Moving forward as a regional entity

Chief Administrative Officer (CAO) Sandra Kulyk, in her written report to Coronation town council at their regular meeting on April 10 , reported on the Housing Authority meeting with Loretta Bertol and Valeria Puttick, Housing Advisors on April 4. The next steps will include the Coronation Seniors Manors Board and the Paintearth Lodge Board forming a Steering Committee to determine the governance structure and operating framework that would be recommended for a new regional board as well as a recommendation for a single Ministerial Order to replace the two. These recommendations will then come back to the member municipalities for approval. Bertol emphasized the importance of moving forward as a regional entity as the province is looking very favourably at regional partnerships.

CAO Sandra Kulyk was instructed to come up with a draft policy for a “wellness spending account” for employees for $300 per year. It could be a membership to the fitness centre, sports league membership, personal trainer, fitness equipment, and or instruction, weight management program or smoking cessation aids.

Ladies softball team off to New Zealand The Cadogan Silver Bullets Ladies softball team is heading to The World Masters Games which is hosted in New Zealand April 21 - 30. More than 30,000 athletes will compete in the Games. Eleven local ladies with players from Veteran, Camrose, Hardisty, Amisk, Cadogan, Bodo and Provost and three coaches along with a few fans are flying to Auckland, NZ to compete for a medal in the +45 softball division. The Silver Bullets competed in Australia when they hosted World

Masters in 2008, bringing home a bronze medal. losing only onegame out of the 13 games played. The 10 day long tournament will cost us as a team more than $75,000 and the team has worked hard to raise as much money as possible through working different community events. The team is responsible to bring an umpire and fund those expenses also. We’ve been blessed to have a few companies step up to the plate and sponsor our uniforms, and hats. We want to thank each of these

sponsors who have helped around the way. We will be proudly hanging a sign with our sponsors names at the diamond as we play. ECA Review Reporter The standard review of council fee sheets raised a few questions among councillors as receipts were examined. Councillor expenses are paid out on a per event basis. A councillor attending an approved event is paid a daily or halfdaily rate, mileage and meal allowances if they are not provided at the meeting or event. Each councillor’s monthly expense reports are published online as they are approved in council. An examination of the last six months of published fee sheets reveal four councillors with zero claimed meal expenses, and the remaining three councillors with $73.64, $160.55 and $386.80 of reimbursed meal expenses. Council has asked administration to bring the Councillor Reimbursement Policy back for review.

Byemoor post office

With the closure of its only store, the small community of Byemoor has also lost its post office. According to Canada Post representatives, Byemoor-area residents will now receive their mail in newly installed community mailboxes. Residents will need to sign up for flex delivery in order to choose a post office for parcel pickup. Residents have the option to choose Big Valley, Stettler, Botha or another convenient location to pick up their parcels. Councillor Les Stulberg who represents the Byemoor/ Endiang Ward mentioned that residents have voiced concerns over the placement of the mailboxes and requested they be moved to a more suitable location

under a streetlight for improved night access. Canada Post representative, Jill Brodersen revealed there was a possibility to reinstate a post office in Byemoor if the store was to reopen, or a suitable host business was found.

Support requests

Council unanimously passed a motion to sponsor the Stettler District 4-H Beef Council’s annual Show and Sale for $400. Council will discuss further the request for support of the Stettler Steel Wheel Stampede. In its ninth year of operation, the organization hopes to present the rodeo and parade along with a market, antique tractor show and shine, junior steer and heifer show and many more activities yet to be confirmed. The Steel Wheel organization will become an independent society later this spring. Looking forward, the society hopes to revamp sponsorship, have more attractions, make the cattle show bigger, draw

more people in and become a pro rodeo within 10 years.

Tail Creek Snowbirds

County council agreed to supply a letter of support for the Tail Creek Snowbirds, an Erskine based snowmobile club, as they seek grants to help upgrade their trail system. The group has 35km of trails mapped out, all on private land, providing a safe and legal place for snowmobiles. Club representative Monty Turei explained how volunteers have worked on the trail system, installing signs, gates and warmup shelters while striving to maintain Alberta Snowmobile Association and National Board of Snowmobiling standards. The registered not-for-profit organization hopes to qualify for grants to enable them to improve the gates on the trails in order to maintain positive relations with landowners and keep the trails open. They have letters of approval from landowners and hope the

RCMP Operations Strategy Branch now looking at a new detachment Sgt. Darcy McGunigal was able to publicly announce to Coronation town council at their regular meeting April 10, that the current status officially on the renovations to the Coronation RCMP Detachment have been put on hold while the RCMP Operations Strategy Branch look at building a new detachment on their owned lots on Windsor Ave., Coronation. “I do have minimum expectations of what that [a detachment] would have to include,” said McGunigal. “If we start talking about operational upgrades like having jail cells and that sort of thing, that can expediatiately increase the cost, and I think that is what we are seeing here,” when looking at renovations to their current location. “Like I said, three years ago, ‘this is something, in my opinion, just has to happen. A detachment cannot function without those operational capabilities.”

