Car wash noise concerns addressed ECA Review Reporter Noise complaints about a car wash has prompted several Stettler residents to make their concerns known to town council. Town administration received a letter on Thursday, November 15 from concerned residents regarding the automatic car wash located near the intersection of 50th avenue and 62 street. The residents are concerned with the noise created by the automatic dryer installed in the car wash when the unit’s exit door is opened. The car wash in question was constructed in the summer of 2011 on a previously vacant parcel of land next

to a residential development. Patrons to the car wash have a choice of four wash selections. The two top tier wash options include a 48 second dryer cycle that operates with the rear doors open, letting the noise from the dryer units escape to the outside. On a visit to the site, town staff used a sound meter to measure sound created by the dryer cycle. The sound of the dryer, measured outside of the car wash directly inline with the open exit door, measured 70 decibels (dB) -- consistent with the sound of heavy truck traffic on nearby highway 12. The sound of the dryer operating with the door closed measured only 45 dB. According to Administration, the

owner of the car wash has been very cooperative in dealing with past issues regarding sightlines, lighting and drainage. As it stands, the construction of the car wash did not violate any existing by-laws. The land the car wash currently occupies has been zoned highway commercial since 1971. Councillor Al Campbell suggested that real estate agents should be more steadfast in pointing out the zoning of vacant parcels of land next to new development. Suggestions from council included installation of a berm or planting trees. Councillor Leona Thorogood was particularly fond of the tree idea, stating that large trees would reduce the amount of noise. Indeed,

plans to build a tree-topped berm were in the original recommendations from the Municipal Planning commission and made a condition of the approval of the original building permit. The trees will be planted in the spring and assessed by the commission at the close of the 2013 growing season. Council unanimously passed a motion to direct administration to meet with the residents and car wash owner to develop an equitable solution. Mayor Dick Richardson excused himself from the proceedings due to a potential conflict of interest, as the car wash is a client of an insurance agency associated with Richardson.

Rick Strankman wins election. Youngstown fire destroys home.

Winds damage buildings in Hanna.

East Central Alberta 2012 a year in review The year started with a couple of devastating fires, one in Youngstown on Monday, January 16 and the other in Throne on Tuesday, February 7. The fire in Youngstown saw firefighters from Cereal and Hanna trying in vain to save the home, which was destroyed. The fire in Throne saw a family of seven lose everything as a fire that started in the fireplace claimed their home. Benefits were held to assist both families. A wild shootout with police on Tuesday, February 7 put the small town of Killam on front pages across North America. An intense manhunt netted the suspect Sawyer Clarke Robison, charged with second degree murder for the death of his uncle as well as two counts of attempted murder after he allegedly shot two RCMP members. Constables Sidney Gaudette and Sheldon Shah were shot while trying to execute a search warrant on Robison’s property 10 kilometres southeast of Killam. Gaudette was shot once in the abdomen while Shah was shot in the leg, groin and chest. Both spent a week in hospital recovering from their injuries. A Hanna man was charged with murder after a shooting on Thursday, March 8 claimed two lives. Twenty-four year old Curtis Everett Rideoutt was charged with one count each of first and second degree murder after 47-year-old Bruce Rideout and 39-year-old Lenette Euteneier were found with fatal gunshot wounds inside their home in Hanna. Alberta’s Progressive Conservative party won a historic election on Monday, April 23, not only becoming the longest-serving provincial political party in Canadian history but also in electing Alberta’s first female premier, former Justice Minister Alison

Redford. Sixty-two seats confirmed a majority government for the party with the upstart Wildrose Alliance Party capturing 17. Many local ridings were won by Wildrose candidates, including Bruce Rowe (Olds-Didsbury-Three Hills) and Rick Strankman (Drumheller-Stettler). Minister of Municipal Affairs Doug Griffiths managed to hold onto his riding of Battle River-Wainwright. In local election news Eugene Rovensky soundly won the Coronation town council by-election held on Monday, April 30. Rovensky won the seat with 162 votes over two other candidates. The seat had been vacant since Tuesday, February 28 after the resignation of Nicole Lindmark. In Hanna, a motion was introduced by trustees at the Prairie Land School Division to close Hanna Primary School on Thursday, May 3. Ongoing maintenance and building code issues in the 84-year-old building were the primary reasons for the closure. The motion to close the school was passed at the Wednesday, May 30 board meeting with deliberations taking place through much of 2012 to finalize the closure. The search for a man involved in a shooting in Stettler ended in suicide near Coronation on Monday, May 28. Thirty one-year-old Dustin Goddu of Red Deer was involved in what police describe as a ‘random shooting’ in Stettler. The suspect fled when approached by police leading officers on a chase eastbound on Highway 12. Police managed to contain the suspect in between Castor and Coronation where he subsequently died of a self-inflicted gunshot wound. The female victim, who was not known to the suspect, was

