YEARS SPENT AMASSING POWER. Suffering an early loss, then coming back even stronger and more resolute. Finding enemies at every turn, yet possessing a belief that he is ultimately doing the right thing. Thanos … or Gov. Andrew Cuomo? The analogy between the mighty Marvel supervillain and New York’s top elected official only goes so far, of course, but while we’re at it let’s entertain a few more parallels between the two. Extraordinary willpower? Yes, and yes. A lifelong quest to achieve balance? Close enough. Embracing one’s own destiny? Certainly. “I know what it’s like to lose. To feel so desperately that you’re right, yet to fail nonetheless,” Thanos says in “Avengers: Infinity War.” “It’s frightening, turns the legs to jelly. But I ask you, to what end? Dread it. Run from it. Destiny arrives all the same. And now, it’s here. Or should I say … I am.” Compare that with Cuomo’s claim early on in his first term as governor: “I am the government.” As the latest chapters unfold – Thanos is facing his gravest threat in a new Marvel film, while Cuomo is showing no sign of slowing down in his third term – there are more consequential questions to be answered: Are they worthy of ultimate power? Will either one be brought down? And what’s the endgame?

Latest CROSS-HUDSON CONGESTION CONCESSION New Jersey Gov. Phil Murphy said he and Gov. Andrew Cuomo reached an agreement on exemptions for New Jersey drivers once congestion pricing kicks in. Murphy said all three Hudson River crossings would be treated the same. Transit advocates interpreted that to mean drivers from New Jersey will not have to pay the congestion fee. But the MTA’s Patrick Foye said he had no knowledge of any such deal.
NYC’S BALLOONING BUDGET
A pharmaceutical distributor for the first time is facing federal drug trafficking charges for its role in the opioid crisis. Prosecutors in the Southern District of New York said that two former executives at Rochester Drug Cooperative, Laurence Doud and William Pietruszewski, knowingly shipped painkillers to pharmacies that were illegally distributing them.
New York City Mayor Bill de Blasio released his $92.5 billion executive budget proposal, a $3.3 billion increase from last year’s enacted budget. Despite the increase, de Blasio forced agencies to make $629 million in cuts, the first time he has done so. The budget includes $22 million for census outreach, which falls well short of the $60 million advocates had asked for. It slashes funding by $9 million for ThriveNYC, first lady Chirlane McCray’s signature mental health program that has drawn criticism.

If the governor wants to increase the number of charter schools, he should be advocating for increased transparency and accountability so that charter schools face the same level of scrutiny that public schools face and from that, maybe, we can have a discussion. But simply to increase the number without any other reforms? There’s no compelling reason for that kind of change.

NEW YORKERS HAVE RELOCATED FOR POLITICAL GAIN FOR GENERATIONS
WHILE IT WOULD SEEM politically prudent to have longtime ties to the community you want to represent, there are plenty of examples of New York elected officials who managed to win as outsiders. Here are several notable cases.
HILLARY CLINTON
After moving from the White House to Chappaqua, then‑first lady Hil‑ lary Clinton initially faced a formidable opponent in New York City Mayor Rudy Giuliani during her 2000 campaign for the U.S. Senate. But he later dropped out for personal rea‑ sons and Clinton handily beat Rep. Rick Lazio to win the seat, which served as a launch‑ ing pad for her presidential runs.
AL SHARPTON
The civil rights activist claimed to live in Brooklyn during his failed 1992 run in the Democratic prima‑ ry for U.S. Senate, even though he and his family had a home in New Jersey at the time. Sharpton, who then moved to a house in Brooklyn during his 1997 run for mayor, sued the New York Post in 2000 after columnist Andrea Peyser called him a “carpetbagger from New Jer‑ sey” – and he lost that one too.

