GREENHILL ROAD CORRIDOR TRAFFIC STUDY A traffic study of Greenhill Road from Cedar Heights Drive to Hudson Road kicked off in June. The objectives are to identify existing and future roadway capacity, as well as safety needs of the corridor. This information will be used for planning and budgeting future projects. The city’s Capital Improvement Plan includes several upcoming projects that will utilize information from the study: South Main/Greenhill Road and Cedar Heights/Greenhill Road intersections. The traffic study includes a review of a variety of information such as existing conditions, vehicle crashes, access management, turn lanes, number of lanes, intersection controls, future development, and the posted speed limit. Three public meetings are included as part of the study. The first one was in June, to introduce the project and hear comments about the corridor and specific intersections. The second meeting was in August, reviewing data collected on traffic volumes, crash history, and forecasted traffic to year 2045. Alternatives for the roadway, such as remaining four-lanes or widening to five lanes, were available for discussion in August. Intersection alternatives were also shown including widening for turn lanes, signal improvements, and roundabout options. The third public meeting in late September will discuss recommendations of the study. Then a presentation will be made to the City Council. The study will conclude by the end of 2018. INCLUSIVE PLAYGROUND COMING TO CEDAR FALLS An inclusive playground will be built in Cedar Falls after a group of parents raised more than $1 million. “We are thrilled to bring “A Place to Play” Playground to Greenhill Park in Cedar Falls,” said Amanda Weichers. Weichers started a nonprofit organization in 2010 called Beau’s Beautiful Blessings, which was the fiscal agent for the playground. Her organization is named after her son, Beau, and assists Iowa children who have brain injuries, brain abnormalities, and/or epilepsy to fund items they otherwise wouldn’t be able to afford.

CEDAR FALLS PUBLIC SAFETY RAISING MONEY FOR CANCER AWARENESS The Cedar Falls Public Safety Department is proud to announce they will be joining “The Pink Patch Project” raising money for the local Beyond Pink TEAM. The Pink Patch Project (PPP) is a collaborative effort between more than 300 public safety agencies across the nation—all working to raise awareness for breast cancer research, education, and treatment. In 2017, participating agencies raised more than $700,000, all of which was donated to various foundations supporting breast cancer research and awareness. The PPP hopes to raise more than $1,000,000 in 2018. The Pink Patch Project centers on a vibrant pink version of our police and fire uniform patches. Officers and firefighters can wear the pink patches on their regular uniforms during October. The patches are intended to encourage discussion amongst citizens about the importance of early detection and treatment in the ongoing fight against the disease. The Cedar Falls Public Safety Department will sell the pink patches to members of the community—all proceeds will be donated to the Beyond Pink TEAM. The patches are $10 each and can be purchased at the Police Department, Fire Department, City Hall (220 Clay Street), and at various community events.

A Place to Play Playground will be an inclusive playground going beyond ADA accessibility compliance. It is designed to provide children and families of all physical, mental, and social abilities and ages an opportunity to play together in an integrated, sensory-rich environment without the barriers traditionally existing on a playground. The $1 million has been raised over a three-and-a-half year period and includes in-kind donations from the City of Cedar Falls, a $250,000 grant from the Black Hawk County Gaming Association, and numerous other contributions. The Cedar Falls Public Works and Parks Division and friends of the project worked with Ritland+Kuiper Landscape Architects to design the park after extensive research. “When you make an experience inclusive, it’s better for everyone. This is going to be the most fun playground for all families,” said Sarah Corkery. Corkery is on the board of Beau’s Beautiful Blessings. Her son, Jude, is legally blind and had seizures as a young child. “Taking Jude to playgrounds was a very scary experience,” Corkery said. “I envisioned a place where I could take all my children and have a fun experience without worrying about safety.” The park will be complete by the fall of 2019. AUDRIENNE KENNEDY WINS SILVER AWARD The Silver Award is the highest honor a Girl Scout Cadette can attain. Cadette Troop 6581 has been executing amazing community service projects since 2009 when the troop first started. From sewing baby quilts for Wee Care to walker bags for Western Home residents, the troop of five girls (McKenzie Adair, Myah Brinker, Sydney Herzman, Elise Wehr, and Audrienne Kennedy), chose to make a difference to a Cedar Falls landmark full of historical value. Most people do not see the little brown house in Overman park as a historical landmark as it just looks like a little shack. The little brown house or more formally called “The Jacob Hoffman Replica Cabin,” was built in 1969 to imitate the original cabin that Jacob Hoffman and his family lived in. 2 · Fall 2018

