EDITOR’S NOTE
JON LENTZ Editor-in-chief
FOLLOWING THE 1992 elections, pundits dubbed it the “Year of the Woman.” Twenty-four women won seats in the U.S. House of Representatives for the first time, bringing the total to 55 women in the chamber. In the U.S. Senate, there were four newly elected women that year, raising their ranks to six. The surge was attributed to a backlash against the questioning endured by Anita Hill during the confirmation hearings of U.S. Supreme Court nominee Clarence Thomas. Hill, who had accused Thomas of sexual harassment, was grilled by male senators – only men sat on the Senate Judiciary Committee in 1991 – and some felt she had been mistreated. Women were inspired to run for office, and a record number won. After this year’s midterms, it appears that 2018 is the new “Year of the Woman.” Next year, at least 125 women will serve in Congress, including more than 100 in the House. That more than doubles the levels reached in the landmark 1992 elections. Of course, it’s worth noting that more than three-quarters of the seats are still held by men – meaning there’s still plenty of ground to gain for women in elected office.

Latest AMAZON COMING TO QUEENS Amazon is eyeing Long Island City, Queens, to be home to one of its two new headquarters. Originally planning to build only one, the company decided to split its HQ2 between two locations, the other one likely sited in Northern Virginia. Just hours before the news broke, Cuomo had joked that he would change his name to “Amazon Cuomo” if the e-commerce giant chose New York. However, questions remain about how the headquarters, and the 25,000 employees it could bring with it, would affect the neighborhood – and whether government subsidies are warranted.
‘BLUE WAVE’ HITS NEW YORK Although the “blue wave” may not have been as strong as some predicted nationwide, it certainly was in New York. The state Senate flipped blue, with Democrats picking up as many as eight seats, giving them a comfortable majority in the chamber. Republican Reps. Dan Donovan, Claudia Tenney and John Faso each lost their re-elections as well, although Tenney has not yet conceded. Gov. Andrew Cuomo decisively won his re-election against Marc Molinaro, and Letitia James became the first black woman elected to statewide office. However, the indicted Republican Rep. Chris Collins appears to have hung on by a thread, squeaking out a victory against Nate McMurray, who has not conceded.
Disgraced former state Attorney General Eric Schneiderman, who resigned in May amid assault allegations, will not face criminal charges. The decision by prosecutors came after a six-month investigation into the allegations, first detailed in The New Yorker. Nassau County District Attorney Madeline Singas, who led the investigation, said that while the women who accused Schneiderman were credible, there were too many legal hurdles to proceed.
Back & Forth What does it mean to you to be the first Indian-American in the state Legislature? It’s a huge burden on my shoulders right now because since I’m the first I have to be a good role model to the younger generation that I’m hoping will come out and run for office from the community. Parents usually kind of push their kids into going into math, science and the legal profession. They don’t tell them go into a political career where I’m hoping with my election that’s going to change. I want to be a good role model to the emerging Indian-Americans who want to make a difference in their communities.

I don’t think my opponent was doing much of that. He was just putting up signs everywhere. So they were not really campaigning as much as they should have because they thought this was a seat that they could hold on to and I proved them wrong. Plus, I was knocking on doors every single night. I don’t see much of that from the Republicans, going and knocking on doors. Anything else you want to touch on? District 6 has the highest population of minority voters on the island, so when Kemp Hannon won his seat back in the day, the demographics were different. And now he just lost touch with the voters.

