Dear Members
I
t has been 110 years since the Chung Wah Association was founded in 1909. We are proud that the reputation of this remarkable Association has continued to elevate and is highly valued by all members of society, including individuals, organisations and Government. As the largest and most established Chinese Association in Western Australia, every opportunity and challenge has been taken in a positive way. The Association plays a vital role in community services, members’ welfare, Chinese language education and cultural exchange between China and Australia, as well as helping our community integrate into Western Austrealian landscape. I was elected as the President of the Chung Wah Association on 29 August 2015. Throughout these four years, the Executive Committee under my leadership have done our best to adhere to the Constitution of the Association, uphold its founding objectives, maximising the use of our resources for the benefit of members and safeguarding the rights and interests of our members. We have attained outstanding achievements in various aspects of promoting Chinese culture, facilitating cultural exchange, improving our facilities and providing community services which I am humbled to share with you herewith:
Chung Wah Cultural Groups - reactivation and increment
During my two terms of serving Chung Wah, the number of our cultural and activity groups have increased from 5 to 11. They are the Chung Wah Dance group, Chinese Orchestra, Dragon and Lion Dance Troupe, Dragon Boat Team, the Choir, Cantonese Opera, Beijing Opera, Line Dancing, New Vogue Dancing, Table Tennis group and Women’s Sub-committee. All the cultural groups have been actively operating, effectively under the careful organisation and cooperation of the leaders and their members. The Women’s Sub-committee was reactivated and began to organise regular cultural activities and organised events to celebrate the annual Women’s Day. Members of the Women’s Subcommittee also actively participate in the Association’s events and functions. Chung Wah Autumn Centre
After three years of the joint effort of the Executive Committee and the Autumn Centre Board of Management, the concept plan of the Autumn Centre was approved by the local authorities, has obtained development approval and we are likely to see the construction work taking place in the coming year. In addition, two thirds of the vacant land in front of the Cultural Centre is now cleared and will be filled preventing further bush fire on our Balcatta land.

Chung Wah Office IT Upgrade and Cultural Centre Ceiling Project
We successfully obtained consolidated funding from Lotterywest in December 2018. Thank you to the funding from Lotterywest, which enabled Chung Wah to install a security system inside and outside Chung Wah Hall as well as upgrade the computers and server for the office in James Street, Northbridge. The funds were also used to improve the Cultural Centre in Balcatta such as the lighting and ducting system of the new ceiling. The ceiling project completed early this year further enhanced the versatility of the Cultural Centre Hall. Chung Wah Community and Aged Care Services
Under the leadership of the CEO, Mrs Theresa Kwok, Chung Wah Community and Aged Care continues to provide professional support and care services for the aged and disabled community, especially to non-English speaking migrants. The care services include the day long respite care, home care and centre based group activities. There is also the Evergreen College wellness programme, which aims to promote personal wellbeing beyond the daily routine. The activities provided in this programme include English classes, computer classes, memory support and Tai Chi class. These services continue to expand to meet the needs of our clients and the community. Due to the highquality service, the number of service recipients have increased from 500 to nearly 1,000 in the last four years.
Chung Wah Chinese School
With regards to development in Chinese education, the School Management Committees have developed a unified policy and development direction for all the school campuses. This is to further move toward standardisation and ensure that the four campuses are managed by the management committee according to their terms of reference. Since the beginning of this year, the number of Chung Wah Chinese school campuses has increased from three to four. These campuses work collaboratively to ensure stability and efficiency in the operation and the curriculum in order to provide high-quality Chinese language and Chinese culture education to more than 1,000 students in total. Chung Wah Events
Every year, the Chung Wah Association hosts and co-organises various large, medium and small-scale events and community activities in order to create a platform for cultural exchange, networking and intercommunication amongst members, and to promote the Chinese culture to the wider community. These events included the Perth Chinese New Year Fair, Chinese New Year Ball, Perth Chung Wah Cultural Festival, MidAutumn Festival and International Women’s Day celebration. The inaugural Perth Chung Wah Cultural Festival was held between 12 and 18 May 2019 at Burswood Park. The event integrated dragon boat racing, folk art, Chinese paintings and cultural and historical exhibitions. The activities included Chinese cuisine, dragon and lion dancing, cultural performances, a business forum and an architectural forum. The major sponsors, the Western Australia Government and the Burswood Park Board, provided an opportunity for the participants and attendees to experience the charm of Chinese folklore and traditional culture. The success of this event was due to the support and collaboration of the various Chinese community organisations to promote Chinese Heritage and embrace multiculturalism in Western Australia.
As Chung Wah continues to build proactive rapport with the government as well as uniting the local Chinese community, we maintain coordination and facilitation for active twoway communication. We see ourselves as a bridge between the Chinese community and the government, facilitating the communication and improving mutual understanding of these two parties. In January this year, Chung Wah hosted a meeting for Hon Peter Tinley AM MLA, Minister for Asian Engagement to meet with the Western Australia Chinese community leaders. In May, we met with the delegates from the Chinese Federation of Returned Overseas Chinese for a seminar on the issues faced by overseas Chinese. In the same month, we also organised a Chinese Cultural Arts Demonstration as a cultural exchange and learning experience for the young students at Oberthur Primary School. Home of the Chinese Community
Being the “Home of the Chinese Community”, Chung Wah Association is a big family, encompassing 110 years of the past and present history as we advance to the future. Its legacy will be continued and passed on from generation to generation. I would like to express my sincere gratitude to members of the Executive Committee for their time and efforts working as a team.
To the Council of Elders, my sincere gratitude for its support and guidance under the leadership of Dr. Bob Tan. Many thanks also for the support and cooperation from the WA Chinese community.
In conclusion, all these joint efforts have enabled Chung Wah Association to continue to grow, develop and become a stronger Organisation in order to contribute to the prosperity of the Australian multicultural community. Wishing you all good health, happiness and prosperity! Thank you.

