Winner of the most loving Albertan and the trip to Hawaii, Madena Reimer of Athabasca, Ab. wipes away tears as Tim Berry Dealer Principal at Aspen Ford makes a surprise announcement. Aspen Ford gave away three additional trips to Hawaii at the draw held in Stettler on Jan. 23 ECA Review/B. Causley

The ripple effect From 15,000 people, down to 10 finalists, one woman was chosen as Alberta’s most loving person on Friday Jan.23 in Stettler. Madena Reimer’s name was drawn from a hat in Stettler and is the winner of the trip to Hawaii. This all started when Cody and Eva Borek bought a vehicle late last year from Aspen Ford Sales in Stettler and in doing so got a free trip. To pay it forward the couple wanted to give the trip away to someone in Alberta who lives a caring, loving life. They created a Facebook page asking for nominations and while the contest was originally to find the most loving person in central Alberta, the story spread like wildfire on the internet and television and they had over 15,000 nominations from

around the world posted to the page. “There are so many incredible stories out there,” said Cody. Ten finalists were chosen by the Boreks and all were in attendance for the draw, including finalists Kurt and Lynn Cole of Brownfield. Also included in the top 10 was Lanna Perrie from Stettler who couldn’t go on the trip so Carrie Kuefler was chosen to take her place. “I’m just a rancher but I tweet and I have a Facebook page. Social media can be used for good,” said Cole, referring to the positive attention that the Boreks’ contest page has received, All 10 nominees were presented with a framed certificates saying, “With sincere appreciation of many grateful hearts,” followed by Luke 10:27 (with an emphasis on “Love thy neighbour as thyself.”) Turn to A ripple, Pg 3

Big Valley council will seek lease agreements with a number of village organizations to ensure all parties are protected legally. CAO Michelle White presented draft letters to council at their Jan. 22 meeting that will be sent to each organization, defining responsibilities of the Village and the organization associated with structures or property. White clarified the letters are needed to insure all parties are protected should any legal issues crop up. A few examples council discussed were the Big Valley Museum baggage cars which are owned by Big Valley Historical Society, but sit on Village property and the amphitheatre which sits on Village property but has no real governing body attached to it. Many arrangements between the Village and organizations were previously made with a handshake and verbal agreements, explained White. Formal legally binding arrangements are required both for the Village’s protection and the organization’s. Coun. Ken Johnson will be attending the upcoming ‘Opportunity Identification’ training session hosted by Central Alberta Economic

Partnership. The session will focus on assisting communities to identify and develop economic opportunities within their community. Central Alberta Economic Partnership (CAEP) will also host a ‘marketing and branding’ session in Feb. that council is considering attending. The session will cover basic marketing strategies, identifying target audiences for events or programs and using branding to attract people and development to a community. All council members agreed that identifying Big Valley’s particular brand would be helpful for Big Valley’s future growth and direction. Council has requested that CAO White arrange an informal training session with the RCMP on safe handling practices of firearms within the Village. Council has been encouraged by the number of volunteers greeting Alberta Prairie Steam Trains throughout the summer dressed in period attire, including some western styled gunslingers wearing replica pistols. The aim of the session is to make sure all participants handle the replicas safely while still being able to provide an entertaining welcome for the train guests.

COUNTY OF PAINTEARTH

Waterline construction north of Halkirk completed

Full of energy and laughter, from the left, Carolyn Fetaz, Paige renschler and Karen baker were some in the group of the Singing nuns who contributed to the entertainment at the fundraiser for Huntington’s disease in Castor on Jan. 24. ECA Review/B. Causley

