REC CENTER/ HEARST CENTER NEW REGISTRATION SYSTEM A new activity registration system is in use at the Recreation Center and Hearst Center for the Arts. The system, Max Galaxy, offers additional functionality and convenience to both our customers and staff. Customers can research facility availability, register for programs, and maintain family account information from anywhere Internet access is available. Construction is resuming on University Avenue. Last year, work occurred between Grove Street and McClain Drive (referred to as Phase 1). In addition to removing the old road, water mains storm sewers, and sanitary sewers were removed and replaced. Two roundabout intersections were completed at Boulder Drive and Holiday Road. Some of the trail, sidewalk, and landscaping was installed as well. This year Phase 1 work will conclude. The focus will be on completing the Waterloo Road intersection, a north frontage road, trails, sidewalks, landscaping, and bus shelters.

the Rownd and Midway intersections will have signals, Cedar Heights will be a roundabout, two bus stops are planned, and a mid-block pedestrian crossing will be near Goodwill. Construction will span over two years. Areas of construction will be one lane in each direction.

Greetings!

This is the fourth letter I’ve had the pleasure to write for Currents, and it’s been an honor to communicate to the public on a more personal level. I want to thank our city staff for the work they’ve done the past year. With their counsel and guidance, I presented the annual budget to the council at the February 20 Council Meeting. Our previous city leaders put in place a public and purposeful process to help ensure certification and passage of the annual budget. The culmination of this process will result in the city actually reducing its portion of property taxes for the next fiscal year. The catch is that actual Cedar Falls residential property taxes will increase due to the state legislature placing more tax burden on these properties, while passing property tax relief for commercial/industrial and multi-residential dwellings. The total increase for individual property taxes will be 1.5% for the fiscal year starting July 1, 2017. This amount is lower than the Consumer Price Index (CPI), which could be described as “the cost of doing business.” I will add one more factor that I believe is favorable: Cedar Falls has the lowest number of employees per 1,000 residents. Read that as we have great people working efficiently for the city. Cedar Falls enjoys a wonderful standard of living that includes, at present, the fourth-lowest property tax rate in the state among large cities. Cedar Falls has also received high ratings for the health of city finances. Although there are always improvements to be made, from my perspective, we’ve got it pretty good in Cedar Falls! When I provide this information, I believe it’s important to show the effect. One of the city’s goals should be to always improve what I refer to as “City Client Services.” I believe we’ve made significant progress towards that improvement goal—and will continue our work to make Cedar Falls a wonderful place to call home. Cedar Valley Preschool and Child Care Center followed a renovation plan focused on being “green,” sustainable, and energy efficient, resulting in an energy savings of $390/month.

RECYCLING CONTAMINATION IS REAL NATURAL BENEFITS OF MULCHING GRASS With spring quickly approaching, the familiar sound and smell of lawn mowing will soon return. Residents will once again be faced with a decision about what to do with grass clippings. Some feel they should be disposed of. Some think it is okay to discharge them into the street or storm sewer—it is not! Others let nature take care of disposal by mulching their grass clippings into their existing lawn to decompose. Mulched grass clippings provide valuable nutrients. As clippings break down, nitrogen increases, thus decreasing the need for chemical fertilizers. Clippings also keep the soil moist, reducing yard temperatures. To avoid clumps of grass and to maintain a healthy weed resistant lawn, the recommendation is to cut only one third of height of the grass blades, and to never cut grass shorter than three inches in height. Mulching is simple. Most modern lawn mowers are equipped with mulching capabilities. Mulching grass not only saves time dealing with clippings, but also saves money and negative impacts on the environment by minimizing the need for chemical application, traveling to the compost facility, and placing the yard waste cart out for collection.

CEDAR FALLS POLICE PRESCRIPTION DRUG DROP OFF AVAILABLE YEAR-ROUND The Cedar Falls Police Department accepts unused, unwanted, and expired prescription drugs 24-hours a day, seven days a week. Citizens can drop unwanted medication in a secure box in the police department lobby. No needles should be dropped into the drop box. This effort helps keep prescription drugs out of the hands of people who could misuse or abuse them, and also out of the trash and groundwater.

ALL LOADS MUST BE COVERED OR SECURED All refuse/yard waste and demolition loads must be covered/or secured during transport in Cedar Falls (City Ordinance Section 12-12 Transport of Waste Material). Uncovered or unsecured loads may be subject to a fine.

