For Dubai real estate, 2023 surpassed all expectations.

In 2023, Dubai’s real estate sector achieved record-breaking status, with the city registering 133,134 sales transactions amounting to AED 411.74 billion (~$112.1 billion). Compared to 2022, the sales value grew by a staggering 56%, while the sheer volume of deals rose by 38%.

This is now quite simply the busiest year in the history of Dubai real estate.

Happily for Christie’s International Real Estate Dubai, the luxury property segment enjoyed particularly significant success and growth. 431 transactions last year were for homes priced above $10 million (~AED 36.7 million), with the corresponding sales value totalling $7.6 billion (~AED 27.91 billion) – a whopping 91% rise when compared to 2022.

In the first nine months of the year alone, Dubai outpaced other global cities for luxury home sales as well, recording 323 sales over $10 million (~AED 36.7 million), which amounted to $5.8 billion (~AED 21.3 billion) in sales value. This was streets ahead of New York’s 159 deals, and almost double the value of London at $3.2 billion (~AED 11.75 billion). Iconic areas like the Palm Jumeirah were prime beneficiaries.

Demand for the so-called super-prime segment – properties valued at $25 million (~AED 91.8 million) also increased dramatically, doubling from 2022 to 56 deals that totalled $2.3 billion (~AED 8.45 billion).

This continuing uptick in the volume, value and prestige of Dubai’s luxury market has been fuelled by high-net-worth individuals flocking to the

U.A.E. Owing to a veritable influx that began post-pandemic, the country was projected to welcome 4500 millionaires as new residents by the end of 2023 – a trend that is set to continue in 2024 and one that is (tentatively) expected to result in a property price increase.

On the supply side, S&P has recently predicted approximately 40,000 units to be delivered in 2024, an amount that is higher than the 15,000to-30,000 range seen in previous years.

In the longer term, many upcoming developments will be branded residences – a growing trend in the market that has already seen the entries of such global players as Bulgari and Bugatti, and part of the reason why off-plan sales in particular soared to a record-breaking AED 160.46 billion (~$43.69 billion) in 2023.

The U.A.E. real estate market is expected to enjoy a compound annual growth rate of 8% until at least 2027, with Dubai being the primary contributor. The future looks bright for one of the world’s fastest-growing real estate markets.

The Rise of Ras Al Khaimah

The emirate is quickly becoming a premier tourism and real estate destination, with new launches like the Wynn Al Marjan expected to be world-class attractions.

Ras Al Khaimah is rapidly becoming one of the U.A.E.’s most exciting cities, particularly when it comes to tourism. The northernmost emirate aims to attract 5.5 million visitors by 2030, a target that looks highly achievable given recent statistics.

This has reflected in the real estate market, where average prices-per-square-foot reached as much as 7.49% in H1 2023, and maximum ROIs reached 11.61% in the same period. This has resulted in 2023 witnessing an 18.5% jump in apartment sale prices, and a 3.55% rise in villa sale prices – a marked increase expected to continue into 2024.

Ras Al Khaimah has traditionally been a leisure destination. Now, a surge in tourism, particularly international tourism from areas like Russia, the U.K. and India, is being driven by both longstanding cultural and heritage features, as well as a range of new and revamped destinations. These include the iconic beaches, Hajar Mountains, the adventure trappings of Jebel Jais and Bear Grylls’ highly popular Explorers Camp. That the emirate is within an eight hour flight of 70% of the world’s population only augments its appeal.

Major investors and developers like Aldar, Emaar and Abu Dhabi National Hotels are taking note, making for a swiftly progressing hospitality and real estate market — 7183 rooms have been planned in the city, to be ready by 2027, an increase of 80%.

This bustling sector is led by Hilton Worldwide, which currently operates over 2900 hospitality keys. However, a key entrant will be Wynn Resorts, with the vast and integrated Wynn Al Marjan Island. Set to open by 2027, the highly anticipated resort is the first of its kind in the region and is expected to be a significant fillip for the market.

Wynn Resorts’ global brand recognition is a decisive factor, but equally enticing is the integrated nature of the multi-billion dollar development. With extensive entertainment options and unprecedented gaming attractions alongside state-of-the-art meeting, conference and event-hosting facilities, this is a comprehensive lifestyle destination that will bring Las Vegas-style wonders to Ras Al Khaimah’s shores.

The resort is also expected to enhance awareness about Ras Al Khaimah itself and attract significant visits in the first year, before a prolonged growth period of three further years, fuelled by a CAGR of 28% from 2022 onwards. This is a majorly flourishing city and industry that shows no signs of slowing down.

