H/Advisors Cicero is pleased to present our public and government affairs training offer for affiliates and next-gen leaders of Pharmaceutical, Biotech and MedTech companies.
The training is designed to support colleagues in commercial, manufacturing and leadership roles, medical affairs and other external-facing functions that may be called upon to support critical external engagements with payers and policymakers, or interact with them via trade associations, conferences and public events.
Our proposed team and approach has been designed to provide maximum value and to equip your colleagues with a clear understanding of why government engagement is critical and how to engage effectively.
I am delighted to lead our training offering and share my knowledge and experiences from a long career in international public affairs – in market, regionally and globally – building trustful partnerships and advocating externally across the spectrum of business needs. In a rapidly changing world, business leaders need to have an eagle eye on the next issue, obstacle, conversation and opportunity. Stakeholder expectations and desire for engagement and understanding have never been higher, and it's imperative that the opportunities for consistent dialogue on issues such as pricing, access, healthcare evolution, science, sustainability and partnership can be embraced across organisations and disciplines. Having created bespoke messaging and external engagement plans for the C-suite, Country Presidents, Medical Directors, Commercial Directors, Market Access and Government Affairs leads across 50+ markets, I believe that supporting public and government affairs priorities should be a company-wide sport. I know that it moves the needle for trust and change.

As founding consultants for the Organisation for Professionals in Regulatory Affairs (TOPRA) and Board members of the PRCA, H/Advisors is steeped in the tradition of practicing and advising on responsible lobbying practices.

Who will conduct the training
As Senior Counsel at H/Advisors Cicero, Tara brings over 25 years of experience supporting global biopharmaceutical and technology firms, in evolving their narratives, managing risk, driving policy change, advising the C-suite, and engaging with national governments.
As Pfizer’s former Head of International Public Affairs she oversaw therapeutic and corporate government affairs and policy teams and their engagement activity across 53 markets. She also represented Europe on Pfizer’s Global Advisory Council, and has deep knowledge of the strategies, tactics, and decision-makers that ensure success in the Life Sciences ecosystem
Tara has extensive expertise in training and upskilling commercial leads in public affairs having created training, bespoke messaging and external engagement plans for Country Managers, Medical Directors, Market Access and Government Affairs leads across 50+ markets.
Aideen Ginnell is a European Public Affairs Director with H/Advisors Cicero. She advises multinational companies and organisations on government relations and public policy matters. As European Director, Aideen provides strategic support across a number of European and global accounts on policy implementation, thought leadership creation and stakeholder engagement.
Aideen specialises in healthcare public affairs and has significant experience working alongside affiliates and senior leadership on complex public affairs campaigns.
Before joining H/Advisors Cicero, Aideen worked as a Senior Consultant for other consultancies where she managed accounts for multi-national clients, providing detailed public relations, government and industry consultancy. She has also worked as a political advisor in the Irish Parliament.
Tara Delaney | Strategic Counsel Aideen Ginnell | European DirectorEmma is a public affairs consultant, working with clients across the health sector. She is outcomes-focused, leading work with patient charities and external agencies to create and deliver integrated campaigns.
Emma’s experience includes working for a global healthcare company overseeing government relations for five businesses, including a medicines wholesaler, a community pharmacy contractor, and a clinical homecare provider. Whilst in this role, Emma chaired the Company Chemists’ Association’s external relations group and helped manage the activity of the All-Party Parliamentary Group on Pharmacy.
Earlier in her career, Emma spent time in a Labour MP’s office and worked at a healthcare specialist communications firm, managing a range of corporate, pharmaceutical, and med-tech accounts.
Sonia has widespread sector experience, working with clients across financial services, tech, health and transport Sonia also provides political counsel to senior stakeholders, drawing on her 10 years’ experience in politics. She oversees work on cross-sector domestic political risk tracking and manages the delivery of political products including political advisor mapping.
Before joining H/Advisors Cicero, Sonia worked as a Special Adviser to the former UK Chancellor, Sajid Javid MP and his predecessor, Philip Hammond. She served as a Campaign Manager at 10 Downing Street under David Cameron, where she worked on government economy campaigns, including the National Living Wage. She also worked as Press Secretary at the Department for International Trade and served as a Press Officer at the Home Office and Department for Work and Pensions.
