Blaine CityConnect 105th Avenue Funding is Approved by Legislature

Construction to Begin Late Summer

With the passing of the State bonding bill this spring, the City has secured enough funding to move the project forward. The project includes two through lanes in each direction as well as raised medians with dedicated left turn lanes at critical intersections. The design also includes two three-leg roundabouts; one will be constructed at the main access to the south campus of the National Sports Center and the other at the new access to the National Sports Center north campus. Several major design components were added to increase safety along the project corridor. The design components will aid in slowing speeds of vehicles and enhance pedestrian safety. The key components to reducing vehicular speeds include the addition of two roundabouts. The roundabouts will enable the city to lower the speed limit on the corridor from the existing 50 mph to 40 mph. Another speed reducing component includes a raised center median between Davenport Street NE and Radisson Road. The raised center medians provide a narrower feel to drivers, versus the expansive pavement cross section that exists today. Raised medians along with the travel lanes reduced from 12 feet to 11 feet, will aid in reducing vehicles speeds. Pedestrian safety will be accomplished with the addition of trails and sidewalks along the corridor. The design includes a trail along the north side of 105th Avenue NE from Davenport Street NE to Radisson Road. It will also have a concrete walk along the south side of the roadway from the western entrance to the athletic sports fields east of the drainage ditch to Radisson Road. There are also concrete walks on both sides of the roadway from Baltimore Street NE to TH 65. Pedestrian crossing of 105th Avenue will be available at Davenport Street NE and at both roundabouts. City Council will consider awarding the contract at the July 13 City Council meeting. Tentative construction startup is anticipated for the middle of August. The project will be constructed in two phases; the north side will be constructed first with two-way traffic being pushed to the south two lanes. Depending on the timing and weather, the second phase may start as early as this fall, but most likely start in early spring of 2108. Phase two construction will also be constructed under traffic with two-way traffic pushed to the newly constructed north lanes. The entire project is scheduled to be complete by summer of 2018. USA Cup and 3M Championship Coming this Summer

Blaine will become a popular destination again this summer as tens of thousands of visitors come to the city for two major annual sporting events.

Schwan’s USA Cup July 14-22 The 33rd annual Schwan’s USA CUP, billed as the largest soccer tournament in the Western Hemisphere, will run from July 14 - 22 at National Sports Center. Special traffic controls will be in place on both 105th Avenue and Davenport Street near the National Sports Center. 3M Championship Jul 31–Aug 6 The 3M Championship also returns to the Tournament Players Club Twin Cities in Blaine this year. The 2017 tournament runs July 31 – August 6 and features several days of events leading up to three days of golf on the weekend. Public parking is available at the Anoka County-Blaine Airport. The tournament continues to be very successful in terms of both accolades and attendance. The 3M Championship won the prestigious Champions Tour Presidents’ Award as the best tournament of the 2009 season. In 2008, it was voted the No. 1 Champions Tour event by the golfers. The annual tournament has also donated more than $24 million to local charities since 1993. FreeAdmission,3MChampionship The 3M Tournament will be free to the public in 2017. Draining the Rain With the heavy spring rains, many people noticed an increase in water standing in their backyards and the storm water ponds and ditches being higher than they are used to seeing. The State of Minnesota started recording precipitation in 1871. Up until last year, 1911 held the record for being the wettest year with 40.15 inches of rain. Last year, the State of Minnesota broke the record with the amount of rainfall at 40.32 inches. 2017 is trending towards being another record year for precipitation and the ground already had plenty of rain in it. What this means for all of us is our yards are going to be wetter than we have become accustomed to, the ponds and drainage systems in our neighborhoods are going to be higher than we have ever seen and some of us will experience our sumps running on a more regular basis. Our water eventually drains to the Mississippi River but if the Mississippi River is at flood stage, our water will not drain down as quickly as we would like it to. Running irrigation systems during these saturated conditions just adds to the problem because the water isn’t going to soak into your already saturated lawn. Your lawn can be harmed by being over saturated and can get fungal diseases which can be costly for you. We are fortunate to have two watershed districts, Coon Creek and Rice Creek who take a proactive approach in maintaining the ditch systems that run through the City of Blaine. The Stormwater Utility fee that is paid to the City also helps to make sure that the city can be more proactive in maintaining the city’s stormwater system. However, there was no place for the water to go because the Mississippi River was at flood stage. Drainage and Utility Easements With the increased amount of precipitation, the city received an increase in calls regarding the high water levels within these drainage and utility easements. Most properties in the City have drainage and utility easements similar to the plat map, image 1. The boundaries of your drainage and utility easement can be found by looking at your lot survey, image 2. • This is a legal right granting the local water resource authority access to the easement area for the maintenance and repair of storm water structures including ponds, storm sewers, ditches, and wetlands. • These areas are also designed to hold water for extended periods of time during large rain events. • The easement also grants the utility companies the right to inspect, maintain and repair underground or Image 1 overhead utilities. What to Do…or Not Some things to consider when determining where to plant your garden, install a shed or add retaining walls, etc. is that these areas are designed to hold a predetermined amount of water. Adding structures or altering the areas with fill, including yard waste will change the holding capacity and the flow path of the water in the drainage area. If there is an access problem for any maintenance activities in the drainage and utility easement, any obstruction may be removed at the landowner’s expense. Please contact the City and/or watershed district if you are proposing anything in an area designated as drainage and utility easement on your property. The City has a section in the Code of Ordinances which outlines what can and cannot be done. Allowing the vegetation to grow in the drainage and utility easements or buffers can provide additional water holding capacity since the plants will soak up more water, keeping the water from encroaching into your yard. The vegetation also treats the pollutants coming off the streets and your property and so also aids in controlling algae Image 2 growth. Buckthorn Removal Workshop Opportunity

