Spring 2020—VOL. 2

Downtown Streetscape and Reconstruction In April, work will begin on the Downtown Streetscape and Reconstruction project. Originally planned as two separate projects, the combined undertaking will incorporate substantial improvements to the downtown area. Full reconstruction—including utilities— of both West 2nd and West 3rd Streets from Washington to Main Street will be underway, while the neighboring sidewalks receive an update of their own, expanding the streetscaping design elements throughout the downtown area. The project is planned to be completed before Thanksgiving.

With the incorporation of new brick pavers, benches, and bike racks, the sidewalks will carry over design features from the partially completed Peter Melendy Park Project just across 1st Street. In addition, some trees are getting replaced or relocated, and every tree grate will be equipped with electrical connections for holiday lighting. The current metal benches will be accompanied with decorative concrete benches at the larger planter locations. The staging of this project will primarily impact vehicular traffic along 2nd and 3rd Streets as each block will be closed for the entirety of the removals, utility installation, and paving; pedestrian walkways will be open as much as possible. During reconstruction of these areas, the streetscaping work along Main Street will also be underway, closing individual half-block sections at one time. Temporary sidewalk access will be provided and all downtown businesses will remain open. Main Street will remain open to vehicles. Upon completion, the downtown area will have an updated appearance with decorative lighting and matching sidewalks will support walking throughout the district. With a congruent design to the updates along East 2nd Street, State Street, and Peter Melendy Park, citizens will find the district to be more welcoming and coherent than ever before. Why is the Census important? We lose approximately $2,000/year for every uncounted individual. Getting a complete and accurate count of Black Hawk County’s population determines our state’s representation in Congress. It also determines the distribution of more than $675 billion in federal funding for vital programs and services in education, health, housing, public safety, and transportation. Count yourself. Learn more at www.youcount-bhc.com.

Let’s get our share of federal funding! For the first time, the 2020 Census will be available ONLINE. The CF Public Library will have a Census kiosk.

MAYOR’S CORNER Dear Neighbors, We have much to celebrate in our vibrant downtown, our active College Hill, and a quickly redeveloping University Avenue corridor. On top of that, in the coming years, we can expect to see significant streetscape improvements in North Cedar, new retail activity in the College Square area, and a new Cedar Falls High School with a new neighborhood surrounding it. Each of these changes require us to adjust to a ‘new normal’—that takes time, effort, and empathy. I’m committed to navigating the city through the challenge of change by facilitating lively, respectful debate and discussion, and I’m asking all residents to do the same. At the end of the day, we’re first and foremost neighbors in a terrific city; our thoughtful interactions and dialogue during these times of significant change will ensure we leave the next generation a city they (and we) will be proud to call home! Contact the Mayor at: Very respectfully, rob.green@cedarfalls.com Mayor Rob Green (319) 268-5118

Located on the 300 block of East Main Street This facility is open daily (weather permitting) from dawn to dusk for use by Cedar Falls residents only. Usage may be monitored to ensure compliance so residents are asked to please bring proof of residency—such as a driver’s license or vehicle registration. Permissible disposal includes brush, logs, leaves, garden waste, and grass clippings. Please, no dimensional lumber, landscape timbers, demolition material, garbage, or plastic containers. Quality wood mulch and compost is available to residents free of charge during normal operating hours. Residents are required to “load their own” so be sure to bring shovels.

Remember, according to city and county ordinance, all loads must be covered or secured.

Please do your part to help keep our city clean!

Curbside Yard Waste Collection Yard waste carts will be emptied in April on Mondays at a reduced cost of $5/dump. Yard waste collection will not occur on May 25, 2020 due to city offices being closed. Remember to place your yard waste cart at the curb by 7 am and remove the cart from the curb no later than 8 pm the day of collection to avoid unwanted service. Please place carts at least three feet away from objects. Do not overload carts; the weight limit is 250 pounds. Please do not deposit dirt, sod, or ashes in the yard waste carts.

Transfer Station The Transfer Station accepts yard waste daily during normal operations ($29.50/ton). Mondays are reserved for yard waste only. As an alternative, residents are encouraged to utilize the Seasonal Compost Facility for yard waste disposal needs. Summer Hours (April–October): Monday–Friday 7 am–6 pm (Last load taken at 5:45 pm) Saturday 8 am–3 pm (Last load taken at 2:45 pm) For additional information regarding yard waste disposal options or to request service, please contact the Public Works Department at (319) 273-8629.

