Blaine Public Works will be performing annual city-wide fire hydrant flushing from May 15-19, 7:30am to 4:30pm. This process removes any sediment that may have settled in water mains over the course of the year, as well as providing an opportunity to ensure hydrants are in proper working order. Hydrant flushing will create periods of low water pressure, with the disturbance in the water mains potentially causing dark water. Although safe for human consumption, the discolored water may stain clothes. Residents are asked to refrain from washing clothes between the hours of 7:30am to 5:30pm, or until hydrants in the area have been flushed. Please check for water discoloration before washing. Emerald Ash Borer Discovered in Blaine
The Forestry Department recently inspected a suspicious ash tree located near Carrara West Park and diagnosed the tree as having Emerald Ash Borer (EAB). This diagnosis has been confirmed by the Department of Agriculture. This is the first ash tree to diagnosed with EAB in Blaine. EAB could potentially become the most destructive forest pest in Minnesota’s history. There are tens of thousands of ash trees in Blaine and all are at risk of getting EAB. There are very effective treatments that can virtually guarantee to protect your tree from getting EAB, and there are treatments that we do not recommend. Recommended The best way to protect your ash tree is to have a professional inject your tree. Tree injections are highly effective and can protect your tree for up to three years. You will need to re-inject the tree to keep it protected after three years. Not Recommended There are chemicals available that you mix with water and pour around the root system of the tree. We DO NOT recommend using this method. This method is not very effective, and could potentially leach into the ground water. Emerald ash borer: Minnesota DNR
By law, all community water systems are required to distribute their drinking water report to customers before July 1 of each year. This annual report, known as the Consumer Confidence Report (CCR), includes results of water monitoring conducted on the City’s drinking water from the previous year, in this case 2016. Because of the water delivery events that occurred in early 2017, the Minnesota Department of Health required the City to sample and test for Total Coliform bacteria after each event. AQUATORE Off-Leash Dog Park

AQUATORE OFF-LEASH DOG PARK RULES • Dogs must be properly vaccinated. • Dog owners must pick up and dispose of pet waste in trash receptacles. • Dogs must be under control at all times. • At the first sign of aggression, dogs must be leashed and removed. • Dogs that are declared dangerous are not allowed. • Dog owners are liable for damage or injury inflicted by their dogs. • Dogs must be leashed when entering or exiting. • No more than 3 dogs per handler. • Parents must closely supervise children at all times. • Dogs in heat are not permitted. • No use of tobacco. • No glass containers. • No food except training treats. • All personal property, including water jugs, bowls, and toys must be removed daily. • Dogs are NOT permitted to dig.

Dogs Must be Leashed When Out for a Walk
Under City ordinance pet owners are required to clean up after their dogs when taking them for a walk. Dog owners must carry a plastic bag or some other means of picking up after their dog whenever they are off their own property. The ordinance was enacted in response to multiple complaints regarding the amount of feces accumulating within our park systems and along our walkways. Please be a courteous pet owner and clean up after your pet.
Dogs in the City of Blaine must be on a leash and under control while off the owner’s property. The ordinance change was fueled by complaints of dogs running at large in city parks an on other public property. The language in the previous ordinance was vague and some believed it allowed for dogs to run off leash. The ordinance is now clear, dogs must be leashed and under the owner’s control at all times when not on the owner’s property. In 2016, the City completed an off leash dog park at Aquatore Park.

