NEW YORK CITY Mayor Bill de Blasio has emerged victorious over Gov. Andrew Cuomo in their long-standing feud to outdo each other. Cuomo, for all his efforts to outshine the mayor, fell hard last week with the revelations made by state Attorney General Letitia James’ 168-page report on the governor’s alleged sexual harassment of employees. Recovery seems unlikely for him. Pundits and politicians are calling for his resignation. And when President Joe Biden ultimately called on Cuomo to stand down, the response came after Biden encouraged states to give $100 incentives to anyone who gets the COVID-19 vaccine. De Blasio had already announced a day earlier that the city was pushing a similar financial incentive for anyone receiving a vaccine. For the mayor, in this case, timing is everything. Whether it was official or not, the president and mayor were on the same page on how to add another incentive for such an important public health vaccination program. Minnesota Gov. Tim Walz, who gave the president all the credit, tweeted “Good idea, @POTUS.” when announcing that his state also would hand out cold hard cash to all who vaccinate. It may be a case of Democrats standing together on a well-received plan. But it was also an idea that was embraced by de Blasio early on. Don’t expect Cuomo to outdo the mayor on this one, and most likely anything else going forward. He’s got much worse problems than his downstate rival.

YOU CAN MASK IF YOU WANT TO New York City Mayor Bill de Blasio began last week by asking New Yorkers very nicely to please shoulder the heavy burden of wearing face coverings indoors, even those who have been vaccinated against COVID-19. Some Democrats decried the recommendation as being too weak, calling for a mandate, and de Blasio said a mask mandate wasn’t off the table. Essentially, de Blasio was saying if your friends don’t mask, then they’re no friends of mine.

Cuomo released a pre-recorded video in response to the report, denying having touched anyone inappropriately and once again stating that it was never his intention to make anyone uncomfortable. His attorney also wrote a rebuttal to the report and many of the women’s allegations which included photographs of Cuomo and others kissing people as supposed evidence that what the governor did was not wrong. Calls for Cuomo’s resignation came swiftly and in large numbers, including from longtime allies and unions that have supported him. As Cuomo has indicated that he has no intention to resign, calls for impeachment have also grown, and the Assembly Judiciary Committee is moving quickly ahead with its investigation. Articles of impeachment could be acted on in a matter of weeks.

As the delta variant of the coronavirus continues to spread in New York and across the country, New York City is taking a new course of action to encourage vaccine holdouts to get the jab and to stymie the spread of the virus. Mayor Bill de Blasio announced that people soon have to show proof of vaccination to enter many private businesses, including restaurants, bars and gyms. This makes

New York the first city in the country to impose such a requirement, which is already in place overseas in countries like France and Italy. The move comes just one day after de Blasio declined to impose a new indoor mask mandate despite new CDC guidance on masking, instead just strongly encouraging New Yorkers to continue masking even if vaccinated. It also comes after Cuomo announced that Port Authority and Metropolitan Transportation Authority workers will need to get vaccinated by Labor Day, or else submit to weekly COVID-19 tests.

The Nassau County Legislature approved a controversial bill that would make police officers and other first responders a protected class under the county’s human rights

law and would also permit them to sue protesters for discrimination for sums of $25,000 or more. The legislation was vehemently opposed by police reform groups, civil rights activists, progressives and many people of color. Before lawmakers voted, they heard hours of testimony from those opposed to the bill. However, the Republicancontrolled body approved the legislation with the support of one Democrat and the bill sponsor, an independent who caucuses with Democrats. It now goes to Democratic County Executive Laura Curran. She has not said where she stands on the bill and has asked Attorney General Letitia James to review the proposal and offer her opinion on it before taking action. Civil rights groups are expected to sue over the law if it gets signed, with many saying it is unconstitutional and would not hold up in court.

Nonprofit contractors contemplate vaccine mandate New York City Mayor Bill de Blasio announced beginning Sept. 13, all city and contracted workers will be required to be vaccinated against COVID19, or provide proof of weekly negative COVID-19 tests. About 45,000 workers in residential and congregate settings will be required to comply by Aug. 16. Michelle Jackson, executive director of the Human Services Council, estimated that the rule would affect about 125,000 city contracted nonprofit workers. Jackson said her organization supports the policy and has appreciated the city’s efforts to create a plan that affects all contracted workers. “Overall, we’re happy to see that the city has created a blanket policy, and human services nonprofits are happy to comply, especially because it’s a mandate across city workforces, so they’re not putting something on us that they’re not doing themselves,” she said. “It has to be something that government implements because individual organizations trying to assess this themselves, both legally and like the repercussions of it, it’s just too hard. said encouraging employees to get vaccinated has been critical for their work. However, he believes that the city’s mandate comes with a large administrative burden, as employers must keep records on employee statuses. “We have to figure out a way to capture information on who is vaccinated,” he said. He added that the government could have eased this workload by creating a system that sent vaccination or testing information to employers instead of having employers create and implement their own systems. Some organizations with city contracts mandated vaccination before the city’s announcement. For example, VOCAL-NY implemented a requirement for all staff to be vaccinated with exemptions for health or religious reasons in early July. Jeremy Saunders, co-executive director of VOCAL-NY, expressed that while vaccinations are important, he understands the hesitancy of some regarding the intentions of pharmaceutical companies and the government, as well as systemic racism in medicine. “We’re proud of making this decision. We implement this in a judgment-free way and still serve and provide care to unvaccinated people, and we’ll continue to do that,” he said. – Maryam Rahaman

We’ve seen Cuomo come to predominantly Black communities in Central Brooklyn multiple times in the midst of scandals, because he sees it to be a community that sticks by him as governor. With the AG’s report coming out, do you think that’s changed? I believe he’s lost our support here. We were expecting better. Maya Angelou always said that. “You know better, so you do better.” So I’m sure the leadership now is rethinking their support for the governor. As an educator, what I do is “glows and grows.” So I think now, our leadership

needs to (say), “Yeah, he did well. He got us through the pandemic, but this behavior is unacceptable.” So we can’t tolerate that behavior at that level. And what kind of message does it send to others? This was a big #MeToo moment too. We’ve been saying for years these things have been happening in offices, and no one took us seriously. So I’m happy with the report that came out. I’m ready to see what the next steps are. I called out for his resignation, and let’s see where that goes. You’re a teacher. What grade level or subjects have you taught? I’ve been an educator for

21 years. I love history because I get to put my flavor in it. We get to do science. I taught fourth grade for a long time, then I went to fifth grade, and for a couple of years now, I’ve been the ENL coordinator, which is English as a new language, which they’re about to change to multilanguage learners, and I’m also a tech coordinator for the building. I campaigned while I was still teaching because to learn a new language, you must have conversation, interaction and socialization. My students were like, Ms. Joseph, we’ve been away from each other. So their

language acquisition was very little, so I told them I would stay on until June. So I was teaching, and after school, I would go campaign. You have that on-theground experience, now you’re going to have a say in passing laws. What’s one change that you’d like to see regarding education? When I got into the field, I had 32 students sitting in front of me. No matter how great and amazing I was, someone will get lost in the cracks. So I’m looking forward to supporting a bill for smaller classes.

