Cedar River Recreation Project Awarded Major Grant In 2016, Cedar Falls created the Riverfront Master Plan, which identified opportunities to transform the Cedar River into a community asset and attract visitors. In May, the Black Hawk County Gaming Association awarded the City of Cedar Falls $1.5 million for the Cedar River Recreation Project. This significant award will allow the city to look forward to construction in late 2021, for improvements on both sides of the River between the Main Street Bridge and 1st Street Bridge. The project includes features helping to reconnect the community to the river. It has terraced areas down to the river’s edge, near Peter Melendy Park and in Gateway Park offering opportunities for visitors to relax and observe people and the river. The project includes a River Art Plaza on the upper bank of Gateway Park, creating recreational and educational opportunities for visitors. Improvements in the river include debris removal for safety improvements for watercraft users and “put-in” and “take-out” locations for canoes, kayaks, and other small craft. There are a series of jetties designed to create waves and pools for water recreation enthusiasts and for improved fish habitat, as well as for easier access to the river for anglers. The project is funded through a variety of sources, including private fundraising. If you would like to know more about donating to the project visit the fundraising website, The Cedar River Experience, at cedarriverexperience.com. 2021 Business & Industry Appreciation Awards Luncheon & Representative Citizen Award On Thursday, June 3, the City of Cedar Falls and Cedar Falls Utilities honored local businesses and organizations, as well as the Representative Citizen of the Year, at the Diamond Event Center. This year’s honorees included:

Zuidberg North America, Inc.—Reinvestor Award Zuidberg North America serves as the importer, distributor, and marketer of Zuidberg products which are manufactured at our global HQ in The Netherlands. Since 2014 we have established ourselves as a leader in front 3-point hitch and PTO, conversion track systems, and custom transmissions for both the aftermarket, and several Fortune 500 and Global 2000 customers in the US and Canada. We are dedicated to an outstanding employee culture, and the relentless execution of our long term strategic plan. K. Cunningham Construction Co.— Continued Investor Award Cunningham Construction has been a Cedar Falls business since 1979. Our organization is a concrete paving construction leader with the privilege in helping Cedar Falls improve and maintain its infrastructure system by constructing many of the city streets, parking lots, recreational trails, and sidewalks. We are proud of our new location on Rail Way in the North Cedar Falls Industrial Park, which we moved to in June 2020. Cedar Falls Utilities— High Tech Partner Award CFU upgraded our all-fiber network to make 10-gigabit speed readily available anywhere in the community, becoming the first 10-gigabit city in Iowa and one of the first in the country. This commitment to continually improving our Cedar Falls broadband network and providing customers a fast, reliable connection was especially helpful in a year when demand for streaming, learning and working from home was amplified. PCMag recognized CFU as the fastest internet service provider in the U.S.A.! Ashley HomeStore— Redevelopment Investor Award The new Ashley HomeStore at College Square Mall is part of the Furniture Mart USA family, which includes its regional distribution center that opened in 2017 in the Cedar Falls Industrial Park. This is the Sioux Falls-based retailer’s 31st Ashley HomeStore, its ninth in the state of Iowa. The family-owned and operated business has a strong commitment of service to its communities, already partnering with the Northeast Iowa Food Bank and House of Hope since opening earlier this year. 2 Summer 2021

Brad & Jen Leeper— Continued Investor Award Our first jobs after college brought us to Cedar Falls in the early 1990s; one of those jobs was located on Main St. We raised our family in a historic home on Washington St., and have been active supporters of the hard work and community collaboration which has spurred the revitalization of downtown. With our children headed to college, we were drawn to the vitality and community feel of Main St. as the place to spend the next phase of our lives. With the purchase of the former Cedar Falls Band building, we saw the vision to create our new home in a building rich with history, in terms of both narrative and architecture. Since its inception in 1857, the Cedar Falls Band has been a fixture in our community. We were excited to honor that history through this project. Kryton Engineered Metals, Inc.—CFU Energy Conservation Award Kryton is a mid-sized, metal fabricator specializing in metal spinning but embracing most forms of metal fabrication. This is our 40th year in business; what was once a very small start-up has grown into a worldwide supplier of metal fabricated parts, servicing the air movement to oil and gas to agriculture needs worldwide. Kryton has embraced a major culture shift allowing us to attract the best and most talented employees of the Cedar Valley, along with embracing the newest technology advances to keep up as a front runner in the manufacturing world. Vilas “Sid” Morris—Lifetime Achievement Award Sid Morris graduated from Iowa State Teachers College and then spent more than 40 years devoted to his career in education. During that time, Sid became an active volunteer in the Cedar Valley and has been a part of dozens of non-profit and community organizations since the 1980s. Sid served on the Board of Adjustment, Planning & Zoning Commission, and City Council with the City of Cedar Falls and was later on the CFU Board of Trustees. He was also instrumental in the development of Veterans Park in Cedar Falls and organized fundraising campaigns and community volunteers to build the park and construct expansions. Representative Citizen—Frank Darrah Frank Darrah is a retired Special Education Supervisor and adjunct professor of 35 years. He has devoted much of his time to the community of Cedar Falls through his service on the City Council, Parks and Recreation Commission, and Planning and Zoning Commission. Frank also finds time to volunteer as well as fundraise for local projects saying, “When you volunteer to lead and recognize the value of the average citizen’s caring input, it helps out, it helps you, and it models involvement behavior for others.”

