Delburne to lose School Resource Officer Debra Johnston

ECA Review Reporter Delburne School will lose the RCMP School Resource Officer (SRO) as of June 30 due to a lack of funding. Delburne village council made the decision at the Nov. 24 council meeting. Cst. Travis Harkness is the current SRO. The SRO offers staff and students programs to engage youth and provide resources on issues like bullying, internet safety, and other youth concerns. Delburne, Elnora and Trochu jointly funded the SRO through grants.

A $10,000 emergency contribution was made by the County of Paintearth to the Alliance ski hill with plans being made to create a long term plan by the ski hill board and include Flagstaff County in the discussions since they are also making emergency contributions to the hill. “We can’t just keep putting money into it [ski hill],” said Coun. Rocky Dalmer.

Farm and Ranch Workers Act. Councillors agreed to offer to host a meeting in east central Alberta as the closest one is in Red Deer and it is already full. Blumhagen is attending the Leduc town hall meeting. A decision was made to encourage ratepayers to complete the survey by posting it in the county newsletter and on their website. “I don’t think they [government] understand how rural farmers operate,” said Coun. Elliott. The legislation is so vague that I don’t even think we can ask questions. Children handling 4-H calves, the neighbour or family member coming over for an hour or two to help sort cattle for the market were just some of the issues briefly mentioned during the discussion.

Doctor committee

Coun. Dalmer reported on the decision by the Town of Castor councillors to not waive the taxes on the doctors house, but instead have the Doctor Recruitment committee split it three ways amongst the 3C’s - Castor, Coronation and Consort committees. Dalmer noted that the Town of Coronation councillors waived the taxes for the doctor’s house in Coronation. Turn to Proactive, Pg 3

County public works received seven tenders for the gravel supply and hauling contract with county councillors agreeing to accept the lowest tender from Brockhoff Enterprises of Edberg for $3,694,200 for three years. It works out at $22.80 per tonne over the three years. Cost will be more expensive if we use our own gravel, noted Reeve George Glazier. Coun. Dalmer noted his uneasiness with going into a three year contract, “The way this province is changing things, I hate to get us too far into the hole.” “I think it’s a good deal,” Dalmer added voting for the motion that passed unanimously. Botha council made the request for a review in Oct. 2014 Reynolds explained that Botha had certain indicators that met the prerequisite for the review including surpassing its debt service limit, a high rate of outstanding property taxes and failure to submit audited financial statements on time for the last two years. After performing an initial screening, the Minister made the decision to conduct the review. Once a viability review team is in place, with members representing Botha, Stettler County and several other administrative organizations as well as Municipal Affairs, the team will meet to analyze village information. The team must also decide on times for public meetings and other options to engage residents and other concerned parties.

According to Reynolds, there are several possible outcomes from the review. If the village is viable, the Minister will recommend necessary changes the village must make. “Status quo is not acceptable,” stated Reynolds, indicating the village cannot return to ‘business as usual’. If the team concludes the village is not viable, council can vote to dissolve village status, which automatically triggers a vote of Botha residents. Options exist to address all outcomes, for example, if the village is found viable but public discussion indicates the residents or council prefers dissolution. While the majority of the review process is not open to the public, progress reports will be made available on the ministry website and the final report will be available to the public prior to any final decision. The entire process will take approximately between 9 - 12 months.

Clearview draws down reserves to meet budget Debra Johnston

ECA Review Reporter The Clearview School Board trustees gave final approval to three key documents at their Nov. 26 meeting. The 2014/15 school division budget, which had initially projected a deficit of $1.1 million but ended with a surplus of $207,959, received a clean audit with no concerns from the auditor. That surplus, as well as a portion of existing reserves, will be rolled into the final 2015/16 budget to offset this year’s predicted deficit of nearly $1.3 million of a $34.8 million budget. According to a Clearview memorandum, the district will draw down $1.29 million from reserves to cover costs, primarily in instruction. As of Aug. 2016, reserves will stand at just under $2.5 million. The board approved the 2014/15 audited financial statements and approved the 2015/16 final budget.