Are you a UFT member? Did the union support you? Not at all. I’m a UFT member, and they decided to go with a noneducator (Josué Pierre). I’m sure they’re biting their nails right now. I’m sure quite a few people are biting their nails like, “How did we miss her? 21-year member of the UFT.” And 1199(SEIU) endorsed me, and they fell in love. They were like, “What did UFT miss?” Yeah, 1199 endorsed me. I had all the folks like Zephyr Teachout. My very, very first endorsement was 21 in ’21, they set the tone. EARLY EVERY ELECTED OFFICIAL, from state legislators to President Joe Biden, has said that Gov. Andrew Cuomo should resign. Yet, the three-term governor has said he is not going anywhere. The forces against him might have convinced a less stubborn politician to step down months ago. Probes are examining an alleged cover-up of COVID-19 deaths in nursing homes and a controversial $5.1 million book deal inked by the governor last year during the height of his pandemic fame. A bombshell report by state Attorney General Letitia James released last week detailed an array of sexual harassment allegations against the governor. Local prosecutors are examining possible criminal charges. But if history tells us anything, Cuomo will stay in office through the end of his term next year unless state lawmakers impeach and remove him. Democrats in the Assembly held an emergency meeting last week to discuss what to do next. In the event of impeachment, which seems likely, the governor probably has a few weeks to strategize his political survival. Members of the Assembly Judiciary Committee are holding an already scheduled meeting this week to get updates from the private law firms tasked with conducting their sprawling investigation of the governor. The 150-member Assembly could impeach the governor by a majority vote based on any formal charges approved by the committee. This would make Lt. Gov. Kathy Hochul acting governor while Cuomo faces an impeachment trial. After an affirmative Assembly vote, everything would ultimately depend on the High Court of Impeachment, which would include seven members of the state Court of Appeals along with almost all state senators. Majority Leader Andrea Stewart-Cousins of Westchester County (who has reiterated calls for his resignation following James’ report) would not participate because she would be acting lieutenant governor. The trial itself could be similar to the impeachment trials of former President Donald Trump. Witnesses might be heard. The governor could have lawyers argue on his behalf. A two-thirds majority of that body would decide his fate. If the High Court of Impeachment voted to convict Cuomo, then he would be the first sitting governor removed from office since William Sulzer more than a century ago. Cuomo has survived political scandals before with the help of labor leaders and Black leaders. As allegations initially surfaced, Assembly Member Rodneyse Bichotte Hermelyn of Brooklyn defended him, saying he deserved “due process.” Christian pastors argued that calling for Cuomo to resign undermined James’ position as the first Black woman to serve as a statewide elected official. Elected officials, labor leaders, civil rights activists and others appeared at the governor’s public events as he continued his efforts to project normalcy while the various investigations continued. “I love listening to Inez Dickens,” Cuomo said after the Manhattan member of the Assembly called for due process at an April event nominally focused on vaccinations. Erstwhile allies have since turned on the governor. Powerful unions like 32BJ SEIU and the Retail, Wholesale and Department Store Union have called for his resignation, as have Dickens and around a dozen others who penned a March letter pushing back at Cuomo’s immediate ouster. “He is unfit for office and should

step down and resign,” Bichotte Hermelyn said in a statement following the release of James’ report. It now appears that a majority of the Assembly supports impeaching Cuomo. Speaker Carl Heastie of the Bronx is vowing to pick up the pace with impeachment after facing accusations for months that he was slow-walking the process, saying in his recent statement that Cuomo “has lost the confidence of the Assembly Democratic majority and that he can no longer remain in office.” Even longtime loyalists like state Democratic Party Chair Jay Jacobs say Cuomo should resign. Making the governor leave, however, is another matter entirely. Politically, there is a substantial difference between calling for the governor to leave office and casting the deciding impeachment vote, and Cuomo will likely force the Assembly members to take decisive action. Despite the momentum of recent days, it’s still not certain a majority of Democrats will actually vote to impeach the governor if push comes to shove. Legislative leaders could be reluctant to hold a vote that significantly divides their own party. Assembly Majority Leader Crystal Peoples-Stokes of Buffalo, an influential force in the chamber, has said the governor should resign without explicitly saying whether she would vote to impeach him. “There is a process,” Assembly Member Patricia Fahy of Albany said in an interview while stressing that it would be inappropriate to decide before a formal vote. Of course, the governor could always resign to spare himself the embarrassment of getting impeached and removed from office. Yet, he has some pretty good reasons to hold on for as long as possible. Fifty-nine percent of respondents to a new Marist College poll said Cuomo should resign, but less than half of nonwhite respondents said so. His poll numbers could improve with time as they did in the months following media reports of sexual misconduct earlier in the year. The governor still retains the ability to sway lawmakers. He can veto their legislation, withhold funding for their districts and attack them in public. That could make some legislators think twice before joining efforts for his ouster. Longtime political observers note that unless he gets convicted of something, Cuomo is going to stay right where he is as legislators continue talking about what they might do about it. “I’ve known him for 40 years,” Democratic consultant Hank Sheinkopf said in an interview. “They’re going to have to pull him out.”

WHY CUOMO WILL RESIGN … AND WHY HE WON’T HE COULD GET IMPEACHED AND REMOVED. Assembly Speaker Carl Heastie intends to move forward with impeachment, and with nearly 90% of state senators calling for his resignation, it isn’t much of a stretch to say that a vote to remove the governor would be likely to pass. THERE ARE MORE INVESTIGATIONS TO COME. Beyond impeachment, Cuomo is facing a federal investigation into COVID-19 deaths in nursing homes, James’ investigation regarding his book deal and at least four harassment-related investigations by local district attorneys. Things could get much worse for him. HE’S LOST HIS PARTY. The vast majority of state legislators, the state’s entire Democratic congressional delegation and even President Joe Biden have called on Cuomo to resign. He could hurt the party and become even more of a pariah than he already is. HE’S LOSING HIS MOST LOYAL SUPPORTERS. NAACP New York State Conference President Hazel Dukes and other Black leaders who had previously urged patience and stood by Cuomo have turned on him. As have the labor unions like 1199SEIU, 32BJ SEIU and New York State United Teachers that traditionally depend on mutually beneficial relationships with the governor. REELECTION SEEMS UNLIKELY. Money isn’t everything, and the Marist College poll found that just 18% of Democrats think he deserves to be reelected – while 73% say it’s time for someone else. IT COULD KEEP ALLIES IN POWER, AND OPPONENTS OUT OF POWER. Resigning would mean his lieutenant governor, Kathy Hochul (right) would lead the state. She, or other businessfriendly moderates, could run in 2022. If Cuomo runs again, the chance a leftist like Jumaane Williams wins would increase. HE’S DONE IT BEFORE. As New York City Mayor Bill de Blasio recalled, Cuomo dropped out of the 2002 race for governor rather than face certain defeat. The question now is: How much has Cuomo changed in 20 years?

CUOMO IS NOTORIOUSLY STUBBORN. He continues to say that he meant no harm and that his accusers were just misinterpreting his actions. Resignation would look like he’s admitting he’s wrong. THE OFFICE PROVIDES LEVERAGE. It gives Cuomo something to give up if civil or criminal cases move forward. It also gives him a physical office and a huge staff as he deals with ongoing investigations, potential lawsuits and a possible impeachment trial. THE OFFICE IS POWERFUL. No matter the scandals swirling around him, Cuomo is still signing bills into law, executing contracts and negotiating deals to build new airport terminals. TIME IS ON HIS SIDE. Scandals fade from the headlines, and calls for resignation lose their immediacy. Just last month, politicians who had called for Cuomo’s resignation were still meeting with him. POLLING COULD BE WORSE. A Marist College poll conducted after the report was released found 52% of Democrats said he should resign, versus 41% who said he should serve out his term, and 8% who were unsure. That’s a majority, but barely. HE HAS A PATH TO REELECTION. It’s narrowing, but Cuomo still has more than $18 million in his campaign account, and if many challengers run in a primary, he could win with a relatively small percentage of loyalists. He’d have a shot in a general, too, given downstate’s anti-Trump sentiments. HE HAS NOWHERE TO GO. LITERALLY. Since Cuomo and his former partner Sandra Lee sold the residence they shared in Westchester County, he has reportedly lived full time at the governor’s mansion in Albany. - Jeff Coltin

N INVESTIGATION INTO accusations of sexual harassment by Gov. Andrew Cuomo released last week found that he kissed, engaged in unwelcome and nonconsenual touching, or made suggestive comments to 11 different women. Cuomo denied any wrongdoing in a recorded statement and rebuttal released later in the day. The attorney general’s five-month independent inquiry into the accusations culminated in a 168-page report that’s been met with a storm of national and local attention. Investigators found each of the 11 women to be credible. “We have reached the conclusion that the Governor sexually harassed a number of State employees through unwelcome and unwanted touching, as well as by making numerous offensive and sexually suggestive comments,” investigators wrote. “We find that such conduct was part of a pattern of behavior that extended to his interactions with others outside of state government.” While preparing the report, investigators interviewed 179 people, taking testimony under oath from 41 of them. Interviewees included Cuomo, the women who made allegations against the governor, current and former members of the Executive Chamber, current and former members of the New York State Police, as well as other individuals believed to have relevant information. The information provided on each of the 11 women is based on the findings outlined in the report.

