Paying tribute to a family member who lost their battle with cancer can take on a whole new meaning when it serves to help someone else. This was foremost in the minds of two Coronation girls who managed to raise $1200 in memory of their great uncle. The two girls took part in the Canadian Cancer Society’s ‘Cuts for Cancer’ program, which raises donations of money and hair to provide wigs to young cancer patients. Frank Manning, who passed away this summer, was known as an expert rancher and loving family man. It was his memory that motivated the two Coronation School students to get their hair cut on Tuesday, November 27 in the atrium of Coronation
School in front of their entire school. “Your hair will always grow back but some people don’t have the choice,” said 14-year-old Jessica Kuziw, who grew out her hair for several months in anticipation of the event. “It’s a good cause.” Jessica’s younger sister Vanessa went one step further. After local hairstylist Cassie Resch snipped off the 12-year-old’s ponytail to the cheers of her schoolmates, Resch picked up a set of electric clippers and reduced Kuziw’s blonde locks to fine stubble. When asked what it was like to be bald, the young girl’s response was “awesome!” The two girls were able donate about a foot and a half of hair to the program. It takes twelve donations of unbleached, unprocessed one-foot ponytails of hair to create just one wig, which costs $1200 to make.

During the regular school board meeting on Wednesday, November 28, Prairie Land School Division trustees were presented with the 2012-2013 fall budget update. Based in part on declining enrollment, the board was forced to cut resource funding and professional development dollars. The cuts, according to Superintendent Wes Neumeier, were made to ensure as much money as possible made it into the classrooms. “We prioritized classrooms over external items,” Neumeier told the Review. “It gave us an opportunity to really identify our priorities.” Cost-cutting measures included cutting the amount of travel required to attend meetings. The board has found cost savings by taking advantage of video conferencing technology to participate in meetings remotely. Despite the cuts, the board is still facing an operating deficit of $255,596 which will be paid out of cash reserves. The latest in a series of deficit budgets, Neumeier says that the time has come to start considering the future. “We’re getting to the point where we have to balance the
budget,” Neumeier said. With the removal of the Rural Stabilization Grant by 2013, the school division will face a loss of $495,000 in government funding in next year’s budget. The board’s strategy in the new year will be seeking a more equitable funding model for Alberta’s rural schools. “We need to advocate for adequate funding,” Neumeier said. “Prairie Land has small schools, they are small by necessity.” According to Neumeier, the issue lies with how the Alberta government distributes money to school boards. The current system bases funding on a per pupil basis, which is designed to distribute provincial education dollars based on enrollment. Small schools, however, don’t receive the money that they require to operate under this formula. With actual enrollments falling behind the spring projections, the school board received about $150,000 less than it expected for this school year. “It’s time for the government to adequately fund rural education,” Neumeier said. Geographically one of the largest school divisions in Alberta, Prairie Land Schools supports nine public schools and nine Hutterite colony schools.

Council received correspondence from George Potter, chief administrating officer at Alberta Animal Services, seeking to increase the number of animal service patrol hours in the village. According to Potter, the amount of complaints his office has received have increased and the current patrol times do not address the needs of the community. Council instructed administration to research the issue and return to council at a later date with cost and time figures.

Clive Village Council got their first look at a revision to the existing traffic and roads by-law during their regular council meeting on Monday, November 26. Julian Veuger and Robyn Lomans from Lacombe County Enforcement spoke to council regarding recommended changes to the existing Traffic by-law which included on-street parking, sidewalk clearing and vehicle weight limits. “What we’re trying to do is limit the weight of trucks in residential areas,” said Karen Kane, CAO of the Village of Clive. The by-law also aims to limit of parking recreational vehicles on residential streets, a problem that Kane describes as a dangerous situation for emergency vehicles. The by-law passed first reading at council and will be reintroduced for second reading during council’s next

