Night to Unite 2016 was Blaine’s Largest Yet The 2016 edition of Night to Unite was held on Tuesday, August 2nd. Night to Unite is a community building event designed to encourage residents to spend an evening outside with their neighbors getting to know each other. It’s also an opportunity for police, public works, firefighters, and elected officials to visit with residents of all ages and talk about crime issues, current development, crime trends and more. Many Blaine residents took the opportunity to express their thanks and support to our officers this year.

This past July the Blaine Police Explorer Post represented the City of Blaine at the National Law Enforcement Exploring Conference in Flagstaff, Arizona. The explorers competed in a total of five scenarios against hundreds of teams from all over the country. To prepare for this, the explorers worked very hard and have been training since September of last year. As a result of their hard work and teamwork, the Blaine Police Explorer Post was awarded second-place in the nation in the Bomb Scene Search scenario. In addition to this, the explorers received numerous comments on how professional they were as a team and how skilled they performed in each of their scenarios.
This year, Blaine was host to 154 registered block parties and many more that didn’t register. This is the most block parties Blaine has ever had and translates to well over 5,000 people participating! Last year, there were 147 registered block parties. As our city’s growth continues, so will the number of block parties each year. We would like to thank the block party hosts for organizing a block party in their neighborhood. Explorer Captain Zach Paul also represented the City of Blaine Police Explorer Post as one of three finalists for the Law Enforcement Exploring National Youth Representative, an elected position which represents law enforcement exploring on a national level. Assisted by his team-members, Zach worked very hard creating flyers, writing a speech, and campaigning for the position during a large part of the conference. Despite his hard work, Zach was not elected to the position of National Youth Representative. However, Zach was offered several positions and opportunities within the national conference staff, a privilege not offered to many, as a result of the work ethic he displayed as a finalist for the position. In all, the National Conference was a huge success and represented the entirety of the Blaine Police Explorer Post, Blaine Police Department, and the City of Blaine in a very positive manner. Improving the Health of Your Lawn Lawn growth depends on nutrients or essential elements absorbed by roots from the soil. When natural soil processes do not provide adequate supplies of these essential elements, fertilizer can be applied to maintain optimum turf grass growth. The purpose of fertilizing a lawn is to add the necessary nutrients in the required amounts and at the proper time to achieve desirable lawn qualities and healthy turf grass plants. Because of the concern for excessive phosphorus in lakes and rivers from fertilizer, the Minnesota legislature passed a statewide law that restricts the application of phosphorus fertilizer to established turf. Lawn fertilizer use is restricted to 0% phosphate (P2O5) content. Exceptions include if a new lawn is being seeded or sodded and only during the first year of establishment or if a soil or tissue test shows a need for P. Note, this law does not pertain to phosphorus use in gardens. Because of this law, soil testing becomes even more important for managing applications of phosphorus to turf. Soil tests can be obtained by submitting a soil sample to private soil fertility testing laboratories or to the University of Minnesota Soil Testing Laboratory. Late Summer and Fall are the best times of year to fertilize lawns. An early Spring application of nitrogen causes a surge of top growth in the plants, which makes the lawn look nice in the Spring but depletes the plants’ energy reserves. Consequently, when Summer stress periods occur, plants are weaker and less able to survive. Applying fertilizer in late August or early September will provide the plant with adequate nutrition to overcome any summer stresses. Some tips on fertilizing lawns are included below: 1. Obtain a soil test to determine the proper grade fertilizer to use (%N – %P2O5 – %K2O). 2. Apply most of the fertilizer in Fall rather than Spring; lengthened period of green in the Fall; earlier green-up in the Spring 3. If quick-release fertilizers are used, apply no more than 1 lb N/1000 ft2 in a single application. 4. For each application spread the fertilizer in two directions. 5. Use a rotary spreader for speed and convenience. 6. Sweep up any misapplied fertilizer to sidewalks, driveways or streets. 7. Water the lawn immediately after fertilizing. Mayor Tom Ryan’s Office Hours at City Hall
Blaine Mayor, Tom Ryan, holds regular office hours every Tuesday, from 2:30 to 5 pm. You can stop by Blaine City Hall, 10801 Town Square Drive NE, and meet with Mayor Ryan on any issue you want. There is no need to call and make an appointment; visits are done on a drop-in basis. Office visits with Mayor Ryan are held in the Aquatore Conference Room located on the first floor of Blaine City Hall, on the west side of the building.
Drop off any size bike that you no longer use. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in refurbishing other bikes. Bikes 4 Kids donates the bikes to people in need. There is no charge to drop off a bike. Bikes 4 Kids are a part of The Robert & Wilma Burbach Bike Foundation.