Composter and Rain Barrel Sale Did you miss the online composter sale last year? Now is your chance to get a backyard composter at almost half the price of retail! The Land and Water Stewards branch of Green Iowa AmeriCorps is running the 2nd annual Cedar Valley Composter and Rain Barrel Sale. The main feature of the online store is the Earth Machine Backyard Compost Bin for $54.95—normally priced around $100—and includes a “Rottwheeler” Educational Guide wheel. Optional compost accessories are also available, and can be purchased either individually, or as a set at a marked discount. In addition to the Earth Machine, two other composters are also for sale. The GeoBin Open composter is the most simple and affordable model. At the other extreme is the Tumbler Compost Bin, a rotating bin that makes mixing the compost much easier. A Wriggly Ranch Vermicomposter is good for those who like having some extra live worms around for bait. If you already have a backyard compost system, you can still order accessories to simplify food and yard waste disposal. Taking backyard sustainability to the next level is the System 55 Gallon Rain Barrel. This is a good way to sequester water for lawn and other non-potable uses. Using a rain barrel also means you are doing your part to mitigate surface runoff and curbside puddles. This year, the pickup event will be a part of an Earth Day Festival taking place at the Clay Street Park in Cedar Falls on April 25. The festival will be from 1–3 pm, but pick-up times will be extended from noon–4 pm. The website for the store is cedarvalleycompostersale.ecwid.com, and information is on Facebook @lwsamericorps. Hope to see you at the pick-up event! 4 Spring 2020

Time For a Car Wash?

Water from car washing on driveways, parking lots, and streets typically flows along the gutter and into a storm drain before it empties into a creek or river. Following these simple car washing tips can help keep our streams and lakes clean. Wash cars on a permeable surface like grass, so less runoff goes into storm drains and waterways. Avoid washing on concrete or asphalt unless it drains into a vegetated area. Use a spray nozzle on a hose or a bucket to conserve water and cause less water less runoff. Always empty wash buckets into sinks or toilets, never in the street or storm drain. Use a phosphorous-free detergent (phosphorous can cause excess algae blooms in lakes and streams, and neighborhood ponds).

For car wash fundraisers, partner with a commercial car wash (they are required by law to send their wash water to a waste water treatment plan), or use a safe location.

Hazardous Trees on Private Property

KEEP YOUR GRASS UNDER 8”

Recently letters were sent to owners of private property with one or more dead or declining tree(s) from damage caused by the Emerald Ash Borer. In late summer of last year, city staff conducted a survey of private property throughout the city and established a database identifying these trees to track them and to notify property owners of their requirements for removal.

As our seasons change, so does the focus of Code Enforcement. During summer months, Code Enforcement staff is busy addressing tall grass and weed complaints. Cedar Falls would like to remind residents to cut their grass on a regular basis. City code prohibits grass and weeds exceeding 8 inches high. If staff discovers a violation or a complaint is filed, a letter is sent to the property owner instructing them to mow. If the violation is not corrected within the designated time frame, the city performs the work and the cost is assessed to the property owner.

City of Cedar Falls Ordinance Section 15-2 states: Nuisance defined; certain acts, conditions declared as nuisances. Whatever is injurious to the senses or an obstruction to the free use of property so as essentially to interfere with the comfortable enjoyment of life or property by the public or community shall be deemed a nuisance. Nuisances shall include, but shall not be limited to, the following: (20) “Trees infected with infectious disease as identified by the city arborist or operations and maintenance division manager; or any dead, diseased or damaged trees or plant materials which may harbor serious insect or disease pests or disease injurious to other trees or plant materials, or any healthy tree in such a state of deterioration that any part of such tree is likely to fall and damage property or cause injury to persons. The stump of any tree that is removed must be cut flush with ground level, unless the stump is made into a decorative, tasteful yard element.”

The letters indicated all dead and declining trees need to be removed from private property no later than August 1, 2020, for those considered a high hazard, and December 1, 2020, for those considered a moderate hazard, unless the property owner provides the city with a plan for removal in a timely manner. Trees not removed, or those without a plan for removal, are subject to removal by the city with all associated costs, including administration, charged back to property owner. For more information, please contact the Public Works Department at (319) 273-8629.