MAYOR’S CORNER

Dear Neighbors, After nearly sixteen months of global response to the Coronavirus pandemic, Cedar Falls is re-emerging better and stronger than before. I hope that, like me, you have developed a deeper appreciation for the role of the community in shaping our personal well-being. The city is working on several important and forward-thinking projects this summer that are worth spotlighting: Comprehensive zoning law reform We’re updating zoning laws to best position our Downtown and College Hill neighborhoods for innovative and valuable infill development. In time, these concepts will be expanded to other parts of the city, too.

Contact the Mayor at: City Hall 220 Clay Street Cedar Falls, IA 50613

Cedar River Recreation Project This major project will safely and enjoyably reconnect residents and visitors to the river, with both riverbank and in-water amenities, while adding an additional draw for visitors to our Downtown area. City Hall Remodel Our local center of government will see its interior re-designed to best use the lower level (vacated by the Police Division) and provide more public meeting space for committees and community groups— as well as expanding the Council Chambers to eliminate the need for separate ‘overflow rooms’ for the public.

Cedar Falls Resiliency This comprehensive study will promote sustainable growth and a healthy, vibrant economy that compliments—not degrades—the environment we steward. It will also provide insights to help us ensure that our economy, housing, and other social aspects are more inclusive and equitable for all residents. National Night Out On Tuesday, August 3, the city will participate in neighborhood-level National Night Out activities in various parks across the city. We need your help to advocate for an event in your neighborhood this year. More details to follow soon! These projects are the direct result of a forward-thinking City Council and expert city staff, with the input of individuals and groups of residents just like you. I hope you’ll take the time this summer to learn about these and similar initiatives, and to express those opinions to the City Council (citycouncil@cedarfalls.com) and me. Civics works best when we all participate! See you around town! ~ Mayor Rob Green

Ash Tree Removal on Private Property Reminder to residents who have ash trees on their property: The August 31, 2021, deadline extension is drawing near. City staff will resurvey the community throughout the summer months in an effort to update the database with those who have had ash trees removed, and those who may have been missed during the initial survey. Residents who have not removed ash trees by the deadline, or who do not have a plan submitted for removal, will be subject to removal by the city with all associated costs—including administrative fees—charged back to the property owner. City of Cedar Falls Ordinance Section 15-2 states: Nuisance defined; certain acts, conditions declared as nuisances. Ash Tree Removal on City Property The city’s arborist staff has nearly wrapped up the remaining ash trees on city right of ways, parks, and other green spaces. To date, approximately 98% of ash trees have been removed from city property. Although there are many stumps remaining, staff has been busy grinding and filling stumps in preparation of replanting new trees. The target date to have all ash stump removals completed is the spring of 2022. The city’s tree planting program will resume in the fall of 2021. The goal is to plant approximately 200 trees each year. Trees utilized for the restoration will be pulled from the city’s nurseries. Questions regarding stump removals or replanting can be directed to the Public Works Department at 319-273-8629.

Fire Safety for Citizens with Disabilities

Disaster Kit

Citizens with disabilities may experience unique challenges when faced with a fire emergency. It’s important to have a home safety plan built around the abilities of everyone in the home. Here are some helpful tips:

Disasters occur without notice; being prepared can help provide peace of mind. Building a kit could be a family project, or you could purchase a pre-made disaster kit. It is important to regularly maintain and review your kit, and ensure your family is well acquainted with the items and uses of its contents. A basic kit should include these items listed below (you might add additional items according to your family’s needs).

Install and maintain smoke alarms. • Smoke alarms with a vibrating pad or a flashing light are available for people who are deaf or hard of hearing. • Ask a friend or relative, or call the Fire Division, to help install at least one smoke alarm on each level of your home and inside every bedroom. • Test smoke alarm batteries every month and change them at least once a year. If you can’t reach the test button on your smoke alarm, ask someone to test it for you.

