ERIC ADAMS LAST WEEK WAS QUICK TO ACCUSE Texas and Arizona for sending “2,800 asylum-seekers” by bus to New York City, where he claimed they were responsible for a spike in the number of people entering the city’s shelter system. The mayor even accused federal officials of sending these “individuals” to New York. The New York Post followed suit with an exclusive story under the headline, “Migrants sent to NYC amid homeless shelter crisis have no local ties, were directed here by Biden admin.” News outlets confirmed that while Texas and Arizona had bused migrants to Washington, D.C., in response to President Joe Biden’s immigration policies, they had not sent them to New York City. It’s unclear if Adams and the Post were referring to border officials when their accusations targeted federal officials and Biden. City officials then held a surprise press conference where they admitted that the number Adams used in his comment on the asylum-seekers was based on an estimate. Advocates for homeless people suggested Adams exaggerated to detract attention from the city’s affordable housing needs. More shocking was another admission from officials that the city “failed” to provide legally mandated shelter placements to four immigrant families. These migrants are human beings, and states that are using them to play political games have no shame. Adams rightly acknowledged the city’s failure in housing the four families and said most family members were eventually given shelter beds. At least after finally arriving in New York City, they have the promise of a new place they can call home. The Statue of Liberty reminds us every day.

MONKEYPOX ON THE RISE IN NYC

Not content with just one infectious disease spreading in the five boroughs, the number of monkeypox cases in New York City have been increasing. Rates doubled over the course of less than a week, and the state leads the nation in the number of cases. After red tape at the federal level led to delays in getting vaccines to the state, the city announced that it received 26,000 doses in the past week with the newly available appointments getting snapped up very quickly. The city and state are set to receive nearly 760,000 more vaccine doses that had been held up in Denmark until recently.

others helped to subdue the attacker. Zeldin was unharmed in the incident, and prosecutors charged his attacker with second-degree attempted assault. A judge released him without bail, leading to Zeldin and other Republicans denouncing New York’s bail reform law.

REPUBLICANS TAKE ON SAME-SEX MARRIAGE AND CONTRACEPTION

The House voted to approve legislation codifying samesex marriage at the federal level amid fears that the U.S. Supreme Court may overturn the ruling that found it to be a constitutional right.

Every Republican in New York voted in favor, with one exception. Rep. Claudia Tenney of the Mohawk Valley went against every other member of the New York delegation to vote against the bill, which would also codify interracial marriage. Tenney called the move a “cheap political stunt” by Democrats, though said she agreed with the the court ruling on the right to gay marriage. The House also passed a bill codifying the right to contraception over similar concerns about the court. This time, more Republicans from New York voted against the measure, including Zeldin, who is running for governor.

Eric Adams’ campaign cash from outside NYC New York City Mayor Eric Adams raised a whopping $850,077 for his reelection campaign since January – though more of that came from donors living outside the city than from his own constituents. New York City donors gave $421,417, according to Adams’ first campaign finance report as mayor, while those with addresses outside the city gave $428,660. Citing a consultant briefed on the campaign’s plans, The New York Times reported last month that Adams’ hoped to max out his fundraising by the end of the summer – bringing in enough money that, with the help of the city’s 8-to-1 public matching funds program, he would have enough money to spend up to the $7.9 million limit for the 2025 primary. If so, Adams has a long way to go. He claimed just $83,917 eligible for matching, which would qualify him for an additional $671,336 in public funds. That relatively low number was due to the fact that so much of Adams’ haul came from outside the city and because so many donations exceeded the $250 limit to be eligible for matching funds. The campaign reported 699 contributors giving an average donation of $1,216. For a candidate participating in the matching funds

program, like Adams, the maximum allowed contribution is $2,100, which is meant, in part, to limit the influence of any individual donor. Adams was actually off to a slightly slower fundraising pace than the first six months of 2018, when he was launching his campaign. He brought in more than $915,000 that period, though at the time he was accepting donations at the previous limit of $5,100. But Adams’ fundraising efforts immediately upon taking office dwarf those of his predecessor Bill de Blasio. He brought in just $44,000 in his first six months in office, and just $8,000 in the six months after that – choosing to focus more on boosting state Senate Democrats rather than his own reelection campaign. Adams, by contrast, made fundraising a personal focus, even holding events in Los Angeles and Chicago. “This filing shows strong support for Mayor Adams and his plans for the city,” Adams’ campaign counsel Vito Pitta said in a statement provided to City & State. A TALE OF TWO PRIMARIES

