Fall Yard Waste Disposal The leaves are starting to fall and the urge to begin cleaning up lawns and preparing gardens for the winter season is upon us. The City of Cedar Falls provides several options to assist with the collection and disposal of fall yard waste. Home composting is encouraged for those who are fortunate enough to have the necessary space. For those who do not have the means to home compost, the following options will be provided: ■ Cedar Falls yard waste carts will be picked up free of charge on Mondays during the month of October and November. Carts will be collected as often as possible from November 1st through November 12th, 2010. ■ Biodegradable paper yard waste bags will be picked up curbside during the weeks of November 1 12, 2010. Yard waste bags can be purchased at the Transfer Station for $0.50 per bag. Biodegradable paper bags purchased from area retailers are also acceptable. ■ The Transfer Station accepts yard waste on a daily basis. Yard waste will be accepted free of charge during the month of October and November.
Residents are encouraged to take advantage of the Seasonal Compost Facility for the disposal of yard waste. This site is conveniently located north of the river and across the railroad tracks on East Main Street. Materials processed at this site are recycled for public use as well as for various parks and public works projects. Those who use yard waste carts are reminded not to overload their carts. The weight limit is 250 pounds. Please do not put dirt, sod, or ashes in the yard waste carts. Remember to place your yard waste cart at the curb by 7:00 a.m. on the day of collection. Yard waste collection goes to a call-in basis beginning December 1, 2010 through April 1, 2011; the fee for this is $7.00 each time the yard waste cart is emptied. Yard waste bags are to be used as a supplemental collection method during the “free” collection period only. Bags will not be collected any time other than the designated free collection period. The weight limit for paper biodegradable bags is 50 pounds. Leaf Vacuum Service Cedar Falls residents have the option to utilize a “Call-In” Leaf Vacuum Service. This service is offered during the months of October and November. Residents who are interested in this disposal option should pile their leaves directly behind the curb between the street and sidewalk for collection. Residents must then call the Public Works Department at 273-8629 to request the vacuum service. The cost for this service will be $50 per visit.
Seasonal Compost Facility This facility is open during the months of October and November for residents to dispose of yard waste and tree trimmings. Hours for the facility are Monday thru Friday 7:30 am – 5:00 pm, and Saturday 8:00 am – 3:00 p.m.
Safety City 2010 Once again, the Cedar Falls Police Department has partnered with the Target Distribution Center to host the 42nd annual “Safety City”. Safety City has been an annual event since 1968. Kindergarten students from Cedar Falls Community Schools, St. Patrick’s Catholic School and Malcolm Price Laboratory School attended, totaling approximately 500 students. ® Students learned about fire safety, the proper way to call 911, first aid, stranger danger, and electrical safety. Target team members were also on hand to complete a child ID kit for students attending the event. The Safety City program and related materials are made possible through a generous grant from The Target Corporation, as well as contributions, commitment and support from the local Target organizations, Cedar Falls Police Department, Cedar Falls Fire Rescue, Black Hawk County Consolidated Dispatch Center, Wheaton Franciscan Hospitals, and Cedar Falls Utilities.
City seeks volunteers for Board and Commission Appointments Are you looking for a way to become more involved in City government? Consider serving on one of the many City boards and commissions. A bill passed by State government in 2009 requires cities of more than 1,000 to have an equal number of men and women on boards and commissions by the year 2012. The City is actively seeking to achieve gender balance on each board and would like to cultivate a pool of applicants to choose from as commissioners resign, move from the city, or terms expire. “Click It or Ticket” Seat Belts, It’s All About Your Safety It is hard not to see or hear information about the National Highway Traffic Safety Administration’s campaign to increase public awareness of the benefits of vehicle occupant restraints. It also draws attention to the consequences of not wearing them; either through a citation and fine, or possible injuries and/or death. The statistics supporting the usage of seat belts and child restraint systems in Iowa are captured in “Life Toll”. The “Life Toll” number is those persons who have escaped serious injury or death because they were buckled up at the time of the crash as determined by the investigating officer. The year to date number is 110 people and the total number since mandatory seat belt laws went into effect in Iowa is 6,321 people saved. The Cedar Falls Police Department is interested in your safety and will be enforcing the seat belt and child restraint laws. There was a legislative increase of most traffic related fines effective July 1, 2010. For front seat passengers the current citation cost for a seat belt violation is $127.50. In addition, for rear seat passengers under the age of 18, the fine is $195 for each