RIC BURNS’ 1991 DOCUMENTARY, “Coney Island,” noted it remained a “waste of sand dunes, scrub grass and coneys” for two decades after its discovery by Henry Hudson in 1609 until a sidewheeler steam vessel from Manhattan began providing service to the island’s western side. Let’s hope it doesn’t take as long for the New York City Economic Development Corp. to come up with a new plan to bring ferry service to the 5-mile-long island community.

The EDC is dismantling a ferry dock on the Coney Island Creek built last year for planned service to Manhattan. Sand shift challenged navigation and created safety concerns. Solutions included dredging that was five times more expensive than the cost of an average ferry landing and pivoting to one of two other dock locations could cost as much as 40 times more. The EDC decided against those solutions and has not yet found any alternatives. A spokesperson last week had no updates.

The demise of the dock landed John Catsimatidis on City & State’s Winners & Losers list. The billionaire developer, who has several buildings in the area, lobbied hard for the ferry and reached out to City & State to say local residents were the real ones who lost. The local population, estimated by the NYU Furman Center in 2019 at more than 115,000 residents, included 16% who identified as Asian, 11% as Black and 15% as Hispanic. The local poverty level at the time was 26%, compared to 18% for Brooklyn and 16% citywide.

After COVID-19, ferry service could support Coney Island’s workforce recovery from the pandemic and help bring some of the 5 million visitors who come to enjoy the Luna Park and Dino’s Wonder Wheel amusement parks each year. A botched ferry dock plan shouldn’t hold back progress. Coney Island deserves the ferry it was promised.

Sam Bankman-Fried is, as he put it, “having a bad month.” The disgraced crypto baron and prolific campaign donor – including in New York elections – sold investors on an altruistic community that has since collapsed, as New York magazine noted. But he did keep his interview appointment at The New York Times’ DealBook Summit last week, while Mayor Eric Adams dropped out of the event and went to Greece.

More seriously mentally ill New Yorkers are likely to soon be taken to hospitals for psychiatric evaluations without their permission – a shift that’s been met with a myriad of emotions as advocates, impacted individuals and elected officials have digested what this might mean. New York City Mayor Eric Adams an nounced the new citywide policy Nov. 29 in a rare public address, laying out a series of proposed reforms and initiatives while urging compassion for people ex periencing homelessness. His directive clarifies that emergency responders can transport people who are presumably suffering from severe, untreated illness to hospitals involuntarily if they are unable to meet their “basic human needs” to the point that they pose a danger to themself. The decision has garnered mixed responses. Some civil liberties and mental health experts view the shift as a welcome step away from incarcerating mentally ill people, while others worry about police involvement. The New York City Police Department was also reportedly caught off guard by the announce ment, and have since be

A RIGHT TO COUNSEL

With immigration courts facing a historic backlog of over 184,000 cases and more than 27,000 asylum-seekers having recently arrived in New York City, some elected officials are eyeing legislation to guarantee statewide legal representation in deportation proceedings. A coalition of impacted migrant families, immigration advocates and politicians recently rolled out a campaign in hopes of securing legal proceedings for all low-income migrants facing deportation. They believe the proposed legisla tion, the Access to Represen tation Act, would go a long way in helping the more than 55,000 people who don’t have legal representation as of October. Some migrants won’t need to wait until the

next legislative session for a little relief though – Hochul plans to administer an addi tional $3 million over the next three years through the state Office for New Americans to give immigrants free legal services.

THE MTA’S ONGOING WOES

Taking public transportation and driving through New York City tunnels could soon become even pricier. Facing a yawning budget deficit due to dwindling ridership, the Metropolitan Transportation Authority plans to raise fares and tolls by 5.5% starting in June – a larger increase than the 4% increase the system has implemented nearly every two years since 2009. That would bring subway fare to $2.90 next year. Leaders of the transportation system recently laid out the figures as part of the MTA’s 2023 budget proposal, which will be voted on next month.

Peter Abbate is still fundraising after losing

Outgoing Assembly Mem ber Peter Abbate Jr. doesn’t think he’d run again for office, even if the Republican who beat him, Lester Chang, were barred from taking office be cause he might not have lived in Brooklyn for long enough. The Assembly is preparing to vote against seating Chang, which could lead to a special election.

But that isn’t stopping Abbate from holding a fundraiser at the New York State Public Employ ee Conference convention in Puerto Rico – even though he already has nearly $1 million in his campaign account. Ab bate, who chairs the Committee on Governmental Employees, explained to City & State that he holds a fundraiser at the conference every year, and this was scheduled before he lost his reelection bid. So he doesn’t expect much of a party this year. “I’ll sit around with two or three people and probably return the checks or give them to other candidates,” he said.