In recent years, some candidates in New York managed to overcome the odds and defeat incumbents who outspent them by huge margins. But there’s outspending, and then there’s completely dwarfing the competition. And let’s just say in the June Democratic primary, Gov. Kathy Hochul and Lt. Gov. Antonio Delgado spent big bucks. The governor put her money to good use, spending about $47 per vote, while her running mate spent a more reasonable $13 for each of his votes. Rep. Tom Suozzi didn’t get nearly as much bang for his buck, with each vote costing him over $86 despite his third-place finish. The other candidates for governor and lieutenant governor at least didn’t end up spending big just to come up short – Jumaane Williams spent just $3 per vote and still managed to place above Suozzi.

DSA and Working Family Party-backed candidates didn’t have much success in the June primary. David Alexis, one of your opponents, has support from both of these groups. Has this had any impact on your confidence going into the primary? My confidence is all predicated on the work that I’ve done for almost 20 years for this community. I am not just a long-term legislature, but I’m one of the most prolific lawmakers. We’ve passed over 100 laws over the last 20 years since I’ve been there. I’ve helped flip this body from a Republican-held body to a Democratic Party,

not once, but twice. We’ve built a great deal of community service work – everything from job fairs and prom dress giveaways to book bags giveaways and flu shots. We also gave away tons of food and personal protective equipment during the pandemic. This is all what I’m going to lean on. I think if people want the kind of leadership that is hands on, that is looking out for them, that has increased the amount of money for education and that has addressed the issues of climate change, then they’ll vote for me. What’s the most pressing thing New York needs to do

to move towards a climate-friendly energy grid? We need to make the regulatory environment more conducive for clean energy so that we get more clean energy generation into the ground. There’s also three other things that people are not talking about that I think are important. One that I’ve mentioned is to demand a response and teach people in our communities about when’s the best time to use energy and when is the worst time, so they can make informed decisions about when they’re running a washing machine or an air conditioner.

We also have about 2.5 million vehicles in the state of New York that need to be replaced to either low-carbon vehicles or to electric vehicles. We need to start that process, and people need to be aware of that. Third, we are an old state, and we have old buildings. We need to retrofit a ton of old commercial and residential buildings. That’s not as sexy as some of the other things, but it’s certainly something we need to pay attention to. You were the lead sponsor of the Build Public Renewables Act, which passed in your chamber but

failed in the Assembly. What do you think needs to change in the next couple of years to make the Assembly more receptive to that? I think we are in a process of education around all of these things, and I think that the speaker and others need to be convinced that this is part of what gets us to a Climate Leadership and Community Protection Act goal. I think that it is part of it, just like I think utility scale renewables are part of what we do, having the National Environmental Policy Act do more, sustainable energy is part of it – I take an all-of-the-above approach. – Sahalie Donaldson

More of the same Public defenders urged the state Legislature to take a new approach to gun laws – and they were ignored. By Peter Sterne

