3M Open Set for July 1-7 The PGA Tour is coming to Blaine. This year will mark the first year of the 3M Open at the TPC of the Twin Cities in Blaine. For many years Blaine was the host to the 3M Championship, a Champions Tour (Senior Tour) event. Beginning this summer, the regular PGA Tour will be coming to Blaine as the city plays host to some of the best golfers in the world. During late 2018 and early 2019, the TPC golf course in Blaine has undergone reconstruction in order to increase the difficulty and add the length needed to challenge PGA Tour players. The tournament begins on Thursday, July 4 with other events taking place earlier that week. The 3M Open expects to bring 150,000 visitors to Blaine. As part of the events surrounding the 3M Open, there will be a concert at the National Sports Center on July 5 featuring the Zac Brown Band, with a fireworks display after the concert. Blaine Honored With Top Awards The City of Blaine was recently celebrated by SportsEvents Media Group and the Minnesota Real Estate Journal. Blaine received a Readers’ Choice Award from SportsEvents Media Group for being a top sports events destination. The award is given annually to cities across the country with sports destinations and venues that focus on youth and amateur sports. The National Sports Center positions Blaine to be able to host an impressive number of sporting events each year. The Minnesota Real Estate Journal named Blaine as one of four finalists for their city of the year award. Blaine’s nomination highlighted several development projects that were started or completed in 2018 as well as new programs and incentive deals that staff created to support business and new development in Blaine. Two more reasons why Blaine is a great place to live, work and grow.

May is American Wetlands Month Celebrate at the Blaine Wetland Sanctuary Located at 11980 Lexington Avenue NE

Since 1991, our nation has recognized American Wetlands Month as a time to celebrate the vital importance of wetlands to ecological, economic, and social health. Wetlands help improve water quality and supply, reduce flooding, and provide critical habitat. There are eight types of wetlands. Some wetlands are dry for much of the year and others are covered by several feet of water. It is estimated that Minnesota has lost about 50 percent of its original wetland acreage. The city has committed to restoring a 500 acre parcel known as the Blaine Wetland Sanctuary. The National Mitigation and Ecosystem Banking Conference will be taking a tour of the Blaine Wetland Sanctuary on Tuesday, May 7. Conference visitors will learn more about the work to restore this area from an invasive dominated, fire suppressed condition, to diverse native dominated herbaceous community including over a dozen rare and protected plants species unique to the Anoka Sandplain. Several local school field trips will be doing hands on STEM (Science, Technology, Engineering, and Mathematics) learning at the Blaine Wetland Sanctuary.

Join a naturalist from Wargo Nature Center on an insect hunt at the Blaine Wetland Sanctuary. They will help you with sweep nets to catch and identify insects.

Attend the resilient yard workshop sponsored by Rice Creek Watershed District and Blue Thumb. Visit the Blaine Wetland Sanctuary and look for birds, wildlife, and pollinators. Visit the wetland display at Blaine City Hall. Educate a friend or family member about wetlands and why they matter. Find out if there is an opportunity to volunteer to help restore a wetland. See if your children’s schools can take a field trip to a local wetland or if someone can come to the school and talk about wetlands. Get an open space passport from the city website or city hall. Registration Now Open Are interested in learning more about safety services? Do you live or work in Blaine? Registration is now open for the 2019 Blaine Citizens Academy! The eight-week course, hosted by the City of Blaine Safety Services Division, is a great opportunity for individuals to learn more about the structure and operations of the Police, Fire, and Community Standards departments while participating in a variety of exciting and fast-paced activities in a safe and fun environment. Class is held Wednesday evenings, Sept. 4 to Oct. 23, 2019 from 6:30 to 9:30PM. The academy meets at a different location each week depending on the activities scheduled. Course topics and hands-on activities include: police use of force, motor vehicle extrication, firefighting, crime prevention, fire prevention, housing maintenance, code compliance, criminal investigations, fire investigations, drug awareness, traffic stops, and other emergency response.