All the girls helped one another get the array of jobs done. One of the largest projects was the scraping, brushing down, and painting the exterior walls of the cabin. This was started in the Fall of 2017 and completed in June 2018, by the entire troop. From filling cracks in the floor with self-leveling concrete to using power tools and a floor jack, each job was a learning experience for Troop 6581. “We could not have done it without the guidance of our troop leaders Linda Kennedy and Janice Crowe” says Audrienne. “We wouldn’t have the friendships that being in Girl Scouts has given us”.


Our Thriving City “(Cedar Falls) is one of the prettiest, liveliest, thriving, enterprising, prosperous and healthy cities in the west. She is up to the high standard of the times in all public improvements, advancements, marked generosity and unusual hospitality.” These are not my words, but words taken once again from the book, “Historical Record of Cedar Falls (1843–1893)” by Peter Melendy published in 1893. One generous and hospitable citizen in Cedar Falls is our very own Sid Morris. Sid was recently selected as “Iowan of the Day” by the Blue Ribbon Foundation at the 2018 Iowa State Fair. He was nominated by folks who know him and what he’s done for our city over the past six decades. This includes raising an amazing family that continues to serve our community. Space does not allow me to list all this man has done for Cedar Falls, but suffice to say, he’s someone special and wholeheartedly deserves this wonderful recognition. Cedar Falls was founded by enterprising and entrepreneurial individuals with a drive to solve problems and create new opportunities, exactly what Red Cedar is working to build on today. Red Cedar is a new partnership of the Cedar Valley’s cities, colleges, universities, and private business leaders brought together to support the makers and entrepreneurs among us—anyone looking to create a new product or solve a problem in new, novel ways. Most visibly, Red Cedar founded and runs Mill Race Coworking right in downtown Cedar Falls, providing entrepreneurs with the physical space to connect and work with others. (www.redcedarcv.com) Throughout our community we all reap the rewards of generous people. We have “funding” organizations such as the Cedar Falls Community Foundation, the Community Foundation of Northeast Iowa, and others leading the way. These organizations, and ultimately generous individuals, bolster the thriving city we live in. This ranges from funding pickle ball courts to art displays and so much more throughout the city. Small to large amounts from all people add up to an amazingly generous city. One long-term investment towards economic development I believe will produce tremendous results in Cedar Falls is the Leader In Me initiative. It’s not so much about developing talented students, but helping them develop leadership and “soft skills” our businesses are clamoring for. Soft skills include such things as being dependable, prioritizing, listening, collaborating, and simply getting along with others. Just this past spring, our very own St. Patrick Catholic School was awarded the prestigious “Lighthouse School Milestone for Leader In Me”—envied by many around the country. It’s easy to see the results of the leadership-infusion by simply walking into the school and interacting with students, staff, parents, and leadership. The nice thing about “Leader in Me” is that it’s not the newest/shiniest thing going on. It’s a long-term, systemic effort creating a school environment where leadership permeates all aspects of the culture, and students develop the skills they need for a lifetime. I see our young leaders of today being the generous leaders of Cedar Falls tomorrow to continue the legacy of our thriving city. Yours in service,