He expects to have more than $700,000 left in his campaign account after the latest filing. “You can do nice things in the community that I won’t have state grants for,” he said. “Nonprofits, buy a table at their dinner.”

Abbate was one of the several southern Brooklyn incumbent Democrats who lost to Repub licans in the midterm elections. But the 36-year incumbent has a decidedly zen attitude about leaving office. “I’m fine,” Abbate told City & State.

So why didn’t Abbate spend more on his own race with so much money in the bank? “I spent over $300,000,” he said. “There comes a point (where) you can’t spend it all. I did five mailings, we did phone calls, we had canvassers out there.” Abbate said that even with that, he saw the writing on the wall. “I thought it was going to be OK until the last month or so. Being out in the street you just saw the anger in the people.” But he feels good about the race he ran, and has some thing else to be proud of: “My chief of staff became a sena tor!” Abbate said, about state Sen.-elect Iwen Chu. “That’s my greatest contribution to the Chinese community.”

When Gov. Kathy Hochul announced she would give the billionaire owners of the Buffalo Bills a public handout of $850 million to help them build a new stadium, she was met with criticism.

New York City Mayor Eric Adams recently announced a landmark deal to completely redevelop Willets Point, Queens, into a brand new neighborhood that will not only offer a new soccer stadium for Major League Soccer’s New York City Football Club, but also 2,500 units of 100% affordable housing, a 250-room hotel and a new 650-seat K-8 public school.

As the mayor continues his soccer agenda with a visit to the FIFA World Cup in Qatar, we take a look at some of New York's other sports venues and their financing.

YANKEE STADIUM

Year built: 2009

Cost to build: $2.3 billion

Cost to taxpayers: $1.2 billion

At its inception, it was estimated that Yankee Stadium would cost $1.3 billion to build. This figure ballooned to almost double, when the team requested ameni ties such as parking garages to compliment the stadium.

Cost to build: $830 million

Cost to taxpayers: $614.3 million

The New York Mets were also recipients of tax-free municipal bonds that the team used to fund the construction of Citi Field. Like the Yankees, public money used to fund the Mets’ stadium came in the form of subsidies and tax breaks.

MADISON SQUARE GARDEN

Cost to build: About $100 million in 1964

Cost to taxpayers: $875 million & counting

Since the 1982 deal negotiated by thenMayor Ed Koch, the Garden has been exempted from paying any property taxes. Koch later claimed he thought the tax deal was only supposed to last 10 years.

The cryptocurrency moratorium bill was finally signed. At what point did you know Gov. Kathy Hochul was leaning toward signing it?

I couldn’t imagine her ever not signing it because the bill was so pragmatic. It was very focused. It was narrow. It created a pathway to both protect our environment and protect our environmental laws, while simultaneously creating a mechanism to not completely prevent the maturing of the industry and interaction with the industry. In my interactions with (Hochul), I knew at least her executive staff,

and she respected and understood that (the bill) was well thought through and that it was nuanced. What she said up until the couple days before she actually signed was, “I am looking at it very carefully.” So I knew that the attention that was being given to that bill very closely coincided with how adamant the environmental community and smallbusiness community was publicly about her signing that bill. That was a very strong influence. So to answer your question, probably a couple of days before she signed it, it started becoming clearer because of the questions that they were asking.

What do you mean by the questions they were asking?

You know, who exactly is this going to impact? What are the comprehensive environmental groups that support it? Really asking for that documentation of where the support is, who the advocates were, so that they could get a solid picture of the landscape of where the support was for the bill.

And this was the governor’s office asking these questions? Yeah. The reason that they wanted to understand it, and I appreciate it, is because

there had been a huge outcry (in favor of the bill) from the small-business community over the last couple of months. The comprehensive outreach from the small-business community, I think, in the last six months, was a new push. There had been a lot of small businesses that started to really formally coalesce over the last six months once the bill passed the Senate and the Assembly. And I think that they took that seriously. Because the argument from the industry was that this was bad for business. But if the governor was hearing from a lot of small businesses that they supported this piece

of legislation because they were experiencing negative impacts of the large-scale corporate cryptocurrency mining, then it really creates a counternarrative to what the industry was saying. And I appreciated that they were taking that very seriously.

What do you foresee happening after two years, when this moratorium expires? My hope is in two years we will have the (general environmental impact statement) that will give us the data so that any decisions we make moving forward will be data driven, not rhetoric.

Amazon’s continued mistreatment of workers sparked huge protests across the globe on Black Friday, the day after Thanksgiving, with workers and activists at 140 actions in over 40 countries bringing attention to the company’s appalling, dehumanizing, and abusive behavior.