EXECUTIVE ASSISTANT NO. 1 Executive Assistant No. 1 works in the Executive Chamber and has provided administrative assistance to various people including the governor. Investigators found that the governor behaved in a way that demonstrated “increasing familiarity and intimacy,” ranging from banter about her romantic relationships to looking through her social media and inquiring about her personal life. Investigators found the governor’s comments became increasingly suggestive over time, and in 2019 or early 2020, he told Executive Assistant No. 1: “If you were single, the things I would do to you.” Physical contact too, such as kissing, requesting hugs and running his hands up and down her back during embraces happened regularly. STATE TROOPER NO. 1 Investigators found that Cuomo harassed a state trooper assigned to his protective detail multiple times, including running his finger down her back and his hand across her stomach, kissing her on the cheek in front of another trooper, and making sexually suggestive and gender-based comments. Investigators also found that the governor spoke to a member of his protective detail about having the state trooper join the Protective Services Unit assigned to the governor after meeting her at an event on the Robert F. Kennedy Bridge. Despite not meeting the requirement of having at least three years of State Police experience, the trooper was hired. The member of the protective detail who Cuomo spoke to sent her an email saying “ha ha they changed the minimum from 3 years to 2. Just for you.” According to the report, the trooper joined the Protective Services Unit in January 2018.

CHARLOTTE BENNETT Former Cuomo aide Charlotte Bennett began working for the governor’s office in New York City in January 2019 as a briefer. She was later promoted to executive assistant and senior briefer, working in Albany between March and July of 2020. She had been the subject of several inappropriate inquiries from the governor, investigators found, which were corroborated by contemporaneous text messages Bennett sent. One of Bennett’s texts said “Something just happened and I can’t even type it out … GOING TO BURST INTO TEARS.” Bennett told investigators she initially believed she had a positive relationship with Cuomo, confiding in him that she wanted to work public service after experiencing sexual assault previously and having difficulty reporting it. Cuomo used much of his official recorded response to the attorney general’s report to address his conversations with Bennett, insisting that he was trying to help her process her trauma of being sexually assaulted.

Lindsey Boylan was the first person to accuse the governor of sexual harassment in December 2020.

LINDSEY BOYLAN Lindsey Boylan worked for Empire State Development starting in 2015. She transitioned into the governor’s office and became deputy secretary for economic development and special adviser to the governor in 2018. She was the first to accuse the governor of sexual harassment, and she has remained one of his most outspoken critics. Investigators found that some of her recollections of Cuomo’s comments on her appearance could be corroborated by Howard Zemsky, her former boss at Empire State Development. Investigators also concluded that the response to Boylan’s accusations constituted unlawful retaliation. They detailed a “flurry” of activity after Boylan went public, during which Executive Chamber staffers pulled her personnel file and looked for Wite-Out to redact every name but Boylan’s to leak the file to the press.

ALYSSA MCGRATH Alyssa McGrath, an executive assistant in the Executive Chamber since May 2018, accused Cuomo of sexually harassing her at work and in the Executive Mansion. Investigators corroborated these claims, saying the governor made inappropriate comments and engaged in harassing conduct during their interactions in 2019. According to the report, Cuomo regularly asked McGrath about her personal life including her marital status and divorce, stared down her blouse and commented on her necklace which was tucked inside of her shirt and asked whether she planned to “mingle” with men on an upcoming trip to Florida with Executive Assistant No. 1.

STATE ENTITY EMPLOYEE NO. 2 A doctor and former director at the state Department of Health, referred to as State Entity Employee No. 2 in the report, performed a COVID-19 nasal swab on the governor during a televised press conference on March 17, 2020. Investigators say that during a run-through before the press conference began, the governor requested she not “go so deep that (she) hit (his) brain” to which she promised she’d be “gentle but accurate.” According to the report, the governor responded with “(G)entle but accurate, (I’ve) heard that before” – a comment the doctor took to have an inappropriate sexual undertone. The doctor also testified that the governor behaved in a flirtatious manner throughout their encounter. During the live televised press conference, the governor said she made the full personal protective equipment “look good.” VIRGINIA LIMMIATIS On May 24, 2017, Virginia Limmiatis attended a conservation event in upstate New York where Cuomo gave a brief speech. When she went to shake hands with the governor after the event, he pressed two fingers on each letter of the company name that was printed on the chest area of her shirt, Limmiatis told investigators. Then, “The Governor leaned in so his cheek was touching Ms. Limmiatis’ cheek, and said something along the lines of, ‘I’m going to say I see a spider on your shoulder.’” He then “brushed his hand in the area between her shoulder and breast below her collarbone.” She told investigators she thought he knew he had done something wrong and needed “to create a cover story.”

ANA LISS Ana Liss worked in the governor’s office as an Empire State fellow from 2013 to 2015. She was relocated to work closer to the governor’s office, and she eventually concluded that she was moved there because of her appearance, to be “eye candy.” Another staffer said he had the same impression of Liss’ relocation. She recalled a pattern of inappropriate comments about her appearance and unwanted touching from the governor. The governor testified that he does not remember Liss. KAITLIN Kaitlin, whose last name is not public, was a lobbyist toward the end of 2016 when she met the governor at a fundraiser. While introducing herself, investigators said the governor “pulled her by her hand and held her in a dance pose that was captured in photographs.” Nine days later, she received a voicemail inviting her to interview with the Executive Chamber. Kaitlin felt at the time that the offer was made “because of what (she) looked like.” After she accepted the position, Kaitlin said Cuomo made numerous comments about her appearance and that she was in several uncomfortable situations alone with him at the office. She was transferred to another state agency after about a year of working in the Executive Chamber because she felt “(the Governor’s) inner circle did not like her,” according to the report. STATE ENTITY EMPLOYEE NO. 1 State Entity Employee No. 1 is an employee of a state-affiliated agency who made allegations of Cuomo’s inappropriate conduct. According to investigators, the governor touched her butt in an unwelcome manner during a work event in 2019 while the two were taking a photograph together. When she attempted to immediately tell her supervisor, who was also present in the photo, about the touching, the report says her supervisor did not respond. Investigators said the state entity employee has not interacted with Cuomo since.

