Clearview budgets for deficit Lisa Joy

Review Reporter Faced with declining enrolment, less government funding and increased costs, the Clearview Public Schools board passed its $32.9 million 2014-15 operating budget with a $661,000 deficit. The board will make up the shortfall for its preliminary spring budget from its reserves, which means an 8.3 per cent reduction in reserves leaving $7.3 million. “We are getting to a very close point where we won’t have any money to continue these deficits,” said Peter Neale, the school division’s associate superintendent at the board’s regular meeting May 8. The division projects its schools will see a 2.7 per cent decline in students for 201415. The decrease will see the student-to-teacher ratio go from 16.1 to 16.4. This translates into a decrease of 5.9 full-time equivalent (FTE) teachers. The province’s formula for mitigation funding means about $275,000 in less government funding, Neale told trustees. “Unfortunately, the tool they are using hasn’t been updated and projections they are showing shows a very static level of enrolment. “The government’s projections say we will be the same this year but our projects show a 2.7 per cent decrease.” Neale said the division will submit the information to the government when they send in their budget. “That is something that is impacting us. I would like them to use the actual

enrolment projections instead of projected enrolment.” If the government’s formula was accurate Neale said it would “have gone a long way to maintain two to two and half teachers or provide additional funding to schools.” Teachers will get a 1.34 per cent increase in salaries, which will cost the division about $172,000 but the division will receive a grant to cover the cost. Support staff will be maintained at current levels for 11.7 students per support staff. But there will be two FTE cut from transportation and .6 FTE from maintenance. Maintenance and transportation will have a combined $276,000 structural deficit because of increases in insurance and fuel costs and a reduction in government funding. If the trend of less funding and increased costs continues the board may be faced with reduction in services to students such as less staffing, centralizing support services and an inability to maintain bus routes and school facilities. Still, the division is providing students with quality education, said Trustee Karen Holloway. “This isn’t pretty and we knew it wasn’t going to be but we have maintained things at a level that our declining enrolment didn’t really support over the last few years. We’ve been able to maintain a really good education system and I think we still will, it will just be a little difficult the next couple of years.”

Clearview Public Schools board passed its 2014-15 capital plan and will ask the government for about $12.1 million in funding for needed projects. request to move forward with developing a new logo and branding. An ad hoc committee will be created and two trustees, Staci Gerlitz and Cheri Neitz, will sit on it to make recommendations on the logo. The current logo needs a redesign because it’s too complex and difficult to reproduce with new media and when ordering new supplies, said Peter Neale, associate superintendent. “It’s very difficult to reproduce and does cost us a little bit of money.”

Grab your boarding pass for White Star Line’s unsinkable and luxurious R.M.S. Titanic’s maiden voyage and set sail from Southampton, England for New York. It’s April 10, 1912 and just four days before the unthinkable will happen – the “millionaire’s ship” strikes an iceberg at 11:40 p.m. on April 14 and sinks. Canada’s involvement in the tragedy is something Grade 7 student Abby Peterson wanted to highlight and it won her the Hugh Dempsey Award at the Central Alberta Regional Heritage School Fair held in Lacombe at the Lacombe Memorial Centre May 10. “The Canadian role in the disaster wasn’t really recognized that much so I thought I should bring more attention to it,” said Peterson who is from Rocky Mountain House. Three prominent Canadian businessmen perished on the Titanic as well as Charles Melville Hayes who was the prime architect of the Canadian railway. Halifax, Nova Scotia, being the nearest major port, responded to the disaster. There are 150 Titanic victims buried at the Fairview Lawn Cemetery in Halifax and the Maritime Museum of the Atlantic houses wooden Titanic artifacts. The fair, which was sponsored by The Historical Society of Alberta, showcased history projects giving Grade 4 to Grade 8 students a chance to explore Canadian heritage. Several communities were represented including Clive, Rocky Mountain House, Eckville, Lacombe and Ponoka. A project by Blair Ross, a Lacombe student, and Arianna Kokas of Ponoka, examined the impact of residential schools in Canada. “My family went to Grouard so I heard a lot about it,” said Ross. “I wish they would have shut them down sooner.” Kokas never heard of residential schools before she started the project. “It was very sad,” she said. “I didn’t think there could be something that bad. I’m just glad they shut them down.” Grade 6 Lacombe student Victoria Phelps was inspired to illustrate the 1918-19 Spanish Flu epidemic in Canada after a friend gave her the book “If I Die Before I Wake.” Heritage groups Fort Ostell Museum from Ponoka, Norwegian Laft Hus from Red Deer, Markerville Creamery from the Hamlet of Markerville and Lacombe museums also set up booths showcasing their unique history. There are five fairs held regularly across Alberta in Calgary, Edmonton, Lethbridge, Grand Prairie and Red Deer. Talbot Sharp Edges holds Achievement Day by Harden Regnier Club reporter Public Speaking competition was held in January with Sara Thatch taking first in seniors, Miranda Peterson first in intermediate and Hayden Regnier, first in juniors. February was a cooking month and it was hosted by Kylie Walsh. Besides the meeting we learned how to make new dishes to taste test. Hayden Regnier hosted the March meeting. It was craft month so we volunteered to