The Make Amazon Pay campaign — an international union-led coalition of labor, progressive, and activist organizations — is holding Amazon to account for treating workers as disposable commodities, for its environmental policies and for failing to pay its taxes. The campaign is leading actions — like those on Black Friday — to demand Amazon raise worker pay, create safer workplaces, extend sick leave, provide job security, end union busting, respect workers’ rights, and operate sustainably. The

campaign is also demanding that Amazon pay back to society by paying its taxes in full and ending its abuse of tax loopholes. Protests, demonstrations, and walkouts worldwide focused on how Amazon exploits workers and hurts communities. Workers at 18 distribution centers in France and Germany went on strike. In St. Peters, Missouri, Amazon workers walked off the job at the STL8 distribution center. At the Amazon distribution center in Bessemer, Alabama, where employees have been trying to unionize with the RWDSU since 2020, workers joined community groups and other unions including striking Alabama mine workers in a show of solidarity. And in New York City, dozens of activists protested outside of Jeff Bezos’ $23 million luxury apartment, demanding the Amazon chief’s

attention. Amazon workers endure unsafe work speeds, unreasonable work quotas, dangerous work, and insufficient breaks, all of which contribute to the skyrocketing rate of injuries in the industry. Workers’ productivity is monitored so closely that they are afraid to take bathroom breaks.

In New York, the warehouse industry has alarmingly high injury rates. Amazon workers are injured at a rate of six per 100, which is five times the average in New York. While all warehouse work is dangerous, Amazon warehouse workers are 54 percent more likely than others in the industry to get sick or hurt on the job.

It’s a matter of decency, morality, and often literally, life and death. We want Amazon to listen, and we want Amazon to change. Workers from New York to Alabama and from Leipzig to New Delhi want better pay, safer workplaces, and a voice at work. Most of all, they want dignity and respect, and to be treated like humans from a company that can afford to change the way it operates.

In a new book about former Assembly Speaker Sheldon Silver, Bill Sanderson describes how the speaker defeated a coup attempt.

IN 2000, then-Assembly Member Michael Brag man wasn’t happy with Assembly Speaker Sheldon Silver’s leadership. Silver wasn’t making time to talk with members and decision-making was dominated by the top leaders in each chamber of the Leg islature and the governor. Daily News editor Bill Sand erson, in his new book “Do For Me – A True Crime Story Of Politics And Corruption In New York” published by Manhattan Square Press, showed how Silver rebuffed the coup attempt and ruined Bragman’s career. Here is an excerpt from Chapter 2, “Power.”

IN HIS FAILURE to get along personally with many Assembly Democrats, (Assembly Speaker Sheldon) Silver ignored one of Al Smith’s max- ims: “The legislator who wishes to get many of his measures successfully through both houses [the Assembly and Senate] must be … an organizer and promoter of good will at the State Capitol. … He must make himself liked and respected by other mem bers of the Legislature.”

One Assembly member with issues about Silver’s rule was Michael Bragman, a moderate-to-conserva tive Democrat from a district near Syracuse, in upstate central New York. Bragman was the Assembly majori- ty leader early in Silver’s time as speaker. Bragman and Silver were once allies – they both backed Saul Weprin’s election as speaker in 1991. But a few years after Silver became speaker, Bragman began maneuvering to un seat him. A New York Times story in November 1997 – three and a half years into Silver’s speakership – noted that Bragman made no secret of his wish to take over. “Mike is obviously campaigning for the job. Shelly has told him flatly that he is not going anywhere, and to cut it out,” an anonymous source told the newspaper. At the time, the story said, Silver was in no danger. Silver’s standing with his members deteriorated in the two and a half years after the article appeared.

Assemblywoman (Sandy) Galef was unhappy enough with the system that she became interested in how leg islatures in other states worked. Galef organized a trip to Boston to learn about the Massachusetts Legislature, which suffered a scandal in 1996 when the speaker of its House – equivalent to New York’s Assembly – resigned after pleading guilty to charges involving tax evasion and accepting gifts from lobbyists. “They seemed to be doing a lot of very interesting things,” Galef recalled – such as giving legislators more say in committees and televising legislative sessions.

Silver labeled Galef’s Boston trip a “junket.”

“A few of my colleagues went, but because he said it was a junket, people were not interested in going,” Galef said. She was disappointed her reform ideas were quashed. “Shelly Silver – he turned his back on me.”

Assembly members’ frustrations boiled over one night early in 2000 when Bragman attended a New York Knicks game with about a dozen of his colleagues.

