EDITOR’S NOTE My only visit to Puerto Rico was in October of 2013, when I spent a long weekend on the island for a wedding. I made a point of getting away from the beachfront resort to see the rest of the island, especially El Yunque National Forest, a lush tropical rainforest. Once I got to the entrance, however, I discovered that it was closed due to a federal government shutdown. It simply hadn’t occurred to me that a national park in Puerto Rico would be run by the U.S. government. Like many Americans on the mainland, I hadn’t fully processed that the island is indeed part of the United States. Today, in the wake of Hurricane Maria, many Puerto Ricans feel that they’re being treated as less than citizens – and that the federal government, yet again, is failing to do its job. In this week’s issue, City & State hears from some of the loudest critics of the federal response to the storm, from Assemblyman Marcos Crespo and Rep. Nydia Velázquez to Gov. Andrew Cuomo.

RECHNITZ REVELATIONS CONTINUE Jona Rechnitz, former de Blasio donor and key government witness in the federal corruption trial of former New York City correction union head Norman Seabrook, continued his testimony last week, alleging that he used his wealth to obtain favors from City Hall. Rechnitz said he raised $193,000 on behalf of the mayor in a failed effort to flip control of the state Senate, which bought him access to the mayor’s office. He also supposedly paid for a de Blasio aide’s hotel in the Dominican Republic. Although Seabrook’s lawyers have tried to portray Rechnitz as a liar – and de Blasio is evading all questions on the topic – the optics are not good for a mayor who recently was investigated over campaign finance contributions.
On Halloween, a man drove a rented pickup truck down a bike path along the Hudson River in lower Manhattan, killing eight people and injuring 12 more, in the deadliest terror attack in New York City since Sept. 11, 2001. Sayfullo Saipov, a 29-year-old immigrant from Uzbekistan, drove the truck until he crashed, got out, was shot in the abdomen by a police officer and taken into custody. President Donald Trump reacted quickly to the attack, condemning the “diversity visa lottery program,” which allowed Saipov to enter the country, and calling it “a Chuck Schumer beauty.” The senator from New York sponsored the bipartisan immigration measure in 1990, but also supported a repeal of it in the failed 2013 Senate immigration reform plan. Schumer and Gov. Andrew Cuomo criticized Trump for politicizing the tragedy. Despite the attack and the subsequent politicking, life in New York continued as usual, as even on the day of the attack, the annual Village Halloween Parade still featured revelers of all ages.

C&S: What else needs to be done to draw business and investors to Puerto Rico? TD: I think any business, they look at the physical infrastructure. And big issues there: water, sewer, transportation. But the other piece of infrastructure is the human resources. Having an educated population, having skilled workers, especially with this new economy. And that’s where I worry. There’s already been a drain of intellectual talent leaving the island. There’s going to be even more pressure to do that. The economy simply cannot be based on tourism. You really need a Marshall Plan for Puerto Rico that’s not just physical infrastructure, that recognizes the human infrastructure has to be preserved there. It’s a big, big issue. QUIETER DEBATE AFTER DEADLY ATTACK New York City Mayor Bill de Blasio, Republican mayoral nominee Nicole Malliotakis and independent Bo Dietl participated in the second and final debate before the election on Wednesday. Unlike the first debate, which was marred by shouting from candidates and audience members, the second was a more subdued affair. De Blasio’s two challengers did accuse him of promoting a pay-to-play culture in City Hall, but the somber atmosphere prevented the debate from getting too rowdy – and the mayor from having to defend his record as strenuously.
on New York. What are we talking about when you say that? TD: We have the overall issue where our revenue projections aren’t coming in as strong as projected, and that’s an obvious concern. Where this economy is at remains to be seen, but the real threat is Washington. You still have the threat of what will happen to the Affordable Care Act. We could lose billions of dollars if the proposals the Republicans have had on the table come to pass. So far they can’t get their own act together – so no action is good news for us. And then you have the federal budget cuts. We conservatively estimated that just for the coming year, the cuts for Meals on Wheels – anyone that voted for Trump, they weren’t voting to cut Meals on Wheels – but home energy assistance, Community Block Grants, housing programs, you go down a long list, we could lose $1.24 billion just in those cuts.

A state bochinchero of the first order told me that he thinks Lt. Gov. Kathy Hochul wants to move on. “She’s very loyal to Andrew, but he really just has her running around and not involved in the major issues of the state.” I pointed out that that’s allowed Hochul to raise her profile statewide. “As Cuomo’s messenger,” the bochinchero responded. “What would she do?” I asked. “Whatever it is she wants, she’ll need the governor’s blessing and help.” Has she expressed any desire for any office in particular to anyone? I inquired. “No. But I think she’s bailing out after Cuomo’s re-election.” A lot of speculation from this bochinchero.
TOM IS OWNED BY THE BAD DEMS He’s the first Latino to chair the Democratic National Committee, but to one Latino bochinchero in New York City, Tom Perez is “an owned Latino.” That’s part of the response to the revelations by Donna Brazile regarding Hillary Clinton’s tricks to keep Bernie Sanders from getting the 2016 Democratic nod for POTUS. “Some of us never thought of him as anything more than part of the problem. Now we know he’s not there as one of us,” said the bochinchero. So look for open denunciations from Latino activists of Señor Perez.

