EDITOR FOREWORDS

Welcome to another packed issue of the leading security magazine for frontline operators, and it just got better. In this issue, we’re rolling out a few new features to ensure our readers are the most informed professionals on the circuit! After recently rekindling the Global Incident RoundUp feature, in partnership with our friends at Drum Cussac, this issue sees the start the ‘Industry News – at a glance’ section (Page 08). Here we look at a cross-section of the news stories which impact our industry and the guys and girls who work in it. We’re also bringing you a new Global Events feature (page 92) and, starting this issue, we’re launching part 1 of a new series of articles on Cybersecurity (page 38), wrote so beautifully simple that even I get it! Since the last issue of the magazine, some of the editorial team attended the Annual CP Technology forum in London, now in its fourth year. The event is hosted by CTG Intelligence and supported by the British Bodyguard Association, and it was a fantastic eye-opening day of learning. This event really brings home just how important it is to understand the technology which is now playing such a big part in our jobs and the pace at which it’s developing. There were some excellent free ranging debates on all aspects of how technology affects security professionals, and the discussion on how much it should be relied upon one of the most fiercely debated. I’m a bit of a traditionalist and

firmly believe that the good old fashion skills should still be practiced so that they may be called upon in the event that the technology fails. There’s a great write up of the event in this issue (page 62), and for anyone considering attending next year’s event, I highly recommend it. I am now looking forward to what further events can be added to the new Global Events Map so I can plan what I’ll be attending for the remainder of the year. Networking events are great for meeting new associates and old friends, gaining information, and just generally getting yourself out there, keeping your finger on the pulse! How else will you know what's going on? Well, you could read the Circuit, I suppose! Finally, I just want to remind you all how much we, at the magazine, and our contributors, appreciate your continued support as we enter our 11th year of publication. I have a confession to make; It appears that I am a little bit past my deadline as I write this, which is pretty terrible for a Managing Editor. With that said, I like to think that I have a pretty good excuse, because all of the editors of The Circuit have the distinction of actually being involved in the close protection business. I say that with a mark of pride as it has the benefit of making the periodical very contemporary. On the flip side, even things as simple as scheduling a video conference call can become challenging. (Not to mention that the real heavy lifting is done by my amazing UK counterparts, so time zones come into play).

public safety by supplying unlicensed security staff at several events, including the Download festival. It was revealed that guards were working with false identities and credentials, which in fact belonged to legitimate licensed badge holders who Szuchnik had interviewed for the available positions.

For those providing close protection services or management confidentiality and professional loyalty are the essence of keeping you employed. One of the major issues with those providing close protection services and management is that focus only on the threats from physical assault, which really are not high-priority in places like the U.S. as it is very safe country unless you’re involved in the illegal drugs business or the like. Bezos case is a classic example of how the pen (and camera) are mightier than the sword these days. You cannot put providing close protection services in the same box as providing security guard and driver services, which many human resources professional do. Just because someone had a security license, executive protection certificate, a suit and a gun it does not mean

When I asked 'why,' my friend admitted that it was because he had failed to meet the Navy's physical fitness requirements. Now mind you, he was not being prepared for combat; all he wanted was to be in a position to conduct religious services for Navy seamen.

US PRESIDENTIAL SECURITY SUPPORT Republic of the Philippines

During my career at the CIA I was involved in a variety of protective operations to include supporting very senior level government personnel to include the President of the United States.

One memorable occasion was the visit by President George W. Bush to Manila, the Philippines, in October 2003, when he on his way to Thailand, where he was to attend the Asia-Pacific Economic Cooperation summit. This visit served as a great example of how much of an asset you can be for the protective elements if you know and apply protective operations principles.