CONSTRUCTION UPDATES 2020 Alley Project

12th Street Reconstruction Project

During the 2020 construction season, the City of Cedar Falls will contract with Bentons Sand and Gravel Inc. for the 2020 Alley Project. The Alley project consists of the construction of two city alleys being reconstructed into permeable alley’s and is funded by the Stormwater Bonds and Street Construction Fund. The following are the two alleys and anticipated closure time frames for construction:

During the 2020 construction season, the city will contract with Peterson Contractors Inc. for the 12th Street Reconstruction Project. The project consists of reconstruction of 12th Street and Walnut Street for a total of five city blocks, and is funded by the Local Option Sales Tax, Street Construction Fund, and Cedar Falls Utility Funding Sources. The following blocks are scheduled for construction:

Between Tremont Street and Franklin Street from 22nd Street to Seerley Boulevard— anticipated to be closed for 56 days. >

• 12th Street: from College Street to Tremont Street • Walnut Street: from 11th Street to 12th Street

Between Iowa Street and Tremont Street from 4th Street to 5th Street—anticipated to be closed for 42 days.

ˇ

This project will affect citizens with access to their driveway from the two alleys listed above; during reconstruction they will need to park in the street until the alley is finished. The Alleys for this project are prioritized based off of slope, drainage area, and proximity to existing storm sewer infrastructure. Studying these factors allow the city to determine which alleys are capable of being reconstructed into a permeable alley. The project consists of the reconstruction of two alleys listed above with permeable pavers on the surface to allow for the infiltration of stormwater into a rock chamber. This system allows for the capture of stormwater on the alleys surface and provided filtration prior to entering the storm sewer system. Since 2014 various alleys throughout Cedar Falls have been reconstructed to permeable alleys to help with the city’s stormwater management and water quality.

Locker Room Face-Lift The locker rooms at the Cedar Falls Recreation and Fitness Center will have a face-lift toward the end of the summer. Exact dates will be posted and shared with members via email once a contractor is hired later this spring. The plan is to rotate part of the center row of lockers 90 degrees so they are on the common wall of the hallway to open up the center of the locker rooms. Benches will be replaced with stools or chairs for more flexibility. Plumbing fixtures will be replaced. All ceramic tile and carpet will be replaced with new ceramic tile. The shower area will become semi-private. A few additional hair/hand driers will be installed. New ceiling tile and grid work will be installed with new LED lights. The goal is to complete the project by August 24—when school starts— and the majority of our members get back into their normal, school year workout routine. 6 Spring 2020

The most significant impact to traffic will be the closure of 12th Street from College Street to Tremont Street. The overall project will be split into two phases starting with the reconstruction of 12th street and then moving to Walnut Street after 12th Street is completed. This project not only includes the reconstruction of the road, but also the installation of storm sewer, subdrain, new intakes, water main relocation, driveway replacement, construction of a new retaining wall, and new sidewalk. During construction 12th Street will be completely closed; when the first phase of the project is completed 12th Street will be reopened and Walnut Street will be completely closed until construction is finished. Walnut Street will be reconstructed from West 11th Street to West 12th Street to allow for better sight distance in regards to the 12th Street intersection. The street is being lowered approximately 21" at the crest, which will result in retaining walls on the west side of the road. Based on a traffic study conducted for the 12th and Walnut Street intersection, a four-way stop will be installed when the intersection is completed. This project is anticipated to be completed in late October of this year. For any questions during construction please contact our Engineering Division at (319) 268-5161.

Reminder: All Driveways and Parking Areas for Rental Properties Must Be Paved The City of Cedar Falls rental regulations state that all existing rentals must have hard surface driveways and parking areas. The timeline to meet this requirement varies based on a property’s last rental inspection date, with the last ones due by February 2021. Hard surface includes using concrete, asphalt, bricks, or pavers. No gravel parking areas or driveways may remain on the rental property. As you plan for these improvements, please contact the Planning Division to discuss hard surfacing options, layouts, and timelines at (319) 273-8600. Please note that a city issued land use permit is necessary prior to construction of all new or replacement driveways/parking areas.

New Parking Updates in Cedar Falls West First Street Reconstruction The Iowa Department of Transportation has contracted with Peterson Contractors Inc. of Reinbeck, Iowa, for the reconstruction of Hwy 57— known as W. 1st Street—from Hudson Road to Franklin Street. The improvements to the corridor include reconstructing the roadway to a five-lane section and replacing storm sewer, water main, and sanitary sewer. Construction will occur over the next three construction seasons. Below are the limits of construction for each year. Phase I: Franklin Street to Walnut Street: July 8, 2019–November 2019 Phase II: Walnut Street to Ellen Street: April 2020–November 2020 Phase III: Ellen Street to Hudson Road: April 2021–October 2021 The contractor has completed paving between Franklin and Walnut Streets. During winter months, private utilities worked on converting to underground while Iowa Northern Railway Company placed new crossing gates near Iowa Street. Starting in April of 2020, the contractor will start by removing and replacing the College Street Intersection on the North side of 1st Street while installing underground utilities. In late April, the contractor will start working on the southern half—two lanes—of 1st Street while installing underground utilities prior to paving. Anticipated completion for the southern half of West 1st Street will be mid-summer (July/ August). Upon completion traffic will switch onto the newly paved southern half and begin work on the northern half of West 1st Street to finish out the construction season. Traffic, residential driveways on Highway 57 (West 1st Street) will be maintained throughout construction with at least one travel lane in each direction. Residential driveways and signed business accesses will be maintained as well. For additional information and updates sign up for e-mail notifications through “Notify Me” at www.cedarfalls.com/notifyme and select “Hwy 57 / W 1st Street Expansion” from the list.