A much needed laugh Beth Causley

Review Reporter Tickets were free and people were being turned away at the door as over 300 people came to show their support for a local couple and learn more about Huntington’s disease on Sat. Jan. 24 in Castor. Keith Weeks spoke of his wife Angela’s and her family’s struggle with Huntington’s disease. (HD). The disease is hereditary and children have a 50/50 chance of inheriting HD which currently has no known cure. The night was filled with music and laughter from the Singing Nuns and a performance by guest speaker, Phil Callaway. A Christian speaker, radio personality, author and comedian, Callaway, who’s wife also has HD, told the audience that it was okay to laugh again. “Courage is fear that has said it’s

prayers,” he told the crowd. “These are my hereos,” he said speaking to the Weeks, “the people who stand by each other when in difficulty times.” A quilt and a signed Edmonton Oilers jersey were live auctioned while a silent auction lined one side of the hall. A ‘festival of desserts’ and beverages were laid out along the back of the hall and patrons were told to help themselves. Bernadette Modrovsky from the Huntington’s Society of Canada spoke as did Paul McCann fro the Department of Medicine and Neurology at the University of Alberta where currently there is a study being done, which Angela Weeks is part of, linked to a study done where HD was reversed in a mouse. All proceeds from the evening will go to the Huntington’s Society for research. May they one day find a cure.

‘A ripple of kindness’ Cont’d from Pg 1 Reimer, who is a two-time survivor of cancer, lost her mother nine weeks ago. “I had many dark days,” she said. Yet, despite that, Reimer’s caring spirit never wavered. Originally from Newfoundland, Reimer now lives in Athabasca where she runs an organization that takes people in her area to their cancer treatments in Edmonton. “It’s not just that about her,” said Cody, “it’s how much she touches all of these people’s lives who are going through the biggest battle of their life.” In a surprising move there were three other trips given away by Aspen Ford; one to Cody and Eva, one to one of the finalists, RCMP Constable Robert Hynes from Barrhead and a third which will be auctioned off in St. Albert with the proceeds going to fallen RCMP Constable David Wynn’s family. Wynn was shot in the line of duty and died early last week. “I am overwhelmed with gratitude,” a tearful Reimer said after her name was chosen. Her trip to Hawaii includes flights and accommodations and thanks to an anonymous donor, it also includes meals and spending money.

Reimer said that many people nominated her. “I couldn’t believe it,” she said, “It’s hard to hear good things said about yourself.” She added “It’s such a dark world filled with senseless violence and so much anger. We need to show people kindness and compassion. You don’t have to be rich or famous, you just have to make it happen.”

Start local

When asked if a small town resident winning might affect people that live in small towns she said “I hope it inspires them to get out there to help their neighbours and even people that they don’t know, help strangers. There are so many little things we can do and that creates a ripple of kindness, when someone receives it, they give it.” When asked what everyday people can do as an act of kindness she responded “Go visit people in long term care, shut ins that don’t get visitors, those who are sick, the mother with children who can’t get to the grocery store by herself. There are thousands of little ways to help and it’s small things that change the world.”

Genetic knowledge critical to future of beef business

Go with the brand you know

genomic enhanced expected progeny differences (EPDs) are more accurate and increase the level of knowledge going into the calculations that produce the EPD value. Ever heard the saying: “Look it up; you will remember it longer?” At the Dickinson Research Extension Center, we occasionally are asked what bulls we are using and why. The answer is pretty simple. For our Red Angus bulls, the registration numbers are 1617805 and 1617778. For the Angus bulls, the registration numbers are 17628526 and 17698292. For the Simmental bulls, the registration numbers are 2669482, 2790504 and 2790544. We have one Shorthorn bull. His registration number is x4190244. Given those numbers, anyone can go to the various breed associations and look up the data on the bulls.