I was posted in South East Asia from 2001 to 2004 and in early September 2003, I was called into the Chief of Station’s office in order to discuss our role in providing support to President Bush’s visit. The Agency naturally took the lead on threat intelligence for the region and we were to work closely with the US Secret Service (USSS) and the rest of the embassy elements to make this a seamless visit. Since

I had a lot of experience working with the USSS and in protective operations having served in the CIA’s Protective Operations Cadre (POC) for many years, I was asked to be heavily involved with all the prep for this visit. I began by asking to be included on all of the communications traffic about the visit as well as being looped into all threat reporting. I also needed to attend all of the planning meetings for situational

CIRCUIT MAGAZINE ISSUE 45 awareness as well as to keep everyone involved focused on the security elements of the visit. I knew that the USSS would be sending an advance team at least a week before the event, and that I would be directly involved in supporting them with their activities in country. The first step for any seniorlevel protective operations visit is the preparation of the threat assessment. It is a complicated and indepth process of evaluating any and all possible threats and distilling the long list into a shorter, more critical probable list of threats. In the protective world, we call this “protective intelligence” (PI). I was lucky to have direct access to our own analysts and, with my guidance, we would be able to craft a near perfect PI report for the USSS.

The first step for any seniorlevel protective operations visit is the preparation of the threat assessment. It is a complicated and in-depth process of evaluating any and all possible threats

In 2003, the CPP/NPA was mainly targeting Philippine military and government officials but they were still skulking around and, while they kept a low profile, they were still players; especially on the island of Luzon where Manila was located.

Therefore, I have little optimism that most civilians or security professionals who don't train regularly or shoot competitively would fare much better.

Carry your tools in a way that allows you to balance your attack, engage from any position or maintain their stealth. The situation should always dictate the tactics, tools, or carry position. Introduction to Cybersecurity

Welcome to the first in a series of articles looking at the world of cybersecurity, and how it can both benefit and harm efforts in security and protection generally. The electronic and physical worlds are converging ever faster, with smartphones, cars, cameras, aircraft, drones, and even houses relying more on information technology to make lives more comfortable. The field of information or computer security has been around for a while, and as this crosses over into the physical world, we’ve now rebranded it as cybersecurity – bringing in cyber-physical systems such as industrial control systems. Cybersecurity is often seen as a niche area which requires a lot of specialist knowledge to apply. This is partly true – in order to configure a web application firewall someone needs to understand how to work with the technology at a very low level. What is often

missed, as the technologists take over, is that cyber is still security and the same fundamental principles apply to designing and building effective protections. The basic principles of cyber are simple and can be understood without a deep dive into the vast range of technological applications which exist today. 1. Risk Management, not Prevention It is a truism in cybersecurity that you cannot have perfect security. Any system is vulnerable, and the goal is to make carrying out an attack cost more than the expected benefit. At the most basic level, it is risk management and mitigation rather than attempting to eliminate risks entirely. Different technology

3. Human Vulnerability The hardest weakness to address is simple human fallibility. Training and awareness of how to take basic precautions against attacks is essential in preventing them – the technology can never be perfect. While in the industry we don’t expect humans to be perfect and can put some technology in place to help with this, if they aren’t being given the information they need to protect themselves then we may as well throw out all of our expensive toys and go home.

2. The Weakest Link Given it is about risk management, we have to focus prevention on the weakest link in any system. The least privilege principle (along with its other names) is simple – you only get access to information, systems, areas, or anything else when it is essential to carry out a role you are trusted to perform. This applies to people accessing systems just as much inter-system communications, and any system implemented with a good least privilege model during the design stage will be an order of magnitude more secure than an open system with all the firewalls in the world.

THE DEATH OF JOURNALIST MARIE COLVIN Much has been made about the life and death of Marie Colvin over the years.