CONSTRUCTION UPDATES DRY RUN CREEK Did you know the Black Hawk Soil and Water Conservation District has been working for over 70 years with landowners to help protect our local resources? Through our partnerships, we can provide both technical and financial assistance for various conservation practices, in both urban and rural areas. A main focus of these efforts has been on the impaired Dry Run Creek Watershed, which can help cover up to 75% of the conservation project cost. Landowners outside of the watershed but still within Black Hawk County can receive up to 50% assistance available on a first come, first served basis. Permeable pavement, rain gardens, bioretention, rain barrels, filter strips, cover crops, and wetlands, are all eligible. Whether you own a home, a business, farmland, or something in between, a free, no-obligation property assessment is available for you. If you have a specific area of concern on your property or are just generally interested in the opportunities present on your landscape, we are here to help. GREENHILL ROAD EXTENSION PROJECT The Greenhill Road Extension Project provided a new road from Hudson Road to West 27th Street, a distance of approximately 1.2 miles. The project included a number of components. The new roadway is primarily a two-lane roadway, with room for turn lanes at existing and proposed intersections. A 10 foot shared use path was also included in the project. West 27th Street was widened from the new Greenhill Road intersection to Panther Lane. A new intersection was created at Greenhill and West 31st Street. In addition, the intersection of University Avenue and Greenhill Road is a roundabout. Portions of University Avenue were also reconstructed. Construction began in April 2017. In fall 2017 the southern half was completed and open to traffic. During 2018 the north half (University Ave north to West 27th Street) was under construction. The total cost of this project was $5.4 million, with approximately $2.8 million funded by the IDOT Transportation Improvement Program. The overall project helps provide alternative routes to existing roads and promotes growth in Cedar Falls.

UNIVERSITY AVENUE UPDATE

CEDAR RIVER RECREATIONAL IMPROVEMENT PROJECT Many communities have made improvements to their rivers, creating more opportunities for recreation. Cedar Falls has investigated this for the Cedar River. A master plan for the Cedar River corridor from the Center Street bridge to the West 1st Street bridge. Plans for the first phase between the Main Street bridge and the West 1st Street bridge are being developed to include a series of fishing jetties that also create play areas for recreational kayakers and anglers. Other improvements include bank enhancements, river access, and trail improvements along Gateway Park and Peter Melendy Park. An open house will be held in late October. Details will be posted on the website. The public is encouraged to come hear the presentation about the proposed river improvements and provide feedback on this project. University Avenue reconstruction is anticipated to wrap up in November. Construction included completing Phase 2—the area between McClain and Midway Drives. Work focused in the Rownd Street to Cedar Heights Drive area. The finishing touches on the east and west ends occurred early in the season. In the final weeks of construction, the contractor will focus on seeding, sodding, and other items necessary for project completion. University Avenue Phase 3, the area between Grove and Main Streets, was also under construction in 2018. While a much smaller area, compared to the first two phases of the project, the same construction work as Phases 1 and 2 was completed. The roundabouts at the Hwy 58 ramp terminals have been completed. The contractor is working on the remaining landscaping and items to close out the project. HIGHWAY 58 AND VIKING ROAD INTERCHANGE CONSTRUCTION The Iowa Department of Transportation’s Highway 58 and Viking Road Interchange Project is nearing the end of year one of the two year construction schedule. In the first year, Viking Road, Nordic Drive, and Andrea Drive were all reconstructed. Northbound Highway 58 lanes, as well as the exit and entrance ramps, are significantly complete. Over the winter construction break, Viking Road will have two through lanes in each direction, plus left and right turn lanes at intersections. Dual left turn lanes will be in place at several intersections. Nordic and Andrea Drive intersections have been expanded, including turn lanes. Over the winter, Highway 58 will be open with two lanes in each direction. Northbound Highway 58 traffic will use the newly constructed exit and entrance ramps both as a means to access Viking Road and to continue traveling north. There will also be a left turn lane at Viking Road. Southbound Highway 58 traffic will continue to use the existing pavement with two lanes open, as well as separate left and right turn lanes at the Viking Road intersection. Work will resume in the spring. Construction is anticipated to be completed by the end of 2019.

