Schwan’s USA Cup, 3M Championship Will Bring Many Visitors to Blaine!

USA Cup Blaine will become a popular destination again this summer as tens of thousands of visitors come to the city for two major annual sporting events. The popular Schwan’s USA CUP, billed as the largest soccer tournament in the Western Hemisphere, will bring 13,000 players on more than 1,000 teams from 17 states and 17 countries to the National Sports Center from July 11 – 19. Special traffic controls will be in place on both 105th Avenue and Davenport Street near the National Sports Center. USA CUP has been selected by the Fédération Internationale de Football Association (FIFA), the Norwegian Football Association and the Nobel Peace Center as the first international soccer tournament in the U.S. to embrace the Handshake for Peace, a gesture of sportsmanship by both team captains after each game.

3M Championship The 3M Championship will take place from July 28 thru August 3, at the Tournament Players Club in Blaine. This year Jack Nicklaus will make his 3M Championship debut in the Greats of Golf Competition. Also scheduled to appear are Arnold Palmer, Gary Player, Lee Trevino, Johnny Miller and Dave Stockton, along with Nancy Lopez and Annika Sorenstam. The Greats of Golf is a team competition teeing off after the regular field on Saturday, August 2nd. Public parking is available at the Anoka County-Blaine Airport. The tournament continues to be immensely successful in terms of both accolades and www.3mchampionship.com attendance. The 3M Championship won the prestigious Champions Tour Presidents’ Award as the best tournament of the 2009 season. In 2008, it was voted the No. 1 Champions Tour event by the golfers. The tournament will donate $1.3 million to benefit healthcare programs at Allina Health. The 3M Championship has donated over $21 million to charity since 1993.

New Voting Equipment Voters in Blaine will see new tabulator machines when casting their ballots in the 2014 State Elections. The ES&S DS200™ combines the familiar paper-based balloting system with the flexibility and efficiency of the most advanced digital image technology. The DS200™ ballot processing unit allows voters to record their choices on a paper ballot by coloring in an oval then the total vote results are electronically tallied immediately after the polls close. The system allows voters to review their final decisions before casting their ballot. If a ballot has been improperly completed, as in the case of an under-vote or over-vote, the DS200™ allows the voter an opportunity for correction. The City also utilizes AutoMARK™ Voter Assist Terminals, which are optical scan ballot markers designed for use by people who are unable to personally mark an optical scan ballot due to physical impairments or language barriers. One of these machines will be located in each precinct. Ballot choices and instructions are displayed in large text print on the touch screen monitor as well as read by an audio system. Voters can make their selections privately and independently by touching buttons on the screen, pressing keys on the keypad, or using an ADA device. The AutoMARK™ marks the ballot with the voter’s selections and returns the ballot which is then submitted into the DS200™ tabulating machine. Election Judge Training is in July for 2014 Election judges, if you have not received an email notifying you of your election judge training taking place in July, please check your email immediately for a notice regarding your training date and time. All training will take place between July 8 and July 28, 2014. Training this year by Anoka County Elections is scheduled in Fridley, Ham Lake, Lino Lakes and Coon Rapids. Alternative locations are in Ramsey or in Oak Grove. All locations are at the respective city halls. Your email will be the only notice you will get prior to your training date so be sure to mark it on your calendar.

CITIZENS ACADEMY

Registration Now Open Blaine residents interested in learning more about safety services are encouraged to register for the 2014 Blaine Citizens Academy. The eight-week course, hosted by the City of Blaine Safety Services Division, is a great opportunity for residents to learn more about the structure and operations of the Police, Fire and Community Standards departments while participating in a variety of exciting and fast-paced activities, all in a safe and fun environment. Class is held Wednesday evenings, Sept. 3 to Oct. 22, 2014 from 6:30 to 9:30 p.m. The academy meets at a different location each week depending on the activities scheduled. Course topics and hands-on activities include: police use of force, motor vehicle extrication, fire fighting, crime prevention, fire prevention, housing maintenance, code compliance, criminal investigations, fire investigations, drug awareness, traffic stops and other emergency response. All applicants 18 years and older are invited to apply. Class size is limited and all applicants must pass a criminal history background check. Applications can be found on the City of Blaine website and will be accepted until the class fills, so register early.

