On October 18, 2018, theNORTH Blaine City Council approved plans to allow for a HyELEVATION EAST ELEVATION Vee grocery store on the2 vacant 40-acre parcel located at the southwest corner NORTH ELEVATION EAST ELEVATION of Jefferson Street and Main Street. City staff have been working with Hy-Vee 2 for almost three years to get a store in Blaine. Hy-Vee chose this location because of its proximity to not only Blaine residents butKEYalso neighboring PLAN communities to the west and north. Hy-Vee is planning to construct an 85,000 KEY PLAN square foot grocery store. The store will include a liquor store, restaurant and many of the other services that are available at their other locations. There will also be a convenience store with a car wash and Starbucks located closer to Main Street. The project is a $30 million investment by Hy-Vee. Hy-Vee has provided concept plans that show potential senior housing and additional retail along Main Street that could be developed by others in the future.

As part of the project, Hy-Vee will be making safety and traffic improvements to the existing portion of Jefferson Street. Hy-Vee also has worked with Anoka-Hennepin Schools to reconfigure the parent drop-off/pick-up areas at ELEVATION H ELEVATION Roosevelt Middle School to prevent cars from queuing onto the public street. ELEVATION H ELEVATION Connection of Jefferson Street to 121st Avenue, which currently dead-ends in the Crescent Ponds neighborhood, will also be part of the project. The road connection has been part of the city’s transportation plan since development of the Crescent Ponds neighborhood. The city will be working with the neighborhood and the Traffic Commission to implement traffic calming and other safety measures on 121st Avenue in a response to additional traffic. 1

Did you know that Blaine has as Economic Development Authority (EDA)? Do you know what it does? While the Blaine EDA is responsible for many of the large projects that residents see being built around the City, many people don’t know how it works or what it does. The EDA is a separate government body from the City Council. In the case of Blaine, the City Council Members are also the EDA Commissioners. The EDA has its own taxing authority and its own staff that work exclusively on EDA issues such as bringing new business to Blaine, helping established businesses relocate within Blaine and redeveloping some of the older areas of the City. It also works to help develop life-cycle housing in Blaine. It does these things by promoting Blaine’s amenities, quality schools, affordable land for development, and highly successful business community. The EDA staff helps to coordinate the development process with the Planning Department, Planning Commission, and the City Council. The EDA is working to create a community with a broad spectrum of technical, commercial, industrial, retail, entertainment businesses, and job opportunities in Blaine to meet the needs of our residents. As Blaine gets to the point of being fully developed, the EDA will work on more redevelopment opportunities such as helping to upgrade older facilities to meet new construction requirements to house new businesses through small business loans, market available space for businesses to move into, and acquire distressed properties to clean them up and market them for business use. Our Economic Development Authority is helping Blaine create a robust business community that provides a wide range of jobs for residents. It also provides a reliable tax base that helps to keep residential taxes lower. In this issue of the Blaine Biz Connect, you will find a review of the EDA successes for 2018 and what is on the horizon for 2019.

The goal of the Business Council is to make Blaine a better city by bringing the right people together, to talk about the right topics, and ultimately make better decisions through mutual advocacy, education and information. The Child and Teen Medical Center provides a variety of care for infants, children and adolescents. The business has been in operation for more than 35 years and has another location in Fridley. Kwik Trip Kwik Trip recently celebrated the grand opening of their third store in Blaine. The building is located at the corner of 105th Avenue and Radisson Road. Mary Ann Young Senior Center Construction Update

Construction to Begin Spring 2019

Work is set to begin on replacing the 35-year-old Mary Ann Young Senior Center in Aquatore Park. A new building will be built next to the existing facility. The new building will include plenty of space for the senior center activities as well as space for the general public. The new building will be almost 15,000 square feet and construction will begin this spring. The building is expected to be complete by November 2019. Final plans are currently in development and will be approved by the city council. The project will go out for construction bids in January. All construction activities will be suspended during the Blaine Festival.