中
华会馆自1909年以来已经走过了一百一十年的历程。今天，我们的百年会馆越来越被各界所重视，作 为西澳规模最大、实力最强的华人组织，正以新的姿态迎接著时代的机遇与挑战！它在社区服务、会员 福利、中文教育及文化交流等各个领域都发挥了重要的作用，并积极搭建中澳文化交流和沟通的平台，融入 主流社会，以丰富的活动内容从多维度向民众充分展示中华文化魅力，使中华文化成为澳洲多元文化社会不 可缺少的重要组成部分。服务社区一直是会馆的重要会务活动之一。越来越多的会员们参与到我会各部门及 小组所组织的各项丰富的社区活动，这些有益身心的活动增加了会员间的交流与联系，对于许多会员的社交 生活产生了积极影响。 自2015年8月29日当选 为中华会馆会长以来，转 眼已过去四年的时间。 四年来，两届的中华会 馆理事会恪守中华会馆 章程，一如既往地秉承 创会宗旨，充分利用会馆 资源，尽可能的为所有会 员提供更广泛的活动平台，并 在维护会员权益、弘扬中华文化、促进中澳文化交 流等各个方面做了很多卓越成效的工作： 在发展会馆会务工作方面:
文化及活动小组已由原来的5个增加至11个。 中华舞蹈团、民乐团、龙狮团、龙舟队、合唱团、粤 剧社、京剧社、排排舞、新时尚交际舞、乒乓球队等 各分支部门及小组在各组负责人的精心组织和通 力合作下积极有效地运行，参与活动的会员数量不 断增加。中华妇女部团结了妇女会员，积极参与和 负责会馆的一些文化活动项目。中华秋园经过三年 里理事会与秋园董事会的共同努力，其开发计划获 得批准，正在紧锣密鼓地准备详细的工程绘制、着 手开发进程，有望于今年内开始动工建设。此外， 中华文化中心前面2/3的空置土地目前正在进行砍 竹除草等清理和平整土地的施工工作，该工程预计 于十月底完成。令人高兴的还有我们成功的申请到 Lotterywest的专项基金，其中$24,864澳元用于更 换铺设会馆北桥礼堂老旧的电话、网络线路和安装 电视监控系统、路灯等设施，以提高会馆的安全性， 以及$34,125澳元用于中华文化中心的灯光及空调等 项目的修缮。中华文化中心的天花板工程也已更换完 毕，进一步提升了文化中心活动场所的多功能性。
在提升社区服务方面:
中华社区与长者服务中心在首席执行官郭郑素 雯女士的带领下，一如既往的为来自语言文化多样 性背景的移民和亚裔人士及社区提供专业的支持和 关爱服务。中华会馆理事会将继续协助中华长者服 务中心的各项活动，使其各项服务有序推进，提供 优质的长者服务。各种社区服务如中华日间暂息中 心、日间看护中心、英文学习班、太极班等也一直在 积极运行中，服务范围将会进一步扩大，以提供更 加贴心周到的服务。这些针对不同需求的社区服务 及护理服务非英语背景的移民和长者们感受到温暖 与包容。由于中心的服务品质不断提升，中心的服务 客户由四年前的500多名增加至近千名。 在中文教育方面:
中华中文学校管委会为中文学校制定了统一的 政策和发展方向，进一步走向规范化，确保四个校区 由管委会根据其职权范围统一管理。中文学校校区 也由三所增加至四所，各校区之间相互协作，保障学 校有序、高效、稳定的运行，共同为一千多名学生提 供高质量的中文及中华文化的教育。各类课外兴趣 班的开展，如书法班、武术班、象棋班、民族舞蹈班、 中华乐器班等，进一步加强中文教育的多样性，提高 学生的学习兴趣和热情，得到家长的充分肯定。
在丰富社区活动方面：
中华会馆坚持为会员福祉而努力，先后承办、协 办了各项大、中、小型活动和座谈会等，为会员间交 流、联谊、互通有无提供良好的平台，提升了中华会 馆的活力及华人社区活动力。比如：珀斯中华新年 文化节、中华会馆新年舞会、珀斯中华文化节、中华 中文学校中秋活动、庆祝国际妇女节联欢活动以及 各类知识讲座等。值得一提的是，为期7日的首届“ 珀斯中华文化节”于2019年5月12日至5月18日在 Burswood半岛盛大举行，这个结合“赛龙舟、民间 艺术、文化展示、历史展览、中华美食、舞龙舞狮、 文艺表演、商贸论坛、建筑论坛”等多个模块的系列 活动在西澳州政府和 Burswood 公园董事局的资 金支持下，让参与者与中华文化零距离接触，并全方 位为市民和游客展示中华民俗与传统文化的非凡魅 力。这些成绩也离不开会馆与华社各兄弟社团的支 持和协作，共同为中华文化传承以及促进西澳多元 文化发展而不断努力。
在加强当地政府联系和团结华人社区方面：
保持与州政府、当地政府的协调与积极地双向 沟通，增进理解，加深交流，继续发挥中华会馆作为 百年社团在华人社区与政府之间的桥梁作用。与此 同时，我们与各个侨团开展座谈会和咨询会，例如 2019年1月西澳州就业、贸易、科技和创新，亚洲事 务部部长Peter Tinley与西澳侨社的见面交流会，5 月中国侨联代表团与会馆的工作座谈会以及与澳博 思小学的文化交流会。 中华会馆作为“华人之家”，像一座桥梁，承接 著过去、现在与未来；薪火相传，生生不息。在此， 由衷感谢中华会馆全体理事会成员的工作及努力， 让我们的会务工作卓有成效；由衷感谢由陈振发太 平绅士领导下的元老会成员们一如既往地对我们的 工作提供了宝贵的支持和指导；由衷感谢华社各社 团的相互协作与支持，使得中华会馆不断的发展壮 大，为广大珀斯侨民的幸福进步，为澳洲多元文化社 区的繁荣贡献自己的一份力量！ 祝大家身体健康，阖家幸福，事业发达！ 谢谢大家！

The Association was required under the Associations Incorporation Act 2015 to update new rules to comply with the new act.
The Constitution Review Committee that was formed took to the task with a deadline of 30 June 2019 necessitating an Extraordinary General Meeting to be scheduled in order to pass this special resolution by the Members. Following the Members’ adoption, the new rules were lodged after being passed by the Association for the updated constitution to have a legal effect. Chung Wah Membership