Live near an exit.

• Water (one gallon/person/day for several days for drinking and sanitation) • Food (at least a three-day supply of non-perishable food) • Battery-powered or hand crank radio, and a NOAA Weather Radio with tone alert • Flashlight • First aid kit

• You’ll be safest living on the ground floor if you live in an apartment building.

• Extra batteries

• If you live in a multistory home, arrange to sleep on the first floor.

• Dust mask (to help filter contaminated air)

• Being on the ground floor and near an exit makes it easier to escape a fire.

• Plastic sheeting and duct tape (to shelter in place)

Plan your escape.

• Whistle (to signal for help)

• Moist towelettes, garbage bags, and plastic ties (for personal sanitation)

• Plan your escape around your capabilities.

• Wrench or pliers (to turn off utilities)

• Know at least two exits from every room.

• Manual can opener (for food)

• If you use a walker or wheelchair, check all exits to be sure you can get through the doorways.

• Local maps

• Make any necessary changes, such as installing exit ramps and widening doorways, to make an emergency escape as easy as possible.

• Prescription medications

Don’t isolate yourself. • Speak to family members, your building manager, or neighbors about your fire safety plan and practice it with them. Maintain regular contact with these people. • Contact the Cedar Falls Fire Division at 319-273-8613 and explain your needs. They can suggest escape plan ideas and may perform a home fire safety inspection if you need assistance. • Ask Cedar Falls Fire Division to notify dispatch about information updates for your address. • Keep a phone near your bed and be prepared to call 911 if a fire occurs.

CONSTRUCTION UPDATES Cedar Heights Drive Reconstruction Cedar Heights Drive reconstruction from the East Viking Road roundabout to the East Greenhill Road intersection begins in July. This project includes the replacement of the existing traffic signal at the Cedar Heights Drive/East Greenhill Road intersection with a multi-lane roundabout, and the construction of a single lane roundabout at the Cedar Heights Drive/Huntington Road intersection. Construction will start mid-summer and continue over the next two construction seasons. Below are the limits of construction for each year. Phase I: Greenhill Road Intersection to Cedar Hill Road: July–November 2021 Phase II: Cedar Hill Road to Viking Road: April 2022–November 2022 Starting as early as late June, the contractor will install temporary access roads to provide access to residents and commercial businesses located on Chadwick Road, Cedar Hill Road, and Greenhill Road.

N> The intersection of Cedar Heights Drive and Greenhill Road will be the primary focus in 2021 with traffic on Greenhill Road maintained throughout construction with at least one travel lane in each direction. The roundabout at Greenhill Road will be constructed in halves starting with the northern section in the beginning of the construction season, and the southern half—along with Cedar Heights Drive down to Cedar Hill Road—later in the construction season of 2021. Residential access will be maintained along with signed business accesses throughout the remainder of construction. During construction, additional information and updates for the Cedar Heights Drive Reconstruction project will be provided on the city’s website. For ongoing, active projects, sign up for e-mail notifications at www.cedarfalls.com/NotifyMe.

2021 Street Construction Project Work on the 2021 Street Construction Project is well underway. The contractor began the construction season by focusing on the reconstruction for Stage I of McClain Drive—from Orchard Drive to Lilac Lane—and Stage I of Brandilynn Boulevard—from the western cul-de-sac toward the east past Andrea Drive. From there, the contractor moved on to the reconstruction of Olive Street— from 3rd to 4th Streets. McClain Drive and Olive Street are both full reconstruction streets including some underground utility work and pavement removal and replacement, while Brandilynn Boulevard includes only removing and replacing the concrete surface. Additional reconstruction streets this summer include Washington Street—from 6th to 8th Streets—as well as an additional stage to the north on McClain Drive, and two stages to the east on Brandilynn Boulevard. In addition to reconstruction work, the contractor is also on track to complete the restoration work on Tremont Street (12th to 14th), Cadillac Drive (Cedar Heights to Midway), Garden Avenue (Loma to Pleasant), Iowa Street (9th to 11th), Kaspend Place, 17th Street (College to Walnut), Lilac Lane and Calumet Drive (Boulder to Carlton), Pheasant Drive (Sandahlwood Circle east 500 feet), and Millennium Drive (Huntington to Luke). All of these restoration streets are slated to receive an asphalt overlay, with the exception of Millennium Drive which will see some concrete panel replacements.