Some might feel this infringes on the owner’s space, but in the big picture, knowing the registration numbers and the ability to access the performance data on bulls are very good tools in the beef producer’s toolbox. The center’s EPD values for the various breeds reflect bulls that are lighter in birth weight and moderate in growth and milk. The center also places more emphasis on marbling and even more pressure on rib-eye area. These selection criteria mean little or no assistance is needed for the cows calving on pasture. It also means the cattle have a practical frame package and excellent carcass traits. Again, this discussion is best documented by reviewing the bull production numbers. Turn to Always keep, Pg 6

h

by Kris Ringwall, Beef Specialist North Dakota State University Extension Service When buying registered bulls, always, always insist on transferring the registration number to your operation. Do not make the statement: “Well, the bull only will be used on commercial cows, so I do not need the bull registered.” That is wrong, just wrong. The biggest toe-stubbing problem in the beef industry is the lack of understanding of the value of individual animal identification. Now I know the chorus of objections will grow and hit a crescendo note, but that is OK. The point today is simple. Even if individual animal identification numbers are not available for all the cattle in the inventory, the registration numbers available throughout the purebred business are critical and the heart of the breed association. Did you know that for some breeds, you simply can start registering cattle? By doing so, a producer starts to build a genetic database. Am I being overly enthusiastic? No. The registration numbers are a pathway to the genetic offering through the various breed associations. Recently, I have been busy assisting producers at bull-buying workshops. These workshops seem to be appreciated as producers develop baseline or benchmark values for production traits of previous bulls utilized in the herd. Too often, the stumbling block is the lack of a registration number, which blocks access to the database that contains the bull’s information. Genetic knowledge is critical to the future of the beef business. Without trying to upset anyone, bull circles encompass a lot of discussion, which is good. However, generally, if the breeder has done his or her homework, every bull has been registered and the genes that are available are known. Even more exciting, as the DNA is analyzed for individual bulls and cows, the

Alix town council waives half of utility bill Public Works Supervisor Vern Sidam updated Alix town councillors at their regular Jan. 23 meeting that eight tender packages had been picked up for the 2015 water main improvement project. Plans are to increase the size of the water pipeline and to substantially bury the line deeper on Lake St. from Main St. to the corner of the school to get more volume. It includes approximately 280 metres on Lake Street, 48th Avenue/46th Street alley and four fire hydrants. The 3000 PSI (pounds per sq. inch) will put us in the correct volume needed in case of fire in big buildings such as the school, said Sidam. “Last time it was a smaller project and only three tenders were received and the prices were high, so these prices should be better,” stated Sadim. The deadline for completion of the project is Sept. 30, 2015 but “I don’t believe it will take that long. They’re here and chomping at the bit.” Tanya Meston, assistant chief administrative officer confirmed later that the tender opening will be Feb. 3 at the MPE office in Red Deer. Sidam was also directed to put up signage on Main Street just before entering onto Railway Avenue in front of MoonWalkers, to alert drivers to the playground speed limits. According to RCMP, tickets are not enforceable if the speeder enters from Main Street where there is presently no signs alerting drivers to the 30 km/hour zone they are entering.

Waive half

Council unanimously agreed to waive half of the water and sewer flat rate and consumption charges and 100 per cent of the garbage and recycle fees for the resident that had not received or paid for town

utilities for a period of 46 months, from March 2011 to Dec. 31, 2014. It was a village computer error that was not caught by the town until the resident came in and reported the absence of utility bills, as reported to council at their Jan. 7 meeting at which time CAO Cretzman assured council that checks and balances had been put in place to avoid this happening in the future. The dollar amount was not disclosed.

Urn placement

Council tabled a request to place an urn in between two existing cement covered grave sites in Phase 2 at the Alix cemetery. At present the policy is $75 for an eight inch hole for an urn burial in the ‘cremation circle’ and $100 to open and close. Council was told the party is willing to pay the full plot cost of $200. Public Works was directed to measure the distance between the two cement covers and the office is to inquire into what other municipalities have for a policy on this. Other questions arising during the meeting related to the cutting of grass and the grave marker. “If we do agree to it,” said Mayor Curt Peterson, “it’s on a case by case basis, not a precedent setting decision.”