A NEW ERA FOR NEW YORK Democrats won a resounding majority in the state Senate. Can they keep it? By Rebecca C. Lewis
T
he much-heralded “blue wave” has come crashing down on New York. Although the exact number of seats Democrats managed to flip remained up in the air due to several close races, they appear to have won eight state Senate seats, giving them control of the chamber for only the third time in a half century. It also gives Democrats single-party rule in New York, which could mean some major shake-ups for the state. But it also leaves Democrats with a lot to prove. Now that the party will control the state Senate, they are poised to pass legislation that Republicans have, until this point, blocked from even coming to a vote. Next year, the state Senate could pass single-payer health care, which repeatedly has been approved by the Assembly, and the Reproductive Health Act, which would codify Roe v. Wade into state law. Other items on the agenda could include strengthening rent regulations and criminal justice reforms as well as changing voting laws. However, veteran Republican communications adviser John McArdle warned that Democrats may face similar difficulties as they did when they last controlled the chamber in 2009 and 2010. At that time, Democrats
held a slim majority that they promptly lost in 2010 when two Democrats on Long Island were voted out of office. The tenure was also marred with dysfunction that even led to a short-lived coup. “It’s going to be difficult for the Democrats to demonstrate that they can govern, particularly with a party that’s clearly dominated by New York City interests,” McArdle argued. McArdle, who once worked for the state Senate Republican majority, suggested that a divide may arise between progressive members who won Democratic primaries in New York City and new suburban Democrats who were elected last week. He said that Democrats in more moderate districts may not get behind some of the party’s more progressive priorities that could endanger their re-election, such as single-payer health care. “Will they be successful in passing a single-payer system for health care? God help us if they do,” McArdle said with a laugh. In reference to the 2009 coup that gave Republicans fleeting control of the chamber in the middle of Democratic rule, Democratic political consultant Bruce Gyory said such chaos is unlikely to happen again due to the far larger majority the party will have in 2019. In 2009, Democrats only had a two-seat advantage, allowing a few disgruntled lawmakers to “wreak havoc.” A
larger Democratic majority also means that several Long Island or upstate Democratic senators could vote “no” on controversial legislation and still see it pass, although there’s a chance they could still be blamed for the actions of their conference. Yet Gyory offered an assessment similar to McArdle regarding the challenges the party faces moving forward. “The seminal challenge for the new Senate majority will be to harness the political energy of their entire conference so that those regional and ideological With Democrats differences are respected taking the state and turned into a multipliSenate, Andrea cation factor rather than Stewart-Cousins is set to be New one which continually York’s first female divides the conference,” majority leader. they celebrated their newfound power. State Sen. Andrea Stewart-Cousins, who is poised to become the state Legislature’s first female majority leader, took the stage on election night to an ecstatic crowd on Long Island, wildly cheering for her and the slew of candidates who declared victory on the island. “You’ve got to forgive us for basking in the applause because we have won,” she told the gathered supporters, clearly not yet considering any possible adversity the party may face. “We love it when we win, and we know that when Democrats vote, Democrats win.”

HOW THE LEFT TOOK TRUMP COUNTRY The election lesson for congressional candidates: Run local. Run moderate. By Zach Williams
A
S CONTROL OF the House of Representatives hung in the balance on election night, Democrat Max Rose was thinking bipartisanship as he took the stage to declare an upset
victory against Rep. Dan Donovan. Democrats were one seat closer to winning the House and Rose was about to become the first Democrat to represent Staten Island in Congress since 2010, with a victory that would signal a “blue wave” of Democratic support had materialized
in New York. But instead of touting his margin of victory or the unlikelihood that a 31-year-old, first-time candidate could defy skeptics and win in a district where he had only lived for a few years, Rose began his victory speech by relaying a
message from his vanquished opponent. “He said something that we should all keep in mind,” Rose said at an election night event in central Staten Island, about the phone call in which Donovan conceded. “He said: ‘Max you are not my enemy.’” For Rose, it was a fitting end to a campaign where he positioned himself more as a pragmatic centrist than an avatar of the Democratic Party’s national agenda. Rose stumped for votes by talking about local infrastructure projects and the area’s struggles with the opioid epidemic rather than President Donald Trump’s many controversies or grand progressive

WHAT THE HOUSE DELEGATION LOOKS LIKE NOW New York will be sending 21 Democrats to Washington after challengers Antonio Delgado, Max Rose and Anthony Brindisi knocked three incumbent Republicans out of office in last week’s elections.