N JUNE 23, the day that the U.S. Supreme Court struck down New York state’s strict gun control laws in New York State Rifle & Pistol Association Inc. v. Bruen, a coalition of public defender organizations released a joint statement calling on the state Legislature to craft new gun laws that would avoid the mistakes of the old ones. “Gun regulation need not mean funneling low-income Black and brown people into the criminal legal system,” read the statement signed by The Bronx Defenders, Brooklyn Defender Services, Black Attorneys of Legal Aid and a handful of upstate county public defender organizations. “Today, we call on the Legislature to design new gun regulations that are rooted in equity, not racism and to address the mass criminalization and incarceration of people of color for unlicensed gun possession. We look forward to working with the Legislature to chart a new course in addressing gun violence – one that does not perpetuate racial discrimination and harm.” The Legislature and Gov. Kathy Hochul did respond with sweeping new gun control legislation that was signed into law. However, it wasn’t what some public defenders and others were hoping for, prompting private complaints that the new laws did not respond to old concerns and would fuel mass incarceration. The public defender groups had previously submitted an amicus brief to the court showing how the state’s century-old gun control law had led to the disproportionate incarceration of people of color. Once the law had been ruled unconstitutional, the public defenders hoped that the Legislature could craft a better law. Following the court’s decision, Hochul called an extraordinary legislative session and the Legislature passed a new gun control bill. The bill changed the criteria for police to consider when granting concealed carry gun licenses. Previously, license applicants needed a “letter of good cause” showing a specific reason why they required a hidden gun. Now, applicants must demonstrate “good moral character” and complete firearms safety training. The bill passed largely along party lines, with only eight Democrats – all Assembly members representing upstate districts – voting against it. Officially, the public defender groups have not taken a position on the new gun control laws. But privately, some defenders and criminal justice reform advocates said the new gun laws had the same problems as the old ones. M.K. practice, told City & State that the new gun control law doubles down on the state’s current arrest-based approach to gun regulation. “Instead of going after manufacturers, all those other sort of top-level issues, continuing to focus on individual possession cases where the police are in charge of that enforcement just ensures that we’re going to continue to see the over-criminalization of Black and brown New Yorkers,” she said. “It’s just more of the same.” Kaishian said the state’s gun control strategy was focused on making it next to impossible to get a gun license and then arresting as many people as possible for unlicensed gun possession. Like the old war on drugs campaign, this arrest-based approach to gun control disproportionately affected nonwhite people who lived in the most heavily-policed neighborhoods. “Here in New York City, we have a pretrial jail population on a top charge of criminal possession of a weapon in the second degree – which is possession of a gun without any requirement that it’s brandished, fired or otherwise used in a crime – and that population that is facing that as a top charge at Rikers Island and other city jails is 96 to 97% nonwhite, at least,” she said. According to Kaishian, criminal possession of a weapon in the second degree carries a mandatory minimum sentence of 3 and 1/2 years in prison and is considered a violent felony that is eligible for bail. The result is that people who are stopped and frisked by the New York City Police Department (most likely a disproportionate number of Black and brown men) and

found to be carrying an unlicensed gun will spend months at Rikers and years at an upstate prison. Lisa Schreibersdorf, the founder and executive director of Brooklyn Defender Services, echoed some of Kaishian’s points while making it clear that her organization had not taken a formal position on the new gun laws. “While most people in a rural community would not face a jail sentence for failing to license their gun, people of color living in urban areas are specifically targeted by police, prosecutors and the courts for harsh prison sentences, even where there is no evidence of possession with intent to use the gun unlawfully,” she said. “Whether any of us agree or disagree with the ruling, the Supreme Court has said there is a right to carry a firearm in the United States. That means that we cannot apply this rule differently based on a person’s identity or where they live.” Schreibersdorf called on the state Legislature to consider the unintended consequences of the state’s gun control laws and the ways that they fueled mass incarceration. “While we do not have a position on New York’s revamped gun regulations … it is worth noting that many people may end up in violation of these laws based on mistakes or other reasonable choices, such as bringing a registered gun from another state,” she added. “It is critical that the Legislature look at the punishments for failing to obtain a firearm license and create a plan that will meet the requirements of the Bruen case and rectify the long-standing injustice that has contributed to the dis-

proportionate impact these laws have had on Black and brown men.” The Legal Aid Society, Black Attorneys of Legal Aid, and The Bronx Defenders all declined to comment on the record when asked about the new gun control laws, instead referring back to their earlier statement on the Bruen decision. Among the eight Democrats in the Legislature who voted against the bill was Assembly Majority Leader Crystal Peoples-Stokes, whose Buffalo district was recently the site of a racist mass shooting. She declined to discuss her vote on the record. The other Democrats who voted against the bill – Assembly Members Marianne Buttenschon, William Conrad, Aileen Gunther, Pamela Hunter, Billy Jones, Al Stirpe and Carrie Woerner – also represent upstate districts. Hunter, whose district includes part of Syracuse, told City & State that she voted against the bill because it was “a quick knee-jerk reaction to the Supreme Court ruling” that would not solve the underlying issue of gun violence. “None of the provisions in this bill would have stopped the shootings in my community and the mass shootings we see every day,” she said in a statement. “I also believe this legislation would harm law-abiding gun owners, specifically minority gun owners. … We are addressing the Supreme Court decision in a way that too easily allows carriers in compliance to be subjected to felony charges and discriminatory enforcement.” Still, this kind of skepticism toward gun control remains relatively rare within New York’s Democratic Party, particularly downstate. Even the most left-wing members of the party, who are generally in favor of criminal justice reform, ended up voting for the recent gun control bill. The future of the state’s new gun control law is uncertain, though there’s a chance it will end up in front of the U.S. Supreme Court. If the court once again overturns New York’s gun control law, how will the Democrats react? Will they once again rush to enact the strictest possible law, or will they focus on gun control measures that involve less criminalization? Kaishian said she believed that legislators, particularly those on the left flank of the Democratic Party, were increasingly open to considering alternatives to incarceration – even if their votes on the most recent gun control bill did not reflect that. “Votes on the floor and whether they’re willing to have a conversation about it can be sometimes years apart, but those conversations are still very important, as long as people are willing to listen to them,” she said.