Downtown Streetscape and Reconstruction Phase II The contractor for the Phase II portion of this project is making significant progress. The reconstruction efforts on 4th Street are starting to shape up after the contractor began work on the block between Washington and Main Streets. As that portion is wrapping up the East 4th Street block will receive the same treatment, including the new concrete surface and updated brick pavers, trees, and amenities. In conjunction with that work, more of the Parkade streetscape updates are starting to show. The contractor began where they left off in Phase I and continue to move south. This updated streetscaping will continue south toward the 6th and Main Streets intersection. This work should be substantially completed by Thanksgiving this year. We are starting to see the overall appearance of the Downtown Corridor begin to really take shape and provide a congruent aesthetic for all types of users. 6 Summer 2021

2021 Sidewalk Infill Projects The 2021 Sidewalk Infill projects consists of two different city projects that focus on constructing new sidewalk in the City of Cedar Falls to work towards complete connectivity for pedestrian traffic throughout the city. The first project is the City of Cedar Falls Sidewalk Infill Project and is funded by General Obligation Bonds. The second project is the CDBG Sidewalk Infill Project and is funded by the Community Development Block Grant (CDBG) the city receives from the Federal Government. The following locations are scheduled for infill as a part of one of the mentioned projects during 2021 construction season:

Street From/To

Anticipated Closure

W. 3rd Street

Hudson Road/Francis Street

N/A

Tucson Drive

Idaho Road/Colorado Road

N/A

Walnut Street

W. 20th Street/W. 21st Street

N/A

Bluebell Road

Coneflower Trail/Coneflower Parkway

N/A

Hudson Road

W. 8th Street/W. 12th Street

N/A

Rownd Street

Hawthorne Drive/Sunnyside Drive

N/A

The projects consist of constructing new sidewalk to create connectivity to existing sidewalk and also connections that will be made in future projects. The W. 3rd Street infill between Hudson Road and Francis Street will be constructed on the north side of the road with minor ADA ramps being installed on the southwest and southeast corners of Ellen Street and W. 3rd Street intersection, as well as the southwest corner of W. 3rd Street and Francis Street intersection. This infill of sidewalk on W. 3rd Street will complete the sidewalk connection from State Street to Hudson Road along W. 3rd Street. The second infill location for these projects is on the east side of Tucson Drive from Idaho Road to Orchard Drive. This infill of sidewalk along Tucson Drive is in accordance to the 2011 Safe Routes to School Plan,

which is a program to help provide safe routes for pedestrian traffic to schools such as Southdale Elementary School located on Orchard Drive. The third infill location is along Walnut Street from W. 20th Street to W. 21st Street and sidewalk will be placed on both sides of the road for this one-block stretch. This stretch of sidewalk—once constructed— will fill the gap on Walnut and complete the sidewalk connection from W. 1st Street to University Avenue, providing sidewalk on at least one side of Walnut the full length. The fourth infill location is on Bluebell Road and is a minor addition to complete sidewalk connectivity from the existing Coneflower Parkway Trail West to Coneflower Parkway. This addition of sidewalk will complete the connection from the Western Homes to South Main and Greenhill Road. The fifth infill location is on Hudson Road from W. 8th Street to W. 12th Street, continuing infill from W. 1st Street south along the west side of Hudson Road. This is part of the stretch that is missing along the west side of Hudson Road to complete pedestrian connectivity going south. The future goal will be to complete the infill along the east side of Hudson Road and connect with the existing sidewalk on the south side of Linden Avenue. This will allow for a complete sidewalk section from W. 1st Street to W. Viking Road on the east side of Hudson Road. The sixth and final infill location is on Rownd Street from Hawthorne Drive to Sunnyside Drive. This stretch of sidewalk infill will complete the connection from Rainbow Drive to University Avenue on at least one side of Rownd Street. The goals of the yearly sidewalk infill projects are to complete connections for pedestrian traffic throughout all of Cedar Falls. With these projects we work on infilling sidewalk where it is missing throughout the city as well as repairing deficient panels on city property and making sure city Sidewalks are complying with all Americans with Disabilities Act (ADA) standards.

Update: Imagine Downtown! Imagine College Hill! The Imagine Downtown! Vision Plan was adopted by the City Council in November 2019. One of the most important steps in implementing the plan is adoption of new zoning regulations to help encourage development that is consistent with the community’s vision. A draft of the new code was released to the public and presented to the Planning and Zoning Commission on February 17, 2021. After careful consideration at multiple work sessions and public hearings, the commission forwarded their recommended draft of the code to the City Council for consideration. Public hearings will be held at the City Council meetings in July and August with adoption anticipated in September. The public is invited and encouraged to review the proposed code and new zoning map and participate in the public discussions. Visit www.OurCedarfalls.com to view or download the proposed code and new zoning map (called a regulating plan). If you have questions about the new zoning or would like more information on the review process contact Karen Howard, Planning & Community Services Manager, at Karen-Howard@Cedarfalls.com. After an extensive public input and review process, the City Council adopted the Imagine College Hill! Vision Plan in May, 2021. Residents, business owners, developers, rental property owners, UNI students, faculty, administration officials, and other interested community