ANNA RUCH On Sept. 14, 2019, Anna Ruch attended the wedding of Cuomo’s then-senior aide Gareth Rhodes, as she was a close friend of the bride. She met the governor for the first time that day, and after quickly shaking hands, he touched her back where there was a cutout in her dress. as James, Adams and Williams – thanks in part to Black voters, many of them in Brooklyn, who are considered to be the most loyal cohort in the Democratic Party. However sheer numbers alone don’t explain Brooklyn politicians’ power. “Brooklyn, it is diverse in the way the Democratic Party is diverse,” Lander told City & State. “It has a broad set of communities that are genuinely different from each other.” Brooklyn is racially diverse, with significant white, Black, Hispanic and Asian populations and religiously diverse with major Jewish, Muslim and Christian populaitions. There’s also a variety of housing, from glass towers to brownstones to single-family homes with yards. Of the other boroughs, only Queens could make a claim to that level of diversity, but the way Brooklynites see it, if you can make it in Brooklyn politics, you might know how to appeal to a citywide, or even nationwide audience. “(Brooklyn) is genuinely reflective both of New York City as a whole and also, in some interesting ways, the Democratic Party, nationally,” Lander said. But Brooklyn has always been big. It surpassed Manhattan sometime in the 1920s to become the biggest borough, and has never relinquished that title. And it has been diverse for a very long time. One thing that has changed more recently is the rise of progressive politics. Brooklynites like Lander, Williams and de Blasio ran to the left in their respective races and won. “People have recently viewed Queens as the hotbed for progressive politics in New York City, but Brooklyn progressives have been leading the way across the world,” said Rep. Nydia Velázquez, who lives in Brooklyn, and represents a district including parts of Brooklyn, Manhattan and Queens. Rep. Alexandria Ocasio-Cortez may not live in Brooklyn, but Velázquez has a point. Both of New York’s democratic socialist state senators represent Brooklyn, as do three of the four socialists in the Assembly. The borough is the home of the Working Families Party, which championed James, Williams, Lander and de Blasio, among others. In Congress, Velázquez and Rep. Yvette Clarke are among the most left-leaning members, and Brooklyn District Attorney Eric Gonzalez has established himself in the national wave of “progressive prosecutors.” This shift to the left has happened citywide and statewide, where New Yorkers have demanded progressive policies like marijuana legalization and rent reforms to benefit tenants. New Yorkers, more than ever, are looking to elect progressive candidates – and these progressive candidates are often from Brooklyn. That factor in Brooklyn’s rise wouldn’t seem to apply to Adams. He ran on a more moderate platform than more progressive mayoral candidates like Maya Wiley or

But even if he was on the wrong side of the culture war, Velázquez gave him credit for some of his campaign rhetoric. “I just want to point out that Eric Adams, in so many ways, talked about uplifting communities who didn’t have a voice and tackling inequality in the city,” she said. In fact, Adams’ cultural distance from the presumed moneyed elite of Manhattan was part of his pitch to voters. “I have said I was the outer borough candidate,” Adams said to a virtual gathering of Queens Democratic district leaders in July. “I had an outer borough message and we won all of the outer boroughs.” Sure enough, Adams won every other borough in the primary, except Manhattan – which was won by lifelong Brooklynite Kathryn Garcia. Adams’ blue-collar theme was right for this moment, when populist, anti-elite sentiment is popular in politics. It may not be a coincidence that Shaun Donovan, who was raised in Manhattan, and Ray McGuire, who lives in Manhattan,

finished last among the leading candidates in the mayoral primary – they were likely the wealthiest in the bunch, and presented as elite insiders. The way Adams frames it, “Manhattan” is shorthand for the whims of its whitest and wealthiest residents. While “Brooklyn” still holds on to its chip-on-theshoulder, outsider, diverse identity. Adams was born in Brooklyn and raised primarily in Queens, but when the ambitious young police officer with political aspirations wanted to settle down and buy a home in the early 1990s, he chose Brooklyn. Lander is from Missouri, and came to New York when his wife started at NYU Law in Manhattan. But he got a community development job in Park Slope, fell in love with the neighborhood and has stayed for three decades. De Blasio is from Massachusetts, and attended both undergrad and graduate school in Manhattan. But he also chose Park Slope to settle down in the 1990s. It isn’t hard to imagine an alternate history where these three chose condos in Manhattan instead. Or where Brooklyn natives Williams, James and Schumer moved away once they had the means. But they all picked Brooklyn, and its affordability – relative to Manhattan, at least – made it more likely they’d stay in one place and grow the kind

Manhattan is still a landing spot for wide-eyed transplants with a bright political future – think City Council Speaker Corey Johnson, who grew up in Massachusetts. But for decades, Brooklyn has been the strongest magnet. Northern Brooklyn’s development boom and the accompanying economic and cultural renaissance hasn’t just been a good thing for landlords and coffee snobs – Velázquez argues it’s been good for the borough’s political culture. “It’s a big chunk of young people that have brought in energy – they support minority candidates. They work hard,” she said. “They have a diploma in one hand, they have student debt in the other hand. And they too see that they have to be more active and more engaged.” Velázquez said she isn’t just talking about gentrifiers, or people living in wealthier communities, but that people of all income and class levels have been demanding more accountability from elected officials, and keeping a higher standard. “I see how public housing residents have been organizing. And you never saw this type of or-

ganizing before in public housing,” she said. “They know this is their chance to get the attention they deserve and to use their political muscle to put pressure on elected officials to bring the resources that are needed.” Brooklynites’ hold on power will be a good thing for all the borough residents that Adams is likely to bring into his expected administration. And it could be a real financial windfall for folks like Adams’ lawyer, Frank Carone, who, as Politico New York reported, has built a “Manhattan-style law firm in Brooklyn.” But this power hoarding could have its drawbacks for other ambitious politicians. One of the biggest knocks against Jeffries’ potential House speaker candidacy is that he lives less than a mile away from Schumer, the Senate majority leader. And if Manhattanites are feeling a little salty about Brooklynites getting all the top jobs, imagine how Democrats in Illinois feel. It could also be an issue for Brannan, a Bay Ridge Democrat gunning for the pseudo-citywide position of City Council speaker. “Don’t be surprised if the council speaker comes out from Brooklyn,” Bichotte Hermelyn, a Brannan ally,

told City & State. “I’m just saying. Nothing is impossible.” But it would be surprising. The last four City Council speakers have represented Manhattan, the result of a sort of de facto detente among the outer borough Democratic parties. Brannan is leaning into his outer borough boosterism, telling City & State that “a win for Brooklyn is a win for everyone who has been left behind or feels invisible in the halls of power,” and that “we’re all done fighting over crumbs just because we may live far from City Hall.” But not even all the Brooklyites are on board. Velázquez, for example, is more interested in gender equity than home borough dominance, and said a woman needs to be speaker – likely Manhattanite Council Member Carlina Rivera. “I am leaning that way,” Velázquez said. The speaker race and its borough-based considerations is a bit of a relic of an earlier political age, when county party organizations had more of a say over who was running for office, and who was winning, explained Louis Cholden-Brown, an amateur historian of New York politics and an aide to the City Council speaker. The reason why a “trifecta” of citywide positions has never happened before is “because they would intentionally not do it,” instead creating geographically diverse slates. Cholden-Brown doesn’t just think this is the first time that Brooklynites will hold all three citywide elected positions at once – he thinks it may be the first time since the modern city formed in 1898 that residents of the same borough have ever held all three jobs, Manhattan included. Now, county Democratic parties have been weakened, and noted Manhattan boosters like Manhattan Borough President Gale Brewer have to begrudgingly accept the coming influx of Brooklynites crossing the bridge and entering the government buildings in lower Manhattan. “I guess I’m open to doing something about getting downtown office workers back,” she said, “even if it means welcoming people from Brooklyn.”