Come learn how to identify two invasive buckthorns, compare them to desirable MN native trees and shrubs, and learn how to effectively treat and remove them. Common and glossy buckthorn are native to Eurasia and were introduced to North America as ornamental plants. In Minnesota, buckthorn lacks natural controls like insects and disease that would slow their growth. Buckthorn out-competes native plants for nutrients, light and moisture and can form dense stands that degrade wildlife habitat. Dress for the weather. Following the training workshop, attendees can purchase herbicide at a low cost and borrow herbicide application equipment from ACD. You will be all set to effectively remove invasive buckthorn on your property and help restore native habitats! Reminder: Lawn Sprinkling Restrictions are in Effect

With the arrival of lawn sprinkling season we would like to remind the community of the following regulations regarding sprinkling. • Year-Round, Odd-Even Sprinkling Days - If your address ends in an even number you can sprinkle on even numbered days. If your address ends in an odd number, you can sprinkle on odd numbered days. • No Sprinkling Between 10am and 6pm - From May 15 until September 15, no sprinkling is allowed between 10 am and 6 pm. This is the hottest part of the day and most water is lost to evaporation. Exceptions • Private wells used for watering. • City owned athletic fields. • Hand watering of gardens and trees using a watering can or hose. • Watering of new landscaping or sod for a period of 30 days after installation. This policy is in place to help limit the impact of heavy water usage periods in the City’s water supply. It is not necessary to water every day to promote a healthy lawn. The bikes will be accepted by Bikes 4 Kids to be refurbished or have their parts used in reburbishing other bikes. Bikes 4 Kids then donate the bikes to people in need. Sewer Backup? Water Concerns? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. Peddlers and Solicitors

Throughout the year door-to-door peddling, soliciting and canvassing raises questions from Blaine residents. While most of these activities are regulated by the City, they cannot be prohibited entirely. A canvasser, for example, may go door-to-door without a permit from the City. A canvasser may be a person asking for signatures on a petition, requesting support for a political candidate or position, or seeking donations for a religious organization. For your safety, remember the following. All peddlers and solicitors are: • Required to obtain a permit from the City • Required to carry their city-issued Photo ID/License with them and must show it a upon request • Restricted to operating between the hours of 9:00 am and 7:00 pm, and they are not allowed to solicit on Sundays and State or National Holidays Owners and occupants should: • Not let a peddler, solicitor, or canvasser into your home, even if they have a permit • Direct complaints about business practices to the Better Business Bureau of Minnesota at 651-6991111 • Check contractor references at www.dli.mn.gov • Help in filing insurance claims can be found at www.MN.gov/Commerce • Report suspicious persons or activities to the Police Department at 763-427-1212 or by dialing 911 Please join with us in making our neighborhoods safer by promptly reporting solicitors or any other suspicious activity. ACADEMY Registration Now Open

Night to Unite - The Best Tuesday in Blaine

Join neighbors across the City of Blaine on Tuesday, August 1 for the annual Night to Unite celebration. Enjoy a summer evening with neighbors to celebrate your community. Night to Unite is the best Tuesday of the year in which the police and fire departments are out in full force visiting block parties and strengthening community partnerships. The public works department has joined the celebration and will be making visits to neighborhood parties with their special monster trucks. McGruff the Crime Dog and Sparky the Fire Dog will be there too. Parties must sign up to receive a visit. Registration is free, and the City will provide each party host with ideas and items to help with planning your block party. Each party will receive door hangers, name tags, tshirts for the organizers, informational forms and a few other goodies. Registration deadline is July 17. New this year is the Pet Photo Contest with prizes. And returning this year is the Design Your Own Night to Unite Yard Sign Contest. YOUR design could be chosen as next year’s tshirt design. Attention Blaine residents and those who work in Blaine: If you are interested in learning more about safety services, registration for the 2017 Blaine Citizens Academy is now open! The eight-week course, hosted by the City of Blaine Safety Services Division, is a great opportunity for individuals to learn more about the structure and operations of the Police, Fire and Community Standards departments while participating in a variety of exciting and fast-paced activities, all in a safe and fun environment. Class is held Wednesday evenings, September 6 to October 25, 2017 from 6:30 to 9:30 pm. The academy meets at a different location each week depending on the activities scheduled. Course topics and hands-on activities include: police use of force, motor vehicle extrication, fire fighting, crime prevention, fire prevention, housing maintenance, code compliance, criminal investigations, fire investigations, drug awareness, traffic stops and other emergency response. All applicants 18 years and older are invited to apply. Class size is limited and all applicants must pass a criminal history background check. Applications can be found on the City of Blaine website and will be accepted until the class fills, so register early. Blaine’s Triathlon is Just Around the Corner

The Parks and Recreation Department is excited to conduct the 6th annual triathlon in the City of Blaine on a Saturday, September 9, 2017, beginning at 8:00 a.m. The venue for the Blaine Triathlon will be held at beautiful Lakeside Commons Park. From novice to veteran triathletes, the Blaine Triathlon

will be a fun and challenging race consisting of a 0.3 mile swim, 16.7 mile bike ride, and a 3.5 mile run. The registration fee is $100 for individuals and $125 per relay team and includes a dry fit race tee shirt, swim cap, post race refreshments, and all finishers receive official race hardware.