Peddlers & Solicitors Throughout the year door-to-door peddling, soliciting, and canvassing raises questions from Blaine residents. While most of these activities are regulated by the city, they cannot be prohibited entirely. A canvasser, for example, may go door-to-door without a permit from the city. A canvasser may be a person asking for signatures on a petition, requesting support for a political candidate or position, seeking donations for a religious organization or fundraising for a high school booster club. All peddlers and solicitors are: • •

Required to obtain a city-issued permit, carry it at all times, and show it on request. Restricted to operating between the hours of 9AM and 7PM, Monday through Saturday.

Construction Plans Approved Water Treatment Plant 4

The Blaine City Council has approved a contract for construction of Water Treatment Plant 4. When completed, the plant will provide water treatment for future growth in the northeast portion of the City. The plant will be located on a 10 acre parcel at Lexington Avenue and 122nd Avenue NE, next to the new water tower. Water Treatment Plant 4 will treat raw groundwater for iron and manganese removal. The plant will improve the quality of the groundwater to comply with primary and secondary drinking water standards. Construction will start this summer and the 60,500 square foot plant should be completed and operational by 2022. The low bid on the proposal was received from Gridor Construction at a total cost of $24,668,600.

The project includes construction of noise walls at seven distinct locations. This work will be coordinated with road construction. As part of planning for construction impacts on local roadways, MnDOT met with city officials to review local roads and intersections to develop temporary traffic changes to manage additional traffic on local roads. Construction this year will focus on the southbound side of I-35W. MnDOT will work in the middle of I-35W during the 2020 construction season and will wrap up the project by building the northbound side in 2021. When completed in the fall of 2021, the project will extend the lifespan of I-35W and bridges along the corridor and provide a smoother road surface. It also will provide long-term, sustainable travel options for all motorists and transit, reduce congestion and increase safety on the highway as well as providing reliable travel times for commuters during peak periods.

The new facility will be located adjacent to the existing building in Aquatore Park. Once the new structure is finished the existing senior center will be demolished. Construction on this facility will be halted the week of the Blaine Festival the last week in June, to allow the Blaine Festival activities to take place without interference from construction.

The Blaine City Council awarded the bid for the construction of the new Mary Ann Young Center to Ebert Construction. The bid of $3,709,000 was the lowest of the six bids received for this project. A groundbreaking ceremony was held on April 18 and construction is underway. The new facility is scheduled to be completed in December of this year.

New Senior/ Activity Center Update

MnDOT has begun an ambitious three year project to construct MnPASS express lanes, repave I-35W and ramps between the interstate and local roads, and repair bridges between Ramsey County Road C in Roseville and Sunset Avenue on the border of Blaine and Lino Lakes. The I-35W bridges over County Road C and County Road I will be replaced. MnDOT will build one MnPASS lane in each direction in the middle of existing I-35W between County Road C in Roseville and Lexington Avenue in Blaine.

Night to Unite Registration Now Open

Join neighbors across the City of Blaine on Tuesday, August 6, 2019 for the annual Night to Unite celebration. Enjoy a summer evening with neighbors to celebrate your community. Night to Unite is the best Tuesday of the year in which the police and fire departments are out in full force visiting block parties and strengthening community partnerships. The city public works department will again be joining the celebration and making visits to neighborhood parties with their special monster trucks. McGruff the Crime Dog, along with specialty units within the police department, will also be out that night. Take your neighborhood block party to your local park and join with other block parties for an added bonus of getting to know your greater community, make new friends, and a visit from police, fire, and others. Don’t know other party hosts in your area, no problem. Check out the map on the website for parties near you or give us a call. It is free to register as a block party host, and the city will provide you with some ideas and items to help with planning a block party. Each party will receive door hangers, nametags, t-shirts for the organizers, informational forms, and a few other goodies. Registration deadline is July 22, 2019.

Blaine Festival Parade New Route in 2019! Due to road construction on a portion of Jefferson Street NE the Blaine Festival parade will have a new route this year. The parade will head down Oak Park Boulevard NE starting at Paul Parkway NE. Once the parade reaches Jefferson Street it will head south on Jefferson and conclude at 113th Avenue NE.