Symbiosis

The announcement of Wynn Al Marjan has sent the Ras Al Khaimah real estate market soaring –a lucrative relationship indicative of a global trend.

At an eye-catching 305m above sea level, the newest addition to Ras Al Khaimah’s portfolio of luxury resorts, Wynn Al Marjan, will irrevocably alter the city’s prospects.

The luxury beachfront resort and gaming destination, the first of its kind in the Middle East, will stand at a staggering 18,500 square metres and boast an impressive 1500 rooms, suites and villas. Entertainment, dining and wellness accoutrement will entice, as will a state-of-the-art events centre and theatre. With the signature design of the Wynn Resorts brand stamped all over the development, this will be an unforgettably opulent experience for tourists and visitors when it opens in 2027.

It augurs well for the real estate market, which is operating in a Ras Al Khaimah that holds one of the highest per capita GDPs in the region, and enjoys a positive outlook from both Fitch and S&P.

Given the scale of the project and its unique concept, Wynn Al Marjan is expected to provide a huge fillip to the emirate’s tourism and real estate segments. This is indicative of a global pattern of visitation growth following the opening of similar resorts.

Growth in Visitation After the Opening of an Integrated Resort

Like famed destinations in Singapore, China and the U.S., a resort like Wynn will simultaneously welcome investment from international visitors and attract investment from the surrounding area by serving local patrons.

The market has already witnessed a major spike in such investment activity since the announcement, with major brands from Radisson to Mövenpick vying to join the likes of Hilton and Waldorf Astoria in setting up shop on the emirate’s famed beachfront.

Supplementing this is the facility for 100% foreign ownership, a maximum corporate tax of 9%, no personal tax and the U.A.E.’s 10-year, automatically renewable Golden Visa.

The larger trend evinces this. 2023 welcomed 1.22 million overnight arrivals, and enjoyed a 24% increase in international visitors, dovetailing with unprecedented increases in sale values for both villas and apartments.

It ties in with the predictions of experts at Christie’s International Real Estate Dubai, who expect prices to rise as we inch closer to the opening date and beyond – directly benefiting both property owners and investors. The resort is also likely to provide a significant fillip to infrastructure improvements, as well as related businesses that will inevitably crop up around the immediate area.

For owners in particular, who have a somewhat more permanent stake in the success of Wynn Al Marjan, the presence of impermanent visitors – tourists – will be a boon. The substantial uptick in tourists will drive up

demand considerably, benefiting investors, buyers and even developers looking to capitalise. A recent survey featured in local publication Arabian Business makes clear the bated breath with which potential investors, particularly high-net-worth individuals, have been waiting for Wynn Al Marjan. A staggering 30% of those surveyed said the launch of the resort made the emirate a more attractive proposition. When accounting for only those with a net worth of over US$10 million, this number rises to 50%.

While Wynn Resorts is unlike anything the region has seen before, Ras Al Khaimah itself is famed for its leisure, beaches, mountains, adventure sports and, increasingly now, international hotel brands. A positive spillover into real estate is but natural.

Popular areas for high-end real estate in Ras Al Khaimah include Al Hamra Village (home to a golf course that hosts an event on the DP World Tour), Al Marjan Island itself, Mina Al Arab, the Ras Al Khaimah waterfront and Falcon Island.

The emirate is increasingly transitioning into an economy that will bank on high ROIs, buoyed by the lack of supply in the face of soaring demand that is currently prevalent in the nearby Dubai market.

Excitingly, the already sought-after area around Al Marjan Island will increase exponentially in value as time goes by – in large part due to the spillover in local revenue from the resort supercharging economic growth, infrastructure development, high-end home demand and, of course, the eternally scenic beaches and mountains of Ras Al Khaimah.

Many a U.A.E. resident will tell you of lazy afternoons by the beach or leisurely hikes along scenic mountains — Ras Al Khaimah instantly conjures up these images.

This is now being augmented by real estate developments that offer a similarly spectacular range of lifestyles, but at values that cannot be found in Dubai — a shift in both perception and reality spearheaded by developments like Falcon Island.

Sitting directly on the beach and so caressed by gently lapping Arabian Gulf waves, the island’s villas and townhouses offer calming beachfront luxury. Ranging from two to seven bedrooms and spread out across more than three million sq. ft., the 502 units enjoy not only the rarest and most expansive sea views, but also magnificently modern interiors. A host of enticing community and area amenities serve to enhance the appeal of the development. These include a chic marina and yacht club,

A Big Scene

Dubai’s art market is thriving on the back of innovative community initiatives, multinational entities, a world-class fair and the sheer diversity of the city.

