BUILDING TRADES
EMPLOYERS’ ASSOCIATION’S Nov. 22 awards dinner honored “transformative” construction projects in New York City. This included a $1.5 billion Javits Center expansion that added nearly 1.2 million square feet of event space; the Metropolitan Transportation Authority’s 42nd Street project that coordinated improvements to multiple Midtown stations; and the 93-story One Vanderbilt skyscraper.
The event also noted the Moynihan Train Hall at Penn Station, the crown jewel of recent redevelopments, that was born from the long-neglected James A. Farley Post Office Building. If New York can still do these types of projects, whether public or private, it can do the same for Penn Station.
While Gov. Kathy Hochul has a plan for redeveloping the transit hub, removing its low ceilings and installing a glass roof to allow in much-needed sunlight, opposing groups like ReThink Penn Station NYC have called for a more ambitious above-ground station that hearkens back to the original. The New York Post even weighed in, pushing architect Alexandros Washburn’s own vision of a new station similar to the original at street level.
If Hochul dreams big, she can make a new, grand Penn Station possible to stand proudly alongside the nation’s other great transit hubs. It would add to her already historic legacy and complement what her predecessor did with the Moynihan Train Hall.
A MOONSHOT FOR HOUSING
New York City Mayor Eric Adams announced the city would build 500,000 new homes over the next decade. If completed, that would more than double the 200,000 homes added in the city’s arsenal in the
past 10 years. The mayor unveiled the “moonshot” figure Dec. 8 during a speech from City Hall where he outlined 111 recommendations that could streamline residential development in the five boroughs by cutting red tape. The news comes as
New York has grappled with a worsening housing crisis. Having grown by about 800,000 residents in the past decade, the city’s population has rapidly outpaced housing construction. The consequences of this have been far-reaching and in some instances
THEY HEART NEW YORK
The hottest club in New York is the intersection of Little West 12th Street and Washington Street. For the cover of its “Reasons to Love New York” issue, New York magazine crowded the crossing with icons from U.S. Sen. Chuck Schumer to Amazon Labor Union President Chris Smalls alongside much cooler celebrities. Mayor Eric Adams wasn’t featured, but his enjoyment of his job ranked second on the outlet’s list of reasons to love New York.

dire: higher housing prices, more homeless New Yorkers and longer commutes. Gov. Kathy Hochul has also stressed that leaders must address the lack of housing. She’s promised to unveil additional information about her aggressive plan during her upcoming State of the State speech in January.
AG OFFICE SEXUAL HARASSMENT SCANDAL
– Rep. Mondaire Jones, on Sinema, via Twitter
State Attorney General Letitia James’ longtime chief of staff Ibrahim Khan suddenly resigned after it became public that at least one woman accused him of inappropriate touching and unwanted kissing. In the days since, questions have circulated around how James and her office handled the accusations. Recently released documents detail the timeline of when her office first became aware of the allegations against Khan (Oct. 2) and went on to hire an outside team to conduct the investigation. While the findings of the investigation have not been released to the public, the Times reported that the woman’s allegations were substantiated. Republican lawmakers have called for an investigation into James’ handling of the incidents, questioning whether the state attorney general sat on the news for around two months to protect her reelection. James has strongly condemned Khan’s actions. Democrats have largely refrained from

HOSPITAL SHORTAGES
In recent days, New York hospitals have increasingly sounded alarms about staffing shortages heading into a particularly grueling winter season. Health care leaders are describing the shortage as having reached a crisis level: There are currently 9,300 job openings for nurses in the state, and that number is expected to dramatically rise in the coming years. Advocates say the shortage is currently projected to grow to around 30,000 vacancies by 2030. A coalition of 50 upstate hospitals and health systems are pushing the state Legislature
to pass a slate of bills that they argue would give them at least some relief. One piece of legislation would allow nurses to complete one-third of their clinical training through simulation.
TRUMP ORG GUILTY ON 17 COUNTS
While facing a $1.6 million fine for tax fraud isn’t a good look for anyone, it’s an especially difficult verdict to shake for a presidential candidate. Yet, that’s the situation that Donald Trump now finds himself in just a few weeks after launching his next presidential campaign. On Dec. 6, a Manhattan jury found Trump’s family company guilty of 17 different crimes, including falsifying business records, conspiracy and tax fraud. While Trump himself escaped any criminal charges, experts say the verdict only adds to his mounting legal woes.
Senators support their staffers’ unionization
Staffers in the state Senate have started to lock up support from their bosses for their unionization efforts as they move closer to filing for recognition. In a letter shared exclusively with City & State, over 20 state senators from both sides of the aisle have pledged not to engage in any sort of retaliation against staffers who are part of New York State Legislative Workers United and urged state Senate Majority Leader Andrea Stewart-Cousins to voluntarily recognize the union. If Stewart-Cousins chooses not to recognize the union, the decision would go to a vote among staffers with the Public Employment Relations Board.
Union organizers have circulated the letter among lawmakers for the past two weeks, first sending it out on Nov. 23. Since then, 25 current and incoming state senators have signed their support. “We are heartened to see a bipartisan cohort of Senators recognize our right to organize and commit to their obligation not to interfere with our efforts to form a union,” the staffers’ organizing committee said in a statement. “With this statement of solidarity, they are emphasizing their commitment to the sentiment that every worker deserves a union.”