The event turned into a gripe session about Silver and his leadership. Among those at the game was Thomas Manton, a former congressman who was then the lead er of the Queens Democratic Party. Manton was not

an Assembly member, but, as a political boss, he had heard the stories. He and Bragman talked. Bragman thought Manton would back him if he moved against Silver.

In the following weeks, Bragman gradual ly and quietly built his support. By May 18, he was ready to move. “Many Assembly col leagues have come to me with great concern over the leadership in our house,” he wrote other Assembly members in a letter that day. “I have shared their views and concerns and have finally decided to respond to their call for new leadership.”

His language was stronger in a news re lease issued the same day as the letter. It said Democratic Assembly members “want a more meaningful role in the legislative pro cess. They want to be more informed and participate fully in decision making. Most of all, they want an end to secret deal-making by three men in a room.”

“At best, Assemblyman Silver’s style as speaker has been secretive and aloof,” the news release said. “Many times, he has placed his own personal interests ahead of the interests of the Majority Conference and the Democratic Party.”

“He has surrounded himself with paid lobbyists and other non-legislators who are seeking to influence members on how to vote on this matter,” Bragman said. “Working through these agents, he has sought to por tray our effort as an upstate versus down state conflict. This is wrong. We have a solid majority of Democratic members represent ing all parts of the state who share an over whelming desire to effect this change now.”

Edward Sullivan was to Bragman’s left on most issues. Nonetheless, he aligned himself with Bragman’s coup effort. When Bragman went public, Sullivan called Silver to explain himself.

“This is not personal,” Sullivan told him.

“Ed, it is very personal,” Silver replied. Sul livan said Silver was offended he would back someone trying to oust him from his job.

rock-solid [Democratic] votes.” But he went public early enough to give Silver plenty of time to counter-organize. Silver called in his chits with political leaders like Tom Manton, the Queens political boss, who abandoned Bragman’s candidacy. Bragman also failed to get support he wanted from Carl McCall, then the state’s leading Black politi cian – even though Bragman was an early backer of McCall’s 2002 gubernatorial candidacy.

When it came time on May 22, 2000, to debate whether Silver should remain speaker, Assemblyman Martin Luster, a Democrat from the upstate Finger Lakes area – his district included Ithaca, home to Cornell University – argued that one of Silver’s excesses was holding too much control over some corners of state spending.

“We need an accounting of funds that are controlled by the Speaker, funds that are appropriated in the budget and for which we have no mechanism of tracing,” Luster said in a floor speech that day. There was no public disclosure of the specific expenditures Luster worried about. All anyone knew was the total amount of the spending printed in the state budget.

During the debate, Galef said she was angry about an article on the New York Legislature in the March 2000 issue of Gov erning magazine. Its headline was, “Yesterday’s Legislature: In the old days, legislatures were secretive and autocratic. In Albany, the old days continue.” The article said the three men in a room ruled Albany too tightly, and that other legislatures had more open processes for discussing issues and considering legislation. New York’s Legislature was “not member-driven in the way that most of the other 49” were, the article said.

“I’m embarrassed by this,” Galef said on the Assembly floor. “How do I stand up and talk about this secretive and autocratic system?”

When his turn came, Bragman made an argument about the way Silver doled out favors. “Everyone here has felt the frustration and the dissatisfaction with the current situation,” he said. “Member after member is forced to go to this speak er to ask for everything from paper clips to chairmanships, from parking spaces to staff needs. And you feel like your re quests are being kept in a favor bank. … Either you do what the speaker wants, or you never get what you’re entitled to.”

(Assembly Member Richard) Brodsky, though a Silver supporter, also recognized the speaker’s shortcomings. He saw an iro ny in the leadership fight: Bragman was just as aloof as Silver, and “not personally warm and likable.” Bragman also wasn’t popular with his colleagues. “It was a sign of Shelly’s unpopularity that a guy as unpopular as Bragman got as close as he did.” And like Silver, Bragman “was viewed as very close to the lobbying community.” Yet, like Silver, Bragman was “smart, and an effective op erative.” In the end, Brodsky believed, not much would have changed if Bragman be came speaker.

Democratic conferences – meetings at which Assembly Democrats discussed policy priorities and Assembly busi ness – were no longer a place to seriously hash out issues, Bragman said. They were “meaningless and don’t provide the opportunity for debate. And we all know that those who dare disagree with the speaker in conference are admonished for their actions and encouraged to never do it again.”

But by the time Bragman spoke, most of his support had fallen away, and Silver had brought enough members back into the fold to keep his job. Silver’s allies spoke up in the floor debate. Brodsky, always a Silver supporter, alleged that Brag-

man and his backers sought to “turn anger and ambition into institutional change.”