help the Hospital Auxilians make Easter tray favours for the residents. It was a lot of fun!! For our year end wrap-up we travelled to Red Deer to the Cooking Room. We invited some potential members to come and spend the day with us and enjoy our club. At the Cooking Room we were divided up into groups to prepare and cook our food for our lunch. It was a great time and the food was delicious! After lunch we went to the

We started the morning by sewing curtains for the 4-H Beef Club and then we set up our displays to be judged. Seduced by power Brenda Schimke

ECA Review Journalist Democracy is a very fragile institution. Recent happenings in Ukraine and Russia highlight that holding free elections does not alone make a democracy. Democracy to be effective needs many checks and balances. In Canada power is divided between the elected House of Commons, the appointed Senate, the judiciary and the provinces. Harper and many Canadians want to change the Senate or eliminate it. But all changes require negotiations and agreement among the Prime Minister and at least seven Premiers representing 75 per cent of the population. Harper has tried to circumvent the constitution by going straight to the Supreme Court asking them to approve his recommendations for Senate change. The Justices, of course, told the government, “go away and negotiate with the premiers”. Harper then tried to alter the makeup of the Supreme Court by appointing an unqualified person to hold a Quebec seat. The Justices unanimously, and not surprisingly, told him to “go away and abide by the Constitutional guidelines”. But rather than negotiating with the premiers, Harper ignores them and refuses to meet with them. Rather than finding a suitable candidate,

Harper launches a personal attack on the character of the Chief Justice of the Supreme Court of Canada, Beverley McLachlin. The Supreme Court, thank goodness, bases their decisions on law, not on Prime Ministers’ wants. Since Quebec operates under civil law versus common law, there are specific qualifications necessary to be a Quebec appointee. The separation of power between the House of Commons, Senate, Supreme Court and provinces may be very frustrating at times, but Canada’s institutions, flaws and all, represent one of the strongest democracies on this planet. No one person, including the Prime Minister has Putin-like power, nor should we want them to have. Even if we think Stephen Harper is the best Prime Minister ever, tomorrow it could be Thomas Mulcair or even Justin Trudeau! My dream jobs were to be a dictator or be a talk-show host like Dave Rutherford who could hang up on anyone who disagreed with him. Alas, Rutherford gets fired and dictators get deposed all the time. I learned eventually nobody is all powerful or always right! Harper’s blatant attempts to undermine the Senate, the Supreme Court and the provinces are likely not corrupt or sinister, but are simply the signs of yet another political leader seduced by power.

Guiders diminish local enjoyment Dear Editor, The ducks and geese are returning to the Prairies now and as waterfowlers, we look forward to this time of year. However, the prospects of enjoying the fall hunting season are diminishing year by year as the competition from guided (mostly American) hunters increases. We believe this competition is one of the reasons why mentors are reluctant to take young hunters into the field, so difficult is it now to obtain shoots. And without young hunters, the legacy of waterfowling that we would like to pass on to future generations will die. The huge increase in guiding has made it very difficult for the average hunter to take his son, grandson, or neighbour’s kid out hunting because, in the limited time available, shoots are nearly impossible to come by. Many of the hunts booked by

outfitters are not even shot because the bird numbers do not build up to fulfill an outfitter’s desire for a limit shoot for his clients. This same shoot would have been perfect for a father with his son before school or on a Saturday morning. In our opinion, bird outfitters who tie up the land base are contributing in a major way to the decline in hunter numbers, so evident in the licence sales over the past decade. The outfitting industry will claim it brings money into the economy and supplies jobs to locals but all reports show that it is the resident sportsmen who bring the most money into the local economy. We recall many a small Alberta town bar in days past, full of non-guided Canadian hunters staying in the hotel, eating and drinking, and spending money in the local Turn to Permission, Pg 7 economy.

