added that she also has high hopes for the Consolidated Rent-A-Car Center, or CONRAC, facility and its benefit for increasing the airport guest experience and relieving traffic within and around the airport. The CONRAC will relocate existing rental car companies into one convenient location adjacent to the 405-freeway with direct connections to the airport using the LAX Train.

A key component of moving people to and from LAX is the airport’s new people mover train that will provide reliable, time-certain access to the airline terminals for passengers, employees and other users. The APM system will feature a total of six stations connecting new rental car, airport parking and Metro facilities to the airline terminals and three stations in the Central Terminal Area. Similar to systems at airports such as Las Vegas, the system will be free for airport users, 24-hours a day and will arrive every 2 to 3 minutes. Each car will hold approximately 50 passengers, with luggage, and pedestrian access will be enhanced by moving walkways to the terminals and parking garages.

Guidry said she is proud of the collaborative process LAWA has taken to craft its modernization plan. She said the airport spent many months reaching out to the community and working with Metro, the airlines and other partner organizations to create the best possible plan. “We engaged our neighbors early in the planning process so we could plan a project that we’re all proud of and have a part in developing,” she said. “We’ve received great input and will continue to communicate to our stakeholders as the projects evolve. I’m thrilled about the future of our airport. We’re on a new trajectory!”

Though the city has been criticized for not bringing the existing light rail system directly into LAX, Guidry said there will be some advantages to having the airport operate its own system that connects to Metro’s recently approved station at 96th Street and Aviation Boulevard. “One of the benefits of the APM from the proposed CONRAC to the Central Terminal Area is non-stop service for our guests, tenants and employees,” she said.

The future of access to LAX is, in many ways, tied to the future of public transit throughout Los Angeles. Again, the LAX Coastal area is front and center in the advent of a better light rail system. Already under construction is Metro’s new elevated light rail station at Aviation and Century, which will be part of the Crenshaw Line, but that, and the approved station at 96th Street and Aviation, are just part of the overall equation.

Passengers will connect to the APM from the Metro light rail system or from other modes of transportation at the new Intermodal Transportation Facilities (ITF). These facilities—one at the current site of the airport and rental car parking lots north of 98th Street and a second at Manchester Square— will provide airport users multiple locations outside the terminal area to pick-up and drop-off passengers, park their cars, check-in and get to their flights by taking the LAX Train. The ITF will have airport parking for private vehi-

“The sheer size and scale of L.A. compared to most U.S. cities makes it extremely difficult to put in place a transit system that easily addresses the needs of the masses,” said Keith Greville, Associate Principal of Infrastructure for ARUP, the engineering firm responsible for Metro’s Crenshaw/LAX Transit Corridor improvements. “But if one looks www.laxcoastal.com | LAX Coastal Magazine 2015-16 | 7

at what is planned over the next 30 years, you can see the level of investment proposed to put in place a transit system that really matters and makes a difference in getting people out of their cars and into the unknown of heavy and light rail transit.” Greville said Metro’s vision for the future of public transportation will eventually spread from the LAX Coastal area to almost every corner of Los Angeles. “Yes, it will take billions of dollars. Yes, it will take time. But whatever the year, for those who support public transport over driving and for everyone who hates traffic, it’s a wonderful vision,” he said. “In the short term, we can look forward to the Crenshaw LRT Line (2019) linking the Expo to the Green Line, which will in turn connect to the airport when the exciting Airport People Mover will be ready for passengers in mid-2020. By mid2020, we will be able to travel on the Purple Line Phase 2 extension and get out and do some shopping on Rodeo Drive without worrying where to park. Phase 3, which ends at Westwood VA Hospital, will be starting on-site soon thereafter.” Greville added that improvements to the public transit system may well be accelerated by the Olympics. Much like the 1984 Olympics spurred improvements at LAX, a successful Olympic bid by the City of Los Angeles for the 2024 Summer Games could hasten plans for more light rail lines. “The Olympic decision is due next year and who knows, but the vision for a truly transit-friendly L.A. may take a few steps in the right direction when the votes come in,” he said. “I, for one, am very excited to see what the next decade brings for L.A. and what foundations are placed to complete as needed over the decades to come.” 8 | LAX Coastal Magazine 2015-16 | www.laxcoastal.com

Several decades ago, an idea began taking hold at the base of the Westchester Bluffs promising to reinvent the way people thought about their communities. Developers in Southern California had for years placed housing in one area and offices in another. And while those decisions made for quiet enclaves of single-family housing and bustling commercial areas, it also created what Angelenos dread more than anything else—traffic. The vision for Playa Vista, though, was to create a place where people could live, work and play without having to get into their cars.