DRY RUN CREEK OXBOW PROJECT An old oxbow wetland (shown on the top right imagery as part of the creek) that existed about 20 years ago in Dry Run Creek will be restored this fall. Located southwest of the University Avenue and Greenhill Road intersection, this oxbow falls in the South West branch of the Dry Run Creek on property owned by the City of Cedar Falls. According to the Iowa Department of Natural Resources, an oxbow is 1999 Aerial Imagery “a historical river meander (Image Source: which is cut off from the City of Cedar Falls) main channel during the natural process of channel migration, or though manmade channelization.” Over time, oxbows may disappear as sediment continues to accumulate. This results in a loss of ecological benefits 2008 Aerial Imagery which include nitrogen (Image Source: reduction, habitat for fish City of Cedar Falls) and wildlife, as well as small scale floodwater storage. By removing the sediment, these benefits can be returned. Funded by the Nature Conservancy, the project is anticipated to begin in October and be completed in November 2018. The restored 2018 Aerial Imagery oxbow will be 300 feet long (Image Source: City of Cedar Falls) and 46.5 feet wide.

LEVEE UPDATE Improvements to the Cedar Falls levee and floodwall are nearing completion. Construction started nearly a year ago to raise the levee by two feet. This followed extensive hydraulic modeling of the river meeting all U.S. Army Corps of Engineers design standards, to determine the proposed increase in the levee height would have a “no rise” condition for properties upstream, downstream, or across the River. Work is currently occurring in Peter Melendy Park. A new concrete floodwall is being placed between the Main Street Bridge and First Street Bridge. The trail near the river will be replaced as well. A trail closure is currently in effect in this area. South of 1st Street and around the Water Reclamation Facility, crews have finished raising the earthen levee and will finalize construction of the plaza walls and planters. In this area crews will be installing trails, stairs, and finishing with topsoil and seeding. Trail closures will be in effect between 1st Street and Washington Park during construction. The earthen levee near Western Home Community’s downtown campus continues through fall. Remaining work includes new storm sewer and some lighting.

NEIGHBORHOOD CONNECTIONS Neighborhood connections are vital and important for raising happy and healthy children and citizens. We spend 90% of our time in our neighborhood. What makes us a healthy connected neighborhood? Do I know my neighbors? What helps to knit a neighborhood together? According to Blue Zones research and the National Institutes of Health when examining well-being in city’s neighborhoods, their connectedness can be high predictors of reduced crime, better mental health, lower levels of anger, increased self esteem, and better moods.

Where do we start?

WALKING AND BIKING TO SCHOOL Walking and biking are healthy ways to get to and from school. In 1969, 48% of children walked or biked to school. In 2009, we have 13% of children walking to school. These walks could add to the 60 minutes each day needed for healthy child physical development. Trips powered by our feet contribute to less pollution, less wear and tear on streets, and make neighborhoods friendlier places. Participate in “National Walk to School Day” on October 10.

Keep these tips in mind for safe walking and biking: • When accompanying a child hold their hand and observe traffic laws— great “chat time” with the kids. • Remind children that drivers may not always see them and they need to look carefully when crossing streets. • Respect traffic lights and stops. • When riding, ride with traffic, and use bike lanes when available. • Always wear a bike helmet and know how to wear it safely. • Use hand signals and look in all directions. • Stay off the devices when walking or riding to school. • Practice the route ahead of time with your children and show them where to park their bike. • Children should ride when there is plenty of daylight. • Ask about starting a walking school bus in your neighborhood. Adults take turns walking children in a neighborhood to school.

• Go for walks in your neighborhood and speak to those outdoors, walking their dogs, and in their yards. Residents of walkable neighborhoods weigh 6–10 lbs less than residents of sprawling neighborhoods. • See the neighbors and let them see you. Remember to wave and say hello when neighbors are out pruning bushes, walking, riding bikes, etc. • Bump-into-it-iveness—High levels of “bumping into neighbors” leads to more cohesive neighborhoods. Streets with sidewalks or trails and nearby shopping create a healthy city design and foster this to happen naturally. • Follow pedestrian and cycling safety. Avoid cutting across lawns as shortcuts to school or other places in your neighborhood. • Host a neighborhood casual event. (Just meet for dialogue on a driveway, everyone bring their own chair and beverage.) Making a new happy friend increases your own happiness by 15%. Block off your street and meet!


