The City of Blaine celebrated its 50th anniversary as a City on Wednesday, December 3 with a birthday party. Residents from 1925 to today gathered together at City Hall for reminiscing and conversation. Orville Lindquist, chair of the 50th Anniversary Committee and president of the Blaine Historical Society, greeted the crowd, provided a history of Blaine, and unveiled the series of events the 50th Anniversary Committee has planned for 2015. Mayor Tom Ryan welcomed guests and spoke of his memories of Blaine. On display were several historical posters and memorabilia documenting significant people, places, and events such as the Blaine Airport, Northtown Mall, James G. Blaine, early settlers of Blaine, the original City Charter, and more. The City of Blaine was first settled in 1862 and became a township in 1877. On December 3, 1964, Blaine became a City. Blaine’s Continuing Growth Contributes to Budget Stability
As required by law, the Blaine City Council set the property tax levy for taxes payable in 2015 at its final City Council meeting of the year. The tax levy showed an increase, while the Tax Capacity Rate showed a modest decrease. The same evening, the Council levied specifically for Economic Development to maintain long standing economic development efforts. The Council also passed a modest increase in the Pavement Management levy that funds the Pavement Management Program. From 2009 through 2013, Blaine reduced its levy by $1,187,270. The average annual City budget increase from 2009 – 2015 is 1.7%. When the budget process started in June, the Council’s goals were to maintain services, achieve structural balance (where revenues match expenditures over the long term), not increase the tax rate, and levy back what had been a reserve draw down over the past few years. While all properties are different, the City experienced a 16.5% increase in total market value due to the improved economy. The City of Blaine continues to maintain an AA+ bond rating from Standard and Poor’s (S&P) Investor Services. This is one level below the highest credit rating a city can receive. A high credit rating means S&P has reviewed the City’s financial data and views the City of Blaine as a good credit risk due to conservative budgeting and expenditure practices, community growth, and actual and projected property values. The City has continued to see growth throughout the recession, adding roughly 370 new homes this year - placing Blaine in the top 3 home-building cities in the state. Blaine also continues to add commercial and industrial tax base that will assist with maintaining the service levels necessary for a community of 62,018. In all, the City is well positioned for continued success as we head into 2015.