Early intervention key for success

Grant Gosse, Director of Inclusive Learning for Clearview, presented the board with an annual update of last year’s work. Last year focused heavily on the Early Years Intervention program or EYE, which assesses pre-school and kindergarten children. The Inclusive Learning Team also handles counseling and mental health intervention, as well as assessing students in need of additional educational support.

According to Gosse’s report, one in five Alberta children are entering preschool or kindergarten with some kind of disability. The Family School Liaison (FSL) program and the Children and Adolescents being Resilient and Self Regulating (CARS) program saw between 300-400 students over a threemonth period. The trending patterns for students requiring help include self-injury, depression and suicidal ideation.

Educational plan set

Trustees also approved the final draft of Clearview’s Three Year Education Plan, which covers 2015 -2018, for submission to Alberta Education. The plan covers everything from making Clearview a ‘first choice’ learning environment to seeing better results across the division on diploma exams. Horses, special place in his heart Robert Diprose, known as Bob to most, passed away on Nov. 20 in Stettler at the age of 89 years. Bob was born on July 3, 1926 in Drumheller. He was the fifth of six children born to Fred and Rose Diprose. He was raised on the family farm in the Verdant Valley district, between Drumheller and the Hand Hills. He received his education at Verdant Valley and Drumheller. Bob enjoyed growing up with four brothers: Fred Jr., Bill, Ken and Harold (or Buddy as he was known by Diprose the family) and one sister Peggy. On June 23, 1948 Bob married the love of his life, Dorothy Louise Wallace of Delia. They would become life long partners for the next 67 years. Their marriage was blessed with three children: Terry in 1950, Don in 1953 and Rosemary in 1955. He and Dorothy farmed and raised their family in the Verdant Valley district with many happy memories of those years. The farm was sold in 1972 and Bob and Dorothy, Don and Rosemary moved to a new farm, the Snell place east of Botha. It opened a new chapter of their lives and they soon met new neighbours and friends. Bob had a love for the land and was a farmer at heart always. His crops were bountiful and he enjoyed his horses and cattle. Even after Bob and Dorothy sold the farm at Botha in 1996, Bob couldn’t seem to get farming out of his blood. He did seasonal work for Mike Nichols on his farm near Erskine for a few years after. Bob and Dorothy retired and purchased a home in Stettler in 1996. Again they made new friends and acquired new neighbours, but never lost contact with old friends and neighbours made in the last two communities they lived in. They were especially lucky to have such wonderful neighbours at Verdant Valley, Botha and Stettler. Bob had a passion for

horses. Horses always had a special place in his heart and he spent as much time as he could with them; riding at the farm, going on trail rides, riding in parades, raising colts and breaking them to ride, training some to pull a sleigh and just caring for them in general. Family was important to Bob and he liked nothing better than being surrounded by family - immediate and extended. Bob’s life was richly filled to the brim with his many interests. Bob was a longtime school bus driver. He was also very sports-minded and enjoyed ice and floor curling, playing ball and bowling and in his younger years participated in rodeo events at the Hand Hills Stampede. His love of sports has been passed down to the next generations. He also enjoyed playing cards, old-time dances, yodeling, country and western music and making things with his hands. Some of these projects included woodworking, leather and bead work, plastic canvas projects and making slippers for everyone in the family and others too. Many of his plywood silhouette creations adorn the yards of family and friends. Blessed with good health for most of his life allowed Bob to enjoy many activities well into his advanced years, including playing senior slo-pitch and being on the team that captured a provincial title. Bob will be remembered for his quiet ways, kind heart and sentimentality. He enjoyed the simple things in life and was one who felt more comfortable being in the background than the foreground. Bob was predeceased by his parents Fred and Rose Diprose, all his brothers: Harold, Fred, Bill and Ken Diprose and his only sister Peggy Schrock; also by brothers-in-law Fred Schrock, Bert, Dean and Les Wallace and