SMOKE ALARMS AND CARBON MONOXIDE DETECTORS On July 1, 2018, the State of Iowa mandated all residential properties are required to have carbon monoxide detectors installed in the following locations: 1) Outside each separate sleeping area in the immediate vicinity of bedrooms. 2) Bedrooms are only required to have a carbon monoxide detector if the room has a fuel burning appliance, such as a gas fireplace. In addition to carbon monoxide detectors, interconnected smoke alarms are required in the following locations: 1) In each sleeping room.

FIRE SAFETY FOR THE HOLIDAYS The holiday season is filled with magic and wonder. The joy of spending time with family and sharing good cheer with others make these times special. As we celebrate, let’s remember some simple safety tips to keep that joy and happiness:

• If you use candles, give them about one foot of clearance and blow out candles when they will be unattended.

3) One on each additional story of the dwelling, including basements and habitable attics.

• If you have a real Christmas tree, water it everyday. Remember, if the tree dries out, it should go out. Dry trees can cause catastrophic fires.

In the locations where both a carbon monoxide detector and smoke alarm are required, a combination detector can be used. What does this mean for the residents of Cedar Falls? The City of Cedar Falls already requires carbon monoxide detectors and smoke alarms in all homes through our city ordinances. However, the city will not be inspecting all homes for compliance. Our Building and Inspections Division will be inspecting and enforcing this requirement for all new homes, rentals, and whenever a building permit is taken out for interior renovations for existing homes. Interconnection of smoke detectors is required in all new homes and, where feasible, during a significant interior remodel. Additional information on this regulation can be found in the Iowa Administrative Code Chapter 661-211 and the International Residential Code R314.

• Only use lights with a UL or similar testing label. Replace any strands with a broken or damaged cord. Don’t string too many lights together—follow the manufacturer’s instructions. • When cooking, keep a child-free zone around the stove or oven; usually about three feet can create a safer, less stressful area for the kids to play with those new toys. • Keep a lid nearby when cooking to smother a small grease fire, and learn how to operate your home fire extinguisher. • Check you smoke alarms and escape plan before the company arrives to allow you to relax and enjoy your time together. NEW PATROL GATOR Cedar Falls Public Safety purchased a new John Deere Gator in the spring of 2018, with the assistance of the Black Hawk County Gaming Association who donated 50% of the cost. The vehicle is equipped with an AED—donated by Firehouse Subs— mounted on the unit. The gator has already been used on multiple occasions, including trail patrol and at events like Sturgis Falls. Recently officers used the gator while searching for a missing subject with Dementia, and another search of a cornfield for a missing person. The gator is and will continue to be a great tool for the Cedar Falls Public Safety Department.

HOUSING CHOICE VOUCHER PROGRAM

RENTAL PAVING REMINDER: EFFECTIVE FEBRUARY 2018

City seeks additional landlords willing to help house families, elderly, and disabled citizens in our community

The City of Cedar Falls rental regulations state that all existing rentals must have hard surface driveways and parking areas. The timeline to meet this requirement varies based on a property’s last inspection date. Paving is due three years after the first inspection completed after February 16, 2015. Concrete, asphalt, bricks, or pavers are allowed. No gravel parking areas or driveways are permitted on the property. Modifications in the configuration of these areas may be required. Please contact the Community Development Department at (319) 273-8600 to discuss hard surfacing options, layouts, timelines, or to meet.

Often times we go about our day unaware of the needs in our own backyard. The city’s Housing Choice Voucher (HCV) Program is a rental assistance program to help provide housing stability to our most vulnerable residents. The city’s current HCV waiting list has 386 applicants. Of these applicant households, 52% are families with dependent children, 35% have a disability, and 8% are elderly. Finding quality, affordable housing for these people in our community is a great challenge. Cedar Falls is seeking rental property owners who have one, two, and three bedroom units available for rent that are willing to participate in the HCV Program. Under the rental assistance program, the tenant pays 30–40% of their income toward housing costs, and the city pays the difference up to the following payment standard by unit size: 1 Bedroom = $586; 2 Bedroom = $751; 3 Bedroom = $1001. For owners who wish to participate in the rental assistance program, the process is straightforward. Owners must be in good standing with the city. Rental units pass an initial inspection for basic housing quality standards, a housing assistance payment contract is executed, and then units are re-inspected bi-annually under the program. The city sends the rental assistance payment directly to the owner on the 1st of every month. The tenant then pays the remaining amount to the owner. All applicants who participate in the HCV Program undergo a background screening, and households are advised on the amount of rent they can afford under the program. Due to the number of existing applications on file, the waiting list for the Housing Choice Voucher Program (commonly known as Section 8) is temporarily closed. No new applications will be accepted during this time.

