Night to Unite brings neighbors together in the name of Crime Prevention and Community Last year Blaine celebrated Night to Unite in style, with 133 block parties gathering to improve crime prevention awareness and build neighborhood pride and unity. Registration is now available at BL A INE E V ENT S.CO M/N2U or registration packets can also be picked up at the Blaine Police Department at City Hall. Registration is free. Early registration is encouraged to help ensure a visit from a public safety official, McGruff the Crime Dog, Sparky the Fire Dog, or other visitors. Registration closes July 22.
A full clean-up of the site will happen this fall. Going forward, the city will have a dog park advisory committee to help with spring/fall clean-ups and assisting city staff with maintaining the park. New Online Utility Payment System Coming The Community Center Task Force has come up with a concept of a potential community center that includes a recreation pool and fitness area, gym space, meeting rooms, and gathering spaces for community residents. The task force is now working with the YMCA as a potential partner in operating a portion of a community center. A partnership brings experience in operating community centers and would help in reducing operating costs. The next step for the task force is to put together informational material on the proposed community center and distribute them residents through mailings, electronic media, and public meetings. The task force will also start crafting the question that the City Council will need to approve to go on the ballot for the referendum vote on November 8 to seek public approval for a Community Center. Look for more information on the Community Center to come out soon.

Registration Now Open Attention Blaine residents and those who work in Blaine: If you are interested in learning more about safety services, registration for the 2016 Blaine Citizens Academy is now open! The eight-week course, hosted by the City of Blaine Safety Services Division, is a great opportunity for individuals to learn more about the structure and operations of the Police, Fire and Community Standards departments while participating in a variety of exciting and fast-paced activities, all in a safe and fun environment. Class is held Wednesday evenings, Sept. 7 to Oct. 26, 2016 from 6:30 to 9:30 p.m. The academy meets at a different location each week depending on the activities scheduled. Course topics and hands-on activities include: police use of force, motor vehicle extrication, fire fighting, crime prevention, fire prevention, housing maintenance, code compliance, criminal and fire investigations, drug awareness, traffic stops and other emergency response. All applicants 18 years and older are invited to apply. Class size is limited and all applicants must pass a criminal history background check. #ABeesStory: The Honeybees have Arrived The honeybees have arrived! On May 23, honeybees arrived by USPS and were “installed” in a hive located in the wetland area adjacent to Blaine City Hall. This is a personal project of Building Official, Dan Hauck, in conjunction with the City, to help people learn about honeybees, help pollinate the City garden and wildlife area, and hopefully get a little honey along the way.
Mayor Tom Ryan’s Office Hours at City Hall
Blaine Mayor, Tom Ryan, holds regular office hours every Tuesday, from 2:30 to 5 pm. You can stop by Blaine City Hall, 10801 Town Square Drive NE, and meet with Mayor Ryan on any issue you want. There is no need to call and make an appointment; visits are done on a drop-in basis. Office visits with Mayor Ryan are held in the Aquatore Conference Room located on the first floor of Blaine City Hall, on the west side of the building.
The package that came in the mail had around 6,000 worker bees and 1 queen. They are very “gentle” bees. Although, Dan was wearing a bee-jacket and hood, it isn’t likely he would have been stung. Honeybees are typically installed in April in Minnesota so they have a chance to build up the colony prior to the nectar flow. A large workforce is important to the beekeeper who hopes to collect honey. It is also important that they store enough honey for Winter. Because of the late start for our colony, they really need to be busy bees! The goal is to let them store a couple of boxes full of honey for their Winter supply. These honeybees were purchased from Gold Star Honeybees. They are supposed to be Winter hardy, raised on small-cell foundation, and treatment free. Dan will go into more detail in future postings. The next step after installing the bees is to check on them about 2 weeks later, to see if we have a good queen that is laying eggs. If we do, we will share some pictures from inside the hive. Sewer Backup? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. Water – The Overused Resource Living in the Land of 10,000 Lakes, Minnesotans have come to take water for granted. It’s there when we turn on the faucet to take a shower, brush our teeth, prepare meals, and water the lawn. We expect water will always be there when we need it. However, as the population has grown, so have the number of households and the demand for water. More and more manufacturing processes are using water that is not recycled. The amount of available water is actually decreasing. Studies by the Minnesota Department of Natural Resources (DNR), the U.S. Geologic Survey (USGS), and other professionals who study groundwater indicate the levels of water in the aquifers are declining. The recharge or replenishing of the groundwater takes years and years. With declining supply and increasing demand/use, it raises the question of how dependable our water supply will be into the short and long term future. The time has come for all of us to look at our water usage and ask, “What can I do to use less water?”. Here are a few facts to consider when seeking an answer to that question. • The City of Blaine uses an average of 2.3 billion gallons of water a year, or 6.38 million gallons a day. That’s enough to fill Laddie Lake 31 times! • July has the highest usage at over 392 million gallons for the month. June, July, and August are the three highest usage months with over 1 billion gallons used on average for those months. • The lowest usage month is February, at 119 million gallons on average, with the three lowest months being January, February, and March, with an average of 376 million gallons for the three months. • Each household in Blaine uses 88,400 gallons per year, or 22,100 gallons per quarter; or enough water to fill 134 bathtubs every month! • An average of 36,568 gallons per household is used in June, July, and August (highest 3 months), and an average of 13,030 in January, February and March (lowest three months). National studies show that 30% of the water used by an average household in the summer is to water lawns and gardens. To put this into perspective, lawns in our area only need 1 inch to 1.5 inches of water each week to maintain a healthy, green lawn. That includes whatever rain falls in that week. One inch of rain on an average yard equals about 900 gallons of water. An irrigation system, depending on the type of sprinkler heads used, will put out 12 gallons of water per minute. Watering for 30 minutes per day will use 2,520 gallons per week, and many people will run their system every day. If your lawn only needs about 900 gallons per week, you can save $2.31 per week or over $9.00 for the month, $27.00 for the 3 months of summer. This means the average household could reduce the volume of water they use each summer by about 51%. Many homes have larger lawns and use more water. Reducing water use in those cases could save much more water and the cost savings would be even greater. Along with the cost savings comes the peace of mind knowing you are doing something to help save water for future generations, plus it doesn’t require spending any money! Here are some tips to help cut back on the amount of water you use and maybe save even more money: 1. Purchase a soil moisture meter (usually $30 or less). This will tell you if your lawn actually needs water, helping you water less frequently. It works whether you water by hose or irrigation system. It will pay for itself in one season! 2. If you have an irrigation system, you might also add a water sensor. This will prevent the system from turning on when it is raining. 3. Check your irrigation system or hose/sprinkler for leaks and repair those you find. 4. Make sure your sprinkler heads are aimed at your lawn. Watering the street, driveway and sidewalk only wastes water. 5. Don’t water between 10:00AM and 4:00PM. Watering during the hot hours of the day will cause much of the water to evaporate and may cause burning on the grass blades and flower leaves. The best time to water is between 6:00AM and 9:00AM. 6. Don’t mow your lawn too short. A long grass blade helps create deeper roots. This requires less water, reduces evaporation, and longer grass blades shade out weeds. 7. Fertilizing too much creates a thirsty lawn. Check with the U of M extension service (763755-1280) for the best times to fertilize. You will do your lawn a favor, save water, and probably add to your dollar savings! Even in Minnesota, we need to be cautious of how much water we use. Saving a little now will make a big difference in the future. Making simple changes that cost little or no money will conserve water, save money on your utility bill, and give you bragging rights that you’re making a difference. Start now!