violation. If the rear seat passenger is under 14, the driver of the vehicle will receive the citation. If the person is 14, up to but not including 18, that passenger will receive the citation. It all comes down to you. Take the time to make sure everyone is buckled up for safety in your vehicle. The Cedar Falls Civic Foundation is announcing the first annual Peter Melendy Distinguished Community Contribution Awards to be presented in the late spring of 2011. Nominees will be considered on the basis of their voluntary community contributions that have enhanced, improved, or positively affected the overall quality of life in Cedar Falls. Up to two awards will be presented each year including one posthumous award. Peter Melendy became a resident of Cedar Falls in 1859 at the age of 36. By living fully and energetically he contributed much to the cultural life and economic development of Cedar Falls. The Peter Melendy Awards are open to all Cedar Falls residents who reflect the example set by Peter Melendy. The deadline for nominations is May 1, 2011. Owners will be responsible for the cost of towing and storage. Notifications for a snow emergency will be made through several media outlets. Center Street/North Cedar Plan
The City of Cedar Falls is developing a streetscape and land use study for the Center Street corridor and the northern Cedar Falls area. A private consultant has been engaged to perform this study by working with City staff, North Cedar residents and business owners to provide input in the planning process. The final report will be presented at a public open house in October. The goal of this study is to outline a series of improvements to the Center Street corridor and develop a plan for the open space areas as a result of the flood buyout. Tourism Grant Each year the City of Cedar Falls makes a limited amount of funding available for local non-profit organizations. These funds are distributed through a competitive grant process and encompass three types of activities – economic development, community betterment, and marketing projects that bring visitors to the city. The Cedar Falls Tourism and Visitors Bureau manages Community Betterment and Marketing Grants. Local non-profit organizations that improve the image of Cedar Falls or enhance the quality of life for its residents are invited to apply for Community Betterment grants by Friday, November 5, 2010. Eligible projects can include capital improvements like new construction, renovation, restoration, etc. or special equipment purchases or operating expenses. These funds are made available from hotel/motel tax revenues and will be available for fiscal year 2012, which covers the period from July 1, 2011 to June 30, 2012. Assistance for marketing projects that bring overnight visitors to the community may be applied for throughout the year until funds are depleted. Marketing projects may include design, printing and distribution of brochures, web site development, advertisements, trade show materials and fees, etc. Marketing grant requests should be submitted at least 90 days prior to the event/project and are reviewed monthly. Applications for community betterment and marketing grants may be obtained at the Tourism Bureau office at 6510 Hudson Road, or downloaded from the resource section of the bureau’s web site, which is www.cedarfallstourism.org. Exciting News on the Trails ■ The Prairie Pathways ays Interpretive and Way Finding Signage project was installed throughout the entire Cedar Valley Trails System this past summer. The fact that our 100+ miles of trail are configured in a series of loops increases the chances that our visitors can get lost. We have been in need of way finding assistance and the Iowa Northland Regional Council of Governments (INRCOG) took up the cause, working with a number of local organizations like Silos and Smokestacks, the Grout Museum District, the Waterloo and Cedar Falls Tourism and Visitors Bureaus, George Wyth Park, the Black Hawk County Conservation Board, and Cedar Falls Parks and Waterloo Leisure Services to provide this innovative approach to trail enhancement. The project is called Prairie Pathways and its purpose, in addition to providing way finding and orientation, is to interpret the historical significance of certain areas throughout the Cedar Valley through a mix of kiosks, interpretive panels and map panels. The project consists of 8 kiosks, 42 interpretive panels and 28 map panels. It’s been in the planning and fundraising stages for several years and costs approximately $160,000. Metropolitan enhancement funds through the Black Hawk County Area Metropolitan Transportation Policy Board (MPO) have covered a majority of the costs. The original Prairie Pathways Master Plan was developed by Confluence, formally know as Brian Clark and Associates. Craig Ritland Landscape Architects provided construction management services, with the text and photos supplied by the Grout Museum District. Nagel Signs Inc. provided graphic layout, fabrication and installation of the exhibits. ■ Another exciting development on the trails is the recent installation of an additional six cut-outs representing prairie animals native to the area. These life-sized, one-dimensional sculptures include a fox, turkey, bobcat, snake, buck and doe and they join the buffalo and calf in the vicinity of the Industrial Park. They were funded with contributions from the Cedar Trails Partnership, Tourism Bureau, Rosemary