One way or another, voters will force Senate reform by Gregory Thomas, Federal Director, Canadian Taxpayers Federation This commentary first appeared in the Calgary Herald Standing in the vast foyer of the Supreme Court of Canada after the judgment on the Senate reference was made public, former Liberal leader Stephane Dion demonstrated, once again, the legendary tone-deafness to the electorate that ushered him into electoral obscurity in 2008. To listen to Dion, the millions of Canadians demanding action on Senate reform should simply shut up: the Supreme Court has spoken. Forget about electing or abolishing the shameful bordello of back-scratching, he suggested. Instead, we need to accept an unelected and unaccountable upper house, recommended perhaps by a panel of academics and jurists — graduates all, no doubt, of the best schools, the product of the best families. Dion hailed current Liberal Leader Justin Trudeau’s initiative in expelling senators from the Liberal caucus. He suggested that Prime Minister Harper follow Trudeau’s example — thus eliminating

any elected authority over the senators who vote yes or no on every decision of the House of Commons. On the Senate’s many deficiencies — the corruption, the criminality, the expensepadding, the partisanship — Dion was silent. On the ongoing Liberal party activism of the senators expelled from the Liberal caucus, their fundraising, their organizing, their attacks on the Conservative government, Dion had nothing to say. On the bizarre composition of the upper house — substantially unrevised in 150 years — Dion had nothing to say: that 7.5 million Canadians living in B.C. and Alberta get 12 votes in the Senate, while seven million Quebecers get 24, and two million Atlantic Canadians get 30 — well folks, that’s just how it goes in Canada, according to Dion and his leader. The Canadian Taxpayers Federation has campaigned actively for a national referendum on abolishing the Senate over the past year. Eighty-two per cent of our supporters in a 2013 survey favoured a national referendum, while 65 per cent supported abolition outright. In the three days following the court’s

Canadians are demanding an end to the corruption, the entitlement and the featherbedding so synonymous with the Senate. Savvy politicians, starting with official Opposition Leader Tom Mulcair, popular cabinet minister Maxime Bernier and Saskatchewan’s Brad Wall, the nation’s most popular premier, know a winning issue when they see one. Canadians want a vote on getting rid of the Senate. They’ll vote for politicians who respect democracy as much as they respect the courts. If Harper and Trudeau ignore the Senate, they do so at their peril.

The Senate is a national disgrace, with one former senator just completing a jail sentence for fraud on the taxpayers, two more facing criminal charges, two more under RCMP investigation, and the rest anxiously awaiting the outcome of a forensic investigation led by a battalion of accountants from the auditor general’s office. With an election coming in 12 to 18 months, the Senate is a dirty word in the Conservative war room. And it’s a word we’ll be hearing lots between now and the election, as the RCMP, the auditor general and the director of public prosecutions do their thing. Meanwhile, the federal finance department recently reported a $5.1-billion surplus, just for the month of February — the biggest monthly surplus since the 2008 financial meltdown. ECA Review Reporter • Town of Stettler council, at its May 6 regular meeting, approved up to $150,000 to crush concrete and asphalt at the town’s transfer station and increased the disposal fees by $15 for a pick-up truck load and $70 for a tandem axle dump trailer. The town is the largest contributor to the site because of road construction but has collected $36,000 in revenue from concrete disposal fees. • The 2014 sidewalk replacement tender for $125,000 was awarded to J. Branco and Sons Concrete. Sidewalk inspections will be done in May and a list of required replacements developed without going over budget. • A $1.8 million road rehabilitation tender to Metro Paving and Roadbuilding was approved. Included in the upcoming sidewalk work are 47 Street, 48 Street and 45 Avenue. The downtown park came in over budget so the relocation of bollards and planters were removed from the project. An additional $24,000 was approved for the roadwork portion of the downtown park. • Council approved Jewal Investment’s application to subdivide two highway commercial parcels at 5402 – 51 Avenue. The agreement stipulates that the developer has to design parking so that vehicles don’t back onto 51 Avenue (Highway 56). Town of Stettler’s Planning and Development Officer Leann Graham said there’s already a building on the new west

