New sergeant values community interaction John MacNeil

Review Reporter Considering his Regina roots, Sgt. Darcy McGunigal might have been steered toward a policing career because the Saskatchewan capital is home of the national RCMP training academy. “You’d think it was that, but no,” said McGunigal, the new commander of the Coronation RCMP detachment. In reality, McGunigal was attracted to policing in his early 20s during a threeyear job with the city of Regina. He worked in a central storage warehouse that housed equipment for the city’s fire department and police service. “Members of the Regina Police Service, if they were new recruits, or if they were coming in for replacement kits, we stored their shirts, their pants (and) their belts, everything but the gun,” said McGunigal, now 35. “So I got to really encounter a lot of them. I suppose you could say that probably got me interested in (police work).” Just a couple of weeks into his Coronation post, McGunigal has been a police officer for the past 12 years, most recently as the corporal in charge of policing operations at the Beaumont detachment. Before then, he was the district commander in Kitscoty on a secondment that lasted less than a year. “That was a town that was very similar in size to what you might see here in Castor or Coronation; a town of slightly under 1,000 people,” McGunigal said. “And the detachment was also about the same size. I got to really figure out what I truly enjoyed in policing, and it was a big part of my decision to come here. I really, really enjoyed that side of it. “I was a corporal in (the) Lloydminster detachment for over four years. I did a couple of different roles there, actually. I spent most of my time there as a corporal on a watch-commander system, 24-hour larger-city policing, just kind of supervising the shifts of anywhere between six and 10 police officers on the road, with me kind of directing all of them. Prior to that, I was a constable in Lloydminster city, where I was actually one of the guys on the front line, on the streets all night, doing that work. Prior to that, I was a constable in Saskatchewan, in Warman and Martensville, where I did a lot more probably mid-size towns, 5,000 to 10,000 populations. A lot of rural policing, too. A lot of rural municipalities.” Well-grounded in rural policing, McGunigal believes the RCMP’s connection with the community is integral for both parties. It’s a two-way street — from highways, range roads and township roads to schools and community halls and arenas. “We see ourselves as an important part of the community, and this is our chance to show it,” McGunigal said June 20, fresh off participating in Castor’s inaugural Walk a Mile in Her Shoes, a fundraiser fighting abuse of women and children. “Positive community interaction is really at the core of what we do. It’s such a huge part of policing. It really starts with participating in community events like this one today. It’s our absolute pleasure to take advantage of those opportunities.” Along with the other walkers, McGunigal wore high-heel shoes as he walked down main street, just past the Coronation detachment’s satellite office in Castor. He hopes such community involvement is a hallmark of his tenure in the County of Paintearth. “I think I can speak for all of us at the (Coronation) detachment when I say I think we’d like to be remembered for the contributions that we make to the community, rather than just the traditional emergency responder role, which is important, but I think that’s a real special thing to be known by and remembered by,” he said. During his first week on his new job, McGunigal was overwhelmed with the public support after the shooting deaths of

three RCMP officers in Moncton. He wrote a letter to the Review expressing the local detachment’s thanks for the outpouring of gratitude and sympathy. McGunigal and wife Stephanie — his partner since before he became a police officer — have two sons, ages 2 and 4. The Coronation detachment

consists of five police officers, along with a couple of civilian staff members. “We also host an office for our regional victim services,” McGunigal said. “We cover an area that includes the County of Paintearth and all the municipalities within it, so Castor, Coronation and the smaller municipalities.” McGunigal takes over from

retired Sgt. Colm Fitz-Gerald, now a peace officer with the

County of Paintearth.

Hanna Museum grounds include a reminiscent main street Submitted The Hanna Museum is ramping up for a new summer season and changes are afoot. We’re sad to announce that the faithful members of the former board, led by George Patzer, have retired after many years of service. We wish them all well in their future endeavours. The Hanna and District Historical Society is excited to announce a new board and a renewed interest in the museum. At the May 6 annual general meeting, a new executive was formed and we now have more than 30 members. The officers are as follows: president Sheila Taylor, vice-president John Kaster, secretary Karen Gordon, treasurer Karen Barker, curator Sheldon Morgan and head archivist Ruth Karg. It has been a steep learning curve for the new people, but we are ready to tackle the summer season and hope to welcome

many visitors from near and far. While the single admission rates remain the same, we’re introducing family rates and season passes for those people who might want to come often and do a building at a time. We also plan on having the coffee pot on and encourage our seniors to come and spend an hour or two to share their stories with our visitors. It’s our hope to make the museum a meeting place, with lots of enthusiastic activity. Probably the most exciting thing to happen is we have joined the 21st Century and now have a Facebook page. Follow us at “Hanna Museum” to see what’s happening. The flowers are planted, a cleanup bee planned and the is doors open June 28 daily through July and August. Come and meet our summer students, Sadie and Ryan. They’re excited to show you around.