HEN THE BROOKLYN BRIDGE officially opened on May 24, 1883, Brooklyn Mayor Seth Low was there for the ceremony. And when the Williamsburg Bridge officially opened on Dec. 19, 1903, Low, now mayor of New York City, led the parade. Who better to christen a bridge connecting Manhattan and Brooklyn? Just four years after the modern city consolidated in 1898, Manhattan and the boroughs around it had elected Low, a mayor from Brooklyn. But opening the Williamsburg Bridge was just about the last thing Low did as mayor. He had lost in his 1903 reelection bid to George McClellan, a Manhattanite. Brooklyn would again be governed by somebody from across the East River – an indignity that would be repeated again and again for the next 12 decades. So Giando on the Water, a Williamsburg space with sweeping views of both bridges, was a fitting venue for state Attorney General Letitia James as she spoke at a Brooklyn Democratic Party victory event last month on the waterfront. The recent wins in the citywide Democratic primaries weren’t “just a blue victory, but a Brooklyn victory. Every citywide office in this city is led by somebody from?” The crowd of politicos, who’d come from around the city, shouted back: “Brooklyn!” Indeed, if Democratic mayoral nominee Eric Adams, comptroller nominee Brad Lander and Public Advocate Jumaane Williams win their elections in November, as they are all heavily favored to in this Democratic city, then all three citywide elected positions will be held by Brooklynites for the first time in history. But it’s more than a Brooklyn trifecta – it’s a Brooklyn bonanza. James, a statewide elected official, is from Brooklyn. So is U.S. Senate Majority Leader Chuck Schumer and the current New York City mayor, Bill de Blasio. And the power may only grow. City Council Member Justin Brannan is a serious contender to be the next City Council speaker. Rep. Hakeem Jeffries, a lifelong Brooklynite, is widely considered to be a leading candidate to be the next speaker of the House, and both Williams and James are known to be at least considering a run for governor. In a city long dominated by Manhattanites, Brooklynites’ political power has grown – and it’s more than just coincidence. Brooklyn is the largest borough, the center of progressive politics, and diverse in race, culture and even housing. It’s the borough with the most Black people and – for decades now – has seemed to usurp Manhattan as the somewhat affordable home for ambitious young people moving from other countries, other states and even other boroughs. And while the Notorious B.I.G. claimed that spreading love is the Brooklyn way, lately its leaders are throwing a lot of shade. “This is not going to be my hangout spot,” Adams said at his Aug. 2 general election kickoff rally in Manhattan, outside of City Hall. “We have centralized our power to one location. This is not a Manhattan-only city. This is an outer-borough city.” But to Rodneyse Bichotte Hermelyn, who leads the Brooklyn Democratic Party, the change has already been made. “Brooklyn is not seen as the outer borough,” she said. “New York City is more the outer borough now.” In some ways, that’s been true for a while. Brooklyn is the borough with the most people, 2.6 million, by 2019 census estimates. It also has more active, registered Democrats than any county in the state, with 1.1 million. Queens is second, with 807,000. Brooklyn’s Democrats make up 32% of the party rolls in the city, and even then, the borough punches slightly above its weight in city elections – in the 2017 Democratic primary, 35% of the total votes came from Brooklyn. With Democrats’ overwhelming enrollment advantage over Republicans, the primaries have been the only races that mattered in electing citywide and statewide candidates, so candidates from Brooklyn have an undeniable home borough boost. Brooklyn also has the largest Black population in the city. So Black candidates are more likely to come from Brooklyn, and Black candidates are now getting elected more than ever in New York – such

It could also be an issue for Brannan, a Bay Ridge Democrat gunning for the pseudo-citywide position of City Council speaker. “Don’t be surprised if the council speaker comes out from Brooklyn,” Bichotte Hermelyn, a Brannan ally,

told City & State. “I’m just saying. Nothing is impossible.” But it would be surprising. The last four City Council speakers have represented Manhattan, the result of a sort of de facto detente among the outer borough Democratic parties. Brannan is leaning into his outer borough boosterism, telling City & State that “a win for Brooklyn is a win for everyone who has been left behind or feels invisible in the halls of power,” and that “we’re all done fighting over crumbs just because we may live far from City Hall.” But not even all the Brooklyites are on board. Velázquez, for example, is more interested in gender equity than home borough dominance, and said a woman needs to be speaker – likely Manhattanite Council Member Carlina Rivera. “I am leaning that way,” Velázquez said. The speaker race and its borough-based considerations is a bit of a relic of an earlier political age, when county party organizations had more of a say over who was running for office, and who was winning, explained Louis Cholden-Brown, an amateur historian of New York politics and an aide to the City Council speaker. The reason why a “trifecta” of citywide positions has never happened before is “because they would intentionally not do it,” instead creating geographically diverse slates. Cholden-Brown doesn’t just think this is the first time that Brooklynites will hold all three citywide elected positions at once – he thinks it may be the first time since the modern city formed in 1898 that residents of the same borough have ever held all three jobs, Manhattan included. Now, county Democratic parties have been weakened, and noted Manhattan boosters like Manhattan Borough President Gale Brewer have to begrudgingly accept the coming influx of Brooklynites crossing the bridge and entering the government buildings in lower Manhattan. “I guess I’m open to doing something about getting downtown office workers back,” she said, “even if it means welcoming people from Brooklyn.”

A progressive, Afro-Latino borough president is coming to Brooklyn.

T’S EARLY IN the afternoon. Too early to catch the group of mostly retired older men begin their dominoes tournament in the back of a Williamsburg bodega, according to Democratic Brooklyn borough president nominee Antonio Reynoso, who is translating for the Spanish-speaking owners. Before coming to the convenience store, Reynoso told me that these private and illegal games – even though players are typically only betting for bottles of beer – are among his favorite things about the neighborhood where he grew up. Why? Because they’re a part of the rich tapestry of the south side of Williamsburg that few people get to see, other than those enmeshed in the community. “We have things in this community that people would see as a negative thing, but I don’t see it that way,” Reynoso said, adding that these games have an important cultural significance for the people who play them, many of whom come from the Dominican Republic. However, you don’t need Reynoso to show you an underground dominoes game to understand how connected he is to his neighborhood. Walking down just one block, Reynoso is recognized several times by his constituents who stop him to say, “Hi,” and touch base with the man they call “Anthony.” Many of the people in Reynoso’s neighborhood feel like family to him, in part because they’ve known him since he was a kid. Reynoso still lives in the south side of Williamsburg, not to be confused with south Williamsburg (a hyperspecific distinction often made by “south side” locals, such as Reynoso), which he has been representing for the past eight years, along with Bushwick and Ridgewood, as a council member from District 34. Come November, when it’s presumed he’ll be elected as the next Brooklyn borough president, he’ll be responsible for the

they do not technically have the final say in these decisions, Reynoso introduced a bill in 2014 to reconfigure the selection process for the boards. The legislation was aimed at eradicating nepotistic appointments, which Reynoso’s team felt was causing dysfunction within these boards. “What happens here is that bike lanes literally get delayed for years over community board opposition, and the (Department of Transportation) puts aside safety for anecdotes and personal experiences that people have on community boards. So that’s my concern,” Reynoso told the Brooklyn Daily Eagle in 2019. As borough president, Reynoso will have some control over the community board selection process and can appoint up to half of the members in the borough, which may allow him to enable the changes he has been hoping to see in the boards.

EYNOSO DEFEATED HIS two main competitors in the Democratic primary race for Brooklyn borough president: Council Member Robert Cornegy Jr. and Assembly Member Jo Anne Simon. In the final round of ranked-choice voting, Reynoso won with 55.3% to Simon’s 44.7%, securing the neighborhoods of Sunset Park, Park Slope, Prospect Heights, Clinton Hill, Windsor Terrace, Kensington, Bushwick, Williamsburg and Greenpoint, according to Data Mapper. Reynoso, who said he wanted to be a “boombox for progressive values” upon announcing his candidacy for borough president in 2019, was unsurprisingly the favorite to win among progressives. He ran on a campaign aimed at creating more community-based health care, tenant protections and affordable housing, expanding transportation alternatives, as well as police reform and decarceration, which mirrored the work he had already done on the City Council. However, what really helped push him across the finish line, according to Camille Rivera, a partner at the political consulting firm New Deal Strategies, was the progressive coalition he built. “He was out there very early (in his campaign), meeting with his community, endorsing candidates that met the needs of the community,” Rivera told City & State. “And I think that was something that many folks weren’t able to do, the way he did.”