There's a film out about her, a book and many articles in newspapers and magazines. Now she's in the news cycle once again, as a US court seeks compensation from the Syrian regime deemed as responsible for her death. I'm not writing this piece to get into her personal or professional life, her ambitions or any other side of her character (that's all been done). I'm writing this piece because I see media management in general, as a huge failing for far too many media deployments gone badly in conflict areas around the world. And I'm using Marie's death as an example of just one of those failings. I'm still angered every time I see a write up about the sad death of this journalist, and here's my reasons why:

I knew Marie for years, first meeting her in Jerusalem during the Second Intifada between the Israelis and Palestinians back in the early noughties. The first thing that struck me was why her bosses were sending a person wearing an eye patch to cover a dangerous conflict? She wore a patch over one eye like a badge of honour (having had an eye severely damaged during the Sri Lanka conflict). You cannot effectively move around a war zone or hostile environment with 50% vision, when really you need eyes in your arse. I had lunch in London with her once. We chatted about working in war zones. I mentioned that no story is worth dying for... she disagreed. I then mentioned that if you're willing to die for a story, what about the team around you? That could

Simply put, it's nothing short of corporate manslaughter. In my time working in conflict areas with the media, I'm not aware of one single manager from top to bottom of any media outlet who has been sent on a management course. I find that shocking given that those same individuals are responsible for sending people to news gather in war zones and other hostile environments! I have no doubt whatsoever, that with a combination of managers attending management

courses, and of course being held accountable for their failings, journalists' deployments to hostile environments around the world would have a much better outcome in the future. However, as it stands right now, I'm aware of far too many individuals being killed, wounded or kidnapped simply through a combination of their management's and their own failings. It's too easy for individuals on the ground and hungry for a news story to get clouded in their vision of how to move forward. That's why it takes good sound managers to help share that responsibility and see clarity through common sense. Had Marie Colvin been better managed, and of course way more switched on to the situation, I'm sure she'd still be out there somewhere (but not in hostile environments), writing her great stories and continuing to hold truth to power.

I've never forgotten where my journey began in 2009, as a bouncer at an Irish pub. A few weeks back, I was riding in the car with a colleague who took a similar path as I did. This was the first time we had met in person, and he brought up the question, "tell me how it all started." The response lasted the majority of our 2-hour car ride. I had never deeply thought of my journey prior to his question, simply because my journey has no end; I will forever be chasing my dream and living in the moment.

The more I read into the training, I realized this is not only a career I wanted to be in, but it's also a career that used the same skills that I used every night working security at the club. Skills such as situational awareness, ability to assess large crowds, friendly approach with clients/guests, proactive responding, de-escalation techniques, conflict resolution, risk/threat mitigation, event planning/ advances, you name it, and I was using those skills nightly. Now the next step came, chance.

In 2014 my dad introduced me to a friend of his, who I'll call Scott. Scott owned a successful protection business and gave me an opportunity to work for him. My first contract was a static detail for McDonald's, observing and reporting protestors. This went well, and I was given a second opportunity to work with Scott, at the 2015 World Series. This time, I was working with Scott, and soaking up everything he was teaching me. This was some of the best training I had ever received, and I gained insight into the protection industry. We went over networking, training providers, ethics, and what to expect from the industry. Months had passed, as I saved up for formal training until I received a call in April 2016. It was Scott, except this time, he was sending me to work a detail that lasted over 30 days, halfway across the country. When I returned from this assignment, I attended the 2016 World Investigators Conference in Texas. This is where I met Jason McLendon,

Gang members are significantly more likely than other members of the public to carry weapons. Financial cuts have impacted the number of police officers on the ground, despite recruitment efforts by the Metropolitan Police to convince people of a career in law enforcement. officers in England are becoming outnumbered and overwhelmed. In London, there are only three police officers to every 1000 citizens, and across the whole country, there has been a reduction of more than 200,000 officers. It is clear that the authorities need more support. So, what has this got to do with you, I hear you ask? Well, I believe that security companies could play a more active role in preventing street crime, after all, isn't creating deterrents at the very core of your business? We have seen a sharp increase in the need for manned security across a variety of industries which serve the public interest. And, from a security point of view, many companies are guilty of overlooking the safety of their staff, and often, the general public too. Due to ferocious marketplace competition, companies are more focused than ever before on winning

It is rather disturbing that many security companies will now accept any kind of contract without giving consideration to the safety of their clients and employees. As a security provider myself, my own company, Shield, has had to turn down contracts where the client requested only one security officer for the gathering of more than 100 people. Without raising awareness of the implications that may arise from not having an appropriate level of manning, clients will always look to reduce their expenses and opt for 'creative' and potentially dangerous solutions.

self-defence, and restraint techniques, every front-line security professional is exposed to unnecessary risk. Personally, I hope there will be a union for security officers to serve the best interests, not only of their members but of the whole industry. The incorporation of such a union would be beneficial for security companies, their clients, and their staff who put their life on the line.