Recycling drop sites have frequently received items not recyclable through the household recycling drop-off program. Items that are not recyclable, or items placed in the wrong container, could contaminate the entire load; this requires extra labor to separate—or worse—requiring contaminated material to be dumped into the landfill. The Cedar Falls recycling program is highly quality controlled. Contaminates are removed from the various recyclable commodities, then baled into mill grade bales to prevent rejection from the mills. The City of Cedar Falls asks residents for their cooperation to ensure recyclable items are placed in the proper container, and non-recyclable items are taken to the Transfer Station or placed on a schedule for the city's bulk item collection program. APRIL 8: TOXIC MATERIALS & ELECTRONICS DROP-OFF Twice per year, the Black Hawk County Solid Waste Management Commission co-sponsors electronics recycling and household toxic materials drop-off events. BOTH events are open to ALL Black Hawk County residents to get rid of approved items from their homes and garages (some fees may apply). The Spring Event is hosted by Waterloo and the Fall Event is hosted by Cedar Falls, with event costs paid for by the Solid Waste Management Commission. The next drop-off event will be held on Saturday, April 8, from 9 am–2 pm at the Waterloo Waste Water Treatment Plant (3505 Easton Avenue). On the day of the event, follow the signs from the corner of Highway 218 and Mitchell Avenue to the drop-off site. Volunteers will unload items for you. For safety reasons, you must stay in your vehicle. Business waste will NOT be accepted. Black Hawk County households can get rid of old chemicals, propane tanks, fluorescent light bulbs (compact and tube), mercury thermometers, and more. Each vehicle/household may bring two Cathode Ray Tube (CRT) containing devices for free (older TV’s and computer monitors with the bump in the back). Additional CRTs are $5 each (with no limit). Please bring exact cash only. Bills larger than $20 will not be accepted. All hard drives will be shredded. Many other electronic and electrical items (flat screen TVs/monitors, vacuums, holiday lights, game systems, etc.) will be recycled at no cost. A complete list of accepted items can be found at www.wastetrac.org. Approximately 60 volunteers (age 18+) are needed to make these community events possible! Volunteers assist with unloading items, directing traffic, surveying participants, and making this event run efficiently. Two volunteer shifts are available: from 7:45 am–2 pm or from 7:45 am–12:15 pm. To volunteer, contact Tammy Turner at (319) 266-TRAC (8722) or by email at tturner@co.black-hawk.ia.us. The following items will not be accepted at the event: paint, appliances (including microwaves, stoves, dryers, dehumidifiers, washers, refrigerators, air conditioners, etc.), tires, motor oil, antifreeze, asbestos, ammunition, fire extinguishers, smoke detectors, radioactive materials, or non-hazardous waste. Electronics waste and hazardous materials from businesses will not be accepted. The Fall Event will be held on Saturday, September 23, from 9 am–2 pm at the Cedar Falls Public Works Complex (2200 Technology Parkway). In an effort to ensure prompt and regular collection of curbside refuse and yard waste carts, the Public Works and Park Division offers the following reminders:

Residents are allowed to bring brush, logs, leaves, garden waste, and grass clippings to this site. Brush and twigs are processed separately from the yard and garden waste. Garbage and demolition material is not accepted at this site. Wood mulch and compost is available to residents free of charge during normal operating hours. Residents are required to “load their own” so be sure to bring containers and shovels. The compost facility is intended for Cedar Falls residents use only. The site will be monitored to ensure users are residents of Cedar Falls. Contractors, non-residents, and other “for hire” haulers are not allowed to use this facility.

Spring Curbside Yard Waste Collection Cedar Falls yard waste carts will be emptied on Mondays at a reduced cost of $5/dump during April. During the week of April 24, yard waste carts will be collected Monday, Wednesday, and Friday. July 3–September 25, yard waste collection will occur every other week; dates include: July 3, July 17, July 31, August 14, August 28, September 11, and September 25. Yard waste collection will not occur on May 29 due to City offices being closed. The Transfer Station accepts yard waste daily during normal operations. Mondays are reserved for yard waste only. As an alternative, residents are encouraged to utilize the Seasonal Compost Facility for yard waste disposal needs.