McGunigal also spoke on the three policing priorities for 2017 with traffic safety and property crime reduction being the same. Break, enters and theft and vandalism over the same previous three months last year have gone down from 27 to 23; person crimes such as assaults and uttering threats, has decreased over the same period from 16 last year to two this year; 93 traffic tickets were issued and four arrests for impaired driving in the last quarter. New policing objective includes an overall improvement to service delivery and an education

priority through partnerships for crime and driving initiatives such as April being focused on “speed enforcement” as per the Alberta Traffic Safety calender. The third priority will be substance abuse preventative strategy. “We have no empirical data that indicates any kind of substance abuse problem in Coronation” but we do not want to wait until we get to that point. It will be a two-fold program of enforcement and education for the public, especially people with kids, in conjunction with FCSS and Addiction Services, said McGunigal.

Beating up a paying customer, probably not too smart! by B.P. Schimke It’s hard to imagine that customer service in the airline industry could get any worse, but thanks to United Airlines it just did. We’ve all seen the AmericanVietnamese medical doctor beaten up and dragged off an United Airlines flight simply because they wanted the seat he had paid for and was occupying for one of their own. I guess the unsuspecting customer did not read the 4-point font, airline cover-your-ass legal document that goes with buying a ticket. I knew airlines overbooked, but I did not know that I could involuntarily be kicked off a plane just because an airline employee wanted my seat. There is something morally wrong with an industry that is able to sell more seats than they have. Isn’t that fraud? What farmer can sell twice as much grain as he’s produced and when the last buyer comes to pick up, you say, “Oh, sorry, we’ll fill our commitment next year”! Airlines talk incessantly about not being able to make money and stay competitive. Really? If fuel costs go up, passengers pay a fuel surcharge. We now pay for food, baggage, head phones (until airlines stop providing on-line entertainment), and pathetic pillows or blankets. We pay to sit in the emergency row or the bulk head, for a seat that has a couple more inches of butt room, to pick a seat early or to change the date or time of a flight. In the meantime, they short the food supply so that they always sell out, often leaving the back of the plane hungry. They overbook and screw with their customer’s itinerary. They pack so many bodies into a space that except for those under five feet tall, there is no room for arms, legs or shoulders! It will only be a matter of time before they introduce stand-up spots and remove seats all together. Even though I find it sad that not one United Airlines crew member tried to intervene and stop the beating, I don’t totally blame them either. They likely would have been fired. With big corporations, front-line staff are often under immense pressure to perform. One of the most costly items for airlines are delays. My guess, crew bonuses are tied to on-time landings and takeoffs and their job security is tied to shutting up and doing what they’re told. Oh, how easy it would have been for United to up the ante when their first offer was too low for passengers to turn their personal plans upside down. If an entire plane load of

passengers did not accept the first offer, simple supply and demand economics would say, increase the offer until you get a taker. Let’s hope United Airlines has learned a common-sense lesson, offering extra dollars to get a volunteer is much better business than beating up a paying customer!

Powder keg waiting to blow up The despot leader of Syria know as Bashar al-Assad has attacked his own innocent civilian people with saran nerve gas killing over 80 people including about 20 children. Much to Russia’s dismay, Trump responded by unleashing a missal attack on the airfield where the plane originated that dropped the gas on those people. Now it remains to be seen what happens next. This is just one example of the brutality that is being unleashed by Muslim extremists and Muslim countries with dictatorial leaders like the leaders that were in Afghanistan and Iraq. I think the countries in the Middle East and northern Africa are a powder keg that is waiting to blow up some day.

Islam seems to be the predominant religion in these areas. For some reason this religion seems to give birth to extremists organizations like ISIS. There are at least four of these organizations active at this time. The people in these organizations have no tolerance for a religious orthodoxy that is even a little bit different than theirs. I think the fundamental problem with that religion is that it is still based on a culture that is about 4000 years old. The religion originally evolved from the same source as Judaism. Asking Trudeau for reasons of optimism Dear Editor, Vietnam War veteran John Kerry’s testimony before the Senate foreign relations committee, April 22, 1971 should be required reading for Justin Trudeau. I suggest it should be required reading as well for anyone who agrees with Trudeau’s contemplated military adventures in Ukraine and Latvia and his pre-mature musings about Syria’s weapons of mass destruction. Kerry famously asked, “How do you ask a man to be the last man to die for a mistake?” I ask Trudeau: How can you ask any Canadian to die in defense of a Ukraine government that came to power after a US-organized overthrow and has been replaced by a government of unabashed Nazi supporters? Syria has been accused of two serious sarin attacks on its own people. The first one was on Aug. 21 2013 and the last one on April 4, 2017. Now both of these attacks have been discredited, the first one by Seymour Hurst and the second by Theodore Postol. “I have reviewed the document by Theodore A. Postol, Professor Emeritus of Science, Technology and National Security Policy, Massachusetts Institute of Technology, carefully and I believe it can be shown, without doubt, that the document does not provide any evidence whatsoever that the US government has concrete knowledge that the government of Syria was the source of the chemical attack in Khan Shaykhun, Syria at roughly 6 to 7 a.m.on April 4. Trudeau says the path to peace in Syria doesn’t include Assad. Trudeau should be asked to give us one example that would give us reason