and Bob Beach, the Shimek Family, Joan and Saul Diamond, John and Mick Runchey, Don and Delores Tamisiea, and Doris and Bob Hewlitt. Stormwater Tips for Pool and Spa Owners Improperly emptied pools and spas are a major source of chlorine pollution. Problem: ■ If chlorine is discharged into storm drains or directly into streams, lakes and wetlands, it can be harmful to fish and wildlife. It can also damage your lawn and trees. ■ Most storm drains discharge directly into local streams and lakes without any treatment of the water. Please do your part to protect Iowa’s lakes and streams! Solutions: ■ Not all situations are the same. Contact the Reclamation Division to find out if you should dissipate the Chlorine or discharge to the sanitary sewer system. ■ If unable to drain to the sanitary sewer then test your pool water to ensure that the chlorine level is <1 ppm and the pH is between 6.5 and 8.5. ■ Chlorine levels can be reduced by a few days of sunlight or by chemicals from a pool supply store. Avoid Holiday Accidents The statistics are in. Every year, holiday fires cause approximately $930 million in damages, and injure 2,600 people. What can you do? You can help Cedar Falls Fire Rescue and keep your family safe to avoid holiday fire damage if you follow these top 10 simple holiday fire safety tips: ■ Install/Test smoke alarms; change the batteries every year. Install carbon monoxide alarms and make sure those batteries are fresh. ■ Make sure to have a fireplace screen and a clean chimney. ■ Never burn wrapping paper, boxes or other trash in your fireplace. ■ Don’t leave fire unattended; be sure it’s out before bedtime. ■ Make sure candles are stable and secure. Keep them away from combustible materials and small children. Never leave any candles unattended. ■ If you have a real Christmas tree, put it in a stable stand. Keep it fresh by checking the water level daily. Most trees dry out in two weeks, so don’t leave your tree up too long past the holidays. ■ Check holiday lights for cracked or broken bulbs, frayed wires and loose plugs. Don’t use lights that aren’t safe. ■ Use lights that have been approved by testing labs like Underwriters Laboratory (UL) or Factory Mutual (FM). ■ Use lights only in their designated areas; never use “indoor only” lights outdoors. ■ If your smoke, fire, or carbon monoxide alarms go off, get everyone outside and call 911. “Keep the Wreath Green” and Free Smoke Alarms For the second year Cedar Falls Fire Department is participating in the national awareness campaign “Keep the Wreath Green” on November 26th with lighting Holiday Wreaths on each fire station. Throughout this holiday season the Fire Department will display holiday wreaths decorated with green light bulbs at each of their fire stations. Each time there is a structure fire in the City of Cedar Falls or within its jurisdiction of unincorporated Black Hawk County, a red bulb will replace a green bulb on the wreath. It is our goal for the wreaths to stay green through the holiday season. “The ‘Keep the Wreath Green’ campaign is an educational opportunity for residents to learn and follow fire and life safety tips,” says Cedar Falls Fire Chief John Schilling. Typically the Cedar Falls Fire Department sees an increase in fires during the holiday season. Candles, fireplaces, home heating equipment, cooking and holiday decorations cause many of these fires. Two Works by Rob Lorenson Cedar Falls Art and Culture Board members invite you to visit the Hearst Sculpture Garden to enjoy two works by the artist, Rob Lorenson. Proudly purchased by the board, Eclipse #5 Hurricane and Eclipse #5 are meticulously crafted in stainless steel. Lorenson grew up in Cedar Falls and attended local schools. At UNI, he studied with Professor Tom Stancliffe and graduated with a Bachelor of Fine Arts degree. In DeKalb, Illinois, Lorenson was a graduate assistant for Professor Bruce White at Northern Illinois University where he earned his Master of Fine Arts degree. He also taught at Harper College in Palatine, Illinois and at Loyola University in Chicago. Lorenson is currently Assistant Professor at Bridgewater State College in Massachusetts and is working on his Ph.D. in education at Northern Illinois University. His artwork Hurricane is included in numerous individual, municipal, and corporate collections around the United States. Know the Facts Election Day is just around the corner. November 2nd will not only determine who will represent the residents of Cedar Falls in our units of government, but voters will also cast the fate of continued gambling in Black Hawk County. The November election includes a ballot measure that will allow or discontinue legalized gambling in Black Hawk County. It is important voters have factual information concerning the impact of the Isle Casino Hotel Waterloo prior to casting a vote. Voters are urged to seek the facts, consider the issues and cast an informed vote. The Black Hawk County Gaming Association (www.bhcga.org) receives a portion of revenue from the Isle which is used to “relieve taxes” and to support community project applicants. Well over $12 million has been distributed to 165 quality of life and leisure projects in the area. More than $1 million has been directly funded to projects in Cedar Falls. The gambling referendum has been a controversial topic in communities around the state. Whether you are for gambling or against it, you will be given the opportunity to cast your vote.