nio Delgado and Rose toppled three Trump-friendly incumbents by running toward the center and distancing themselves from the national implications of their races. Perceived independence from one’s national party seemed to help Republicans too. Trump allies Reps. Claudia Tenney and John Faso lost to Brindisi and Delgado, respectively. (Tenney had yet to concede as of press time.) “What we saw in Central New York were Max Rose is congratulated by vulnerable Republican his father after deincumbents who aligned feating Rep. In contrast, fellow upstate Republican Rep. They all expressed a willingness in the campaign to work with Trump and congressional Republicans on some issues, and they all gained attention for saying they would not vote for Rep. Nancy Pelosi as speaker in a Democratic-controlled House – although Delgado was less outspoken on the subject than the other two. They also all highlighted issues where they could specifically appeal to Republican voters in their districts, whether it was Brindisi’s opposition to gun control, Rose’s attacks against New York City Mayor Bill de Blasio or Delgado’s resistance to supporting “radical” changes to the American health care system. In contrast to some House races in other parts of the country in which Democratic candidates like Kentucky’s Amy McGrath won big in urban strongholds but lost rural areas by hefty margins, Brindisi, Rose and Delgado limited their losses in Republican-friendly areas of their districts. Tenney, for example, did not post overwhelming numbers in rural areas of the 22nd District to mitigate Brindisi’s victories in the Utica and Binghamton areas. Delgado – who is half African-American and half Puerto Rican – likewise performed well in rural Catskills counties like Sullivan and Rensselaer, despite efforts by Republicans to define him as a “big city rapper.”
REPUBLICANS: 6
Rose, an Army veteran, also followed the game plan that he needed to succeed in a district that is the most suburban and Republican-friendly in New York City. He won by 20 percentage points in the small Brooklyn portion of the district, but also managed to win by 1 point in Staten Island, which Trump won by about 15 points in 2016. “I think he did that with his background and his message,” said Mark Murphy, the Democrat who lost the 2012 race on Staten Island to then-Rep. Michael Grimm while Grimm was under federal investigation. Though turnout in the 2018 midterms was much higher than in 2014, Perry said it appeared to equally benefit Republicans and Democrats in these key races. “Basically what we saw was both sides were galvanized,” he added. Assemblywoman Nicole Malliotakis, a Republican from Staten Island, said what really made the difference in a race like Rose’s was just the right mix of political moderation, fundraising prowess – and ultimately a local message that mattered more to voters than their 2016 votes for Trump. The blue wave ultimately could only push Rose toward victory so much, she said. “There was a movement in the country to take back the House and he was the beneficiary of funding and volunteers from outside the district,” she said. “(Yet) he came across as a moderate to many because he was talking about issues that people in Staten Island and southern Brooklyn care about.”

WOMEN N POWER EW YORK CITY Public Advocate Letitia James made history by becoming the first woman elected state attorney general and the first black woman to win statewide office in New York. State Senate Democratic Leader Andrea Stewart-Cousins is set to become the first woman to lead a majority conference in the state Legislature when the new class of lawmakers takes office in January. And Alexandria Ocasio-Cortez just became the youngest woman ever elected to Congress. These groundbreaking politicians didn’t do it alone. They are among the headliners of an impressive onslaught of women who shook up this year’s elections. Many simply became more engaged in the political process. Many others actively volunteered on campaigns. And a record number of women nationwide jumped into the fray as candidates. Here in New York, a net of five additional women were elected to the state Senate – although the state’s congressional delegation ended up with slightly fewer seats held by women. Of course, countless women have been political players in New York for decades. But Though New York’s congressional delegation the remarkable rise of women in the political has slightly fewer women than last year, the sphere, driven in part as a reaction to President state Legislature saw big gains in the election. Donald Trump, makes it an appropriate time to introduce our first Women Power 100 list. With this list, we recognize 100 women who are key figures in the world of New York politics and government. We partnered on this project with Jennifer Solomon, a communications professional. Solomon reached out to insiders and experts and worked with City & State to identify the real movers and shakers while ranking each person based on their accomplishments, sway in political and policy matters, economic clout, philanthropic efforts, ties to powerful politicians and the constituencies they represent. Without further ado, we’re pleased to present the Women Power 100.

3 ANDREA STEWART-COUSINS State Senate Democratic Leader
4 MELISSA DEROSA Secretary to the Governor
STATE SEN. Andrea Stewart-Cousins was first elected to the state Senate in 2006, representing New York’s 35th District, which includes areas of White Plains, New Rochelle and Yonkers. In 2012, when she was elected to serve as leader of the Senate Democratic conference, she became the state’s first female leader of a legislative conference. When new members of the Senate are sworn in next year, she is expected to become the first female leader of a majority conference in state history. Stewart-Cousins is known for her competent and collaborative leadership style, and has helped the conference get past the chaotic period that defined their prior stint in the majority in 2009 and 2010. As a suburban lawmaker, she also reflects the party’s desire not to be seen as solely representing New York City’s interests. Her relationship with Gov. Andrew Cuomo was strained when she held off on an endorsement during his primary against challenger Cynthia Nixon, due to her exclusion from budget negotiations. They patched up any differences when Cuomo and Stewart-Cousins brought the Independent Democratic Conference back into the mainline fold.
and growing influence in the state Capitol makes her a key player in the state. The top woman on City & State’s 2018 Albany Power 100 list, and only one of two in the top 10, DeRosa is the first woman and the youngest person to hold the title of secretary to the governor, a role in which she is perhaps Gov. Andrew Cuomo’s most trusted adviser. DeRosa cut her teeth interning for the state AFL-CIO and then-U.S. Sen. Hillary Clinton’s political action committee. She has also worked as the New York state director of then-President Barack Obama’s political organization and the deputy chief of staff to the state attorney general. Since she began working with the Cuomo administration, she has been credited with negotiating the MTA multiyear capital plan and steering multiple initiatives through the state Legislature, including a $15 minimum wage, a statewide paid family leave program and a college affordability plan. Now, with another election win under her belt, she’ll play a significant role in developing and passing the 2019 budget as well as delivering on the governor’s infrastructure plans.