Save Time on Election Day - Register to Vote Today Is there a registration deadline?
Unlike many states, you can wait until Election Day to register in Minnesota. However, to save you time we encourage you to register before Election Day. The deadline to pre-register to vote is October 18 - it will save you time at the polling place!
Who can register and vote in Minnesota?
You must be: • A U.S. citizen • At least 18 years old on Election Day • A resident of Minnesota for 20 days • Finished with all parts of any felony sentence • You can vote while under guardianship unless a judge specifically has revoked your right to vote. • You cannot vote if a court has ruled that you are legally incompetent.
Do I have to register if I move or change names?
You must re-register each time you change address, change your name or have not voted at least once during a four-year period. You can easily update your registration by completing a new registration application.

You can register to vote by checking a box on your driver’s license or state ID application or renewal form.

Blaine Safety Camp Celebrates a Successful 20th Year
Two-Day Camp Focuses on Reducing the Number of Accidental Injuries and Deaths Among Children For the 20th year in a row, a new collection of Blaine soon-to-be fourth graders possess the knowledge and tools to live safe, healthy lives after the 20th Annual Blaine Safety Camp. On July 12 and 13, 150 local children gathered at SBM Fire Station 3 for the comprehensive educational safety program. Organized by the Blaine Police, SBM Fire and Blaine Parks and Recreation departments, Safety Camp is designed to reduce the number of accidents and injuries among young children while providing the skills needed to manage emergency situations. The two-day Safety Camp went precisely as planned, instructing campers on a variety of safety-related topics ranging from first
aid to brain injury prevention while mixing in enough fun and excitement to make the experience one the children will never forget! Our Camp Counselors: Invaluable to the Safety Camp experience were our counselors who included:

Safety Camp kicked off with programs on: Electrical Safety: Workers with Connexus Energy displayed the hazards and deadly power of electricity in a shocking electrical safety presentation. Injury Prevention: Representatives from Mercy and Unity Hospitals hosted an interactive sports injury prevention and first aid presentation. Internet Safety: Campers were taught about the dangers associated with talking to people online and sharing personal information. Tacos and Dancing: After a hearty Acapulco Restaurant of Blaine lunch and dancing off extra energy to music from a deejay, campers jumped right into four afternoon sessions. Don Bania Jr.: An annual guest at Blaine’s and other Minnesota safety camps, shared his inspiring story. Don is a quadriplegic as a result of a motorcycle accident, who developed his artistic skill by learning to draw with his mouth. He also revealed to campers that he designed and drew the Safety Camp logo for their camp shirts. Fire Safety: SBM Fire Department firefighters showed us how to react in case of a home fire. Bully Prevention: Kids were treated to an interactive and engaging presentation. Drugs Steal the Magic: Magician Brian Richards entertained children with his energizing and entertaining act.
The next morning picked up where the previous day left off with: Animal Safety: An animal expert shared several creatures with campers while discussing animal safety. Personal Safety: Campers were trained in personal safety, learning about the buddy system, checking first, and listening to your uh-oh feeling. Bicycle Safety: A bicycle stunt professional used his bicycle and message to inspire students to live out their dreams through determination, goal achievement, drug awareness, resisting peer pressure, and wearing a helmet. K9 Presentation: Blaine Police Officer Reggie Larson and his K9 partner Rex, and Officer Mark Allen and his K9 partner Remy, treated campers to a drug sniff and criminal apprehension demonstration. Afterward, children were allowed to meet Remy and give him a pat on the back. Pizza Lunch and Water Safety: A pizza lunch energized the campers for a fun afternoon of water safety at Roosevelt Community Pool. Bicycle Helmet Fitting and Booster Seat Measurement: Upon returning, all campers were measured for booster seats and fitted for bike helmets. One of the goals of Safety Camp this year was to educate parents on the state’s booster seat law, which requires children to sit in booster seats if under specific height and weight guidelines. Bike helmets and instruction on a proper fit have been given to campers at each Safety Camp since the beginning of the program 20 years ago.

After the two busy days of safety education, it was time to surprise the campers with the true identity of their counselors and for campers to relax and be rewarded for their dedication to keeping themselves and their families and friends safe. Campers were presented with a medal and certificate proclaiming successful completion of 2016 Blaine Safety Camp at an awards ceremony, emergency vehicle display, and ice cream social at Spring Lake Park High School. Blaine Safety Services thanks the many employees, volunteers and sponsors for making 2016 Safety Camp an extraordinary success. A special thank you also goes out to all the campers for their enthusiastic participation. Information about 2017 Safety Camp will be available in the Parks and Recreation Department’s Summer Recreation Connection next March.

Pure Poms and Cheer is an exciting dance and cheerleading program for children ages 4 and older. This fun course will teach students popular cheers, changes, choreographed pom/ dance routines, jumps, leaps, splits, basic tumbling, basic stunts, and many other skills required for school cheerleading and/or competitive cheer tryouts. Classes are taught by a coach with 20 years of experience. This program also promotes physical fitness, self-confidence, and teamwork. A group recital is performed on the last day of class and each student receives a medal and certificate. Other optional performance opportunities will be available.