The Clinton White House alum laid the groundwork for a return to Wash‑ ington by moving to Cold Spring in Putnam County soon before the 2012 election – drawing criticism from Republican Rep. Nan Hay‑ worth. The Demo‑ crat, who was born in Canada and grew up in New Hampshire, said he and his husband had split time between nearby Sullivan County and Manhattan for years – and he ultimately edged out Hayworth.

The Fordham University law professor moved to the Hudson Valley a year before an‑ nouncing her 2016 run for the House seat being vacated by Chris Gibson. Her Republican rival, John Faso, did not let voters forget where the Brooklyn trans‑ plant came from. While the race had appeared to be a toss‑up, his at‑ tacks on her as an out‑of‑touch liberal ultimately helped him win.

Even though Delgado grew up in nearby Sche‑ nectady, Faso tried to label him as an outsider in their 2018 congressio‑ nal race. But Faso calling Delgado a “big city rapper” in reference to his time pursuing a music career in Los Angeles stirred a backlash that helped Delgado become the first person of color to represent the upstate district in Congress.

The Park Slope native had to work hard to convince Staten Islanders in 2018 that he had moved to the bor‑ ough from Brook‑ lyn for reasons other than running for office. Native son Rep. Dan Donovan called the Democrat a “carpetbagger,” but the political newcomer proved that knocking on lots of door and bashing Mayor Bill de Blasio can go a long way toward winning a close race in the “forgot‑ ten borough.”

A LOT has changed in Albany over the past year. The Independent Democratic Conference disbanded. Republicans lost the state Senate. Progressive Democrats are more emboldened than ever. But one thing is unchanged: Gov. Andrew Cuomo. He is the master of Albany and shows no sign of letting up in his third term. Incoming Democratic legislators had big plans to shake up the Capitol, but they need Cuomo to get anything done – just look at the state budget. Criminal justice reforms? Done. Congestion pricing? Done. Voting reforms? Done. Publicly financed political campaigns? Only on Cuomo’s terms. Single-payer health care? Good luck trying to get Cuomo to go along with that! Despite rumors of a presidential run, there is reason to take Cuomo at his word that he has no plans to leave the governor’s mansion. While other prospective candidates are hitting the road, Cuomo remains obsessed with home state issues, especially taxes and the failed Amazon deal. When you’ve had as much success at your job as he has, why look for another one?

STATE SENATE MAJORITY LEADER NO ONE in Albany has risen in stature more in the past year than the state Senate majority leader, who is the first woman in the position. She once had to beg Republican colleagues to bring bills to the floor. Now, she calls the shots as the leader of 38 other state senators who seldom say anything without first praising their leader. New York City liberals love her for hitting the ground running with a litany of progressive legislation. Suburban legislators love her for making sure that they got a piece of congestion pricing revenues and a permanent cap on property tax increases. Stewart-Cousins somehow made it look easy to bridge the ideological and geographic differences in her conference that lesser leaders could never control. But behind the smile lies a shrewd political tactician. A lifetime political insider like Gov. Andrew Cuomo might be able to get under the skin of some legislators, but he has found his match in Stewart-Cousins, who did not even enter politics until she reached middle age.

THIS IS the year when Assembly Speaker Carl Heastie can really show what he can do with a supermajority in the lower chamber. While Assembly Democrats had passed bills on a range of progressive issues for years, they would go nowhere in the GOP-controlled state Senate. That changed with the 2018 elections, and Heastie has wasted little time in taking advantage. The first few weeks of the legislative session included the passage of the state DREAM Act, the Child Victims Act and voting reforms. Criminal justice reforms were passed in the budget. Now, Heastie has set his sights on making big changes to the state’s rent regulation laws, a matter with big implications for many members in the New York City-dominated Assembly. While striking a deal that pleases his conference, state senators and the governor will be a challenge for the longtime Bronx party leader, he is not about to back down – especially in a year that could determine whether his conference stays united or becomes divided by progressive primary challenges next year.