Kathy Kolb Retires After 16 years on the Blaine City Council, Kathy Kolb chose not to run again for reelection and retired from the Council at the end of 2014. Councilmember Kolb was first elected to the City Council in 1998. The City Council and staff would like to thank Kathy for her dedicated service to the City as a Councilmember representing the City’s 3rd Ward. There will be a reception for Kathy at City Hall on Thursday January 8, at 6:30 pm. Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Car Seat Clinic Set for January 14 The Blaine Police Department, Spring Lake Park-Blaine-Mounds View Fire Department, and Safe Kids Anoka County will host a free car seat clinic on Wednesday, January 14, 2015. Scheduled from 4 to 7 pm, at SBM Fire Station 3, 11920 Ulysses St. NE in Blaine, the clinic is open to all Anoka County residents and is offered by appointment only. In Minnesota, four out of five car seats are installed incorrectly. During this free clinic, experts will inspect your child’s installed car seat, provide installation tips, and check the seat for recalls. Parents will demonstrate proper installation of their seats and have an opportunity to ask specific questions of trained technicians. Effective July 1, 2009, a child who is both younger than age eight and shorter than 4 feet 9 inches is required to be fastened in a child safety seat or booster seat that meets federal safety standards. Booster seats are designed to keep the lap belt positioned low on a child’s hips and the shoulder belt positioned between the neck and shoulder. Under this law, a child cannot use a seat belt alone until they are age eight or 4 feet 9 inches tall, whichever comes first. The Anoka Conservation District is accepting preorders for the annual tree and shrub sale. A wide variety of native stock, including trees such as black cherry, mixed oak, red maple, and white pine will be available. The trees and shrubs are sold in bare root seedlings or transplants and are approximately 10” to 24” in height. They may be purchased in bundles of 10 for $17 or 25 for $30, not including tax. Let it Snow – Safety Tips and Reminders
Here are some preparation tips: • Have extra blankets on hand. • Ensure that each member of your household has a warm coat, gloves or mittens, hat and water-resistant boots. • Assemble a disaster supplies kit containing: • First aid kit and essential medications. • Battery-powered weather radio, flashlight and extra batteries. • Canned food and non-electric can opener. • Bottled water. • Have your car winterized. • Assemble a winter storm supplies kit for your car.
As the snow pack continues to build this winter, the City of Blaine would like to remind residents of three very important snow-related safety concerns:
When a winter storm watch is issued: • Listen to local TV and radio stations for weather updates. • Be alert to changing weather conditions. • Avoid unnecessary travel.
Do not allow children to build snow structures or tunnels in the snow banks at the end of driveways, in cul-de-sac or along roadways. Snowplows and other snow removal machinery may pass by at any time to remove snow or make space for future snow events. For your children’s safety, don’t let them play in the right-of-way!
When a winter storm warning is issued: • Stay indoors during the storm. • If you must go outside, dress in several layers of clothing. • Understand the hazards of wind chill, which combines the cooling effect of wind and cold temperatures on exposed skin. As the wind increases, heat is carried away from a person’s body at an accelerated rate, driving down the body temperature. • Walk carefully on snowy, icy sidewalks. • After the storm, if you shovel snow, be careful. It is physically strenuous work, so take frequent breaks. Avoid overexertion. Avoid traveling by car in a storm, but if you must: • Have emergency supplies in the trunk. • Keep your car’s gas tank full in case of an emergency. • Let someone know your destination, the route you are taking, and when you expect to arrive. Put together an emergency kit for each trunk of each car used by members in your household. Include blankets, extra sets of dry clothing, a shovel, sand, jumper cables, a first aid kit, a flashlight with extra batteries, and a brightly colored cloth to tie to the antenna.
Shoveling Guidelines While shoveling, the City would like to remind residents that City Ordinance does not allow residents to “throw” snow onto neighboring properties or into public right-ofways without permission. Keep Fire Hydrants Clear The fire and public works departments are asking for your help. Please remember to shovel out around fire hydrants after each snowfall. It is very important for residents and businesses to keep hydrants clear of snow and visible from the street. If the fire department has to spend time trying to find a fire hydrant under the snow, they lose precious time needed to fight fires. Please help us out by keeping your fire hydrants clear of snow. The house you help save may be your own.
Snow Tunnels and Forts
Garbage and Recycling Carts Each winter as we get more and more snow, it becomes harder to find a place for garbage and recycling carts at the curb. Please DO NOT place garbage and recycling carts in the street where they can be hit and damaged by snowplows. Not only will this create problems for the plow drivers, but is also creates problems for the garbage and recycling truck drivers, as well as creating a great deal of litter left on the ground when the snow melts each spring!
Snowmobile Regulations During the winter months, we receive inquiries from the public wondering where they are allowed to operate snowmobiles in Blaine. In general, snowmobiles may not be operated anywhere in the City west of Highway 65. Each of Highway 65, snowmobiles may operate on non-residential properites that are not next to residential areas. The operator of the snowmobile must have written permission from the property owner in thetheir posession. Snowmobiling is not allowed on any icy streets.
Winter Parking Restrictions Restrictions remain in effect until April 1st. Vehicles cannot be left on the street between the hours of 2:00 am and 7:00 am regardless of snowfall amounts. Help keep city streets safe and clear for everyone by keeping vehicles off the street until plowing is complete! Sec. 82-152. Parking during snowfall: It shall be unlawful to park or permit to be parked, or to continue to park or permit to stand, any vehicle upon any street after two inches (2”) or more of snowfall, until such time as the snow has been plowed from the street, curb to curb.
Snow Plowed Sidewalks and Trails Did you know that residents have access to over 60 miles of trails and 80 miles of sidewalks throughout the City of Blaine and that most are available for use during the winter? Even though streets are the first priority, the majority of trails and sidewalks that provide connectivity to schools, libraries, businesses, parks, and open spaces are generally plowed in 1 to 3 days depending on the amount of the snow event. Christmas Tree Collection Schedule As in past years, Christmas trees will be collected during the first two FULL weeks of the new year for all single-family homes. These are the weeks of of January 5-9, and January 12-16, 2015 on your regular garbage day. Please remember, you must remove ALL ornaments, wire, lights garland, etc., for the tree to be collected. Trees must be unbagged.

New Cost-Share Opportunity: Clean Water Legacy Fund

If you have an old well that is no longer in use there is a new opportunity for cost share dollars to defray the cost of sealing that well. The City of Blaine is currently in the process of implementing its Wellhead Protection Plan. This Plan is a means by which Blaine protects local drinking water wells (and the aquifers that serve those wells) from becoming contaminated. All municipal public water suppliers in the State of Minnesota are required to develop wellhead protection plans for their communities. One of the implementation actions is offering cost share dollars to Landowners for the purpose of sealing private wells no longer in use. Any unused or abandoned wells may act as a conduit for contamination into the aquifer(s). If the contamination reaches the aquifer(s), other wells in the area may be at risk for becoming contaminated.
The City of Blaine sponsors a recycling drop-off day the third Saturday of each month in the parking lot at Aquatore Park. The parking lot is near the City water tower and treatment plant. The collection event runs from 10 am until 2 pm, and is open to anyone. You do not need to be a Blaine resident to bring items to partcipate. Please Note: No garbage will be accepted.
The City of Blaine, in conjunction with Anoka County Environmental Services and the Anoka County Wellhead Protection Group, has obtained a cost-share grant from the Minnesota Department of Health (MDH) to assist Landowners in sealing their unused wells. The grant draws on Clean Water Legacy funds and will pay the Landowner fifty percent of the amount to seal the well, up to $500.00 of the direct costs.