There was a warning from one of the panelists that flashy courses offered in exotic locations may, in fact, prepare an operator for an environment far away from what they would be employed to work in. Most believed that the protection

If you've been in the industry at a high level, (not just walking someone from a nightclub door to a table) I mean assigned full time or as a security consultant/ adviser to a Forbes Top 100 HNW, a Fortune 500 CEO, a Grammy Award winning recording artist, a high-profile celebrity or athlete, a member of a royal family or a dignitary, then perhaps, then you will be familiar with the content of this book. If, however, like most people starting out in this industry, you are yet to boast such a resume then this book will offer many insights which you only have some idea of at this stage of your career. You will learn that anybody looking at breaking into this

industry requires exceptional people skills and networking abilities. The ability to continually look outside of the box and be self-aware. INCIDENT REPORT Jordan Reports of Fatalities Following Explosion in As-Salt, Balqa Governorate At least one person was killed and six more injured following the explosion near the town of As-Salt in the Balqa Governorate. Reportedly the explosion was caused by a landmine. Some of those injured were reported to be members of the security forces. Local security forces are currently conducting operations in the area. It must also be noted that Islamist militants are known to operate in the vicinity of As-Salt.

Bulgaria Dozens Arrested in Suspected Terrorism Financing Ring Special police forces have arrested 43 people in coordinated raids on a suspected terrorism financing ring. Bulgarian prosecutors have charged five Syrian citizens and a Bulgarian woman alleged to be members of a crime group which has sent more than 25 million euros (£22 million) to foreign terrorist organisations since 2016. According to

a spokesperson with the chief prosecutor’s office, one of the six accused, who were all residents of Bulgaria, had been indicted in absentia and an international arrest warrant issued for him. The crime group had reportedly been operating in Bulgaria since 2016 and had indirectly financed a terrorist organisation operating in another country, which was not named. Ukraine Multiple Fatalities Reported as Measles Outbreak Continues to Spread Nationwide Eight people have died in an ongoing measles outbreak since the beginning of the year with more than 3,100 reported cases in the past two weeks alone. Most of those affected by the virus have been children who have been the most affected due to believed vaccine refusal by parents and a temporary breakdown in vaccine orders by the government a few years ago. Australia Australian Government Issues 'Pre-Alert' for New Caledonia Regarding Tropical Cyclone Oma The Australian Government’s 'Smart Traveller' service has issued a countrywide 'pre-alert' for the forecasted effects of Tropical Cyclone Oma. Meteorological experts are forecasting that while Oma will not directly hit New Caledonia, the tropical storm will pass dangerously close. Oma is currently recorded as a category three tropical cyclone (on the Fiji scale), with sustained winds of 120 km/h (75mph). This is the equivalent to a category one Atlantic hurricane. While the

This is when their problems began. I expect they had been set up from the beginning… Why not let a foreign company come in and do all the work and if they strike it rich, just take them to court and kick them out… Easy, right? Now that was Russia in the crazy days, so let’s move ahead 12 years or so to the Dominican Republic (DR) in 2007. I was asked to check out a large development project in the Luperon area of DR for potential security issues and provide an overall threat assessment. Before moving there my main dealings were with lawyers working in Eastern Europe, who for the most part knew if they screwed over their client they would not be getting sued but more likely would get a bullet in the back of their heads. Hitmen are cheaper than lawyers… When dealing with lawyers remember that for the most part their main goal is to make as much money out of you as possible, not to solve your problems quickly, more billing hours, more money for them. When dealing with your typical sleaze bag lawyer, and I have witnessed this

many times, things will go like this: they will say you have big problems and they will solve all of them just to get a retainer out of you, they will find more problems and issues that will cost you more money, and they will do the minimum required of them legally to solve your problems, what do they care, you’ve already paid… Even if people come from what you believe to be trusted sources, check them out, your source could have been misled or been scammed themselves. Just because someone seems respectable it does not mean they are, perfect people are usually the ones hiding the most!