Request that he implements regulations to curtail the number of days an outfitter can operate in the field. This could be done through restricting the seasons for non-resident alien hunters (as both Saskatchewan and Manitoba do), allocating a finite number of “hunter days” to each outfitter or using tags or punch cards to account for the birds that are shot. At the end of the meeting Mayor Dick Richards commended Soutenberg and the entire town council gave him a standing ovation and applause.

providing daily themed activities and an optional weekly field trip. The society lost $26,250 in annual funding this year from the province that they’ve relied on and need to make up the shortfall. The Quality Funding Grant helped offset costs for buying toys, equipment and resources for their accredited programs to help meet standards of excellence. Now they have to maintain high standards without the grant after the province cut it to all centres. “It’s a hard balance to maintain,” said Satre. “It’s definitely a juggling act.” The not-for-profit group needs community support for everything from volunteers, board members and those who can help with maintenance and upgrading

the playground areas, to financial support. Satre said community support is critical to stay afloat. “We don’t want people to assume that we will always be around.” The child care centre aims at keeping child care costs down and affordable for all families. Councillor Malcom Fischer suggested the group also attempt to access funds from the Red Deer Foundation. The town helped the Stettler Regional Child Care Centre with its original mortgage in 1999 – 2000 and the group repaid the loan ahead of schedule. Coronation RCMP expecting arrival of new Commanding Officer Coronation RCMP currently has four active members. There will be a new commanding officer expected to arrive this year. Coronation RCMP currently attends Coronation School to deliver the D.A.R.E Program to Grade 6 students. The D.A.R.E. program teaches students good decision-making skills to help them lead safe and responsible lives. The overall goal of the Dare program is to significantly reduce/eliminate the use of alcohol, tobacco and other drugs and the use of violent behaviour by young people. The D.A.R.E. program has been in the community for a long time and has always had a positive response from students, parents and school staff. When community members were asked what current issues they have, a large

amount of response’s are concerns with youth. Some responses were impaired driving and break and enters. There are concerns such as underage drinking, careless driving and drug use. With the grad season upon us, Coronation RCMP are targeting impaired drivers and underage drinking. Always plan a safe ride home. We often patrol or do a walk-through of local bars or events with liquor to remind people that drinking and driving is against the law. There are a large number of underage drinkers that are able to obtain alcohol from either friends of age or even parents. This is a direct violation of Section 87(2) of the Gaming and Liquor Act. Unlawfully selling/attempting to sell/giving liquor to minors. Underage drinking is violation of Section 87(1) of the Gaming and Liquor

Act. Minor purchasing/obtaining/possessing/consuming or attempting to purchase or obtain liquor. We would like to thank the representatives from the grade 12 class for informing us of their plans for SAFE Grad. Coronation RCMP is also targeting vehicle equipment regulations. Violations such as window tint, excessive exhaust noise and general violations not complying with regulation. Wearing a seatbelt is the law and it has proven to save lives. Coronation RCMP will be targeting seat belts as we see there are people not always buckling up. So what has Coronation RCMP been doing? The following are some of the calls or self-generated files Coronation RCMP have responded to so far this year some of

which are still under investigation including six non-fatal injury traffic collision, one fatal collision, 61 property damage traffic collisions and 35 moving traffic violations. Nine liquor acts, four impaired while operating a motor vehicle and seven for disturbing of the peace and seven mischief calls. Five fraud for $5000 or less, seven abandoned vehicles, 13 suspicous person/ vehicle/property and 11 animal calls. There were 13 false alarms or abandoned 911 calls, and nine seatbelt violations. Many other calls included trafficking, assaults, thefts, break and enters, abandoned vehicles, mental health act, child welfare, firearms and 97 index checks.

Paintearth discusses parade Katie Davis

News Reporter The County of Paintearth reiterated their intention to participate in the Castor and Coronation Rodeo parades at their regular meeting on Tuesday, May 6. They noted they would be entering the parade with their regional float, which included banners outlining partnerships the County engages in.

