Heroes and Helpers Brings Holiday Joy to Local Students
For the eighth year in a row Heroes and Helpers, through many local donations, helped bring holiday joy to some local students who need it. We would like to thank Target, Blaine Festival, Alicia Marie Photography, and Ritz Photo Booth for their generosity in making a memorable holiday season for the students. This year we had $7,000 to spend with 60 local students in need. Each child received $100 to spend on gifts for their families and $750 was set aside to help with essentials such as socks, underwear, hats, mittens, snow pants, and food. The Heroes and Helpers program purchases these items so the students can use their money to buy something special for their family members. The participating students are selected by school social workers from seven different schools in the Anoka-Hennepin, Centennial, and Spring Lake Park School Districts. We want to especially thank officers from the Anoka County Sheriff’s Office, Lino Lakes Police and Fire Department, Spring Lake Park-Blaine-Mounds View Fire Department, Centennial Lakes Police Department, Minnesota State Patrol, Blaine Police Department, Blaine Reserve Officers, and the Blaine Police Explorers for volunteering their time to take the students shopping. Thank you to all who make this such a great event for our community.

The Blaine Police Department is offering a program to build relationships between the community and the department. The Coffee with a Cop program is designed for people to meet our officers in a relaxed, friendly environment. Our officers are there to talk about anything, not just policing issues. Popular topics include: • Problem houses in their neighborhood • Traffic complaints and issues • Questions about the department and its procedures • General questions about the City Parents are encouraged to bring their kids to meet the officers. The relaxed environment makes it possible for stress-free encounters with department staff. This is a great way for kids to see that officers are regular people too. The upcoming event at the Johnsville Library will have officers reading to the kids, which has proven to be a big hit.

January/February 2018 Tree Trimming Notice The Public Works Department will be trimming the street side of boulevard trees throughout the winter. We only trim the street side because some residents do not want the tree to be “evened” out. Trimming only the street side gives everyone a chance to trim the rest of the tree to their liking.

Stormwater Pond Safety Stormwater ponds are potentially dangerous for recreational activities like ice skating and hockey because of unknown ice conditions. Please help us keep your family safe this winter by explaining to your children that it is extremely important to keep off the ice. Why is ice unsafe? Stormwater ponds have constant flow of water, which causes ice to form in unstable conditions over the winter months. These unpredictable and fluctuating water levels create an environment in which the water may not freeze completely solid, therefore all unmonitored stormwater ponds are unsafe for skating.

Though they may look like great recreation areas, stormwater ponds serve an important function in the City of Blaine’s stormwater management system. A stormwater pond has two main purposes. The first is for residential flood protection. The second is for treating urban water run off before it flows back into natural creeks and rivers.

Enjoy a Safe, Low-Salt Winter!
Before you get out your winter salt deicer, think about picking up your snow shovel instead. Clearing snow before it can compact into ice is safer, cheaper, and better for the environment. Sand Creek, Pleasure Creek, Springbrook, and Coon Creek, like the rest of metro area creeks and rivers, are getting increasingly polluted with chlorides, primarily from road salt. Salts (chlorides) don’t go away and are harmful to fish and aquatic life. Prevention is the key! Since most road salt is used for highway safety we can all help reduce its use by adjusting our expectations from summer to winter road conditions and slowing down. Cities are doing their part to reduce road salt use. Blaine applies liquid salt brine before a storm to lower the freeze-point and delay the formation of ice. This means knowing the temperature of the pavement to determine the best time for brine application. The brine salt then remains effective until washed away by rain, fog, or humidity, allowing the City to apply less salt over time. At home, use sand for traction and just put it where you need it, for example, by the garage door instead of the whole driveway. Public Works Needs Your Assistance Please Don’t Obstruct the Street with Trash Cans and Basketball Hoops Trash/recycling/yard waste carts and basketball hoops are common things to see in the street at various times. Placing these things on the curb or pavement is actually against the City’s Right of Way Management Ordinance because they significantly impact both the traveling public and municipal operations such as plowing and street sweeping.
Bring Your Unwanted or Unused Prescription Drugs to the Blaine Police Department The Blaine Police Department is partnering with the Anoka County Sheriff’s Office to provide a prescription drug drop-off location in the lobby of the Blaine Police Department. The goal of the program is to provide a convenient drop-off location to dispose of unwanted or unused prescription drugs. This is NOT for over the counter drugs or vitamins.
The proper placement is simple but extremely important to efficient operations, which help minimize the use of your tax dollars. Trash carts must not be placed on street surfaces. Trash carts should be placed in the cleared driveway area or an area of the boulevard cleared of snow to allow for their placement up to two feet behind the curb when waiting for pickup. This allows snowplow and sweeping crews to clean the streets from curb to curb. Use the Right Edge Marker Too This is the time of year when residents like to mark the edge of the street to help show where the pavement is after a big snowfall. The City asks that you use the right type of marker. We’ll even supply a few if you need them! The best markers are lightweight fiberglass poles or aluminum driveway markers with reflectors on them. A cheap and easy alternative is to use wood lathe for a marker. Steel fence posts are not acceptable alternatives. These posts are too rigid and strong.
The Prescription Drug Take Back Program will only accept prescription drugs from non-commercial, residential users only. No syringes, needles, liquid narcotics, or over the counter drugs or vitamins are accepted. If you have liquid narcotics, mix it with coffee grounds or dirt. You can then place that mixture into a coffee can or empty plastic detergent bottle. Seal the container with duct tape and place it in the regular garbage. Participation in the Prescription Drug Take Back Program is free and anonymous. All prescriptions will be disposed of with “no questions asked.” It should be noted the Blaine Police Department cannot pick up unwanted medication.
They will cause damage to cars that may slide too close and can even damage snow plows. The height and strength also impede plowing operations when we need to ‘wing back’ larger snow piles to make room for more snow from future storms.

