UNIVERSITY AVENUE UPDATE Transformation of University Avenue is progressing! Work kicked off on March 1st. The overhaul of University Avenue from Grove Street to McClain Drive will continue all summer and fall. The first step, in the spring, was improvements to underground utilities such as the water main, storm sewer (pipes that carry rain water away), and waste water in the side areas with frontage roads. That work will be drawing to a close. Some frontage roads have been replaced in their new configuration. The second step is now in action: tearing out the north lanes of University Avenue and installing new roadway. Two west-bound driving lanes will be constructed on the north side, along with right and left turn lanes. During construction, Tucson Drive, Valley Park Drive, Blackhawk Village, and Waterloo Road intersections will FIND INFO AT continue to have signals. llswww.cevdeaprrfa ct.com je o Please be patient during construction and watch for changes at intersections. Throughout sitya r e iv n u the summer, there will be spots that are temporally closed for a number of weeks. This is all part of the construction process. Things are always changing as the new road and intersections take shape. Each week the City updates a map identifying closures and sections of focus for each week. The updates are published on the University Avenue project website www.cedarfalls.com/universityave and Channel 15, and are also in the newspaper. Sign up for direct e-mail notifications through “Notify Me” on the City’s web page: www.cedarfalls.com. Over the course of the project, the City will hold public information meetings and provide education on driving in a roundabout. All businesses and residences will continue to have access during construction. University Avenue will remain open throughout construction. Please support the businesses during construction, they are open! The entire transformation of University Avenue spans from Main Street to Midway Drive. It is anticipated to take three to four years to complete. While improving safety of the roadway is a key goal, the project is much more than that. When completed, sidewalks, trails, bus pull offs, shelters, and landscaping will be in place. In June, a guided tour for driving a roundabout was hosted at UNI’s West Dome parking lot. Cones and chalk were used to create a two-lane roundabout. Staff drove participants through the roundabout covering key points on use of a two-lane roundabout. A floor display at the Library entrance is in full swing. Patrons entering the foyer may follow a “traffic lane” into the roundabout and experience the signage in place as well as see the layout of a two-lane roundabout.

ARE NEIGHBORS COMPLAINING? Code Enforcement is busy responding to tall grass and weed complaints. Cedar Falls would like to remind residents to cut their grass on a regular basis. City code prohibits grass and weeds exceeding 12 inches in height. When staff discovers a property in violation, or if a complaint is filed, a letter will be sent to the property owner instructing them to mow their yard. If this violation is not corrected within the designated timeframe, the City contractor will perform the work and the cost will be assessed to the property owner. In conjunction with mowing your yard, help keep our streams and lakes clean through proper lawn maintenance practices. Phosphate levels can be 30 – 40% higher in surface water from streets with leaves or grass than from clean streets. This can cause algal blooms and growth of unwanted aquatic vegetation in our streams in lakes. So please keep your grass clippings out of the street!

STAY INFORMED. TUNE TO CHANNEL 15 Cedar Falls Community Television, Channel 15, is your home for local programming. Channel 15 televises City Council & Planning and Zoning Commission meetings each month connecting citizens with local government issues. Beginning in August, Cedar Falls Community Schools Board of Education meetings will also be shown live on Channel 15 on the second and fourth Mondays of each month. We also produce several shows each month so the viewers of Cedar Falls can be informed and entertained with locally produced content. These shows include Currents Up Close, Veterans of the Cedar Valley and Serving the Valley. Cedar Falls Community Television televises many local high school and college athletic events each month so that Cedar Falls residents can enjoy local games and events on Cedar Falls Channel 15. This season marks our eighth season as the production crew for the Panther Sports Network. This year’s PSN schedule includes four UNI Football games and up to six other UNI athletic events. Enjoy all that Cedar Falls Community Television has to offer, including these local sporting events this fall. These Cedar Falls High School athletic events will be replayed on Channel 15. ELECTRONICS & HAZARDOUS MATERIAL DROP-OFF EVENT – SEPT. 24TH