Fighting back after losing Roe How lawmakers and nonprofits are keeping abortion accessible.

N THE WEEKS SINCE the U.S Supreme Court overturned Roe v. Wade, New York lawmakers and nonprofits have taken action to protect access to reproductive health care in the state. After the court’s decision, Gov. Kathy Hochul said the state would spend $35 million to support abortion providers in New York, including $25 million for the state Health Department to create an Abortion Provider Support Fund to both expand capacity for providers and ensure access for patients. Another $10 million went to reproductive health care centers for security grants through the state Division of Criminal Justice Services. “New York has always been at the forefront of the fight for abortion rights, and as the first female governor of New York, I will not let us go backwards. I will never stop fighting to make New York a safe harbor for all who need care and a blueprint for other states to follow,” Hochul said. The first 13 programs to receive money from the fund covered 63 sites around the state. Participants already were part of the Comprehensive Family Planning and Reproductive Health Care Services Program, which provides family planning and re-

productive health services to low-income, uninsured and underinsured people. The new fund is meant to improve the physical security of reproductive health care facilities, along with aid toward training of new staff members and clinicians. Hochul also launched a series of reproductive health care roundtables with providers to discuss their needs and experiences post-Roe. Anticipating an influx of out-of-state patients seeking abortion care, reproductive health organizations, such as Planned Parenthood of Greater New York, told New York Nonprofit Media they were expanding services, both locally and nationwide. Planned Parenthood of Greater New York announced a 20% increase in abortion appointment availability at its 23 health centers, in addition to having employees facilitate travel, lodging and secure funding for individuals who intend to travel to New York from states where abortion is no longer legal or has been greatly restricted.

Planned Parenthood also increased telehealth services for abortion pills for women in the early stages of pregnancy. Planned Parenthood plans to expand local services in the Southern Tier by including second trimester abortion care at health centers in Ithaca and Corning. Advocacy groups like the National Institute for Reproductive Health, which works with state and local reproductive health organizations, pledged to increase efforts through partnerships with local grassroots programs and universities to ensure protections and funding for abortion providers in Republican-led states. “Anyone who believes that they are immune from the harmful effects of the loss of Roe v. Wade is simply fooling themselves,” Andrea Miller, the institute’s president, told NYN Media. “This will have a dramatic impact on the health, well-being, and future of individuals, families, communities and our nation. It will not just be

a ripple effect: It will be a tsunami effect.” On July 1, the state Legislature passed a resolution that will prohibit “discrimination on the basis of race, color, ethnicity, national origin, disability, or sex including pregnancy and pregnancy outcomes, sexual orientation, gender identity, and gender expression.” “State leaders have set in motion a bold process to shore up New York’s constitutional protections and enshrine the rights of people of all backgrounds. New York is acting to safeguard rights, meet the moment, and lead,” New York Civil Liberties Union Executive Director Donna Lieberman wrote in a statement. The New York Women’s Foundation advocated for investing in pro-choice leaders who were from various racial and ethnic backgrounds, urging the need to care for “communities left out of the mainstream who typically fight to have access to safe abortion and care for their bodies,” said