The first dragon boat Hua Long I was acquired on 3 August 2018 through Dragon Boating WA and raced in the 2018 Chung Wah Dragon Boat (Duanwu) Festival. Chung Wah Ping Pong Group
The table tennis group was formed with Sunday activities planned at the Chung Wah Cultural Centre from 4:00 pm to 8:00 pm headed by Maya Fang and Shao Ke Mei. Chung Wah Ball
This year, Chung Wah Ball was resurrected after a lapse of eight years. The Association’s Council of Elders led by Dr Bob Tan reinstated the renowned Chung Wah Ball that was missed by many Members over the years. It was brought back on 16 February 2019 and celebrated at the Pan Pacific Grand Ballroom. Perth Chung Wah Cultural Festival
Chung Wah delivered the inaugural Perth Chung Wah Cultural Festival that brought together arts, sports, films, forums and activities for the kids in a family-friendly festival that showcased the very best of Chinese culture. The event was a showcase of Western Australian Chinese culture and tradition beginning with a spectacular dragon boat race on the Swan River. Proudly supported by the State Government and the Burswood Park Board, the festival was presented by Chung Wah from 12 to 18 May 2019 at the Burswood Park with the Swan River and the Perth city providing a spectacular backdrop to a week of cultural and business activities for the whole family. The event incorporated overseas and local celebrities, professional artists, multicultural stage performances, food stalls, lion dances, giant kite show, twelve giant zodiac animal, Tai Chi, Chinese storytelling, figurine doll making, lantern and kite making, craft demonstrations and much more. Chinese art and Australian Chinese History was on display under a marquee on site. This festival included the popular Golden Koala Film Festival which featured a range of contemporary Chinese outdoor cinema films at the Telethon Community Cinemas in Burswood with talks by international film directors on the first night. China/Australia business forum and an architects and construction forum intended to build on close industry links between WA and China were part of the festival conducted at Crown Perth, a major event sponsor.

The initiative to implement this event was in line with the promotion and generation of tourism numbers in Western Australia with the following identified objectives: a) Celebrate the Western Australian Chinese community’s cultural and sporting heritage. b) Showcase Western Australia as an exciting and desirable tourism destination.
c) Increase national and international visitor numbers to Western Australia, supporting local businesses, jobs and economy. d) Activate and promote the Burswood Park Peninsula. Chung Wah Chinese School Perth – Fourth Campus
The other highlight in 2019 was the successful set up of the Chung Wah Chinese School’s (CWCS) fourth campus located in the Perth Modern School, Subiaco, after a period of 28 years. Its third campus was CWCS Leeming which started in 1991. 2018/19 Anniversaries and Events

今年，中华新春舞会在停办8年后恢复。由长老 会主席陈振发医生领导的组委会于2019年2月16日成 功的在泛太平洋酒店的大舞厅组办了让许多会员期 待已久的中华新春舞会，并获得所以参与者的好评。

2019 年的另一个亮点是28年后成功的在Subiaco的Perth Modern 中学设立了中华中文学校的第 四所校区。第三个校区是设立于1991年的黎明中华 中文学校。

珀斯中华文化节
中华会馆成功的在Burswood公园的天鹅河畔 举办了首届珀斯中华文化节。这是一个适合一家大 小的家庭节日，汇聚了艺术、体育、电影、论坛等各 种活动，充分展示了优秀的中华文化。这次活动以 珀斯市为背景，由在天鹅河上进行的壮观龙舟竞赛 隆重揭幕。这个由2019年5月12日至18日为期一周 的文化节是由西澳洲政府鼎力赞助。参与活动的包 括海外和本地的名人和专业艺术家。多姿多彩的节 目有多元文化舞台表演、美食摊位、舞龙舞狮、大型 风筝表演、巨型十二生肖彩灯展示、太极拳、糖人捏 面、吹糖，灯笼和风筝制作等手工艺。另外，双层的 帐篷里有中国书画展和华裔澳纽军人历史图片展。 著名的金考拉电影节在附近的户外电影院为节庆放 映了多部现代中文电影。中国和澳大利亚商业论坛 以及一个建筑师与建筑论坛同时在赞助商珀斯皇冠 大酒店内举行。

Chung Wah Community and Aged Care Services Over the past 35 years, Chung Wah CAC has endeavoured to and successfully support people from culturally and linguistically diverse background to live independently in their community. This year, we have passed two (2) Quality Audits conducted by WA Department of Communities Disability Services and Australian Aged Care Quality Agency respectively.
In addition, Community Partnership has been a key focus in our annual business strategies and implemented in various services and activities, especially Community Engagement group, to fulfil our mission “a better community for all” and further alignment to the Customer-centric service delivery model. In the past year, we have delivered a series of government funded community care programs to more than 771 consumers in the Perth metro areas. Most of our customers are from Chinese, Vietnamese and other Asian communities, and over 95% of them do not speak English. However, CAC has experienced growth in the provision of services to customers from the wider community. Our customers are mainly on-going and new care recipients or primary carers assisted under (PANDA) Home Care Packages (HCP), Commonwealth Home Support Programme (CHSP), WA Home and Community Care program (HACC) and National Disability Insurance Scheme (NDIS). In 2018-2019, our NDIS service expanded well in accordance with our business plan. The number of consumers doubled. Among the new NDIS consumers, some were transitioned from WA HACC due to the changes in the program. Our staff are working closely with consumers and family to ensure support are transitioned smoothly. Meanwhile, we have further established good relationships with organizations who are the NDIS Community Partners.
Other than regular service customers, over 1500 community members engaged with us through different communication mediums. Customers connect with CAC through community interest classes, phone call or email enquiries, one to one enquiry, or participating to community events and outings, as well as attending community information sessions. One of our highly successful class was the “Mobile App Interest Class” which helped community members build confidence in using technology. We also launched our new trilingual website last year which aimed to provide relevant information to people in need together. CAC also launched in 12

social media platforms Facebook and WeChat.
The Aged and Community Care industry has experienced tremendous change in the last years which have greatly impact on us as a service provider and a recipient of government funding. Community Care industry is moving rapidly towards a market driven one. More private providers are stepping into the market and CAC expects, in the coming period, intense competition in this new market environment.
In order to get ready for this new environment, in the past year, under the direction of our Board of Management, a series of measures have been adopted including strategies, business plans, work structures and staff training with the objective of adapting to the new requirement and changes with a view for long term sustainability of our services. The Person Centre Approach was commenced for all CAC clients. To go hand in hand with the “Person Centre Approach” principle, our “Continuous Improvement Approach” and “Wellness Approach” continue to play the key roles to ensure the quality of our programs and encourage consumer independence. The famous Evergreen College provides choices to enhance individual customer’s wellbeing through various interest classes held at centre as well as small group activities in the community.
Training is an essential tool to not only equip our employees but also our volunteers with updated community and aged care knowledge and skills. Staff, support workers and volunteers are continuously encouraged to attend in-house and external work related training to ensure they are able to deliver quality work at the front line of working with individual customer. Our efforts in promoting “A Better Community for All” and delivering customer-centred care have also been acknowledged by the continuous growth in volunteer development. To date, CAC has a total of 261 registered volunteers, who are actively involving and helping in various CAC activities.
CAC would also like to take this opportunity to express our sincere gratitude to the support of the Chung Wah Executive Committee, President Shao Ping Ding and our Board of Management, our staff, volunteers and all our customers throughout the past year. If not for your belief to build “A Better Community for All” together, we would not be able to achieve such an excellent result.

