Botha council requests viability review for village Debra Johnston

ECA Review Reporter A meeting has been set for Nov. 26 between the Village of Botha council and a delegation from Alberta Municipal Affairs to begin the process of a Viability Review for the village, according to Botha CAO Eric Jerrard. Stettler County council responded to a request from Municipal Affairs at the Nov. 4 council meeting to designate county representatives to the review team. According to Jerrard, the review team will have representatives from the village, the county, Municipal Affairs, Alberta Association of

Municipal Districts and Counties, Alberta Urban Municipalities Association, Alberta Rural Municipal Administrators’ Association and the Local Government Administration Association. The viability review was initiated following a request from Botha council to Municipal Affairs.

Preparing youth for the world

Grades six through eleven students from Erskine, Big Valley and Byemoor schools will have a chance to gain new skills through a Junior Achievement program the county has agreed to sponsor. The $4000 cost for the program covers classes for 160 students. Things like budgeting and money management, starting and growing a business, mapping out educational and career goals and investing to achieve financial goals are some of the topics students will cover. Junior Achievement Canada (JA) is a youth business education organization. JA volunteers collaborate with classroom teachers to provide training to over 230,000 students every year.

The county will add one more with its $500 contribution to the annual event. According to Karen Wahlund, museum manager, 450 vehicles passed through the museum grounds last December during slated event hours. As well, the museum opened additional nights for the handibus

bringing seniors though the grounds. The museum has no limit or cap as to how many displays the event can accommodate.

RCMP detachment commander returns to Stettler Debra Johnston ECA Review Reporter The Stettler RCMP Detachment has a new detachment commander with the addition of Sgt. Phil Penny. Penny, who originates from Stettler, was stationed in Blackfalds before relocating to Stettler. Penny, who introduced himself at the Nov. 3 Stettler council meeting, has spent 14 years on the force with stop overs in Banff, Alberta, Pond Inlet and Whale Cove, Nunavut and Blackfalds. Visibility of RCMP members in the community is a priority for Penny, as well as encouraging members to excel in their area of interest. Streamlining internal work to

utilize computer systems rather than paper is also a goal for Penny. Traffic enforcement remains as one of council’s top priorities and Penny agreed that having the RCMP out in the community has an immediate impact on the behaviour of drivers.

Safe streets important

“People are frustrated,” remarked Kelsey McNeill as the 68 Street resident joined neighbour Tracey Marko to address council about safety issues in the West Stettler residential neighbourhood. McNeill and Marko spoke on behalf of a contingent of over a dozen residents who attended the meeting to plead for solutions to an ongoing,

Stettler-wide problem. Between cars racing down the wide, straight stretch of road and construction traffic passing through to new development areas, the road has become hazardous for children and adults attempting to cross or walk down the street. There are no sidewalks on either side of the street and vehicles parked on both sides of the street mean that anyone walking ends up on the street. Because of traffic congestion, residents argue the 50-kilometre speed limit is too high and want to see it reduced to 30km per hour. Director of Operations Melissa Robbins, who attended the meeting, suggested that placing a traffic

counter in the area to gather data about speeds, time of day and number of cars would assist both the town and the RCMP in deciding how to tackle the problem. Because the town’s current traffic counter is no long working, council is considering options to find a temporary solution until the town buys a new one. “It’s a town wide issue,” remarked Coun. Will Brown, stating there are no consequences for those speeding down town streets if they are not caught. Sgt. Perry acknowledged that a greater presence of RCMP members cruising neighbourhoods would be proactive in curbing the behaviour.

ECA Review Reporter The Prairie Land Regional Division (PLRD) board of trustees took a brief recess from their monthly meeting on Thur., Nov. 5 to attend the Hanna Primary School’s Remembrance Day service held at 10:30 a.m. Following the service the board resumed their meeting and discussed their concerns regarding the topic of self-identification for First Nations, Metis and Inuit students. The deadline to self-identify was Sept. 30 and although the PLRD did expect 43 students to self-identify only 36 ended up doing so by the deadline. This prompted a great deal of discussion surrounding why more students do not self-identify and ways in which they could address this as a board. Although the government does provide additional funding for each student that does self-identify, this was not the board’s primary concern.

