Home of The Chinese Community President’s Message
Dear Members,
This past year marks a return to normality in the post-COVID world. The Chung Wah Association kickstarted the year with the 2022 Perth Chinese New Year Fair. It was one of the first large-scale community events the state government approved. We are very grateful for the support from the community and our sponsors.
The Office of Multicultural interests (OMI) granted a Community Capital Works Fund of $150,000 for the improvement works on Chung Wah Hall at James street and $80,000 for Chung Wah Cultural Centre at Balcatta. More details will be included in Issue 53 of the Chung Wah Magazine. The renovation works are scheduled to be concluded shortly. We greatly appreciate the kind support from OMI on this.
In May 2022, Chung Wah received an election promise of $1.75 million in funding for an elected Labour Government. The funding comes on top of the $5 million secured before the re-election of the McGowan Government in 2021. Chung Wah Association is grateful for its support. It will enable Chung Wah to purchase and build a fit-forpurpose community centre in the Tangney area to benefit members and the wider community. The announcement was made by Sam LIM, Labour candidate for Tangney on 15 May 2022. We would like to thank Sam LIM MP and express our congratulations to him for being the first Chinese member of the House of Representatives from Western Australia.
The National Trust of Western Australia contacted Chung Wah for assistance in putting together the ‘Beneath the Bitumen Exhibition’. Chung Wah Association established a special task force to work on this exhibition, which was well received by the general public. The Chinese community generously fundraised for the conservation of the jacket found around a Chinese person during the excavation of the East Perth Pioneer Cemetary. Chung Wah Association took the lead on this project that preserved the historical artefacts of the community and is now on exhibition at the National Archive of Australia.
Chung Wah Association had the great pleasure of hosting the Ambassador of China to Australia, his excellency Mr Qian XIAO, on his visit to Western
Australia. Chung Wah organised a community forum with all local Chinese community leaders. Mr Qian XIAO was introduced to the history and heritage of the Chung Wah Association. He was impressed with the great work that has been achieved and expressed his gratitude for the efforts of the Chung Wah Association in maintaining the community spirit and Chinese culture overseas.
The Chung Wah Autumn Centre project has been endorsed as a DGR (Deductible Gift Recipient) and can now receive tax-deductible donations. The Autumn Centre Board of Management is now working on fundraising as much as possible to start the construction of the building. Chung Wah Association fully supports this very special charity project. We would also like to express our appreciation to all who have made donations and look forward to future contributions from our members.
Through the State Heritage Grants stream, part of the Heritage Council Grants Program, 32 heritage owners received funding to undertake conservation and heritage planning works. Chung Wah Association received $8,140 on a 50:50 funding basis to update the Chung Wah Hall’s Conservation Management Plan. We appreciate the support from the Western Australia State Government for the financial assistance provided to conserve this important heritage site.
I would like to express my gratitude for the support of the Executive Committee members, members of the Council of Elders, staff and volunteers who work tirelessly to achieve the goals of the projects. The Chung Wah administration team continues to support the Chung Wah Executive Committee, Council of Elders, Chung Wah members and the Chinese community.
We have one full time staff Lesley WONG and two parttime staff Tracy LIM and Shereen OH at the Chung Wah Office, also supported by Doreen CHIN, Honorary Administrator, Ben LIM, IT Support and Michael WU, Membership Systems Support. The Chung Wah office is often the first point of contact for community queries, support and requests for cultural activities.

As at 30 June 2022, Chung Wah had 1,767 financial memberships, inclusive of Ordinary, Provisional, Life, Associate Members and their spouses. We welcome new members to join the Chung Wah family.