When Rafael Hernández penned the words to his song “Preciosa” in 1937 in El Barrio, New York, the songwriter, lyricist and musician from Aguadilla, Puerto Rico, never imagined that 68 years later his love song to his beloved island/nation would serve as inspiration for generations of his compatriots living in the mainland. Neither could a boy born in Manhattan to Puerto Rican parents in 1968 by the name of Marco Antonio Muñiz have known that he would in 2005 – as the singer known to the world as Marc Anthony – be the one to interpret the song that has become a national anthem for puertorriqueños who love their island in the Caribbean. In mid-October I traveled to Lowell, Massachusett s, with my esposa to the 70th birthday celebration of her cousin Lucy. There were about 200 celebrants at the fiesta. We all caught up with updates about the devastation on the island. Then there was the montage of photos of Lucy as a baby and growing up in Caguas, a celebration of her life and a look at the Puerto Rico that

no longer exists. The DJ spun “Preciosa.” Everyone sang along. The most emotional were the younger among us – those born on the mainland to Puerto Rican parents – singing:
Porque ahora es que comprendo Porque ahora es que comprendo Que aunque pase lo que pase Yo sere puertoriqueño Yo sere puertoriqueño Por donde quiera que ande, oh Por que lo llevo en la sangre Por herencia de mis padres Y con orgullo repito Yo te quiero Puerto Rico Yo te quiero Puerto Rico That sentiment is a testament to the love we as puertorriqueños have for our island/ nation. It’s not always understood by the rest of the world. Some do get it and have seen our reaction to this living human tragedy back home. After Hurricane María we’ve heard it all. No tenemos agua. No tenemos luz. Nos quedamos sin casa. And it has broken our hearts. The media, surprisingly, has been extraordinarily responsible in covering Puerto Rico’s plight. Thousands have donated to help the victims on the island. But just as many have moved on. And who can blame them? It is the world as we know it. Tragedies and natural disasters occur on a more frequent basis than should ever be the case. But I can tell you with certainty that there isn’t a single puertorriqueño in New York or anywhere in the diaspora who can say that they haven’t been and continue to be affected by what María has done. Since the Sept. 20 landfall assault, the stories abound. Most are personal, whether it’s a family member who died or a childhood neighbor who lost his home. Or the destruction of their hometown. Or finding out that the house where their abuelos raised their mamá, papá, tío or titi in no longer standing. It’s been never-ending. No one has escaped the desperation. Our loving viejos have been calmer than most of the middle-aged and younger folks. The octogenarians, who among us were the only ones to have seen Mother Nature unleash its wrath on our isla when they were jóvenes, have been calmer but still fazed. We’ve heard them say things like, “Así nos criamos.” Their reference is to the scarcity of food, water, shoes and
even medical care to which they were born. “Y aquí estamos.” And here we are. After almost two months, Puerto Rico is nowhere near recovery. There’s plenty of blame to go around. The U.S. Army Corps of Engineers has been shamefully neglectful in their lack of urgency to restore basic needs to the citizens of Puerto Rico. The infamous Federal Emergency Management Agency has lived up to its reputation of ineptness and unequaled expertise at screwing up whatever they touch. The massive bureaucracy has wasted billions since it was formed. There are millions of people for whom electrical power has yet to be restored. Even the donation efforts have left questions about who is receiving the funds and items. To make things worse, we’ve been on the receiving end of insults by the current occupant of the White House, whose lack of empathy is only surpassed by his shallow ego and the tangled myriad of damaged brain cells. Nevertheless, for those of us who are puertorriqueños, it’s still an open wound. It goes beyond the anger of having our compatriotas living without agua. Hundreds of thousands on the island have had to share bottles of water. Some are drinking contaminated water. Never mind that we are “American” citizens. Puñeta, we are human beings. Our collective pain is constant. What will become of my island/nation? We know that our small but great terruño in the Caribbean is no longer the same. There have been predictions that recovery may take 100 years. Others point to how slow the recovery from Superstorm Sandy has been in New York City, as if that’s supposed to comfort us. But we have not lost hope. It’s not in our nature. It’s not in our blood. We are

a resilient people. A proud people. A competitive people. Somos hospitable. Just listen to stateside volunteers who traveled to Puerto Rico tell stories of victims offering them the little they have. Somehow, the “and here we are” pronouncement by our elders gives us comfort. We want to do as much as we can to assist puertorriqueños on la isla overcome this. We are familia. Initially, we hoped that our novice governor had all of this under control. That Ricardo Rosselló would enact his master plan for responding to the hurricane that wouldn’t spare his birth place. We soon found out he wasn’t ready. There was no master plan. However, he’s been wise enough to seek help. Neoyorquinos have responded. Andrew Cuomo has stepped up beyond my personal expectations of him as governor. There’s more to be done for sure. We have done a lot of praying. Tears will continue to flow. This pain doesn’t subside. It lingers. Some of us won’t live long enough to see the rebuilding of our island/ nation completed. But, we know that today we more Somos than ever. We’re the heirs of Taínos, African slaves, French warriors, pirates and españoles. Throughout our history we have survived all. We don’t give up. Because we know now more than ever that we are puertorriqueños and it’s in our sangre and hearts. Te queremos Puerto Rico and we shall rise:

a normal year, New York’s political class packs San Juan, Puerto Rico, the week after the November elections for the Somos el Futuro conference, celebrating the ties between the island and the Empire State. But 2017 wasn’t a normal year. The devastation of Hurricane Maria forced the organizers to change plans, and hold a fundraising dinner on Nov. 1 instead, at Terrace on the Park in Queens. Gov. Andrew Cuomo was there, delivering a speech about the lack of federal response in Puerto Rico. Immediately after, he talked to City & State’s Gerson Borrero and Nick Powell on the Slant podcast, about his love of la isla, how he’s had to step up to the plate in the absence of a congressional representative from Puerto Rico, and the terror attack in lower Manhattan a day before. Gerson Borrero: First of all, gracias, gobernador, as a Puerto Rican. It has meant so much. You know I’m a pain in the ass, you know me – ANDREW CUOMO: I know you are. I know you are. GB: I want to thank you, como puertoriqueño, as a Puerto Rican, you have been beyond any expectation that I had. And that comes from the corazón, so thank you, because at times of despair you’ve demonstrated that your experience and knowing and having a heart counts. … What else is Gov. Andrew Cuomo going to do? What is the state of New York going to do? AC: Let’s start with the corazón. I don’t think people appreciate the cultural affinity that you have, that anyone has, for the Puerto Rican community as a New Yorker. We grew up together. We played with each other. We ate in each other’s houses. We dated each other. It is a love. It is a love. It is not politics. It’s not smart, or this, or that. It’s just genuine affinity and affection and love. And to see this country basically turn its back on the people of Puerto Rico really shakes everything that I believe that we were about. And God gave me a gift when he made me governor of New York. Many days it’s a curse. But sometimes, it’s a gift. And the gift is that I’m in a position to help people. And when New York speaks, the nation listens. I got on that first plane to Puerto Rico, not by accident. I wanted to be on that first plane
to Puerto Rico. And I wanted to say to this nation, you’re talking about Americans. And you treat the people of Puerto Rico the way you would want your neighbor treated. Or the people in Texas or the people in Florida or the people in Long Island. And I wanted to be on the first plane, and I wanted to go back and I wanted to make it clear to this nation that it’s doing the wrong thing. From a moral, legal point of view, what we’ve done to Puerto Ricans is wrong. And Puerto Rico doesn’t even have the ability to fight for itself fairly. You have Texas, you have Florida, they have sophisticated congressional delegations, they’re all going to be fighting for the same pot of money. I’ll tell you what’s going to happen right now: Puerto Rico’s going to get the short end of the stick. And that’s why we have to step in. Nick Powell: You dealt with a similar tragedy when Sandy hit New York. Were there any lessons that you learned from that experience that you’ve imparted to Gov. Ricardo Rosselló? AC: I think, frankly, it’s the federal government that didn’t handle this situation right. When you do emergency disaster response, you have to cater it to the area that you’re responding to. If we have a disaster in New York City, that’s one situation. They have the NYPD, they have the FDNY, they have tremendous sophistication. If I have a rural part, a rural county upstate that doesn’t have that sophistication, capacity, then I have to move sooner. You knew the situation in Puerto Rico. I say on emergency disasters, the day after is a day too late. You have to be pre-deployed. You have to compensate for the lack of capacity in Puerto Rico and have the ships there, the troops ready. Because you knew what was going to happen. Forty-two days later, they’re still trying to figure out how to get utility trucks there. And we’re calling all day to find ships and track down the Army Corps of Engineers. This was poorly handled and even worse, there’s no outrage, there’s no remorse, there’s no regret, and I don’t even see it getting better. I don’t even see the flame getting turned up. For Gov. Rosselló, he is a new governor. He is a governor who doesn’t have the capacity on the island to do this. He doesn’t even have congressional support! He doesn’t even have a voting congressional member! If New York doesn’t partner with him, I don’t think anything happens for Puerto Rico. NP: President Donald Trump used the tragedy in Lower Manhattan as a political opportunity to criticize some of the immigration programs, specifically the