Idealistic goals are not practical Dear Premier Notley: My name is Kacee James and I am a grade twelve student at Gus Wetter School. I am the third generation in my family to be part of a small ranching operation outside of Castor, Ab. Castor is a community based upon hard work, family values and knowing the worth of a dollar. I am writing you today to inform you that the recent introduction of Bill 6 has brought about much discussion and has caused an uproar in our community. I have done a considerable amount of research on this proposed Bill and I strongly disagree with the following changes: 1) 30 minute break after five hours of work in most situations as well as have maximum amount of hours that can be worked 2) Special rules for the employment of youth aged 12 to 14 on farms or ranches, and 3) One day of rest for every full week worked You need to understand that while these are idealistic goals, they are not practical. Many of us have signed petitions as well as filled out the supplied surveys. What I do not understand is why this major change in our province is being rushed to a decision before the New Year. I am writing to you because I do not find your proposal practical or justified. I am only 17 and despite my age I would like to believe my voice and actions will make a difference. People are passionate about the way they choose to live their life, myself included. Within the counties of Paintearth, Flagstaff and Stettler, I can assure you, you will find the most passionate

farmers and ranchers in this province, if not this country. I say this because this area has bred four generations of the hardest working people I know. I find it extremely difficult to make you understand that you cannot legislate our daily lives. The work is never-ending on a farm. During calving season sleep is not an option. During seeding time in the spring, you work while the weather permits you to. When Mother Nature tests your every nerve in a winter blizzard, you cannot simply take a break. Being part of a family farm teaches responsibility, a type of responsibility not many children will learn anymore.

Our parents raised

us with the knowledge that someone is going to need to feed the world, and we are the ones at the front lines who will

do so.

Whether you are sick, tired, or just sick and tired of everything, you still have chores to do. The animals will not wait because you have already filled the maximum amount of hours you are allowed to put in. Dishonest reporting on climate change by Herman Schwenk, Coronation After watching the propaganda of the national media and the political leaders on the issue of climate change the last few days I felt compelled to comment. I find the media are not only biased on the subject of climate change, some of them are actually dishonest in the

way they are taking information out of context. If you followed their rationale you would think that Canada and Alberta are responsible for world climate change and that by reducing our emissions in half the problem would be solved. The day after the Federal/ Provincial Conference on Climate

Change, a Global TV reporter stated that world global temperatures are expected to rise two degrees Celsius but the north is expected rise about 3 1/2 degrees Celsius. However, I am asking for an exemption for small family operations (such as British Columbia has implemented). Farmers have their own culture that may appear unsafe in your eyes, but it’s a way of life we love. Our way of life feeds the world, and I can guarantee that the proposed legislation will not benefit us, but have negative effects on the people that depend on us. Distorted information Cont’d from Pg 7 I thought the role of the media in a democratic country like ours was to provide balanced information reporting. In so far as Canada is concerned the media and our political leaders have given us a very one-sided view of the climate change issue. Politicians all have some kind of an agenda as their reason. Environmentalists are trumping the issue to justify the reason for their existence. That I can understand! I do not understand why the media insists on providing the public with distorted information. If the media wanted to be really credible they would interview scientists from both sides of the issue. They only interview scientists that support the idea that C02 is responsible for climate change, however there are many scientists that do not agree that global warming is caused by C02. One day I heard a talk show host interviewing a climate scientist. She started the interview by smugly asking, “I suppose you agree that the science on global warming is settled?” That person replied, “No I certainly do not agree” and he proceeded to give the talk show host a number of reasons why. The talk show host was actually surprised that she was talking to a scientist who disagreed with the settled science theory. The agenda of the politicians that support the global warming theory is quit obvious. They are interested in the tax grab and they don’t seem to care that this nonsense is costing society billions of dollars in lost jobs, increased costs and a decrease in productivity. The province of Ontario has almost the doubled the cost of electricity to its residents and businesses. One result is that

Our new NDP government in Alberta have come up with a climate change policy that introduces a number of new carbon taxes as well as shutting down the coal-fired power plants. This is a blatant tax grab that will increase electricity costs and will kill thousands of jobs. It is more important to be politically correct on climate change than to have a vibrant economy. World climate change policy if successful will destroy the economy of the western world and put the control of the world economy in the hands of China [which is responsible for about 25 per cent of C02 emissions] and the Muslim Nations which have no intention of doing anything about climate change. That is what will destroy the world for our children and not the phoney issue of man-made climate change.