Facilities
The Chung Wah office is responsible for organising maintenance of the Chung Wah properties, which includes the Hall in Northbridge and the Cultural Centre in Balcatta as well as the rental restaurants downstairs of Chung Wah Hall.
The renovations funded by the Community Capital works fund provided by the West Australian government were completed at Chung Wah hall, with only the toilet renovations left to be done at the Chung Wah Cultural Centre in Balcatta. The Cultural Centre in Balcatta has been popular for community hirers.
Chung Wah Magazine and Media
The Chung Wah bi-lingual Magazine is published quarterly in a digital format, with some printed copies still available. There is also a regular e-bulletin that is sent to Chung Wah members. Carl ONG, editor of the Chung Wah magazine, maintains the Chung Wah website and social media, as well as assisting with other graphic design for Chung Wah. His invaluable contributions are greatly appreciated.
Chung Wah applied for and was granted a Heritage Rates Concession from the City of Perth as a heritage listed building for Chung Wah Hall in James street, Northbridge. The Chung Wah Hall has been included in the Local Heritage Survey which lists places of cultural heritage significance within the City of Perth. We are in the process of updating the conservation plan for the Chung Wah hall which will assist in the preservation of the building.

Chung Wah Community Care | Branching Together
The past year has been the 38th anniversary of Chung Wah Community Care, providing support for people from culturally and linguistically diverse backgrounds to live independently in their community. Over the years, our organisation has grown jointly with our community, branching together and working towards building a welcoming and inclusive community to empower our seniors and other clients to live better lives.
This year, we officially announced our new name and rebranding as “Chung Wah Community Care ( Chung Wah CC).” Aligned with our mission, “A Better Community for All”, we will expand our reach by providing high-quality care and support to more community members. Through collaboration and connection, we, Chung Wah CC, branch various communities, young and old, to support each other and create a better community for all.
Evergreen College
Focussing on individual client’s care needs, Chung Wah CC’s Evergreen College is a unique hub-based feature with great benefits for its participants. We are innovating ways to deliver our exercise class and brain games into our consumer’s homes. At Chung Wah CC, we are committed to promoting lifelong learning and development in our clients and encouraging them to participate in activities and fill their lives with new experiences.
Our Services
Despite the numerous challenges and changes in the aged care and disability sector and COVID-19’s significant impact, our strong team of staff (over 130), sharing similar convictions and passion, once again demonstrated their perseverance and adaptability to changes. They continuously deliver quality professional care for all our clients, which is clearly evidenced by the expansion of our service.
We have delivered a series of government-funded community care programs to more than 900 consumers in the Perth metro area in the past year. Most of our customers are from Chinese, Vietnamese, and other Asian communities, and over 95% do not speak English. However, Chung Wah CC has experienced growth in the provision of services to customers from the wider community.
Our customers are mainly ongoing and new care recipients or primary carers assisted under Home Care Packages (HCP), Commonwealth Home Support Programme (CHSP), WA Home and Community Care Program (HACC), and National Disability Insurance Scheme (NDIS).
The Aged and Community Care industry has experienced tremendous change in the last years, significantly impacting us as service providers and recipients of government funding.

In the past year, under the direction of our Board of Management, a series of measures have been adopted, including strategies, business plans, work structures, and staff training to adapt to the new requirements and changes with a view to the longterm sustainability of our services. Underpinning all the changes is upholding consumer rights and delivering a person-centered approach for a quality and safe service in compliance with the industry standards and requirements.
Training
Training is essential to equip our employees and volunteers with updated community and aged care knowledge and skills. Staff, support workers, and volunteers are continuously encouraged to attend inhouse and external work-related training to ensure they can deliver quality work at the front line of working with individual customers.
Our efforts in promoting “A Better Community for All” and delivering customer-centered care have also been acknowledged by the continuous growth in volunteer development. To date, Chung Wah CC has 216 registered volunteers who are actively involved and helping in various CC activities.

面对养老和残障行业的巨大挑战及Covid-19的影 响,我们的员工团队(超过130人)拥有相同的信念和热 情,他们再次展示了面对变化的坚持和适应能力。我们 持续扩大的顾客规模就是员工们提供专业的高水准服 务的最好证明。
在过去一年中,我们持续地为超过900位来自多元文 化背景 的客户提供一系列由政府资助的社区服务项目, 范围覆盖珀斯整个都市区。我们绝大多数的客户来自华 人、越南及其他亚洲社区,超过95%来自非英语背景。与 此同时,我们也一直为来自其他社区的客户提供服务。.
这其中,大部分的客户及其主要照顾人使用的是熊猫 亚裔长者服务项目(Home Care Package),联邦政府居家 支持计划(Commonwealth Home Support Programme), 西澳家庭及社区服务项目(WA HACC)以及国家残障保险 计划(National Disability Insurance Scheme)