Changes for Coronation Pro Rodeo Bryan Passifiume
ECA Review Reporter Changes are on the way for the Coronation Pro Rodeo, if local organizers get their way. The most significant change, according to Rodeo President Curtis Perry, will be the date. Hoping to capitalize on a date with historically better weather, the rodeo will be held on Saturday, July 6. “The past couple of years we got rained out,” said Perry. “We cant change the date and guarantee good weather but if we back off into July it will be a little drier.” Competing rodeos, such as the ones in Gooseberry Lake and Killam, have had Coronation organizers fighting to put spectators in the seats. With Coronation being an official stop on the Pro Rodeo circuit, finding competitors to take part in the local rodeo hasn’t been a problem. Dwindling attendance has been an issue for rodeo organizers and a challenge Perry is working hard to face. “It wasn’t working the way it was,” Perry said. “We didn’t want to let the pro rodeo go without trying a date change.” While the date change hasn’t been given an official nod by the Canadian Professional Rodeo Association, unofficial talks with CPRA officials have Perry confident that the date change won’t be a problem. Indeed, an examination of the 2012 Pro Rodeo schedule shows only one rodeo in Alberta scheduled for the first weekend in July, located in Benalto. “Without people in the stands to watch it’s hard to pay the bills,” Perry said. “It’s very important to give people who live in the area something to go out and do, and have an atmosphere of good community spirit. To that end, Perry is planning to bring back some older, fan based events such as mutton busting, boy’s steer riding and races.

New health initiatives afoot in Hardisty Bryan Passifiume
ECA Review Reporter A unique initiative aimed at improving the foot health of east central Alberta has kicked off at the Hardisty Health Centre. Aimed at aiding otherwise healthy individuals without the physical ability to care for their feet, the new outpatient program will help individuals who are not eligible to receive insured home foot care. “There are many otherwise healthy people who aren’t able to care for their feet themselves,” said Norah Griffiths, site manager of the Hardisty Health Care centre. Proper footcare, especially for diabetic and arthritic patients, is vital in preventing complications that can lead to serious injury or illness.
Left untreated, sores on a diabetic foot can lead to serious complications, including foot amputation. “Proper maintenance of feet, especially in diabetics, can put off long term effects, especially pain, long term infections and amputations,” said Griffiths. “Corns, calluses, ingrown toenails and bunions can all lead to aching, tired or painful feet, and when feet aren’t cared for they can impede mobility, daily activities and even balance.” In elderly patents, unattended foot issues can cause balance problems which greatly increase the risk of falls. The clinic, which held its first session on Monday, December 3, will serve clients from across east central Alberta.

The headline reads, “CUPE wins public sector rates at private nursing facility”. On November 23, 2012 employees working for Age Care Incorporated in Calgary were given wages and working conditions on par with facilities operated by Alberta Health Services. Now the ideology behind privatizing nursing homes was to save money. It was the same argument used to privatize liquor stores, road maintenance and government registries. The private sector can pay lower wages so it will be cheaper for the government. It’s hard not to agree with this ideology when talking about booze, roads and driver’s licenses. But now we’re talking about care of vulnerable people in the last stages of their lives. Things have gone along nicely for the private sector until now. They took over government-owned facilities for pennies on the dollar and were able to bring in foreign workers with low salary and benefit expectations. But in no time, these foreigners, many of whom are now Canadians, soon realized how expensive it is to live here. What seemed like a phenomenal salary when recruited in the Philippines was hardly a living wage. And it certainly didn’t allow them to share in the Canadian good life of leisure and consumerism. The private sector was mandated to operate these facilities with government-imposed monthly rates. The government’s model for private health care operators was predicated on low wages. The spread between what private operators paid their employees and what the government paid them for staff costs would be their profit. So with no give on the revenue side and higher staff costs, the only areas left to sustain profits is to cut maintenance, delay renovations, scrimp on cleaning, purchase less fresh vegetables and fruit, or decrease staff to patient ratios. Many would argue these areas are already gutted. One can’t blame the private operators, their mandate is to make money for their shareholders, not do charity work. This scenario is a classic example of believing in one ideology--the private sector is always more efficient and effective. The ideology works for “things”, but treating vulnerable humans as a commodity shows a society with little compassion and empathy for others. Baby boomers are going to cost a whole bunch more to take care of than our current generation of seniors. Take the one bath a week standard that seniors have been subjected to for years. All of a sudden it’s in the news and not-yet-retired people are shocked, dismayed, alarmed! Where have they been? With our philosophy of outsourcing and purchasing on the cheap, it is not a big reach for future leaders to consider farming off seniors to live in nursing homes staffed by cheap labour in third world countries. Maybe if an all-inclusive resort is attached, families might even visit their loved ones once in a while! But all jesting aside, as the bubble of baby boomers approach old age should we not start considering the old adage, “what goes around comes around”? As a friend’s child told his parents not long ago, “we’ll put you in the best nursing home your money can buy!” The parents couldn’t believe their ears and wondered where did they go wrong in raising their son. Every minute of the day, we all move closer to that day, when it’s our turn.