diversity visa lottery that the alleged attacker came to the United States under. Do you think that this is the time to make this particular attack a statement about the larger immigration system? AC: They asked me at a press conference – I have the curse of honesty. At one point, you just don’t care enough to dance. And that’s the point I’m at. They asked me at a press conference, was I bothered by the fact that the president didn’t call and didn’t offer support? I said I’m not bothered by the fact he didn’t call. I’m bothered that he injected politics into this situation. We had eight bodies mangled on the ground. Young people. So mangled that it’s painful to even remember. And the first instinct is to inject politics and blame a senator and blame immigrants. “If we didn’t let them in, if we didn’t let them in” – that was the whole campaign. It was the vision, it was negativity, it was hate. “They are the problem.” It’s the exact opposite thing a leader is supposed to do. I’m saying to people, come out to the Halloween parade, let’s be together and show people we’re not timid, and we’re getting from Washington, again, the anger, the finger-pointing, the demonization. GB: As New Yorkers, we’re constantly being threatened. We’re tough and we’re not afraid of stuff, but it seems like we’re so vulnerable, even in the areas that we think are protected. Am I wrong in this assumption? AC: Now look, the truth is hard here. With all the police, with all the equipment – and we have the best on the globe – you cannot protect everyone everywhere. And when you get to this level of attack, where it’s any depraved coward renting a truck and driving into a crowd, you can’t put up enough barriers. That is the world that we live in right now. And we have to adjust ourselves to that. Because this is a new reality. And yes, I said today we’re going to look at the security situation on the Hudson Park and more bollards and more barriers – but there will always be another area. We have airports, we have 600,000 people in Penn Station, we have concentrations of people. You can’t protect people from that level of violence. But you can’t let it beat you either and you can’t run scared. And you can’t react – you can’t give them the victory they want, which is the anxiety and the terror of that fact. We’ve actually been lucky, when you think about it: ’93 World Trade Center bombing, 9/11, and this was the greatest attack since 9/11. But it is something we’re going to have to adjust to and not be defeated by it.

I am unfortunately all too familiar with Mother Nature’s fury. Five years ago, Superstorm Sandy hit our shores with devastating rage, damaging or destroying hundreds of thousands of homes and causing more than $60 billion in total damage to the region. In the immediate aftermath, millions of New Yorkers were left without power – and while, for many, it was only for a few days, it felt like a lifetime for those living in the dark. Hurricane Maria struck Puerto Rico well over a month ago, and nearly 75 percent of the island is still without power. Hundreds of thousands of our American brothers and sisters still lack reliable access to clean water. Many are living in shelters. It makes you wonder: If a state on the mainland United States went weeks without power, how
would we react? It would be on the TV news every night. We would be outraged. The people of Puerto Rico deserve a better disaster response than they’re getting. In New York, we have not forgotten Puerto Rico. Puerto Rico is part of the New York family, with more Puerto Ricans living here than anywhere outside of the island itself, and we have stood with Puerto Rico from the very beginning of this disaster. And while Washington is already talking about when the recovery effort will end, New York’s message is clear: We won’t leave the people of Puerto Rico behind. After the storm, I traveled to Puerto Rico on the first flight that was able to land on the island with supplies and personnel to help begin to rebuild the devastated power infrastructure. And since then, New York has continued to step up for the island. On Sept. 24, we launched the Empire State Relief and Recovery Eff ort for Puerto Rico and the U.S. Virgin Islands to bring together partners from across the New York family and from every corner of the state to provide needed services, goods and funds to the people of Puerto Rico. Thanks to the generosity of everyday New Yorkers, and partners like UPS, UNICEF, Tidal, Delta, JetBlue and so many more, we have since delivered more than 1 million bottles of water, more than 1 million diapers and millions of pounds of other critically needed supplies. We have deployed hundreds of New York Army National Guard soldiers, volunteer physicians and medical professionals, state troopers, port and aviation experts from the Port Authority of New York and New Jersey and power specialists from the New York Power Authority to help the island recover. But Puerto Rico still faces a long and difficult road to get back to normal. In late October, I returned to the territory to deliver more supplies, including water filtration systems, and to meet with Gov. Ricardo Rosselló to discuss how New York can provide additional support. I would love to be able to say that, on that second trip to Puerto Rico, I saw tremendous improvement from my first visit. But that is not true. The

recovery effort remains troubling and slow to this day. Restoring the power system is a top priority. Without power, pumps don’t operate, people can’t operate equipment to clean their homes and lifesaving medical care is at risk. New York has already sent dozens of power experts to help get the power grid back up and running, and we’re also deploying a tactical power restoration team, with 28 field engineers and 15 assessment experts, to accelerate the recovery. And now we’re planning to step up our efforts. When the governor requested what is known as mutual aid, or official support from other states that is reimbursed by the federal government, I immediately committed to send down hundreds of public and private utility crews to lend a helping hand. New York relied on mutual aid in the wake of Superstorm Sandy, and I believe it is an effective and necessary step to rebuild Puerto Rico today. There is no doubt that the recovery effort in Puerto Rico has been slow. The federal government deployed resources too late, and we have been catching up ever since. Yet President Donald Trump is already warning that Federal Emergency Management Agency personnel cannot stay forever. In New York, we take the opposite posture. We know that recovery has only just begun. My philosophy is that you don’t leave until the job is done, and the job isn’t done. The silver lining is that we have an opportunity to help Puerto Rico rebuild better than it was before – with resilient infrastructure capable of withstanding future storms that we know will come. Let’s design a power system to replace the old obsolete power system, and a new modern-day health care system. We can raise homes, harden sewage treatment plants and build better infrastructure. Let’s build a more resilient Puerto Rico, just the way we’re building a better Florida and a better Texas, the way we built a better New York after Superstorm Sandy.