With 70-percent of its original land area designated as parks and open space, and with modern sustainable development featured throughout the community, Playa Vista has been described by the Los Angeles Times as “L.A.’s Urban Model.” In fact, urban planners from throughout the world visit Playa Vista to study best practices and observe innovative sustainable policies in action. “This is really what we set out to do,” said Marc Huffman, Vice President of Planning & Entitlements at Brookfield Residential. “From the beginning we set out to create a place where people could walk to restaurants to the market to the park and even to their jobs. That is happening now—and it’s going to happen even more.”

Located on land once occupied by Howard Hughes’ aircraft plant, runway and hangars, the property today is a thriving and evolving mixed-use community where more than 7,000 people now live and work. The Westside address of choice for all things techy and creative, Playa Vista houses

The heart of Playa Vista is 111 acres and features Runway, the Westside’s newest lifestyle hub, as well as new parks and homes. Exciting new retailers and restaurants like Whole Foods, Cinemark, Hopdoddy Burger Bar, ROC Kitchen, 800 Degrees, Panini Cafe, Lyfe Kitchen, SOL Cocina and many more have already or will soon open. This final phase of Playa Vista also includes 12 acres of new parks, 6.7 acres of riparian corridor and

5 acres of native vegetation restoration on the Westchester Bluffs, as well as 2,600 new homes and apartments, 25,000 square feet of office space and a 21,000 square foot community center known as “The Resort.” “The Runway project is unique because of the way it was set up,” said Jimmy Cole, Walsh Austin’s Senior Project Manager, who oversaw development of both Runway and the Tom Bradley International Terminal at LAX. “Runway is the central spot for residents to gather, mingle and socialize.” Runway at Playa Vista is a project like no other, emblazoned with a vibrant color scheme that sets it apart from the buildings around it. The architecture and one-of-a-kind, wind-driven art tower makes the project truly unique. The owners have flown in international artists such as Dourone and Cyrcle to paint colorful murals all over the common spaces to further catch patrons’ eyes. While art is a central component of the Runway project, it is the core mission of Westchester’s Otis College of Art and Design. The Otis campus is undergoing a major transformation as well, enabling the school to provide housing for its students. In 1997, Otis relocated to Westchester to a 1964 IBM research facility designed by Eliot Noyes. While the renovated building, named Kathleen Holser Ahmanson Hall, was the central facility of the Elaine and Bram Goldsmith Campus, elements of the school’s programs were still scattered about Los Angeles—Fashion Design occupied one floor of the California Market Center in downtown’s

fashion district and the school’s Graduate Fine Arts studios were in nearby El Segundo. As Otis approaches its centennial in 2018, improvement of the Goldsmith Campus is both a necessity and a game-changing opportunity. The residential wing is five stories high and includes the main library, relocated from Ahmanson, and new food services with both kitchen and dining facilities on the ground floor plus four full floors of student housing above. The academic wing is four stories high and includes the student union and student resource center on the ground floor with the upper floors consisting entirely of academic space that can be subdivided to create classrooms, studios and labs. “We wanted to create a sense of place and community and really have a cross-disciplined experience for our students,” said Bill Schaeffer, Otis College of Art and Design’s Vice President of Administrative & Financial Services. “That is enhanced by being here on one campus rather than by being on a satellite campus.”

In addition to the residential facilities, the project will add an attractive outdoor commons that will be activated to provide an extension of educational and student life activities. This will enhance the sense of place and community and allow for artistic expression outside the walls of the new and existing structures.