Ronald Canestrari, whose district was in the Albany area, pointed out that Sil ver ably represented the Assembly before the Republican governor and Republican Senate majority leader. His comments re flected the view among many Democrats that Silver had done a good job looking out for them while they were in a weakened, minority position. “Sheldon Silver has advanced proposals that we, as a conference, have espoused, have fought over,” he said. “And maybe that does not please all of us all of the time, but there has to be a leader taking direction from his or her members. We do have that.”

Catherine Nolan, a Silver ally from Queens, said Bragman’s takeover try was “an unfair attack” on Silver, who she be lieved helped Democrats accomplish a great deal. She quoted Al Smith from The Citizen and His Government: “He said, ‘The officeholders come and go and some of them, only some, are able to leave an imprint on the statute books.’”

“But the Democratic Party has left that imprint,” Nolan said. “This Democratic majority has left that imprint in education and in labor and in transit.” Her argument was that Silver had won a lot for his party –and she didn’t want to risk those accom plishments by toppling him from power.

In the end, Bragman had 19 Democratic votes, including his own. Silver had 78 Democrats on his side, more than enough to retain power. The final tally, which includ ed the votes of Democratic and Republican legislators, was 85 to 63 in Silver’s favor.

Most legislators who opposed Silver went unpunished. Sullivan stayed on as chairman of the Assembly Higher Educa tion Committee. At the last minute, Sul livan realized Bragman would lose, so he supported Silver in the final vote. “Most of the people who were on the Bragman side, the vast majority of them, kept whatever positions they had that were at the hands of the Speaker,” he said.

with friends. It was the first meeting I had with Shelly, even though we were both elected at the same time.”

The coup attempt was such a close call Silver feared it might happen again, said a former staffer. Silver and his staff took notice whenever groups of as few as four or five Assembly members went out to dinner or socialized together, this person said. After all, Bragman’s coup got rolling when just a dozen Assembly members attended that Knicks game. Sil ver didn’t want to take any chances. Retribution fell hard on Bragman. Silver made sure he was shunned. He lost his po sition as majority leader, and the extra pay that went with it. He also lost all the power and staff he’d amassed in 20 years in the Legislature, and was moved to a smaller office. He remained popular in his district. Bragman’s Syracuse-area con stituents reelected him by a wide margin to another two-year term in November 2000. But the loss of his influence in the capitol was hard to bear.

Amy Paulin was elected to the Assembly from Westchester County for the first time in November 2000, after Bragman’s coup attempt fizzled. When she took office that January, she was assigned a seat in one of the back rows of the Assembly chamber. Bragman, banished to the back of the chamber as part of his punishment, sat next to her. “Don’t talk to me,” Bragman would tell her. “Because that’s not good for you.” Bragman quit the Assembly in December 2001, in the mid dle of his term.

In the end, Bragman’s coup attempt came to naught. Though Silver was forced to improve his relationships with his fellow Democrats, the system didn’t change. It was as dysfunctional as ever. It still lacked enough public input and openness, and it still lacked accountability. Silver called the shots. He tended to tell his members, “This is what we are going to do,” Sandy Galef recalled years later. Silver kept the $79,500 salary and $41,500 bonus he earned as speaker. He kept control over who became legislative committee chairs and got leadership jobs, which also paid bonus es. And he kept control over tens of millions of dollars in state taxpayer money he could dole out to Assembly members’ pet causes and programs.

Sullivan and other legislators argued that the coup attempt made Silver a better and stronger leader. Over the following months, Silver built up his relationships with legislators who felt ignored by him.

From 1997 to 2001 – a period that included the time Sil ver fought to remain speaker – just one major bill passed by the Assembly had a committee hearing. “I never felt like the committees really worked,” said Galef. As before, members of the Assembly and Senate left major policy decisions to their leaders, who cut deals with each other and the governor in private meetings. Despite Silver’s vows of reform, the threemen-in-a-room system lived on. ■

Sullivan asked for a sit-down with Silver, thinking it would be no more than 15 minutes. “We talked for an hour and a half,” he recalled. The two men spoke about what they had wanted in their lives when they were younger. Silver admitted he had hoped for a pro basketball career. “His dream as a kid was to be point guard for the New York Knicks,” Sullivan said.

WALK INTO INGRID LEWIS-MARTIN’S office in City Hall, and your eye will be drawn to a framed poster behind her crowded desk. It’s her, the chief adviser to New York City Mayor Eric Adams, posing in pink and smiling widely – and behind her, a full-grown female lion. Some tri-state area graphic designer placed the pair in front of City Hall and surrounded them with cherry blossoms. At the bottom: “The Lioness of City Hall.”