A real problem, as I see it, is that they are also intolerant of one another. The leadership of the different sects of the religion seem to hate and persecute each other as much as they do people of other religions. I think the basis of the mess that is rampant in Syria, Libya and the other regions of the Middle East today is in their inability to respect other sects of the same faith. Having stated that, the history of Christianity is not squeaky clean either. At the time of King Henry the VIII and Martin Luther, Christianity split into different factions. From that time until just recently there was persecution by Catholics of Protestants and vice versa, but not to my knowledge of other religions except perhaps the Crusades against the Muslims around the year 1200. This year from April 9 - 16 was Easter Week. This week is to celebrate the crucifixion and resurrection of Jesus Christ. He was crucified to open the gates of heaven. Man was created by God to glorify God. It really makes you wonder how man has been able to make such a mess of the organizations that were created for the glorification of God. I think we should use this Easter to be an example of love for one another that was intended by God.

Christianity not squeaky clean

Another insight that was sighted is that when a subject gets a lot of airtime or print exposure, people tune out because hearing about it becomes normal and normal does not grab our attention. The final main finding was that peer pressure plays a big role. We exist in groups and if our group is leaning one way on an issue, we will likely keep our mouths shut if we have an opinion that does not conform to

Dear Editor, Please allow me to reply to the adrenaline producing, brain draining article (April 13,2017 “Resolve the climate change issue in court”.) The suggestion to “resolve the climate change issue in court” is a suicide choice for the denier’s side! The court relies on the testimony of expert witnesses, in this case, who have devoted their lives to the intricate study of why our planet is warming, not on non-researched, untested, selfserving opinions. In a study to measure “the strength of the consensus on manmade global warming”, done by James Lawrence Powell (Google, You tube “Global Warming Is A Hoax”) 13,950 peer - reviewed climate articles had been published from 1991 to 2012. Out of that total, 13,926 agreed with the conclusion that climate change is happening and that it is being caused by mankind. Twenty-four scientists disagreed . Or put in percentages, less than 2/10ths of one per cent disagreed. There is now a study on why people do not believe that climate change is caused by us. (Google; Climate Science: What You Need To Know”) That study found that people tend to only respond to immediate threats, and since climate change harm is perceived to be sometime in the future, we don’t need to do anything about it right now. We also tend to resist change, and tend to believe what we want to believe. Mainly that unpleasant things like car accidents, tornadoes or hurricanes will happen, just not to us.

Distracted driving: texting behind the wheel is a danger to all Each year, hundreds of Canadians die and many more are injured in collisions that involve a distracted driver. In an alarming number of these incidents, cellphone use is a factor. However, the characterization of distracted driving includes any behaviour that diverts the attention of the individual behind the wheel away from the primary task of driving. There are three categories of distracted driving: visual, in which eyes are off the road; manual, in which hands are off the wheel; and cognitive, in which thinking is diverted away from driving. Because texting combines all three categories, it’s by far one of the most dangerous forms of distraction behind the wheel. All provinces and territories — with the exception of Nunavut — have laws that forbid hand-held

cellphone use while driving. However, research has shown that any form of cellphone use is distracting for individuals driving. Penalties issued are a combination of fines and loss of demerit points. • Drivers who engage in texting behind the wheel are 23 times more likely to be involved in a crash or near-crash event. • Five seconds is the average time eyes are off the road while texting. When driving at a speed of 90 kilometres per hour, this timeframe is long enough to traverse the length of a football field. • Approximately 20 per cent of all crashes involve driver distraction. • In many provinces, fatalities due to being distracted while driving (DWD) now outnumber fatalities due to driving under the influence (DUI).