• Refuse is required to be bagged before being placed in the refuse cart. This new ordinance requirement is designed to minimize loose garbage from escaping during the dumping process, especially during windy conditions. • Do not put dirt, sod, or ashes in the yard waste carts. • Refuse carts should not be overfilled. The lid should be closed or near closed to prevent material from falling out during the dumping process. Bag tags are available for residents who generate an occasional extra bag. Extra bags should be properly tagged and placed on top of the closed lid. Tags are available at local stores such as Hy-Vee, Fareway, O’Donnell Ace Hardware, and the Transfer Station. • To ensure carts do not get overlooked due to conflicts with objects, place carts a clear distance from obstacles such as parked cars, mailboxes, utility poles, etc. • Routes are not always collected at the same time each week, so be sure carts are at the curb by 7 am on the scheduled day of collection. • In order to maintain aesthetically pleasing neighborhoods, residents are asked to remove their carts from the street no later than 8 pm on the day of collection.

ASPHALT SHINGLE RECYCLING The city’s asphalt shingle recycling program has proven to be successful! This program not only saves landfill space, but also saves wear on transfer station equipment. Recycling shingles is also more economical for contractors and residents in managing roofing projects. Since 2015, over 1,000 tons of asphalt shingles have been diverted from the landfill. The recycled asphalt is used for road and parking lot paving by a local asphalt company. Nails are separated during the grinding process, then recycled by a local scrap metal dealer. Acceptable materials for shingle recycling: • non-asbestos, residential asphalt shingles • nails • felt/tar paper Not Accepted: • wood, pallets • wood shake shingles • metal: flashing, gutters, plumbing stacks • plastic or vinyl: vents, gutters, buckets, plastic packaging • paper waste, other garbage, trash, dirt • mastic or plastic roofing cement • rolled roofing materials (excess felt)

• Refuse and yard waste carts are the property of the City of Cedar Falls. Carts should not be painted or altered in any way. If a cart becomes damaged and is need of repair, the City will repair or replace as needed. • Carts can be exchanged based on usage as resident disposal needs change. Residents are allowed one free exchange per year; if exchanged more than once in a year, a service fee may be charged. • City ordinance requires every single-family residence within the corporate city limits to pay a refuse fee. There are exceptions for acreages and multi-family dwellings.

Cedar Falls was presented with a Healthy HometownSM POWERED BY Wellmark award at the Iowa Healthiest State Initiative, “Bringing it Home” conference on November 1, 2016. The award recognizes the Cedar Valley for dedication and accomplishments toward meaningful health improvement initiatives in the community. The city was gifted Health HometownSM signs presented to Mayor Brown and the City Council on February 6, 2017, by Cedar Valley Blue Zones board members, Sue Beach and Jackie Preston. Cedar Falls also earned special recognition during the second annual Blue Zones Project® National Summit held in Fort Worth Texas October 17–19, 2016, that brought together leaders and influencers passionate about transforming the health and well-being of their communities. These achievements should be shared and celebrated across the community, honoring those that have joined and supported the Blue Zones movement! Blue Zones Project has published a beautiful book featuring the Blue Zones Project in Iowa and in the Cedar Valley, highlighting our accomplishments and the impact. These books are an excellent tool for Cedar Falls to attract new people to our Healthy Community and also as a recruitment tool for businesses. Books are available at the Cedar Falls Tourism & Visitors Bureau. Cedar Valley Blue Zones continues to lead the community to healthier well-being. In partnership with the School of Kinesiology, Allied Health, and Human Services at UNI, Blue Zones Project is helping organize a recreational triathlon, TRIUNI. This fun triathlon is open to first timers, seasoned triathletes, and anyone who wants to be active and have a great time. The event begins at 8 am, Saturday, April 22, at the UNI campus, on the main floor of the Wellness and Recreation Center. Participants swim 300 yards safely in the UNI Wellness Recreation Center Pool, bicycle 10 miles inside on a stationary spin bike, and run a 5K through the beautiful UNI campus. CEDAR FALLS GOLF OPERATIONS Cedar Falls Golf operations are now privatized!