Reynoso received an overwhelming amount of support from fellow progressives, such as U.S. Sen. Bernie Sanders, state Sens. Jessica Ramos and Julia Salazar, and Assembly Member Marcela Mitaynes. Reynoso also had 2,118 individual donors, more than any other candidate. “He is respected by the progressive movement but he’s also respected by his colleagues across the spectrum,” Rep. Ritchie Torres, a friend and former council member, told City & State. “As a serious legislator with both personal and professional integrity, he committed himself to a cause for the long haul, from the moment he entered office, he spent years doggedly fighting for a fundamental restructuring of the commercial hauling industry, which has long been a leading source of environmental racism. And I saw firsthand, we never gave up or gave in.” Reynoso was also backed and endorsed by groups such as Make the Road (who worked with him on the Bushwick Community Plan), New York Communities for Change, VOCAL- NY, the New York State Working Families Party and New Kings Democrats. Tony Melone, communications director for New Kings Democrats, told City & State: “We’ve endorsed him for practically every election he’s run here in Brooklyn because he’s always been a supporter of our goals for reforming the (Democratic) Party here in Brooklyn, in getting out of machine politics and putting power back in the hands of the people of Brooklyn.”

EYNOSO IS SET to make history, should he win in November as expected and become Brooklyn’s first Latino borough president. “This is a Latino elected as the borough president of Brooklyn. That’s huge – and an Afro-Latino,” Rivera said. “Antonio has emerged as a central Latino leader in the city of New York,” Torres said. “He is set to represent more people than any other Latino elected in the city, he’s about to be the chief executive of Brooklyn.” It’s Reynoso’s hope that he’ll be able to embody the cheerleader energy of former Brooklyn Borough President Marty Markowitz, while still making impactful changes on the borough. “He’s got serious policy chops a la Scott Stringer, Gale Brewer and Eric (Adams). So I feel like he has the potential to be a really strong borough presi-

dent that combines the best of the borough advocate role with figuring out ways to be impactful on a policy level,” Lapidus said. Reynoso said he wants the borough residents to tell him what they want, once he steps into his new role. “I don’t want to go in there with all the ideas and execute them and have them not necessarily be what the people need or want,” he said. However, Reynoso said he does have one big goal going into the office and that’s to lower the Black maternal mortality rate in Brooklyn, which was the highest in the city according to a study published by the city Department of Health and Mental Hygiene in 2016. “I want Brooklyn to be the safest place in the city to have a baby. Period,” Reynoso said. He plans to use all of the funding accessible to him within his first year in office (5% of the city’s “annual discretionary capital budget each year”) to provide each of the borough’s public hospitals with “stateof-the-art” birthing centers for delivery and postpartum care. This is all a part of Reynoso’s goal of tackling the biggest inequities in the borough. “I’m going to address one topic, address one issue at a time. I’m not spreading the love and spending money on a bunch of different things.” Despite his progressive goals, Reynoso has concerns that some people will be dubious of his willingness to work with the presumed next mayor of New York City, current Brooklyn Borough President Eric Adams, whose views tend to be much more moderate. After winning the primary, Reynoso accepted Adams’ invitation to celebrate all of the Democratic winners in the city, where Adams urged unity moving forward. “I’m a coalition builder, by nature,” Reynoso said. “I just want to do right by the community and I want to help them. And my nervousness (about becoming borough president) comes from me wanting to do that and wanting to be a partner in this work and it not working out and then being held accountable for even trying to build that (coalition with other Democrats).” Reynoso is excited for what the future holds. As is his mentor, Carl Thomas, who has no doubt Reynoso will continue making strides. He said, “I think he’ll go as high as he can go. I think he’s got the determination, he’s certainly got the personality to appeal to people. And I’m very, very proud of Antonio.”

Chuck Schumer took a day to unwind. On Memorial Day, he was found crashing a Brooklyn barbecue on his signature Bianchi bike. It was a short-lived reprieve. Schumer told lawmakers that they would work through August to pass a

James had already bruised Cuomo’s COVID-19 management legacy with her nursing home review that found that his administration undercounted virus deaths. Party boss Rodneyse Bichotte Hermelyn will face significant headwinds after progressives claimed dozens of New York City Council seats. She couldn’t get Council Member Robert Cornegy into Borough Hall or Civil Court Judge Dweynie Paul into Surrogate Court. In addition, an ugly tiff with the Brooklyn Young Democrats spilled into the public in March. Bichotte Hermelyn is currently helping to smooth ties with Haiti after the assassination of the island nation’s president.

10 YVETTE CLARKE MEMBER OF CONGRESS Rep. Yvette Clarke has become an expert in the darkest corners of the internet, having helmed a congressional subcommittee on cybersecurity. She recently reintroduced legislation to ban facial recognition technology in federally funded public housing buildings. In addition, she pushed for more funding to build resilience into the software supply chain and urged the Federal Communications Commission to audit media companies over diversity. Clarke also demanded the Federal Emergency Management Agency reimburse city hospitals $864 million in emergency spending during the coronavirus pandemic after more than a year of delays.

11 BRAD LANDER NEW YORK CITY COUNCIL MEMBER Progressives tallied their biggest victory of the night when New York City Council Member Brad Lander edged out several veteran Democratic lawmakers including Council Speaker Corey Johnson in the primary for city comptroller. Lander lacked support from major labor unions that chose Johnson, but got a boost with

18 REGINA MYER PRESIDENT DOWNTOWN BROOKLYN PARTNERSHIP Brooklyn’s businesses were devastated by the coronavirus pandemic, with 80% reporting revenue loss and 85% forced to lay off workers. That pain was especially strong in Downtown Brooklyn, where courts and offices closed for months. Now, Regina Myer is cheering Brooklyn’s “turbo-recovery mode,” exemplified by the opening of the borough’s tallest office tower and the extension of outdoor dining for another year. Myer also played a role in supporting Fulton Street’s newest crown jewel, the Gage & Tollner restaurant which reopened in April.

Ingrid Lewis-Martin is poised to possibly become the most influential political adviser in City Hall next year. The longtime aide to Brooklyn Borough President Eric Adams has known him for decades. Her husband served as Adams’ partner in the New York City Police Department, and she has served as his chief of staff since Adams’ days in the state Senate. Lewis-Martin refers to herself as his “sister ordained by God,” so it’s no surprise that she accompanied Adams in his recent White House visit to meet President Joe Biden.

Yet, with months to go before Adams likely becomes mayor, Scissura is warily eyeing the continued slow growth of construction jobs, which could hamper the city’s recovery. 24 PRESIDENT AND CEO BROOKLYN NAVY YARD The COVID-19 pandemic battered many commercial districts, but the Brooklyn Navy Yard withstood the assault by retaining most of its tenants and even adding new ones. That’s because of David Ehrenberg’s initiatives which include offering tenants job training in computerized manufacturing and holding a virtual holiday market. Ehrenberg hasn’t delayed the Brooklyn Navy Yard’s expansion plans either, which could add 10,000 jobs. The latest project was the June opening of Building 303, which offers nine floors of parking as well as spaces for manufacturing and events.

25 LINDA JOHNSON PRESIDENT AND CEO BROOKLYN PUBLIC LIBRARY The temporary closure of the Brooklyn Public Library due to COVID-19 was wrenching for the borough, but Linda

Johnson began reimagining how the system could serve its community with graband-go service last summer. So it was with much fanfare that the institution reopened its Central Library in May, featuring a new business center and welcome center honoring former librarian Rep. Major Owens who passed away in 2013. The last crop of branches welcomed back the public by early July, including East Flatbush’s Rugby branch which had been closed for four years.