In Canada, suicide accounts for 24 per cent of all deaths among 15-24 year olds. In all daunting situations every parent wants to know “How do I protect my child?” “How does one youth find the inner strength to cope and another continue to struggle?” “ Why do some children consider suicide?” “How do we build resiliency?” Resiliency is the ability to overcome the challenging events in our life and to function as well as before and eventually move forward. It is the ability to “bounce back”. It involves accepting all that life throws at us, learning from the good and the bad and becoming stronger. Building resiliency is complicated as we are dealing with

OBITUARY
Always the first one heading to the tractor or the combine LANG - Willina Langsford Lang (James) passed away suddenly on Wednesday, November 21, 2012 in the Coronation Health Care Complex, Coronation, AB at the age of 78 years. Lina was born on September 4, 1934 in Galahad, AB to Hiriam and Mabel James. She took her schooling in Alliance, Stettler and Wetaskiwin. In 1952 she moved to Talbot with her sister Beatrice and that is where she met her husband Gerald Lang. Lina and Gerald were married on October 17, 1953 in Wetaskiwin. The couple then moved north of Talbot to farm Lang and to this union four sons and one daughter were born. Lina enjoyed being on the farm, raising her children, gardening, sewing and going to the farmers market to sell her eggs, baking and vegetables in season as she always had a huge garden. She drove school bus and also worked in town at the Sew & Save. She was hairdresser for her sister as well as her friend Evelyn’s. She was an active member of the Talbot Homemakers for many years. Lina loved helping with the farming.
She was always the first one heading to the tractor or the combine to help put the crop in or take it off. She loved to travel. She went to Las Vegas, Phoenix, Mexico and then with her mother and sister to Hawaii and Florida. She is survived by Gerald; her children Barry (Deanne) of Leduc, Darrell (Teny Allen) of Stettler, Rodney (Allisson) of Edmonton, Cathy (Alban) of Peace River and Jamie of Talbot. Eleven grandchildren Stephen (Majella) Lang, Patricia Lang, Cheryl Lang, Scott (Melinda) Lang, Jason Lang, Christopher Lang, Janeen Lang (Chris AndrĂŠ), Christine Lang (Keith Johnson), Sean Lang, James MacAdam, Kelly MacAdam; step grandchildren Michael MacLean, Tyler MacLean, Gregory MacLean; two great grandchildren Eowyn and Dorian; her sisters Beatrice (Edwin) Hewitt of Calgary, Jane Vaughan of Wetaskiwin and Joyce (Joseph) Reardigan of Red Deer; sister-inlaw Mary James as well as numerous other family and a host of many friends. Lina was predeceased by her parents Hiriam and Mabel; brother Frank; sisters

