Blaine CityConnect 2017 Night to Unite is a Huge Success The 2017 edition of Night to Unite was held on Tuesday, August 1st, and it was another successful evening of bringing together the community as a whole. Night to Unite is a community building event designed to encourage residents to spend an evening outside with their neighbors getting to know each other. It’s also an opportunity for various City departments to visit with residents

of all ages and talk about crime trends, current and future development, road projects, introduce the K-9 Units, demonstrate City equipment, and more. Night to Unite also gives the citizens of Blaine a chance to show support for Blaine’s Police Officers, Public Works employees, City staff, and SBM Firefighters. Many Blaine residents took the opportunity to express their thanks and support to our officers this year. This year, Blaine was host to 145 registered block parties and many more that didn’t register. This translates to well over 5,000 people participating! As our city’s growth continues, so will the number of block parties each year. We would like to thank the block party hosts for organizing a block party in their neighborhood. Reconstruction of 105th Avenue is Underway

The long awaited reconstruction of 105th Avenue from Highway 65 to Radisson Road is finally underway. Construction began on August 7 and will continue over the rest of this year’s construction season and into next year’s construction season. The entire project is scheduled to be complete by summer of 2018, again prior to the National Sports Center’s large soccer tournament in July. The 105th Avenue reconstruction project includes two through lanes in each direction as well as raised medians with dedicated left turn lanes at critical intersections. The design also includes two threeleg roundabouts; one will be constructed at the main access to the south campus of the National Sports Center and the other at the new access to the National Sports Center north campus. Fall Leaf Season is Here! Leaf Disposal Options Don’t Rake Your Leaves into the Street

Many of our residents live in fully wooded areas. As the leaves from the trees turn color and fall, they provide both a beautiful show and plenty of clean up effort. Please keep in mind that all decaying plant material that ends up in the City’s ponds and streams contributes to greater phosphorous load and poorer water quality. Please do not rake leaves into the street. Your cooperation is requested. You may also drop your leaves off at Anoka County Compost sites. Call for information and fees.

Door-to-Door Peddlers and Solicitors Throughout the year door-to-door peddling, soliciting and canvassing raises questions from Blaine residents. While most of these activities are regulated by the City, they cannot be prohibited entirely. A canvasser, for example, may go door-to-door without a permit from the City. A canvasser may be a person asking for signatures on a petition, requesting support for a political candidate or position, seeking donations for a religious organization or fundraising for a high school booster club. For your safety, remember the following: All peddlers and solicitors are: • Required to obtain a permit from the City • Required to carry their City-issued photo ID/license with them and must show it upon request • Restricted to operating between the hours of 9:00 am and 7:00 pm, and they are not allowed to solicit on Sundays and State or National Holidays Owners and occupants should: • Not let a peddler, solicitor, or canvasser into your home, even if they have a permit • Direct complaints about business practices to the Better Business Bureau of Minnesota at 651-699-1111 • Check contractor references at www.dli.mn.gov • Help in filing insurance claims can be found at mwww.mn.gov/commerce • Report suspicious persons or activities to the Police Department at 763-4271212 or by dialing 911 Please join us in making our neighborhoods safer by promptly reporting solicitors or any other suspicious activity. Clean Water Starts at Home

Explore the Blaine Wetland Sanctuary The Blaine Wetland Sanctuary is now open. The Grand Opening was held on Tuesday, August 15, 2017. A boardwalk through the Blaine Wetland Sanctuary (BWS) was completed in July 2017. It extends from a parking area along Lexington Ave. through both wetland and upland habitats to connect the existing paved trail to East Lake Park. Future plans for the BWS include additional trails (exact locations are yet to be determined) and a nature center on Lexington Ave. Management of the wetland site will continue into the future to accomplish the plan approved by the regulatory agencies. During spring and summer, crews will be out applying herbicides to control the invasive species which inhibit the growth of the native vegetation. Prescribed burns and over-seeding with native herbaceous species will allow the area to thrive and provide important habitat for birds and wildlife. The Sanctuary is located at 11980 Lexington Avenue and is open from 7am to 10pm. For more information on Blaine’s Wetland Sanctuary, go to BlaineMN.gov/WetlandSanctuary.

Sewer Backup? Water Concerns? Contact Public Works Residents experiencing a sewer backup should immediately contact the City of Blaine Public Works Department. Public Works will check the sewer main for blockages, as tree roots in the line can cause backups for neighbors as well. Residents with questions regarding their water should contact the Public Works Department. Call 763-785-6165, during normal business hours from 7 am to 3 pm, otherwise call 763-427-1212.

Turf grass has a growth spurt in the fall to store up energy for winter. You can help your grass, save on your water bill, and prevent water pollution at the same time: 1. Mulch leaves and grass with your lawnmower to return nutrients to the soil and to help keep them off the streets…and out of our waters! This is so important, in fact, that there is an ordinance against such ‘Illicit Discharges’ in our stormwater (Blaine Ordinance: Sec. 34-568). 2. Aerate your lawn late August, early-September. How?