Do You Live Near a Storm Pond?
The greatest polluter of our waters is stormwater, the runoff from your roof, driveway, sidewalk, and street. Stormwater does not go to a treatment plant like your sewage. It gets “cleaned” differently to remove pollutants and keep it from flooding. Different methods are used to clean or treat stormwater. Two common ones in Blaine are: Stormwater Ponds have fluctuating levels and serve two main functions: • Flood Control – Some ponds provide flood control by slowing rates of flow or decreasing the amount of water downstream • Water Quality – Some ponds retain water while also keeping pollutants such as phosphorus and sediment from entering creeks and rivers. This is why your pond may turn green in the hot, summer months; it is capturing excess phosphorus which feeds algal growth. Vegetative Strips (Buffers) of long-rooted plants can: • Remove pollutants from stormwater • Reduce erosion & sediment entering waterbodies • Stabilize slopes • Provide infiltration of stormwater runoff • Maintain base flows of streams • Provide shade to streams for desirable wildlife Ponds and buffers will function best if they are left alone. Please do not mow, dump, or clear these areas. We need them to do their job of preventing water pollution. This type of water management requires cities, watershed districts, state and federal regulatory agencies to work together. Like other watershed districts, Coon Creek Watershed District has management tools like ponds and buffers that help prevent stormwater pollution. Well Water Wise Week
Do you know where your drinking water comes from? The Anoka County Community Health and Environmental Services (CHES) Department, in cooperation with 15 municipalities and county agencies, is sponsoring the 18th annual “Well Water Wise” (3W) week promotion May 8-12, 2017 to encourage residents to check the safety of their private well water. For information on private well testing go to the Anoka County Environmental Services Well Water Testing webpage or call 7 63 - 4 2 2 - 7 0 6 3 . County residents may pick up a well water test kit at participating city and township offices (listed below) or in the Environmental Services Unit, Suite 600 of the Anoka County Government Center, 2100 3rd Avenue in Anoka. Water samples can be submitted to the county’s Environmental Services Unit for analysis every Monday from 8 am to 4:15 pm and Tuesday from 8 am to noon. During 3W week, samples will be accepted Monday through Thursday (8 am to 4:15 pm) and Friday (before noon). The well water testing kit includes details about water collection and submission. A laboratory fee of $30.00 will be charged for coliform bacteria and nitrate-nitrogen analysis. Unlike public water utilities, private well water is not treated with chlorine to prevent bacteria growth. Simply looking at the appearance of drinking water is not a reliable indicator of whether it is safe to drink. An annual coliform bacteria test is a good way to ensure that your drinking water continues to be free of bacteria. Nitrate-nitrogen occurs naturally in groundwater and wells at concentrations below one milligram per liter (mg/L). Nitrogen can seep into private wells from a variety of sources including septic systems, nitrogen fertilizers, animal feedlots, and landfills. The Minnesota Department of Health has established a Health Risk Limit (HRL) for nitrate-nitrogen at 10 mg/L. Levels above that point may pose an immediate risk to infants and pregnant women. The testing of private wells used for drinking water is the responsibility of individual owners. There are an estimated 25,000 private wells in service throughout Anoka County. For information about testing well water for other contaminants (e.g. arsenic, fluoride, lead, etc.), call the Environmental Services Unit at 7 6 3 - 4 2 2 - 7 0 6 3 . Lawn Sprinkling Restrictions
With the arrival of lawn sprinkling season we would like to remind the community of the following regulations regarding sprinkling. • Odd-even sprinkling days. If your address is an even number you can sprinkle on even numbered days. If your address is an odd number, you can sprinkle on odd numbered days. • From May 15 until September 15 no sprinkling is allowed between 10 am and 6 pm. This is the hottest part of the day and most water is lost to evaporation. Exceptions • Private wells used for watering. • City owned athletic fields. • Hand watering of gardens and trees using a watering can or hose. • Watering of new landscaping or sod for a period of 30 days after installation. This policy is in place to help limit the impact of heavy water usage periods in the City’s water supply. It is not necessary to water every day to promote a healthy lawn. Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. Stand Up Paddle Boarding
Ages 12 & up Just when you think you’ve experienced every possible way to enjoy getting out on the water, here comes stand up paddle boarding! Fun, new, easy, cool, and a great workout. Class sizes are very small and the instruction is short and easy, so most of your time will be on the water. Participants under 18 must have parent or guardian sign waiver before class. Drop off any size bicycle that you no longer want. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in reburbishing other bikes. Bikes 4 Kids then donate the bikes to people in need. There is no charge to drop a bike off. Bikes 4 Kids are part of the Robert & Wilma Burbach Bike Foundation.