OR MANY, the image of Puerto Rico is a tropical paradise full of lush rainforests and pristine Caribbean beaches, rivers and waterfalls. But when Hurricane Maria hit the island in September, it transformed that reality overnight, and the environmental and ecological impact of the storm has yet to be fully evaluated a month and a half later. “At the ecological level, the impact of Hurricane Maria has been quite devastating,” said Fernando Lloveras San Miguel, president of the nonprofit conservation organization Para la Naturaleza. “The fact that the hurricane crossed the island – east to west, north and south – had a very wide impact on all the
ecosystems in Puerto Rico, from rain and dry forests to coastal and marine areas. There are numerous threats we have to respond to.” Para la Naturaleza is a 47-year-old organization that manages more than 30,000 acres of protected land on the island distributed among reserves, natural areas and conservation trusts. It also runs comprehensive environmental education programs throughout the island. After the storm, it has focused on helping 60 communities that surround those natural areas by delivering food, fresh water and other supplies during the emergency phase. Once that humanitarian aid is completed, their efforts will concentrate on evaluating the damage
to the flora and fauna and designing and implementing mitigation plans. “The devastation of the flora is something we are very concerned about, which is why we are planning a wide-scale reforestation program as one of our key response actions after Maria,” Lloveras said. “For ecosystems to go from minimal to full, primary forest, it usually takes about 100 years. So you and I will not be seeing the forest the way we’ve seen it.” That program will address two areas. The first area will deal with sustainable and agro-ecological farming, which has been severely impacted and has left an up-and-coming generation of conscious farmers in a precarious situation. The second will consist of a long-term

reforestation initiative that will focus on planting native tree species. To fund these efforts, the organization has launched a fundraising effort through the online Para la Naturaleza Community Fund, which so far has raised more than $180,000. “In terms of the vegetation, everything has been impacted, and it’s very frustrating to see that so little has been left standing, but we plan to engage our volunteers and go through our inventory of trees to determine what actions to take,” he said. The recent reopening of the biweekly farmers market operated by the Madre Tierra Organic Cooperative demonstrated the need to help the community of young farmers who for years have struggled to produce pesticide-free crops, while the government has pushed to attract Monsanto, Bayer and all of the other multinational agro-sciences companies with attractive tax incentives and benefits not available to local producers. At one of the small tables at the market, Abey Noriega displayed the few plants and crops he was able to rescue after Hurricane Maria destroyed his Campamento Guaraguao farm and his house in Naranjito.
“The eye of the hurricane passed through our town and it left our trees with no leaves, no shadow to give and all of the wooden houses and structures were destroyed,” Noriega said. “Our farms were totally blown away and we were left only with the food that grows underground. (The storm) even killed the animals, like chickens and cows.” Based on his experience with previous storms, Noriega said he was able to save enough plants to restart his production again soon, “and the toughest job will be to rebuild our houses and the roads to access them.” Mayra Nieves Rosa, president of the Madre Tierra Organic Cooperative, said that out of the 45 farmers and entrepreneurs that normally took part in the farmers market, only 15 were able to salvage products to sell, and many had lost their homes and farms. “We have farmers that were able to save some part of their crops, and we decided to reopen the market with what we had because it is important for us to know that we can count on each other to start planting again and to work for a better Puerto Rico,” she said.

More important than selling anything, she explained, was coming together again as a community to “share the hope that we will be back on our feet much sooner than people think.” The farmers who work with herbs, spices and medicinal plants expect to have fresh crops ready by January, while those who work with fruits and coffee will need up to three years of harvest to begin selling products again. One of the advantages of sustainable farming is that it normally produces more than one crop, so when disasters like hurricanes hit, the farmers have options to move forward. “It will depend on the coordination we are establishing and in getting a lot of help and support for our farmers, both ecological and traditional ones, which must be accomplished through collaboration and alliances we are establishing so that the people that are staying on the island to work hard remain positive and get the resources to stay and succeed,” Nieves Rosa said.

SSEMBLYMAN MARCOS CRESPO has strong ties to Puerto Rico – he was born there, his mother still lives there and, as chairman of the Assembly Puerto Rican/ Hispanic Task Force, he has advocated on behalf of Puerto Ricans and Latinos in New York and in their homelands. In the immediate aftermath of Hurricane Maria, he joined Gov. Andrew Cuomo and a delegation of officials to bring supplies to the devastated island. In an interview with City & State’s Grace Segers, Crespo discussed the recovery effort in Puerto Rico, the 30th anniversary of Somos el Futuro and his hopes for future Somos conferences. The following is an edited transcript.
C&S: Would you say the Trump administration’s hurricane response has been sufficient? MC: First of all, nothing can make up for the fact that the response was slow, delayed and insufficient from day one, but then we went through a period where it was only a discussion of, “Well, if you keep saying this about me, then maybe we’ll just pull out.” It was sort of a childish answer I would expect from my 5-year-old, not the president of the United States. And I think that since then it’s almost been like they’ve tried to avoid the topic as much as possible. I know there was an aid package, and it may be a first initial payment and investment in this, but certainly leaves open the question of when are we going to revisit

