Seeking Residents to Serve on New Traffic Commission The City of Blaine has created a Traffic Commission to review neighborhood traffic concerns on local streets, define traffic issues, review alternatives, look at long and short term costs of alternatives, hold public hearings, and make recommendations to the City Council. The Commission is to be made up of seven (7) residents who will serve two year terms. The Commission will meet initially once a month. Cub Foods opened their new store in Oak Park Plaza at 109th Avenue and University Avenue on December 8. The new 45,000 sf store is smaller than a typical Cub Store and offers a more quaint grocery shopping experience. The rest of the center was remodeled to bring new life to Oak Park Plaza.

2016 Election Results Record Voter Turnout
Blaine had a record voter turnout of over 91% at the November 8 election — higher than the County-wide turnout of 90% — and registered just over 4,000 new voters. Different this year was the number of absentee ballots, with almost 22% of Blaine voters voting absentee either by mail or in person. Since the end of September over 4,800 people voted at City Hall, with almost 3,000 the last week and almost 1,000 the day before the Election. It will be interesting to see if this turnout was because of the attention to this Election or if it will be a trend going forward. Either way we were pleased to offer this option to our residents. Blaine voters re-elected Tom Ryan as Mayor and Dick Swanson as Ward 1 Councilmember to another four-year term. Julie Jeppson was successful over incumbent Mike Bourke in Ward 2, and Andy Garvais captured the most votes for the Ward 3 seat left vacant by Russ Herbst who chose not to run again. A reception will be held on Thursday, January 5, 2017 to thank the outgoing Councilmembers and to welcome the new Councilmembers. The event will begin at 6:30 pm and will be held in the City Hall Atrium. While the question to construct a Blaine Community Center did not pass, the Council would like to thank the members of the Community Center Task Force for their hard work over the past two years to gather data, hold community meetings, and educate the voters so they could make an informed decision. A huge thank you also goes out to the 300 election judges who staffed the polling places on Election Day — serving as an election judge is a great way to get involved in the community and our election judges are second to none. Infinite Campus celebrated the completion of their new 100,000 sf office tower located at 109th Avenue and Lexington Avenue. Infinite Campus, already one of Blaine’s top employers, anticipates adding up to 400 additional employees with the new space. Blaine welcomes a new business to the City. Streamworks moved into their new 90,000 sf office/production facility in the Lexington Preserve Business Park just off 35w. Streamworks is a digital marketing and bulk mailing firm previously located in Arden Hills. They will be bringing over 150 new jobs to the City of Blaine. Crestview Senior Housing celebrated the opening of their beautiful new building in October. The facility, located just north of 117th Avenue on Ulysses Street offers a variety of senior housing options including independent and assisted living, along with memory care. Christmas Tree Collection Schedule As in past years, Christmas trees will be collected during the first two FULL weeks of the new year for all single-family homes on your regularly scheduled garbage day.

Blaine Mayor, Tom Ryan, holds regular office hours every Tuesday, from 2:30 to 5 pm. Stop by Blaine City Hall, 10801 Town Square Drive NE, and meet with Mayor Ryan on any issue you want. There is no need to call and make an appointment; visits are done on a drop-in basis. Office visits with Mayor Ryan are held in the Aquatore Conference Room located on the first floor of Blaine City Hall, on the west side of the building.

City crews began trimming boulevard trees this fall. Trimming will continue through the winter as weather permits. Check the City website for details and trimming locations.
Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well.

Snow Plowed Sidewalks And Trails Did you know that residents have access to over 60 miles of trails and 80 miles of sidewalks throughout the City of Blaine and that most are available for use during the winter? Even though streets are the first priority, the majority of trails and sidewalks that provide connectivity to schools, libraries, businesses, parks, and open spaces are generally plowed in 1 to 3 days depending on the amount of the snow event. Snow Plowing Information • Each snowplow route is approximately the same size or takes approximately the same amount of time to plow. • In most cases plowing will not start until the snow has stopped falling. • The City has an adequate plowing crew to plow the City in a reasonable amount of time, but does not have back-up crews to re-plow. • Plowing usually starts at 4:00 am with most streets being clear by noon. Major events (over six inches) can take considerably longer. The routes are then gone back through for additional sanding. • In the event of equipment breakdown on any route, that route is finished when other routes are complete and as equipment from those routes becomes available. • Skating rinks, sidewalks, and trails are a second priority and, in most cases, will be cleared the day following the snow event — after the streets are cleared.
Let It Snow While shoveling, the City would like to remind residents that City Ordinance does not allow residents to “throw” snow onto neighboring properties or into public right-ofways without permission. Winter Parking Restrictions Please Keep Fire Hydrants Clear The fire and public works departments are asking for your help. Please remember to shovel around fire hydrants after each snowfall. It is very important for residents and businesses to keep hydrants clear of snow and visible from the street. If the fire department has to spend time trying to find a fire hydrant under the snow, they lose precious time needed to fight fires. Please help keep your fire hydrants clear of snow. The house you help save may be your own.
City plow trucks generally begin plowing after two inches of snow has fallen. To avoid a citation, keep vehicles off city streets until they have been plowed from curb to curb. This will ensure that the plow drivers can finish the job safely and efficiently. Don’t forget from November 1st to April 1st vehicles cannot be left on the street between the hours of 2:00 am and 7:00 am regardless of snowfall amounts. Help keep city streets safe and clear for everyone by keeping vehicles off the street until plowing is complete! Sec. 82-152. Parking During Snowfall It shall be unlawful to park or permit to be parked, or to continue to park or permit to stand, any vehicle upon any street after two inches (2”) or more of snowfall, until such time as the snow has been plowed from the street, curb to curb.