The Campus Improvement plan includes approximately 96,200 square feet of new building construction and extensive landscaping. The project will add a nearly 6,000 square foot shop on the campus’ north side and a new building sited on the west side consisting of two wings identified as “residential” and “academic,” joined by a 300-seat

and dialogue between buildings. Windows in the residential suites are designed to maximize views while allowing for flexibility of furniture placement, and in academic spaces to maximize pin-up space and modulate interior glare. “Above all, the project will help Otis be an even bigger player on the national and international education stage,” said Schaeffer. For a school like Otis that boasts students from all over the globe, being able to provide on-campus housing is a critical component to attracting the best and the brightest to Westchester. “It enables us to move from being a regional college to being a national and international brand and compete with the schools who don’t have the amenities we will,” said Schaeffer, who added that Otis’ student body is currently comprised of 27% international students and 50% of students from outside California. “It will increase our application pool. That doesn’t mean we will grow our student body that much because we are very close to capacity now, but this project will allow us to increase our selectivity.” He said the ability to attend classes and live on campus is very appealing to students. “This is a 24/7 campus, and students are sometimes here until 11 at night,” he said. “They’re hardworking people and to have them be able to walk to their home or studio at the end of their day is important.” Also important, he said, is to create a location that the community can enjoy. “We hope this project offers even more opportunities for the community to interact with Otis,” Schaeffer said. “We will have a full-service cafeteria and a gallery. We’re going to have some pretty great stuff here.” Still, the school is likely not finished growing. Schaeffer said Otis is still contemplating an expansion to an area across the street that is part of what is called the LAX Northside project, a long and narrow strip of airport land stretching from Sepulveda Boulevard to Pershing Drive along Westchester Parkway. The LAX Northside project, which is still in the midst of being entitled, would transform approximately 340 acres of under-utilized land to better serve the Westchester and Playa del Rey communities and LAX. The land was originally acquired by LAX more than 30 years ago to create a buffer comprised of commercial development between the airport and adjacent residential communities. Planning for the

reuse of the LAX Northside began in the 1980s, and in 1984 over 4.5 million square feet of commercial development was approved. That plan included tall buildings, minimal open space, limited landscape buffer zones and outdated design and environmental standards. The plan currently under review, however, was

developed through years of interaction with, and feedback from, the local community. As proposed, the LAX Northside plan would create a new three-mile-long landscaped pedestrian paseo on the north side of Westchester Parkway connecting to the beach path and activated by adjacent retail, restaurants and plazas. It would also expressly prohibit unwanted uses such as big box retail and auto dealerships, limit building heights to preserve views and create setbacks that preserve compatibility with adjacent neighborhoods. The Northside plan also includes a variety of potential community uses, ranging from recreation areas and civic facilities to open space and secure areas for dogs. It is hoped that it will attract the kind of creative office and research and development campuses that have become so popular among Silicon Beach firms. Of critical importance to LAX neighbors, Northside will create a fenced and secured 100 foot wide landscaped buffer on the northern edge of the property near 91st Street, abutting existing homes, and a 20 foot wide fenced and secured landscaped buffer on the northern edge of the property from Pershing Drive to Falmouth Avenue. While improvements in and around the airport are moving ahead quickly, the same is happening in

the areas around Marina del Rey. Plans to improve Marina del Rey’s existing Pier 44 boat service center and build a 13-acre waterfront retail-and-recreation complex continue to move forward. On Admiralty Way between Bali and Mindanao ways, Pier 44 currently includes harbor boat slips and boat sales, maintenance and dry dock storage facilities, but project developer Pacific Marina Ventures LLC envisions seven new buildings on the site. The new project will include a waterside Trader Joe’s specialty grocery store, a new location for the West Marine boating supplies store, an 8,000 square foot restaurant space, a new home and dry dock storage for the South Coast Corinthian Yacht Club, a boaters’ lounge with restrooms and showers, a boat repair shop, boat sales offices and a room for hosting community meetings—all linked together by a pedestrian promenade. “Folks will be able to pull their boats up to the dock or come by water taxi and shop if they like,” said Aaron Clark, the land-use consultant representing Pacific Marina Ventures, about the Trader Joe’s. According to Clark, Pacific Marina Ventures will begin soliciting additional retail and restaurant tenants after the project is approved. “We’re looking for a high-quality restaurant to go in there. We imagine that the market will be anxious to fill the space,” Clark said. So, perhaps more than ever, the LAX Coastal area is undergoing a transformation—a transformation that will see a modernized airport, better public transportation, new shops and restaurants and even a new learning campus. “It is an exciting time to be here,” said LAX Coastal Chamber of Commerce President/CEO Christina Davis. “The future of our community looks bright, and we welcome these changes with open arms because we know these are improvements that will benefit our businesses, our residents and our visitors alike.”

