Making history: the story of marina del rey Join the LAX Coastal community as we celebrate the 50th birthday of Marina del Rey
I
t was a hare-brained idea. A plan that was doomed from the start. Even the LA Times called it a “white elephant” that the county was destined to regret. But this year, Marina del Rey celebrates its 50th anniversary as one of Los Angeles County’s highest-performing assets and a shining example of how public-private partnerships are really supposed to work. “I remember standing there as we started dredging the Marina, and everybody thought we were crazy, just absolutely crazy,” said Jerry Epstein, who, in 1965, was one of the original developers of the “400 acres of water and 400 acres of land”—as he put it—that make up Marina del Rey. “Today, it is the largest income-producing asset owned by the County of Los Angeles,” he said of the unincorporated part of L.A. County that sits on the ocean’s edge, just north of Playa del Rey. “I’m the only one of the original developers who’s still above ground.” Marina del Rey was a long time in the making. Construction of the jetties for the present entrance channel began in December 1957, but efforts toward a harbor at this location actually began some

70 years earlier, sponsored, ironically, by a railroad. In 1887, a far-sighted man named M.C. Wicks organized the Port Ballona Development Company under the auspices of the Santa Fe Railroad. Wicks dreamt of developing the Playa del Rey estuary and inlet into a major commercial harbor to serve the Los Angeles area. He managed to raise $300,000, all of which went for construction work over a three-year period. bankrupt and the area was eventually taken over by duck hunters. Another quarter of a century passed without action but the dream kept recurring. In 1916, the U.S. Army Corps of Engineers reported to Congress that the latest proposal to develop the Playa del Rey inlet and basin as a major harbor was impractical. Twenty years later, the area lost out to San Pedro in its attempt to form Los Angeles Harbor. From that point on, the dream focused on creating a small-craft harbor rather than a major port. “Burton Chace, who was the supervisor at the time, had a unique vision to make the Marina work,” Epstein recalled. “He was one of the few supervisors who came from a business background and understood what it meant to face a payroll. He didn’t want the government to build or operate commercial properties or apartments. His vision was for the government to build the Marina and then collect fees from developers who knew how to develop the land.” In 1953, the County Board of Supervisors sponsored State legislation which eventually granted the County a $2 million loan from State tidelands oil
revenues to assist in purchasing the new harbor site. In 1954, President Dwight Eisenhower signed Public Law 780, making the Marina del Rey harbor an authorized federal project and planning moved into high gear. After jumping numerous other financial hurdles, voters in 1956 finally approved a bond issue that provided the final $13 million to make the Marina a reality, and Marina del Rey was officially That’s dedicated on April 10, 1965. “Burton Chace’s vision was a crazy idea at the time,” said Epstein, who built his first apartment units in the Marina in the 1960s and has been a leaseholder ever since. Don Knabe, who has replaced Chace as Supervisor for the Fourth District, said he’s proud of what the County has done with the original vision.

“When you look at the Marina now, I’m not sure any of the original lessees envisioned such a beautiful place on public land,” he said. “Stand here today and look around. It’s incredible.” Certainly, the views are incomparable and the beauty of Burton Chace Park rivals anything else Los Angeles has to offer, but the there is no doubt that what Knabe refers to as the County’s “crown jewel” needs a bit of polishing. The decline of Fisherman’s Village, with its aging shops, eateries and faux lighthouse, underscores a growing generation gap along the shores of Marina del Rey. Sections of the marina are booming thanks to an influx of upscale residential and commercial projects over the last decade, but other sections remain trapped in a time warp, hearkening back to the Marina’s earliest days.
The overarching goal is to make the Marina more walkable, especially along the water. The Marina is now dotted by large parking lots and it’s difficult to walk the perimeter of the waterway. Officials want to widen existing promenades and look for ways to better connect the area’s various walkways along the water.
“That’s the thing I’m most proud of,” Knabe said. “Finally, after all these years, we have a vision for a boardwalk with accessibility so people can get around the Marina without getting into their cars. Instead of looking at it one parcel at a time, we’re looking at the whole thing and how it can all work together.”
“The Marina is a wonderful expression of how government can work with private enterprise,” said Epstein, who added that one appealing aspect of the Marina is the fact that many of the leaseholders are individuals or small companies who live, work and play in the area. “The original group of us were small developers. When you are small, you look at things differently. We liked the idea of having a real community here, and that’s exactly what we have. It’s like our own little town.” Tony Palermo moved into that “little town” in 1996 when he and his partner, Danny Ringwood, opened Tony P’s Dockside Grill, a restaurant with a reputation for being the spot for locals to grab dinner or a beer. Palermo quickly became part of the Marina community; he has been the area’s Honorary Mayor and one of its chief cheerleaders. “There’s nothing better than walking through the restaurant and seeing people who are part of the fabric of the Marina,” he said. “Whether it’s the firefighters from next door, the people from the Marina City Club or the guy living on his boat, we all love the Marina. Those regulars are the people who drive my business, and they’re what makes the Marina special.” “Guys like Tony care about this place,” said Epstein.