Syncrude leads oil sands industry in R&D Brenda Schimke
ECA Review Journalist Scientists don’t fit into a business model of pre-determined goals and objectives. They often do their best work or stumble unto revolutionary ideas totally by accident. Such was an example when one of Syncrude’s research associates, Warren Zubot, got an idea while taking a course on water treatment at the University of Alberta. “Is it possible that our coke (fine carbon particles produced during the first stage of upgrading) could help purify the water in Syncrude’s tailings ponds?” Similar to how a Brita works. Zubot works at Syncrude’s Research facility in Edmonton and briefly joined newspaper reporters during their tour of Syncrude’s Mildred Lake site in August, 2012. “Carbon coke is one water treatment option that we are looking at,” said Zubot. “It looks good in the lab and now we have a pilot project to see if it can be a viable business and scientific option. We have dyked off 600 cubic metres of a tailings pond to replicate what we were able to do in the lab,” said Zubot. It is one of many options that are being tested or employed to deal with toxic tailings and dead ducks. During the research facility tour, Research Chemist Dr. Richard Paproski, said, “Syncrude has a reputation for allowing its employees to dream up new ideas, test and pilot them.”

Research & development (R&D) With an annual budget of $60 million and approximately 100 employees, Syncrude is unique and innovative in being the only company in the oil sands industry that operates a dedicated stateof-the art research and development facility. It has received 137 Canadian and U.S. patents for technological developments in its 40 years of existence. “We share our technological developments with our competitors,” said Paproski. It contains a working mini-plant that processes two tons of oil sands each week and a tailings lab (aka, the mud lab) that does extensive research on the reclamation of the mines and tailings ponds.
Gateway Hill, a 104-acre area former over-burden storage area, received the first reclamation certification in the oil

Reclamation Syncrude has disturbed 20,000 hectares of boreal forest, wetlands, lakes and streams. Cheryl Robb, Syncrude media relations toured the media contingent through a number of areas at various stages of reclamation. To date, over 4500 hectares are in reclamation. Certification of reclamation takes at least 20 years.

Switching email service In an effort to increase efficiency, data security and to cut costs, the school division has decided to switch email providers from FirstClass to Gmail. The email service, operated by Google, provides an email service that better meets the security needs of the school board with more storage space. In addition, there is no cost to the school division to use Gmail, and requires no on-site server administration. Firstclass is a cloud-based unified messaging, email and collaboration system designed for use by educational institutions.
Three year plan The school district has voted to adopt a three year educational plan to guide the educational direction of the board. The plan, entitled the “2012-2015 PLRD Combined Three Year Education Plan”, focuses on student achievement, classroom practices, parental involvement and instructional leadership. The plan concentrates on inclusion for all learners and improving results on high school diploma examinations and provincial achievement tests. Oh, no! Sports negativity is everywhere Bruce Penton
ECA Review Columnist The supposedly darkest day in the history of the world — Dec. 21, 2012, the day according to the Mayan calendar that the world will end — is fast approaching, but negativity in sports was all the rage on one particular day in late November. Sports is generally about achievement and accomplishment — championships! — but on November 28, every time a sportscaster opened his Penton mouth or a newspaper desker penned a headline, the words ‘won’t’, ‘can’t’ and ‘no’ were everywhere. Golf’s venerable protecting agencies, the U.S. Golf Association and the Royal and Ancient announced its ban on anchoring a long putter in the belly or the chest while a putting stroke was in progress. This has been a hot topic for the last couple of years, with golf traditionalists claiming ‘anchoring’ of the putter went against the spirit of golf, which encourages unencumbered ‘strokes.’ The anti-anchoring lobby got louder and more persistent when Keegan Bradley used a long putter anchored in his belly to win the 2011 PGA championship and became ear-splittingly loud when Webb Simpson used the same sort of implement to win the U.S. Open this past summer. Meanwhile, on the Major League Baseball front, many observers were saying ‘no way’ to the Hall of Fame eligibility of Roger Clemens, Barry Bonds and Sammy Sosa, who were on the Cooperstown ballot for the first time. All three have career stats that would normally make them first-ballot automatic inductees to the hallowed Hall, but their history or suspicion of using performance enhancing drugs means almost certainly they won’t receive the required 75 per cent of ballots cast for induction.