Inglewood Stadium After two decades, Los Angeles is once again the proud home of an NFL team: the Los Angeles Rams. Needing a home to call their own, in January 2016 it was announced that the HKS architecture firm would be undertaking the design of a 3.1 million-square-foot multipurpose venue and stadium, located in Inglewood at the previous site of the Hollywood Park Race Track. With 70,000 fixed seats, and the ability to expand to over 100,000 patrons, this venue will definitely become an iconic Los Angeles cornerstone. The stadium has a projected opening for 2019, and is already planning to host the Super Bowl in 2020 or 2021.

Wetlands Restoration Plan – Parcel 9U In 1984 a construction project was started but never finished in Marina del Rey, leaving behind an undeveloped parcel of wetland that has decayed over time. Roughly 3.8 acres in size, a rehabilitation project has been proposed to heal the wetland area through reshaping the land, removing any non-native species, and establishing a native coastal salt marsh habitat. This will not only enhance the aesthetics of the parcel, but will also provide an educational opportunity for the public to learn more about this type of habitat and the plant species that live within it, such as coastal sage scrub and maritime chaparral.

Fisherman's Village Fisherman’s Village in Marina del Rey has been a hot topic for many years, and as your local Chamber we have been fielding questions about it for just as long. Our answer to the ever present question of what is happening with Fisherman’s Village? We don’t know. While the location is definitely waiting for redevelopment, it is unsure what direction it will take. In February 2014 the LA County Board proposed changes to Marina del Rey as a whole to help traffic flow and add retail space. In May 2014 local boaters protested against a proposed plan by the county to relocate the public boat launch and potentially demolish Fisherman’s Village. Venice Dual Force Main During severe wet weather, water flows to Los Angeles County's California Venice Pumping Plant exceed the capacity of the only force main currently in place. This excess can cause flooding, with wastewater spilling onto city streets, and poses a risk to nearby residents. Currently the 50-year old sewer is in constant use, making maintenance or inspection impossible, so the City of Los Angeles is adding a second, 2-mile long force main sewer to operate in tandum with the current system that will cross the Grand Canal from Venice through Marina del Rey. This new, combined system will not only allow the force main to handle any excess water, but will also provide operational flexibility and reliability. Designs for this project began in 2007 and it is currently in its final permitting process with the City and County of Los Angeles.

Playa Jefferson Campus With technology titans such as YouTube and Yahoo already moving into Playa Vista, it should come as no surprise to hear that other companies are following suit. Playa Jefferson, a creative office campus located at 12777 West Jefferson Boulevard, recently welcomed Omnicom and IPG to Building C, and have big plans for new and current tenants with a 4-1/2 story parking structure and Building E in the works, along with a ground breaking for a 55,000 square foot development, coming soon.

LMU Master Plan Approved by the LA City Council in 2011, Loyola Marymount Universityâ&#x20AC;&#x2122;s Master Plan is being used to guide the universityâ&#x20AC;&#x2122;s development over the next two decades. Originally founded in 1911 and with the majority of buildings in use built over 60 years ago, it was determined that the LMU campus was in need of modernization in order to meet the educational requirements for teaching its students. Through this Master Plan, LMU will not only upgrade educational, research, recreational and housing facilities, but they will also reduce water, electricity and natural gas consumption, allowing more undergraduates the chance to live on campus and improve the pedestrian experience within campus grounds.

Google Purchases Land at The Campus Proving once again that Playa Vista is the place to be for tech companies, the community welcomed yet another big name into the neighborhood in December of 2014. Google, the tech titan, spent nearly $120 million on 12-acres of vacant land next to a historic hangar where aviator Howard Hughes built his famous "Spruce Goose." The land is zoned for nearly 900,000 square feet of commercial space that could house offices or studios, vastly more room than Google now occupies in a handful of buildings in Los Angeles County.

