THE CASTAWAYS IN CONCERT Tuesday, April 18 7:00 pm FREE! BLAINE CITY HALL THE CASTAWAYS are a nationally-known Minnesota based rock’n’roll band that audiences have been demanding, and enjoying, for many years. The Castaways feature a lively dance beat and quality sound from their state of the art High Definition PA system. From the high energy of Bruce Springsteen, Elvis, and Buddy Holly, to the soulful ballads of the Righteous Brothers. The Castaways fill the dance floor from the first note and keep the crowd dancing through every set of the evening! Their fast-paced and versatile song selections range from pop and album artists, classic rock, mood-setting ballads and the best of 50’s and 60’s favorites. For special occasions, The Castaways have the dynamic ability to play variety tunes beyond the rock spectrum, and add instrumental flavor with saxophone, flute or other specialties.

Community Garden

Community Garden Plots

Interested in gardening but live in an apartment or townhome? Or maybe your yard is too shady? Consider renting a community garden plot. The Blaine Community Garden is located adjacent to Blaine City Hall’s south parking lot and consists of 48 plots. The city will prepare the soil for planting, mark each plot, and provide water access. Plots are approximately 15’ by 20’; half-plots are 15’ x 10’. Plots will be ready for use in early May. One plot per household. Registration forms are available online at www.BlaineParks.com and at Blaine City Hall. The registration dates and priority for renting a garden plot will be as follows: Now - February 17 Returning gardeners from 2016 in good standing requesting their same plot February 27 - March 3

BEGINNING BLADES

PRIVATE/SEMI-PRIVATE LESSONS

ages 4 & 5

This class is designed for those who are new to skating and to get students moving and comfortable on the ice. Skaters will learn the proper way to fall and get up; marching; two foot jump in place; and beginning of a two-foot glide. All students must dress for the weather, have their own skates, and wear a helmet (hockey or bike helmet). Single blade skates only (hockey or figure skates). Children need to be dressed and on the rink at class time. Limited to 8 skaters. Register by January 8 . Make-up day Feb. 11 if needed.

These lessons are perfect for the child looking for a more customized and personal lesson. Private lessons are 1:1 and will go at the child’s pace. Semi-private is a 2:1 ratio with two children of similar age and ability. Class held at Lexington Athletic Complex. Register by January 8. Make-up day Feb. 11 if needed. Wargo Nature Center The Anoka County Parks & Recreation Department, in collaboration with Lino Lakes and Blaine Parks & Recreation Departments are thrilled to be offering the 17th annual Snow Day Event. Participants of all ages will have a chance to partake in a variety of winter activities, including: snow shoeing, ice fishing, kick-sledding, cross-country skiing, winter crafts, temporary tattoos, and live animal presentation. Your child can dress up like their favorite Super Hero and fly around and try activities which include: carnival games, bingo, crafts, face painting, tattoos, coloring sheets, all with our Super Hero Theme! What kid won’t love this? We will also have a few Super Heroes walking around for pictures and a photo backdrop for some additional photos. Don’t forget your camera! Refreshments provided. Max. 100. FREE to grades K - 5 The Blaine Arts Council is celebrating Children’s Art Month by inviting area youth to Blaine City Hall to create a masterpiece under the guidance of professional artists. Children will create an original work of art using provided supplies. Artwork will be displayed at City Hall in March for public viewing. There is no fee, but register by March 31 to reserve your space. Limited to 50 participants. Projects will take approximately 45 minutes to complete. Parents must stay with their children.