Budget approval

A 25 per cent change to funding to the Family and Community Support Services (FCSS) from the County Operating Budget was approved by Council. Though the amount the County donates is presently regulated, this over-and-above budgetary consideration would amount to $8,000 total, or $4,000 for the Castor and Coronation branches respectively, to be used on programming. Reeve George Glazier discussed his attendance at the FCSS Central Zone meeting and noted that the County was the only municipality that didn’t show on the FCSS funding stream. It was noted that many municipalities’ contributions went strictly to programming and the County agreed they would be inclined to support this theme as well.

Council discussed at some length that with the increased use of these the FCSS by the public, in tandem with the gradual removal of funding from the Government for these programs, monetary contributions of any sort were deemed necessary. It was noted that Coronation had expressed an interest in having a grievance counselling group set up. Teen and child programming was also deemed a programming asset, including mentoring initiatives.

The Prairie Land Regional Division accepted the staff allocations for the 20142015 draft budget at their regular meeting on Thursday, May 1. Due to declining enrolment in Altario, Berry Creek, Youngstown, Consort and J.C. Charyk schools, a reduction of teaching staff was approved. County decided to appeal to the Paintearth Economic Partnership Society (PEPS) board regular meeting in June regarding a request for support with the 19th Annual Halkirk Bullarama. The Halkirk Elks sent a letter asking for County support. The letter outlined the risk of the annual event not continuing due to a myriad of reasons, including lack of adequate finances. It was discussed that the Bullarama was an event that encouraged people to come to the community and would be a worthy cause to support. As PEPS supports rural initiatives, it was decided that they could likely pick up the funding as a promotional tool, thus the item was tabled until it was run by the PEPS board.

Was happiest when she was busy Rose Griffith Black was born to Harry and Mabel Black on August 12, 1911 at their home in the Puffer District. It took a while for her birth to be registered, and somehow in the process, the date changed to August 11. So she always had her choice of birthdays, her real one and the official one! Her favourite birthday may have been her 90th, when she threw herself two parties for her family, friends and neighbours. She said “I want to have a party that I get to attend, ‘cause I’m not going to be there for my funeral!” Rose grew up in the Brownfield area, one of 13 children. In 1937, Polege she married Walter Polege and together they had five children: Stanley, Robert, Betty, Henry and Hellen. Her years on the farm were full of gardens and meals, of church and quilts and knitting– she was happiest when she was busy and had the chance to help someone. She loved to read and trying new

adventures – including hot air balloons and helicopters! Her faith was an integral part of her life and she was a lifelong member of the Fairfield (Brownfield) Baptist Church. She and Walter were blessed by 13 grandchildren and 26 great grandchildren. After Walter passed away in 1983, she moved into Coronation, and eventually to Stettler and then Calgary for her final years. She passed away peacefully on May 8, 2014 at the age of 102 years. She is survived by her loving children Betty Polege, Henry Polege and Hellen Edgar; her daughter-in-law Liz, her sister Dorothy Lake, sisters-in-law Mary Black and Doris Black, 13 grandchildren and 26 great grandchildren. She was predeceased by her parents, her husband, Walter, her sons Stanley and Robert, daughters-in-law Mae and Jean, and 11 of her brothers and sisters.

As a family we are grateful for the love and acceptance she gave to each of us and we value the example that she set. Thank you to each one who has come to honour her today. Funeral services to celebrate Rose’s life took place at the Brownfield Baptist Church on Tuesday, May 13, 2014 at 2 p.m.with Pastor Al Richardson officiating. The interment took place earlier that day at the Fairfield Cemetery where Rose was laid to rest with her husband Walter. As an expression of sympathy and in loving memory of Rose, memorial contributions may be made to the Fairfield Cemetery or to a charity of your choice in care of Coronation Funeral Home P.O. We have many memories of camping together with the Howe family for their annual reunion. It was important to Bill to be a part of these family gatherings. Bill was the guy that could fix anything and had the patience to re-finish things to make them look new again. Bill leaves to mourn his loving wife Mickey; sons Jason (Lisa) and Clinton (Tina); grandchildren: Hailey, Maddox and Kennedy; his sisters: Darlene Reykdal of Red Deer, Marjorie Sorensen of Hanna and Dorothy Evers of North Bay, Ontario. He was predeceased by his parents Anthony and Edith; parents-in-law Albert and Mildred Elhard; brothers: Donald and Robert (Bob) and brothers-in-law Bill Sorensen and David Reykdal. A private family graveside service was held on Monday, May 12, 2014 in the Castor Cemetery at 1 p.m. with long time friend Phil Doan officiating.