Local Preferences Updated

Agencies that administer Housing Choice Voucher Programs may establish local preferences for serving priority populations. Applicants are assigned a preference at the time they apply based on the documentation provided. The City Council recently adopted changes to local preference policies to move all elderly and disabled applicants to the Preference 1 category, and to update documentation requirements for verifying local Cedar Falls residency. The City of Cedar Falls has established a Rental to Single Family Owner Conversion Incentive Program with a goal of promoting a balance of owner-occupied and renter-occupied homes. DYING ASH TREE IN YOUR YARD? PROMPT REMOVAL IS A MUST The Emerald Ash Borer (EAB) is a half-inch long metallic green beetle. Larvae of this beetle feed under the bark of ash trees and eventually kill the entire tree. Host species include green ash, white ash, black ash, blue ash, and pumpkin ash. Nationwide, tens of millions of ash trees have been lost to this pest, which usually kills ash trees within three to four years of infestation. You may have noticed a decline in ash trees on your private property. Ash trees infested with the EAB dry out quickly and become a hazard because the pest cuts off vessels carrying moisture to the trunk and limbs. Nuisance trees are required to be removed from private property before they cause injury or damage property. Section 18-2 (20) of the Cedar Falls Code of Ordinances defines a nuisance as “any dead, diseased, or damaged trees or plant materials which may harbor serious insect or disease pests or disease injurious to other trees of plant materials or any healthy tree in such a state of deterioration that any such part of the tree is likely to fall.” The city encourages property owners to contact a preferred nursery or tree removal company to assess the health of your trees and/or make arrangements for removal before they become a hazard.

FALL SEASON YARD WASTE DISPOSAL OPTIONS The fall season is now upon us—with that comes the task of managing the falling leaves. Residents are strongly encouraged to mulch leaves and yard waste whenever possible. Almost without exception, lawn clippings should always be mulched back into the lawn. The benefits of mulching lawn clippings are too numerous and valuable to ignore. From providing valuable organic matter to the soil to saving significant amounts of time and money, mulching lawn clippings just makes sense. For residents without the ability to mulch, the following options are provided.

Yard Waste Carts On Mondays from October 1–November 30, yard waste carts will be emptied at a reduced fee of $5 per dump. From November 5–November 16, yard waste carts will be collected citywide as often as possible at a rate of $5 per dump. During winter months (December–March) yard waste carts are serviced by request. To schedule a pick up please call the Municipal Operations and Programs Department at (319) 273-8629.

Residents, please remember to… • place your yard waste cart at the curb by 7 am on the day of collection. • place carts at least 3–4’ away from other objects. • remove your cart from the curb no later than 8 pm on the day of collection to prevent unwanted service. • not put dirt, sod, or ashes in the yard waste carts. • observe the weight limit of 250 pounds.

Compost Facility— 300 block of East Main Street The facility will be open through the end of November or as weather dictates: Monday–Friday from 7:30 am–dusk, and Saturday/Sunday 8 am–dusk. Residents are allowed to bring brush, logs, leaves, garden waste, and grass clippings to the site. Brush and twigs are processed separately from yard and garden waste. Please be observant and deposit materials accordingly. The Compost Facility is intended for Cedar Falls residential use only. Contractors and non-residents are prohibited from using the facility. Garbage and demolition materials are not accepted at this site. This includes landscape timbers and rail road ties. Wood mulch and compost is available to Cedar Falls residents free of charge during normal operating hours. Residents are required to “load their own,” so be sure to bring containers and shovels.