‘Alienating the very people whose ... support gave it life’ Dear Editor, The worst thing that can possibly happen to a new, struggling political party is for it to become introspective. The danger lies in that the party will begin to turn on itself, seeing an enemy behind every tree, and a traitor in every dissident. It will become exclusionary and paranoid, alienating the very people whose initial support gave it life, and virtually closing itself to any seekin g refuge. Rules are made, and motions passed, all toward rooting out the perceived enemy and quieting the dissident voice. The once open, welcoming, free-thinking party, which valued above all, honesty, freedom, integrity, and grassroots democracy, will have become exclusionary and nothing more than a cabal of frightened, shortsighted schemers. When it reaches this point, it will begin to lose the support of those who first sought it out, as a place of free exchange of ideas, of shared values, of freedom to speak as one thought, unencumbered by overly restrictive rules; as the last bastion of conservatism. The executive council of the Wildrose

Party is taking the party to places it was never meant to be taken. Last Wednesday (June 18), I and two other members from Drumheller were voted off the board of the Drumheller/Stettler Wildrose Constituency Association. Our crime? We refused to sign a confidentiality agreement. I have sat on numerous boards, on the federal Reform Party board for this constituency, served two terms on city and town councils, and never have I been asked to sign a confidentiality agreement. The PCs ask for no such thing from their board members. I can tell you, it came as a rude shock to find something like this in a party that supposedly prides itself on a democratic, member-driven philosophy.

The two other members and I were duly elected by the members at the annual general meeting, and to be expelled simply for refusing to sign a document that no board member ever voted on, is hard to believe. As I said, the party is being taken in a direction I never expected for it to be taken. Drumheller now has no representation on the board that bears its name, Drumheller/Stettler constituency. Can this possibly be good for the constituency, for the MLA, for the party? With this type of thinking, I fear for the future of the party. Chip Aiello, ex-member of the board, Drumheller/Stettler Wildrose Constituency Association

Alix Wagon HOME & GARDEN Wheel Museum gains grant Submitted The Red Deer and District Community Foundation has granted Alix Wagon Wheel Museum Association $750 for its Aug. 16 Skills from the Past 40th anniversary project. The support allows the presentation of live demonstrations of pioneer-era skills at no charge to the public. Forty years ago, there was a small museum collection that began in the basement of the Drop-In Centre. Then, the former Alix Pool Hall was purchased. Major renovations have been carried out over the years, and now operating is a recognized museum that meets Alberta Museum Association standards. Today’s museums are increasingly working toward preserving “intangible cultural artifacts.” That includes demonstrating and recording the demonstration of skills, music, dance, crafts, stories and the like. The anniversary project is to be recorded and thus the demonstration can be more widely shared. The Red Deer and Community Foundation is committed to growing a legacy for charities. It’s the only local charity focused on creating and building permanent endowments that serve the Central Alberta community. It has a 360-degree-granting philosophy that caters to all sectors — from arts and culture to the environment, seniors, community development and education.

Net wrap potentially a hazard for cattle AgriNews While there are advantages to using net wrap versus twine when making bales, net wrap can potentially be a hazard. “Bales made with net wrap tend to shed rain better than those made with twine,” says Barry Yaremcio, beef and forage specialist, Alberta Ag-Info Centre, Stettler. “It’ s been reported that bales stored outdoors unprotected from the weather can have eight per cent less shrink or dry matter loss over the first year of storage when they are made with net wrap compared to twine. “The time required to ‘tie’ 2,500 bales with twine could be more than 35 hours

longer as compared to net wrap, but the cost of the net wrap could be $1,500 more than the twine,” says Yaremcio. A good calculator to estimate costs can be found here. There are also potential downsides to using net wrap when feeding or bedding cattle. “In the June 5th edition of the Western Producer, an article written by Dr. John Campbell from the Western College of Veterinary Medicine in Saskatoon discusses potential problems and hazard of cows consuming net wrap and twine,” explains Yaremcio. “The article looks at cow deaths that occurred on a