While those two stories were gathering gobs of negativity in the United States, Canadian sports fans heard nothing but bad news from the National Hockey League labour front, where even a mediator said he was unable to make any progress with the intransigent owners and players. The return of birds and beavers are important indicators in that they are the first to return to reclaimed areas. Native seeds are collected during clearing and maintained at a greenhouse in Smoky Lake. This greenhouse then provides original native seedlings for Syncrude’s re-forestation program. Syncrude has planted over 5.8 million tree seedlings, some of which are 25 year-old trees today.

Groundwater is found underground in the cracks and spaces in soil, sand and rock called aquifers. Wetlands are peat-land, marshy areas that are giant water filters and home for millions of aquatic animals, microorganisms, birds and animals. Dr. Lee Barber, a Syncrude-funded chair at the University of
Saskatchewan has done extensive hydro-geology to introduce groundwater back into reclaimed mined areas. A pilot 17-hectare fen wetland project has been built at the former east mine at Mildred Lake. Peat and vegetation material is placed over a layer of composite tailings and sand. A pilot fen is the first of its kind in the region and Syncrude officials are very optimistic for its success.

Canadian lentils: An evolution to a world-renowned export There’s no doubt that Canadian lentils have come a long way over the past 10 years. In 2011, Alliance Grain Traders’ President and CEO, Murad Al-Katib, witnessed first-hand just how far the reputation of Canada’s lentil industry has come when visiting a market in Bangladesh. “I was at the market and came across a woman who specifically requested to buy only Canadian red lentils,” he says. “When I asked her why she chose Canadian lentils, she told me that she wanted the best quality for her children. Imagine: she is surrounded by so many options and all she wanted was the Canadian lentils.” Al-Katib is no stranger to managing the reputation of the Canadian lentil industry. In 2002, he started building the Saskatchewan-based Alliance Grain Traders processing facility to focus on splitting and de-hulling red lentils – a first for the Americas. “Our view was that lentil acreage in Canada was going to have significant growth,” he says. “There was talk that the Canadian lentil industry was going to have a transformation over the coming decade, and we needed the processing infrastructure to split the lentils ourselves.” What a transformation it was. Canada had been producing lentils since the 1970s, but it was a crop that had a reputation for being difficult to manage, especially when it came to standability, disease threats and yield potential. In the mid-2000s, the University of Saskatchewan’s Crop Development Centre (CDC) was working on new developments in breeding, agronomy and processing that aimed to create new opportunities for
Canadian lentils to make the production process easier to manage. In 2006, the CDC worked in partnership with Saskatchewan Pulse Growers and BASF Canada to develop a new production system that could address management concerns, particularly for weed and disease control. “The Clearfield Production System for lentils has seen a lot of success since its inception,” says Carl Potts, executive director of Saskatchewan Pulse Growers. “The partnership has been successful because each group brought its own unique value to the team, making it an unstoppable combination. BASF provided the herbicide technology, CDC took that technology to breed lentil varieties, and Saskatchewan Pulse Growers then distributed the system to growers through the SPG Variety Release Program. Grower support and adoption of this new technology made it a huge success, and in 2011, CDC Maxim was the number one seeded lentil variety in Saskatchewan.” In 2001, Statistics Canada reported a yield of 759 pounds per acre and 557,900 tonnes of lentils produced. After 2006, the market shifted: infrastructure was in place for processing, new varieties and chemistry to manage the crop were available, and there was new customer demand to grow lentils. The new lentil reality was 1,320 pounds per acre in yield and 1,150,200 tonnes in production. Today, Canada is the leading lentil exporting nation in the world, accounting for 70 per cent of the world’s production of lentils. Most of which comes from Saskatchewan, primarily in the dry southern lands that are ideal for lentil production. “We’ve been really impressed with the innovations that have been brought to