“We have a facility that has been around for five decades, so of course it needs some polishing,” Knabe admitted. “And I know that sometimes it’s hard for people to get beyond the fact that this is their backyard and they don’t want to see anything change.” But change is afoot. There are plans for a new yacht club facility, a number of new residential complexes and several new and remodeled hotels. As for Fisherman’s Village, a developer wants to tear most of it down and build a luxury hotel, a performance plaza and a 28-foot-wide promenade. With the sad news of many theater groups closing their doors it is quite an achievement that Westchester’s home-grown community theater group, Kentwood Players, just celebrated their 65th anniversary. Founded by the late Arky and Jan Marcom, Elizabeth Thornberg and Betty Francis, Kentwood Players presents quality live theater since 1961 at the Westchester Playhouse. This group initially received its start and name as members of the Kentwood Elementary School PTA. After performing a school play and receiving motivation to keep a good thing going, the founders and a small group of talented men and women quickly got their act together (so to speak) and in 1950 this illustrious theatre “family” officially began. For the past three years, Kentwood members have been consulting with the new Metro Line which will pass just one block south of the Westchester Playhouse. Through the group’s diligent efforts, along with the support of many community members, there will be a Metro stop at Hindry and Florence allowing people from all over the city to take public transportation to enjoy great plays, musicals, mysteries, comedies and dramas in our own backyard!

But, while the organization’s heart still beats like a 20-year old’s, the reality is that the blush is off the rose. The physical plant that is the AMCS facility is a bit faded, not in keeping with the organization’s success. One of the things that AMCS does so well is train emerging mental health therapists. One of our former interns found the training and experience at AMCS so valuable and the mission of the clinic so compelling that she recently came back to the clinic and asked what the Foundation could do to help. Enter the Kenneth Jonsson Family Foundation. Through the generosity of the Foundation’s Board, AMCS will soon begin upgrades and enhancements that will improve its appearance both inside and out—turning back the hands of time, if you will. In the coming months, look for new building improvements designed to showcase the spirit of AMCS on the outside, as well as in.

ONE LAST LOOK Meet your behind-the-scenes team at the LAX Coastal Chamber of Commerce As a proud member of this community, the LAX Coastal Chamber of Commerce works hard to build better relationships between local business, government and residents. While the strength of a Chamber of Commerce comes from its members and Board of Directors, the thread that keeps it all together is its staff. Christina Davis, our President/CEO, has been with the LAX Coastal Chamber for over 10 years and has lived as an LAX Coastal neighbor her entire life. Not only working as our fearless leader, Christina currently serves on the board for the Playa Venice Sunrise Rotary Foundation, LMU Family of Schools Advisory Council and the EmpowerTech Program Board, and in the past served as the chair for Orville Wright’s Governance Council and the president of the Westside Council of Chambers. She definitely stays busy as an influential member of this community, but everyone knows her heart is always at home with her family. Chamberlain Duru, our Vice President of Membership,
moved to Los Angeles in 2004 from his hometown in Charlotte, North Carolina. Originally serving as the Chamber’s banker with Wells Fargo Bank, Chamberlain took notice of the positive impact our organization had on the local community and joined our team in 2011. Always aiming to make a difference, he is serving as a board member for Westchester Vitalization, St. Bernard High School and Salvation Army Inglewood, as well as offering his services to fellow professionals as a small business consultant. Kirby Israelson, our Creative Director, is a proud alumna of Otis College of Art and Design. Her connection to the LAX Coastal Chamber started when she was still a student and she enjoyed the organization and the community it served so much that she worked hard to become a staff member shortly after graduation. Also working as a freelance artist/graphic designer, we like to say that Kirby’s main duty is to “make things look pretty,” and with the successful launch of the Chamber’s new logo and brand this
past year we think she is doing a great job. Always greeting you with a smile, be sure to find Kirby for all of your creative needs. Judith Ciancimino, our Office Manager, is a longtime Los Angeles resident and has been involved with our Westchester community since first working with Howard Drollinger to fight the Coastal Corridor Transportation Specific Plan. To show her love of this community she has made sure to always stay engaged. To name a few of her local activities, Judith has helped to form the Neighborhood Council of Westchester/Playa and the Fourth of July Parade, and is currently the secretary of the Marina del Rey Holiday Boat Parade and a member of the Playa Venice Sunrise Rotary. She has been a part of our office for three years and says she couldn’t be happier. At your local Chamber, the staff is excited to serve both you and the LAX Coastal community.