The world of high-art did not previously cast much of an eye on Dubai. Indeed, as recently as 2006, reflecting on the successful sale of modern and contemporary art in the city by Christie’s, the prominent Middle Eastern culture-centric organisation Bidoun remarked:

[For] Dubai to become a center, let alone support a long-term market, it needs an arts infrastructure, and the diverse range of unpredictable and sometimes unruly stuff that makes up an art world – public museums, autonomous art schools, diverse communities of artists, a range of professional galleries, opinionated critics, curators, collectors, and so on.

In short, a scene. It now has one.

Christie’s has led the way, firmly rooting itself in the culture of the city while maintaining the ethos of its illustrious heritage. It is now a global yet simultaneously Middle Eastern hub for exceptional timepieces, as well as regional 20th and 21st century art, with a slew of online auctions, private sales, viewings and exhibitions being orchestrated from its DIFC address.

So has Alserkal Avenue, founded by Emirati businessman Abdelmonem Bin Eisa Alserkal in 2007, which manages to maintain both a cult following and a robust presence in the wider public consciousness. Not-forprofit, its lineup of galleries, facilities and platforms in a distinctly urban warehouse setting support popular exhibitions, research and educational programmes, residencies and public art commissions that have featured the likes of Vikram Divecha, METASITU and Farah Al Qasimi.

These strong presences testify to the rise of Dubai itself. Often a byword for luxury, the city’s economy has only strengthened following the pandemic, and is indicative of the U.A.E.’s economic growth itself, which is projected to see an average 4.25% rise in the next five years.

This has had an obvious effect on the emirate’s art world, which has been enjoying an unprecedented string of big ticket transactions on the back of the influx of high-net-worth individuals entering the city. Indeed, 4500 new millionaires were expected to make Dubai their permanent base by the end of 2023, driving a real estate economy that has also revelled in a record-breaking AED 411.74 billion (~ $112.1 billion) worth of real estate transactions in 2023.

Of course, it is as Sheikh Zayed once surmised of his philosophy of governance: “[Wealth] in itself is of no value unless it is dedicated to the wealth and prosperity of the people.”

Initiatives focused on the community have received significant traction. The Dubai Collection, a brainchild of both the Dubai Culture and Arts Society and the Art Dubai Group, works with local creatives to display artworks that resonate with the history, development and welcoming ethos of Dubai and the U.A.E. Efie Gallery, meanwhile, has found a home in Al Khayat Avenue, which neighbours Alserkal and can house approximately 50 art-centric businesses. The accessible, often public, exhibitions and installations have gone a long way to whet the appetite of the local

populace. It is an interest that has taken the wider country by storm as well. Consider Abu Dhabi’s Louvre and the upcoming Frank Gehry-designed Guggenheim Abu Dhabi, or the Sharjah Art Museum and the Sharjah Art Foundation. Even fantastical creations like Dubai’s Museum of the Future would not have been a success without an audience accustomed to museum-hopping.

It is in this context that events like Art Dubai, which held its 17th edition earlier in March, have taken permanent centre stage in the city. The 2023 edition welcomed more than 130 galleries from over 40 countries – undoubtedly the Middle East’s leading international art fair.

Christie’s International Real Estate Dubai itself delved into the milieu, partnering with Christie’s to host an exclusive lunch at the year’s Art + Tech Summit, taking forward Art Dubai 2022’s focus on NFTs and other virtual art.

A new study by independent market research consultancy IPSOS lays bare the optimistic state of things. Art Dubai 2023 generated a staggering AED 143 million ($38.93 million) in economic impact, underscoring Dubai’s rise to global artistic prominence.

And global is perhaps the most apt epithet for Dubai. The city’s long-standing ability to connect East and West — both culturally but also quite literally — reflects in its art. Art Dubai last year featured artists from Iran to South America. Notable sales included works from Jordan, Lebanon, Mali and the United States. At the other end of the city, Efie Gallery is a celebration of African art.

Art in Dubai is then all about an embrace – of the new, old and yet-tocome. With newer collections and a larger audience, the scene, as it were, is in good hands.

International Investors and the London Real Estate Opportunity

With diverse luxury residences, attractive returns and world-class amenities, London remains a highly lucrative real estate opportunity for Middle Eastern investors. Beth Hirshfeld, Director of International Sales at Christie’s International Real Estate Dubai, dives in.

As property values in the Middle East experience dramatic growth, many investors are seeking to diversify their portfolios geographically in order to reduce their exposure to the local market and spread their real estate risk.