“There’s a group of Latino bishops,” Lewis-Martin explained, in a November interview with City & State. “And they gave me the nick name, ‘The Lioness of City Hall,’ because they feel like I really pro tect the mayor. And I safeguard him.”

Lewis-Martin has earned other titles over her 17 years working with Adams. She’s “the gatekeeper.” “The fixer.” “The glue.” For “Scan dal” fans, she’s the “Olivia Pope of City Hall.” If that wasn’t enough, she was ordained a few years ago, earning the title of chaplain.

Eric Adams’ closest adviser and fiercely independent.

She’s the person closest to Adams in City Hall, according to interviews with more than a dozen people who have worked with her and the mayor. And there’s no question that she’s the most loyal. She’s a friend of four decades – her husband was in the police academy with Adams – whom he picked to mastermind his unlikely as cent from police captain to state senator to Brooklyn borough president to mayor. President next? “We’re trying to be mayor of New York City,” she said. But of course –“if that pathway opens up, he would be foolish not to follow it. If it makes sense.”

Now, to have any understanding of how this administration in City Hall works, you have to know Ingrid. And why Adams trusts her so much.

ALOT OF ink has been spilled on the mayor. Very little on Lew is-Martin. That is, at least in part, by design. She’s a Black woman from Brooklyn, and she shares her boss’s distrust of the predominantly white media, staffed by many reporters and ed itors who were not raised in New York City. She complained the press focused too much on where Adams parties and with whom. Other stories she said were unfair and didn’t consider the work he does. She guards Adams’ privacy and her own.

That’s just part of being mayor. But you can’t blame Lewis-Martin for being on high alert.

Her primary role, for the better part of two decades, has been to consider how things play politically for Adams – and sometimes, to neutralize the threats. She is his chief adviser, in title and reality. Now in City Hall, her role is unique. Informa tion is key, and she talks to people and re ports back. “Eric’s eyes and ears,” as one union source described her. “I feel like my job is to give him the red flags,” she said. “He’s an adult. He’s really smart. He has to make the decisions. It’s his life.”

She’s not a deputy mayor – she has said she didn’t want to be one – with specific agencies to oversee. Instead, she’s flexi ble and project-based. “Where the mayor needs me, I’m in it,” she said. “I’m a back ground person. And I like that. And I like being the underpinning.”

Lewis-Martin is a huge karaoke fan, but she doesn’t have a go-to song. She likes

jumping in and joining when others are on the mic. That has become her role in City Hall too. “When things are going left, they’ll pull me in to help set it straight,” she said. The deal to get residential buildings to put their trash on the curb later, to fight the rats? Lewis-Martin worked with the Sani tation Department to seal the deal with the unions. She was in the negotiations that brought the Bruckner sites rezoning in the Bronx and the Innovation QNS project in Queens across the finish line. And she was the one across the table from the New York City Council, dealing with the fallout of budget cuts to some schools. The specifics of that negotiation were murky to say the least – but she’s still salty. “I’m proud of our educational budget, although you have people in the City Council saying we’ve taken money away from kids,” she said. “We put more money in the educational budget than ever before.” The city’s share of funding went up, but reductions in state and federal money as well as lower head counts meant some schools saw their oper ating budgets reduced.

There’s a lot more she has done – some of which she refuses to talk about “because (of) all the negotiations.” But what she’s most proud of is the restructuring of the mayor’s office itself. “People were getting paid all kinds of crazy rates, it was just a re ally bad mess,” she said. “And I was able to pinpoint and we put together a whole new system that will be used in the city.” On the organizational chart, Lewis-Martin stands alone, not overseeing any department and reporting directly to the mayor. So the job is malleable. Folks around City Hall gossip that she doesn’t have any specific respon sibilities. But the role of political fixer is an important one. Mayoral administrations, especially new ones, are inherently chaotic. Lewis-Martin tries to keep things moving, with the mayor’s interests in mind. She is, above anything, a political strategist.

Lewis-Martin is also, most important ly, somebody that can tell the mayor “no,” when other people might acquiesce. She can put Adams in his place when he’s not seeing the full picture, even to the point of yelling at him. But it’s from a place of mu tual respect. “She’s not a ‘yes’ person,” said a former employee. She’s incredibly loyal, but never a pushover. “If every elected of ficial had an Ingrid in their life, they’d be lucky,” said state Sen. Diane Savino, who’s

expected to join the Adams administration when her current term ends at the end of the year. “Any one of us who’ve been suc cessful had someone like that who’s willing to walk in front of a train for you, and then tell you about yourself.”