26 DOUG STEINER CHAIR STEINER STUDIOS New Yorkers may be watching more movies from home, but you can’t shoot “SpiderMan: No Way Home” in your apartment. That’s why Doug Steiner’s eponymous company

is building a 500,000-squarefoot film production hub with eight soundstages in Sunset Park by 2024 and is expanding his 30-stage footprint in the Brooklyn Navy Yard. Producers on Steiner’s lot adopted rigorous COVID-19 testing before it became de rigueur, helping the private sector rapidly test its workers. Steiner has also been marketing 80,000 square feet of commercial space around Wegmans supermarket in the Brooklyn Navy Yard.

in Albany. Kavanagh was hand-picked by the party machine to replace Daniel Squadron in 2017 after serving in the Assembly since his first election in 2006. He now chairs the state Senate Committee on Housing, Construction and Community Development, a post in which he helped pass the 2019 legislation strengthening tenant protections. State Sen. Roxanne Persaud won her Southeast Brooklyn seat with the backing of the Brooklyn Democratic Party as well, moving up from the Assembly in 2015. As chair of the Committee on Social Services, Persaud oversees legislation dealing with nonprofit organizations. State Sen. Kevin Parker, who has been representing his Brooklyn constituents for nearly two decades, was initially considered

to be among the front-runners in this year’s Democratic primary for New York City comptroller, but ended up finishing fourth. Parker has chaired the Energy and Telecommunications Committee since Democrats took control of the state Senate in 2019 and has pushed for protections for utility customers and investment in solar power. A few years ago, state Sen. Simcha Felder was a pivotal player, wooed by both Republicans and Democrats when the chamber was narrowly divided. When Democrats seized a majority, he was initially sidelined – but he has since focused on other issues, such as bike and scooter safety and coronavirus restrictions in the Orthodox Jewish communities he represents. – Jon Lentz

YOUNGER GENERATION of state senators is ascending in Brooklyn, but the borough has a few savvy veterans in the state Legislature. Among the most proactive and highprofile members in the younger crowd is state Sen. Zellnor Myrie. He was one of a number of 2018 challengers to knock out former members of the Independent Democratic Conference, a breakaway group that had disbanded after coming under attack for partnering with and propping up Republicans in the state Senate. Myrie, who represents parts of Brownsville and Crown Heights, also came into office as part of the class of lawmakers who secured a long-sought Democratic majority in the state Senate. Now, as chair of the Elections Committee, he has pushed for voting reforms and has scrutinized the New York City Board of Elections, including its egregious error of initially miscalculating ranked-choice voting results in New York City this year. He also played an important role in the passage of new tenant protections and criminal justice reforms since taking office in 2019. State Sen. Andrew Gounardes was first elected in 2018 as well, defeating Marty Golden, then the borough’s last remaining Republican in the legislative body. Gounardes went on to replace Golden as chair of the Committee on Civil Service and Pensions, offering a chance to cultivate ties with influential public sector unions. He has recently taken up the fight against Big Tech, teaming up with Brooklyn Borough President Eric Adams to draft legislation on protecting user data. Among the longer-serving state senators, state Sen. Brian Kavanagh stands out as one of a growing number of progressives

He added Dr. Scott Chudnoff to its famed obstetrics and gynecology department and Dr. Anthony Kalloo to lead its department of medicine. Gibbs also secured naming rights for the Brooklyn Cyclones’ ballpark to boost Maimonides’ reputation.

41 LARAY BROWN CEO ONE BROOKLYN HEALTH SYSTEM LaRay Brown is used to making tough decisions. As the head of three hospitals and 12 ambulatory care centers in Central Brooklyn, she is responsible for integrating disparate health systems and managing a $664 million capital program. That includes the elimination of 200 beds at Kingsbrook Jewish Medical Center. Activists have demonstrated against the partial closure of the East Flatbush hospital, but Brown has countered that much of that care is delivered on an outpatient basis these days.

SSEMBLY MEMBER Helene Weinstein chairs the Assembly Ways and Means Committee, which plays a key role in the state budget process, holding hearings each year on the major spending areas. Weinstein has been in office since 1980, making her the longest-serving woman ever in the Assembly. She also used to chair the Judiciary Committee, giving her deep insights into the committee that’s handling the looming impeachment proceedings against Gov. Andrew Cuomo. Assembly Member Diana Richardson, who has been in office since 2015, has become a force in Crown Heights and Prospect Lefferts Gardens and beyond. In a lawsuit against the NYPD, state Sen. Zellnor Myrie and Richardson alleged they were beaten and pepper-sprayed during a Black Lives Matter protest last summer. She also met recently with Gov. Andrew Cuomo and Brooklyn Borough President Eric Adams – likely the city’s next mayor – about efforts to curtail gun violence. Assembly Member Latrice Walker won her seat in 2014, capitalizing on her experience as an aide to Rep. Yvette Clarke and connections to then-Public Advocate Letitia James to take the seat of the disgraced lawmaker William Boyland Jr. The Brownsville politician chairs the Committee on Election Law, recently passing legislation requiring special elections for open legislative seats within 40 to 50 days of a vacancy. Assembly Member Simcha Eichenstein, who first took office in 2019, joined other lawmakers in pushing backing against the state’s COVID-19 shutdowns in Brooklyn’s Hasidic Jewish community last year. Assembly Member Jo Anne Simon was one of several state lawmakers who campaigned for another office in New York City. Yet while she finished a strong second in her bid to be the next Brooklyn borough president, the Boerum Hill lawmaker ultimately fell short. For the past three years, Robert Guimento has shepherded the 400,000-square-foot facility – which includes 12 operating rooms and six procedure rooms – toward the finish line despite community opposition to the expansion. Guimento also added key personnel, welcoming Dr. Manish Parikh as its cardiology chief and Dr. Rohan Ramakrishna as chief of neurological surgery.

MAKE THE ROAD NEW YORK Make the Road New York, now led by the triumvirate of Jose Lopez, Arlenis Morel and Theo Oshiro, has won significant protections for immigrants, including $2.1 billion of COVID-19 relief from the state in unemployment benefits. However, the fight for immigration rights remains ongoing. The advocacy group castigated a federal ruling that blocks new DACA applications and led a rally in July with immigrant essential workers demanding a pathway for citizenship. The group also called on the Cuomo administration to make it

The crown jewel of the borough’s park system has proven to be invaluable to residents who have found refuge among its grounds throughout the coronavirus pandemic. That led Prospect Park Alliance President Susan Donoghue to launch a new initiative in May to manage the park’s upkeep and trash collection after last summer’s wear and tear. There’s been no shortage of volunteers to help weed and plant bulbs after budget cuts reduced the city’s workforce. Fortunately, Donoghue’s plans to spruce up the Concert Grove Pavilion and Lefferts Historic House have remained on track.

A public school teacher from Flatbush, Rita Joseph defeated 10 other candidates vying to represent District 40 encompassing much of Central Brooklyn. The Haitian American candidate has contrasted herself with term-limited Council Member Mathieu Eugene, and has pledged to provide better constituent services and more progressive priorities. After two previous unsuccessful campaigns, Ari Kagan finally emerged victorious in this year’s Democratic primary for District 47, which includes Bensonhurst, Coney Island, Gravesend and Sea Gate. The aide to City Council Member Mark Treyger now faces a Republican opponent who has espoused QAnon conspiracy theories.

Darlene Mealy represented the Council District 41 between 2006 and 2017 – and is now returning to her old seat. She won a surprising upset over City Council Member Alicka Ampry-Samuel, despite Mealy’s reputation as an absent and ineffective lawmaker when she was in office and Ampry-Samuel’s reelection support from powerful elected officials. Carpenter and organizer Sandy Nurse managed to defeat recently elected City Council Member Darma Diaz, running to her left with support from Rep. Nydia Velazquez, state Sen. EW YORK CITY candidates and former elected officials made a major push to elect more women to the City Council. And that effort found success in Brooklyn. Alexa Avilés was one of two candidates backed by the Democratic Socialists of America to emerge victorious in the Democratic primaries. The community organizer is set to represent the neighborhoods of Red Hook, Sunset Park and Greenwood Heights. After serving as City Council Member Antonio Reynoso’s chief of staff, Jennifer Gutiérrez is ready to take over his seat. Backed by several unions such as the United Federation of Teachers and several local AFL-CIO and SEIU chapters, the candidate touted her governmental experience on the campaign trail. And she’s not the only City Council staffer taking over their boss’s seat. Shahana Hanif is expected to replace City Council Member Brad Lander, who won the Democratic primary for city comptroller. She will likely be the first Muslim woman elected to the City Council and is one of several Democratic candidates expanding South Asian representation in the body. Crystal Hudson will likely also make history as the first openly LGBTQ Black woman entering the CIty Council, along with candidate Kristin Richardson Jordan. Having worked for the incumbent she’s replacing, City Council Member Laurie Cumbo, and Public Advocate Jumaane Williams, she emphasized the importance of affordable housing, education and criminal justice reform in her campaign. Another history-making candidate, Mercedes Narcisse, will be the first person of color to represent District 46, covering southeastern Brooklyn neighborhoods. And at 23 years old, activist Chi Ossé is the youngest person to ever have run in Council District 36 and will likely be the youngest person in the next council next year.