In late December, the City Council approved a contract to turn all golf course operations over to long time PGA golf professional, John Bermel. This move was one of a number of cost savings efforts the City has been investigating for many years. In 2016, citizens voiced their opinions of what the City could do to strengthen our municipal golf courses and increase interest in playing. During those meetings, support for our current Golf Professional, John Bermel, was expressed. If the city were to pursue privatization, retaining John’s services, passion, and enthusiasm for the game was a priority. The City Council and staff worked with John to develop a five year contract to last through the end of the 2021 golf season; he has the option for renewals based on performance. This contact was signed in late December and went into effect January 2, 2017. Under this agreement, John Bermel takes over all golf operations for both Pheasant Ridge and Walter’s Ridge Golf Courses. This not only includes the operation of the pro shop, but course maintenance as well. The agreement calls for all golf fees to remain unchanged for the first year of the contract. NEW TENNIS COURTS In August 2016, the Black County Gaming Association approved a grant to the City of Cedar Falls for $500,000 to be used for new community tennis courts. This is a collaborative project with UNI, Cedar Falls Schools, and the City of Cedar Falls to replaced aging courts on the UNI campus and at the Robinson Dresser Sports Complex. Construction is anticipated to begin this year, with completion in the fall of 2017. UNI, Cedar Falls Schools, and City of Cedar Falls thank the Black Hawk Gaming Association for their generous donation to the project.

IMPROVED PARKING IS ON ITS WAY! Reconstruction of the D and K lots in downtown Cedar Falls has been scheduled for spring and summer 2017. CMS ANNOUNCES VOLUNTEER OF THE YEAR Rarely will you find a volunteer as committed to Main Street initiatives as Ty Kimble. Never hesitating to help when needed, Ty has been an active supporter of Community Main Street for many years. He currently serves as the chair of the Business Improvement Committee, is on the Board of Directors, and acts as our liaison to Main Street Waterloo. Ty is a building and business owner in the downtown district, and this year he went above and beyond by leading other owners throughout our SSMID renewal project. Ty will be formally recognized at the Main Street Iowa Award Ceremony in Des Moines on April 7, and locally on April 18.

Firefighting: Tools of the Trade, Past to Present Sunday, April 9, 2 pm; Victorian Home Local hobbyist Felix Schumburg has built a unique collection of firefighting equipment from the past century and beyond. He’ll share his experiences as a collector, describe technological changes, and offer hands-on exploration of historic gear. Free.

Family Story Time Saturday, June 10, 10–11:30 am; Victorian Home

Hear fire-themed children’s stories from a member of Cedar Falls Fire Rescue, make a fun craft, try on fire-fighting gear, and play in our mini fire house. Free.

Summer at the Schoolhouse

Students who have completed 1st–6th grades are invited to experience a week in an original, one-room schoolhouse. Write on a slate, play traditional games, sing old songs, and hand-churn old-fashioned ice cream. This year, we will explore the history and science of fire and firefighting. Sessions will be held the weeks of June 19, July 10, July 17, July 24, July 31, and August 7. $60/student ($55/member); registration opens March 20.

Museums Open for the Season!

The Little Red Schoolhouse Museum and Ice House Museum will open for the season on May 3rd. These historic sites are located on First Street in Sturgis Park and offer a glimpse into early Cedar Falls— with hands-on activities for all ages. See our website for museum hours.

Formal art concepts such as texture, shape, space, and design are learned through imaginative art projects. Our classrooms evolve into a frenzy of creativity during this week-long camp for artists who will stop at nothing to make amazing works of art. SHOWSTOPPIN: PUPPETS, PRESENTATION, AND DRAMA FEATURING EULENSPIEGEL PUPPETS! Monday, June 26–Friday, June 30 Students learn to use their body and props as instruments of storytelling in this fun and active week of camp! Students are encouraged to use their imaginations to explore the depths of characters, recreate classic tales, and tell a story. Final performances will be held at the Hearst in Mae Latta Hall on the last day of camp—Friday, June 30.

18 MAY–09 JUL 2017: First Fifty: Works by Cedar Valley Artists Opening Reception: Thursday, May 18 •5:30–7 pm FREE and open to the public Artists are invited to participate in this salon style exhibition. This show is an open call to all artists from Cedar Falls, Waterloo, Waverly, Evansdale, and all other communities in the Cedar Valley. The first fifty artists to deliver one, ready-to-hang work of art to the Hearst Center when doors open at 9 am on Thursday, May 11 will be included in this exhibition.