We know that the early estimates were close to $70 billion in damage that’s going to need to be reinvested in order to get Puerto Rico back on its feet, and so the money that was sent and the purposes under which it was directed certainly leaves a lot left to be addressed in D.C. So that’s an open question. And then there was all this ambiguity created by the president about whether or not the debt issues would have to be resolved, or negated, and then the administration tried to backtrack. It just leaves the situation in further limbo, and that’s not what we need right now. We need clarity, we need answers, we need resources and we need leadership. And certainly this administration and this president are not providing it.
C&S: You have a very personal connection to Puerto Rico. Have you been in contact with your family in recent days? MC: I have. I have been talking to my mom regularly via a neighbor’s phone, and she’s been keeping me updated on things in our town, and things that she’s been hearing on the ground there, and many (are) stories of people in desperate need, but at the same time, plenty of stories of families helping each other and sharing their limiting resources with each other and looking out for each other. There has been a little more positive news in terms of access to information, and people getting a sense now of where and how they can get assistance when they need it, and slowly but surely some businesses reopening. But there’s still tremendous concern because
this is an ongoing situation. If you’ve been to Puerto Rico, the weather can be punishing, and to know that there’s not enough electricity for families to run fans or air conditioners. And then not having running water at that? It’s a scary sort of situation to be in. It’s one thing if you go camping for a day. It’s another thing when it becomes your everyday (situation) for an indefinite period of time. C&S: How do you think this has affected Puerto Ricans living in New York? MC: First of all, it’s been just a traumatizing and emotional roller coaster, and just a difficult experience. Pride is hurt, your emotions are in shambles, your concern for family is heightened. There are many who did lose loved ones. I have personal friends

who have unfortunately had deaths in the family, many of them after the storm. The aftermath, I think, has cost more lives than the storm itself. And it’s been a traumatizing thing. It hurts to know that a place you love, and a place you’ve lived, and a place that your family lives is destroyed, and it’s undergoing this process, and people are burdened the way they are, suffering the way they are. That takes a daily toll on you, to feel in some way that there’s only so much you can do. In that sense, it’s been a very difficult experience for many Puerto Rican families, not just in New York, everywhere. Then, there’s also – I guess for lack of a better term – a silver lining, in that this has been an opportunity for people to reconnect in a very powerful way with their culture, with their heritage, with the island, with their families, and I think to rethink and reprioritize the needs of Puerto Rico maybe in a way that was getting a little bit lost. Yes, we were talking about the economic crisis, but when you talked about that several weeks back before the storm, there was a sense of incredulousness, that, “Well, maybe there is something to this that is a self-made prob-

lem.” For some, it was really hard to understand the history of how that debt ended up becoming the problem that it was, and what were the political and economic issues and social issues that affected that. But I think now, people are willing to put that aside and just understand that this was an act of God
that was made worse by a lack of leadership, and now we all have to step in and do something. And we hope that that fervor and renewed sense of interest and attention really helps bring the diaspora back together in a unified way, and that we refocus our energies and cooperate better moving forward in

terms of addressing the needs of Puerto Rico and the people of Puerto Rico. C&S: Switching gears to Somos el Futuro, now that the fall conference in Puerto Rico has been canceled, do you think this presents the opportunity to reshape the event and its priorities in New York? MC: Canceling Somos was not an easy decision. We had already announced that we would not have a conference as usual, but we would use the personnel and the resources that would have been used in the conference to join some of the relief work that’s happening on the ground in conjunction with some local not-for-profits that we work with. But unfortunately the infrastructure and the hotel accessibility was not there for us to mobilize that number of people in a safe way, and so we chose to cancel even that activity. But we’re still getting together. We’re having an event here in the city, in Queens actually, to continue to bring those resources in and share them. (Editor’s note: The event occurred Nov. 1.) All of those resources that would have been used in the conference, Somos announced it would be shared with Para La Naturaleza, one of the nonprofits we’ve
been doing tremendous work with over the years, and they have identi fied a couple dozen communities that they’re looking to complete specific community projects in. We’re going to share those resources to support their efforts, and in that sense, Somos is still going to do what it can to be a part of the array of relief efforts that are happening everywhere. As a conference, we have been tr ying new things over the last few years, and I think it’s made the conference more exciting, and I think we’ve grown in participation because of it, in having the right kind of conversations and bringing people out to experience the island in a different way and not just in a hotel conference room, but rather going out into communities. We didn’t talk about schools. We actually we went to a school before we talked about them, and things along those lines. And we visited clinics and we visited community centers and we’ve done more of that lately. And we certainly want to continue to do that. Obviously our focus is going to be heightened in that there will be new things that will become a priority now, with the rebuilding that’s going to take years to happen, and the advocacy. The way I view
Somos is that it’s a platform for leadership and the diaspora, particularly in New York, but we started to expand our invitation to leaders outside of just New York state, Latino leaders in particular, but all leaders, to educate them and sort of make them understand that they have to play a pivotal role in the advocacy. Whether people look at that from having a sense of affiliation, or care, or interest in Puerto Rico because of history and what’s happened, in the moral sense, or whether they look at it from an economic issue of what it means for their states if this migration continues – for whatever their reasons, we hope people understand that the diaspora has a responsibility. So long as Puerto Rico remains a territory, I daresay somewhat of a colony, and we are burdened and threatened by federal law but not assisted by it, nor do we have a vote, despite being citizens, until that changes, the diaspora has a responsibility to be a part of that advocacy and response and political representation. I think Somos is a platform that helps teach them and educate them about that and give them the tools and talking points necessary to do that effectively. And we’ll continue to look to do that.