7 MARYELLEN ELIA & BETTY ROSA Commissioner, state Education Department Chancellor, state Board of Regents
NITA LOWEY Congresswoman
SERVING IN Congress since 1989, Rep. Nita Lowey is the most senior woman in New York state’s congressional delegation (and she is tied with Rep. Eliot Engel for the status of the state’s most senior representative overall). Lowey was also the first woman and the first New Yorker to chair the Democratic Congressional Campaign Committee as well as the first woman to lead either party on the House Appropriations Committee. With Democrats winning enough seats to retake the House this month, Lowey is now poised to be the first woman to chair the Appropriations Committee, which deals with discretionary spending. From her post on the Appropriations Subcommittee on State, Foreign Operations and Related Programs, she has been a constant champion for the U.S.-Israel relationship, women empowerment and education around the world. Even with President Donald Trump in the White House and Republicans maintaining control of the U.S. Senate, in her new role Lowey could wield her influence over spending to fight for the Democrats’ policy agenda in Washington and to aid her constituents in Rockland and Westchester counties.

MARYELLEN ELIA, the state education commissioner, and Betty Rosa, the chancellor of the state Board of Regents, are the state’s most important policymakers for educators, parents and anyone with a stake in New York’s educational system. Elia oversees more than 700 school districts and 3.2 million students as well as the state offices on higher education, adult and cultural education, and professional licensing. Meanwhile, Rosa leads the Board of Regents and takes the lead in determining educational policies and establishing the rules for carrying out state law relating to education. The two regularly pair up to address issues like certification requirements, teacher evaluations and the opt-out movement. Under their leadership, the state Education Department has enhanced efforts to better support students in foster care, improve mental health support in schools and increase opportunities for career and technical education teachers as well as teachers of students with disabilities. In 2019, the conversation around the state’s teacher evaluation system is bound to be a hot topic (again), while school security, segregation in New York City schools and education funding remain important matters on their agenda.

New York City Mayor Bill de Blasio, Emma Wolfe is a key behindthe-scenes figure in the city’s political landscape. She has been embedded in city politics since 2000, when her professor, then-City Councilwoman Gale Brewer, set her on a path of community organizing, leading to jobs with 1199SEIU, the Working Families Party and the state Senate. In 2009, she helped elect an underdog candidate to public advocate, where she grew to become de Blasio’s most trusted adviser.
AS PRESIDENT of the 1.7 million-member American Federation of Teachers, Randi Weingarten is as much a national figure as a local one. It’s her New York roots and political savvy that make her a player in state politics. From teaching history in Brooklyn to serving as president of the United Federation of Teachers, which represents more than 200,000 educators in New York City, Weingarten has been a champion for educator-led school reform at every level of government.
Congressional District, which consists of Manhattan’s East Side as well as areas of Brooklyn and Queens, Rep. Carolyn Maloney is a tenacious fighter for New York City. She has gained newsworthy notches in her legislative belt by authoring the legislation safeguarding the health care of 9/11 first responders, funding law enforcement efforts to process DNA rape kits and protecting credit card users. And this year, the longtime incumbent fended off a strong primary challenge from Suraj Patel.

While she has a lower profile than Howard Glaser, who held the post during Cuomo’s first term, Calhoun is charged with leading the governor’s $100 billion, five-year infrastructure plan. With a stint running the state Transportation Department and ties to state Comptroller Thomas DiNapoli and former U.S. Sen. Hillary Clinton, Calhoun is connected to decision-makers at all levels.