NDP carbon tax will hit families the hardest

Wildrose press release The NDP government’s new carbon tax comes with no mandate and will hit families the hardest, the Wildrose Official Opposition said November 23. The NDP have already raised taxes by $1.5 billion this year alone, the majority of which come in new taxes and fees paid for by every Albertan. With the new $3 billion carbon tax, the average family will be paying thousands of dollars in new taxes and costs under the NDP government. “At no point did the NDP campaign on bringing in a massive new tax to be paid for by every single Albertan across the province,” Wildrose Leader Brian Jean said. “With at least 65,000 jobs lost and counting, this new carbon tax will raise the price of everything, and put jobs at risk across the province.”

and inspiration, other than in sound bites or a brief glance at a nice scene. Our brains are so over-crowded in this information age, when do our spirits get lifted for more than a few seconds at a time? Too often the answer is “on vacation in some remote (and expensive) resort once a year”. But there is a more available sacred space: if the bells might be heard again, singing a new invitation to take time and reflect, to rest in Holy Presence and find a weekly break from the chaos of the week. Rather than another thing on the to-do list, it is relief from demands of the fast lane.

Even turkeys can fly in a strong wind Rick Strankman, MLA Drumheller/Stettler “In a strong enough wind even turkeys can fly” is an adage that is commonly used on Wall Street. What is meant by this is that when the financial winds are blowing especially hard, even the poorest investment vehicle can make money. This adage suggests that under the right conditions, poor ideas can take flight as if they were meant to soar, when in fact they are flightless and incapable of flight. The Alberta government has recently tabled Bill 6, The Enhanced Protection for Farm and Ranch Workers Act¹. The act is vague with very few specifics on exactly what conditions will need to be met by farmers and ranchers. There is also no specific methodology laid out as to how they will decide what rules will govern the farming and ranching industry. This uncertainty has caused a great deal of angst within the agriculture industry with the anticipation of what kind of flightless turkey could be created. The overwhelming negative

reaction from people in the agriculture industry across Alberta has been a sign that agricultural stakeholders are of the opinion that Bill 6 simply will not fly if their operations are going to be sustainable. The opinion of stakeholders seems to be that the haste in which this bill was tabled and appears to be destined for passage, has not allowed for the due diligence such comprehensive legislations demands. A lack of accountability for overlooking the due diligence for legislation that could have the kinds of unintended consequences that exist within the pages of Bill 6 can and should be eliminated.

The Recall Act

Private Member’s Bill 206, The Recall Act²,which was tabled in the Legislature recently will address the issue of accountability for MLAs that choose to act on behalf of their party rather than the will of their constituents. Alberta currently has no

Hanna in Bloom will be embracing the winter version of their summer “Blooms to You” awards this December. Working with the Town of Hanna, the Hanna in Bloom Committee is encouraging local businesses and organizations to retain their barrels and decorate them for the season. The “Winter Blooms” program will recognize one business and one residence with an award during four weeks in December. As with the “Blooms To You” program, “Winter Bloom” awards are not based on how expensive or elaborate the displays are – the awards will be based upon uniqueness, curb appeal and whether the display is aesthetically pleasing. Hanna in Bloom encourages all residents to show their community pride and participate this season!

The wind that carries poor Legislation and allows it to fly, in large part, comes from having immunity to any possible repercussions for government or individual elected representatives. The Recall Act can help eliminate the current conditions that create the wind that gives flight to poorly or vaguely drafted

The Haustein Dairy Farm near Erskine, Ab. has been operating for 41 years, according to owner Doug Haustein. The dairy industry has undergone numerous changes to which the Hausteins have adapted. On Mar. 7 of this year, Doug and sons Calvert and Conlee moved their dairy operation from the more traditional milking barn to their new facility that features a fully computerized system, which uses milking robots and sustainable, conservation practices. Tuesday, December 8 The family recently gave a 7:30pm at Coronation Golf Club tour of the barn to councillors and staff from Stettler County to showcase the unique facility.