Kristen Gonzalez and Iwen Chu also offered their support, as well as the outgoing state Sen. Alessandra Biaggi. “When NYSLWU is ready to request voluntary recognition, we will support them as we have supported other union efforts,” the letter reads. “And we will encourage the Majority Leader to work with them in good faith to negotiate a fair contract that will help the legislature retain our passionate, hard working staff, who are committed to serving the people of New York.”
Most of those who signed on had previously stated their support in public. But it’s still missing a number of notable Democrats, including Zellnor Myrie, Jamaal Bailey and Joe Addabbo. Although Stewart-Cousins is unsurprisingly absent given her leadership, her deputy Michael Gianaris was also missing from the list.

of the Year Top Tweets
New York politics happens 24/7 on our favorite bird app.
By Eric HolmbergIn March, New York City Mayor Eric Adams compared himself to broccoli, saying, “You’re going to hate me now, but you’re going to love me later.” In each edition of First Read Tonight, after you get through the main course of New York news and the veggie sides of national politics and in-depth reporting, there’s a dessert waiting at the end called Top Tweet. It might include a funny take or a snarky quote to lighten the end of your day. Here are some of the highlights from the past year in New York political Twitter.
Going viral
It’s rare for City & State to feature one of our own tweets, but City Hall Bureau Chief Jeff Coltin threw the mayor for a loop by wearing a Brooklyn Dodgers hat to City Hall. The former Brooklyn borough president may not be the biggest baseball historian, it turns out. The tweet got about 2,300 retweets and quote tweets as well as more than 24,000 likes.

I’m walking into City Hall from one direction while Mayor Adams comes from the other. Before I can get a word in, he says “This is New York, we don’t wear Boston hats.”
It’s a Brooklyn Dodgers hat!
Redistricting broke us
Between draft maps, a special master, Steuben County becoming the center of New York politics, court cases and two primaries, redistricting completely wrecked us this summer. Burton Phillips wasn’t the only one who started seeing district lines everywhere they went.

@burtonphillips
My brain is so poisoned I thought this was another district map.
Love for NY1
When you find your people, you just know. (Hi Errol!) And there was a niche genre of tweets celebrating NY1 and the priorities of its viewers. Liam Stack and Brad Weekes pointed out the little joys of watching our local community hub.

I truly love local news because they will gladly interrupt President Obama to let you know there is no Z train midday service. @NY1
Top Tweeters
Last year, reporters Katie Honan and Gloria Pazmino tied for Tweeter of the Year, but this time around there was a runaway winner. This was the City & State equivalent of Wilt Chamberlain scoring 100 points in a game, or Barry Bonds hitting 73 home runs in a season. Gothamist and WNYC reporter Jon Campbell was featured a staggering 14 times as the Top Tweet. His omnipresence covering both New York City and state politics as well as his unofficial #WhereIsUpstate leadership meant that this year, it was Jon Campbell’s world, and we’re just tweeting in it.
Back to back
For the first time in Top Tweet history, a tweet was featured two days in a row. This gem from Miranda Goodwin-Raab independently caught the eyes of our newsletter compilers. And because those days were Thursday and Friday, this tweet wore the crown of Top Tweet for four consecutive days – a record that will likely never be broken.

Best series
Since attorney Adam White was arrested by the NYPD for criminal mischief in mid-November after fixing an obscured license plate, Streetsblog NYC Editor-in-Chief Gersh Kuntzman has posted funny videos of himself fixing license plates with leaves taped on them, scratched out license plates and identifying phony parking placards. The series’ theme song is even on Spotify!