STATE ATTORNEY GENERAL BEING NEW YORK CITY’S public advocate comes with a paltry budget and limited influence except a perch from which to call out the mayor. But it was designed in part to help diverse candidates climb the political ladder – and that’s what it did for Letitia James, who was elected last year to one of the state’s most powerful positions. A longtime progressive, James aligned herself with Gov. Andrew Cuomo as she fended off three other Democrats in the primary last year, then coasted to a historic victory as the first woman and first African American elected attorney general in New York. Since then, she has been outspoken and proactive in her efforts to hold President Donald Trump accountable. The office also handles a wide range of legal and enforcement matters that don’t make national headlines, from real estate fraud to drug trafficking to consumer protection. Should she serve ably in the next few years, she could find herself – like Eliot Spitzer and Cuomo before her – in a strong position to seek the state’s top office.

breathed a sigh of relief when special counsel Robert Mueller’s report did not recommend bringing charges against him or announce any new indictments of anyone in his administration – and the backlash against Democrats who want to keep probing the president could prove beneficial as it rallies his base. But with more than a dozen cases handed off to other prosecutors – and Manhattan Rep. Jerrold Nadler, state Attorney General Letitia James and other New Yorkers still investigating him – the president won’t be resting easy in his home state. Other Trump policies and proposals continue to prove controversial in New York, from immigration to abortion to LGBT rights. Despite pledging to increase investment in infrastructure, the White House has instead gone in the opposite direction, actively opposing the Hudson River Gateway rail tunnel, perhaps the most critical project on the East Coast. And the sweeping GOP tax overhaul that the president championed has been angrily attacked by Gov. Andrew Cuomo while providing less of a political boost than expected.

ALL HAIL the new MTA chief. Last month, Gov. Andrew Cuomo tapped Patrick Foye, his former Port Authority executive director and MTA president, as MTA chairman and CEO. The new budget should cover $25 billion in transit upgrades, thanks in part to its new congestion pricing program, but the MTA likely needs $60 billion to repair and maintain the transit system. We’ll have to wait and see how Foye’s bureaucracy gets restructured.
THE HEAD of the state’s largest union spent the early part of 2019 on defense. He was roped by Team Cuomo into signing a letter begging Amazon to return to New York, pushed lawmakers to boost health care spending and defended Assembly Speaker Carl Heastie following left-wing primary threats. But on his biggest issue – Medicaid spending – Gresham successfully pressured the governor to restore $550 million.

If his White House dreams don’t get in the way, he might make some headway in Democratic-controlled Albany.

Former Assembly Majority Leader Joseph Morelle (83) won the House seat vacated by the death of Louise Slaughter, while Catharine Young (16) departed the state Senate after her Republican colleagues lost power. Cuomo 2018 Chairman Bill Mulrow (17) and state Democratic Party Executive Director Geoff Berman (98) also stepped aside post-election. As the governor began a third term, other appointees – the Metropolitan Transportation Authority’s Joseph Lhota (38) and then-Director of State Operations Cathy Calhoun (18) – have moved on. Onondaga County Executive Joanie Mahoney (57) was hired for a cushy new gig at the State University of New York. SWAMPED BY THE “BLUE WAVE” The Democratic blue wave swept Republicans out of power – and even a few Democrats as well. State Sen. Simcha Felder (25), a Democrat who has caucused with Republicans, has been sidelined in the Democratic state Senate, while top Senate GOP staffer David Previte (86) also dropped off the list. In Congress, where Democrats also took the House, Reps. Pete King (56) and Chris Collins (64) are getting used to life in the minority. Unsurprisingly, state GOP Chairman Ed Cox (93) is feeling the heat. And the shifts in power have had a major impact on policy, with Democratic lawmakers pushing through the Child Victims Act and other measures long opposed by Cardinal Timothy Dolan (91).

PHIL MURPHY The New Jersey governor may have reached an informal deal to protect his constituents from New York’s congestion pricing fees. Murphy said last week that he and Gov.