To allow for more efficient parking in the city, Cedar Falls conducted a parking survey in both the Downtown and College Hill areas in 2019. The process included public workshops and a community online survey to help identify areas for improvement. Following the studies, recommendations were made from the parking consultants, WGI, which the City Council approved for the Downtown District on February 18, 2019, and for the College Hill district on August 5, 2019. According to the approved parking recommendations, the updates for both areas are:

Downtown Parking Updates • Free overnight parking on streets next to Main Street (for example, 2nd, 3rd, and 4th Streets on either side of Main Street) • Additional, free on-street parking on the west side of State Street, and angled parking on the north side of 2nd Street from Franklin to Washington Streets has been added • Free on-street parking choices of 2, 3, and 24-hours and 15-minute drop-off/pick-up zones throughout downtown • Enforcement time updated to Monday–Saturday, from 9 am–8 pm (effective September 2019) • Paid off-street parking options for longer-term parking—Rates will be $0.50/hour until 5 pm and a $3 flat rate after 5 pm (effective March 2020)

For visitors and residents wishing to seek flexible, longer term options, the new paid parking system will be available in five public parking lots in the downtown area and two public lots in the College Hill area. To view the lot locations as well as the full parking maps for both College Hill and the downtown areas, visit www.cedarfalls.com/parking. Signage has been updated to identify the changes and rates for parking.

Cemetery Reminder The City of Cedar Falls would like to remind cemetery patrons that beginning April 1, city staff will remove all winter holiday items from grave sites in preparation for the upcoming mowing season. Section 17-90 of the City Ordinance states in part, “No artificial flowers or wire shall be placed directly into the ground at a grave site. No glass bottles or other urns shall be allowed upon a grave site.” If you have placed items at the grave site of any city owned cemetery, please ensure items are in compliance with the City Ordinance. In order to properly and efficiently maintain cemeteries, the city is asking any items not placed according to guidelines to be removed.

The new paid parking system will feature smart parking payment options. Users can pay for parking time at the pay station or download the free mobile app. The mobile app also allows users to pay to extend their parking hours from their phone. Training and information on the new payment options are available on the website. To stay updated and receive email or text notifications on the progress, please visit www.cedarfalls.com/NotifyMe and select “Parking Updates” to sign up. The city continues to work with the College Hill Partnership and Community Main Street as well as UNI during the transition to keep parkers informed and educated on the new parking system. Please visit www.cedarfalls.com/parking if you have any questions, or contact City Hall at (319) 273-8600.

Congratulations to the Cedar Falls Fire Prevention Poster Contest Winners Fire Safety Tips Grills

The NFPA reports an average of 8,900 home fires are caused by grilling each year. Here are some fire safety tips for the grilling season:

During Fire Prevention Week this past October, the Cedar Falls Public Safety team visited area elementary schools to speak with students about the importance of emergency planning. Students were also able to enter the Cedar Falls Fire Prevention Poster Contest. Cedar Falls Hy-Vee donated brown shopping bags for students to decorate. The top winners from each grade earned a ride to school in a fire truck. The posters were redistributed to Hy-Vee to be used by shoppers. Congratulations to the winners and thank you to all the students who participated!

• Check the connections of the grill, including the propane tank and hose. • Charcoal should be soaked with charcoal starter fluid only. • Keep the grill clean—failing to clean the grill before and after use is a contributing factor in nearly 20% of grill structure fires. • Make sure the grill is set up in an open, outdoor area with nothing flammable nearby (plants, furniture, siding, paper products, etc.).

Outdoor Fire Pits

The city requires recreational fire pits to be at least 20 feet from any building. Following these simple safety tips to help keep your family safe while enjoying the great outdoor life of our community. • Never leave young children unattended near a fire in the pit. • Fill a bucket with water and set it next to the pit before you even begin starting a fire.