Wade will penalize and further control and oppress women, especially women of color, poorer women, women with disabilities, trans and gender expansive people, younger women, immigrant women and survivors of gender-based violence.” Elizabeth Estrada, New York field and advocacy manager at the National Latina Institute for Reproductive Justice, emphasized the challenges faced by Latinas, including migrants who have entered the U.S. without permission and face compounding financial barriers to reproductive health care: “Even in a progressive state like New York, many Latinas/xs and people of color face the same hurdles to access health care that we see across the country. Although Medicaid does cover abortion in New York state, some are struggling economically but are still not eligible for Medicaid, while some need to keep their abortion private from a coercive partner or a parent whose insurance coverage they share.” Estrada added that migrants who entered the U.S. illegally “are scared to provide the personal information required on Medicaid applications for fear of exposing their immigration status.” She also emphasized the intersectionality of the challenges triggered by abortion restrictions, which extend beyond reproductive health care: “It remains clear that all families need access to essential health care, not more economic barriers or obstacles due to their immigration status, race or how much money they make. Abortion restrictions do not change the fact that everyone deserves access to care without stigma or barriers.” The New York Abortion Access Fund, another nonprofit group, also has noted the disproportionate toll that Black, Latino, LGBTQ individuals, among other marginalized groups, will bear by the changes brought by the Supreme Court’s ruling. The fund and other providers said banning abortion ultimately exacerbates a legacy of racism and discrimination in the U.S. The fund stated in a release that it “continues to provide direct financial support to people impacted by abortion bans, restrictions, economic barriers, and stigma. We’re unapologetically here for people seeking abortion, and we’re not going anywhere.”

TATE SEN. GUSTAVO RIVERA has had a rough couple of months. It started in February when the original state Senate lines were approved by the Legislature. Rivera’s home had been redistricted out of his northwestern Bronx district by just a smidge. Running and winning in his old district would have necessitated giving up his rent-stabilized apartment of 20 years. But he probably could have run unopposed. Matters got worse when the courts approved the final lines in May. Rivera would still need to move – unless he wanted to challenge state Sen. Robert Jackson largely on his turf – but this time, he would face competition. And though he welcomed the primary challenge from first-time candidate Miguelina Camilo, Rivera needed to get his stagnant campaign apparatus up and running – and fast. “This was the worst-case scenario,” Rivera said in a recent interview with City & State. He thought back to the week following the release of the final lines that left him with no good options if he wanted to remain in office: “I was depressed, I’m not going to lie.” Now that the race against Rivera and Camilo in the newly drawn state Senate District 33 has gotten underway, things have only gotten more complicated. er, Camilo won the backing of the Bronx Democratic Party as well as a slew of influential elected officials, including Assembly Member Jeffrey Dinowitz and Reps. Adriano Espaillat and Ritchie Torres. Rivera, meanwhile, has the lion’s share of powerful unions backing him as well as progressive organizations like the Working Families Party and Tenants PAC. It’s not new that county parties in the city may try to push out members who won’t toe the party line. But the Bronx Democratic machine remains the most powerful in New York City, managing to maintain its influence even as other machines have crumbled in recent years. The race between Rivera and Camilo will serve as its latest test of power in the face of well-organized competition. But with demographic shifts in the West Bronx, the race may also prove to be a critical testing ground for Espaillat as a burgeoning power broker.

HEN THE STATE Legislature approved new district lines in February, Camilo announced that she would run in the state Senate district being vacated by state Sen. Alessandra Biaggi running for Congress. The open seat attracted other candidates as well, but the 36-year-old lawyer entered with the support of the Bronx Democratic Party. The former president of

the Bronx Women’s Bar Association, she had first gotten involved with the party through judicial elections – meeting candidates and carrying their petitions – and had made connections from there. Born in the Dominican Republic before moving to Washington Heights, Manhattan, at the age of 2, Camilo also worked at the city Board of Elections. But when the courts released new district lines following a lawsuit invalidating the districts drawn by the Legislature, Camilo’s home of Riverdale shifted into District 33 – a district without an incumbent, since Rivera’s home had wound up a short distance outside the district. So Camilo decided to switch gears and campaign there instead. “To me, it was never going to be a question of running anywhere else,” Camilo told City & State. “This is the district that I know and I’ve worked in.” She added that “it’s not about musical chairs” in order to get into the Legislature, referring to the prospect of moving to run in a district without challenging a sitting lawmaker. When Camilo switched districts, the Bronx Democratic Party stuck with her, reiterating the endorsement it had already made for her in District 36 – where she originally planned to run – would also apply to her District 33 run. The district stretches across the northwestern Bronx to the heart of the borough, from Riverdale and Norwood to Belmont, the Bronx Zoo and Van Nest. Bronx Democratic Party Chair Jamaal Bai-

ley, a state Senate colleague of Rivera’s, said the special master who drew the new maps “(threw) a wrench in everyone’s plans,” but the party decided to stick with Camilo, who continued to reside in the district that she sought to represent. “We thought the world of, and continue to think the world of, Miguelina in terms of her ability, her skills, her tenacity and what she would bring to the Senate,” Bailey told City & State. Bailey insisted that the continued endorsement of Camilo did not represent a decision to explicitly go against Rivera, but ultimately, that’s what panned out. With no truly good options before him, Rivera