Alberta farmland values lost steam in 2016 - FCC Calgary, Alberta, April 10, 2017 – Average farmland values in Canada continued to climb in 2016, but lost steam in most provinces, including Alberta, according to Farm Credit Canada’s (FCC) latest Farmland Values Report. Canada’s farmland values showed an average increase of 7.9 per cent in 2016, compared to a 10.1 per cent increase in 2015 and a 14.3 per cent increase in 2014. Canadian farmland values have increased at various rates for the past 25 years. The average value of Alberta farmland increased 9.5 per cent in 2016, following gains of 11.6 per cent in 2015 and 8.8 per cent in 2014. Values in the province have continued to climb since 1993. In six provinces, the average increase in farmland values slowed from the previous year. And despite the overall national increase, seven of the 51 regions assessed across Canada showed no increase in farmland values in 2016. “The impact of some of the key farmland value drivers appear to be fairly consistent across Canada,” said J.P. Gervais, FCC chief agricultural economist. “Levelling out of commodity prices and some challenging weather conditions may have taken some of the steam out of farmland values and hopefully this moderating effect will turn into a trend.” Prince Edward Island experienced the highest increase

among the provinces and saw the only double-digit increase at 13.4 per cent. There were not enough publicly reported transactions in Newfoundland and Labrador to accurately assess farmland values. “Demand for Canadian agricultural products remains strong at home and abroad,” Gervais said. “A healthy agriculture sector – supported by a low Canadian dollar and low interest rates – helped sustain increases in farmland

values in 2016.” “I would, however, caution producers not to become overly confident,” he said, noting crop receipts have increased at a slower rate than farmland values over the past few years. “Although we have just come off of several years of record farm receipts, agriculture is a cyclical business and producers should always plan for different market conditions.”

Gervais encourages producers to identify key risks and available solutions to manage these risks should changes suddenly occur in their businesses or the economic environments in which they operate. Lifelong leases in the Special Areas

In 1959, more than 20 years after writing the report that led to the creation of the Special Areas, Oliver Longman was interviewed by Una MacLean, who was compiling information for the Glenbow Museum in Calgary. Longman, who had retired as Alberta’s Deputy Minister of Agriculture a few years earlier, carefully outlined his original thinking concerning the region that became known as the Special Areas. Early on, Longman said, his objective was to make whatever changes were needed without disrupting the normal structure of local governments. He said that his original plan for tax recovery land was lifelong leases to age 65, with the leaseholder having a purchase option at that time. “We had a lot of people on leased land,” Longman said, who “were just as badly off as the people who owned land.” He said his objective was to come up with an entirely new leasehold policy that would facilitate the stabilization of the region and its families. Longman proposed that an individual should lease the land up to his 65th birthday, “with a subsequent purchase option” at that time. If a person signed a land lease at age 40, he would have a 25-year lease. If the lease had been signed at age 30, the leaseholder would have a 35-year lease. Longman said that the annual lease rate would be based on the tax levy, with the leaseholder placing all payments into a personal trust account with the local municipal authority or provincial government. Off-farm income in Alberta Agri-News Alberta Agriculture and Forestry (AF) has released a new report on Off Farm Income in Alberta. “This report explores the importance of off-farm income for family farms in Alberta and makes comparisons with the other two Prairie provinces of Saskatchewan and Manitoba,” says Ryan Furtas, market analyst/coordinating researcher, AF, Edmonton. “This report also discusses the major determinants of family farms’ participation in off-farm income employment. These are related to individual characteristics of family farm

members as well as to farm-specific and socio-economic factors.” The analysis shows that the off-farm income portion of the average Prairie family farm’s total household income is increasing. “In 2001-2013, contribution of offfarm income to total household income was, on average, 79 per cent for Alberta, 70 per cent for Manitoba, and 74 per cent for Saskatchewan on average,” says Furtas. “The main source of off-farm income in each province was off-farm employment income (approximately 70 per cent). “In all three Prairie provinces the

Longman calculated the average production of land over a 35-year period, saying that if the leaseholder (on average) paid double taxes into the trust account each year, there would be adequate money for the leaseholder to buy the property outright and obtain title at age 65.

If the leaseholder chose not to buy the property, the lease would terminate, and the accumulated cash could be withdrawn and used as a retirement fund. Longman’s plan meant that leaseholders in the region would have had a way to acquire ownership of leased land without debt or mortgage. It also would have provided a way to shift vast quantities of leased land to private ownership. Elements of Longman’s original proposal including the establishment of trust accounts were never acted upon, nor were proposals that he made in the 1950s, when he chaired a provincial inquiry into the Special Areas region. At that time, his commission evaluated the region and proposed solutions for a better and more vibrant future. One of his key proposals was to reestablish locally elected municipal government in the region. This, too, was never acted upon. This commentary is by the Hard Grass Landowners Council and is prepared by an editorial committee that includes: Richard Bailey, Pat Rutledge, Bruce Beasley, and Murray Sankey.

Administration will bring back estimates on actual costs associated with the carbon tax before any decisions are made.
