Hydrant Flushing May 16 thru 20 7:30am to 4:30pm
Blaine Public Works will be performing annual fire hydrant flushing in May. This process removes sediment that may have settled in water mains over the course of the year, as well as presenting an opportunity to ensure hydrants are in proper working order. Hydrant flushing will create periods of low water pressure, with the disturbance in the water mains potentially causing dark water. Although safe for human consumption, the discolored water may stain clothes. Residents are asked to refrain from washing clothes between the hours of 7:30 am to 5:30 pm, or until hydrants in the area have been flushed. Please check for water discoloration before washing. May is American Wetlands Month In celebration of American Wetlands Month, the Natural Resources Conservation Board will host an informational event event at the East Lake Park shelter on May 7 at 11 AM. Unique to our city is a 500 A. parcel of open space land containing the last remnant of natural wetlands in the entire area. The city council has designated this as the Blaine Wetland Sanctuary. After many years of study and restoration work by a dedicated team, large portions of invasive species have been removed and the native plant species have begun to reemerge and flourish. This not only provides desired habitat for a wide variety of birds & animals, but also enhances the natural function of a wetland. Wetlands have become a vanishing, valuable natural resource! Within this year, plans to construct a boardwalk trail from East Lake Park to Lexington Ave. are being worked on right now. The trail will include look out decks along the way for visitors to stop, rest & enjoy the wonders of nature all around them. Eventually, more trails will be added and an interpretive center will be located at the trailhead on Lexington Ave. Come join us to learn more about this unique asset for our city, which will soon become a destination landmark for generations to come. Sewer Backup? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. It’s That Time of Year Recycling used items through garage sales is a great way to help our environment and make extra cash. When posting your garage sale signs, keep the following City Ordinances in mind: No signs should be placed in the public right-of-way or on public utility poles. Signs should be placed on private property with property owner’s permission.
Animal Ordinance Change
Dogs Must Now Be Leashed Dogs in the City of Blaine must be on a leash and under control while off the owner’s property. The ordinance change was fueled by complaints of dogs running at large in city parks and on other public property. The language in the previous ordinance was vague and some believed it allowed for dogs to run off leash. The ordinance is now clear, dogs must be leashed and under the owner’s control at all times when not on the owner’s property.
Signs should be removed promptly after the event has occurred. Sale may last up to 3 days in a row and residents may have 2 sales per year. The Police Department will be routinely removing signs from the right-of-way. To protect your advertising, do not place the signs with the public right-ofway. Home occupation signs may only be posted at your residence with a sign permit. Please remember when you are posting these signs that you are posting them in someone’s yard and they may not appreciate the extra clutter. For more information, call 7 6 3 - 7 8 5 - 6 1 8 7 .

You Need More Than A Leash to Walk Your Dog Under City ordinance pet owners are required to clean up after their dogs when taking them for a walk. Dog owners must carry a plastic bag or some other means of picking up after their dog whenever they are off their own property. The ordinance was enacted in response to multiple complaints regarding the amount of feces accumulating within our park systems and along our walkways. Please be a courteous pet owner and clean up after your pet.
If you are out walking early in the morning, or in the evening, please remember to take care to be seen by drivers on the road. In many areas of Blaine there are no sidewalks, so residents walk along the curb. 1. Whenever possible, cross the street at a designated crosswalk or intersection. 2. Increase your visibility at night by wearing something light, preferably with reflective material, and carry a flashlight. 3. It is safest to walk on a sidewalk, but if one is not available, walk on the shoulder or along the curb, facing oncoming traffic.

You’ve probably heard in the news that many Minnesota lakes & streams are “impaired,” that is, they are not meeting standards per the Clean Water Act. Locally, impaired streams include Springbrook, Pleasure, and Sand Creeks. Why? Too much bacteria, or phosphorus and sediment, typically from runoff right after rainstorms. In 2013, the MPCA funded a study called WRAPS - Watershed Restoration And Protection Strategy, led by the Coon Creek Watershed District (CCWD) to look at pollution sources throughout the watershed. Now, a new implementation plan has been developed and is under review. It identifies projects and activities to improve water quality for each impaired section of creek. The CCWD works closely with the City to improve water quality. You may see new projects such as storm-water ponds, rain gardens, or bank stabilizations. Often though, water quality improvement requires a behavior change done by many people such as proper management of lawn clippings or disposal of pet waste. We need your help to get and keep our waters clean! Clean up after your pets. Pet waste is a significant contributor of E. coli bacteria! Keep grass clippings off the street, driveway sidewalk and other paved surfaces. It can wash off with the rain into our waterways and so can add excess phosphorus. That creates algae blooms, reducing oxygen in the water when decomposing and can kill fish and other aquatic life. Keep sand and dirt out of the street. This session is for those who have had Zentangle experience. Participants will learn about “Tangleations” – variations of basic tangles in which pattern elements are embellished, rearranged, or otherwise modified (by enlarging or shrinking) to create different effects. Aquatore Park, 9150 Central Ave The City of Blaine sponsors a recycling dropoff day the third Saturday of each month in the parking lot at Aquatore Park. The parking lot is near the City water tower and water treatment plant. You do not need to be a Blaine resident to bring items to the drop-off day. Please Note: No garbage will be accepted. Collects mattresses, box springs, carpet, appliances, florescent lamps, electronics, rechargeable batteries, and tires. Free items include scrap metal and vehicle batteries. There is a small fee for some items: • Mattresses/box springs are $20 each. • Most appliances are $8 each. • Most electronics are between $2 and $50 depending on size. • Carpet - $4/ roll (up to 7 rolls). The Parks and Recreation Department is excited to conduct the 5th annual triathlon in the City of Blaine on a Saturday, September 10, 2016, beginning at 8:00 am. The venue for the Blaine Triathlon will be held at beautiful Lakeside Commons Park. From novice to veteran triathletes, the Blaine Triathlon will be a fun and challenging race consisting of a .3 mile swim, 16.7 mile bike ride, and a 3.5 mile run. The registration fee is $75 for individuals and $100 per relay team and includes a dry fit race tee shirt, swim cap, post race refreshments, and all finishers receive official race hardware.