APRIL 4 - 28 AT BLAINE CITY HALL The Blaine Arts Council invites local teens to participate in the 11th Annual Teen Art Show. Showcase your talent and have your artwork on display at Blaine City Hall. Prizes will be awarded! Information: • Open to any teen (grades 6-12 living in Blaine or going to a school serving Blaine residents.) • Submissions can be dropped off at the Recreation Desk at Blaine City Hall, 10801 Town Square Drive between the hours of 8:00 am-4:30 pm from March 20 to 31; March 21 & 28 from 5-7 pm (Drop off in City Hall Lunch Room) • One submission per artist. • Art MUST be framed and ready to hang (hook on the back of it and either be hung with string or wire). • All Artists need to fill out a submission form (download at www.blaineparks.com.) • Awards will be presented in each category and Best of Show. Celebrate Earth Day by gathering with your neighbors and cleaning up your neighborhood park! The Parks and Recreation Department is looking for residents to organize an Earth Day Clean-up event at any of our 64 parks. You select the date, time, and park….we provide the supplies! Select a date anytime between April 15 and May 15. The focus in 2017 will be general trash and yard waste pick up and sprucing up the plant bed by the park signs. MUSIC TOGETHER

Music Together is an award winning early childhood music and movement program for children from birth to kindergarten and the grown-ups who love them. Share the delight of making music in these joy-filled, research-based classes! Infants, toddlers and preschoolers participate at their own developmental level, sharing songs, instrument play, rhythmic rhymes and movement activities in a relaxed, playful, non-performance-oriented setting. Classes are mixed-age so siblings can participate together. Music Together classes are based on the recognition that all children are musical. They can learn to sing in tune, keep a beat and participate with confidence, provided that their early environment supports such learning. The Music Together curriculum supports children’s overall development—their cognitive, social, physical, verbal AND music development. Receive an illustrated songbook filled with music-making ideas, a CD with the song collection we’ll be using this winter as well as a code to digitally download and/or stream the music, a corresponding songbook, and a DVD and booklet introducing early childhood music development. Infants under eight months on the first day of the session are free with a paying sibling. The cut off birth date for infant siblings to be free of charge is May 3, 2016 for winter session and July 25, 2016 for Spring Session. Tae Kwon Do is a modern martial art based on Korean tradition that incorporates techniques of kicking, punching, and blocking. Learn self-defense and controlled movements through sparring. This is a great class to develop discipline, strength, stamina, and flexibility. Join at any time – fee will be prorated. Please wear comfortable clothing. Pure Poms and Cheer is an exciting dance and cheerleading program for children ages 4 and older. This fun course will teach students popular cheers, changes, choreographed pom/dance routines, jumps, leaps, splits, basic tumbling, basic stunts, and many other skills required for school cheerleading and/or competitive cheer tryouts. Classes are taught by a coach with 20 years of experience. This program also promotes physical fitness, self-confidence, and teamwork. CROOKS, CRIME & CORRUPTION

Let’s venture through the streets of St. Paul, to a time when roaring hoodlums had their heyday! We will see the sites where the gangsters lived it up, and learn where they committed some of the most notorious crimes in the upper midwest. A costumed gangster from the past, who is familiar with the dark underworld of St. Paul will share the tales. You will hear of corrupt agreements between the politicians, the St. Paul police department, and the underworld leaders, who claim to have ran the City of St. Paul in the 1920’s and 1930’s. Some of the sites you will see and hear about include the Swift payroll robbery, the Dillinger Shootout, and the kidnapping site of Hamm Brewery heir. Lunch is at the Wabasha Street Caves (salad, chicken and dumplings, potatoes, honey glazed carrots and dessert.) After lunch we will embark upon the interesting tour of these historic sandstone caves, man-made, in the 1800’s. Throughout time they have served many purposes. Here, mushrooms grew, gangster massacres occurred, couples danced the night away in the once popular Castle Royal Night Club, and today, ghostly lore abounds. April DEFENSIVE DRIVING CLASSES These four hour refresher classes are held monthly on specified Thursdays from 10:30 am - 3 pm with a half hour lunch break, which is available at the Senior Center. These classes fill 6-8 weeks in advance, so register early! The cost is just $15 for AARP members and $20 for non AARP members. Advanced registration and payment are required for the class and lunch. Registration & Policies The Parks and Recreation Department strives to provide community programs and services where unmet interests and needs exist, and to promote cooperation with schools, athletic and civic organizations, community agencies, and interested individuals in the areas of education, recreation and social and cultural pursuits.