So much CRIMINAL MISCHIEF in town this morning. Here’s my first video, which I call “Two cars, one plate.” Where’s the @NYPD76Pct when you need them?
In hell
After Elon Musk bought Twitter, everyone joked they were going to miss this hellscape website if it all ended tomorrow. But so far, the website is still working, and it’s just traveling through Penn Station that reminded the governor of fire and brimstone.
06 . 09 . 22
@JimmyVielkind
New York Gov. Kathy Hochul (D) and other officials are announcing they’ll solicit proposals from architectural firms to renovate Penn Station. Hochul says there will be skylights, to remind people that “the heavens are out there, still, even if you may be living in hell.”
Who’s up and who’s down in 2022? & Losers Winners
Losers Winners
IN THIS YEAR’S Winners & Losers of the Year list, six of the 10 people were either in Congress now or will be in January. In 2021, the state experienced a shocking gubernatorial implosion at the same time as a major New York City mayoral primary and election, all while still figuring out how to move forward in the time of COVID-19. Last year, all eyes were on state and local government. This year was the year of the House. New York lost a seat after the 2020 census, leaving it with a total of 26 seats. The state’s Independent Redistricting Commission failed to redraw the legislative maps, and state Democrats drew maps that benefited their party. Copious legal proceedings followed, resulting in congressional and state Senate maps drawn by an independent “special master” with multiple battleground districts – and an abundance of winners and losers. With the balance of power in the House of Representatives at a tipping point, Republicans flipped four House seats in Democratic-dominated New York. Democrats also weathered nasty primaries. Two of this year’s losers lost or gave up their seats before being defeated by a fellow Democrat. Of course, it wasn’t all about the House. The New York City Council elected a new speaker, a lieutenant governor resigned after being arrested on corruption charges (most of which have since been dropped) and a union leader scored a massive victory against a behemoth. Read on for the Winners & Losers of 2022.
From left, Reps. Pat Ryan and Hakeem Jeffries were two of the biggest winners this year.
STEPHEN VOSSW & L22 Adrienne
NEW YORK CITY Mayor Eric Adams and City Council Speaker Adrienne Adams share a lot – their name, their high school alma mater and their relatively moderate Democratic politics. But only one of the Adamses qualified as a Winner of the Year. Adrienne Adams went from an afterthought in last year’s City Council speaker race to the last woman standing, clinching the council’s top role by an almost unanimous vote in January despite facing a final opponent backed by the mayor. Under her leadership, the City Council got off to a slow start, and some of its big-ticket items remain uncompleted. That included legislation that would ban solitary confinement on Rikers Island, which became an early point of contention between the council and City Hall. But that issue is indicative of a larger trend in Adams’ council. Over the past year, the speaker has subverted some expectations that she would serve as a rubber stamp for the mayor, owing to their ideological alignment and friendly relationship. While the speaker and mayor have worked together on issues like expanding the Summer Youth Employment Program and Fair Fares funding, the speaker has pushed the administration on other issues – encouraging the Rent Guidelines Board to make only minor hikes for rent-stabilized tenants and issuing a sharply worded call for the mayor’s commissioners to show up to oversight hearings, for example. The council has passed some legislative packages that reflect its majority-female, majority people of color makeup and pushed through approval of a handful of housing projects amid an affordable housing crisis.
Each week, City & State chooses three winners and three losers to feature in our poll. However, quantity doesn’t always equal quality when it comes to translating these Winners & Losers over to our picks for the year.

HakeemJeffries
OSTERIA LA BAIA
The mayor visited this Midtown hot spot with “limp,” “overcooked” and “stretchy” food a whopping 14 times in the month of June alone, out of apparent loyalty to the businessmen that run the place – his friends, the Petrosyants. Competition for Adams’ attention is fierce – Zero Bond seems to give him free membership – but something about that fish keeps Adams coming back to La Baia.