Use a core aerator, available for rent at many home & garden stores and offered by some lawncare services. Water and air can reach the grass roots more easily with aeration. 3. Wait to fertilize until after aeration. If you use fertilizer, use it after aerating your lawn. Then it can be absorbed and saved by plants for spring. Fertilizing once per year should be enough. If you regularly mulch your clippings and leaves, you may not need to fertilize. 21st Annual Blaine Safety Camp a Success

Two-Day Camp Focuses on Reducing the Number of Accidental Injuries and Deaths Among Children Another collection of Blaine soon-to-be fourth graders now possess the knowledge and tools to live safe, healthy lives after the 21st Annual Blaine Safety Camp. On July 11 and 12, 150 local children gathered at SBM Fire Station 3 for the comprehensive educational program. Organized by the Blaine Police, SBM Fire and Blaine Parks and Recreation departments, Safety Camp is designed to reduce the number of accidents and injuries among young children while providing the skills needed to manage emergency situations. The two-day Safety Camp went precisely as planned, instructing campers on a variety of safetyrelated topics ranging from first aid to brain injury prevention while

mixing in enough fun and excitement to make the experience one the children will never forget! Our Camp Counselors: Invaluable to the Safety Camp experience were our counselors who included:

Safety Camp kicked off with programs on: Electrical Safety: Workers with Connexus Energy displayed the hazards and deadly power of electricity in a shocking electrical safety presentation. Injury Prevention: Representatives from Mercy and Unity Hospitals hosted an interactive sports injury prevention and first aid presentation. Fire Safety: Campers were taught about the dangers associated with talking to people online and sharing personal information. Burgers and Dancing: After a hearty Acapulco Restaurant of Blaine lunch and dancing off extra energy to music from a deejay, campers jumped right into four afternoon sessions. Don Bania Jr.: An annual guest at Blaine’s and other Minnesota safety camps, shared his inspiring story. Don is a quadriplegic as a result of a motorcycle accident, who developed his artistic skill by learning to draw with his mouth. He also revealed to campers that he designed and drew the Safety Camp logo for their camp shirts. Internet Safety: SBM Fire Department firefighters showed us how to react in case of a home fire. Bully Prevention: Kids were treated to an interactive and engaging presentation. Drugs Steal the Magic: Magician Brian Richards entertained children with his energizing and entertaining act.

The next morning picked up where the previous day left off: Animal Safety: An animal expert shared several creatures with campers while discussing animal safety. Personal Safety: Campers were trained in personal safety, learning about the buddy system, checking first, and listening to your uh-oh feeling. Bicycle Safety: A bicycle stunt professional used his bicycle and message to inspire students to live out their dreams through determination, goal achievement, drug awareness, resisting peer pressure, and wearing a helmet. K9 Presentation: Blaine Police Officer Reggie Larson and his K9 partner Rex, and Officer Mark Allen and his K9 partner Remy, treated campers to a drug sniff and criminal apprehension demonstration. Afterward, children were allowed to meet Remy and give him a pat on the back. Pizza Lunch and Water Safety: A pizza lunch energized the campers for a fun afternoon of water safety at Roosevelt Community Pool. Bicycle Helmet Fitting and Booster Seat Measurement: Upon returning, all campers were measured for booster seats and fitted for bike helmets. One of the goals of Safety Camp this year was to educate parents on the state’s booster seat law, which requires children to sit in booster seats if under specific height and weight guidelines. Bike helmets and instruction on a proper fit have been given to campers at each Safety Camp since the beginning of the program 20 years ago.

Ice Cream Social and Awards Ceremony After the two busy days of safety education, it was time to surprise the campers with the true identity of their counselors and for campers to relax and be rewarded for their dedication to keeping themselves and their families and friends safe. Campers were presented with a medal and certificate proclaiming successful completion of 2016 Blaine Safety Camp at an awards ceremony, emergency vehicle display, and ice cream social at Spring Lake Park High School. Blaine Safety Services thanks the many employees, volunteers and sponsors for making 2017 Safety Camp an extraordinary success. A special thank you also goes out to all the campers for their enthusiastic participation.

GRADES 1 TO 5 Looking for something for your kids to do on MEA Break? We have a fun-filled day planned to keep you kids busy! We first will go to Pump it Up and pounce our way to a jumping good time. After an hour and a half of jumping we will eat lunch which will be pizza and a beverage. The kids will then go to Perpetual Motion Gymnastics for tumbling, trampolines, obstacle courses, balance beams and more! Lunch included. Bring snack if you would like. INFANT, CHILD & ADULT This American Heartsaver four-hour course is designed to meet the needs of lay rescuers learning CPR to protect family members, friends and co-workers. Class does not meet the needs of health care providers. Curriculum includes infant, child and adult CPR, relief of foreign body airway obstruction and AED (defibrillator). Come and experience the charm and beauty of Stillwater located on the banks of the scenic St. Croix River. We start our day on a Stillwater River Boat. Create lasting memories…experience the beauty of this National Parkway, the scenic St. Croix River.