SLAB STYLE HAND BUILDING Explore the use of slab-building to create a 3-D canvas for detailed surfaces. Slips and underglaze will be used in a precise manner to enhance simple forms and excite the viewer. This class is ideal for those with experience in drawing and painting, however, all are welcome! The 12-acre site holds 55 RV campsites, one permanent cabin, tent camping, hard surface roadways, and wireless Internet service. The Big Woods Lake recreation area provides a myriad of opportunities including access to the metropolitan recreation trail system, boating, fishing, hiking, picnicking, and a newly established 10-acre prairie. The remaining park grounds consist of floodplain-associated woodlands and wetland areas interlaced with small lakes which were once old quarries and are now used for fishing. ISLAND PARK BEACH HOUSE 218 Center Street in Island Park The East (bridge side) holds up to 120 people in banquet style seating if desired, or the entire building with banquet style seating holds about 180 people. Each side has a stainless steel serving counter and a sink with hot and cold water available. The facility comes with tables and chairs located in storage rooms on either side of the facility. A garage door separates the two sides. Men’s and women’s rest rooms are located on the east side of the building with access from the outside of the building; they are also available to the general public using the trails or park. Windows open easily for great ventilation and an enjoyable view of the park and river. Ceiling fans move the air to help keep the inside of the building cool on hot summer days. A small deck/patio is available with the respective ends on the river side of the building. No refrigerators or stoves within the facility. Summer swim passes are valid from May 27–August 23 during regularly scheduled hours at Holmes Pool or The Falls. Passes will be on sale beginning April 10 and are sold only at the Recreation Center. Individuals listed on the Family Season Pass form must meet all criteria: *family of 1 adult and up to 4 children OR family of 2 adults and up to 3 children. Each additional child is $10. Please note the dates pools will be closed. Purchase your pass prior to May 15 and receive the bold discounted rate!

The Falls Aquatic Center will provide this unique exercise experience Monday– Friday for adults 16 and older June 8– August 18 from 11:05am–12pm, weather permitting. Rec Center swim lessons are designed by our staff to help promote water safety at a young age. It’s our hope participants experience success early and often in swim lesson programs, and develop a love and respect for the water. Competitive oriented skills have been moved to the more advanced groups. Should lessons at The Falls need to be cancelled due to weather, staff will make every attempt to make them up on weekdays at the end of the third week. The Recreation Division will do everything possible to see at least 10 lessons are held, but we cannot control the weather. Class sizes are limited. The Cedar Falls Authors Festival is a year-long celebration of Cedar Falls’ hidden legacy as a rich place for authors, from pioneers to present. The festival focuses primarily on Cedar Falls writers—past and present. Festival events will stress the connections between written works and the other fine arts, books by Cedar Falls authors that became films, plays, musicals compositions, and more. The inaugural event of the festival is Thursday, May 4, at 7 pm at the Hearst Center for the Arts, and will celebrate the work of Robert James Waller. “Eight Songs by Robert Waller: An Appreciation of his Music and Poetry,” presented by Scott Cawelti, will feature songs recorded and performed in 1984 by Winter Ridge Handy. The event is free and open to the public, light refreshments will be served. Additional events will focus on the work of Nancy Price, Ruth Suckow, Bess Streeter Aldrich, and James Hearst. Other events throughout the year feature authors on Cedar Falls history, youth writers, memoirs, and other genres. The Cedar Falls Police Department radar trailer may be requested for your neighborhood to help reduce the amount of motorists exceeding the speed limit on your street. The goal of the radar trailer is to increase speed awareness and traffic safety. It is moved around throughout Cedar Falls streets in response to citizen requests. If you would like to have the radar trailer on your street please call (319) 273-8612. RADAR TRAILER

As our community looks toward spring flowers, some parts of our community still worry about flooding. Last year we had some unseasonable fall flooding; generally we expect floods to come with the spring thaw. At www.cedarfalls.com/flood you can find updated floodplain maps, the Cedar Falls flood brochure, and speedy access to the National Weather Service hydrograph and Cedar River information. The floodplain map gives some information regarding areas prone to flooding. Additionally, www.cedarfalls.com/ flood has a hyperlink to the Iowa Flood Center with up-to-date articles about flooding and predictions for the entire state. If you live in a flood prone area, please stay aware of changes in flooding throughout the community. Remember, if you see flood water, “Turn Around, Don’t Drown” is the best advice for traveling the roads. The Cedar Falls website is a great source of information for our community all year long.