Chung Wah Radio Program 中华广东话广播
Providing the Chung Wah Radio Program is our means to reach out and engage with non-English speaking people in Western Australia. Last year, our Cantonese radio continued to be available at 10.00am every Saturday through 6EBA FM95.3, providing community information, sharing stories, enhancing health and wellbeing. Most importantly, non-English speaking people feel connected with the Australian Community through listening to our radio. We also welcome feedback and continue to work collaboratively with audiences to understand their needs.
Just like all Community Care programs and services, volunteers play an important role in our radio programme too. They are the pillars of the program. Up until now, we have built a team of nearly 20 bilingual volunteers who actively participate in the running of our radio programme, such as news collecting, editing, script writing and broadcasting. We are working hard to make sure every session is aired on time. In the past year, every program session was on time.

With all the paperwork done and having renewed the Development Approval and Building Permit for another two years until January 2024, time is running out for the Chung Wah Autumn Centre Board of Management. They have been working hard on strategies to raise as much funds as possible to at least get the project started. Some Fundraising Appeal emails were sent to some potential donors with some positive feedback. The Fundraising Appeal letter was also published in the Chung Wah Magazine in English and Chinese, thanks to Carl ONG and the Magazine publishing team. The publication of the Appeal Letter has helped raised greater awareness and understanding of the project, especially among the members. In July 2021, thanks to Trinh QUACH, who headed and organised the Chung Wah Choir Charity Concert, about $172,000 was raised.
There will be a Fundraising New Year’s Eve Dinner and Dance to be held on 31 December 2022. Thanks to Board member, Treasurer Leonard KHO, for organising the event.

Chung Wah Chinese School
Chung Wah Chinese School (CWCS) has five campuses. The campuses located in the south of the river are Leeming, Rossmoyne as well as Atwell; and the other two campuses are in Morley and Perth. Due to Perth Modern being unavailable for lease on a Saturday morning, lessons at the Perth campus are held in the afternoon, at a different time from the other four campuses. CWCS offers Chinese language teaching/learning from playgroup, prekindy, kindy, pre-primary, Year 1 to 12, HSK, WACE program and adult classes. At the end of term two, the total number of students enrolments for 2022 was 956. In addition to Chinese language, CWCS also offers extra-curricular activities in arts and crafts, Chinese cultural dance, Chinese musical instruments, Chinese singing, Chinese chess, diablo, drama, calligraphy, painting and drawing, sketching, abacus, performance arts, table tennis, badminton, and martial arts to supplement language learning and promote culture and sports.
Due to the pandemic, most of the teachers’ professional development was held online. However, CWCS was able to organise a professional development day that catered to all teaching staff of the five campuses prior to the start of the new year on 29 January 2022. Teachers and Principals attended a Professional Learning Program organised by Community Languages WA, as well as the Chinese Teachers Association WA (CLTAWA) throughout the year.
On 19 September 2021, all campuses participated in the Mid-Autumn Festival at Chung Wah Cultural Centre. Each school also celebrated Chinese New Year and the Dragon Boat Festival within their school community. CWCS was also involved in the Perth Chinese New Year Fair on 14 February 2022. CWCS students also achieved excellent results in off-campus Chinese talent competitions. The
events were the ‘My World’ Writing and Speaking competition, hosted by CLTAWA, poetry readings and the 2021 ‘CCCA’ speech competition.
Due to unforeseen circumstances, Chung Wah Chinese Schools switched from face-to-face to online classes during term 1 week 6 to week 10. This change, together with the uncertainty and increasing number of COVID-19 cases in the community, caused over 60 students to withdraw from CWCS.
All CWCS staff attended a celebration dinner at the end of 2021 and five teachers received a Teacher of the Year Award.