Leaf Vacuum Cedar Falls residents may utilize the “call-in” leaf vacuum service offered during October and November by calling the Public Works Department at (319) 273-8629 to schedule an appointment. Prior to this service, leaves should be piled directly behind the curb— between the street and sidewalk. The cost is $50 per visit. Please remember the burning of leaves and grass clippings is prohibited within the city limits under any circumstances and is considered a municipal infraction.

RECYCLE WASTE VEGETABLE OIL Information for users of oil fryers Deep frying has become a popular way to prepare turkey for Thanksgiving meals, but oils and other materials, such as grease, can be a big problem if not handled properly. Fats, oils, and greases are very problematic in the sanitary sewer system, and should not be poured down the drain. Any of these can cause blockages in the sanitary service line to a home or in the city main. If a blockage occurs, a backup in a home can happen— an unpleasant thought, especially during the holiday season. Please be sure these oils are not deposited in the sanitary sewer system and they are recycled or disposed of properly. The City of Cedar Falls Transfer Station offers used vegetable oil recycling to help with proper handling. Waste vegetable oil (WVO) recycling includes any type of liquid vegetable oil used for cooking—canola oil, olive oil, etc. The used vegetable oil is converted into a biofuel additive for diesel fuel. Bacon grease or solid cooking grease (Crisco or other shortening) is not accepted as part of this collection; these should be disposed of in the regular garbage. From November–March, the Transfer Station is open Monday–Friday from 7 am–5 pm and Saturday from 8 am–3 pm. If you have questions upon arrival at the Transfer Station an attendant will assist you. CEDAR FALLS SNOW REMOVAL OPERATION REMINDERS Winter is on it’s way…and with it will come the challenges of driving on snow and ice. Snowfall and freezing rain will trigger emergency removal operations from the city and other agencies. City, county, and state agencies all have their own areas of responsibility. Business owners and retail centers typically have contractors or in-house staff who perform snow removal. From the state level all the way down to individual property owners clearing their driveways and sidewalks, here are some things to remember as we work together to achieve the overall goal of making the city safe for motorists and pedestrians: • Pre-planning and checking the weather forecast will help you make sound travel decisions. Winter weather is relatively easy to follow in Iowa; the weather is usually a top story whenever snow and ice conditions are predicted. • It is a violation of city ordinance to shovel, blow, or plow snow into the street. It’s a hazard for motorists to drive on a plowed street and then encounter a spot where large amounts of snow in the street; your help to prevent this is greatly appreciated. • Be a good neighbor and shovel your sidewalk to make it safe for pedestrian travel. Property owners are responsible for removing the snow accumulation from sidewalks adjacent to their property. Snow should be removed from the sidewalk within a reasonable amount of time following a weather event.

• In the event of a winter storm, major streets will be cleared of snow as soon as possible. Major streets are defined as arterial streets and also collector streets in neighborhoods. The time necessary to clear arterials varies from one event to the next depending on the severity of the storm. • Residential streets provide access to homes and also some businesses; typically these are not high traffic volume streets. Clearing of residential streets begins upon completion of all major arterial streets. • Residents are asked to seek off street parking whenever possible during a snow event. The result is less clean up time not only for snow plows but residents as well. • A city wide snow emergency will be declared only when extreme conditions warrant. During a snow emergency, parking is not permitted on designated snow routes. Declaration of a snow emergency will depend on the amount, type, intensity, and duration of the weather event. • Please remember to exercise caution and drive appropriately for the road conditions. • Plows will clear snow along the curb as close as safely possible to curbside mailboxes. Mailboxes may become blocked by the buildup of snow. It’s the responsibility of the homeowner or mail recipient to keep access to the mailbox clear.

Downtown District “Decks the Falls” Each Holiday Hoopla Season Each year, Community Main Street coordinates “Deck the Falls” to prepare for Holiday Hoopla and the holiday season! Community Main Street Office Moves to 310 East 4th Street Beginning in early October, Community Main Street will be in it’s new home at 310 E. 4th Street. The public is invited to stop by and tour the building, which formerly housed the Chamber of Commerce and was located at the corner of 1st & Main Streets.