IS THERE SOMETHING in the water in Brooklyn? Because now the U.S. Senate majority leader and the House minority leader live so close to each other they might run into each other grabbing an ice-cream cone at Ample Hills. Yes, in a country stretching from sea to shining sea, U.S. Senate Majority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries could grocery shop at the same CTown.
Schumer already had the top spot (though he’s a winner too, after the Re- publican Party’s absolutely stellar candi- dates for U.S. Senate let Democrats hold on to the majority), but Jeffries is new. He was officially picked to lead the Dem- ocrats in the House of Representatives on Nov. 30, but he’d been putting those puzzle pieces in place for years. Calm, cool and collected, Politico wrote that Jeffries tried to make his ascent to leader feel inevitable. “And in the end, it did.” There were a lot of places this could have gone wrong. Jeffries thought about challenging Bill de Blasio for New York City mayor in 2017. He decided against it. Another would-be speaker, Joseph Crowley, lost his reelection bid to Rep. Alexandria Ocasio-Cortez in 2018.
Jeffries worked hard to secure his own district against progressive challengers and wasn’t shy in his critiques of the left- ists who would dare consider challeng- ing him. Members of Congress like Reps. Adam Schiff and Jim Clyburn thought about running for the top spot them- selves. Both decided against it, clearing the way for the man from Brooklyn. Jef- fries had it under control the whole time.
RATS!
Eric Adams and his Sanitation Department sure are talking a big game in the War on Rats for being the unequivocal loser in that fight. City Hall might have grand ambitions to eradicate New York City’s most vicious enemy combatants, but forgive us for not preparing the ticker tape parade just yet. Not only do rodents still “run this city” – they’ve run rampant over Adams’ own Brooklyn home.
WHEN HE TOOK charge of the state Republican Party in 2019, Nick Langworthy inherited a party in shambles. He took over after devastating losses in 2018 cost the GOP control of the state Senate, Republicans’ last stronghold in state government, and many in the state were ready to write off the party. After the exit of former Republican Party Chair Ed Cox, whom many blamed for the 2018 losses, the state GOP seemed all but dead, resigned to the permanent minority in an increasingly blue state. Few had high hopes for Langworthy. Now, Langworthy is prepared to leave his post to head to Congress after overseeing the best New York election for Republicans in years. On a personal level, Langworthy defeated his rival Carl Paladino in the Republican primary for the 23rd Congressional District, paving the way for his win in November that will send him to Washington, D.C. But he’s also taking with him a large new Republican delegation after his party’s candidates flipped several congressional seats on Long Island and in the Hudson Valley – seats that were crucial to the GOP winning back control of the House. Judicial victories striking down legislative lines drawn by Democrats and overturning the state’s century-old concealed carry gun laws were the icing on the cake for Langworthy’s banner year. While Republicans may not have gained ground at the state level, Langworthy has more than proved his party remains a force to be reckoned with in New York.
THE BUFFALO BILLS
The Buffalo Bills have been winning on the field and in Albany … or maybe the two are related and the team’s success provided some merit for their new $1.4 billion stadium. Either way, Gov. Kathy Hochul announced a million state contribution for the stadium right before the budget was finalized. This deal also meant billionaire owners Terry and Kim Pegula received such a generous handout because the governor strongarmed the Seneca Nation into giving up $564 million in state-owed debt to put toward the stadium.
Pat Ryan
IT’S SAFE TO say it was a year full of congratulations for newly elected Rep. Pat Ryan. Ryan’s decision to seize on an opportunity paid off. After the U.S. Supreme Court ruled to overturn Roe v. Wade, candidate Ryan made abortion rights a key campaign platform that ultimately led to his victory in the special election for the 19th Con- gressional District. Ryan won by a slim margin against Republican Dutchess County Executive Marc Molinaro, but this was a big win for Democrats since the Hudson Valley race was considered a bellwether for the mid- term elections this year. Democrats across the country considered using Ryan’s strategy to secure wins in swing districts. After that success, Ryan had incumbency on his side when he ran for a full term to represent the 18th Congressional District against Assembly Member Colin Schmitt. While pocketbook issues, including inflation and the economy, were top of mind for voters heading into Election Day, Ryan’s proven strategy secured him yet another win. This came as New York Republicans flipped several congressional seats – making Ryan the only Democrat to successfully win a competitive congressional race in the midterms.
Chris Smalls W & L22
AMAZON EXECUTIVES should be careful who they label “not smart or articulate.” Chris Smalls, a former employee at the company’s massive Staten Island warehouse and the president of the independent Amazon Labor Union, helped orchestrate arguably the largest labor victory in 2022. The Amazon Labor Union won an election at the 8,000-person JFK8 warehouse, making it the first Amazon warehouse in the country to vote to unionize. And it’s not just Amazon workers – Starbucks baristas, farmworkers, media and nonprofit employees have all contributed to a new unionization movement in New York. Still, “Hot Labor Summer” has chilled somewhat into an “Anti-Union Autumn” for Amazon workers and organizers at other companies like Starbucks, fueled by reinvigorated efforts to tamp down unionization and a slew of firings of organizers. Smalls’ plans of taking the union national haven’t materialized as quickly as some hoped. After its victory at JFK8, the union lost an election at a second Staten Island warehouse, and another at a warehouse outside Albany. But despite some setbacks, the significance of its victory at JFK8 can’t be overstated, even as Amazon continues to fight it. That singular win launched Smalls and the Amazon Labor Union into the stratosphere, and he didn’t even have to drop a fortune to get there.
NEW YORK CITY DEPARTMENT OF CITYWIDE ADMINISTRATIVE SERVICES
This year, the New York City Conflicts of Interest Board’s social media dominance was eclipsed by an even greater force. Our comrade in arms at weird Twitter was replaced in our hearts by the Photoshop masters at the Department of Citywide Administrative Services.
Brian Benjamin
DEPARTMENT OF CORRECTION
It’s not a surprise that the New York City Department of Correction had a horrible year – considering its long history of failure. But the stakes were upped with the threat of federal receivership at the Rikers Island jail complex. This year, 18 people have reportedly died at the jail facility while the terrible conditions remained – including inmates locked in cages, defecating in clothing and not receiving adequate medical care.
OH HOW THE mighty have fallen! As far as political scandals go, former Lt. Gov. Brian Benjamin may be a top contender. The year started off promising for Benjamin – who was selected to serve as lieutenant gover- nor by Gov. Kathy Hochul late last year. The new role was arguably a political redemp- tion for Benjamin after his unsuccessful run for New York City comptroller. But a few months into his new role, Benjamin was charged with fraud, bribery and conspiracy for allegedly scheming to accept cam- paign contributions for political favors. The indictment against Benjamin accused him of granting a real estate developer $50,000 in state funds in exchange for that develop- er’s campaign contributions. Amid the legal woes and persistent calls to step down, Benjamin resigned and was said to have agreed with Hochul that he could not serve in his role as the legal process played out. But in another political turnabout, things began to look up for the Harlem Democrat heading into the final days of the year. A Manhattan judge dismissed the bribery and fraud charges against Benjamin and concluded the prosecution had not met the high standards of quid pro quo. Benjamin’s legal team immediately celebrated this win and released a statement calling the charges “flimsy and unwarranted” while criticizing the indictment. Benjamin’s legal fight is far from over. The former lieutenant governor must still answer charges of al- leged falsification of records. It’s safe to say, Benjamin’s year has been filled with the highest of highs and the lowest of lows.