Appliances, florescent lamps, electronics, rechargeable batteries, and tires. Please note that there is a fee for some items. Most appliances are $5 each. Most electronics are between $2 and $25 depending on size. You can also drop off tires and rechargeable batteries for a small fee. Free items include scrap metal and car batteries.
The MDH requires that owners of properties containing unused wells should either seal those wells or apply for a permit to keep the well open. If you are thinking of selling your home now or in the not too distant future, an old well can be an issue and sealing it an unexpected cost to the seller. Now is a good time to take advantage of this cost share and seal the unused well. A licensed well sealer must be used to satisfy state regulations. Through a city survey and direct mailings in 2012 and 2013, the City has previously informed residents of the need to protect drinking water supply management areas and that sealing old wells is beneficial to that effort. To date, twenty-five property owners have taken advantage of previous cost share programs. The average cost of sealing these wells has been $651, with a range of $370 to $1200, and 10 of the 25 projects under $600.

Toys for Joy! Thank you Blaine Residents for all your support! In helping Anoka County kids! We collected many toys for the children and I saw a number of middle school age toys, which is always a big need. I heard that some of you had holiday parties and collected toys and some of you dropped off car loads of toys. Way to go! I was able to deliver all the toys to the Anoka Armory on Monday and they will be delivered Dec 18th and 19th along with food for families in need. The Toys for Joy collection is part of The Christmas Committee which serves northern Anoka County in the following cities: Andover, Anoka, Coon Rapids, Bethel, Blaine, Burns, Cedar, East Bethel, Ham Lake, Lino Lakes, Oak Grove, Ramsey, St. Francis, Stacey, and Wyoming. Crime Prevention Tips for ATM Machine Users Here are several safety tips when using an ATM Machine. • Never approach an ATM if you see suspicious people near the machine. • Never approach an ATM if you have any doubts, fears or concerns. • If you get out of your vehicle, never leave it running or keys in the ignition while using an ATM. • Never give your access number over the phone or to people claiming to be police or bank officials. • Never let others see you punch in your access number at an ATM – use your body to shield the keyboard. • If followed from an ATM seek a safe haven where people, activity and security can be found. • Never write your access number down where anyone could steal your card, wallet, or purse and associate it to an ATM card.
Heroes and Helpers a Huge Success
For the fifth year in a row, the Blaine Police Department teamed with Blaine SuperTarget to make the holiday season extra special for some local children. This year members of the Spring Lake Park, Blaine, Mounds View Fire Department, Anoka County Sheriff’s Office, Fridley Police Department, Lino Lakes Police Department, and the Centennial Lakes Police Department joined in with helping the children complete their holiday gift buying. The Blaine Festival committee made an extra special donation to the event this year, which helped us to be able to assist a larger number of children than ever before. School social workers helped identify children from six local elementary schools, who needed an extra special holiday season. Target, with the help of many of their employees, then put together a special holiday shopping event for each these children. To make the day special, the officers and firefighters, all wearing Santa hats, picked up the children at school prior to their shopping spree. Once they arrived at SuperTarget, children received a donated gift card to complete holiday shopping for their family members. Donations from Target, and the Blaine Festival Committee, were used to fund the donated gift cards. Funds were also set aside for non-gift necessities such as food, underwear, socks, boots, and mittens. The children, many with shopping lists in hand, were paired with police officers, deputies, and fire helpers to guide them throughout the store. They were also treated to a meal at Target’s Food Avenue. After loading their carts and purchasing the presents, cops, firefighters, and kids gathered with Target employees to wrap the gifts. At the end of the day, the police officers, deputies, and fire fighters returned the children home with bags of presents to share with their families so they could help spread the holiday cheer at home this season.

The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. Community Garden Plots Interested in gardening but live in an apartment or townhome? Or maybe your yard is too shady? Consider renting a community garden plot. The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. The City will prepare the soil for planting, mark each plot, and provide water access. Plots are approximately 15 feet by 20 feet; half-plots are 15 feet by 10 feet. Plots will be ready for use in early May. One plot per household. Registration forms are available online at BlaineParks.com and at Blaine City Hall.