Recycle to the Max and Save! One of the best ways to save money on your garbage bill is to recycle as much as possible. Under Blaine’s curbside recycling program, ALMOST ALL of your household waste is actually recyclable. Putting more recyclables in your recycling cart will not cost you any more money. In fact it will make it possible to save money by using a smaller garbage cart. You can join the thousands of Blaine households that recycle the maximum amount of their household refuse and save money by using a smaller garbage cart. The following materials are all recyclable in Blaine’s single-family recycling program with Walters Recycling and Refuse: • • • • • • • •

Sewer Backup? Water Concerns? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. Guitar Lessons INTRO TO GUITAR, Ages 6 to 10 Children will develop the vocabulary and skills for the guitar and be able to play one and two chord songs and learn five different chords. Mayer Arts MY LITTLE PONY Ages 4 to 8 Come learn songs and dances from the NEW My Little Pony and put on a musical. Everyone will learn how to put together a professional show from start to finish. Learn how to properly speak lines, block a scene, develop a character, and much more. Wear comfortable clothing and lightweight tennis shoes or dance shoes. Friends and family are invited to observe a special performance beginning the final 30 minutes of the final class. Program held at Sunnyside Park Building. Register by February 5. Babysitting Ages 11 and up Learn to be responsible babysitters by examining safety guidelines, child development, finding jobs, rates, and first aid. Hands-on experience with diapers and bottle-feeding are included. Participants receive a packet of materials and certificates are awarded to all students who successfully demonstrate the skills during the class. Uff Duh Wabasha Street Caves, St. Paul We will set out to discover how and why immigrants from Norway, Sweden, Denmark, and Finland came to settle in the Twin Cities. A costumed guide from the past will board our bus as we learn about Swede Hollow and Old Muskego Church, which was brought from Wisconsin and assembled piece by piece. MN Zoo & Imax Theater Our day starts off by heading to the IMAX Theater to see Under the Sea 3D! You will then visit any of the MN Zoo exhibits you choose. Blaine Arts Council The Blaine Arts Council is a volunteer organization open to all interested individuals. Its mission is to promote, advance, and celebrate the arts in the community for the appreciation and participation of residents. The council sponsors ongoing art exhibitions at Blaine City Hall and organizes special arts events throughout the year. Council meetings are the second Tuesday of each month (SeptemberMay) at 5:30 PM at Blaine City Hall. Interested individuals are invited to attend a meeting and participate in events. At Fix-It Clinics, residents bring in small household appliances, clothing, electronics, mobile devices, toys, bikes, and more and receive free guided assistance from volunteers with repair skills to disassemble, troubleshoot and fix their items. Fix-It Clinics teach valuable troubleshooting and basic repair skills, build community connections and reduce the number of repairable objects that are thrown in the trash. Volunteers needed.
