NEW REGISTRATION SYSTEM! The Blaine Parks and Recreation Department is pleased to present a new online registration system: ActiveNet. ActiveNet provides fast and user-friendly on-line registration as well as enhanced methods of communication between staff and participants. Beginning November 18, customers can create an ActiveNet account and be ready for winter registration on December 1. Some of the benefits to creating an account include: • Ability to register for classes for yourself or other family members • Ability to view your past class registrations • Ability to view and print class schedules • Ability to see “at a glance” where you need to be, and when! • Manage your account, include making payments, from the comfort of your own home • No processing fees will be charged for registration or the use of payments by credit/debit cards. Community Garden
Community Garden Plots
Interested in gardening but live in an apartment or townhome? Or maybe your yard is too shady? Consider renting a community garden plot. The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. The city will prepare the soil for planting, mark each plot, and provide water access. Plots are approximately 15’ by 20’; half-plots are 15’ x 10’. Plots will be ready for use in early May. One plot per household. Registration forms are available online at www.BlaineParks.com and at Blaine City Hall. The registration dates and priority for renting a garden plot will be as follows: Now - February 19 Returning gardeners from 2015 in good standing requesting their same plot February 29 - March 4

This class is designed for those who are new to skating and to get students moving and comfortable on the ice. Skaters will learn the proper way to fall and get up; marching; two foot jump in place; and beginning of a two-foot glide. All students must dress for the weather, have their own skates, and wear a helmet (hockey or bike helmet). Single blade skates only (hockey or figure skates). Children need to be dressed and on the rink at class time. Class held at Lexington Athletic Complex. Limited to 8 skaters. Register by January 9. Make-up day Feb. 13 if needed.

Children’s Art Workshop FREE to grades K - 5 The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. There is no fee, but register by February 20 to reserve your space. Limited to 60 participants. Projects will take approximately 45 minutes to complete. Parents must stay with their children. Information: • Open to any teen (grades 6-12 living in Blaine or going to a school serving Blaine residents.) • Submissions can be dropped off at the Recreation Desk at Blaine City Hall, 10801 Town Square Drive between the hours of 8:00 am-4:30 pm from February 22 to 26; February 23 from 5-7 pm; or February 27 from 12-2. • One submission per artist. • Art MUST be framed and ready to hang (hook on the back of it and either be hung with string or wire). • All Artists need to fill out a submission form (download at www.blaineparks.com.) • Awards will be presented in each category and Best of Show. MUSIC TOGETHER
Music Together is an award winning early childhood music and movement program for children from birth to kindergarten and the grown-ups who love them. Share the delight of making music in these joy-filled, research-based classes! Infants, toddlers and preschoolers participate at their own developmental level, sharing songs, instrument play, rhythmic rhymes and movement activities in a relaxed, playful, non-performance-oriented setting. Classes are mixed-age so siblings can participate together. Music Together classes are based on the recognition that all children are musical. They can learn to sing in tune, keep a beat and participate with confidence, provided that their early environment supports such learning. The Music Together curriculum supports children’s overall development—their cognitive, social, physical, verbal AND music development. Receive an illustrated songbook filled with music-making ideas, a CD with the song collection we’ll be using this winter as well as a code to digitally download and/ or stream the music, a corresponding songbook, and a DVD and booklet introducing early childhood music development. Infants under eight months on the first day of the session are free with a paying sibling. The cut off birth date for infant siblings to be free of charge is May 3, 2015 for winter session and July 19, 2015 for Spring Session. Get active and have fun in this class. Students will learn popular junior high and high school cheers, chants, choreographed pom/dance routines, parade marching techniques, and other performance skills. This program promotes physical fitness, self-esteem, teamwork, and learning from an adult role model. At the end, students will perform a group recital for families and friends. BABYSITTING CLASS