The Chung Wah Cultural groups have been going from strength to strength. The ever popular Lion dance team have been improving their skills in overseas training and are in high demand for their performances and our Chung Wah Orchestra has been organising the Guzheng Festival. Over the past year, there have been more opportunities for chinese cultural performances. Members have also returned with enthusiasm to participate in the weekly activities.
The Lion Dance team, Chinese Cultural Dance group and Chinese Orchestra all joined together to perform at the Stockland Shopping Centre in Bull Creek, Riverton and Harrisdale, Livingston Marketplace in Canning Vale, and Victoria Park Central Shopping Centres. The activities were held over five days of the 2022 Chinese New Year period. We also organised calligraphers, chinese face painting, lantern making, red packet crafts, roving characters such as God of Fortune and filled red packets for these events. All these events had additional COVID guidelines to keep everyone safe. Thank you very much to Tracy LIM, our Chung Wah admin and accounts staff for assisting to co-ordinate the chinese new year celebrations at the shopping centres.
Our Lion Dance team, Chinese Cultural Dance group, Chinese Orchestra, Choir and Cantonese Opera group performed at the Perth Chinese New Year Fair. The Lion Dance group and Chinese Cultural Dance group also performed at the Chung Wah Chinese New Year Ball. Our Chinese Cultural dancers, chinese orchestra, lion dance team and Women’s sub-committee were due to perform at the Perth Festival opening, but it was cancelled at the last minute due to COVID restrictions.

Dragon and Lion Dance

As the pandemic continues to kick into the year 2021 – 2022, this has not stopped Chung Wah Dragon and Lion Dance from continuing their training and performances. Of course, we did everything right to look after our troupe members and as well as following the state government COVID-19 restrictions. We have received lots of positive feedback from our existing and new clients for all our performances, which has resulted in bookings for the 2023 Lunar New Year.
Our team goal is to continue to perform traditional dragon and lion dances locally and anywhere within Western Australia regions such as Broome, Kalgoorlie, Northam, and so on. With the news of world dragon and lion activities resuming, nine team members will be traveling to Malaysia in September 2022 for advanced high pole training. The team is on the right track for the 2022 – 2023 goals.
Chinese Cultural Dance Jen Nie CHONG
The Chung Wah Dance group practises every Saturday afternoon at the Chung Wah Hall, Northbridge, with Min Zhu as the dance teacher/ choreographer. The group currently has 15 dancers. Members persevered doing classes during the pandemic, by wearing face masks and social distancing. Each two hour class consists of warm up, technique and choreography.

One of our dancers, Judy CHU filmed a short documentary on our dance group. Entitled ‘Sisters’, it was about eight women from different backgrounds coming together because of their love for dancing. Anyone who has a love for dancing, is welcome to join our class.

COVID-19 has been affecting the orchestra’s normal operation this year. Currently we have 23 members in the orchestra and 16 students in instrument classes. We have been promoting on Facebook, Instagram and Wechat.
New Vogue Group

The Chung Wah New Vogue Dance is coordinated by two groups of volunteers. They are Leonard KHO and Dong assisted by Evelyn CHIEW and Jessica respectively. The activity is held every Sunday from 1.30pm to 3.30pm.
The Second WA Chinese Guzheng FestivalFolk Music Concert was successfully held on 26 September 2021 at Hadley Hall at MLC and the Grand ensemble was held on 17 October 2021 at Confucius Institute at UWA. The co-organisers were Confucius Institute of UWA, Methodist Ladies’ College, HuaXing Art Group, Zing Music Studio and WA Guzheng Ensemble. Other participating schools were Christ Church Grammar School, Oberthur Primary School and Chung Wah Chinese School Leeming. We are proudly sponsored by AZ Invest Perth. There were about 113 players and 1,000 spectators in total. We raised $2,108 to donate to Breast Cancer Research Centre - WA.
We did a short video clip with Director Dean for his documentary in November 2021. We also did performances at Where Oceans Meet Charity Concert, World Music Cafe and Chinese New Year celebrations around Perth. We are planning for the Third WA Chinese Guzheng Festival in October 2022.
New Vogue dancing is based on a sequence of dance steps with a partner. Everyone is welcome to join the activity which is fun and provides healthy exercise for seniors. We collect $6 per person as entrance fee to join this activity. All collections are used to support the maintenance of Chung Wah Balcatta Cultural Centre.
During this financial year we have not organised any big functions due COVID-19 except for a Christmas in July dance and afternoon tea.
Line Dancing

Since Chung Wah Line Dancing started in 2004, the activity is still going strong with many of the dancers, who joined the activity at the Balcatta Cultural Hall many years ago, still attending the weekend classes. It is a very proactive group, with occasional, sometimes impromptu jamming sessions, where dancers were encouraged to dress up. Recently Chung Wah line dancers celebrated the Mid-Autumn Festival by eating mooncakes and some were dressed in traditional Chinese clothes for the occasion.