Luis Sepúlveda. Rivera declined and decided to run in

District 33, “as is his right,” Bailey said, but the conversations left a bad taste in Rivera’s mouth. “This makes me a little queasy, in all honesty,” Rivera said. “The way that some of them were talking about it was like, ‘Hey, we’re just going to hand you this, why don’t you do this one, why don’t you do this one?’” Echoing Camilo’s sentiments about why she never considered moving in order to win a seat, Rivera said he felt as though the Bronx Democratic Party leaders were attempting to distribute seats like “possessions” to cajole him away

from a primary against Camilo. Bailey said the conversations happened in a good faith to avoid a primary fight while keeping a senior lawmaker in the Legislature.

IVERA WOULD BE the first to tell you that he has never exactly gotten along with the Bronx Democratic Party. His relationships with the previous two leaders – now-Assembly Speaker Carl Heastie and former Assembly Member Marcos Crespo – were well known for being hostile. According to campaign finance records, Heastie’s PAC donated $7,000 to Camilo in March, but he hasn’t given to his fellow sitting lawmaker – and probably won’t. “Gustavo never really, quote-unquote, played with the county machinery,” political analyst Eli Valentin told City & State. “He hasn’t been an establishment kind of guy.” Rivera has a much better personal relationship with Bailey, but that hasn’t translated to the party as a whole. Although he enjoyed nominal support against past challengers like former New York City Council Member Fernando Cabrera, who has garnered criticisms for his homophobic views, Rivera said he had never been one to “bend the knee” for the party apparatus. He has regularly sided with progressive legislators over his fellow Bronx colleagues and held policy positions that did not align with the party faithful’s often moderate brand of politics. But Rivera has also made actively hostile moves against the machine, notably against Assembly Member Jeffrey Dinowitz, the party’s secretary and West Bronx power broker. The most recent example was this year when Rivera endorsed a progressive challenger to Dinowitz, but their relationship soured two years ago when Rivera supported a failed takeover of Dinowitz’s Democratic club by Biaggi in 2020. “I didn’t think that was very nice,” Dinowitz told City & State. “I mean, after all, we were supporters of his.” Dinowitz and his club, the Benjamin Franklin Reform Democratic Club, backed Rivera in his first run against disgraced ex-state Sen. Pedro Espada Jr. even though the Bronx Democratic Party did not, and they offered support in each of Rivera’s ensuing races. Rivera said at the time that he had called Dinowitz to inform him of his support for the attempted leadership change before the actual vote. Despite the appearance of vindictiveness on Dinowitz’s part, he insisted that none

of that history impacted his decision not to support Rivera. Like Bailey, Dinowitz said he made a commitment to Camilo and believed she would make a good addition to the Legislature, and that running in a district with a different number didn’t change that. “Even if I wasn’t annoyed at Gustavo Rivera, which I am obviously, it wouldn’t have made a difference.” But it didn’t mean Dinowitz was above taking jabs. “(Rivera) chose to run in a district in which he does not live – some people would use the word carpetbagger,” he said, before adding, “I don’t like to use words like that.” Rivera also shares no love for Dinowitz either. “It’s funny that Jeff feels (it) necessary to tell everybody that I don’t share his values when he and the Ben Franklin Democratic Club basically supported me in every competitive election that I ever had,” Rivera said. “But … my loyalty is not to a particular club, not to a particular elected official and not to a party organization.” He insisted that the over decade of work that he and his staff have done for the district “apparently … is not worth as much as you saying, ‘I’m loyal to the party apparatus.’” Asked about her own loyalties, Camilo offered a very different assessment than her opponent. “There is a sense of loyalty when these are elected officials that have represented our communities that I have shared time with and been present with,” she said, referencing the slew of local politicians with close ties to the party apparatus who have endorsed her. “When that is said as a negative thing coming from a senator who did have the party’s endorsement in past elections – but has maybe chosen to go against electeds himself – he has found himself in a position where maybe he feels they’re not being loyal to him.” So far, the Bronx Democratic machine has managed to hold out against insurgent candidates in most elections, evolving arguably more effectively to include the more progressive wing of the party than other borough machines. It notably expanded its number of female elected officials in recent years, combating the image of the Bronx Democratic Party being an old boys’ club. A victory in District 33 against a longtime thorn in its side would serve to cement the party as the most powerful Democratic machine standing in New York City. But a loss could be devastating for the future influence of party leaders in the borough.