HAPPY THE ELEPHANT
Happy, an Asian elephant who lives at the Bronx Zoo, wanted out after 40 years, according to activists. But New York’s highest court determined that Happy didn’t have the same rights as people, and therefore was not being unlawfully confined at the zoo. Ironically, the Nonhuman Rights Project representing Happy was not going to set the elephant free if they had won the case but would’ve moved Happy to an elephant sanctuary.
SeanMaloney W & L22 Patrick
BY AND LARGE, Democrats in the U.S. woke up on Nov. 9 with a sense of exquisite relief. The bloodbath they were certain would come ultimately didn’t. Chuck Schumer will still lead the U.S. Senate, and Hakeem Jeffries is going to preside over a not-too-outnumbered minority in the House. But for one very influential, high-profile, somewhat Machiavellian Democrat, the “red wave” did come to pass. Rep. Sean Patrick Maloney, leader of the Democratic Congressional Campaign Committee – effectively the head strategist and fundraiser for the House Democrats – narrowly lost his seat to Republican Assembly Member Mike Lawler. The loss came after five terms in Congress, a long trip to Europe, a last-minute fundraising blitz and many assurances that Maloney was the odds-on favorite. The story, like all congressional election dramas this year, started with redistricting. Maloney represented the old 18th Congressional District, spanning the mid-Hudson Valley, for nearly 10 years. After redistricting, he chose to run where he lives, in the new, more suburban 17th District, where only 1 in 4 residents were previously repped by him. With its slightly larger Biden advantage (10 percentage points above Trump voters), the 17th District seemed like a safer bet than the new 18th District, which Biden carried by a narrower 8 points. That choice all but forced incumbent first-term Rep. Mondaire Jones to look elsewhere. Jones moved to Brooklyn, and lost a competitive primary, and the 18th District ended up electing a Democrat anyway.
Maloney Carolyn
REP. CAROLYN MALONEY’S decadeslong congressional career has officially neared an end – and a turbulent one at that. Redistricting rammed the Upper East Side and Upper West Side together, forcing two of New York’s senior law- makers into a single primary in Manhattan’s 12th Congres- sional District. Much of Maloney’s 2022 was spent locked in a nasty election battle against friend-turned-foe Rep. Jerry Nadler. Though neither lawmaker would have chosen to face one another, neither pulled punches when push came to shove. While about 60% of Maloney’s old district remained in the new boundaries, Nadler was the first to announce his campaign. His message to his colleague? “Step aside, I’m running,” Maloney claimed. The tenor only intensified over time – the two criticized each other over their records and exchanged snarky remarks in debates. Things hit a particularly low – and embarrassing – point when Maloney described Nadler as senile. Perhaps the most embarrassing gaffe of the election – if some Upper West Siders are to be believed – centered on an appetizing store. When asked how well she knew the new district, Maloney wrongly identified the name of the Upper West Side’s iconic Barney Greengrass as “Grassroots.” In the end, Nadler was the one left standing, winning 56% of the vote to Maloney’s 24% in the Democratic primary. To make matters worse, Maloney is now facing an ethics investiga- tion over allegations that she improperly sought a ticket to attend the 2016 Met Gala.
Mullins Ed
BROOKLYN DEMOCRATIC PARTY
Worst Political Party Organization
This was a close one – but even the state Democratic Party doesn’t unknowingly sign up people for party positions in order to hold on to power – as far as we know. Deep-blue Brooklyn is home to some of the most powerful Democrats in the city, state and country. But peel back the top layer, and you’ll find a county party where the in-fighting has gotten worse, as its meetings have gotten longer. And southern Brooklyn Republicans keep winning.
AS BAD AS 2021 was for Ed Mullins, things were about to get a lot worse. What began as a tumultuous year for the former New York City Police Department union president ended with Mullins facing a costly lawsuit and a criminal charge. Talk about a bad 12 months. Mullins had never been a stranger to controversy during the nearly two decades he’d spent at the helm of the Sergeants Benevolent Association, but things began snowballing in October last year after the FBI raided Mullins’ Long Island home and Manhattan office for suspected theft of union funds. Widespread photos showed agents lugging computers, documents and large boxes as they streamed from the SBA head- quarters. Mullins resigned a few hours after the raid, but that was far from the end of his woes. By the end of February, the U.S. Department of Justice charged Mullins with wire fraud, alleging that he’d submitted hundreds of phony expense reports to steal hundreds of thousands of dollars from the SBA. Items on those reports ranged from the bougie to the mundane: expensive dinners at high-end restaurants, groceries and gift cards for family members were all things he allegedly overcharged the union for. About a month after Mullins pleaded not guilty and was released on bail, members of the union he’d left only a few months ago slapped him with a $1 million lawsuit.
Worst Location To House Asylumseekers
ORCHARD BEACH PARKING LOT
When one thinks about the best place to house asylum-seekers, a far-flung coastal parking lot prone to flooding might not be the first thing to come to mind. Still, that didn’t stop New York City leaders from beginning to build a sprawling emergency tent facility at Orchard Beach for this very purpose despite the warnings from officials. Sure enough, a weekend rainstorm quickly proved that the flood-prone location was indeed prone to flooding.
W & L22
Suozzi Tom
REP. TOM SUOZZI bet big – and he lost big. Rather than seek reelection in Congress, a seat he had a good chance of keeping even with redistricting, Suozzi decided to give it all up to run for governor against Gov. Kathy Ho- chul. And boy did that backfire. Not only did Hochul defeat him in a landslide in the Democratic primary, Suozzi didn’t even finish second. New York City Public Advocate Jumaane Williams managed to beat him, despite spending far less money and engaging in far less campaigning. And this after some … ques- tionable remarks made on the campaign trail that gained him the ire of many Democrats and those on the left. To add insult to injury, Suozzi’s chosen succes- sor for Congress also came up short in the primary for his newly redistricted seat. And what’s more, absent an incumbent, that seat flipped red in November. With all that happening, Suozzi’s lost crusade against ending the state and local tax deduction cap may seem relatively minor. But it means that he ends his congres- sional career on a particularly sour note, with a failure to make good on his biggest promise. While his allies in New Jersey will have the chance to try, try again, Suozzi gave up that opportunity. As Hochul so bluntly put on the night of the primary election, “He won’t be in office.”
know the old saying, “Better to have spent $11 million and lost, than to never have spent $11 million at all”? No? Cosmetics billionaire and philanthropist
really went all-in for Rep. Lee Zeldin in the governor’s race. The New York Times reported that he bankrolled two super PACs and gazillions of scary, crime-focused commercials, and to Lauder’s credit, Zeldin did pretty well. The only problem was that he got fewer votes than Gov. Kathy Hochul. Lauder also worked hard to make sure Democrats’ gerrymandered lines got thrown out, and on that point, he definitely succeeded.