Oxford Basin Project Originally built in 1959 to help mitigate flood risks, the Oxford Retention Basin is a manmade basin located at the intersection of Washington Boulevard and Oxford Avenue. Due for improvements, this land has been used for multiple purposes over the years and the decision that something must be done to improve and redevelop the site's biodiversity was welcomed by many community leaders. The Oxford Basin Multiuse Enhancement Project is estimated at approximately $14.5 million and is scheduled to be completed in the spring of 2016. The Ruth’s Chris company has been an active community partner since they opened their doors, through philanthropic endeavors such as donating to local organizations like Walgrove Avenue Elementary School and the Playa Vista Mom’s Group, to donating 150 of their sweet potato casseroles to the homeless for Thanksgiving. Before Tim’s diagnosis, he attended college, was on the Dean’s List and an outstanding athlete. His family tried desperately to help him, but Tim cycled in and out of psych units, jails and life on the streets for a decade before finally finding the Homes for Life Foundation. Still living with HFLF today, and learning through their programs the necessary life and social skills that have allowed him to keep a part-time job and develop friendships, Tim was HFLF’s very first resident. Tim is just one example of the thousands of homeless adults with mental disorders HFLF has served during the past 28 years. Since 1987, HFLF has developed 22 permanent, affordable, service-enriched homes and apartments, has provided a ‘home for life’ to over 500 adults, and has also transitioned over 150 homeless mentally disordered youth and adults into appropriate housing each year. Through support and services, the HFLF team is working toward building a sense of belonging in their tenants by providing a strong foundation to reach their highest potential.

LAX Is Happening As the busiest origin and destination airport in the world, LAX is in the midst of one of the largest public works renovations in history. With zero taxpayer dollars, the modernization of LAX has pumped billions of dollars into the Los Angeles economy and created almost 40,000 new jobs, and still has more to go. The extensiveness of this project is not its only noteworthy aspect: mindful of sustainability, the new Central Utility Plant of LAX was made with recycled building materials to optimize energy efficiency, and over one billion dollars has been spent toward the safety and security of the airport. Plus, the crown jewel of these modernizations is the new Tom Bradley International Terminal, or TBIT. Designed by fellow Chamber member Fentress Architects, TBIT provides 18 new gates, luxury designer brands, and delicious eateries for its travelers to choose from.

ONE LAST LOOK The LAX Coastal Chamber staff is happy to be your LAX Coastal neighbor As #yourlocalchamber staff, the man and women that work behind the scenes at the LAX Coastal Chamber of Commerce are proud to serve such an amazing neighborhood. With differing titles and varying responsibilities (and definitely a multitude of strengths), each staff member works hard to build better relationships between local businesses, government and residents. But when we aren't working hard, albeit not very often, we are able to enjoy all this community has to offer. From its weather to its views to its eateries, the LAX Coastal community is definitely the place to work, live and play, so we are here to tell you what we love most about living the LAX Coastal way. Christina Davis, our President/CEO, has been with the LAX Coastal Chamber for over 11 years and has lived as an LAX Coastal neighbor her entire life, and she has always loved to take in the sites of our community. From the beautiful Ballona Wetlands to the drive down Lincoln to the Marina after a strong rain, from

seeing the planes take off over the ocean from the hills of Playa to the magical lights of the LAX pylons, the views from our communities are breathtaking. Chamberlain Duru, our Vice President of Membership, moved to Los Angeles in 2004 from his hometown in Charlotte, North Carolina, and has so many favorites in his new community that he can't limit it to just one. Whether he is at the Westchester Golf Course driving range, playing basketball at LA Fitness in Playa Vista, or grabbing a drink at Melody Bar & Grill, he is enjoying LAX Coastal living at its finest. Kirby Israelson, our Creative Director, is in her third year of "making things pretty." When she isn't behind her laptop or hosting push-up competitions, she loves to enjoy the LAX Coastal sights on her feet. Often joining our President on early morning runs along Playa del Rey's beaches, or sneaking out of the office to watch planes land and wave at her alma mater Otis College of Art and Design as she jogs down Westchester Parkway, Kirby might complain about

her asthma but she never complains about the view. Judith Ciancimino, our Office Manager, is a longtime Los Angeles resident and really loves working on parades like the LAX Coastal Fourth of July Parade and the Holiday Boat Parade. As anyone who knows her will attest, she tries to never leave the LAX Coastal area, because if it's not here she doesn't need it! Christine Sung, our Business Relations Manager, loves making an impact by helping our local small businesses grow. She loves to visit and patronize our members, no matter how small, because she knows that even one customer can help make a difference to their company. Sandra Saldaña, our Communication & Administrative Specialist, loves being surrounded by the greatest community, coworkers and food! From Truxton’s to Yogurtland, all within walking distance of the Paradise Building, you can’t go wrong around here. The staff of the LAX Coastal Chamber is excited to serve this community and happy to be your neighbor.