New Premium Garbage Service Starting January 2017, the City will be replacing its 96 Gallon Unlimited Garbage Service with our new 96 Gallon Premium Service. Throughout this past year, we have been analyzing our waste stream and have determined that the Unlimited Service is not working as it was intended. The New Premium Service plan will allow residents with the large 96 gallon cart to dispose of virtually an unlimited amount of non-toxic solid waste typically generated by an average household and will still provide the benefit of disposing of a limited number of large and bulky items, not normally collected by other haulers. How Can You SAVE Money on Your Garbage Bill? The best way to save money on your garbage bill, especially households at the Premium Service level, is to recycle as much material as possible in Blaine’s curbside recycling program. These days almost all household waste is recyclable. In Blaine’s curbside recycling program you can recycle the following items: • • • • • • • •

Newspapers, and all inserts All magazines and catalogs Phone books Training manuals All mixed mail including envelopes (if it comes in the mail and is paper, you can recycle it!) All office and school papers, file folders, fax sheets, notebooks, etc. Paperback books Corrugated cardboard boxes cut up to fit in recycling cart (or flatten and bundle 3 feet by 3 feet by 1 foot thick, and place 3 feet from the recycling cart) Box board (cake, cereal, cracker, tissue, and shoe/shirt boxes) Boxes for refrigerated foods

Blaine’s curbside recycling program is UNLIMITED, so if you need additional recycling carts to handle all of the recycling material, you can get them AT NO ADDITIONAL COST! That’s right; you can put out as much recycling as possible without an increase in cost. In fact, it could save you money by allowing you to use a smaller garbage cart. Heroes and Helpers is a Huge Success
For the seventh year in a row, the Blaine Police Department teamed with Blaine SuperTarget to make the holiday season extra special for some local children. This year there were over 60 volunteers from Spring Lake Park, Blaine, Mounds View Fire Department, Anoka County Sheriff’s Office, Lino Lakes Police Department and Fire Department, Minnesota State Patrol and the Centennial Lakes Police Department.
to guide them throughout the store. They were also treated to a meal at Target’s Food Avenue. After loading their carts and purchasing the presents, cops, firefighters, and kids gathered with Target employees to wrap the gifts. Kids and Heroes were able to take photos together in a photo booth donated by Ritz Photo Booth Co. Alicia Marie Photography donated her time to help take some fantastic photos!
School social workers from seven local elementary schools which cover three different school districts helped identify children who needed an extra special holiday season. Target, with the help of many of their employees, then put together a special holiday shopping event for each these children.
While the kids were shopping with their Heroes, numerous shoppers donated money on the spot to help these kids. One shopper donated $200 which helped a child buy a futon for their family who had no furniture. One of our very own 9th grade Blaine Police Explorer dug into his pocket to help pay for the presents for his child that he took shopping.
To make the day special, the officers and firefighters, picked up the children at school prior to their shopping spree. Once they arrived at SuperTarget, children received a $100 donated gift card to complete holiday shopping for their family members.
Even while receiving gifts, the kids were so appreciative. One little girl wanted to use her left over money to buy her officer something. He was touched and assured her that she would be able to take any left over money home to share with her family.
Donations from Target and the Blaine Festival Committee were used to fund the donated gift cards. Funds were also set aside for non-gift necessities such as food, underwear, socks, boots, and mittens. The children, with shopping lists in hand, were paired with police officers, deputies, and fire helpers

At the end of the day, the police officers, deputies, and fire fighters returned the children home with bags of presents to share with their families so they could help spread the holiday cheer at home this season.

The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. The City will prepare the soil for planting, mark each plot, and provide water access. Plots are approximately 15’ x 20’; half-plots are 15’ x 10’. Plots will be ready for use in early May. New Lego Mindstorms EV3 has arrived. Using the newly released EV3 Robotics System, students will be taught foundational building and introduced to programming concepts with learning about the new Sensors, Motors and Special Technics components.