market over the last number of years,” says Curt Gessell, a lentil grower from Delisle in Southern Saskatchewan. Gessell has had to battle disease and weed pressure on his crop in years past and used different systems throughout that time. For him, the Clearfield system stood out. “It makes growing lentils very easy. We’ve grown CDC Maxim for the past five years now and we’ve noticed that it stands really well and is a very high yielding variety,” he says. “Quite frankly, we couldn’t grow lentils if we didn’t have the Clearfield Production System for lentils.” Retailer Jeremy German, P. Ag, also remembers when the shift took place. As a retailer with G-Mac’s Ag Team in Saskatchewan, German has seen an impact of that technology first-hand. “In those first years after CDC Maxim was available, small red lentil demand exploded. The herbicide tolerance has been one of the biggest revolutions on the market – now we are seeing 80 per cent plus market share among red varieties and customers are hitting the 50 to 60 bushel rate when, just five years ago, 30 bushels was enormous,” he says. CCA pleased with WTO deadline on COOL The Canadian Cattlemen’s Association (CCA) is pleased that the World Trade Organization (WTO) arbitrator today established a firm deadline for the United States (U.S.) to ensure its Country of
New online resource for cattle producers
Agri-News Through a partnership with RealAgriculture.com and the Beef Cattle Research Council (BCRC), a new online learning resource called Beef Research School has been launched for the benefit of Canadian beef cattle producers. The school, a series of approximately 30 videos, will encourage producers to use research-supported knowledge and technologies which can positively impact their herds, land and bottom lines, and support the competitiveness and sustainability of the industry. These videos will feature researchers, veterinarians and other industry experts from across Canada being interviewed on the latest research knowledge and technology, as well as interviews with progressive producers and feedlots that put new research and technology into practical use in their operations. Each segment will run approximately six to ten minutes. Topics presented by the videos will include research knowledge related to animal health and welfare, feeds, food safety, beef quality, genetics and environmental stewardship. The series will also discuss the importance and value of research in the Canadian beef cattle industry, showcase a research centre and highlight extension resources available across the country. Videos in the school will continue to be filmed and posted through to summer 2013. The Beef Research School can be found online or through the BCRC’s new extension website. The school, funded in part by the ALMA (Alberta Livestock and Meat Agency Ltd.), will be an important tool in the BCRC’s long-term strategy to improve technology transfer and knowledge dissemination within the Canadian beef cattle industry. The strategy is part of Agriculture Canada’s Beef Cattle Industry Science Cluster.
Origin Labeling (COOL) requirements square with its WTO obligations. The U.S. now has until May 23, 2013 to comply with the Panel and Appellate Body reports adopted by the WTO Dispute Settlement Body this past July, confirming that U.S. COOL legislation discriminates against Canadian livestock in the U.S. market. CCA President Martin Unrau thanked Agriculture and Agri-Food Minister Gerry Ritz and International Trade Minister Ed Fast for their concerted efforts on the COOL file over the years.
“Today’s good news is the direct result of Canada initiating the arbitration process with the WTO in September after efforts to negotiate an implementation date with the U.S. were unsuccessful, and the latest in a series of positive results due to the Ministers’ efforts on a challenging file,” he said. “The CCA looks forward to continuing its work with its U.S. allies and counterparts to develop a solution that eliminates the discrimination of Canadian cattle in the U.S. market,” Unrau said.
CCA representatives were in Washington, D.C. recently meeting with congressional leaders to advocate a timely resolution to this dispute and support legislative changes proposed by the majority of the U.S. industry that would end the discrimination caused by COOL. COOL has affected billions of dollars of commerce in cattle and beef products since it was implemented in 2008. The current impact of COOL on Canadian producers is estimated to be $639 million per year.