Do you have a dog that loves to run and be social, but a yard that doesn’t let them? Visit the Cedar Falls Paw Park! The park is located on South Main Street just south of the Highway 58 overpass. The 3-acre, fenced-in park bodes hilly terrain, waste bags and disposal unit, and a doggie drinking fountain (during warm weather months). It even has a picnic shelter with tables, restrooms, and a parking lot for pet owners. Annual passes are $15/dog and valid from January 1–December 31; day passes are $2/dog. Dogs residing in Cedar Falls must be registered with the city to purchase a pass. What a great way for your k-9 to get off-leash exercise and socialize with other dogs!

• Do not throw leaves, pine cones, pine needles, or paper into the fire; they ignite quickly and can result in dangerous floating embers. • Unless there’s an emergency, avoid dumping the entire bucket of water on the fire to put it out. Instead, spread the pieces of fuel as far apart as possible and gently sprinkle water over them until there are no more glowing embers. This prevents scattering embers and creating a thick cloud of smoke.

Summer Museums Opening for the Season on May 2! Ice House Museum 121 Center St.

• Toast marshmallows over the embers rather than the flames; not only does it give them a perfectly golden crust, but also prevents them from catching on fire.

Dryers

If you have a clothesline, it’s a great idea to dry clothes outside during the lovely, warm months of spring and summer. If your family uses a clothes dryer, please keep in mind the leading cause of clothes dryer-related fires is not keeping the machines clean. Cleaning the lint filter before or after each load of laundry takes just a few seconds, so be sure to remove lint that has collected from every load. The NFPA also recommends cleaning out the vent pipe at least once a year. Wonderful, spring cleaning weather is right around the corner— pick a day to include cleaning vent pipes, too. 8 Spring 2020

Do you love flowers and gardening? Did you know all the flower gardens, sidewalk planters, and hanging baskets in downtown Cedar Falls are planted and maintained by volunteers? How can you help? Community Main Street needs new members to join our downtown Flower Brigade! Here’s how: JOIN OUR WATERING CREW: Use the gator and water plants along Main Street; choose one of several scheduling options such as once a week, once every other week, etc.

Community Main Street announces the Cedar Falls Main Street Iowa Leadership Award Winner Cedar Falls Community Main Street congratulates David Delagardelle as the organization’s Volunteer Leader of the Year. Quick to answer the call whenever help is needed, Delagardelle is up to almost any task. Not only does David water flowers weekly from spring through fall, he helps maintain the gator volunteers use to keep the downtown flowers and plants looking so beautiful. He is a key member of the Holiday Hoopla Team. From Thanksgiving to Christmas David can be found decked out in his Hoopla gear ready to lend a hand! Delegardelle will be formally recognized during the Main Street Iowa Award Ceremony in Des Moines, on April 3, 2020. In 2019, Community Main Street coordinated over 210 volunteers who donated 5,975 hours to downtown revitalization efforts including downtown events, beautification, and business development projects. The volunteer efforts saved our community over $139,000 in labor costs—according to the Independent Sector— nationally recognized as the leader in establishing sound practice for charitable organizations and foundations related to legal compliance and public disclosure.

ADOPT A GARDEN: Care for a specific garden plot along Main Street; plant annuals, weed, and do routine gardening maintenance throughout the season. DONATE: Financial contributions help us to continue decorating with beautiful, blooming hanging baskets, sidewalk planters, and mini garden beds. We appreciate donations of any amount! Click the “donate” button at www.communitymainstreet.org or mail a check to: Community Main Street, 310 East 4th Street.

VICTORIAN HOME & CARRIAGE HOUSE MUSEUM 308 W. 3rd Street; Open February–December: Tuesday–Saturday, 10 am–4 pm & Sunday 1–4 pm

“The Fight for the Right: Women and the Vote”

2020 Exhibition at the Victorian Home & Carriage House Museum Advocacy for the vote for women began as early as 1866 in Iowa. Although early efforts failed to amend the state constitution, Iowa became the tenth state in the nation to ratify the 19th Amendment on July 2, 1919. Across Iowa, women voiced their desire to have an equal say in who would represent their interests. This is the story of women’s fight for the right to cast their vote and participate in their democracy.

Picturing the Arguments Against Woman Suffrage

Summer at the Schoolhouse

Class will soon be in session at the Little Red Schoolhouse! Students who have completed 1st–6th grades are invited to experience a week in an original, one-room schoolhouse. Students will get to see what school was like 100 years ago—reading, writing, and arithmetic, as well as recess! We’ll write on slates, sing old songs (quite a few about Iowa), learn fun games, and make some creative crafts. Sessions are during the weeks of June 22; July 13, 20, 27; and August 3. $65/student ($60/member); registration opens March 23.