airlifted to Calgary suffering from gunshot wounds. It was a heartbreaking decision, but organizers of the 2012 Coronation Pro Rodeo were forced to cancel the event due to rain. The rodeo was scheduled to take place on Friday, June 15 and Saturday, June 16. Drainage issues at the rodeo site was the mitigating factor, as the surface becomes dangerously muddy when exposed to rain. A reorganized rodeo committee worked throughout the summer to develop a new plan for the 2013 rodeo, which included a date change and a serious look either rebuilding or relocating the rodeo grounds. Pending approval of the Canadian Professional Rodeo Association, the 2013 rodeo will be held on the weekend of July 6. Paintearth County celebrated its 50th anniversary on Wednesday, June 27 with a celebration in Castor. While

heavy rains in the days leading up to the celebration made the grounds around the new county office unsitable, the bright sunshine made the relocated celebration at the Castor Community Hall all that more festive for the nearly 500 celebrants. The County of Paintearth was incorporated in 1962. The same rains that caused last minute changes to the Paintearth County 50th anniversary party wreaked havoc in towns further south. Over 180 millimetres of rain prompted Youngstown to declare a state of emergency as flooding damaged foundations, collapsed buildings and disabled the local sewage lift station. Emergency crews brought in pump trucks to help remove the water and town crews were forced to remove sections of railway track to clear a clogged culvert. Turn to ECA Review, Pg 4

The village of Halkirk kicked off their 100th birthday celebration on Friday, July 6 with a weekend-long festival featuring a bonfire, parade and several barbecues. Displays of the village’s history and a spectacular fireworks display delighted all. Three Hills celebrated 100 years on Friday, July 20 with fireworks, food and entertainment. The same weekend saw Veteran recognize their centennial with a dance, a parade and lots to do for children. Fireworks lit up the night sky and the event was capped off with a pancake breakfast and church service. Hanna celebrated 100 years in high style on Friday, August 3. A parade, speeches and fireworks marked the town’s centennial celebrations, which included a visit from the mayor of Wake, Japan -- Hanna’s sister city since 1993. Also celebrating centennials were Chauvin, Clive and Consort. A massive windstorm on

Monday, September 10 wreaked havoc across much of central Alberta, damaging buildings and infrastructure across many communities. Several roofs in Hanna were torn off, including the Super 8 Hotel. A blade-signing event was held at the site of the Halkirk wind turbine project on Wednesday, September 19. Construction of the project has been ongoing and is expected to be complete by early 2013. A province-wide search for a man missing from Wainwright came to a tragic end on Friday, October 5 when his body was found near Alliance. Kelbert Didluck had been missing since Tuesday, September 18 when he left his home in what police describe as an ‘agitated mental state.’ Two municipal by-elections were held on Monday, October 22 in Coronation and the village of Delia. The Coronation election was won by Dylan

Bullick, and Delia’s vacant councillors seat was won by Dennis Thordarson. A motion to close three schools in the Clearview School Division sparked outrage and support for local communities. On Friday, October 26 trustee Peter Simons proposed a motion to close schools in Donalda, Byemoor and Brownfield as a measure to offset a nearly $800,000 budget deficit. The motion was subsequently defeated during the Thursday, November 15 board meeting with all trustees except Simons voting against. At the same meeting, Clearview trustees decided to begin public consultations in the rural school districts, a promise made earlier in the year but not followed through. Consultations are scheduled to take place in 2013. Hanna approved their antibullying by-law on Tuesday,

November 15, joining several communities in Alberta who chose to hold bullies legally accountable for their actions. The Hanna by-law was based on a similar by-law passed by the Village of Consort earlier this year. The Town of Coronation also voted to establish their own anti-bullying by-law inspired by the actions taken in both Consort and Hanna. Two separate fires a week apart damaged popular night spots in east central Alberta. On Sunday, December 9 the Commercial Hotel in Alliance was completely destroyed by a three-alarm blaze that saw nearly 30 firefigthers working through the night to contain the fire. A week later an early morning fire on Saturday, December 15 severely damaged the Veteran Hotel which started in one of the upstairs rooms. Both fires are still under investigation.