I would like to thank current Chung Wah line dancers for their many years of support, and in particular the many volunteers who assisted to keep the activity going during the COVID pandemic period. The dancers were supportive and understanding, especially by putting up with the strict rules to keep each other safe.
My grateful thanks to these special volunteers - Line Dancing Teacher, Lay Choo WONG, Phuong Hue QUACH and Lucy LEWIS - who gave their time to help me while I was busy with other tasks, especially with my Chung Wah Autumn Centre Short Term Respite Care project.

Due to surging COVID-19 numbers in WA earlier in 2022, the Chung Wah Choir weekly practices were halted for two months from March to May. Choir practices resumed in May, though the number of attendees dropped to around twenty people per session. With the daily confirmed COVID cases slowly declining, we are sure our regular members will gradually return.

The Chung Wah Table Tennis Group continued its weekly regular activity this year. While players’ interest might slightly be affected by the recurring pandemic, the table tennis group carried on its weekly activity while adhering to COVID-19 safety measures, ensuring participating players practised within a safe environment. It is hoped that the government of Western Australia will continue with the good pandemic measures and the Chung Wah Table Tennis Group will become more energetic when the situation is back to normal.
On 18 July 2021, Choir Leader, Trinh QUACH, organised a charitable Concert raising funds for the Chung Wah Autumn Centre. The two hour long concert was held at the Chung Wah Cultural Centre in Balcatta and a total of $171,240 was raised. The choir participated in a Chinese New Year Celebration for overseas chinese, on 22 January 2022, organised by the Hua Xing Arts group. They performed two songs outdoors at the Optus Stadium, with the Mu Lan dance troupe. Clips were sent to CCTV, which was broadcasted all over the world. At the Perth Chinese New Year Fair, the Chung Wah Choir performed two finale songs for the Multicutural Concert at the Perth Museum City Room.

The Chung Wah Cantonese Opera Group is organised by Ms Annie WONG . There are currently eight members in the group, practising every Wednesday at the Chung Wah Hall, Northbridge. The group performed at the Perth Chinese New Year Fair in 2022.

The annual Heritage Perth Weekend in April saw Chung Wah open its doors on a Saturday, however the change did not result in greater visitation numbers. Next year the event will be over the month, so hopefully activities will be spread more evenly.
The one major project this year involved the Chinese burials exhumed from East Perth Pioneer Cemetery over the past two years. The Chinese community were instrumental in preserving a jacket, which was found around a Chinese person, which dates back to the 1890s. The National Trust enlisted the assistance of the Association to develop an audio tour for visitors, as well as provide design layout and Chinese text for an exhibition curated by the Trust entitled ‘Beneath the Bitumen’. After a short display at the Cemetery in June the exhibition was moved to the National Archives in Northbridge until the end of October. As a result of this collaboration I have been presenting talks, as well as conducting research to uncover more about the burials.
There is a steady stream of inquiries relating to family history and Kaylene presented several talks, as well as a new Northbridge walking tour entitled ‘Champions and Chameleons’ about some of the early Chinese in Northbridge.
The Association is undertaking a review of the Conservation Plan for the James Street Hall as the existing plan is now over 20 years old.
Whilst interest has been expressed to join the group there is an urgent need to tackle the backlog of photographs, documents and ephemera in the collection. Some computer experience would be required for these roles.
A new project seeking volunteers to assist, is to research the history of Chinese restaurants in WA. This is a long-term project with assistance required to conduct interviews in English and/or Chinese, as well as spending time at the State Library going through old newspapers, etc. No special skills required but an interest in people and history.
With COVID related restrictions easing there has been interest in school visits to the James Street Hall resuming, so we are keen for more volunteers who can impart their knowledge of Chinese culture, such as use of the abacus, chopsticks, Chinese chess, tai chi to name a few.