Saturday, April 4 at 2 pm; Victorian Home & Carriage House Museum; Free Dr. Cate Palczewski will talk about cartoon postcards opposing suffrage for women at the height of the suffrage movement. Flood Information The following information is a reminder of what to do if we experience a flood event. Become familiar with some important terms which will help identify the threat and hazards associated to flooding.

Vision Plan Coming Soon

Cedar Falls is growing and as we continue to improve our community, it is important to work together with residents to update and affirm our future goals and objectives. To help create a new vision plan that incorporates public input and ideas, the city kicked off “Our Cedar Falls” in Spring 2019. Starting in the downtown area, the efforts included extensive public engagement and interaction between the city and community. From this feedback, a Downtown Vision Plan was adopted in November 2019. Zoning changes are now in the works for downtown, aimed to implement the vision plan as private development proposals come forward. We are excited to continue this progress as we currently work to forge the future of the next study area: College Hill and surrounding neighborhoods. The city kicked-off “Imagine College Hill!” in late January 2020, with a series of fact-finding stakeholder meetings and a public workshop. The information gathered at these meetings was used as the basis of a week-long community design charrette, beginning with a workshop on March 28, where participants worked together in small groups to draw their vision for the future on maps of the area, and provided suggestions on topics such as walkability, size and scale of buildings, future needs for housing and businesses, and the transition from the campus area to surrounding residential neighborhoods. Following the workshop, the consultant team set up a temporary “design studio” at the Hearst Center, where the public was invited to drop in to provide feedback as the big ideas from the workshop were refined into visual images and a set of aspirations for the future. On April 2, the final day of the charrette, the team presented the results of the week’s activities at a public meeting. All community members were encouraged to participate; businesses and residents of the area, college students, representatives from the University of Northern Iowa and the College Hill Partnership all joined to share their ideas. We invite you to stay involved and updated as we continue to move forward! A draft of the “Imagine College Hill!” Vision Plan will be rolled out for public review in the next few months. This plan will be used as a road map for managing growth and change in this area. If you haven’t had a chance to participate, it isn’t too late. Visit the project website at www.OurCedarFalls.com for online input opportunities, future meeting dates, and to sign up for direct email notifications for both “Imagine College Hill!” and “Imagine Downtown!”

All are welcome to attend! Imagine College Hill! Community Hands-On Workshop March 28: 9 am–noon at CEEE Imagine College Hill! Open Design Studio March 29–April 1: drop-in times will be posted on the website Presentation of Results of the Imagine College Hill! Charrette April 2: 6:00–7:30 pm at CEEE 10 Spring 2020

FLOOD WATCH: Flooding is possible. Tune in to NOAA Weather Radio, commercial radio, or television for information. FLASH FLOOD WATCH: Flash flooding is possible. Be prepared to move to higher ground; listen to NOAA Weather Radio, commercial radio, or television for information. FLOOD WARNING: Flooding is occurring or will occur soon; if advised to evacuate, do so immediately. FLASH FLOOD WARNING: A flash flood is occurring; seek higher ground on foot immediately. The City of Cedar Falls Planning & Community Services Division has information about the flood hazard, flood insurance, and floodplain functions. The division keeps copies of the flood maps in paper and digital format for public viewing. At www.cedarfalls.com/flood you can find the current floodplain map, the Cedar Falls flood brochure, and access to the National Weather Service hydrograph, and Cedar River information. The floodplain map gives some information regarding areas prone to flooding. Additionally, www.cedarfalls.com/flood has a hyperlink to the Iowa Flood Center with up-to-date articles about flooding and predictions for the entire state. If you live in a flood prone area, please stay aware of changes in flooding throughout the community. Remember, if you see flood water, “Turn Around, Don’t Drown” is the best advice for travel. Additional information can be found on the FEMA website at www.floodsmart.gov. Contact your insurance agent for more information on rates and coverage. The Cedar Falls website is a great source of information all year. The United States Geological Survey (USGS) provides real time data for the river gauge in Cedar Falls. Anyone can sign up for automated updates to this gauge via email or text. For more information on USGS WaterAlert, visit www.cedarfalls.com/flood and select the green “Cedar River gauge notification” link. 42nd ANNUAL COLLEGE HILL ARTS FESTIVAL

• Go to: homelandsecurity.iowa.gov

We are very excited to celebrate the 42nd annual College Hill Arts Festival! The festival—which began in 1978—is held on the UNI campus at the shady corner of College and 23rd Streets on Friday, June 19, from 12–8 pm and Saturday, June 20, from 10 am–5 pm.