NEW YORK , much like the nation as a whole, is facing myriad challenges: the economic anxiety spurred by rising inflation, the volatility wrought by climate change, an unending coronavirus pandemic, a dispiriting rise in hate crimes, the scorched-earth political warfare that erodes our democratic norms – the list goes on and on. Yet, there remain reasons for optimism, especially as plenty of New Yorkers are tackling head-on these crises that threaten our society.
Each year, City & State puts a spotlight on 100 exceptional individuals who are quietly putting in the time and effort to help address and overcome these and other challenges – and, fundamentally, to assist their most vulnerable neighbors. These business, government, nonprofit and advocacy leaders,
carefully selected from hundreds of nominations, display both the idealism that underpins the belief that change is possible and a realistic understanding of the dedication required to effectuate real and enduring change. In short, this is a group that illustrates what it means to be socially responsible.
For each honoree on this list, we asked a few questions: What does your job entail and why do you enjoy the work you do? What does social responsibility mean to you – and how do you achieve it in your work? What’s the best advice you’ve ever received? We took the most compelling excerpts, and edited them for length and style, to paint a portrait of each honoree, in their own words.
We’re pleased to introduce the outstanding individuals of The Responsible 100.

KEVIN BROWN PRINCIPAL, CONSULTING SERVICES AND LIFE SCIENCES TECHNOLOGY LEADEY
Defining social responsibility
Social responsibility means leveraging our platform as business leaders to build a cleaner, safer and more equitable world with the same determination we would have for driving the bottom line. Most of the social issues we face today are just one decision away from being solved – businesses control the resources that are needed to make a difference in the world and have proven their ability to literally move mountains in order to please investors. Imagine if this same determination existed to please other stakeholders like our people and our communities.