EP. NYDIA VELÁZQUEZ was the first Puerto Rican woman to be elected to Congress, and she has advocated for the island’s needs throughout her political career. The congresswoman talked to City & State’s Grace Segers about the ongoing hurricane recovery efforts in Puerto Rico, her problems with the Trump administration and the recent terrorist attack in New York City. The following is an edited transcript. C&S: Do you still believe the Trump administration’s response to Hurricane Maria has been insufficient? NV: It has been inexcusably inefficient, even after all the criticism that he has invited. And it is all related to the fact that he didn’t provide the leadership. They knew that this hurricane was in its track to hit Puerto Rico, and they knew that it would be a catastrophic hurricane making landfall with a vulnerable infrastructure. And they failed, the administration failed to put appropriate assets in place. So the questions are, why was the Comfort, the U.S. Navy hospital ship, not ready to deploy more quickly? Why did the president wait so long before appointing a three-star general to oversee the relief effort? I asked for an aircraft
HEY KNEW THIS HURRICANE WAS ITS TRACK TO HIT ERTO RICO ... carrier to be deployed immediately, the same way that they deployed off Miami when Hurricane Irma hit Florida. Why were FEMA cost-sharing requirements initially waived only for six months when we explained to the administration that Puerto Rico was running out of liquidity? So, the whole thing is really unacceptable and all this equated to a very slow, inadequate response. C&S: Congress recently passed an aid package. Is there anything else that you believe Congress can do? NV: Definitely. First, what we did, we passed a relief package. And it provided
$4.9 billion for its liquidity crisis in the form of a loan. So, is that the type of fair resources that we’re going to provide to an island that we know filed for bankruptcy? More loans? But, even with that inefficiency, I made it clear that this was only a first step and much more needs to be done. So, we’re waiting for the final assessment from FEMA as to the losses in Puerto Rico. Some insurance companies are throwing numbers that puts the losses up to $95 billion. So, what it means is, we need to pass a recovery relief package that will provide resources for Puerto Rico to start rebuilding. C&S: Do you think there is enthusiasm in Congress to pass that kind of bill? NV: This morning we had a meeting, the Democrats. Even on the Republican side, they know that they have to come up with a recovery package, not only for Puerto Rico but also for the other states. The amount of money that we provided in the relief package was $36 billion, but out of that amount, $16 billion is for the flood insurance program. So if you subtract that, it’s less than $20 billion not only for Puerto Rico, but also for Texas and Florida. It’s not going to be enough. We need to rebuild the power grid, and we have to do it in a way that will withstand the next natural disaster. In that respect, we hear from both Republicans and Democrats that they will want to provide resources, but making sure that the power grid is not only restored, but rebuilt to last. C&S: What is your reaction to the recent truck terrorist attack in Manhattan? NV: Of course, the first thing is, my heart breaks for the victims and the families, and to see that many tourists lost their lives, who came to New York to celebrate their 30th anniversary of ending school, it’s just heartbreaking. Look, New York City has always been a shining example of our nation’s openness, tolerance and diversity. And New York has always embraced immigrants who come to this country in pursuit of their dreams with their families. Unfortunately, the fact that New York City embraced diversity, that it welcomes people who come to New York, makes us a target for some of these bad actors that are out there. So what I would caution the president and everybody else is that we are victims of our open society, but we are also admired around the world because of that. So we need to continue to be a shining example of those values,

And I reject, of course, the statement made by the president this morning (Nov. 1) and his announcement that he is ending the diversity lottery question. This guy who committed this crime was radicalized here. So we have to be very cautious about how we’re going to proceed in terms of using this as a way of creating division among ourselves and in terms of other people with other nationalities. C&S: What is your reaction to the indictments of Trump campaign officials? NV: Look, all these issues are deeply troubling and go to the heart of our democratic process. The fact that (Paul) Manafort and (Richard) Gates and (George) Papadopoulos were colluding with Russia to undermine our democratic way of life is very troubling. And I just want to say this: I was the first member of Congress to write to (then-U.S. Attorney General) Loretta Lynch back in December asking her to appoint a special counsel. So now that we have Bob Mueller in place – and he’s doing an incredible job – I want to give him the opportunity to make the case and to finish his work. I suspect that the next question that you may ask is, “Should we impeach the president?” Well, I want to – I asked for the special counsel to be appointed. It is in place, he’s doing an incredible job. I’m waiting for him to finish his job and then we will consider all the facts. We need to see where the facts go. And these indictments are likely the first step in a series of actions. So I want to see the outcome of the investigation that he’s conducting.

Officials said Saipov was inspired by the militant Islamic State group. “It sounds like just another sound bite without the substance,” Torres said of Trump. “To single out a specific program because one person does something wrong is not the way to go. A nd rew C Although there has been support across the political spectrum for ending the program, Choi argued that the president’s call to eliminate it in response to a single incident was misguided. “It is exactly this kind of logic, that they’re going to shut down an entire federal program because of the actions of one individual, I mean, that’s ridiculous!” said Choi, who went on to liken Trump’s rhetoric to the White House’s efforts to reduce the number of refugees entering the country. “I remember when people were talking about the refugee system,” Choi said. “The fact is that the United States has resettled 700,000 refugees in the past 15 years, and something like three of them were convicted of terrorism-related crimes, but those three were complete b.s. anyway. And then we don’t think about all the good that those 700,000 have done for the United States in places like upstate New York that depend upon these refugee communities in so many ways.” Solages criticized what she called just another GOP talking point from the president. She said she was still waiting for Congress to pass legislation banning bump stocks in the wake of the deadly shooting in Las Vegas. “We’re sitting here and we’re allowing this gentleman – I’ll be nice – to just keep distracting us from what the common goal is, which is to support diversity and support each other,” Solages said. “So we have to keep making that message very loud.”