Night ot Unite - Tuesday August 5 Join neighbors across the City of Blaine on Tuesday, August 5th, 2014 for the annual Night to Unite celebration. This year will be a special celebration as the City of Blaine is celebrating its 50th Anniversary. This is a great opportunity to enjoy a summer evening with neighbors celebrating your community and getting to know who belongs in your neighborhoods. Let’s make this year’s Night to Unite evening one to remember by starting to plan your summer block party today. Night to Unite is the one night of the year in which the police and fire departments are out in full force visiting block parties and strengthening community partnerships. The public works department has joined the celebration and will be making visits to neighborhood parties with their special monster trucks. Leave fireworks to the professionals. Do not use consumer fireworks. Consumer fireworks include sparklers and firecrackers. The tip of a sparkler burns at a temperature of more that 1,200 degrees Fahrenheit, which is hot enough to cause third-degree burns. The safest way to enjoy fireworks is to attend a public display conducted by trained professionals. After the firework display, children should never pick up fireworks that may be left over, they may still be active. Free Remodeling Advisor Visits Available Blaine residents contemplating home remodeling projects – like modernizing the kitchen, replacing windows or upgrading to a high-efficiency furnace, for instance – have a free resource just a phone call away. The Blaine Remodeling Advisor Visit is a no-strings-attached program in which an unbiased third party visits your home to answer home improvement questions. This is not a contractor trying to sell a product or a city inspector, but rather an independent professional intending only to offer professional advice. This service is perfect if you’re seeking assistance prioritizing improvements, evaluating bids or even just getting started. “Why is my basement wet?” “Should I replace my windows?” “Do I need to build an addition to add another bathroom?” These questions have all been answered by a Center for Energy and Environment (CEE) Remodeling Advisor. The City of Blaine has contracted with CEE, a local non-profit group, to conduct the Remodeling Advisor visits. For more information on this program or to schedule your visit, call 612-335-5856. New Commuter Bus Service to Begin Fall 2014 Beginning in the fall of 2014, commuters who use Highways 65 and 10 to downtown Minneapolis will have a new bus option available. Comfortable coach style buses will be used for providing express service during the morning and evening rush hours. The route will extend from northern Anoka County to the heart of downtown Minneapolis with stops in East Bethel, Ham Lake, and Blaine. The route, tentatively identified as Route 865, will be operated by Metro Transit. Buses will be able to travel on the shoulders, passing vehicles stuck in traffic– making your commute faster and less stressful than driving your own car. Taking the bus can also save you money on parking, gas, and other auto-related expenses. All Door-to-Door Solicitors Require City License Any door-to-door peddler or solicitor in Blaine is required to carry city-issued photo identification, which is supplied upon completion of a favorable background investigation. The city-issued license for 2011 is printed on white paper imprinted with the city seal. Peddlers and solicitors must carry their license with them at all times and show it at the request of any resident. The license does not constitute an endorsement of the products or merchandise by the city. Mayor Tom Ryan’s Office Hours Blaine Mayor, Tom Ryan, holds regular office hours every Tuesday, from 2:30 to 5 pm. You can stop by Blaine City Hall, 10801 Town Square Drive NE, and meet with Mayor Ryan on any issue you want. There is no need to call and make an appointment; visits are done on a drop-in basis. Office visits with Mayor Ryan are held in the Laddie Lake Conference Room located on the second floor of Blaine City Hall.

In Case of Sewer Backup, Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. The loads are measured to determine the quantity that is being dropped off. Tree waste may be loose or bundled. The more compact you make your load, the lower the fee. The City of Blaine sponsors a recycling drop-off day the third Saturday of each month in the parking lot at Aquatore Park. The parking lot is near the City water tower and treatment plant. The collection event runs from 10 am until 2 pm, and is open to anyone. You do not need to be a Blaine resident to bring items to partcipate. Please Note: No garbage will be accepted.

Groundwater; It’s a Growing Concern The Coon Creek Watershed District (CCWD) has seen a trend in declining surficial groundwater, those aquifers located within 100 feet or so of the surface. This decline is one of our top 3 issues of concern in our 2013-2023 Comprehensive Management Plan. Summer Lawn watering is the largest use of drinking water during the summer! There are two basic ways to help recharge our groundwater: 1) infiltrate and soak in rain and runoff, and 2) conserve water.

You Can Help! Having a healthy, aerated lawn with good soil is great for groundwater recharge: •

Keep the grass 3 inches tall before mowing, so that the roots will grow deeper taking the rain down with them.

Plant long-rooted plants.

Try a butterfly garden, hummingbird garden, native wildflower garden, pollinator or rain garden. Examples can be found at: www.extension.umn.edu/garden/yard-garden/landscaping/.

If you belong to a homeowner’s association, find out if the landscape contractor aerates the turf annually, saves on fertilizer by ‘grasscycling’ (Anoka County website), and uses soil moisture sensors on the irrigation systems. Limit lawn watering to once/week, deeply, to oup to 1.5 inches.

Make sure your downspouts go to watering your yard and not your driveway, patio, or sidewalk.

Use more efficient products, such as a WaterSense toilet.

Since Blaine is at the headwaters of several ditch systems, soaking up runoff is also important for flood prevention. These yard practices can help with flood prevention and groundwater recharge. Managing healthy watersheds is a balancing act. Please do your part to help recharge our aquifers.