Community van past useful life Bryan Passifiume

ECA Review Reporter A recommendation has been made to the Hanna Community Services board to discontinue use of the van owned by Hanna Community Services. The recommendation was made during the Town of Hanna’s regular town council meeting on Monday, December 10 by Gwen Snell, director of community services. According to Snell, the van has long passed its useful life and no longer provides a reliable means of transportation. Snell reported that many summer programs have rented buses for longer trips for the past several years due to the van’s unreliability. Snell also reported that the arena has been well attended so far this season. An increase in attendance is attributed to increased school usage, and therefore cannot be considered a

revenue-generating increase. She also reported that the local hockey teams have been well received, particularly a new senior women’s hockey team.

Public works Sewer issues kept Hanna public works busy according to a report presented to town council by Director of Public Works, Brent Olesen. Public works crews were busy auguring and inspecting sewers along 2nd Avenue West to address persistent blockage issues. Sump problems at the hospital also had crews flushing sewers to help alleviate the problem. Crews also removed sewage from the water transfer station, the special areas maintenance shop and the airport. Snow removal was also top on the list for work crews. Town equipment have been busy removing snow from residential streets and laying down sand. Crews also installed Christmas lights in

preparation for the Hanna Light Up Parade.

Website Predictably, the community that visited the Town of Hanna website in 2012 the most was the Town of Hanna. A report about the website’s visitors was presented by Laurie Armstrong, director of business and communications. The vast majority of visitors to the website came from North America, with 2.4 per cent of visitors coming from Great Britain and 0.5 per cent from France. While Canada was the country with the highest amount of visitors to the town’s Facebook page at 967, visitors from the Philippines came in second with 99 page views. The United States came in third with 58 with Indonesia and India rounding out the top five. The Hanna Facebook page has a total of 1469 likes with 62 per cent of those followers being female.

Main enjoyment was his family PHILP - Bryan James Philp passed away in Coronation, AB on December 14, 2012 at the age of 60. Bryan was born on February 17, 1952 in Swift Current, SK. He was raised there and attended Swift Current Comprehensive High School. In 1975, he met Sherry Biegler and later married her on October 8, 1977. They had three daughters, Jessica Marie, Tara Lynn (Shane), and Kayla Marie Lynn, and four granddaughters, Stephanie Marie Lynn, Makenna Marie Lynn, Tanis Elizabeth Sandra and Brooklyn Jean. Bryan’s main enjoyment in life was his family. He loved to watch them in the Philp many activities they were involved in, especially dancing. He had many close friends in and around the Coronation area. Bryan was predeceased by his father, James Philp and his mother, Velma Philp. He is lovingly remembered by his family Sherry, Jessica, Tara (Shane), Kayla, his grandchildren and his three brothers, Todd Philp (Carol), Sheldon Philp (Tammy) and Darwyn Philp and his many brothers and sisters-in-law, nieces and nephews. We Love You, Gimpy! The memorial service for Bryan was held at the Coronation Community Centre, Coronation, AB on December 20, 2012 at 1 p.m. with Pastor Terry Belcourt officiating. Barbie and Margaret Evans played for the congregational hymns with Tracey Twa and Paula Kobi as leaders of song. Shane Lutz shared the eulogy and Tristan Norton read the scriptures. A video tribute presentation was played during the service. The service ended with everyone saying “The