HE RACE SERVES not only as a testing ground for the Bronx Democratic Party, but also for Adriano Espaillat, whose House district includes Upper Manhattan and parts of the West Bronx. In some ways, it could prove even more significant for him than for the party. Espaillat, who is Dominican, has successfully helped fellow Dominicans get elected in and around his district at multiple levels of government. Most recently, his support played a key role in George Alvarez’s primary victory over longtime Bronx Assembly Member José Rivera, who is Puerto Rican. Those ethnic dynamics are at play once again in the state Senate race, with Espaillat backing Camilo, who is Dominican, over Rivera, who is Puerto Rican. In the heavily Latino Bronx, particularly the West Bronx area in District 33, Puerto Ricans made up a large percentage of the community, and therefore the voting bloc. But recent demographic shifts have led to a growing Dominican community, with many people moving north from Washington Heights in Manhattan into the Bronx. “That is, I think, often publicly unsaid,” Valentin, the political analyst, said of the changing demographics. “But when it comes to the Latino political reality, one cannot lose sight of

that.” He said that’s what he believed drove Espaillat to support Camilo in the race, getting involved in a district that has minimal overlap with his own. Espaillat has already proven his ability to win, seeing success in the Rivera/Alvarez race against the Bronx Democratic Party. But he also helped to elect several New York City Council members in 2021, including Oswald Feliz in the Bronx and Shaun Abreu in Manhattan. The common thread among all the candidates were their Dominican roots. Bailey, who’s wife is Puerto Rican, said that ethnicity played no role in the party’s decision to support Camilo. She also has support from Torres, who is also Puerto Rican. But Espaillat’s goals don’t necessarily line up with the county party’s, as evidenced in the June Assembly race. This time, they just happen to be aligned. Valentin predicted that should Camilo win, a close examination of where she had

the most support would offer insight into just how much sway Espaillat had among evolving Latino communities.

ITH ROUGHLY A month before primary day, both Rivera and Camilo are gearing up for what they expect to be a tight race whose outcome seems very likely a toss-up. Camilo enjoys the support of the county party and its campaign infrastructure. For a first-time candidate like her, such backing is invaluable. Camilo has endorsements from major officials in both her district and the Bronx as a whole. In addition to Dinowitz and Espaillat, whose districts overlap with hers, she also has support from Bronx Borough President Vanessa Gibson and Council Member Eric Dinowitz, who also represents part of the district. But Rivera has maintained the support of politically powerful unions, including 1199SEIU, New York State Nurses Association and the United Federation of Teachers. The unions also offer tremendous resources to aid their candidates. Rivera also has a fundraising advantage. According to the most recent campaign filings, he had over $430,000 on hand heading into August. Camilo, meanwhile, had just over $130,000. Although past Senate and Assembly races have proved that money does not always lead to electoral victories, it still offers a significant leg up. Right now, Valentin said he believed Rivera had a slight upper hand in the race. “The Rivera name still holds weight in significant portions of that district,” Valentin said in spite of the new lines. He said name recognition goes beyond the specific areas that Rivera currently or has previously represented in that portion of the Bronx. He also pointed to the strength of the endorsements that Rivera has in combination with his level of familiarity in the community. As they hit the campaign trail in hopes of tipping a close race in their favor, Rivera and Camilo face similar obstacles: introducing themselves to new constituents. For Camilo, she’s doing so as a first-time candidate. For Rivera, he has entirely new communities – particularly Riverdale – where people may not know him. On election night, the deciding factor may come down to who had the better sales pitch to communities brought together for the first time thanks to redistricting.

LOSERS JERRY NADLER The House easily passed the Upper West Side member of Congres’ bill to codify same-sex marriage rights. And while 47 Republicans joined the yays in support of the bill, the Senate sponsors of the bill are going to need that GOP support far more than in the House. Opponents said there was no need to codify these rights because it’s not threatened by the U.S. Supreme Court, but Nadler and his colleagues were wary.