Their main concern was for the services that could be provided to these students through self-identification and how these services could enhance their learning experience and overall success.

Three year plan

Superintendent Cam McKeage presented the board with a first draft of the PLRD combined AERR and threeyear education plan. This year would be year one of the three year plan. McKeage requested trustees review the draft and requested feedback on the stated objective that “every student be successful.” McKeage expressed his desire to maintain the goal of a 100 per cent student success rate however he did caution the board that if they fell short of 100 per cent student success it could have a negative impact on the board’s own success rate as deemed by their evaluation reports. After a short discussion the board agreed that they would not place their

University students visit

Daysland, Killam and Hardisty will be hosting 70 students all in the health care field from the University of Alberta (UofA) on Nov. 14 and 15. The students will be attending a skills session in each of the community hospitals they visit. The purpose of the tour is to lay

ECA Review Reporter “We plan for the worst but we got the best,” declared School Trustee Ken Checkel regarding the 2014/15 projected year-end surplus of $207,917. Associate Superintendent Peter Neale ran through the year end numbers with trustees at the Nov. 2 meeting. A $1.1 million deficit had been projected but lower fuel prices and staffing costs accounted for the savings. As Checkel pointed out, a $200,000 variance on a $30 million budget is still considered operating close to budget, given the variables that the board cannot control, like fuel costs.

Students earn scholarships

Two William E. Hay students were awarded scholarships valued at $1000 each from the Registered Apprenticeship Program (RAP). Jace Salmon, an instrument technician with TKS Controls, and Tyler Wells, a welder with Wellsy’s Welding, were congratulated by Superintendent Peter Barron on their achievements. RAP allows students to begin apprenticeship training while in high school. A 125-hour internship with an employer gives students a chance to begin working towards a trade. As well, the student can earn up to 40 high school credits for the training.

Always a great sport Domoney - Surrounded by his family, Garfield Domoney passed away peacefully at the Foothills hospital on November 5, 2015 at the age of 64. Garfield attended school in Brownfield and then high school in Coronation. His first job was working for AGT in their advertising department and then working for Palm Dairy. His long time career was working for Molson Canadian Brewery in Edmonton for 28 years. He would have probably been still working there if they didn’t close their doors. In 2013, he decided to return to his roots and moved back to Coronation to enjoy time with his brothers. He enjoyed his daily walks and meeting with the coffee club. He also enjoyed spending a lot of time with his nieces and their children. He was

happily dragged to many soccer, hockey and lacrosse activities. He was always a great sport and enjoyable to be around. He was genuine and kind and always thinking of others. Our hearts are truly broken to lose him. He is lovingly remembered by his brothers Harry (Laura) and Earl Domoney; his sister Dorothy (Neil) Saunders; his nieces, Tania and Shannon Saunders; Andrea (Gary) McLean; great nieces Taylor and Faith; great nephews Alex and Levi. Garfield was predeceased by his father Harry in 1987; his mother Agnes in 1963; step-sister Shirley MacLean in 2013 and brother-in-law Neil in 2015. At his request, there will be no funeral. The family will have a private internment of his ashes at his mother’s graveside at a later date.