The power dynamics of Adams’ City Hall, like any other workplace, have been the subject of much gossip. Who’s up, who’s down, who’s in the boss’s favor? Why is the chief of staff, Frank Carone, leaving after only a year? And why does the extended Banks family hold so much power? Lewis-Martin hasn’t been immune to this. While she was the unquestioned leader in Borough Hall, City Hall is bigger, with more people grabbing the mayor’s ear, hoping to be the last one to speak with him before he makes a decision. There’s an in finitely more demanding policy portfolio as mayor than as borough president.

But don’t doubt that anyone is closer to the mayor, or knows him better than Lew is-Martin. She is Adams’ self-proclaimed “sister ordained by God.” Asked directly about Lewis-Martin in November, Adams kept it simple: “I love her. That’s the end of my conversation.”

Describing Adams herself, Lewis-Mar tin avoided the term boss, preferring “my principal.” And she’s comfortable in the dynamic. “I don’t want to be a junior may or. I’m the chief adviser to the mayor,” she said. “So all I can do is give him advice. If he takes it, he takes it. If he doesn’t, he doesn’t. That’s on him. But I’ve done my job by bringing things to his attention.”

ADAMS AND Lewis-Martin have known each other since about 1984. Her husband, Glenn D. Martin, and Adams were cops together, and they were all friends. Lewis-Martin was a teacher, dean and dance instructor at I.S. 320, the Jackie Robin son School, in Crown Heights, then ran a summer camp and a program for high school students at Medgar Evers College. All the while, she was involved in local politics, working with the late Rep. Major Owens and former Assembly Member Roger Green, and campaigning for thenCity Council candidate Letitia James and then-Assembly candidate Hakeem Jeffries, among others. Around 2005, Adams chose his political friend to manage his state Sen

ate campaign. He won in a landslide, and Adams offered her the job as his chief of staff. It was a tough decision, she said – she saw herself as a community activist first. Could she give up her own political views to work for somebody else? He told her she wouldn’t have to – they wouldn’t have to agree, but they’d always have to be on the same page. She joined the office. But to this day, she sees her employment as condition al. “I told him, my community activism is important to me, and I cannot work for someone that I don’t believe in,” she said. “And the minute that he is not putting the community’s interest in place, and the minute he’s not a true Democrat, that will be the end of the line for me.”

That was 16 years ago. But Lewis-Mar tin still maintains one hell of an indepen dent streak. She proudly calls herself a “very conservative Democrat.” Not beat ing around the bush, saying like the mod erate Democrat Adams, who claimed he was the real progressive in the 2021 may oral race. “I don’t even like that word, pro gressive,” Lewis-Martin said. She turned Adams against ranked choice voting ahead of last year’s election, and looking back to 2008, claimed to be the one that killed then-Mayor Michael Bloomberg’s conges tion pricing proposal in the state Senate. (No, she will not elaborate, she’s saving it for her memoir.) This year, an anti-devel opment activist in Brooklyn recorded Lew is-Martin saying “the community” doesn’t know anything, and that’s why neighbor hood groups should be removed from zon ing decisions.

But it’s not just policy. Lewis-Martin has more personality than many other elected officials would tolerate on their staff, let alone at their right hand. Some of that is style – she’ll own a room in the way that Adams might not. She has an incredible sense of style, with flourishes everywhere. High lace collars and feathery puffs she adds to shoes herself. At City Hall, gold bangles climb up her forearm. She can be more gregarious than Adams himself, always making time to ask people she’s meeting with about themselves and their families. An anonymous source who has worked with both of them said: “He’s more like, ‘I’m going to let my Eric Adams juju ooze out of the room and slowly take you over,’ while Ingrid is like ‘I am here, moth erfucker.’”

That personality is also how she deals with challenges in politics. She’s quick to swear and will call anybody a motherfuck er if she thinks they wronged her. “I’m not Michelle Obama. When they go low? We drill for oil. I’ll meet you down in the sub basement,” she said. “I’m just honest.”

In that way, Lewis-Martin eschews re spectability politics. She’s a New Yorker, in an old-school way, and she isn’t trying to blend in quietly into the predominant ly white spaces of New York high soci ety. She knows that some people in those worlds – or people in any other world who Lewis-Martin rubbed the wrong way –have undoubtedly counseled the mayor to distance himself from her. She could be a political liability. But that’s not Adams’ way. Second chances are his style and loy alty prized above all else.

Lewis-Martin is brutally honest, and she demands respect. She sets clear rules. Lying to her is a red line. “When people say she’s nasty, or she’s a bitch,” Lewis-Martin said, “you should ask them: What did you do to her?” Give her respect, and she has a way of winning people over. “Sometimes the people who are the toughest are actual

ly doing it for the right reasons,” said Scott Stringer, the former New York City comp troller who jockeyed with Adams – and by extension, Lewis-Martin – in the 2021 mayoral race. “I’ve never had a bad word or experience with Ingrid Lewis-Martin. And I’m probably somebody who very eas ily could have.”