Saskatchewan farm but this situation could easily occur on any farm that uses net wrap or plastic twine.” In the article, Dr. Campbell indicates that the deaths occurred on a well-managed farm. The cows that died were in good condition and close to the start of the calving season. No symptoms of ill health were noted prior to the sudden deaths. The article says that then the dead cows were evaluated visually, the rumen appeared to be very large. After the postmortem was done, the rumen was found to be full of feed and a “large mass of bale net wrap that appeared to have obstructed the outflow of the rumen.” Dr. Campbell surmises that the pressure from a full rumen and the cow being near calving resulted in severe pressure being put on the lungs, restricting the ability to breathe. As a result, the animals suffocated to death. “In this case, the bales were delivered to the feeding area by bale processor,” says Yaremcio. “The processor did not tear apart the net wrap adequately to allow the plastic to flow through the cows’

digestive system without problems.” This situation was the most severe case reported as it involved dead animals. Less severe cases can also occur where the twine or net wrap trapped in the rumen can potentially reduce voluntary feed intake without the person doing the feeding noticing any problems. “With the cold hard winter last year, body condition of many cows was less than ideal,” says Yaremcio. “Was the drop in condition due to the weather or was it partly due to the cows not able to eat as much feed as normal because of plastic taking up space in the rumen?” With haying season just around the corner, the question is whether or not to use net wrap this year. “Does one make the hay as quickly as possible using net wrap and then worry about feeding later?” asks Yaremcio. “If a bale shredder is used and the concern of net wrap staying in the rumen is bothersome, what is an efficient way to remove plastic twine or net wrap from the bales prior to feeding?”

It’s time to protect property rights again. Recent legislation has disrupted the crucial balance that has protected the fundamental property rights of Alberta’s farmers and ranchers. 14064CP0 For the good of private property owners, for the good of our industries and for the good of all Albertans, this balance must be restored.

If elected, I will introduce a bill to affirm the vital importance of private property rights, the right to be heard and the right to fair and full compensation.

‘A goal of getting rid of us’ Cont’d from Pg 8 They have already evicted foresters and ranchers in the U.S.. Currently, the Greater Sage Grouse is an issue in Southern Alberta. In most cases, the land that has been taken out of production is dying. Once healthy forests unharvested are building up dead fall to the point where uncontrollable fires are inevitable. Roads are being blocked, Dams (900) in the U.S. have been removed. These fires will be extremely hot and impossible to control. There is concern that the soil may even be so damaged that regrowth will be limited and erosion a problem. Similar situation with the cattle range desertifying with the removal of grazing animals. Sustainability is the buzz word in politics these days. I saw a recent article where the past chairman of Alberta Beef Producers was commenting on how McDonald’s new sustainability campaign will be beneficial to the beef industry. I think we sure need to be aware that not all the players in the sustainability game have the same definition of sustainability. Many of the major players have a goal of getting rid of us. Earlier this spring, one of Ouellette’s former Regina teammates, St. Albert forward Colten Mayor of the AJHL’s Whitecourt Wolverines, also committed to Western. Mayor played with three WHL teams — the Pats, the Calgary Hitmen and the Red Deer Rebels — before netting 31

It was a 300M and the best car he’s ever owned. “Never missed a beat,” says Ed. “and still going strong.” After a life of working in the oil patch and driving trucks, Ed decided to take it a little easier. All those jangled miles on the road were taking a toll on his lower back. New principal at Botha School Mike Flieger has been appointed as the new principal of Botha School. Flieger is currently the principal at Athabasca Delta Community School, which covers kindergarten to Grade 12. He began his teaching career in 2007 at Buffalo River School and has been at Athabasca Delta since 2008, first as a teacher and moving to administration in 2011. Within Northland School Division, Flieger has worked toward supporting increased inquiry/project-based learning,

and has been successful in helping create locally developed curriculum and other programming that aims to increasingly engage students. He believes that learning should be exciting for all students and does his best to make that happen. Flieger has been active in supporting extracurricular activities such as graduation, sports and intramurals. He’s also active in the community and sits or has sat on volunteer boards that seek to support youth. He’s pursuing a master’s degree in school improvement and leadership from

the University of Alberta. John Bailey, superintendent of the Clearview School Division, said Flieger’s credentials made him a solid choice for the Botha job. “Mike was selected as the new principal of Botha based on his excellent teaching and administration record and the strength of his interview,” Bailey said in a news release. “I’m very happy to have the chance to work with Clearview Public Schools, and particularly with the community of

Submitted by Susan Campbell On June 16, awards were presented to students at Hughenden Public School. All coaches were recognized, because a lot of time and dedication goes into coaching. Recognition was also given to those parents who take time out of their busy schedules to drive our athletes to events, whether we hosted or were forced to travel, as the school doesn’t provide transportation.