One of the regions that has been particularly appealing to Middle Eastern investors is the United Kingdom, and particularly London.

The London market is compelling for a variety of reasons. A leading global city for centuries, London offers buyers an established legal framework, strong protection of property rights, political and economic stability, and an openness to foreign investment. In addition, it is known for its transparency, allowing investors to access comprehensive market data to facilitate informed real estate decisions.

Though the pound sterling has strengthened from its late 2022 levels, it is still considered soft in comparison to most Middle Eastern currencies, having fallen by more than one-third against the American Dollar over the past 15 years. This enables Middle Eastern investors to obtain properties at comparatively cheaper prices, while also offering a hedge against local currency fluctuations.

London is a diverse city with several different neighbourhoods, each extending their own opportunities, advantages and budgets. Below are some of the most popular areas for Middle Eastern buyers:

Long-standing areas that offer greater security but at lower return levels

Mayfair: A well-established favourite due to its exclusivity, high-end properties and proximity to high-end shopping and dining.

Knightsbridge and Belgravia: The location of the world-famous Harrods, Knightsbridge and Belgravia are prestigious and well-located areas with luxurious residential properties, garden squares and elegant streets.

Kensington and Chelsea: These boroughs boast upscale residential properties, cultural attractions and museums, and renowned schools.

Marylebone: A chic, upmarket area with a village feel, Marylebone offers its residents a central location as well as a beautiful High Street lined with upscale boutiques and cozy restaurants.

Recent Areas of Interest That Offer Greater Growth Potential

Battersea Power Station

The Battersea Power Station is an iconic and historic landmark. The area around it has undergone an extensive regeneration to become a high-end, mixed-use development with green spaces, restaurants and a beautiful mall. Situated along the River Thames, residents benefit from waterfront living, with close proximity and excellent transport links to key London landmarks.

Fitzrovia

Nestled between Regent’s Park and Oxford Street, Fitzrovia borders Marylebone and Mayfair in the heart of the West End, with easy access to London’s iconic landmarks. Surrounded by several transport lines, including the new Elizabeth Line, Fitzrovia is one of the best connected areas in the city. Its historic architecture and charm, paired with its budding restaurant scene offers the best of London in one community.

Nine Elms

This area has undergone significant gentrification in recent years, making it one of London’s most intriguing residential areas. The home of the new United States Embassy and close to Apple’s new London headquarters, it has attracted several high-end amenities and properties. With a location along the River Thames and close proximity to several transport routes, Nine Elms offers buyers attractive properties at a competitive price point.

The Beginning of the End

A highly successful COP28 in Dubai has given a further boost to Dubai’s push towards a sustainable future.

To paraphrase T.S. Eliot, COP28 ended not with a whimper, but with a bang. In a historic conclusion, participants from 197 countries reached a consensus to move away from fossil fuels – the first time such an agreement has ever been reached, and one that is hopefully effective in restricting global heating to 1.5°C above pre-industrial levels.

With over 65,000 visitors across the course of 13 days of intense discussion and debate, the conference also touched upon issues from the global stocktake to renewable energy efficiency. Nations also notably agreed to a “loss and damage” fund to compensate those countries facing the worst effects of climate change (the U.A.E. alone pledged $100 million towards this goal).

“COP28 raised $85 billion, ushering in a new era of global climate action,” said His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the U.A.E. and Ruler of Dubai. “The summit succeeded in setting new benchmarks in climate action and cemented the U.A.E.’s position as a key player in building a sustainable future for the planet.”

Broader sustainability plans for the city have also been in place for some time now. These include the Dubai 2040 Urban Master Plan, which among other tangible aims plans to implement The Loop – a 93km-long, climate-controlled highway for residents to walk and cycle in – and also devote 60% of Dubai’s total area to nature.

Naturally, real estate will benefit. Already, eco-conscious developments like Eywa – a collection of 48 waterfront residences on the Dubai Canal that holds both LEED Platinum and WELL Platinum certifications – are in the works. An explosion of innovation in construction is also on the way, with research into the feasibility of materials like bamboo and recycled steel being furthered by COP28 – a step towards the overarching sustainable infrastructure envisioned by Dubai 2040.

And there is demand to match. As per recent reports, the average occupancy rate of LEED-certified assets in Dubai as of 2023’s third quarter stood at a staggering 96.2%. So, while COP28 was eagerly awaited and has been widely celebrated, it is not the catalyst for sustainability in Dubai – merely the latest jewel in an increasingly glittering crown.