Our Perspective Amazon Doesn’t Need or Deserve Taxpayer Money By Stuart Appelbaum, President, Retail, Wholesale and Department Store Union, RWDSU, UFCW
T
here are reports that Amazon has chosen to build a new HQ in New York, and that news was coupled with reports that New York State has put together a “strong incentive package” to help lure the e-commerce behemoth to Long Island City in Queens. It’s the latest in a saga that has seen Amazon demanding – and being offered – hundreds of millions of dollars in tax incentives from cities and states across America to bring Amazon to town. Jeff Bezos wants to bring Amazon to New York City, and he would do it without handouts. We would be giving his company taxpayer dollars to do what he would have done anyway. Amazon wants to take advantage of the talent, infrastructure, cultural institutions and mass transportation options that come with being in the Big Apple. Taxpayers have already invested heavily in
many of the things that are drawing Amazon to New York, and Amazon should contribute its fair share to build up these essential assets. Amazon’s addiction to public money is nothing new, despite being one of the richest companies in the world. Since 2005, Amazon has benefited from over $1 billion in tax abatements, infrastructure improvements, and other subsidies in dozens of places. And let’s be clear – while Amazon may bring 25,000 tech jobs to NYC, the vast majority of its 600,000 workers are low-wage warehouse workers, packing boxes in grueling and dangerous work conditions. Amazon is a bad worldwide employer and has fought workers’ attempts to unionize. Their bad corporate behavior across the globe shouldn’t be rewarded by a progressive New York City and New York State. Amazon needs to change the way it does
IBM IBM IS the state’s biggest tech employer with 20,000 employees. As the first woman to lead the $170 billion company, Virginia “Ginni” Rometty has risen through the ranks over nearly 40 years with IBM, moving from accomplishment to accomplishment, having most recently been credited with IBM’s pivot from hardware into cloud computing and analytics – including the commercial use of Watson, the “Jeopardy”-winning computer.
NEW YORK CITY DEPARTMENT OF TRANSPORTATION THE NEW York City
Department of Transportation oversees roads, bridges, traffic, parking and passenger ferry service. Commissioner Polly Trottenberg oversees 5,000 employees while carrying out a $14.5 billion, 10-year capital plan. Appointed in 2014, her priorities have included the Vision Zero traffic safety initiative, street and bridge rehabilitation, bus system performance and expanding the city’s cycling network. She’ll be a key player in the rollout of congestion pricing, should it pass in Albany.
business – by agreeing to labor peace, accepting workers’ wishes to unionize, and by providing living wages, good benefits, and stable hours for workers – if it wants to be welcome in New York. The sheer mindboggling wealth of Amazon’s executives – CEO Jeff Bezos’ net worth hovers around $150 billion – shows that the company can do better. Amazon also needs to contribute to our communities rather than just take, by dropping demands for subsidies, by targeting local hiring and diversity for its tech jobs, and by helping to fund affordable housing and transit infrastructure alongside the proposed Amazon tech campus. Fellow internet tech giants Google and Facebook have both invested heavily in recent years in their presence in New York, yet neither has demanded nor accepted taxpayer subsidies. If they can thrive in New York without corporate welfare and taxpayer money so can Amazon, which had a revenue of almost $178 billion last year. Amazon must take the same path if it wants to be our neighbor and the beneficiary of all of the things New York has to offer.

LOSERS JOHN FLANAGAN The state Senate Republican leader didn’t just lose the majority. His conference failed so miserably that Democrats are downright giddy about a shift in power that might last a generation or more. If the GOP thinks it can win back seats in 2020, think again – the high turnout typical of presidential elections traditionally helps Democrats. Of course, Flanagan could be long gone by then – possibly vacating his seat and making it a target for yet another Democratic pickup.

So what if his cronies got convicted? Who needs a third-term agenda? Not this guy. It may have been preordained, but we can’t deny her history-making victory. While his political career and love life are dead, at least he’s skipping the slammer. Step aside, gentlemen. There’s a new woman in the room.

Democrats had a chance to win the U.S. Senate, too. Reminder: They didn’t. The House incumbents he campaigned for in New York all crashed and burned.

ANTHONY BRINDISI, ANTONIO DELGADO & MAX ROSE New York was always going to be a crucial battleground if the Democrats were going to have a shot at winning the House of Representatives. And on Election Day, these three New York challengers delivered, with Delgado knocking out one-term Rep. John Faso in the Hudson Valley, Max Rose whalloping Rep. Dan Donovan on Staten Island, and Assemblyman Anthony Brindisi edging Rep. Claudia Tenney in Central New York – assuming the preliminary results hold.

Whenever there’s a big election victory, everyone wants recognition for their contributions – and the landslide win by the state Senate Democrats is no exception. There are plenty of players involved, from Senate Democratic Leader Andrea StewartCousins, state Sen. Michael Gianaris and Suffolk County Executive Steve Bellone (and, yes, the candidates themselves) to The Parkside Group, NYSUT, 32BJ SEIU, the WFP, Greenberg Traurig ... the list goes on and on.