Residential Electronics Recycling & Household Toxins Drop-off The Black Hawk County Solid Waste Management Commission will be partnering with the City of Cedar Falls to sponsor an electronics recycling and household hazardous materials drop-off event. ALL Black Hawk County residents are welcome to bring approved items from their homes and garages (fees may apply). The drop-off will be held on Saturday, September 24th from 9 a.m. – 2 p.m. at the Cedar Falls Public Works Complex (2200 Technology Parkway). Follow the signs from the corner of Hudson Road and Technology Parkway to the drop-off site. Approximately 40 volunteers (age 18+) are needed to help unload items, direct traffic, survey participants, and make this event run efficiently. Groups and individuals interested in volunteering should contact Tammy Turner at 266-TRAC (8722) or by email at tturner@co.black-hawk.ia.us. Items such as lawn chemicals, rechargeable batteries, fluorescent light bulbs (compact and tube), propane tanks, old gasoline, mercury thermometers, and much more will be accepted for safe disposal. Each vehicle/household can recycle two Cathode Ray Tube (CRT) containing computer monitors/televisions for free (including console TVs and TVs/monitors with the big bump in the back). Additional CRTs are $5 each. Flat screen TVs/monitors, computer accessories, game systems, vacuums, VCR/DVD players, radios, humidifiers, holiday lights, and much more will be recycled at no cost. All hard drives will be shredded. A complete list of accepted items and associated fees can be found at the Black Hawk County Solid Waste Management Commission’s website www.WasteTrac.org. THESE ITEMS WILL NOT BE ACCEPTED: Paint, appliances (including microwaves, air conditioners, dehumidifiers, etc.), tires, motor oil, antifreeze, ammunition, fire extinguishers, smoke detectors, asbestos, radioactive materials, or non-hazardous waste. REMINDER: Electronics waste and hazardous materials from businesses, churches, and schools will not be accepted during this event. RECORD SETTING GROWTH!

Another record for Cedar Falls! The city has set an all-time high of new construction valuation of more than $133 million as of June 3 – surpassing the old record of $125 million. Credit is due to the hardworking stakeholders involved at many levels and the great quality of life here in Cedar Falls. Hats off to our tremendous city staff; without whose assistance this could not have happened. A painful part of progress in any growing city is the modernization of transportation infrastructure; mainly the roads. I’m sure nearly everyone is aware of the construction taking place on University Avenue. The plan is to complete that transportation corridor within the next three to four years. Regardless of previous design discussions, the road most definitely needed to be replaced. As predicted, new retail outlets (e.g. furniture and grocery) are already planned along with office-type suites along the corridor and this is all occurring while road construction is midstream. For those businesses currently being affected, the city is updating its website and press releases are going out on a regular basis to keep folks up to date as construction progresses. There are also plans for additional road creation and replacement. For example, Greenhill Road will be connecting west of Hudson Road over to University Avenue. Eventually the plan is to finish the extension from University Avenue further west to 27th Street at UNI. For 2017 the plan is to finish the extension from University Avenue to 27th Street at UNI. There is already interest in rezoning and developing property along this extension. Beginning in late 2018 the city has plans to reconstruct West 1st Street from Hudson Road to Franklin Street. Once again, regardless of the design decision, this needs to be completed. Most citizens don’t realize this stretch of 1st Street’s traffic is the busiest in Cedar Falls. Lastly, there are future plans to reconstruct the Highway 58 and Viking Road interchange. Design completion is slated for the end of 2017 with construction anticipated to commence in the spring of 2018. Project completion is expected to take two years with the majority of funding coming from the Iowa Department of Transportation (IDOT). Details of these major Cedar Falls road projects are constantly updated and available on the city’s website at www.cedarfalls.com under “Special Roadway Corridor Projects”. The plan is to not raise property taxes to pay for this progress. Fortunately, the city has been budgeting and saving for these improvements. In fact, various sources are being utilized to pay for these projects such as Local Option Sales Tax, TIF funds, road-use taxes, state-transfer dollars and various grant opportunities. A number of major construction projects were started or were completed in 2015-16. Projects in various states of completion include warehouse expansions, equipment distributor, lab/testing facility and office buildings at both north and south Industrial Parks. Our award-winning downtown is seeing State Street explode with wonderful developments, a full-line of leased properties, retail additions and more residential units. College Hill is adding repurposed and new buildings and new apartment complexes are being developed that are suitable for UNI students and others wanting that college “vibe”. It’s obvious the planning and foresight of various individuals over the past number of years is paying off. My goal is to assist with expanding the projects that bring dollars into our city, increase job opportunities and continue to improve our quality of life – all of which contribute to making Cedar Falls a destination city. Summer Yard Waste Collection and Drop-Off Schedule