Learn to be responsible babysitters by examining safety guidelines, child development, finding jobs, rates and first aid. Hands-on experience with diapers and bottle-feeding are included. Participants receive a packet of materials and certificates are awarded to all students who successfully demonstrate the skills during the class. Bring a doll, lunch and beverage. Tae Kwon Do is a modern martial art based on Korean tradition that incorporates techniques of kicking, punching, and blocking. Learn self-defense and controlled movements through sparring. Teenage Mutant Ninga turtles, CAPTAIN AMERICA, THOR, HULK, BATMAN, SUPERMAN, SPIDERMAN or WONDER WOMAN! Pick your favorite comic book characters to star in your own mini-movie. Action figures, Legos, backdrops and props will be available for filming in class. Handle all of the technical details including using a digital movie camera, filming scenes, stop-motion animation, downloading footage to the computer, digital editing and adding finishing special effects and transitions to the movie. In this exciting hands-on learning class, our instructors will take your student through the entire digital film making steps from start to finish using Frames Software. Student groups' final projects will be emailed to parents, or students may bring a USB jump drive the last day to take home their films immediately. Don't just play Minecraft! Turn Minecraft from a game into a visual learning tool! This course introduces students to a whole new world of possibilities in Minecraft. This class will reinforce problem solving skills and spatial cognition through learning to create in-game puzzles, mazes, and obstacle courses. Student will learn basic game design skills while they collaborate to build Adventure maps, as well as some advanced features of Minecraft, such as Command Blocks. This class has a strong emphasis on creativity, exploration and cooperative learning experiences. Students will be able to take their custom worlds home on a flash drive, and will be able to continue to develop these worlds on their home computers. Max. 24. The Mary Ann Young Senior Center is located by Aquatore Park just off Highway 65 and Cloverleaf Parkway. As a focal point for seniors, the center’s staff and volunteers offer a dynamic variety of programs and social events throughout the year. The Senior Dining Program offers noon meals at a suggested donation of $4.00 for people age 60 and over, and a cost of $7.00 for those under age 60. Please call three days in advance to register for the noon meal. Van service is available for residents of Blaine to transport participants to and from the senior center for a cost of just $1.50 round trip. Registration & Policies
The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies, and interested individuals in the areas of education, recreation and social and cultural pursuits.
HOW TO REGISTER
DAY CARE PROVIDERS
ONLINE
Providers are welcomed to enroll children in activities. Parents must sign individual registration forms.
Activities are designed to meet developmental guidelines of the specified age group. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.
Visit the Parks and Recreation homepage at blaineparks.com and find the online registration link. A user name and password are needed to register; click on “Create an Account” Only credit card payments are accepted online. Online registration is available at no additional charge. Simply fill out the registration form provided in this brochure and send it along with payment.

DROP BOX
Place registration form and payment in the after hours drop box on the south side of Blaine City Hall. Registrations placed in the drop box will be processed the following business day.
IN PERSON
Residents may register in person at the Parks and Recreation office at Blaine City Hall, Monday - Friday, 8 am to 4:30 PM
NO PHONE REGISTRATIONS RESIDENTS Residents are defined as individuals living within Blaine City limits. Proof of residency may be required.
PAYMENTS
Cash, check and credit card payments are accepted. Specific modes of registration may require a certain type of payment. Fees must be paid at the time of registration.

All programs listed in this brochure are open to people with disabilities. If you need assistance or inclusion services, please call 763-785-6164. Inclusion services must be set up at least three weeks prior to program start.
WEATHER POLICY
When inclement weather arises, parents or participants may go to blaineparks.com for the latest updates about programs and events being canceled, delayed, or rescheduled. Also during normal office hours (M-F 8-4:30 pm) parents or participants may call the Parks and Recreation office at 763785-6164 or our 24-hour hotline at 763-717-2709.
PHOTO POLICY
Photographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department digital and print publications. If you do not want your photo used, please tell the photographer.
PARK REPAIRS
Please notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.
PARK SHELTER PERMITS
Some programs and activities may require a minimum number of participants. You will only be notified if the class/ activity is full or canceled. You will not receive a confirmation letter or call.
Large shelters are available to rent for family or group gatherings. See page 3 for more information. All other shelters are first-come, first-served.
REFUNDS
The Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.
Refunds are given if Blaine Parks and Recreation cancels the program or if registration fails because the activity is full. Participants canceling at least 7 days prior to an activity will be charged a cancellation fee as follows: $5 for programs costing $10-$99; $10 for programs costing $100 or more. Refunds will not be given for programs costing less than $10 or for cancellations made less than 7 days prior to the program start date. Trip refunds are subject to specific policies on a per-trip basis, based on advanced ticket purchases. Participants must contact the Parks and Recreation Department to request a refund.

Participant Code of Conduct
All participants are expected to exhibit appropriate behavior at all times while participating, watching, or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: • Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies, or facilities. Failure to follow these rules may result in a suspension of participation. The City of Blaine Parks and Recreation Department strives to make your participation fun-filled, rewarding, educational, and safe. We thank you in advance for your cooperation.
Park Board Meetings
Regular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 pm at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation staff in advance.
Adopt-a-Park
Want to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers, creating new landscape features, or maintaining landscapes. Talk with others about taking on a project in your neighborhood. Contact 763-785-6164 for more information.

I give my consent to use any photograph or video tape taken of my child (or person I am responsible for as guardian), or myself for future promotional or marketing materials. In consideration of the City providing the registered activities, I agree to not hold the City liable for any claim resulting from participation in any such activity, including claims for injuries, death and resulting attorney fees. These shelters are perfect for graduation parties, family reunions, team picnics, birthday parties, and more!