Media package

Council unanimously agreed administration was to provide the media with agenda packages containing information that is non-confidential only. “This was discussed earlier,” said Mayor Peterson, “and there are lots of councils that do provide a media package.” Council confirmed that it would include the agenda, minutes, some correspondence and reports, however citizens

Marketing cull cows Agri-News Marketing cull cows is an important aspect of a cow-calf operation. Common reasons for culling a cow are that she has either lost her calf or she has been diagnosed open at weaning. Also, cows who have had calving difficulty, whose calves do poorly, or who have a bad disposition could be culled. Other culling factors include physical problems, such as udder or chronic foot trouble. “The benefits of culling cows from a beef herd include higher calf crop percentages and lower health related problems,” said Neil Blue, market specialist, Alberta Agriculture and Rural Development, Vermilion. “Weaning is a logical time to cull unproductive cows since it is the end of a production cycle. For spring calving herds, other appropriate culling times for cows failing to calve or losing their calf are the spring or summer.” At culling time, a decision is made either to sell cull cows immediately, leave them with the herd in anticipation of increased cow prices, or separate and feed them a higher grain diet before sale. That decision is based on such factors as

CLIVE

Water, sewer four per cent increase Lisa Joy

Review Reporter Clive residents will see a four per cent increase in their water, sewer and garbage rates this year, which means only about $5 more every two months on their bills. The increase will go towards a water reserve fund. “I think it’s prudent to put some away,” Carla Kenney, chief administrative officer for the village told council at its regular meeting Jan. 26. “We still have some of the best competitive rates,” she added. Mayor Anita Gillard agreed. “Compared to surrounding communities our rates are extremely reasonable.”

New grader

The village is buying a 2006 used grader from Calgary for $81,500. The money will come from the roads and equipment reserve and roads capital expenditure.

Clarification on potential conflict

In her council report, Coun. Luci Henry read a letter to council that she wrote in her role as president of the Clive Resource Centre (CRCS), which asked the village to release $2,000 in funds. But Mayor Gillard said the request has to be added to the agenda item. In addition, she asked for clarification and information from the Municipal Government Act. “Makes me feel uncomfortable, her voting (as a councillor) and being president (of CRCS),” said Mayor Gillard. “You wrote letter to council and you are part of council. It’s still awkward. Because it’s dealing with money I want to make sure it’s done right,” added Mayor Gillard who pointed out that Coun. Henry is also deputy mayor and has signing authority. Coun. Henry said she may be able to get someone to take over her role as president of CRCS. Earlier this year council voted in favour of investing $126,000 in GIC towards the $286,000 project where the Clive Community Resource partners will purchase the old fire hall catering building in 2016. Renovations are expected to be done by the summer of 2016. It will become the new home for the library, the FCSS, house a coffee room and a community programs room. The partnership includes the Neighborhood Revitalization Association, the Clive Public Library Board, the Neighborhood Place Board, the FCSS and the Village of Clive Council.

CORONATION/STETTLER, AB

Stan loved the farm life Stanley Herbert Seaba was born in Castor, Alberta on July 18, 1929 to Earl and Jean Seaba. Stan was raised and lived his entire life on the Seaba farm, south of Castor. His early years were spent working on the farm and playing ball. He graduated from Sullivan Lake School then continued in his ancestors footsteps as a farmer and rancher. Seaba Stan married Karen Reuteman in 1968 and together they had one son, Earl, born in 1976. Stan loved the farm, the cows, dogs, cats, flowers, birds and the garden. He was an avid auction sale participant and travelled many miles with his good friend Patricia to bring home all kinds of treasures; particularly tables, lamps and all kinds of tin cans. The pride and joy of Stan’s life was his granddaughter Taylor born in 2003. She always brought a sparkle to his eye. Stan passed away on Jan.12, 2015 in Castor at the age of 85 years. Stan was predeceased by his parents Earl and Jean and wife Karen. He is survived by his son Earl, daughter-in-law Tamara, granddaughter Taylor, special friend Patricia Andrews and many friends and neighbours. For the fallen and those that lived to remember Beth Causley