Job description
I enjoy having a real effect on everyday lives of New Yorkers through technology solutions in partnership with the great state we live in. More importantly, it is in the end a people business, not a tech business, for me. Solving incredibly challenging problems with our state leadership was paramount to me before, during and after COVID. I still am amazed at the incredible dedication of our state leaders in technology, our team at Google, and the heroic acts of our health care and service workers. To be a small part of the solutions implemented to make lives better, get vaccines to people and help people obtain unemployment benefits during the worst crisis I can remember was the most rewarding part of this job.

Defining social responsibility
Social responsibility, to me, is the obligation of each of us (individually) and all of us (collectively) to live our lives, carry out our work, and relate to one another in a manner that advances what in Hebrew is called “tikkun olam” (repairing the world). Because Stroock prioritizes pro bono legal service, my colleagues and I have the opportunity –by supporting students with disabilities, vulnerable refugees, domestic violence survivors, unhoused families, victims of discrimination, struggling nonprofits, and others – to live this ethos during our workday.

COUNSEL Windels MarxJob description
I work with and advise clients across a wide array of industry areas. While many areas of the law can be adversarial, what I enjoy most about my practice is that, in most cases, all parties are working together to achieve a common goal, which requires creative thinking, problem solving and compromise.
Defining social responsibility
We all have a job to do and many times we are motivated by our own self-interest or the interests of those for whom we are working. That said, it is important to consider how such interests affect others, our community and society as a whole, whether socially, environmentally or otherwise. Anticipating adverse impacts, developing viable alternatives to achieve goals in socially responsible ways and supporting the efforts of others are ways in which I can facilitate social responsibility in my practice.

To me, social responsibility means making New York a better place to live, work and play for everyone, and that's what we try to do at O'Donnell & Associates. Every one of our clients has to pass a test: Can I explain what I am doing to my 5- and 7-year-old kids, and do they approve?
Best advice
I'm tempted to quote the gambler who said, “You got to know when to hold ’em, know when to fold ’em, know when to walk away, and know when to run.” But the best advice is to always bet on yourself and know it is better to ask for forgiveness than permission.

He said, please do not change how you are treating your patients and continue doing the good work.

If everyone committed themselves both personally and professionally to donating a portion of their time, expertise or resources, our communities would be so much stronger. I am fortunate to lead a team of professionals who are as passionate as I am about serving underserved communities in the state and I am proud to work for the New York Power Authority, which has a deep-rooted mission to dedicate resources to those who need it the most.

A L L T H E R E S P O N S I B L E 1 0 0 H O N O R E E S &ANDREW WALROND VICE PRESIDENT OF LOAN PROGRAMS
Fund for the City of New York
Job description
For over two decades, it has been my honor to assist nonprofits with emergency and short-term bridge financing. Nonprofits depend on funding from private and government sources to deliver vital services. However, if there are delays in the disbursement of those expected funds, payroll, rent and disruption of services are at stake. I enjoy this work knowing that my program helps keep preschools’ doors open each morning, summer youth employment programs from closing, food distribution programs operating, and small theaters performing.
Defining social responsibility
In my work, social responsibility is responding to the nonprofit sector in a manner that allows organizations to function smoothly. By processing loans within two to five days and never charging interest, the Cash Flow Loan Program plays an often invisible but vital role in allowing many nonprofits to continue operating.
KIMBERLY HARDY WATSON
PRESIDENT AND CEO WindhamJob description
I lead a highly successful team of smart, committed, thoughtful and innovative people who focus on and work toward our common goal of helping children, youth, families and communities to achieve their dreams and to thrive!
Defining social responsibility
We are not only accountable for outcomes but the manner in which we go about achieving those outcomes. In our work, it is important that everyone has their say and that we ensure that what we heard during the process is reflected in the product.
Best advice
I think that one piece of advice that I received when I started in this field was to always remember that I could one day be on the receiving end of the service I provide. I never forgot that.
VALERIE WHITE
SENIOR EXECUTIVE DIRECTORLISC NY
Job description
Valerie is directly responsible for advancing a platform of racial and economic equity through effective and conscious management of more than $3 billion in New York City investments.
Defining social responsibility Sustainable development is a recurring theme throughout all her endeavors, leading a multifaceted effort dedicated to expanding opportunity for Black, Latino and Brown communities and commercial corridors across New York City – in doing so, breaking down systemic barriers that have historically been a roadblock to opportunity for BIPOC New Yorkers.
Best advice “Immerse yourself in the neighborhoods in which you want to help initiate progress and change.” It is critical for the next generation of city, state and national leaders to meet with longtime community leaders, local nonprofit executives and neighbors to understand
DARLENE WILLIAMS
PRESIDENT AND CEO
Opportunities for a Better Tomorrow
Job description
I have the privilege of serving youth and adults across New York City to ensure that they have free access to sector-based educational training programs, high school diploma courses, adult literacy and career readiness, coaching, and job placement support to ensure that they are prepared for and connected to resources to enhance their economic sustainability.
Defining social responsibility
I believe that everything we do impacts someone else – we are not an island to ourselves. Due to this, we must consider how each action we take, everything we implement, and everything we say, impacts the lives of others. I ensure that my teams are intentional in the manner in which our delivery of services is integrated into the broader community.