Don’t Wait For the past 91 years the National Fire Protection Association (NFPA) has commemorated the Great Chicago Fire with an annual Fire Prevention Week. Since 1927, the NFPA has used themes for this week to help spread the word about fire safety. This year is no different. The 2016 theme for Fire Prevention Week is “Don’t Wait—Check the Date! Change your smoke detectors every 10 years.” Cedar Falls Fire Rescue is taking this message to our citizens, but we are not going to wait until Fire Prevention Week that is over three months away. We want our resident and business owners to start making plans today! So go ahead, take down a smoke detector in your home or business. Check the date and then put the detector back until you are ready to replace it.

On July 1st the collection schedule for curbside yard waste will change to every other week during the summer months. Yard waste will be collected from July through September on the following dates: July 11, July 25, August 8, August 22, September 12, September 26 The schedule for the transfer station will not change. Yard waste will be accepted exclusively on Mondays and throughout the week in smaller quantities. Starting in October, yard waste will be collected every Monday for the months of October and November. A reduced rate of $5 per dump will be charged during this time. Compost Facility Operation The compost facility is open daily throughout the summer months. Operating hours from May through September is Sunday through Saturday 7:00 a.m. to Dusk. Compost and wood mulch is available on site for residential use. The use of mechanical loading equipment is prohibited.

In addition, Zika virus can also cause conjunctivitis (red/ pink eyes), as well as brain and birth defects (microcephaly) in babies whose mother was infected while pregnant. About 20 percent of all persons who become infected with the virus will show symptoms and those are usually very mild. Zika is known to be transmitted through the bite of an infected Aedes mosquito. Although these mosquitoes have been identified as far north as Iowa, they are unable to survive over the winter months or adapt to our climate and landscape and have not been able to establish populations. Less likely, Zika can be transmitted through a blood transfusion, in-utero, and sexually transmitted person-to-person after virus infection. To date, there are no known cases of Zika virus which have been contracted within the continental United States. All confirmed cases have been attributed to travel between the United States and countries on the travel advisory list wwwnc.cdc.gov/travel/page/zikatravel-information. 2nd Annual Cedar Valley GranFondo and FondoFest – Aug. 20 Community Main Street, the Iowa Bike Coalition and the Cedar Falls Tourism and Visitors Bureau are teaming up to host the second annual GrandFondo Cedar Valley and FondoFest Celebration on August 20th. During the Cedar Valley’s first and only gran fondo cycling event, registered riders will have the option to bike a 100 mile or 60 mile course. Routes will begin and end in downtown Cedar Falls. Ride registration is currently open at www.granfondocedarvalley.com. FondoFest is a free, family-friendly street festival, complete with live music, craft beer, children’s activities held in conjunction with the bicycling event. A cross fit competition will be held after the bike ride launches. The beverage tent and music starts at noon with a special FUNdo Kid’s Area open from 4 – 7 p.m.! Downtown Cedar Falls Welcomes New UNI Students – Aug. 20 On Sat., Aug. 20th from 10 a.m. – 12:30 p.m., Cedar Falls Community Main Street welcomes UNI students to “Panther Prowl”, formerly known as “Panthers on Main” celebration. TC will welcome students downtown. There will be a variety of fun activities, including music, free popcorn and the annual Scavenger Hunt. Prizes will also be handed out to new students includin gift certificates, in-store drawings and a grand prize drawing for a $100 gift card. Free student bus rides to and from 4th and Main Street during the afternoon.