ECA Review

Dave Pennington is a suprising man. Quiet and soft spoken, full of energy and agile, at 93 years old, he’s also an amazing story teller and a wealth of historical information. On Jan. 21 Pennington found an envelope waiting for him at the post office. Inside was a letter from the Hon. Julian Fantino, Minister of Veterans Affairs, a certificate of Recognition from the Hon. Kevin Sorenson and a box containing a commemorative pin for his service during the Second World War. The Certificate of Recognition from Sorenson said that it was a privilege to issue the Certificate as a testament to the fact that “we continue to remember the remarkable sacrifices made by you through your military service to secure the freedom that all citizens of Canada have enjoyed since your victorious efforts.” Pennington joined the war at 20 years old and left to fight in April of 1945. Wounded, he was in hospital for three months in Italy and three months in England. He was released the day before the war ended. “I didn’t think I’d make it but I did,” Pennington said. He went on to say that he was supposed to go home soon after the war ended but was told he would have to wait six months. He was sent to a camp where he was given the job of a fireman, keeping the water hot for showers in the camp. He says “I never told people, my family, what happened in the war. When I talk about the war to kids in school I just tell them funny stories.” Ottawa has asked him to talk about what really happened during the war. “We dug our own graves in Italy, so if we died we’d have a place to be buried. I

didn’t use mine. There were times I wished I had [thinking of] all my buddies that died. They were not just a friend or a brother, they were special, we’d die for each other. Some died for me. They stood in front of me and took a bullet for me.” He said that the friends that were closest all dug their graves close together. He told of taking his buddies that had died to a truck that would take the bodies away. “We’d say a prayer and I’d sing the hymn ‘Beyond the Sunset’.” He spoke of how hard that was since they couldn’t go to see the boys buried. “Tears came into my eyes every time. I didn’t think men could cry but we found out we could,” he recollected tearfully. “I’ve always wanted to go and see my buddies graves in

Italy. Twelve boys died and they were all close buddies.” “People don’t think about the other side of war,” he added. Some of his friends died in his arms and told him that they wanted him to write to their parents. “ I didn’t know where some of them lived so I couldn’t write to them .” “I was just a normal soldier, I never thought I’d be a hero,” he said adding, “I’m really proud to get this.” Pennington was involved in the war for 3 years and 9 months to give us a lifetime of freedoms. Thank you is not enough for the soldiers who fought for us.

Pennington proudly shows off his certificate and pin he received on Jan. 21 from MP Kevin Sorenson and Hon. Julian Fantino, the Minister of Veterans Affairs. ECA Review/ B. Causley

current Class 4 licenses for staff to drive the bus. Buses are also far easier for passenger loading and unloading. The decision of which type to buy will be made in February or March and delivery of the bus will be about four months after that allowing for customization. Once the centre acquires the bus, the vans will be for sale, explained Bissett. Coun. Will Brown asked if the centre was looking at sponsors for the bus to raise money. Bissett explained that their very successful annual auction is able to fund most of the centre’s needs but they may look at the sponsorship option in the future.

Review Reporter Stettler Town Council had an inspiring visit from the Heartland Youth Centre (HYC) delegation at the Jan. 20 council meeting. Heartland Youth Centre Executive Director Winnie Bissett and youth representatives Keirsten Docherty and Gage Bolstad impressed council and those in the gallery with their presentation. Bissett first gave a report of the HYC’s 2015 budget, which includes the purchase of a new bus to replace two 15 passenger vans the centre now operates. According to Bissett, the passenger vans are being phased out across the province by organizations due to safety concerns. The centre can purchase a bus with up to 24 seats and still only require the

An agent appearing on his behalf said Byrt is paralyzed from the shooting and is undergoing treatment. He is charged with possession of illegal drugs, driving while prohibited, driving an uninsured vehicle, possession of stolen property and breaching his release conditions. Byrt is set to reappear in court Feb. 5 to answer to those charges.

