Blaine Activity/Senior Center Project In early February the city advertised for bids for the construction of a 15,000 square foot senior/activity center to replace the existing, approximately 5,000 square foot, Mary Ann Young Senior Center. The current building was built in 1982 and the community has outgrown the space. The new facility will include a senior lounge/gathering space, dining facilities for up to 225 people, and several activity areas for senior programming. The facility will also include activity rooms that will be available for use by residents. The new facility will be built adjacent to the existing senior center in Aquatore Park. Six construction companies bid on the project and a public bid opening was held on February 19. After reviewing all the bids submitted the city council awarded the contract to the low bidder, Ebert Construction. Construction on the new facility will begin this spring and should be completed by the end of 2019. Once the new facility is occupied, the existing Mary Ann Young Senior Center will be demolished. City Council Meetings Move to Monday Evenings Beginning in April, Blaine City Council meetings will move to Monday evenings. After discussions earlier this year the city council concluded that Monday evening meetings would be better for both the city council and the public. Beginning Monday, April 1, city council meetings will be held the first and third Monday of each month with a workshop held on the first, second and third Monday of each month. Workshops begin at 6:00PM in the Cloverleaf Farms Room and Blaine City Council meetings begin at 7:30PM in the City Council Chambers at City Hall. Workshops are a time for the council and city staff to work on items that will be considered at future city council meetings or for councilmembers to receive staff reports that do not require official action. All workshops and meetings are open to the public; however, public comment is only taken at city council meetings. All Blaine City Council meetings are shown live on Comcast cable channel 16 and are also live streamed through the city website at BlaineMN.gov/Video. 3M Open Public Information Meetings The City of Blaine in conjunction with the 3M Open will hold public open houses to discuss the upcoming PGA Tour event coming to Blaine in July. These meetings will be your chance to talk with city staff and 3M Open staff. Topics covered will include traffic impacts, road closures and detours, resident impacts for TPC area homeowners, and more.

Centennial Greens Park Iron-Enhanced Sand Filter (IESF) Phosphorus is the chemical that supports rapid algal growth and it is a challenging task to find ways to remove dissolved phosphorus from bodies of water. A new and promising management practice to control phosphorus is using an iron enhanced sand filter (IESF).
Tax Season and Identity Theft Tips
Sand filters have been used for a number of years to remove solids and some pollutants from stormwater, but it has been found that adding iron filings to the sand removes dissolved phosphorus in a cost effective way.
Each year it seems more and more people have discovered that someone used their personal information to file taxes. The IRS has some good information on how to protect yourself, and what to do in the event your information has been compromised.
Thanks to a partnership with the Anoka Conservation District and Rice Creek Watershed District, the city was able to install an IESF in Centennial Greens Park. The park was chosen after a study was completed showing a need for dissolved phosphorus treatment in the area. Since the installation of the IESF in 2015, water monitoring is showing that the IESF is effectively removing phosphorus. The IESF is maintained by the city. This includes raking it on a regular basis during the summer months. As long as the system is maintained, it is projected to last up to 30 years before needing reconstruction.
The IRS does not initiate contact with taxpayers by email, text messages or social media channels to request personal or financial information. This includes requests for PIN numbers, passwords or similar access information for credit cards, banks or other financial accounts.
The city has an opportunity to partner with the Coon Creek Watershed District to construct another IESF in the Pleasure Creek neighborhood near the intersection of Clover Leaf Parkway and East Pleasure Creek Parkway. This project would take the design a step further by adding a substance called biochar to the mix. Biochar functions to remove E. coli, which is the bacteria found in animal waste. E. coli contamination is a problem in the Pleasure Creek watershed. The funding for the project will be a combination of grants, funds from the Clean Water Fund Watershed Based funding, Coon Creek Watershed District and the city. More information will be released in the near future regarding the timing and logistics of the project.
City Launches OpenBlaine Transparent | Community | Data On March 1 the City of Blaine launched a new government transparency portal called OpenBlaine. In an effort to put more data at the fingertips of Blaine residents, city staff has worked with vendor OpenGov to create this new way to understand how the city operates. OpenBlaine will allow the general public to easily dig into city budget data as well as other nonfinancial data points collected by the city. Users will be able to see the different revenue streams that fund city operations or breakdown city spending by department. Non-financial data will include a look at the number of building permits issued and inspections completed per year and how the hail storm of June 2017 caused a huge spike in these numbers. In the future, the city will continue to develop new data sets to be reported via OpenBlaine. How much does it cost to plow the entire city after a snowstorm? What is the economic impact of the 3M Open? What is the average response time for emergency services? These are all examples of data sets that could be future topics featured on OpenBlaine. Public Works Seasonal Employment The City of Blaine is looking for seasonal employees who can work 40 hours per week, in positions that will last up to six months. Positions are available in the park maintenance, street, shop, and utility departments. The starting hourly wage is $12 per hour with a one dollar increase after 67 days. City Prepares for Large Street Reconstruction Schedule The City of Blaine is preparing a large slate of road construction projects to be completed over the next two years. The city has identified a number of high priority roads that are in need of full or partial reconstruction. In February, the city held open houses to discuss the projects and assessments with residents living in project areas. The city council will also hold public hearings on the projects and will need to give final approval before the projects can move forward.

The city’s special assessment policy calls for single family residential homes to be assessed 35 percent of the project cost related to the area directly in front of their home. High density housing and commercial parcels are assessed at a 50 percent rate. The city is currently in the process of rating all city roadways in order to determine the roads that need attention first, the roads selected for 2019 and 2020 are well known problem areas in the city. It is the intention of the city to get all roads up to an acceptable rating so that the city can concentrate more on maintenance than reconstruction. With the proper maintenance schedule, roads can last longer between reconstructions.

All three projects may include additional grading for turn lanes and ADA improvements. Additionally, roadway improvements on 125th Avenue NE between Lexington Avenue NE and Opal Street NE will be completed. In 2020, 125th Ave NE from Aberdeen Street NE to Radisson Road NE will be reconstructed to a four lane divided highway with a raised center median and new turn lanes at Hastings Street. Cut Back on Road Salt Protect Our Infrastructure, Water and Aquatic Wildlife In the Twin Cities metro area 350,000 tons of road salt is used every year, but have you ever wondered where it goes when winter ends? Stormwater and snowmelt carry dissolved road salt into lakes, streams, and groundwater when winter thaws out. Chloride, a major part of road salt compounds, is especially stubborn in water. Once it dissolves, there is no feasible method to remove chloride from water, and stormwater treatment solutions like stormwater ponds and rain gardens are ineffective at removing chloride. Instead, chloride gradually accumulates in our water bodies, harming fish and other aquatic life. The corrosive nature of road salt also contributes to between $350 million and $1.2 billion in infrastructure costs each year to the metro area alone.

Here are some helpful tips you can use to make your driveways and sidewalks safer and better for the environment this winter: Shovel! Salt is never a substitute for shoveling. Shovel your snow and ice first so that salt is only used for melting ice stuck to the ground. Scatter! Salt!

Bird Hike, all ages
Hike, learn and play at the fen, a specialized wetland. Guided activities will open your eyes to the unique geology and biology that we are still working to conserve, restore, and understand. Activities are designed for all ages.
Birding is a great way to get outside, view animals, and get some exercise. All level of birders are welcome. Binoculars, bird lists, and a knowledgeable bird guide are included.

Community Gardens Garden plots are available to rent. There are full plots (15x20 feet), half plots (15x10 feet) or raised beds (4x8 feet) available for the 2019 gardening season. For more detailed information regarding dates and fees, contact the Parks and Recreation Department at 763-785-6164.