Beach PLLCJob description
My job entails advising clients on various subject matters, whether in connection with cannabis, business litigation or financial issues stemming from bankruptcy. I enjoy being a lawyer for the opportunity to help others and also to make a difference in the profession. The legal profession lacks diversity, and with only 5% of attorneys being Black, I take pride in knowing I am among those very few.
Defining social responsibility
To me, social responsibility means doing all you can to ensure that those from underrepresented or underprivileged communities are not forgotten. I achieve it by helping clients understand issues from multiple perspectives as we work towards a proper outcome. I also appreciate

In drafting proposals, the goal is to maintain and protect current working conditions, compensation, and benefits and to enhance them if possible.
Defining social responsibility
Social responsibility means that we all have a duty and obligation to each other to make sure that all people are treated equally and fairly and have access to whatever they need to care for themselves and their families, (e.g., affordable housing and quality health care, good education, food, etc.) regardless of
CHUN YEE YIP VICE PRESIDENT OF SOCIAL IMPACTLendlease

I love my job! I have the wonderful privilege of partnering with nonprofits and community organizations to deliver sustainable solutions that advance the wellbeing of our communities. From climate action to food security to suicide prevention to workforce development (and much more) – what I enjoy most is knowing that our partnership programs are transforming lives and creating resilient communities.
Defining social responsibility Making a positive impact on our planet and communities by leaving it better than we found it.
Best advice
From my parents: “The air we breathe and the water we drink are not free. We should be expected to pay ‘rent’ for living in this world by doing our part and doing it honorably.” From my stalwart mentors: “Know your worth.”

Job description
My team and I are focused on bringing world-class connectivity to every citizen, every city and every venue. What I love is introducing and deploying new technology solutions that are able to dramatically impact environmental, social and governance issues and better resident quality of life.
Defining social responsibility
For the continued growth and health of our cities, everything from lowering emissions to addressing the digital divide, it’s our responsibility to collaborate and form successful publicprivate partnerships. You’d be forgiven if you missed the news that former Gov. Andrew Cuomo just turned 65. But the Sagittarius who once ruled the state was joined by at least one notable guest at his Manhattan birthday party: Cheese. Wait sorry, New York City Mayor Eric Adams. The photo on the New York Post’s Page Six showed a lot of delicious looking cheese – and the two politicos chumming it up. The former guv looked cheery, which may have been due to the difficulties facing the state attorney general.
WINNERS
OUR PICK
BRIAN BENJAMIN
Former Lt. Gov. Brian Benjamin has dodged three of the five charges against him. Benjamin resigned in April after federal prosecutors charged him with bribery, wire fraud and other offenses. The three concerning bribery and wire fraud were dropped by a federal judge. Apparently, prosecutors failed to establish an explicit quid pro quo, but he’s not completely off the hook.
THE BEST OF THE REST ALVIN BRAGG
While Manhattan District Attorney Alvin Bragg has faced his (not so fair?) share of criticism, he finally had a good week. A jury found former President Donald Trump’s organization guilty of 17 counts, including tax fraud, conspiracy and falsifying business records.
JOHN KING
John King, the former state education commissioner, is taking over as SUNY chancellor. In addition to a nice housing allowance and a slate of other lofty perks, he’s going to make $750,000 a year. King, who was unanimously chosen to lead the 64-campus system, is also the state’s first Black and Puerto Rican chancellor.
LOSERS
OUR PICK
STEPHEN CORNWELL
It’s not the crime – it’s the coverup. You’d think a prosecutor would know that but ... Stephen Cornwell’s 1995 drunken driving arrest was long forgotten by the time he was elected Broome County District attorney in 2015. Now everybody knows about it, after he pleaded guilty to stealing his own arrest files and deleting his name from the digital copies so nobody could find them.
THE REST OF THE WORST IBRAHIM KHAN
It’s one thing to lose your job; it’s another to drag your boss down with you. Ibrahim Khan, state Attorney General Letitia James’ former chief of staff, resigned from after allegations of sexual harassment emerged against him. Not only that, but the office hired outside investigators to look into the allegations who found at least one to be credible.
TONJA WILLIAMS
Buffalo public school teachers have lost confidence in Superintendent Tonja Williams. The Buffalo teachers’ union took a vote of no confidence in Williams following a delay in securing a contract for teachers.