Review Reporter A man and woman charged in connection with a shooting in Stettler appeared in court Jan. 22 and remain in custody. Darren James Bauer, 33, of no fixed address, appeared in Red Deer provincial court Jan. 22 charged with attempted murder after it is alleged he used a .45 calibre pistol and a 12-gauge shotgun to shoot David Nelson Byrt, 37, after a traffic collision between the two men on Dec. 31 in Stettler. Bauer is also charged with possessing a restricted and prohibited weapon while prohibited, possession of stolen property over $5,000, dangerous driving, possession of a weapon for the purpose of committing an offence, careless use of a firearm, driving while unauthorized, possession of drugs for the purpose of trafficking and discharging a firearm with intent to injure. Kathleen Sherry Cooper, 25, was also arrested and charged with possession of stolen property over $5,000 and breach of recognizance. She was arrested on nine outstanding warrants. She too appeared in court Jan. 22. Cooper pleaded not guilty to all charges, elected to be tried by judge and jury and reappears in Red Deer provincial court Feb. 5 to set a trial date. Flipping over the idea

A gymnastics program may be available in Stettler in the near future according to Coun. Karen Sernecky. Sernecky has been diligently working for the past four months on finding a location and a coach for the program. A five member committee has been formed and application sent in to the government for non profit status, giving the committee the ability to apply for grants. Sernecky explained that the most difficult part of establishing the club has been finding a coach. The committee has decided to find a location first and then move in equipment to be ready once a coach is on board.

Hanna town council increases utility rates for 2015 At the Jan. 13 regular Hanna town council meeting Sergeant Landreville introduced Brendan Thompson, originally from Kingston, Ontario who joined the Hanna detachment in Nov. of 2014. Landreville spoke of the RCMP’s crime reduction goal which involves the close monitoring of several individuals living in the area who are either on probation or “other reporting conditions” following their arrests. While he couldn’t go into detail about it on the night of the meeting, he did say that the RCMP would be putting out information on social media but unsure of the date they would be doing so. While contributing to safer roads, the Hanna RCMP in conjunction with Youngstown and Special Area’s councils have to-date charged 13 people with impaired driving and 11 for dangerous driving.

Scams

Contributing to community safety, the detachment has completed three scam presentations. “The scams are getting more and more sophisticated,” said Landreville so they will be continuing to give presentations.

Victim Services

In the quarterly report Landreville highlighted that the acceptance of assistance from victim services has increased

88.9 per cent saying, “We’ve done things a little differently. Instead of asking them (victims of crime) if they want the Victim Services Unit (VSU) to contact them, we are saying ‘VSU will be calling you’.” “I think sometimes, depending on what happens…people don’t see themselves as victims. Now there is also a financial aspect to it. Victims can get financial aid and there is someone in the department that they can speak with for information. Family violence investigations are down even though crime against persons are up.

Utility rates

Council approved a policy to establish rates and charges effective Jan.1, 2015. A minimum utility bill for water, sewer and solid waste was set at $116 per billing. The fixed operating charge has been increased from $30 to $40 and sewer charge from $20-30 per billing period. The one thing that changed and was now confirmed by Neill is that Henry Krueger water commission has reduced their plant expenditure they had initially in their projection had looked at charging a cubic meter rate of $2.47 cents from $2.14. “Some of the municipalities thought that was too much of an increase at once so they spread out the last three years at eight per cent each year,” explained Neill. That dropped it to $2.32. The town had been charging $2.30. Neill said that the council still gets challenged on the policy that all properties

will pay the fixed costs even if they are vacant. If individuals would like to voice their concern Neill advises they write a letter with their concerns. “A lot of people really struggle with the fact that they have their water turned off at the property line, why are they paying the fixed cost” said Neill. There is a cost to operate the entire system and whether you are accessing it past your property line or not, it still is keeping the system in shape and operating for when people need to access it. “It’s something that council might want to revisit ” says Neill. “We still need to

capture the same amount of dollars. Basically what that means is that people who are active users of the system would be picking up those cost for those who aren’t using the system. “Whether that’s fair or not I guess we need to look at that.” Neil went on