members all joined in the effort to help craft a vision for the future of the College Hill Neighborhood. The plan provides a framework for future growth and development on College Hill while preserving the character of and stabilizing the surrounding neighborhoods to provide a wide variety of housing choices to meet the needs of our community. The next step in the Imagine College Hill! project will be to draft new zoning and development standards to meet the community’s vision and to ensure existing neighborhoods remain stable and attractive to a variety of households who wish to call College Hill home. Visualizing the Future of College Hill…

You can keep up to date on the Imagine Downtown! and Imagine College Hill! planning efforts and find out how to get involved by visiting the project webpage at www.OurCedarFalls.com. Summer 2021

CEDAR FALLS AUTHORS FESTIVAL VOLUME II 2021 EVENTS GARY KELLEY ARTIST TALK l Thursday, September 16 at 7:00 p.m. on the Corning Patio Moon of the Snow Blind: Text and Pictures by Gary Kelley The Spirit Lake massacre in March of 1857 was a dark moment in Midwestern history—incited by indigenous resistance to their loss of homeland, culture, and people. A number of white settlers in northwest Iowa’s lakes region were killed. Four female survivors were taken by lnkpaduta and his band of Dakota Sioux. Tracked by militias and military, they took their captives north into Minnesota, then west into what is now South Dakota. Come May 1857, two of the captives had lost their lives. And two survived, including young Abigail Gardner, who went on to write an autobiography of her grim experience. Eventually the two survivors were rescued by friendly Dakotas thanks to Minnesota Indian agent Charles Flandrau. lnkpaduta and his struggling people also survived, escaping westward onto the Great Plains and its more resistant indigenous culture.

Providing an opportunity for associates to interact with professionals has always been a top priority for the CAPS program. Throughout the spring, associates worked closely with Amanda Huisman who gave direct feedback on their professional skills as well as management of the project. “Our associates are asked to grow in four pivotal areas during their time with us,” said CAPS Instructor Chris Wood, “These points of focus are innovation, problem-solving, professional skills, and career exploration. COVID has challenged our associates similarly to the rest of the working world. We have had to learn to pivot, work in new ways, and be creative when seeking out client projects. The City of Cedar Falls provided our program a great opportunity to engage in our community and with professionals to create a project worth making an impact on.” The core mission of the Cedar Valley Center for Advanced Professional Studies (CAPS) is to prepare students for their purpose. More information on the CAPS program can be found on their website at www.cedarvalleycaps.org. To learn more about CAPS and its national network, please visit www.cfcaps.org.

CF Public Safety Partners with 4 Queens Dairy Cream on Bike Safety Cedar Falls Public Safety has teamed up with 4 Queens Dairy Cream to offer a sweet incentive for families who practice safe bicycle etiquette—especially when they are out enjoying the local trails. Cedar Falls is home to over 100 miles of hard-surfaced, multi-use trails, an abundance of soft trails, and emerging water trails. Cedar Falls Public Safety Bike Patrol helps monitor the areas to ensure all users have a safe experience. Officers are identified by their bright yellow shirts which are marked with the words ‘Bike Patrol’ alongside the Cedar Falls Public Safety badge. This summer, they will also be carrying coupons for free small ice cream cones from 4 Queens Dairy Cream in Cedar Falls. The coupons are part of the CF Public Safety ‘Cover Your Cones’ promotion. “Our goal is always safety so when Bike Patrol officers are out and see a child wearing their bike helmet, they may give them a coupon for a free ice cream cone,” said Cedar Falls Public Safety Officer Kendall Schwan. “It’s just an extra way to positively reinforce the importance of helmet use, which is particularly important for kids so they can continue the habit as they grow.” For ideal protection, Officer Schwan advises parents to check to ensure their child’s helmet is properly fitted. To do this, put on the helmet and rock it back and forth to make sure it does not move too much. Then if you can only fit one or two fingers through the bottom of the chin strap they are all set. In addition to helmet use, Cedar Falls Public Safety also reminds all trail users to stay safe by adhering to the following guidelines: • Stay on designated trails. • Keep dogs under control and on a leash of six feet or less (always clean up after your pets). • Help keep the trails clean and preserved. • Teach children not to run ahead of bicyclists and always be on alert. • Bicyclists must keep to the right and call out when passing.