Animal Ordinance Change
Dogs Must Now Be Leashed
Dogs in the City of Blaine must be on a leash and under control while off the owner’s property. The ordinance change was fueled by complaints of dogs running at large in city parks and on other public property. The language in the previous ordinance was vague and some believed it allowed for dogs to run off leash. The ordinance is now clear, dogs must be leashed and under the owner’s control at all times when not on the owner’s property. O PE N IN G JULY 1

Fireworks Safety Tips • Do not use consumer fireworks. Consumer fireworks include sparklers and firecrackers. The tip of a sparkler burns at a temperature of more than 1,200 degrees Fahrenheit, which is hot enough to cause thirddegree burns. • The safest way to enjoy fireworks is to attend a public display conducted by trained professionals. • After the fireworks display, children should never pick up fireworks that may be left over, they may still be active. Over 1600 Enjoyed the Festivities at the
9th Annual World Fest
The ninth annual World Fest was held on Saturday, May 21. Town Square Park was decorated with flags from around the world to welcome over 1600 attendees. The event kicked off with the sound of an air horn and a Chinese Lion leading a procession from City Hall to the main stage. The lion was followed by 12 students, many international exchange students, carrying flags representing their country. The CAAM Chinese Dance Theatre presented several beautiful dances in traditional costuming. Performances by Ketzal Coatlicue Aztec Dance, Dolina Polish Dancers, Sansei Yonsei Kai and Harisen Daiku Drummers completed the first half of the entertainment. QC Dance studio performed an energizing American tribute in red, white, and blue sparkling costumes. Following them was the Native Pride Dancers celebrating the Native American culture of the Midwest. The final act of the day was the Chini Latin Dancers performing a variety of Latin dances which involved getting dozens of audience members on stage to participate. In addition to the entertainment, participants meandered along the sidewalk learning about Cameroon, China, Japan, and many other cultures represented in the Blaine area. Free facepainting, crafts, and children’s games kept the crowd entertained in between performances. The highlight of the event was the row of food laid out in front of City Hall. Eleven food vendors handed out samples of their ethnic specialties including: tacos from Acapulco, chips and salsa from Chili’s, a variety of pizza from Broadway Pizza and Umbria, nachos from San Jose, Asian specialties from Kintaro and New China, ice cream from Big Dipper, gyros from Empire Grill, moist bundt cake from Nothing Bundt Cakes, and lefse from the Sons of Norway. The 10th Annual World Fest will be held on May 20, 2017.
The City of Blaine sponsors a recycling drop-off day the third Saturday of each month in the parking lot at Aquatore Park. The parking lot is near the City water tower and water treatment plant. You do not need to be a Blaine resident to bring items to the drop-off day. Please Note: No garbage will be accepted.

The venue for the Blaine Triathlon will be held at beautiful Lakeside Commons Park. From novice to veteran triathletes, the Blaine Triathlon will be a fun and challenging race consisting of a .3 mile swim, 16.7 mile bike ride, and a 3.5 mile run. The registration fee is $75 for individuals and $100 per relay team and includes a dry fit race tee shirt, swim cap, post race refreshments, and all finishers receive official race hardware.