SPECIAL OPPORTUNITY Three-Day Chinese Painting & Watercolor Workshop with visiting artist Lian Zhen Oct. 26–28 Take advantage of this unique opportunity to participate in a special three-day workshop with artist Lian Zhen. Zhen is internationally known for his exquisite watercolor paintings. From an early age, Zhen practiced his watercolor skills and later continued with his artwork while working as a family physician in China. After immigrating to the United States in 1985, Zhen earned a BA from UC Berkeley and a Master of Architecture from MIT. For several years, Zhen taught outdoor watercolor sketching at UC Berkley and continues to teach Chinese watercolor workshops across Europe, Asia, Mexico, Australia and more. In this workshop learn techniques and develop new skills by exploring both Chinese painting and traditional watercolor. Dazzle camouflage is the break-up of an object by contrasting shapes on its surface—for example, when the patterns of venetian blinds are cast across an object, or, in tennis, when the shadows of a chain link fence make it hard to find the ball in the grass. Using historic imagery, dazzle plans and other artifacts from the collection of author and designer Roy Behrens (a widely known camouflage scholar), this exhibition focuses on the diversity of those people, and the ingenious results of their efforts in designing naval camouflage.

Opening Reception Friday, Oct. 5, 5:30–7 pm Hosted in collaboration with the UNI Center for Holocaust and Genocide Education, in commemoration of the 75th Anniversary of the rescue of the Jews of Denmark. This exhibition of photography by Judy Ellis Glickman reopens a time in our history when the bravery of a few overcame the brutality of so many. Glickman also presents the concentration camps as cruel, empty places. In these images, we are reminded that without the courage of the Danish government and its people, the fate of Denmark’s Jews would have been similar to that of so many of their European neighbors.

STURGIS FALLS CELEBRATION

PANIC PARK HAUNTED HOUSE

The Sturgis Falls Celebration Board of Directors is proud to announce the selected theme, “Happy Trails” to mark the 44th annual Sturgis Falls Celebration to be held June 28–30, 2019. Original artwork is currently being accepted for the theme design. Amateur and professional artists are asked to submit their own original creation. Artists may submit more than one design.

Design specifics are on the Sturgis Falls Celebration website at www.sturgisfalls.org. An honorarium of $400 is awarded to the artist whose design is selected to promote the 2019 Celebration. The selected artwork will be featured on all promotional material for the Sturgis Falls Celebration including (but not limited to) programs, posters, and t-shirts. The Sturgis Falls Celebration committee will accept artwork at the Cedar Falls Tourism office until 5 pm on November 26. The winner will be announced prior to January 1. The Sturgis Falls Celebration is an annual event in Cedar Falls falling on the last full weekend of June. Incorporated in 1985 and acquiring non-profit status, the celebration grew out of the 1976 Cedar Falls Bicentennial Celebration. Administered and managed by an all-volunteer board, the Sturgis Falls Celebration is a free event providing musical entertainment, a parade, children’s activities, arts and craft fair, and varied industries vendors.

The unsettled spirits of Panic Park Haunted House are anxious to find souls to claim again this year. The dark halls of Panic Park quiver with anticipation of your arrival. Come join us to see if you have what it takes to survive the terror. As always, Panic Park is operated by live actors and is never the same from one spine tingling night to another. NEW WEB MAPPING APPLICATION The City of Cedar Falls is pleased to announce the launch of a new web mapping application for public use. It can be used to search for property information, check where flood plain boundaries are, and much more. Search by address, intersection, subdivision, or parcel number on any device. Do you have a dog that loves to run and be social, but a yard that doesn’t let them? The Cedar Falls Paw Park may be the answer! The park is located on South Main Street just south of the Hwy 58 overpass. The 3-acre, fenced-in park bodes hilly terrain, waste bags and disposal unit, and a doggie drinking fountain (during warm weather months). It even has a picnic shelter with tables, restrooms, and a parking lot for pet owners. Annual passes are $15/dog and valid from Jan. 1–Dec. 31; day passes are $2/dog. Dogs residing in Cedar Falls must be registered with the city to purchase a pass. What a great way for your k-9 to get off-leash exercise and socialize with other dogs!