Wonderful cook and really enjoyed baking Ilene Marie Homan was born on Mar. 27, 1919 to Benedict and Marie Molohon and passed away Oct. 31, 2015 at the Coronation Long Term Care Centre at the age of 96. She married Lester Emmitt Homan on Nov. 11 (Remembrance Day), 1941 and had four children. Wayne (Stephanie Mraz of Coleman) was born in 1943 and resides in Calgary. The twins Carol and Rick (Ritchie) came along in 1948. Carol married Tom Heidecker and they continue to live in the home Ilene and Lester built for their retirement near the third hole of the Coronation golf course. Rick married Yvonne Lipinski and they call Lethbridge their home. Their fourth child, Dixie (Ted McKenzie) was born in 1952 and they live in Coronation. Ilene and Lester lived in Veteran, Ab. from the winter of 1950 until their retirement in 1980 when they moved to Coronation to be closer to Dixie and Carol and their grandchildren and great grandchildren. Unfortunately for Ilene, the retirement plans were short lived as Lester passed away suddenly in October of 1981. Ilene continued to live in her house in Ilene Homan Coronation for over 25 years serving as a virtual bed and bakery for hundreds of friends and relatives over the years. Ilene was a wonderful cook and really enjoyed baking. The family has a litany of memories regarding Ilene’s homemade pastries and pies but arguably they agree that her cinnamon buns and coffee cakes were the favourite and they were always in great supply, whether it be in the freezer or sent home in care packages. Ilene loved to play cards and over the years many hours were spent playing a variety of games with friends and family members. She also enjoyed playing bingo, as she and her many bingo playing friends could often be seen in the bingo venues in and around Coronation. In the fall of 2008, Ilene moved into the assisted living facility in Coronation where she remained until her health deteriorated to the point where long term care was necessary. Ilene loved and cherished her nine grandchildren as well as her 18 great grandchildren. With a freezer full of goodies and the numerous Christmas and birthday gifts, her house was a favourite destination. We know she was greatly loved as exemplified in these words written by one of her granddaughters on a recent visit. “Thank you for the ways you have influenced our lives by your beliefs, attitudes and values. Thank you for the words of courage and kindness that you have spoken to us. “Thank you for the truths you gave to us. We cradle your love in our hearts and in our memories. You will

Pumped about new arrival submitted by Castor Community Health Centre New moms in the Castor area will now have increased access to breast pump rentals, following a donation from the lODE (Imperial Order Daughters of the Empire) Duke of Cornwall Chapter. lODE Canada is a national women’s charitable organization. Earlier this year, the chapter stepped forward to fund the purchase of a new breast pump that will be available for short-term loan through Public Health to support breastfeeding mothers. Previously, only a single pump was available for rent in the area, making accessing it a challenge for mothers in need. “A lot of times the pump would be booked or unavailable so with this

donation we’ll be able to have one here in the community,” explains Public Health nurse Paula Doolaege. “A mother might need a pump the first week or two after delivery, or because of medical reasons or due to travel. Without access to a pump, this can lead new moms to feel defeated or discouraged and stop breastfeeding. “Breastfeeding within the first three weeks is critical, so being able to support mothers by having a pump available is very important.” After hearing about the need for a breast pump lODE Duke of Cornwall Chapter was quick to respond and donated $2,500 to purchase a breast pump. “The chapter supports children and families in the community, which is very important to us,” says chapter member Sandi Jackson.

On Halloween weekend a group of students and community volunteers put together a ‘haunted museum’ to provide a warm place for Halloween fun should the weather had not cooperated. This was the third year for this event in Forestburg. ECA Review/Submitted

Haunted museum by Carter Cannady On Halloween weekend a group of students and community volunteers put together another unforgettable experience for the third year in a row. Children, teens and adults were all invited to attend the event which consisted of a maze, games and a button vote. The maze was comprised of mannequins, a walkthrough wardrobe, a dead end, a locked door and other creepy museum style features. The individuals who played the upstairs games or escaped the maze received their choice of a Halloween treat. The event has now been running for three years and approximately 200 visitors came to the Haunted Museum this year. The purpose of the Haunted House is to provide a warm place to go and have

Each year is different ranging from wonderland, to a mansion, to a haunted museum; with upstairs containing games and activities, including a button vote for the favourite decorated museum case! All of those involved would like to express their gratitude and thanks towards the Forestburg Historical Society for allowing us to take over their museum for a month, and for our volunteers who made this event possible. Flagstaff County and the town of Forestburg provided a grant that funded this year’s event and many brought food bank donations as well as cash donations.