When dealing with lawyers remember that for the most part their main goal is to make as much money out of you as possible Years ago in the late 90’s, I was dealing with a gentleman who got scammed out of close to $2 Million U.S. with an investment project and there was nothing he could do about it. The scammer was introduced to him by associates who as far as he knew could have been in on the scam. The scammer was living in Riga, Latvia and the let’s say the victim visited him there and was taken on a tour of highend properties which the scammer claimed to own, which he did not, taken to the best restaurants and I am sure introduced to some very attractive young ladies. So, the victim transferred his funds to the scammer and over the next few months made a decent return on his investments, which he reinvested and then one day, bang… He lost all his funds and owed the scammer $80k for fees. This case lasted about two years and the scammer even though had a long record of

international financial scams and had an active warrant for his arrest from the US he took the case to an arbitration court in London and the decision was split. This was mainly due to the fact the victim was not going to put up £10K GBP to cover his half of the fees for the arbitration. So, armed with the split decision the scammer could argue his innocence to the authorities in Latvia where he was being looked into. When the victim first approached me, my associates and I started with running a background on the scammer and cross checking all the info he had given the victim, which of course was 90% fake. During this initial phase I also had a problem with a private investigator in the State of Florida. I had just arrived in the US from the UK and needed a background check on

I was pointed to a prominent Private Investigator ex-cop in South Florida, who ran the background check and identified that the scammer owed $4 million in taxes but did not pull up the federal warrants. I take it the PI wanted to save a few dollars on the background check for himself and only ran a civil history check, not criminal. At that moment knowing the scammer had U.S. warrants would have given us some leverage with the local police in Latvia; this was rectified quickly but should never have had to be rectified.

A WORD OF WARNING FOR THOSE THINKING OF TAKING COMMERCIAL SECURITY COURSES AT HOME AND OVERSEAS

Having dug around in the last year to see what’s going on with security training courses at home and overseas, it would appear that there is a gap between what’s acceptable, to what’s a complete rip off, and that gap is as wide as the Grand Canyon. Ask yourself some simple questions before putting good money forward: If the course is offering a myriad of subjects in a very short space of time, then am I really going to be qualified to operate on the ground after this course?

A basic close protection course (5 day week) should be a minimum of 6 weeks for anyone with an ex military or police/law enforcement background alone.

Evasive, surveillance and counter surveillance driving skills, linked to advance level and armoured level driving, an absolute minimum of 6 weeks…but again I’ve seen courses advertised and running for much less. I see shooting skills as different. Don’t even think about a job that entails weapons in private security if you’re not already trained with weapons and their carriage. Every shooting opportunity is advantageous to the individual, whether it’s an hour on the range or a week on the range.

To advertise a course and guaranteeing a job at the end of that course is a giant red flag for me… so beware!

To give you an idea of the top level military skills set for these subjects (all of which are way way longer in duration to what I’m suggesting for commercial purposes)…not every Tier 1 Special Forces individual is cut out to be a surveillance operator. Not every SF individual is cut out to be a close protection operative. Therefore, if that’s true of the top end, then in my view, to run commercial security courses with an almost nil failure rate is completely “playing at it for profit!”

COMMERCIAL SECURITY COURSES As an example, not every ex soldier having had a career with the SAS/SBS (Tier 1 SF), or in an SF support role, is fully close protection or surveillance trained. So if a commercial instructor is ex SF, don’t be afraid to ask what his skills set is. For example, I had a full career in the SAS, but even then didn’t

cover all the courses and skills that I would have liked to. Therefore, someone who only spent a handful of years in SF would have a lot less skills. It’s not about cap badges out on the circuit though. I learnt that, having entered the circuit many many moons ago…it’s all about real skills and real