HOW TO REGISTER

DAY CARE PROVIDERS

ONLINE

Providers are welcomed to enroll children in activities. 25 Parents must sign individual registration forms.

MAIL

Activities are designed to meet developmental guidelines of the specified age group. The Parks and Recreation Department does not allow children to register for activities above or below their grade/age.

A user name and password are needed to register; click on “Create an Account” Only credit card payments are accepted online. Online registration is available at no additional charge. Simply fill out the registration form provided in this brochure and send it along with payment.

DROP BOX

Place registration form and payment in the after hours drop box on the south side of Blaine City Hall. Registrations placed in the drop box will be processed the following business day.

WEATHER POLICY

When inclement weather arises, parents or participants may go to blaineparks.com for the latest updates about programs and events being canceled, delayed, or rescheduled. Also during normal office hours (M-F 8-4:30 pm) parents or participants may call the Parks and Recreation office at 763785-6164 or our 24-hour hotline at 763-717-2709.

PHOTO POLICY

Photographs of program or park participants are periodically taken. These photos may appear in the local newspapers and/or Parks and Recreation Department digital and print publications. If you do not want your photo used, please tell the photographer.

PARK REPAIRS

Please notify park maintenance at 763-785-6165 about damage, vandalism or equipment cleanliness issues.

PARK SHELTER PERMITS

Some programs and activities may require a minimum number of participants. You will only be notified if the class/ activity is full or canceled. You will not receive a confirmation letter or call.

Large shelters are available to rent for family or group gatherings. See page 3 for more information. All other shelters are first-come, first-served.

REFUNDS

The Blaine Police Department and Park Patrol need your help to prevent vandalism and apprehend those who vandalize parks and recreation facilities. Vandals destroy what tax dollars have created. Costs associated with repairing vandalized property takes money away from recreational programs and facilities. Help stop vandalism. Always call 9-1-1 to report a crime in progress, including vandalism. To report a crime that occurred in a park but does not require immediate police response, call 763-427-1212. Calls are accepted 24 hours a day and you can remain anonymous.

Refunds are given if Blaine Parks and Recreation cancels the program or if registration fails because the activity is full. Participants canceling at least 7 days prior to an activity will be charged a cancellation fee as follows: $5 for programs costing $10-$99; $10 for programs costing $100 or more. Refunds will not be given for programs costing less than $10 or for cancellations made less than 7 days prior to the program start date. Trip refunds are subject to specific policies on a per-trip basis, based on advanced ticket purchases. Participants must contact the Parks and Recreation Department to request a refund.

Participant Code of Conduct

All participants are expected to exhibit appropriate behavior at all times while participating, watching, or attending any program or activity conducted or sponsored by the City of Blaine Parks and Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: • Show respect to all participants and program staff. • Take direction from program staff/supervisors. • Refrain from using abusive or foul language. • Refrain from causing bodily harm to self, other participants or program staff/supervisors. • Refrain from damaging equipment, supplies, or facilities. Failure to follow these rules may result in a suspension of participation. The City of Blaine Parks and Recreation Department strives to make your participation fun-filled, rewarding, educational, and safe. We thank you in advance for your cooperation.

Park Board Meetings

Regular meetings of the Blaine Park Board are conducted on the fourth Tuesday of each month at 7 pm at Blaine City Hall. All residents encouraged to attend. Persons wishing to present a discussion topic should contact Parks and Recreation staff in advance.

Adopt-a-Park

Want to improve parks and trails? Consider adopting a park as a family, neighborhood group or community service organization. As a partner with the City of Blaine, your group can help accomplish needed park and trail improvements. Fun and challenging activities may include monthly cleanup, planting flowers, creating new landscape features, or maintaining landscapes.