Bashaw rec board breaks free of town Lisa Joy

ECA Review reporter The Bashaw Recreation Board got its independence from the town after council struck down an old bylaw. Council unanimously rescinded Bylaw 676, which was historically needed for organizations to get funding. But with this requirement no longer in place, administration recommended to council that the bylaw be rescinded. “It will serve the town well to have that separated, there has been some bitterness,” Chief Administrative Officer Theresa Fuller told council at its Nov. 5 regular meeting. “This will give them (rec board) their autonomy and remove the perceived control of the town,” she added. Fuller said there are no financial implications for the town unless the town takes on the management of the arena. But the town is in talks with the rec board to have the board operate the arena instead of the town. Mayor Penny Shantz praised the rec board’s move to autonomy saying, “There has been confusion the last few

years because a lack of clarity.” Fuller agreed. “There will be greater transparency to both organizations.”

Outdoor rink gets approval

Town council unanimously voted against giving themselves raises. The remuneration and reimbursement schedules are reviewed every year and haven’t increased their rates for more than two years. The mayor receives $425 per month and councilors get $300 per month. When representing the town at functions, council gets $20 per day for meals and entertainment and no receipts are needed. A maximum of $60 per day is allowed for meals and entertainment with receipts required for all expenses over $20.

Council approved the Ag Society’s request to put up an outdoor rink with straw bales on the ag grounds by the ball diamonds. The Ag Society carries its own liability insurance. In other town news, Chief

Administrative Officer Theresa Fuller, told council in her report, that one residential location was up for auction, which the town acquired. A director/writer, Jesse Foster, from Calgary contacted the Town of Bashaw looking for locations for his independent short film called Walking the Fenceline. Foster said he has travelled through Basahw a few times and thinks it’s the perfect setting for the film, which he wants to shoot in early 2016.

Two suspects arrested in theft and arson of pickup truck Cont’d from Pg 7 The firearms are described as a Ruger M77 .30-06 with scope and brown leather sling with rust spots on the barrel, and a Remington 6mm Model 742, 4 Power Redfield scope with brown leather sling with white stitching that was stored in a black and green case. RCMP would like to remind the public to help prevent theft by removing all valuable items from their vehicles and to have their vehicles and homes locked when unattended.

Arrests in Coronation

RCMP have arrested two suspects for their involvement in the theft and arson of a pickup truck in Coronation on Aug. 26. A newer model full-sized grey fourdoor pick-up truck was stolen from a residence in Coronation and later found engulfed in flames in Paintearth County. Herbert Wold (20) of Coronation has been charged with possession of stolen property and will be appearing in Coronation Provincial Court on Dec. 11. A 16 year-old youth from Coronation has also been charged with theft, arson, and six counts of failing to comply with court-ordered conditions. The youth was brought before a

Final Alberta crop report for 2015 Agri-News Final Crop Report, with conditions as of November 3, 2015. More than 99 per cent of crops are now in the bin. Harvest was challenging due to frequent rainfall, generally damp conditions and uneven crop growth as a result of late germination. Provincial yields are now estimated higher than first estimated earlier this summer. Provincial average yields for spring and durum wheat are reported at 86 and 85 per cent of their 5-year averages, with barley at 90 per cent, oats at 86 per cent, canola at 95 per cent and dry peas at 80 per cent. Crop quality dropped after the wet rainy weather in September, largely because of sprouting in many crops. However, quality is still significantly above the 5-year and 10-year averages for all crops, except for malt barley, oats and canola. Provincially, more than 76 per cent of spring wheat has graded as number two or better, up 15 per cent from the 5-year average. Durum wheat quality is graded at 85 per cent for the top two grades, up 18 per cent from the 5-year average. About 74 per cent of dry peas are graded as number 1 and 2, up two per cent from the 5-year average. While 65 per cent of barley is graded as number 1 (up almost one per cent from the 5-year average), only 13 per cent of barley is eligible for malt (down four per cent from the 5-year average). Almost 58 per cent of oats is graded in the top two grades, down 23 per cent from the 5-year average. Canola quality declined about 12 per cent from

the 5-year average, with 80 per cent graded number 1.