• Click on the Alert Iowa logo in the left column.

Four artists will be selected by festival judges to receive Awards of Excellence. Donors of those $500 awards in 2019 were First National Bank of Cedar Falls, Martin Bros., Mudd Advertising, and Kat Porter. Back for the ninth year is the People’s Choice Award decided by popular vote of the festival attendees. The artist with the most votes receives a $250 award! In addition, one artist will be chosen to receive the $750 Founders’ Award honoring the late Hugh Pettersen, Founder of the College Hill Arts Festival.

• Scroll down and click “Black Hawk” County on the map. • This will open the form to sign up for the Black Hawk County Public Notification System.

What’s New for Floodplain Mapping Last spring and summer, the Iowa Department of Natural Resources hosted a couple of open house meetings to present the preliminary floodplain maps for Black Hawk County. The meetings provided an opportunity for property owners to review the preliminary maps, ask questions, and provide comments to the Iowa DNR and city staff. The City of Cedar Falls has reviewed these preliminary flood maps and will be providing FEMA with additional data where recent infrastructure projects have changed or improved the flooding capacity of our local streams. This additional data may result in changes to the floodplain maps. FEMA will evaluate this data and make a final determination of the flood hazard boundary. This determination is expected late this year. The preliminary flood maps and other informational links are located on the Cedar Falls website at www.cedarfalls.com/flood.

MercyOne Cedar Falls MercyOne Cedar Falls Foundation and Friends of Cedar Falls Medical Center are excited to share our upcoming community events! On March 26, starting at 7:30 am we will be hosting our 15th annual Heroes Among Us event at the Diamond Event Center honoring our 2019 Heroes Among Us. Heroes continues to be the premier event in the Cedar Valley honoring individuals doing great things. In return, the money this event has generated to date has funded improvements within our care facilities in Northeast Iowa. On behalf of our MercyOne foundations in the Cedar Valley, we want to thank these heroes for all they have done. Tickets are available for $20 in the Foundation office or at www.MercyOne.org/heroes. The Friends of Cedar Falls Medical Center May Breakfast is coming up—a tradition since 1936! This year, the May Breakfast will be held on May 12, at First United Methodist Church (8th and Washington Streets). Enter through west doors. Proceeds will be used to fund scholarships for area students entering a health-related field and to support the annual campaign of the MercyOne Cedar Falls Foundation. Members of the UNI Men’s Basketball and Women’s Volleyball teams will be waiting tables. Stop in to visit with your favorite Panther athlete! $7 in advance or at the door / $2 preschoolers at the door

The Golf Classic, in its 14th year, will be held Monday, May 18, at Beaver Hills Country Club, Cedar Falls. Charitable support from players and sponsors is important for projects and programs through our MercyOne Foundations. To learn about opportunities for playing or sponsoring visit www.MercyOne.org/golf, call the Foundation Office (ask for Diane Jorgensen), or email ryan.meyer@mercyhealth.com. Planning is underway for the 2020 Festival of Trees. It is looking ‘Merry & Bright’ for November 2020! Our Foundations exist to “develop friends and resources” for our hospitals. As the charitable fund-raising arm of the hospital, the Foundation seeks to bring together the gifts and resources of the community to help meet the health care needs of those who are served in all areas of the hospital. We are incorporated as a 501(c)(3) organization under the Internal Revenue Code, so all gifts received are fully tax deductible. The Foundation’s administrative expenses are donated by the medical center, so 100 percent of every public gift and donation can be used for its intended purpose.