长者及社区服务行业在过去的一年发生了的巨大 的变化，我们作为社区及长者服务的提供机构及政府 资助的接受者也不可避免的受到了影响。长者服务行 业将向市场主导方向转变，可以预见，来年将有更多 的私营机构涉足这一市场，竞争也将更加激烈。 为了适应新环境，在独立管理委员会（IBM）的 领导下，我们制定了一系列的措施，包括策略，计 划，结构重组及员工培训等，以适应公司长期发展 的需要。以人为本的服方式已经为所有中华社区及 长者服务的顾客开展起来。同“消费者主导”原则紧 密合作，我们继续推行“持续进步”和“身心健康” 方式来保证我们的服务质量并增进顾客的独立。大 家所熟识的常青学院在中心及小组活动中举办多种 兴趣班，促进顾客的身心健康。 培训不仅可以让我们的员工获得有关的知识和 技巧，这同样也适用于义工。所以，我们一直鼓励员 工和义工参加内部和外部的工作相关培训，以保证 他们可以在前线为顾客提供好的服务。
在发展义工的过程中，我们一直推广“为大家 打造更美好的社区”愿景及提供以人为本的服务。 目前为止，我们一共有注册义工261位，他们积极活 跃在我们的各项活动中。

New CWCS Perth – Perth Modern School
The fourth campus, Chung Wah Chinese School (CWCS) Perth was established at the start of the 2019 with 35 students after seven withdrawals and relocations to other CWCS campuses. CWCS Perth has become an additional hub in servicing the community and marketing the CWCS brand overall. The work to establish this new CWCS campus began in 2017/18 when available facilities were explored for suitability although CBD and Western Suburbs catchment areas were targeted. This new CWCS Perth was set up by Sheila Rejek with zero budget and supported by Juan Liu as volunteer at the time.
Chung Wah CAC Radio Program
Providing Radio Program is our means to reach out and engage with non-English speaking people in WA. Last year, our Cantonese radio continues to be available at 10.00am every Saturday through 6EBA FM 95.3，providing community information, sharing stories, enhancing health and wellbeing. Most importantly, our nonEnglish speaking people feel connected with the Australian community through listening to our radio. Meanwhile, we welcome feedback and continued to work collaboratively with audiences to understand their needs.
Just like all CAC programs and services, volunteers play an important role in our radio program too. They are the pillars of the program. Up until now, we have built a team of nearly 20 bilingual volunteers who actively participate in the running of our radio program, such as,news collecting, editing, script writing and broadcasting and so on. We are working hard to make sure every session is aired on time. In the past year, every program session was on time.

Dr Ching-Howe Chan, Orthodontist of the Dental Orthodontic Centre in Winthrop donated $1,000 for the start up. Mr David Rogers, CEO of Westminster Broking House Pty Ltd in Perth donated $324.50 towards young students’ Martial Arts class liability insurance cover under the Association.
CWCS Enrolments and Extra-curricular Activities
Total student enrolments of 1,200 spread across CWCS campuses located in Leeming, Morley, Rossmoyne and Perth which offer Chinese language teaching/learning from pre-kindy, kindy, pre-primary, Yr 1 to 12, HSK, WACE program and adult classes. Following classroom learning, CWCS campuses also offered extra-curricular activities in arts and crafts, Chinese cultural dance, Chinese musical instruments, Chinese rhymes singing, diablo, drama, calligraphy, painting and drawing, sketching, abacus, performance arts, table tennis, badminton and martial arts to supplement language learning and promote culture and sports.
Office of Multicultural Interests (OMI) Pathways to Improvement Program (PIP)
OMI’s PIP is a development program for community language schools (CLS) intended to improve and maintain quality. PIP helps administrators, teachers, parents, community members and students understand what makes a good community language school and quality language program.
CWCS is one of the community schools which must achieve Stage 1 – Registration of the PIP delivered by the Australian Institute of Management Western Australian (AIMWA) to qualify for the future 2020 per capita grant. To apply for funding in 2020, CLS must have achieved Stage 1 – Registration of the PIP delivered by AIMWA.
Chung Wah was congratulated via a letter dated 29 March 2019 from OMI to Sheila Rejek, Honorary Secretary (also, Chair, CWCS Council) that CWCS has achieved the Registration stage of the PIP program that was developed to support schools to improve and maintain quality language teaching and learning. CWCS has achieved the Registration stage that will qualify for CLS grant funding for the next three years from 2020-2023 subject to maintaining its PIP portfolio documentation/ qualification over this qualifying period. This achievement assures that the annual application process will be streamlined as the required information will be demonstrated through the PIP assessment and evaluation process. The annual application process will require CSL to provide updated school information and student enrolment details. All other information is gathered through the PIP evaluation.
OMI Per Capita Grant
OMI’s Community Languages Program (CLP) per capita grant of $120 per student was received in 2019. CWCS Rossmoyne’s WACE students received a further subsidy of $120 per capita bonus grant to compensate for the additional classroom hours and curriculum. Playgroups and adults students in CWCS Leeming and CWCS Morley as well as HSK students in CWCS Leeming have not qualified for the per capita grant of which CWCS Council may have to factor some of the costs into future enrolment fees.
CWCS Leeming – School App
Additional modules such as newsletters, enrolments, online library services etc will be added to the app facility stage by stage. Fast real time communication was part of the privileges enjoyed by parents including absentee form and online enrolment. The app is free to download by parents/guardians from the app store. The app enabled speedy connectivity with parents in communicating urgent notifications and news.

The work of professional parent volunteers was not to be underestimated who had spent more than two terms so far to oversee the library overhaul and efficiency.