Women’s Subcommittee
The Womens Subcommittee conducts social activities every Saturday from 11.00am to 1.30pm. Since March 2021, we have engaged a wonderful teacher, Ms. Min Zhu to teach several beautiful dances. Now this group’s focus and purpose is to improve the group’s dancing skills and produce quality dances for community events and celebrations. After more than a year’s training by a professional dancing teacher, our quality of dances has earned this team a good reputation and has attracted more women to join in.
This year the Chung Wah Women Subcommittee have participated in these community and cultural events:
1. Chung Wah Chinese New Year Fair: we participated in the afternoon cultural show and some of our members also joined Chung Wah Dance Group to perform in the evening multicultural concert.
2. Australia Day Multicultural Dance performance jointly organised by Chung Wah and Chinese Dance Australia.
3. In January and February this year we performed cultural dances for the City of Canning for Chinese New Year celebrations and Seniors Week and for the Amherst Village community centre, organised by the Multicultural Community Council of WA.
4. In April this year, we performed some dances to support Mr Sam LIM in his election campaign.
The Chung Wah Womens Subcommittee will continue to take part in and support all community events and functions organised by the Chung Wah Association, local government and other community organisations.

Youth Subcommittee
In 2021 the Chung Wah Youth Group continued their weekly badminton program for the remainder of the calendar year. At the same time, they organised more joint networking events with the Western Australia Chinese Chamber of Commerce (WACCC).
Despite travel restrictions and inconveniences caused by the pandemic, generally it had been a good year for most of the youth we talked to. The job market was good for young people to advance their career. Many had the option to work from home, and with the extra time on their hands, some took on more self-learning too, to plan for the future.
In 2022, the CWA Youth Group will carry on the weekly badminton program and the joint networking events with the WACCC. We look forward to more of the younger generation joining and engaging with us.

1. 中华新年文化节:我们参与了文化节下 午在北桥文化中心的文艺表演,部分成 员还参与了中华舞蹈团晚上的多元文化 晚会的表演。
2. 参与了由中华会馆和澳大利亚中国舞蹈 团联合举办的澳大利亚日多元文化舞蹈 大汇演。
3. 受邀参与不同的多元文化活动来弘扬 中华文化:去年12月参与了City of Can ning组织的长者周活动并组织老年舞 蹈队表演了多个节目,还有该市政厅组 织的今年二月中国新年庆祝活动。1月 26号澳洲国庆日当天还参与了西澳多 元文化社区委员会组织的一个社区庆 祝活动。
4. 今年四月为支持林文清警官竞选澳洲国 会议员,我们也为他的竞选活动提供了两 支舞蹈。
中华妇女部将继续积极参与并支持由 会馆、政府和各个社区团体组织的各种社 区文化活动。
中华青年部
2021年,中华青年组继续了 我们每周一次的羽毛球锻炼。 同时,中华青年组和西澳中华 总商会在不同的场所组织了更 多的联合交流活动,其中一次 在北桥酒店举行了啤酒品尝活 动。
尽管有旅行限制和病毒造 成的一些生活上的不便,总的来 说,这一年对我们大多数年轻人,是 一个不错的年份。由于就业市场很好, 给与了年轻人们提供机会促进他们的职业发 展。有的年轻人可以选择在家工作,因此有了更多额外 的时间。其中一些利用这个机会开始自学新的技能,为 未来做计划。
今年2022年,中华青年组将继续开展每周一次 的羽毛球活动,并与西澳中华总商会联合举办交流活 动。我们期待着更多的年轻一代加入我们,与我们一 起努力。