Helpful Tips for Spring Cycling Now is the time to take your bicycle to one of our local bike shops for a yearly tune up, before their maintenance department gets busy. Many offer spring discounts for tune ups and parts. If you maintain your own bicycle, here are a few reminders before hitting the trails and streets: 1. Check tires for air pressure and bare or worn spots. Always know your tire’s PSI. Mountain bikes and hybrids run at lower PSI 45-60, where road bikes may run between 95–120 PSI. Bike tires need air on a weekly basis if you ride frequently. 2. Lube the chain. Use oil like Tri-flow or Boeshield T-9. Remember, WD40 is for cleaning chains, it is not a lube. 3. Run through the gears to check for skipping or noise. Check cables for fraying or breaks. 4. Check the brake levers and pads to insure all work properly. Also check brakes for alignment and drag, they may need an adjustment. 5. Other equipment for a safe ride are: extra inter tube in your bike bag, tire levers, folding wrench set, and a pump or CO2 cartridges. Once your bike is in good working order, here are some other things to consider: 1. Cross training during the off season (spinning, walking, or fitness classes) helps maintain your fitness stamina. 2. How old is your helmet? Most manufacturers recommend replacing your helmet every three years. Remember helmets are for everyone in your family—including mom and dad! 3. Cycling gloves and sunglasses enhance biking safety—and look cool like tour riders. 4. Bike lights for day and night, along with high visibility clothing, increase the chance motorists well see you. It’s best to wear cycling shoes without laces to avoid getting wrapped in the chain or crank arm. 5. Do not wear ear buds. Always listen for traffic and warnings from other road and trail users. 6. Start off with short rides in the spring. Be easy on your legs, neck, and back muscles. 7. Be kind to your bottom on longer rides; wear padded shorts and comfortable cycling clothes. 8. Always uses good trail etiquette—ride single file, announce when passing other trail users, and never stop on or block the trail. These are just a few helpful reminders brought to you by the Bicycle & Pedestrian Advisory Committee as the warmer weather approaches. Enjoy your ride! 14 Spring 2020

Sturgis Falls Celebrates 45th Anniversary, June 26–28 The city’s largest and oldest, annual outdoor festival bolsters community pride and supplies a reason for native sons and daughters to return home for reunions and gatherings of all description. Free entertainment abounds throughout the entire city during the celebration, making it a perfect time to entertain. The Sturgis Falls Celebration Board of Directors is honored to name James and Cynthia Kenyon as Grand Marshals, and James and Leanna Zimmer as Host and Hostess. The Cornerstone Award will honor Taylor Veterinary Hospital, including Chad and Jill Smith, and Jim and Pam Taylor. Kate Brennen Hall has been named the 2020 Poster Artist. This is her second poster design to be selected. The Sturgis Falls Celebration brings together all of the best things summer has to offer, from one of the best parades in the state, to many genres of free entertainment at multiple venues—within walking distance of each other in the heart of Cedar Falls. Overman Park, located across the street from City Hall, is home to many long running traditions including the Bill Riley Talent Search and the U.S. Marine Band performance. The Kidsway tent, complete with a stage for magicians and performers, provides children an area of entertainment and hands-on discovery. On Sunday, within the streets surrounding Overman Park, shop the offerings of the Arts and Crafts Fair with regional vendors and artisans.

Gateway Park is located just across the river from Downtown Cedar Falls—be there for the kick off Friday night! Throughout the weekend you are sure to hear one of your favorite classics from country to rock n’ roll. This is the place, for those 21 and older, to grab a beer with friends or family. Also located in Gateway Park is the Gateway Market, one of the newest features of Sturgis Falls, for a variety of products for purchase, all in one convenient location. Enjoy bumper cars or the Ferris wheel at the carnival at the west end of the park. Sturgis Falls Celebration collaborates with many community entities to highlight additional great Cedar Falls offerings—visit the Historical Society’s Victorian House or Ice House Museum, run a 5K or HalfMarathon with the CF Booster Club, bike with the Cedar Valley Cyclists, stop by the Cedar Basin Music Festival, eat Pancakes with the Lions Club, or shop local in the Downtown District. The Celebration could not be held without the support of an allvolunteer board, City of Cedar Falls, Cedar Falls Tourism and Visitor Bureau, and many service organizations which come together to offer this long-standing summertime event. See you at #SturgisFalls2020.

Event Planning Toolkit Cedar Falls is an excellent place for special events and we love hosting them! Our outstanding trails and parks and the charm and vibrancy of the Downtown District, College Hill Neighborhood, North Cedar Natural Resource area, and other outdoor offerings provide the perfect backdrop for public events. We all know, however, that events take a lot of advance planning, coordination with the proper authorities, awareness amongst residents and businesses located in the vicinity of the event, and marketing to be successful. For instance, did you know you need to work with the Black Hawk County Health Department before serving food at a public event? Do you know when a noise variance permit is needed and that a Public Event Permit is required for street closures? Did you know that funding for marketing outside the county is available through the Cedar Falls Tourism and Visitors Bureau? In an attempt to help answer these questions a special task force consisting of several city divisions and representatives from Community Main Street, the College Hill Partnership, and others have created an Event Planning Toolkit. It contains contact information, tips, and suggestions for best practices from seasoned event planners and more. The toolkit can be found at www.cedarfalls.com/EventPlanning. Questions? Suggestions for improvements? Contact the Visitors Bureau at (319) 268-4266.