Principals and teachers continued to be involved in development programs during internal staff training meetings and external workshops/ seminars. Principals and teachers attended compulsory Professional Learning Program organised by OMI. Teachers attended annual OMI training courses and some attended multiple sessions. Teachers were encouraged to join the WA Chinese Teachers Association (CLTAWA) and participated in the Professional Development Programs. The majority of principals and teachers have attended the 2019 Chinese Language Teachers’ Federation of Australia National Conference in Perth paid by CWCS.
Cultural Festivals
● All CWCS campuses individually celebrated Chinese New Year and Dragon Boat Festival in their own special way involving students and parents. ● All CWCS campuses jointly celebrated MidAutumn Festival in a large scale event which was open to the public. ● All CWCS campuses conducted class open days for visiting parents and scheduled enrolment drills whereby parents enjoyed early bird discounts.
Students continued to be exposed to practical opportunities in speech recital competition and
writing skills. It enabled students to develop literacy skills through songs and dances and regurgitated what they learnt to showcase their talents on stage.
Employment Agreements
Re-implemented in 2019, more than 100 employment agreements were issued across all campuses CWCS without any incident.
Long Service Leave (LSL)
As part of the employment agreements rollout, Sheila Rejek, Chair CWCS Council honoured an unprecedented employees’ entitlement to long service leave in accordance with the Long Service Leave Act 1958 (WA).
To this end, Jessica Leong, CWCS Council Treasurer with the support of Wee En Chu, CoVice Chair CWCS Leeming SMC and Nicole Lim, Treasurer CWCS Leeming SMC produced a modelling probability body of work to implement the management of CWCS employees’ LSL entitlement monitoring system. All CWCS employees (casual) who have served over 10 years of continuous service are entitled to LSL.
Total LSL to be paid out to date was $20,632.81 recognised as a current liability, broken down as follows. This accrued amount included employees who have completed seven or more years of continuous service and are entitled to a prorated long service leave termination payment.

STP was initiated and implemented at CWCS Council level for CWCS (led by Jessica Leong and Wee En Chu) in line with the Australian Taxation Office (ATO) requirements, a legislation that was
passed in Australia for all businesses to report on employees’ salaries, wages, PAYG withholdings and superannuation to the ATO.
Issues & Challenges
High fixed costs such as rentals, salaries, insurances, advertising, audits, MYOB and MYOB STP payroll module subscriptions are an ongoing threat. Restricted use of classroom facilities and the lack of a tea room at CWCS Rossmoyne will be addressed.
Teacher of the Year (TOTY) Awards
TOTY award was launched in 2016 to encourage and reward productivity, and quality of Chinese language teaching. All winners so far are worthy recipients who had demonstrated excellence in their roles to support CWCS and Chinese language.

中华中文学校 中华中文学校 – 珀斯新校区
第四所校园，中华珀斯中文学校于2019年初成 立，经过7名学生退学/转学到其他CWCS校园后，现 共有35名学生。CWCS珀斯已成为社区服务和中华 中文学校整体营销的另一个营销/教学点。该校区以 珀斯CBD和西区为目标，从2017/18年度开始寻求适 当的办学设施。这一新校区由Sheila Rejek以零预算 在义工Juan liu的支持下建立。
Winthrop牙科正畸中心的Ching-Howe Chan医生捐赠了1,000澳元启动资金。
珀斯Westminster Broking House Pty Ltd首席 执行官David Rogers捐赠了324.50澳元，用于学生 武术课责任保险。
中华中文学校报名和课外活动
中华黎明、摩利、乐思、珀斯中文学校共有学 生1,200人，提供包括低幼、幼儿、学前、1至12年 级、汉语水平考试、澳洲高考班和成人班汉语语言 课程。在课堂学习之外，学校还提供包括手工、民族 舞蹈、中国乐器、儿歌、空竹、戏剧、书法、绘画、素 描、珠心算、表演艺术、乒乓球、羽毛球和武术等项 目的课外活动，以支持语言学习并促进文化和体育 活动。
多元文化办公室（OMI）学校改善计划（PIP）
多元文化办公室的学校改善计划是针对社区语 言学校的一项开发计划，旨在提高教学水平和保证 高质量教学。该计划帮助行政管理人员、教师、父 母、社区成员和学生了解社区语言学校及高质量的 语言课程。
中华中文学校必须 达到西澳 大利亚管理学院 （AIMWA）提供的学校改善计划第一阶段-PIP注 册，才能获得2020年的学生人均补助金。。
OMI在2019年3月29日给秘书长（并任CWCS理 事会主席）Sheila Rejek发函祝贺中华中文学校达到 PIP计划的注册阶段，该计划旨在支持学校提高水平 和维持优质教学。中华中文学校已达到PIP计划的注
册阶段要求并将获得2020年至2023年的政府资助， 但在此期间仍需提交所需文件/档案以维持其获取 资助的资格。由于所需大量信息通过PIP评估流程得 到证明，学校在年度资助申请中仅需更新学校信息 和学生入学详细信息，申请流程将得到简化。
OMI人均补助金
O MI的 社区语言计 划（CL P）补助 金（1 20 澳 元/生）于2019年收到。中华乐思中文学校的高考班 （WACE）学生获得每人120澳元的额外补助，以补 偿延长的上课时间。 中华黎明中文学校和中华摩利中文学校的游戏 小组和成人班以及中华黎明中文学校的汉语水平考 试（HSK）班学生没有资格获得人均补助金，CWCS 理事会可能不得不将这些费用计入将来的学费。
中华黎明中文学校 – 学校应用程序
通讯，注册，在线图书馆服务等附加模块将逐步 添加到应用程序中。家长将得以与校方进行快速实 时交流，包括缺席报告和在线注册。父母/监护人可 以从应用商店免费下载该应用。该应用程序使得学 校可以和家长快速连接，以传达紧急通知和新闻。
中华黎明中文学校 –Libib在线图书馆
家长义工的工作不可低估，他们到目前为止已 经花费了超过两个学段来监督图书馆的改造。中华 中文学校理事会感谢Westminster的David Rogers 先生为该项目捐款500澳元。
专业发展计划
校长和教师持续参加校内专业培训和校外研讨 会/讲座。校长和教师参加了OMI组织的必修专业培 训计划。部分教师在本年度参加了数次培训课程。 学校鼓励教师加入西澳中文教师协会（CLTAWA）并 参加专业培训讲座。
大多数校长及教师参加了由学校资助的澳大利 亚中文教师联会在珀斯举行的2019年年会。
文化节庆
● CWCS的所有校园都以不同方式分别举办了有学 生和家长参与的庆祝农历新年和端午节的活动。 ● 中华中文学校联合举办了大规模的向公众开放的 中秋节庆祝活动。
● 学校为家长设有班级开放日，并为提前注册的学 生提供学费优惠。
学生持续获得参加演讲及写作比赛的机会。学 生也通过表演来发展语言技能，并在舞台上展示自 己的才华。
雇佣协议
在2019年重新实施后，中华中文学校签订100 多份劳务合同，没有发生任何事件。
长期服务假（LSL）
作 为 雇 佣 协 议 的 一 部 分，C W C S 理 事 会 主 席Sheila Rejek根据1958年《长期服务假法案》 （WA）授予了前所未有的雇员长期服务假权利。
为此，CWCS理事会财务主管Jessica Leong在 中华黎明中文学校SMC副主席Wee En Chu和副主 席Nicole Lim的支持下，为中华中文学校员工的LSL 实施建立了系统管理模型。 连续服务超过10年的所有中华中文学校员工（ 临时）都有权获得长期服务假。 迄今为止，应支付的费用总额为20,632.81澳 元，被确认为流动负债，细分如下。此应计金额包括 已完成七年或以上连续服务并有权获得按比例分配 的长期服务假的雇员。 ● 由于拥有更多长期服务的员工，中华黎明中文学 校有较高长期服务假负担。
单点触控薪资管理系统（STP）
澳大利亚已通过立法，要求所有企业报告员工 的工资，现收现付款（PAYG）预提税和ATO养老金。 为符合澳大利亚税务局（ATO）的要求，CWCS理事 会（由Jessica Leong 和 Wee En Chu领导）在中华 中文学校实施了STP管理系统。