N AN ATTEMPT to reduce recidivism among young offenders, New York City is looking to bolster a program for young people re-entering their communities by building and strengthening partnerships with family members, community-based organizations
and the city’s Department of Probation. New York City’s Close to Home program, which places juveniles in nonprofit residential facilities near their communities as opposed to jails that could be hundreds of miles away from their families, has nearly 250 young people enrolled.
The program, which is overseen by the city’s Administration for Children’s Services, has been lauded by youth justice advocates who say that letting offenders serve time closer to their schools, families and other familiar institutions makes them less

likely to commit crimes and gives them the opportunity to gradually reunite with their families. “Because juveniles are by nature particularly vulnerable to stress and peer pressure, unless they’re equipped with adequate support networks, it is relatively easy for them to lapse back into the old habits that resulted in the original arrest,” New York City Councilman Fernando Cabrera, chairman of the council’s Juvenile Justice Committee, said in an Oct. 26 committee hearing. However, the program has had to deal with disturbing failures. Most notably, ACS
and other statistics, “We’re better than we have ever been in the last 15 years.” As the program that was founded five years ago continues to develop, Franco said the agency wants to improve youth monitoring and accountability by enhancing oversight over staff and providers, and by increasing partnerships. The Close to Home program will soon be matched with the city Department of Probation to use a risk and needs assessment tool to structure improvements for the individual needs of its participants. was forced to retool Close to Home after three 16-year-olds escaped from a Brooklyn group home in June 2015 and raped a woman they met in a Chinatown internet cafe. Despite the oversight issues highlighted by the incident, the program has been generally well-regarded. Earlier in 2015, a preliminary survey of the program’s results found that the Close to Home program is a “promising reform” that improved the quality of youth justice in the city and state. Felipe Franco, the ACS deputy commissioner for the Division of Youth and Family Justice, said at the hearing that judging by data on young people in the program who have made successful transitions to schools

Those with family or parenting needs will receive family-based therapy, based on DOP’s assessment tool. “As we get better at utilizing that tool that (DOP) uses to assess needs of kids, that will change how we ‘service-plan’ kids. It’ll change how we think about connecting kids to services when they return to the communities,” said John Dixon, associate commissioner for Close to Home. To help youths reintegrate into society after leaving the group homes, they are referred to a process known as aftercare, in

which they are monitored and supervised by ACS placement and permanency specialists who help ensure they don’t fall prey to the negative influences that initially got them into trouble. Some of the aftercare initiatives include peer intervention, employment and Cure Violence programs. About 181 youths are currently in secure group homes and another 61 are in post-placement aftercare. There is approximately one staffer for every 15 youths in the program, ACS officials said. Cure Violence programs have begun connecting re-entering youthful offenders with “interrupters,” people who have often overcome struggles with violence and now serve as role models. The partnership between Close to Home and Cure Violence is still being operated as a pilot, but Franco said the program has surpassed expectations and may be expanded. ACS will also expand family conferencing to ensure a more collaborative planning process for handling disciplinary concerns and helping a young person transition back to his or her community. Additionally, city agencies that have a stake in juvenile justice – DOP, the Department of Youth and Community Development, the Department of Education and others – will share information to help young adults reacclimate to school and to improve training of Close to Home provider staff. Their plans follow some recommendations that have been made by providers. Christine Bella, an attorney at the Legal Aid Society, told council members that ACS has addressed concerns about Close to Home and she was encouraged that the program reflected “a major and much-needed transformation in juvenile justice practices.” However, she said there was some need for improvement in the timeliness of referrals from facility placement to outside aftercare programs in order to work out incompatibilities between youths and the programs. She said there also needed to be improvements made to the school re-entry process, such as providing school credit transfers and allowing promotions for overage middle school students involved in the Close to Home program. Tina Schleicher, a specialist at Children’s Village, which is a Close to Home provider, suggested that families and extended relatives should play a bigger role in youths’ post-incarceration and redemptive paths. “Our focus is really on getting the strengths of the families, setting goals that are designed by the family and using discharge planning that’s going to support their ever-changing circumstances,” she said.

LOSERS RYAN NASH When a man drove a truck down a bike path and into a school bus, and then emerged from his vehicle with a pellet gun and a paintball gun, this NYPD officer was there to stop the carnage. Nash fired nine shots at Sayfullo Saipov, with one striking him in the abdomen before he was taken into custody. Nash has been hailed as hero by NYPD Commissioner James O’Neill and many others. For ending New York City’s worst terrorist attack since Sept. 11, 2001, Nash is a winner for more than just a week.