ECA Review Journalist Today’s estimate is that it will cost $92,000,000 to purchase one F-35 stealth fighter jet. That’s a lot of zeros and a lot of tax dollars that could be used for health care and education. And that’s nowhere near the final cost, that’s just the latest estimate. The purchase the F-35s has become a hot potato for the government. The Opposition has been wondering for years why the F-35, when there are two proven fighter jets on the market. No one argues against the need for new jets to replace the old CF-18s. Canada’s needs are primarily around defending our nation, particularly in the north or international human rights tragedies, such as preventing genocide. Defence contractors are notorious for screwing taxpayers. They overcharge, always go over budget and make egregious profits. Procurement departments for governments have been very dumb for a long time. In the case of Lockheed Martin, the manufacturers of the F-35s, they appear to have gotten so greedy that even governments desperately wanting to join the stealth club are having to pull back and re-set. Can you imagine a small independent contractor winning the bid for a municipal sewer line and going back over and over and over again requesting more money to complete the job they bid on and won? Arms manufacturers have a monopoly and their customers are generally governments. They’ve been making excess profits for far too long on the backs of wage earners. It’s time to stop the madness. Taxpayers are tired and the F-35s are overkill.

New Year - new tax relief News Release Kevin Sorenson, member of parliament for Crowfoot, is pleased to announce that the New Year will bring some welcomed new tax relief. Sorenson says, “Specifically, in 2013, all Canadians will able to add an additional $500 in the popular Tax Free Savings Account (TFSA). This will mean that the overall annual tax-free savings contribution limit for TFSAs will grow to $5,500.” Since the Harper Government introduced TFSAs in 2009, Canadians have been able to earn tax-free investment income on contributions of up to $5,000 per year.

Lessons from your environmental plan A completed Environmental Farm Plan (EFP) won’t do much good if it sits on a shelf gathering dust, says EFP technician Torsten Flyng. And one Alberta producer learned that lesson the hard way. Upon initially completing his EFP, the producer identified an aging well as a potential problem and a high priority action item. Because the years went by and the producer didn’t address the issue, the situation snowballed. Flyng says eventually the casing couldn’t support the system anymore and the well collapsed, contaminating the producer’s water source with silt and mud. “What could have been mitigated was the stress involved and the last minute concerns,” Flyng says, adding that, in this case, the producer was able to access Growing Forward funding which helped alleviate the cost of replacing the well. “There was the possibility that Growing Forward funding didn’t work out because he had waited and it was an emergency situation.” Flyng, an EFP technician with WestCentral Forage Association which encompasses the counties of Brazeau, Lac Ste. Anne, Parkland, Woodlands and Yellowhead, encourages producers to tap into the potential of their EFP as a strategic planning tool -- a living document that can help manage all aspects of their farming operation. He wants to see EFP binders put “back onto the kitchen table, instead of propping it up.” When used as a management tool on a regular basis, producers can grasp the full benefits of their EFP, he says. Even though unforeseen issues will always arise, the EFP helps to identify action items. By

keeping that list of priorities close at hand and referring to it on a regular basis, producers will be better equipped to address those items in a timely manner. “The producer who is able to plan into the future is the one that is able to survive the surprises,” Flyng says. “If you have a strategic plan, you know what you want to do going along. The EFP fits perfectly into that, in that those action items feed into what you need to do in the future to be the optimal operation.” Although the EFP can help identify priorities, it’s designed so producers control the issues they choose to address. There is no set timeline for producers to update their EFP, but Flyng suggests they look through their binders as often as monthly, striking off the action items they’ve addressed. Once that initial list of priority projects has been completed, he recommends starting from the beginning, doing a systemic update and adding in any new developments on the farm. This can be done every three to five years, Flyng suggests. For example, in the case of the producer who didn’t replace his well in time, that situation could have been mitigated by keeping his EFP current, he says, adding that the EFP can serve as a constant reminder of priority items. “The EFP has a purpose and it doesn’t serve its purpose if it’s just sitting as a book prop or a dust collector,” Flyng says. “It’s an active, living document that constantly needs to be addressed and updated and changed.” More information is available on the Alberta Environmental Farm Plan website at www.albertaefp.com

Person(s) will be responsible for purchasing and paying for all supplies needed in the booth, including all groceries, cleaning supplies etc. You will be required to supply your own cash box. 2. You will be responsible for your menu and pricing. 5. It is your responsibility to hire extra staff if required. 6. You may be required to close the booth during catered meals.