Cultural Development and Activities Subcommittee The cultural activity groups in the Association consist of the Lion and Dragon Dance Troupe, Chinese Cultural Dance Group, Chinese Orchestra, Beijing Opera Group, Cantonese Opera Group, Line Dance Group and New Vogue Group. Our Cultural Groups continue uphold the Chung Wah mission to service and uphold the interests and welfare of the Chinese community in Western Australia by promoting our culture, speaking up on our views, and dealing with social issues affecting our community. This year, Cultural leader, Jen Nie Chong was the programming manager for the inaugural Perth Chung Cultural Festival held at Burswood Park. Our lion dance troupe had performances every day of the weeklong festival with our Chinese Dance and Orchestra performing at the opening and closing ceremonies. Our Lion Dance, Women’s Sub-Committee and Cantonese Opera groups also travelled to Bunbury to perform at the Bunbury Chinese New Year Festival. Our cultural groups also actively supported the Perth Chung Wah Chinese New Year Fair. Next year, the Chinese New Year Fair will be held on Sunday 2 February 2020. The Lion and Dragon troupe has gone to another level of achievement for the year. We achieved an excellent result in our first overseas competition, more members joining the team, more performance requests. Training has gone up to another level and more importantly, students have learned lion dance is not just a hobby, but a sport that requires substantial skill and knowledge. The troupe has recently joined an international lion dance alliance group to promote lion dance culture in Australia and is focusing to bring lion and dragon dance standard to an international level.
The Chinese Cultural Dance group ‘Chung Wah Dance’ continues under the direction of Jen Nie Chong, with Min Zhu as the dance teacher/ choreographer. There are about ten dancers who train every Saturday afternoon. The busiest time for the group is for Chinese New Year where they performed for the Sorrento Quay Chinese New Year festivities as well as a host of Perth shopping centres. Members of the group managed the programming activities and stage for the Perth Chung Wah Cultural Festival and the Perth Chinese New Year Fair. At the moment there are a few new members and they are working on new choreography for Chinese New Year. Our Chung Wah Chinese Orchestra continues under the leadership of Teresa Tan. The Orchestra successfully held their first annual concert at Chung Wah Hall on 23 September 2018. The concert consisted of full-orchestra, small group and solo performances, with excellent feedback
from the audience. On 23 June 2019, the orchestra also held an internal solo concert, it gave all members a chance to showcase their talent with no pressure. The Orchestra has around 20 members at the moment. The orchestra had 17 performances (items) this year (1/7/18-30/6/19). One of the notable performance was the opening song of Chinese New Year Fair evening concert with the Chung Wah Dance Group, soprano Yann Kee and Julie Yeh. Teresa has found an erhu instructor. Together with guzheng, dizi, yangqing, pipa and zhongruan instructors, they should be able to accept any new students who wish to learn the basic skills of any of these instruments. More promotion is needed for these classes. Teresa had also organised a pipa workshop, yangqing workshop and dizi workshop for current members so that they can learn a bit more technique from the professional players. Teresa Tan went to Hong Kong to attend the International Master Classes on Chinese Music Conducting in April 2019. More details in the latest Chung Wah Magazine. Chung Wah Dancing activities such as Line Dancing and New Vogue, are doing well. Thanks to the volunteers who helped run these activities at the Balcatta Cultural Centre during the weekends. In the process, they have also raised some funds to help Chung Wah maintain the Centre. Our Beijing Opera and Cantonese Opera groups train every week at the Chung Wah Hall in Northbridge.
Chung Wah Dragon Boating under the new leadership of Feng SHEN were the champions of the Dragon Boat Race of the first Perth Chung Wah Cultural Festival. Team member HU Xueyou has been qualified by Dragon Boating WA as the Dragon Boat helmsman. The Coach LIN Shengjia has over 20 years of the experience in dragon boating. He leads the team to train three times a week and is ready to participate in the 2019 – 2020 Race hosted by Dragon Boating WA.
We have recently set up a table tennis group, to enrich our members lives. All Chung Wah members who are table tennis enthusiasts are welcome to bring your racket to the Balcatta Cultural Centre every Wednesday and Sunday to participate in our activities! I would like to thank all the Chung Wah Cultural groups leaders and members for volunteering their time in rehearsal sessions and performances to promote Chinese culture in Western Australia. We welcome all Chung Wah members to attend our activities!