Edwards previously worked in the New York City Department of Education and for thenPublic Advocate Bill de Blasio. However, the labor leader isn’t moving into Borough Hall after her husband, Khari Edwards, lost the Brooklyn borough president primary.

1199SEIU New York City’s health care workers union has a reputation for pulling progressive candidates across the finish line, including bolstering then-Public Advocate Bill de Blasio in 2013 for mayor. That wasn’t the case when Gabby Seay’s union backed mayoral candidates Maya Wiley and Corey Johnson in their races. However, 1199SEIU did help the Bronx’s Vanessa Gibson and Staten Island’s Mark Murphy win Democratic borough president primaries. Now that primary season is over, Seay is helping to answer

Michelle Crentsil joined the New York State Nurses Association days before the coronavirus pandemic upended the state’s economy and flooded hospitals with patients. New York’s health care workers performed heroically while Crentsil’s union finally got safe staffing law passed, mandating staffing committees for hospitals and nursing homes. Now the nursing union, which recently elected Maimonides nurse Nancy Hagans as its president, is opposing vaccine mandates and testing requirements, expressing concern that the efforts could backfire.

62 JOVIA RADIX VICE PRESIDENT, LEGISLATION KASIRER Attorney and Cuomo administration alumnus Jovia Radix hit the campaign trail two years ago to seek Jumaane Williams’ old New York City Council seat in East Flatbush, but has been back in action since then with Kasirer, the city’s top lobbying firm. Now, Jovia Radix is working on monitoring City Council legislation and initiatives. She also served as treasurer of the Brooklyn Women’s Bar Association and sits on the board of the Caribbean American Lawyers Association, which formed last July.

63 ELIZABETH YEAMPIERRE EXECUTIVE DIRECTOR UPROSE UPROSE Executive Director Elizabeth Yeampierre met with U.S. Energy Secretary Jennifer Granholm in June to discuss how federal agencies could encourage local renewable energy efforts like wind power and other green energy businesses in Sunset Park. For now, she’s more concerned with the city’s leadership and hopes the next administration approaches climate change with “humility.” Yeampierre has already gotten the New York State Energy Research and Development Authority and a private energy manufacturer to upgrade the Brooklyn Army Terminal into a wind turbine manufacturing hub by 2025, adding 1,200 jobs to the borough’s economy.

64 DAVID NIEDERMAN PRESIDENT AND EXECUTIVE DIRECTOR UNITED JEWISH ORGANIZATIONS OF WILLIAMSBURG AND NORTH BROOKLYN Rabbi David Niederman is one of the few political leaders in Brooklyn who can reliably deliver thousands of votes and often backs establishment candidates. So it was surprising to see him endorse candidates Andrew Yang first and Eric Adams second in the Democratic mayoral primary (perhaps Adams’ opposition to the Broadway Triangle project had something to do with it). However, if Niederman’s Satmar bloc indeed marked Adams second in ranked-choice voting, they likely helped the

primary like an apex predator. The former New York City Council Member is certainly comfortable with an Eric Adams administration, having lobbied the Brooklyn borough president’s office on behalf of Two Trees and other developer clients. However, in a city where the office vacancy rate has soared past 16% (it’s a bit lower in Brooklyn), Fisher remains concerned about the future of commercial real estate values.

Hu briefly launched a campaign for New York City Council in 2020, but scrapped it to focus on her mutual aid organization. She also managed Dianne Morales’

In addition, the school is revamping its academic programs, adding four masters of science degrees, and hired its first chief diversity, equity and inclusion officer who is starting July 1.

TORIAN EASTERLING FIRST DEPUTY COMMISSIONER AND CHIEF EQUITY OFFICER NEW YORK CITY DEPARTMENT OF HEALTH AND MENTAL HYGIENE Dr. Torian Easterling, one of the city’s top health officials, got vaccinated in February to encourage communities of color to protect themselves despite some skepticism. His efforts to inoculate the public, including a $9 million engagement campaign, helped the state hit its 70% benchmark in June and pave the way for the city’s ticker tape parade for essential workers. Unfortunately, COVID-19’s delta variant is reaching unvaccinated New Yorkers, presenting another challenge for City Hall.

CO-FOUNDERS HIGHER HEIGHTS FOR AMERICA PAC Kimberly Peeler-Allen and Glynda Carr have a strategic mission of elevating more Black women into elected office through the 2030 cycle, which includes training candidates for Senate, governor and president. That doesn’t preclude supporting other political hopefuls or causes. Peeler-Allen, a visiting practitioner at Rutgers’ Center for American Women and Politics, helped run a super PAC for Ray McGuire’s unsuccessful mayoral campaign. She also helped former New York City Mayor Mike Bloomberg with his presidential bid. Carr, who’s the president and CEO of Higher Heights, visited the White House in July for a meeting about protecting voting rights, which are under attack in multiple states.

Patricia Ramsey became the first woman to lead Medgar Evers College when the CUNY Board of Trustees named her the Crown Heights institution’s sixth president in March. A botanist and biologist by training, Ramsey has been navigating a school in turmoil after Rudy Crew abruptly left during the winter following calls from students and faculty to resign. So far she has sought to improve the school’s graduation rate and expand its health equity and environmental justice disciplines.

Democratic district leaders are the unpaid ward bosses of New York City politics, a position that sometimes leads to greater visibility and higher office. LGBTQ district leaders Jesse Pierce, Julio Peña III and Samy Nemir-Olivares are making history now that the Brooklyn Democratic Party changed a rule in December allowing nonbinary and transgender candidates to run for county committee seats. The trio unseated incumbents by healthy margins, and Nemir-Olivares even won a Williamsburg office once occupied by the late Assembly Member Vito Lopez.

Editor Michael Kevin Williams has ensured the paper covers international affairs and the activities of Brooklyn officials with Caribbean roots in equal measure. The community activist and son of former Assembly Member Annette Robinson has embarked on a tireless campaign supporting victims of gun violence and rooting out systemic racism. Those efforts intensified last summer when the Rev. Taharka Robinson held a vigil for a 1-year-old boy killed in Bedford-Stuyvesant and called for a state court officer to be fired after posting racist imagery on Facebook. Robinson has also helped more than a dozen Black and Latino judges get elected into civil and state Supreme Court.

The city’s pandemic-fueled budget crisis threatened to derail the $2.7 billion Brooklyn-Queens Connector project, with New York City Mayor Bill de Blasio warning that it could be put on hold. Torres has argued that the 11-mile transit service would generate $30 billion in economic value and create tens of thousands of jobs, but it’s an open question whether the project will advance. Torres served as a deputy campaign manager for Democratic mayoral nominee Eric Adams, who has said that he would “consider” the project.

They concluded that he had harassed 11 women, throwing the state’s political sphere into chaos. She helped lead the charge on an investigation that may have serious legal and political ramifications for Cuomo.

Hours before state Attorney General Letitia James released a report into allegations of sexual harassment against Gov. Andrew Cuomo, his office issued a proclamation declaring it to be “Tony Bennett Day” in New York. To say that Tony Bennett Day was overshadowed by the bombshell report would be an understatement. Maybe a future Gov. Kathy Hochul can give him another day of his own.