IF LEWIS-MARTIN has a way with people, she’d say it was divinely or dained. She has always been re ligious – a Pentecostal, raised in church. But when she was working closely with members of the clergy in her role at Borough Hall, she saw the level of respect among them. “So I decided I wanted to now be at the table on that level with them,” she said. Lewis-Martin took courses and became a chaplain. And now? “I’m respected by clergy as a member. I’m the lowest level, but I’m given full respect. And I feel really good about it,” she said.

She doesn’t have a congregation, but she has been called to pray over sick people in need of support. She can do weddings and funerals too. But the title is secondary. Lewis-Martin is a believer. And some of the decisions she makes, the guidance she said she gave Adams during the campaign, came from God.

In Lewis-Martin’s office, on a wall op posite the lioness, is another poster, taken from a Bible verse. “No weapon formed against me shall prosper,” Isaiah 54:17. The same verse hung in her parents’ home growing up. “And in this line of work, it’s so needed,” she said. “People will pretend they’re your friends, they have your best interest at heart. But they don’t.”

But Lewis-Martin is confident in her po sition at Adams’ right hand.

“Nobody can take my spot. Because I earned my spot,” she said. “I’m comfort able in my skin.” ■

WHEN THE REV. Calvin O. Butts III died this fall, he left behind a legacy that extends far beyond the de cades he spent preaching at Abyssinian Baptist Church. He helped launch the Abyssinian Development Corp., which invested more than a billion dollars to improve housing in the Harlem community surrounding his church. He revitalized SUNY Old Westbury, a diverse, public institution on Long Island, while serving as its president for two decades. And he cultivated and leveraged relationships with powerful politi cians at City Hall, in Albany and in Washington, D.C., delivering on behalf of his fellow Harlemites and Black New Yorkers.

Butts, who drew inspiration from Martin Luther King Jr., is now a model for today’s faith leaders whose works extend be yond the walls of their church, synagogue, mosque or temple. Like Butts and King, Black ministers are often called to be civil rights leaders. Similarly, rabbis are indispensable advocates for a

people with a long history of facing persecution – including the current rise in antisemitism. In the wake of the 9/11 terrorist at tacks, imams defended Muslims and forged interfaith partner ships in pursuit of peace and understanding. Leaders of these and many other religions in New York shape debates over critical pol icy questions, from culture war issues like abortion and same-sex marriage to public safety concerns like gun violence and criminal justice reform and budget-related matters like education and af fordable housing.

The Rev. Al Sharpton has been known to court controversies over the years, but after decades spent battling on behalf of Black Americans the National Action Network founder has become perhaps the most prominent civil rights leader in the country. An MSNBC and radio host who’s the subject of a new documentary called “Loudmouth,” he has used his platform to stand up for the families of slain Black men like Trayvon Martin and George Floyd – and help fuel the Black Lives Matter movement. A former candidate for president, U.S. Senate and New York City mayor, Sharpton became an ally of Barack Obama and a foe of Donald Trump – and was among the first people President Joe Biden told about a possible run for a second term.

Dolan also penned a Wall Street Journal op-ed chastising Democrats and Republicans over abortion and gun policies that contradict what he calls the church’s “culture of life.” Dolan did manage to keep the peace while hosting both Gov. Kathy Hochul and Rep. Lee Zeldin at the annual Al Smith Dinner in Midtown during the gubernatorial campaign. While Dolan has suffered some major policy setbacks in Albany in recent years, he still has a flock numbering the millions –more than any other single religion in New York.

Hochul pledged to support religious education after a report found Hasidic yeshivas denied students a basic education. Teitelbaum’s sect was one of the few ultraOrthodox groups to back the Democratic governor, who ultimately prevailed over Republican Lee Zeldin by six points. Two days after the election, Teitelbaum told Yeshiva students that Trumpism had “infiltrated the Jewish camp” and chastised his followers for supporting the former president.

But Rabbi Zvi Bloom and Torah Umesorah’s torahbased instruction is under increased scrutiny from the state Department of Education after the New York Times reported that yeshivas were not providing an adequate secular education to their students.

Navigating coronavirus surges over the past three years of the pandemic has been challenging for most educators, but the Riverdale yeshiva leader made tough decisions for the safety of his community. During the last school year, SAR Academy stayed open for in-person instruction thanks to mask requirements and social distancing. But the school took a wait-and-see approach as omicron cases spiked last December.

Shih helped City Hall establish its first Office of Faith-Based and Community Partnerships, which he praised for fostering coexistence.