中华会馆的文化团体包括：龙狮团，舞蹈团，民 乐团，京剧社，粤剧社，排排舞和新时尚舞蹈。我们 的文化团体继续秉承中华会馆的使命，通过推广中 华文化，发出华人声音，和关注民生问 题，来服务和 维护华人社会的利益和福利，向西澳多元文化社区 推广及传播中华文化而为之努力。 今年，中华各文化团体积极参与了在Burswood 半岛举行的首届珀斯中华文化节的节目。在为期一 周的活动中，中华舞狮团每天都有表演，中华舞蹈团 也在龙舟开幕式和多元文化晚会闭幕式上为民众展 示了她们的风采。其他的各个文化团体也积极支持 并参与珀斯中华新年文化节的各项演出。值得一提 的是，金鼠年的珀斯中华新年文化节将于2020年2月 2日（星期日）盛大举行。中华龙狮团、妇女部及粤剧 团也将前往参加Bunbury中国新年文化节庆演出。
中华龙狮团在团长林民耀（Ben Lim）先生的领 导下，进展顺利并舞出了新高度。他们首次远赴海 外参加国际舞狮比赛中获得了优异的成绩。我们的 龙狮队伍正在不断扩大，龙狮队员技艺不断提高， 龙狮表演预订不断增多。更重要的是，龙狮队员们 明白舞狮不仅是一种兴趣爱好，而且是一项需要大 量技能和知识相结合的重要民俗体育运动。中华龙 狮团近日加入了国际舞狮联盟组织，致力于在澳大 利亚推广传统舞狮文化，将舞龙舞狮的技艺标准提 高到国际水平。 中国民族舞蹈团继续在张娟妮（Jen Nie Chong） 女士的领导下，在舞蹈教师朱敏的指导下有声有色的 进行着，每周六下午有10位舞者在进行舞蹈排练。舞 蹈团最繁忙的时候便是中国农历新年期间为Sorrento Quay及各大商场、购物中心举办的农历新年庆祝 活动中演出。舞蹈团的成员们互相协作，担任珀斯中 华文化节的剧务场务和节目编排等繁重的工作，确保 活动的演出顺利安全、圆满成功。 中华民乐团在团长王惠兰（Teresa Tan）女士的 带领下，于2018年9月23日在中华会馆礼堂成功组 织了首场由全乐队，小组演出和独奏组成的中华华 乐团演奏会，获得听众们的一致好评。2019年6月23 日，民乐团还举行了内部独奏音乐会，民乐团的成 员们在毫无压力的情况下尽情施展了自己的演奏才 华。民乐团目前大约有20名成员，在17-18年度接受 了17场演出项目。值得一提的是，在19年珀斯中华新
年文化节期间，与女高音歌唱家纪彦伶、朱俐及中华 舞蹈团合作的多元文化晚会开场表演。王团长精心 召集了二胡、古筝、笛子、扬琴、琵琶、中阮乐器专业 老师为学生们授课，乐团现在可以接收想要学习其 中任何一门乐器的新生。这些乐器课程需要更广泛 的推广。乐团还为现有成员组织了琵琶、扬琴及笛子 讲习班，以便学生们掌握更多的乐理学习技巧。王团 长于2019年4月赴香港参加中国音乐指挥国际大师 班。更多详细信息，请参见最新的《中华之声》。
中华舞蹈爱好者们活动例如排排舞和新时尚交 际舞活动活跃，运作良好。在这里要感谢每周末期 间在中华文化中心帮助开展活动的志愿者们，使我 们有幸得到成员们筹集的一些资金，以补贴对文化 中心的日常维护经费。 我们的京剧和粤剧社每周都会进行训练，并开 始接受更多的表演预订。 中华龙舟队在队长沈峰的带领下在首届珀斯中 华文化节的龙舟赛中取得冠军。胡学友取得澳大利 亚龙舟协会认可的龙舟舵手的资格，从此龙舟队可 以自行组织训练。龙舟队吸引了越来越多会员，教 练林圣嘉具有20年龙舟的经验，带领队员坚持每周 训练三次，并且准备参加2019-2020年度西澳龙舟 联赛，希望更多的会员或者有兴趣的朋友加入我们 龙舟队。
为丰富中华会馆会员的业余生活，我们组建了 中华会馆乒乓球俱乐部。欢迎会馆的所有乒乓球爱 好者带上你的球拍来Balcatta文化中心于每周三及 每周日参加我们的活动！ 借此机会，我要感谢所有中华文化团体的领队 和成员们过去一年的辛勤工作，他们义务奉献了时 间精力参加彩排和表演活动，为向西澳推广中国文 化贡献力量。欢迎所有中华会员们踊跃参与我们的 各项文体活动。

Financial Summary – Honorary Treasurer’s Report
This year the Women’s Subcommittee has continued to develop and grow. We have increased our participation in most of the Chung Wah functions and activities, and we have also extend our engagement with other Chinese community groups and the main stream society. In the first half of this year, we participated heavily in many community and cultural events:
• Bunbury Chinese New Year Festival 2019: we performed five dances for Bunbury community. • City of Canning - Mid Week Eats: we performed with the Chung Wah Dance Group for the community event.
• Chung Wah Chinese New Year Fair: we organised the cultural parade to mark the opening of the CNY Fair; put on half an hour show in the afternoon on Piazza Stage; and performed one dance in the multicultural concert at night. • Lifestyle Nursing Home Bayswater: we organised one hour show to entertain the Nursing Home residents, our show was highly appreciated by the Nursing Home residents. • Guang Dong Association: we performed in their Chinese New Year celebration.
• March International Women’s Day: we joined with the Fujian Association to organise an evening function for the celebration, attracted over 170 people to join us in our lively entertainment and dinner. • Perth Chung Wah Cultural Festival in May 2019: we participated in this event and performed three dances.
This year we continued our strategic partnership with WA Tai Chi Association to provide Tai Chi classes for the community. We have further cooperation with Fujian Association and Guangdong Association.

参加广东同乡会的新年庆祝活动并为广东乡亲 们表演几个舞蹈； 联合福建同乡会妇女委员会组织了三八国际妇 女节的晚宴庆典，吸引了170多人参与； 在州政府牵头并赞助的珀斯中华文化节，我们 积极参与并表演了三个舞蹈。
今年我们继续发 展与西澳 太极协会的战略合 作伙伴关系，继续为社区人民开设太极练习班。也 进一步发展了与广东同乡会和福建同乡会的合作关 系。

The principal activities of the Chung Wah Association during the year were to provide welfare services, education, cultural and social activities to their members and the community. The surplus from operating activities amounted to $445,711 (2018: $1,030,809) for the year ended 30 June 2019. The financial audit was completed very smoothly this year. Many of the auditors recommendations in last year’s management letter were implemented , such as Provision for Long Service Leave, rental recoverability, employee contracts, intercompany reconciliations and overall tightening of controls and procedures. Single Touch Payroll (STP) was implemented by Chung Wah Head Office for tax and superannuation reporting to the Australian Tax Office (ATO) and rolled out to Chung Wah Chinese Schools (CWCS) and Community and Aged Care (CAC). 中华会馆 18/19年度报告 | 25

