Improvements Planned for I-35W North The Minnesota Department of Transportation is currently studying I-35W for the addition of MnPASS Express Lanes between Highway 36 and Lexington Avenue, in order to address capacity and mobility needs in the corridor. MnDOT is working to develop an overall design for I-35W that: • Improves safety on the highway • Increases the number of people that are moved along the highway during peak hours • Provides reliable travel times for commuters during peak-drive times • Optimizes and reuses existing roads and bridges (without needing to acquire homes and properties)

With 53,000 to 127,000 vehicles (and growing) using I-35W between Roseville and Blaine each day, travel time is becoming increasingly unreliable for peak period travelers. There is enough room in the middle of the existing road to add one lane in each direction, and MnDOT is analyzing the addition of MnPASS Express Lanes to provide a long-term benefit to the corridor. What are MnPASS Express Lanes? MnPASS Express Lanes provide a congestionfree travel option during peak-drive times, improve efficiency by moving more people through a corridor, provide better travel time reliability, and enhance transit usage, service and reliability. MnPASS Express Lanes are always free for transit users, carpoolers (HOV 2+) and motorcycles. During peak-drive times, weekdays 6 a.m. to 10 a.m. and 3 p.m. to 7 p.m., motorists driving alone can choose to use the MnPASS lanes for a fee. Outside of peak-drive times, the MnPASS lanes are free for everyone to use. Fees vary between $0.25 and $8, increasing when there is more congestion in the MnPASS lane. The fees keep traffic in the MnPASS lane moving at 50 to 55 mph. What’s next? The preliminary engineering and environmental review will be completed by mid to late 2016. This work includes analyzing the need for spot improvements along the corridor and the need for noise walls along the freeway. While funding for a construction project is not yet identified, if funding becomes available construction could start as early as 2018. Studies have May 14 9 AM – 1 PM shown that when under insect attack, certain trees can emit chemical signals into the air, warning other trees of Public Works the infestation. Boulevard Tree Trimming

Animal Ordinance Change

City Crews will be out trimming boulevard trees this winter as weather and time permit. Please watch for City crews to ensure their safety as well as your own.

Effective as of January 2016, dogs in the City of Blaine must be on a leash and under control while off the owner’s property. The ordinance change was fueled by complaints of dogs running at large in city parks and on other public property. The language in the previous ordinance was vague and some believed it allowed for dogs to run off leash. The ordinance is now clear, dogs must be leashed and under the owner’s control at all times when not on the owner’s property.

In 2016 the City will be enclosing an area of Aquatore Park which will serve as an off-leash dog area. The project is still in the planning stages but is expected to commence in the summer of 2016. Filing for Office Begins May 17 Filing for office is the process by which a candidate’s name gets placed on the ballot. Requirements to file for City offices include being: • Eligible to vote • 21 years old upon assuming office; • A resident of Blaine 30 days before the General Election • A resident of the ward in which they are filing unless filing for Mayor, which is at large A filing fee of $50 or petition in place of the filing fee is required. City offices for the 2016 General Election include Mayor (at large) and one seat in each of the three Councilmember Wards. Filing begins May 17 and ends at 5pm on May 31. 2017 Property Tax Payments Important Information: Regarding Assessment and Classification of Property that May Affect Your 2017 Property Tax Payments

Absentee Voting Any voter can vote in advance of Election Day by completing an absentee ballot. In-person absentee voting will be held at City Hall, Anoka County Elections, or an absentee ballot application can be obtained at mnvotes.org or by contacting the Blaine Elections Office. More information on absentee voting will be available soon.

The Board of Appeal and Equalization for the City of Blaine shall meet on April 18, 2016, 7:00 p.m., at Blaine City Hall. The purpose of this meeting is to determine whether taxable property in the jurisdiction has been properly valued and classified by the assessor and to determine whether corrections need to be made. If you believe the value or classification of your property is incorrect, please contact your assessor’s office at 7 6 3 - 3 2 3 - 5 4 0 0 or PR O PTA X@ C O . A N O K A . M N . U S to discuss your concerns. If you are still not satisfied with the valuation or classification after discussing it with your assessor, you may appear before the local board of appeal and equalization. Peddlers and Solicitors Throughout the year door-to-door peddling, soliciting and canvassing raises questions from Blaine residents. While most of these activities are regulated by the City, they cannot be prohibited entirely. A canvasser, for example, may go door-to-door without a permit from the City. A canvasser may be a person asking for signatures on a petition, requesting support for a political candidate or position, or seeking donations for a religious organization. For your safety, remember the following: All peddlers and solicitors are: • Required to obtain a permit from the City • Required to carry their city-issued Photo ID/License with them and must show it a upon request • Restricted to operating between the hours of 9:00 am and 7:00 pm, and they are not allowed to solicit on Sundays and State or National Holidays Owners and occupants should: • Not let a peddler, solicitor, or canvasser into your home, even if they have a permit. • Direct complaints about business practices to the Better Business Bureau of Minnesota at 6 5 1 -6 9 9 -1 1 1 1 .

Sewer Backup? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. DC Marvel Comic Movie Making

Pick your favorite comic book characters to star in your own mini-movie. Action figures, legos, backdrops and props will be available for filming in class. Our instructors will take your student through the entire digital film making steps from start to finish using Frames Software. Student groups’ final projects will be emailed to parents, or students may bring a USB jump drive the last day to take home their films immediately. Register by March 25. The Parks and Recreation Department is excited to conduct the 5th annual triathlon in the City of Blaine on Saturday, September 10 beginning at 8:00 am. The venue for the Blaine Triathlon will be held at beautiful Lakeside Commons Park. From novice to veteran triathletes, the Blaine Triathlon will be a fun and challenging race consisting of a 0.3 mile swim, 16.7 mile bike ride, and a 3.5 mile run. The registration fee is $75 for individuals and $100 per relay team and includes a dry fit race tee shirt, swim cap, post race refreshments, and all finishers receive official race hardware.