Analysis on Statement of Profit or Loss Statement
Revenue
The overall revenue of the Chung Wah Association was $13,721,054, while the Chung Wah Community Care (CWCC) revenue for the financial year was $12,341,667, accounting for 90 percent of the Chung Wah Association’s total revenue. The increase in CWCC’s revenue was mainly due to business expansion, cost savings and more welfare revenue from the government-funded system.
Revenue from association services rose more than 3 percent this year to $761,404. This is mainly attributable to the government’s funding for
some capital works of the Association, and the increase of the income from each cultural group of the Association. Fundraising activities and social sponsorship also contributed to the increase in income.
Chung Wah Chinese school saw a 10 percent drop in revenue from last year to just $617,983. The loss of students due to the COVID-19 pandemic and the need for investment in two new schools are the direct reasons for the decline in income.
Income Surplus
Chung Wah Association posted an operating surplus of $955,194, an increase of 22 per cent compared to the 2021 annual surplus of $785,430.
CWCC’s surplus this year was $845,408, a 26 per cent increase from the previous year’s surplus of $672,316. The continuous growth of CWCC’s earnings is inseparable from a leadership team with advanced management concepts and a harmonious and enterprising team.
Association Services has turned a profit this year, from a deficit of $7,061 compared to last year to a surplus of $75,638 this year. It’s a welcome turnaround. Although the membership income
and rental income have not increased much, the government’s grant for capital works of the Association and the cultural activity income of the Chung Wah cultural groups have also increased significantly, especially our lion dance team, which has become a very strong influential team in Western Australia.
Due to the impact of the COVID-19 pandemic this year, Chung Wah Chinese schools recorded a surplus of $34,148 only, a decrease of 72% compared to last year’s surplus of $120,175. The decrease in student numbers has directly led to a reduction in government funding, while investment in new schools has increased spending.

Cash and Cash Equivalents
As of June 30, 2022, CWCC had total cash and cash equivalents of $6,477,848, representing 80% of Chung Wah Association’s total cash and cash equivalents of $8,064,809. Cash and cash equivalents at CWCC and Association Services are down 16% and 14% respectively, but Chinese schools are up 46% this year.
Net Assets
Property, plant and equipment
The Association Services main assets are land and buildings in James Street and Balcatta. The Chinese schools main assets are computers, office equipment and storage. The CWCW assets are motor vehicles used for transporting clients, office equipment, fixtures and fittings.
As of 30 June 2022, Chung Wah Association had total net assets of $13,836,034, an increase of 7% from last year’s $12,880,840.

(the “Association”), which comprises the statement of financial position as at 30 June 2022, the statement of profit and loss and other comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies, and the Executive Committee’s declaration.
In our opinion, the accompanying general purpose financial report of The Chung Wah Association Inc is in accordance with the Associations Incorporation Act 2015, including:
(a) giving a true and fair view of the Association’s financial position as at 30 June 2022 and of its performance for the year then ended; and
(b) complying with Australian Accounting Standards and other mandatory professional requirements in Australia
Inherent Uncertainty Regarding Recognition of Income
It is not possible for The Chung Wah Association Inc. to establish accounting control over all sources of income prior to its receipts (fundraising and rendering of services, income from schools, Chinese New Year, membership fees and other income) and accordingly, it is not possible for our examination to include audit procedures to extend beyond the amounts of receipts for these types of income as recorded in the records of the Association.
Our audit of the type of income referred to above, being income in the form of cash, and the accounting for and applications of such monies was limited to amounts recorded in the financial report.
Basis for Opinion
We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the Association in accordance with the auditor independence requirements of the Association Incorporation Act 2015 and the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants “the Code” that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.

We confirm that the independence declaration required by the Associations Incorporation Act 2015, which has been given to the Executive Committee of the Association, would be in the same terms if given to the members as at the time of this auditor’s report.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Responsibilities of the Executive Committee for the Financial Report
The Executive Committee of the Association are responsible for the preparation of the financial report that gives a true and fair view in accordance with Australian Accounting Standards and the Associations Incorporation Act 2015 and for such internal control as the Executive Committee determine is necessary to enable the preparation of the financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error.
In preparing the financial report, the Executive Committee are responsible for assessing the Association’s ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless the Executive Committee either intend to liquidate the Association or to cease operations, or has no realistic alternative but to do so.
The Executive Committee are responsible for overseeing the Association’s financial reporting process.
Auditor’s Responsibilities for the Audit of the Financial Report
Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered mate rial if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report.
As part of an audit in accordance with the Australian Auditing Standards, we exercise professional judgment and maintain professional scepticism throughout the audit. We also:
• Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, for gery, intentional omissions, misrepresentations, or the override of internal control.
• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association’s internal control.

• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures
• Conclude on the appropriateness of the Executive Committee’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt
the Association’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial report or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Association to cease to continue as a going concern.
• Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation.
We communicate with the Executive Committee regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that we identify during our audit.