ARTapalooza Community Main Street is excited to be hosting the 10th annual ARTapalooza on Saturday, Sept. 10, 2016 from 9 a.m. – 4 p.m. in downtown Cedar Falls! In addition, downtown is filled with artist demonstrations, live entertainment and free children’s activities. Nearly 50 regional artists will display and sell their work. Participating artists were chosen through a highly cometitive jury process. A variety of artwork will include ceramics, paintings, sculptures, fiber, jewelry, mixed media and many others. Picnic Shelter Rentals The Island Park Beach House is all new! 218 Center Street in Island Park Cedar Falls, Iowa The East (bridge side), which can hold up to 120 people in a banquet style seating if desired, the entire building with banquet style seating for around 180. Each side has a stainless steel serving counter and a sink with hot and cold water available for use. The facility comes with the appropriate number of tables and chairs located in storage rooms on either side of the facility. A garage door separates the two sides. Men’s and women’s rest rooms are located on the east side of the building with access from the outside of the building and are available to the general public using the trails or park. Windows open easily for great ventilation and an enjoyable view of the park and river. Ceiling fans will help move the air in an effort to keep the inside of the building cool on the hot summer days ahead. Paw Park

Located just south of the Highway 58 overpass on South Main Street. The 3-acre park is entirely fenced, where dog owners can let their dogs roam without a leash. Annual permits to utilize the park are $15 for each dog and can be purchased at Cedar Falls City Hall, 220 Clay Street. Daily passes can be purchased for $2 at the park for those who do not purchase an annual dog pass. Prices are subject to change for upcoming seasons. Dogs that utilize the park must have current vaccinations. General rules are posted at the park.

City Expands One Sided Refuse Collection Based on the success of the six month pilot program and resulting efficiencies, new areas have been identified for the one side refuse collection program. This program was designed for refuse collection on one side of the street in low traffic areas.The intent is to maximize route efficiency which will help control costs. As the one side collection program moves forward, the City is hopeful this will help rising landfill costs from being passed on to residents. Police Warn Residents Not To Fall For Scams Crooks use clever schemes to defraud millions of people every year. They often combine sophisticated technology with age-old tricks to get people to send money or give out personal information. They add new twists to old schemes and pressure people to make important decisions on the spot. One thing that never changes: they follow the headlines — and the money. Cedar Falls Police have noticed a number of recent scams. The most current is your phone rings. You recognize the number, but when you pick up, it’s someone else. Scammers are using fake caller ID information to trick you into thinking they are someone local, someone you trust – like a government agency or police department, or a company you do business with – like your bank or cable provider. The practice is called caller ID spoofing, and scammers don’t care whose phone number they use. Don’t rely on caller ID to verify who’s calling. It can be nearly impossible to tell whether the caller ID information is real. Here are a few tips for handling these calls: • If you get a strange call from the government, hang up. Government employees won’t call out of the blue. • Don’t give out — or confirm — your personal or financial information. • Don’t wire money or send money using a reloadable card. In fact, never pay someone who calls out of the blue, even if the name or number on the caller ID looks legit. • Feeling pressured to act immediately? Hang up. That’s a sure sign of a scam. There will be no storytimes during the month of August. Storytimes will resume after Labor Day, Tue., Sep.6. Book discussion groups for 3rd / 4th graders & for 5th / 6th graders resume in September. To register your child and pick up the first book, stop by the youth department in August. 3rd and 4th grade group will meet on the last Thursday of each month, September through May, at 4:15. Beginning this fall, Wednesday early-out afternoons at 3 p.m. will feature programming for school-aged children, beginning with Crazy 8’s Math Club for children in kindergarten through 2nd grade. Crazy 8’s is designed to get kids fired up about math. Each week, Crazy 8ers build stuff, run and jump, make music, and make a mess, all while bonding with new friends over math. There was an electric train that ran though Waterloo and Cedar Falls, and this gave rise to Cass Junction, Fosselman, Alladin, and Jacobs Crossing. The author will share info on these and more.