Analysis on Statement of Profit or Loss Statement Revenue
Revenue from operating activities for the Chung Wah Association and its business units increased by $2.115m compared to an increase of $1.630m the previous year. The increase in revenue can be attributed to the Association $ 1,005,606 and to CAC $1,040,217.
The increase in revenue by CAC was due to increased growth in the Panda Aged Care Services (Home Care Packages: HCP). CAC accounts for 79% of the groups revenue. There was no increase in block funding.
Association services income is derived from rental income, grants and fundraising. The increase in revenue during the year is due to the following additional funding: •

Lotterywest Grant – IT & Web and Community Space of $58,989 which funded a new security system and lights for Chung Wah hall and IT hardware upgrade of computer systems and server for Chung Wah head office ($24,864) and new lighting & air-conditioning at Chung Wah Cultural Centre, Balcatta ($34,125). There was also funding from the Burswood Park Board with the support of the WA Government for the inaugural 2019 Perth Chung Wah Cultural Festival of $845,748. Rental income from our new tenant, Red Rooster commenced in March 2019.
Chinese Schools had an increase in revenue of $68,776 due to the increase in student numbers and thereby the per capita grant funding.
Income Surplus •
The income surplus fell from $1M to $445,711 in line with expectation. This is attributable to CAC.

In addition, due to changes in the Home Care Package funding, CAC experienced a significant growth in HCP but due to uncertainty, delayed investment in infrastructure and delayed recruitment in support staff. This investment has now been made and we have seen a normalisation to a 4.5% margin for CAC which is in line with Aged Care industry standards.

The previous financial year 2017/18 had a higher than normal surplus due to late funding of approximately $200,000 received for increased backdated costs.
Operating Costs • •
Costs of operational activities of the Chung Wah Association and it’s business units (which includes Employee expenses, Depreciation and amortisation, administrative expenses, rental and other expenses) increased by $2,699,727 compared to the previous year. The net increase in operating costs was due to the following:
1. Employee expenses have increased by $1,318,445. Of this $1.1M was attributable to CAC compared to last year, the increase was in line with increased revenue, recruitment of staff to deliver increased services in line with client demands, general pay awards. Employee expenses also includes the Chinese school teachers wage review increment of 3% across the board and the recognition of $25k Long Service Leave.
2. Other expenses have increased by $1,315,214, of which $845,748 was incurred for the Perth Chung Wah Cultural festival. The remaining increase was for CAC service activities to clients and inflation. In addition the chinese schools incurred increased costs as more teachers and classrooms were added to cater for the increase in student including the establishment of CWCS Perth campus.

综合损益表分析 Cash and Cash Equivalents
Chung Wah Community and Aged Care accounts for 82% ($5.714m) of the total cash and cash equivalents amounts to $5.714m, of which $1.54m is held in cash and cash equivalents belongs to the Home and Community Care Programme as at 30 June 2019.

会馆的主要收入来自于租金、政府专项拨款以 及各类筹款。本财年会馆收入的增加主要来源于以 下政府专项资金： ●

Property, plant and equipment The Association Services main assets are land and buildings in James Street and Balcatta. The Chinese schools main assets are computers, office equipment and storage. The CAC assets are motor vehicles used for transporting clients, office equipment, fixtures and fittings. During the year CAC invested $24.5K in IT equipment to support client services. Chung Wah Chinese School have created a provision for Long Service Leave of $24,762.
There was also additonal assets spend of $84,715 for Chung Wah for the stage curtins/backdrop, new ceilings, lighting and air-conditioning at the Balcatta Cultural Centre. Chung Wah also bought the Hua Long Dragon Boat.

盈余收入
盈 余 收 入由去年 同 期 的10 0万澳 元 减 少至 $445,711澳元。该收入的减少主要归因于长者服务 部，与预期相符。
中华社区与长者服 务中心在上个财年 2017/2018的盈余收入高于正常水平,是归因于约 $200,000澳元延迟费用的增加而导致后期政府拨 款的延迟。此外，因受到政府家居服务（HCP）津贴 的不确定性长者服务不延迟了对雇员招聘以及基础 设施的资金投入。这些投入已于本财年实施，长者 服务部4.5%的利润率已达到标准化，符合老年护理 行业标准。 运营支出

雇员支出比去年增加了$1,318,445。其中110万 澳元的雇员支出是由于长者服务部在客户数量、 客户需求及服务范围的扩大，因此所产生的雇员 工资、雇员工作时间、按长者服务行业规定的标 准薪酬也同比例增加；此外，中文学校教师的工 资水平也全面提高3%以及对$25,000澳元雇员长 期服务带薪假期的预提准备核算。 其他支出比去年增加了$1,315,214。其中 $845,748澳元为珀斯中华文化节的活动支出。 这是收入增加所产生相应的费用增加。另一部 分的其他支出增长主要源于长者服务部服务项 目的增加和通货膨胀。此外，中文学校支出的 增加主要归因于雇佣更多的老师，租用更多的 教室以应对学中文学生数量的增加，还包括新 设立的珀斯校区所需要的成本。

AUDITOR'S INDEPENDENCE DECLARATION TO THE EXECUTIVE COMMITTEE OF CHUNG WAH ASSOCIATION INC.
We have audited the accompanying financial report, being a general purpose financial report of Chung Wah Association Inc. (the “Association”), which comprises the statement of financial position as at 30 June 2019, the statement of profit and loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies, and the Executive Committee’s declaration.
In relation to the independent audit for the year ended 30 June 2019, to the best of my knowledge and belief there have been:
In our opinion, the accompanying general purpose financial report of Chung Wah Association Inc is in accordance with the Associations Incorporation Act 2015, including:
(i) No contraventions of the auditor independence requirements of the Associations Incorporation Act 2015; and (ii) No contraventions of any applicable code of professional conduct.
To the Executive Committee of Chung Wah Association Inc.
(a) giving a true and fair view of the Association’s financial position as at 30 June 2019 and of its performance for the year then ended; and (b) complying with Australian Accounting Standards and other mandatory professional requirements in Australia. Inherent Uncertainty Regarding Recognition of Income It is not possible for the Chung Wah Association Inc. to establish accounting control over all sources of income prior to its receipts (fundraising and rendering of services, income from schools, Chinese New Year, membership fees and other income) and accordingly, it is not possible for our examination to include audit procedures to extend beyond the amounts of receipts for these types of income as recorded in the records of the Association. Our audit of the type of income referred to above, being income in the form of cash, and the accounting for and applications of such monies was limited to amounts recorded in the financial report.

We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the Association in accordance with the auditor independence requirements of the Association Incorporation Act 2015 and the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants “the Code” that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.
